पंचकूला, 11 सितम्बर : हरियाणा विधानसभा आम चुनाव 2024 के लिए जारी नामांकन प्रक्रिया के अंतर्गत कालका विधानसभा में आज चार प्रत्याशियों ने आठ नामांकन पत्र दाखिल किये।
उपायुक्त एवं जिला निर्वाचन अधिकारी डा. यश गर्ग ने बताया कि एसडीएम एवं रिटर्निंग अधिकारी कालका राजेश पुनिया के समक्ष 01-कालका विधानसभा में भारतीय जनता पार्टी के प्रत्याशी के तौर पर शक्ति रानी शर्मा ने दो और ऐश्वर्या पंडित शर्मा ने एक, इंडियन नेशनल कांग्रेस प्रत्याशी के तौर पर प्रदीप चौधरी ने तीन और अमनदीप चौधरी ने दो नामांकन पत्र दाखिल किये।
उन्होंने बताया कि 5 सितंबर को चुनाव की अधिसूचना जारी होते ही नामांकन प्रक्रिया शुरू हो गई थी। 12 सितम्बर तक सुबह 11 बजे से दोपहर तीन बजे तक नामांकन पत्र दाखिल कर सकते हैं। 13 सितम्बर को नामांकन पत्रों की छंटनी की जाएगी और 16 सितम्बर को नामांकन पत्र वापस ले सकते हैं।
उन्होंने बताया कि जिला की 01-कालका विधानसभा के लिए एसडीएम कार्यालय कालका और 02-पंचकूला विधानसभा के लिए लघु सचिवालय पंचकूला स्थित एसडीएम कोर्ट में आवेदन कर सकते हैं। उन्होंने बताया की 5 अक्तूबर को मतदान और 8 अक्तूबर को मतगणना की जाएगी।

उपायुक्त एवं जिला निर्वाचन अधिकारी डा. यश गर्ग ने बताया कि एसडीएम एवं रिटर्निंग अधिकारी पंचकूला गौरव चौहान के समक्ष 02 पंचकूला विधानसभा में भारतीय जनता पार्टी के प्रत्याशी के तौर पर श्री ज्ञानचंद गुप्ता ने दो नामांकन पत्र दाखिल किये। इससे पहले एक निर्दलीय प्रत्याशी ने नामांकन पत्र दाखिल किया हुआ है। पंचकूला विधानसभा से अभी तक कुल तीन नामांकन पत्र प्राप्त हुए हैं।

पंचकूला 10 सितंबर : उपायुक्त एवं जिला निर्वाचन अधिकारी डॉ यश गर्ग ने बताया कि भारत निर्वाचन आयोग द्वारा हरियाणा विधानसभा आम चुनाव-2024 की घोषणा के साथ ही आदर्श आचार संहिता लागू है। जिला में कैश, शराब, हथियार और अन्य चुनाव संबंधी सामग्री पर निगरानी रखने के लिए उड़न दस्ते व स्थैतिक निगरानी टीमों (एसएसटी) का गठन किया गया है।
उन्होंने बताया कि चेकिंग के दौरान अगर किसी भी उम्मीदवार, उसके एजेंट या पार्टी कार्यकर्ता की गाडी में 50 हजार रुपये से अधिक नकद राशि या पोस्टर, चुनाव सामग्री, किसी प्रकार की ड्रग्स, शराब, हथियार या उपहार सामग्री, जिसकी कीमत 10 हजार रुपये से अधिक हो और जिसका प्रयोग मतदाताओं को प्रलोभन देने के लिए किया जा सकता हो व किसी वाहन में कोई अन्य अवैध सामान पाया जाता है तो उसे जब्त किया जाएगा।

जिला निर्वाचन अधिकारी ने बताया कि इस संबंध में लोगों को असुविधा से बचाने और उनकी शिकायतों के निवारण के लिए एक समिति का गठन किया गया है। उन्होंने बताया कि अतिरिक्त उपायुक्त पंचकूला सचिन गुप्ता इस समिति के अध्यक्ष होंगे जबकि जिला परिषद पंचकूला के मुख्य कार्यकारी अधिकारी गगनदीप सिंह, डीईटीसी (जीएसटी) पंचकूला हनीश गुप्ता और खजाना अधिकारी पंचकूला सुनीता पातर इस समिति के सदस्य होंगे।
उन्होंने बताया कि यह समिति पुलिस या स्थैतिक निगरानी टीमों या उड़नदस्तों द्वारा की गई जब्ती के मामलों का स्वतः संज्ञान लेगी। ऐसे मामले जहां समिति द्वारा पाया जाता है कि जब्ती के खिलाफ कोई एफआईआर/शिकायत दर्ज नहीं की गई है और जहां मानक संचालन प्रक्रियाओं के तहत जब्ती किसी उमीदवार, राजनीतिक पार्टी और चुनाव अभियान से जुड़ी नहीं है, यह समिति ऐसे व्यक्तियों को बरामद नकदी वापस करने के लिए मौखिक आदेश पारित कर सकती है। उन्होंने कहा कि समिति ऐसे सभी मामलों का संज्ञान लेगी और जब्ती पर भारत चुनाव आयोग द्वारा जारी दिशानिर्देशों के अनुसार निर्णय लेगी।

