Anil K. Garg, PCS, Additional Commissioner-cum-Additional CEO, CSCL and Sh. N.P. Sharma, Chief General Manager, CSCL in Command & Control Centre, MC Building, Chandigarh.

The Commissioner said that the E-Governance project is being implemented by Chandigarh Smart City Limited (CSCL) for approximately 28 municipal services, which upon implementation will facilitate the municipal staff and the citizens of Chandigarh. By implementing the online services citizens will be able to get the services from the comfort from their home such as water and sewage connections, online booking of community centres, submission of the property tax, grievance redressal, Online Building Plan Approval System etc.

Panjab University, SC/ST Cell Organized Webinar on New Education Policy-2020

SC/ST Cell of Panjab University, Chandigarh organized a webinar on the theme “Welfare Policies and Schemes for the Growth and Development of SCs and STs in Higher Education: With Special Reference to NEP-2020”.

Co-ordinator-cum-Liaison Officer, SC/ST Cell, Panjab University, Prof. M. C. Sidhu, welcomed the Vice Chancellor, speakers and the participants.

 The Chief Guest of the webinar, Prof. Raj Kumar Vice Chancellor, Panjab University, congratulated the faculty on the teacher’s day. Speaking at the inaugural session of the webinar, he emphasized to devise and implement policies to provide better academic support to the students belonging to Scheduled Castes and Scheduled Tribe Categories with a special reference for the education of the girl students. The Vice chancellor also stressed upon providing access to the resources and allowing participation of students of these categories at all levels. He also advised the organizers to prepare a roadmap for the implementation of NEP-2020 bwith special reference to SC/ST students.

Dr. Raja Sekhar Vundru Principal Secretary to Government of Haryana, enlightened the participants about the “Constitutional Mandate and the Development of Higher Education among SC/ST and Backward Classes”. He briefed the participants about the welfare policies initiated by Dr. B. R. Ambedkar like Post Matric Scholarship and National Overseas Scheme for higher education.

Prof. Rattan Singh, former Director of University Institute of Legal Studies, Panjab University, Chandigarh has discussed the “Appraisal of National Policies on Education Over the Years in the Context of Welfare Schemes for Scheduled Castes and Scheduled Tribes: With Special Reference to NEP-2020”. Prof Singh said that there should be analytical studies for the growth of students and effective implementation of welfare policies based on equality and equity.

More than 120 participants have attended the webinar. The participants have discussed their concerns related to the NEP-2020 with both the experts, said Prof. Sidhu. The webinar was hosted by Dr. Naresh Kumar, UIET and discussion part was managed by Dr. Rajni, Assistant Professor, USOL and Organizing Secretary of webinar. 

Prof. Supinder Kaur, Department of Laws and Co-convener of webinar presented the theme of the webinar. At the end vote of thanks was delivered by Prof. Anil Kumar, UIPS and Co-convener of webinar. Participants appreciated the efforts of the organizers for the conduct of such an informative and interactive webinar.

GIRLS HOSTEL NUMBER 10 ORGANISED NEERJA BHANOT MEMORIAL DAY

Chandigarh September 6, 2020

A candle lighting ceremony was organised in the memory of Ms. Neerja Bhanot to mark the Commemoration Day at the Neerja Bhanot Hall, Girls Hostel Number 10, sector 25 Chandigarh on 5th September, 2020. The hostel has been named after this young inspiring martyr. Presently, the hostel has been converted into the COVID hospital and is harbouring the COVID positive patients.

Every year on this day, the staff and residents of the hostel, remember Ms. Neerja Bhanot, who laid her life heroically, saving lives of passengers on the hijacked Pan Am Flight 73 from terrorists on Sept. 5, 1986. 

Warden, Dr Archana Chauhan, hostel staff and the staff of Government Multispeciality Hospital Sector 16 Chandigarh on duty at the Neerja Bhanot Hall paid tributes to Ms. Neerja.