पंचकूला सितंबर 10: हरियाणा लोक प्रशासन संस्थान सेक्टर -25 पंचकूला में एनडीपीएस (नारकोटिक्स ड्रग्स एंड साइकोट्रोपिक सब्सटेंस) एक्ट 1985 पर एक दिवसीय प्रशिक्षण कार्यक्रम का आयोजन जिला बाल सरंक्षण अधिकारी पंचकूला द्वारा किया गया।
इस अवसर पर महिला एवं बाल विकास विभाग की जिला कार्यक्रम अधिकारी सीमा रोहिला ने बतौर मुख्य अतिथि हिस्सा लिया।
कार्यक्रम में स्टेकहोल्डर्स को बच्चों में नशे की लत अधिक पाये जाने की वजह से एनडीपीएस एक्ट 1985 की बारीकियों से अवगत कराया गया ताकि वह बच्चों को नशे से होने वाले दुष्प्रभावों के बारे में अवगत करवा सके । नशे के कारण ही बहुत से बच्चे अपराध की श्रेणी में आ रहे है।
जिला बाल संरक्षण इकाई ने एनडीपीएस एक्ट 1985 पर एक दिवसीय प्रशिक्षण कार्यक्रम का किया आयोजन
रिसोर्स पर्सन डॉ. सुवीर सक्सेना स्टेट प्रोजेक्ट ऑफिसर मेंटल हेल्थ व डी-एडिक्शन डॉरेक्टर जनरल ऑफिस हेल्थ डिपार्टमेंट ने बताया कि एनडीपीएस एक्ट 1985 में लागू किया गया था। इस एक्ट का उद्देश्य नशीले और मादक पदार्थों के भंडारण, उपभोग, खेती, बिक्री, खरीद और विनिर्माण को रोकना और दोषी पाए जाने पर दंडित कार्यवाही करना है। संबंधित अधिकारियों व कर्मचारियों को अधिनियम के उद्देश्यों को ध्यान में रखकर ही पंचकूला जिला में उपस्थित सभी स्टेकहोल्डर्स को यह जानकारी दी गई। वही मधुबन से आये सब इंस्पेक्टर रवि पीएसआई ने बताया कि एनडीपीएस एक्ट में 238 तरह की नशीली चीजों को प्रतिबंधित किया गया है। मात्रा के आधार पर दोषी को सजा दी जाती है। यानी अल्प मात्रा (5 ग्राम तक) में प्रतिबंधित नशीली चीज पाए जाने पर एक साल तक की सजा, मध्यम मात्रा (पांच से दस ग्राम तक) की स्थिति में एक से दस साल और वाणिज्यिक मात्रा (10 ग्राम से एक किलो) पाए जाने पर दस से बीस साल तक की सजा का प्रावधान है। नारकोटिक्स और साइकोट्रोपिक के अंतर को स्पष्ट हुए कहा कि सामान्यतः नारकोटिक्स के तहत वे पदार्थ आते है जो नींद बढ़ाने में सहायक हैं और साइकोट्रोपिक के तहत वे जो दिमाग की अवस्था को बदल दें, यथा उदासी को खुशी में। उन्होंने कहा कि एनडीपीएस के तहत आने वाले नशीले पदार्थों से हमेशा दूर रहे व आवश्यक होने पर दवा के रूप में डॉक्टर के परामर्श के अनुसार ही इसका प्रयोग करें । जिला बाल संरक्षण अधिकारी निधि मालिक ने सभी स्टेकहोल्डर्स को जेजे और पॉक्सो एक्ट के बारे में विस्तार से जानकारी दी।

*Chandigarh, September 10:-* Sh. Kuldeep Kumar, Mayor, Chandigarh today inaugurated renovated Community Centre in Sarangpur, here in the presence of Sh. Ram Chander Yadav, area councilor, other councilors, officers of MC Chandigarh and other prominent persons of the area.
While addressing the gathering, the Mayor said that this Community Centre has undergone extensive renovations to enhance its functionality and aesthetic appeal at a total expenditure of Rs. 49 lacs. He said that this Community Centre was handed over by the Chandigarh Administration to the Municipal Corporation during the year 2019 merger of 13 villages under the MC’s jurisdiction. At that time, the Community Centre was in poor condition and lacked basic facilities.