 Although a few residents wanted to be part of this memorial day event but were not allowed due to safety concerns. On the occasion, a two-minute silence was observed to pay homage to the martyr. Candles were lit in the hostel compound. Govt guidelines for COVID-19 pandemic were followed during the event.

Teachers Day celebrated by PUZS, PU

Chandigarh September 6, 2020

Panjab University Zoological Society (PUZS) organised a virtual programme on the occasion of Teachers Day celebration. The programme was celebrated with great enthusiasm and zeal by the faculty and students of the department. The main attraction of the evening were the retired teachers of this department who joined the meeting, to name few among them were senior most professor PK Mittal, Prof. RC Sobti former Vice Chancellor Panjab University and Babasaheb Bhimrao Ambedkar University, Lucknow, Prof. T. Gill, (Ex-Dean Alumni Association, Panjab University), Prof. CL Duggal (Ex member of senate, PU) etc.

The program started with welcome note by the chairperson. To relive the old memories and make the retired faculty feel homely, a small video clip depicting the old glimpses of the department was played on the occasion. The students expressed their gratitude to the beloved teachers with the theme  “My teachers , My Hero’s” through speech, video, presentations and poems.

On the request of senior teachers Prof. VK Walia sang old melodious song which was cheered by the students and teachers. In the end each senior teacher blessed the students and staff with their words of encouragement and wisdom which was followed by chit chat about the various activities going in the department and students expressed how much they are missing their department. Overall, it was very a fun filled and learning experience.

PU to Conduct Online Exams from 17 Sept

For Detailed News-

Panjab University, Chandigarh has decided to conduct the first ever online examinations of Undergraduate(UG) and Postgraduate (PG) Courses from 17th September, 2020. However, the practicals for UG/PG exit or terminal classes will be conducted online from 10-15 September 2020.

The Roll number of the students will be uploaded on the University website from Sept12,2020.The UG Examinations will be of 2 hours duration from 9 am – 11 am.     The question papers as per date Sheet will be uploaded on the University website www.puchd.ac.in at 8.30 AM and it will also be emailed to Chairperson/Director/ Principal.  The Chairperson/Director/Principal will send the question paper to the concerned student using different electronic modes.  The Director / Principal of the Institute/College/USOL will upload the question paper at their official website also. The students will be able to download the same from the PU Website i.e. puchd.ac.in. After 2 hours, the students will send a scanned answer book by uploading the same to the source. If by any chance, they are unable to submit online, the facility is provided to submit the same in the sealed envelope physically to the nearest Nodal Centre or by Registered/Speed Post     and the list of all Nodal Centres will be uploaded on the University website. Similarly the PG exam will be held from 10am-12am.

The candidate will be required to attempt 50% of the question paper by choosing any questions. However, the student shall ensure that he/ she has attempted an answer carrying 50% of the maximum marks where 50% is fraction (2.5 will be 2). They will not be asked to attempt any compulsory question. . The candidates will solve the question paper from their location on A4 size paper in his handwriting with a maximum page limit of 12 sheets of which only one side has to be used. The candidate is required to write his/her roll no/class/paper/course and signature on each sheet.

In case, the student cannot appear online, a special extra chance will be given to appear in the physical exam as and when the situation improves.

The evaluation will be completed within 5 days of termination of exams and results will be declared accordingly.

Prof. Raj Kumar, Vice Chancellor has constituted a special Monitoring Coordination Committee which will be monitoring the issues on day to day basis related to exams, technical hurdles, administrative issues and logistics pertaining to online exams. A special dedicated email will be generated by the Controller office for addressing grievances regarding online exams.

The Nodal centre will be created where all kinds of facilities related to online conduct/post conduct activities will be provided.

Prof. Jaspal Kaur Kaang remembered the senior Professors and Chairpersons who contributed a lot in making the high esteem of the Department and Who also played an important role to take the legacy of the Department ahead. Dr. Kaang expressed her respect and pride in remembering Prof. Gurubachan Singh Talib founder of the department, Prof. H. S. Shan, Prof. Darshan Singh and Prof. Santosh Sharma and other officiating chairmen of the department from time to time. She paid special homage to Prof. Darshan Singh and Prof. Shankar Ji Jha in her address. नई औद्योगिक नीति में एरो-स्पेस व एसोसिएशन पर करेगी प्रदेश सरकार फोकस-दुष्यंत चौटाला

मंगलवार तक नई उद्योग नीति के लिए भेजें अपने सुझाव-दुष्यंत चौटाला


                हरियाणा के डिप्टी सीएम दुष्यंत चौटाला ने कहा कि प्रदेश में उद्योगों को बढ़ावा देने के लिए प्रदेश सरकार एक श्रेष्ठ औद्योगिक नीति के प्रारूप को अंतिम रूप देने में जुटी है। नई उद्योग नीति उद्योगपतियों के हितों के लिए हितकारी हो, प्रदेश में निवेश बढ़े, उद्योगपतियों को अधिक से अधिक सुविधाएं मिले, इसके लिए प्रदेश के सभी  सांसदों,विधायकों, विभिन्न सरकारी विभागों, उद्योगपतियों सहित उद्योग जगत से जुड़ी संस्थाओं के सुझावों को भी शामिल किया जाएगा। उन्हें अपने सुझाव देने के लिए मंगलवार तक का समय दिया गया है। चंडीगढ़ में हरियाणा निवास पर विभिन्न विभागों के अधिकारियों के साथ मेराथन बैठक के बाद डिप्टी सीएम दुष्यंत चौटाला मीडिया से रूबरू हो रहे थे।

               दुष्यंत चौटाला ने कहा कि प्रदेश में उद्योगों के लिए और अधिक माकुल माहौल उपलब्ध के लिए प्रदेश सरकार द्वारा 2020 से 2025 तक की नई उद्योग नीति बनाई जा रही है जिसे अगले माह तक लागू किया जाएगा। उन्होंने बताया कि सरकार की ओर से विधायकों, सांसदों और प्रदेश की सभी औद्योगिक एसोसिएशनों के साथ-साथ फिक्की, एसोचैम जैसी राष्ट्रीय स्तर की औद्योगिक एसोसिएशनों से 8 सितंबर तक अपने सुझाव देने के लिएआग्रह किया गया है।


                डिप्टी सीएम ने कहा कि प्राथमिकता के तौर सरकार का उद्देश्य है कि प्रदेश में खासतौर पर थ्रस्ट सेक्टर के साथ-साथ आयात करने से जुड़ी यूनिटों को अपने राज्य में ही स्थापित किया जाए और सरकार नई उद्योग नीति मे ंइस पर पूर फोकस कर रही है। उन्होंने कहा कि इस नई पॉलिसी के जरिए हरियाणा में इसी तरह के उत्पादन को बढ़ावा दिया जाएगा ताकि आयात को कम से कम करके निर्यात को बढ़ाया जा सके। उपमुख्यमंत्री दुष्यंत चौटाला ने बताया कि हरियाणा देश का पहला ऐसा राज्य होगा जो ऐरो-स्पेस और एविएशन को भी थ्रस्ट सेक्टर के तौर पर फोक्स करके अपनी नई उद्योग नीति में आगे लेकर जाने का काम कर रहा है। उन्होंने कहा कि हिसार में हवाई अड्डा प्रोजेक्ट पर बीेजेपी-जेजेपी गठबंधन सरकार तेजी से काम कर रही है।


                उन्होंने मेडिकल टेक्नोलॉजी से जुड़े बल्क ड्रग्स पार्क का जिक्र करते हुए कहा कि हरियाणा उन अग्रणी राज्यों में से होगा जो अपने सभी 22 जिलों को विभिन्न क्लस्टरों में बांटकर औद्योगिक इकाइयों को आगे लेकर आने का काम कर रहा है। उन्होंने कहा कि सरकार का प्रयास है कि इसी तरह ज्यादा से ज्यादा औद्योगिक इकाइयों को जोड़ा जाएगा और प्रदेश सरकार फैक्ट्रियों को क्लस्टर एप्रोच के साथ जोडऩे पर उन्हें अतिरिक्त लाभ देगी।

Phytochemicals in Plant Extracts Potential Fighters for Corona Infection

Across the globe scientists trying to beat Coronavirus.  At present, there is no approved drug or vaccine available to treat this disease. Still, people are trying various pre-existing medicines that are known to have antiviral effects. Panjab University, Chandigarh contributed in fights against Covid-19.  Dr. Ashok Kumar, Chairperson from Centre of Systems Biology and Bioinformatics, Panjab University studied the binding potential of approximately 50 phytochemicals present in multiple natural plant extracts that are capable of inhibiting virus replication.  Phytochemicals are compounds that are produced by plants. They are found in fruits, vegetables, grains, beans, and other parts of plants. Some of these phytochemicals are believed to protect us from pathogenic attacks. Herbal extracts are full of phytochemicals. This Research published in Journal  Phytomedicine  having  title “Identification of phytochemicals as potential therapeutic agents that binds to Nsp15 protein target of coronavirus (SARS-CoV-2) that is capable of inhibiting virus replication”. This Reputed international Journal has an impact factor of 4.26. Dr. Ashok Kumar did this research in collaboration with Dr. Suresh Kumar from Guru Gobind Singh Indraprastha University, Delhi.

WEBINAR ON NEW EDUCATION POLICY: A ROADMAP FOR ENGINEERING EDUCATION

A Webinar on New Education Policy: A roadmap for Engineering Education was organized by UIET, Panjab University, Chandigarh ,today. The event commenced with an introductory message by Prof. Raj Kumar, Vice Chancellor who has been associated with NEP since the beginning and also gave inputs in the framing of NEP. PU VC also gave some optimistic insight into the fact that although pandemic is a curse, it has certainly given the opportunity of development to domains like engineering and medicine.

Subsequently Prof. Dheeraj Sanghi,Director PEC spoke about the aspects of New Education Policy related to higher education. He cited the chapters from New Education Policy that are related to higher education. He talked about the aspect of multidisciplinary education. In the curriculum, there should be interdisciplinary courses. There should be more flexibility in the courses chosen by the students i.e. more elective courses should be offered to the students.

Prof.Sanghi pointed out that it is very natural that the minds of students, as well as faculties, will resist these changes that this policy demands but we need to overcome this resistance. The NEP caters to the major problem that the college students face about not knowing exactly what they want to study in college or what are their interests. The provision of Dual Major will be provided i.e. one person having computer science engineering shall be allowed to opt for psychology also. It was also discussed as to how important it is to make a robust lateral entry system if we want to implement the NEP in a good way.

Prof.Sanghi also pointed to the fact that the policy gives the flexibility to the universities to implement the changes recommended at a time they find appropriate i.e. either from this batch or from the next session. He also talked about Academic Bank of Credit (ABC) which will be established to digitally store the academic credits earned from various recognised higher educational institutes so that the credits earned in the previous years can be awarded after entering into the programme again. With this ABC, the fear of wastage of years is avoided.

Continuous evaluation will be there rather than having one major exam at the end of the semester which has almost 70 % of credit or marks. He also added that tenure track recruitment should be there for faculties in which the teaching ability of the teacher will be evaluated after every 5-6 years. He then talked about the use of technology through online and digital courses. He talked about a big caveat of NEP which states that the quality of the online courses should be as good as the best on-campus programme of the higher educational institution. He said that such a scenario is not possible in the present situation and can only be made possible after approximately 10 years from now. More than 40% of courses shall be offered online to reduce the teaching load that will also provide an ample amount of time to the faculty for research work. He also discussed Faculty development programmes that should be conducted more frequently.  Employability will automatically improve if a good batch of students graduate as  industry will  be interested to recruit them.