He said that the comprehensive renovation has addressed these issues, including new false ceiling, upgrading the windows and doors with toughened glass, wall tiling & curtains, acrylic painting, boundary wall railing, renovation of toilet blocks, wiring alongwith other electrical works and plastering work around boundary wall. A new open kitchen has been constructed, allowing it to be used without disturbing ongoing events. All doors have been aesthetically enhanced with teak wood, and the entire building has been made handicapped-friendly, ensuring accessibility for all, added the Mayor.
The Mayor said that the additional upgrades include covering the bathroom walls with ceramic tiles, adding a 3-foot vertical granite cladding to the corridor walls and repainting the entire building. Various repair works have also been completed to done the facility to optimal condition.

The Valedictory Function of the nine-day SEC on Mastering Basic to Advanced Excel was held. The SEC aimed to equip the participants with the wide-ranging functionality of Microsoft Excel, focusing on practical applications, automation, and AI-driven functions. The Chief Guest and Keynote Speaker, Dr. Pradeep Khanna, Group Project Manager, Infosys Ltd., addressed the participating students, emphasizing that the world’s most valuable resource is no longer gold or oil but data. With new skills and technologies being introduced much faster than a decade ago, it is imperative to be a life-long learner. Panchkula, September 9: Dr. Yash Garg, Deputy Commissioner-cum-District Election Officer, has said that the Election Commission of India is offering the option of home voting for persons with disabilities (PwDs) and voters over 85 years of age to ensure their participation in the democratic process. This service is optional and requires completion of Form 12-D, which must be submitted by September 10.

Dr. Garg emphasized that to utilize the home voting option, eligible voters must complete Form 12-D and submit it to the Returning Officer within five days of the election notification (September 5, 2024). Additionally, divyang voters must provide a copy of their disability certificate, showing a disability of 40 percent or more, and must be listed in the voter list.
Dr. Garg also said that Booth Level Officers (BLOs) will deliver Form 12-D directly to the homes of the eligible voters. A team of polling officers will then visit these homes to facilitate the voting process. This team will include a videographer and police personnel to ensure the process adheres to Election Commission guidelines and maintains voting secrecy.

*Chandigarh, September 9:* To support the health of its sanitation workers and staff, the Municipal Corporation Chandigarh has organized a month-long health camp under the “Safai Apnao, Bimaari Bhagao” campaign. This initiative is in collaboration with the TCI Foundation and Homi Bhabha Cancer Hospital and Research Centre (HBCHRC). The health camp supports the Swachh Bharat Mission (SBM) and MCC’s commitment to the welfare of its sanitation workers.
City Mayor Sh. Kuldeep Kumar inaugurated the mega cancer screening camp at the Community Centre, Sector 11, in the presence of Sh. Sachin Galav, area councillor, Joint Commissioner Sh. Gurinder Singh Sodhi, PCS, MOH Dr. Inderdeep Kaur, other senior officers of the civic body, and MCC employees.
Cancer cases are increasing in our society, making early detection and timely treatment essential. This camp provides an important opportunity for cancer screening for our sanitation workers and employees, helping to extend their lives. The camp will also promote healthy lifestyles by raising awareness about the early signs and symptoms of cancer through information and education.

The month-long health camp will screen all sanitation workers involved in garbage collection from households and commercial areas, as well as those working at Material Recovery Facilities (MRFs). Key highlights of the cancer screening camp include Oral Cancer and Prostate Specific Antigen (PSA) screenings for males and Oral, Breast, and Cervical Cancer screenings for females. The camp also offers free medical check-ups, vaccinations, and healthcare services, including general health examinations, vision tests, dental check-ups, and the distribution of essential medicines.
MCC plans to organize 30 health camps, benefiting over 8,000 employees, irrespective of their employment criteria (Regular, Contractual, Agency, Daily Wage). These camps will be held at various locations, as strategically planned by the sanitation Wing.
Mayor Sh. Kuldeep Kumar commended the sanitation wing’s efforts in organizing an awareness and screening camp. He emphasized that the health and welfare of sanitation workers and MCC staff are top priorities. He reaffirmed that the Municipal Corporation has provided insurance coverage for all garbage collectors and MRF staff, regardless of their employment status.
He also noted that organizing this health camp is a fitting tribute to these unsung heroes and reflects the city’s commitment to its workforce. In 2023, Chandigarh was honored with the ‘Safaimitra Surakshit’ title by Her Excellency, the Hon’ble President of India, Smt. Draupadi Murmu. Through initiatives like this, we are dedicated to maintaining that honor and ensuring the well-being of our sanitation workers.
The Mayor expressed gratitude to all garbage collectors, sanitation workers, and MCC staff for their hard work, which has improved waste segregation in the city and achieved 100% collection of segregated waste. एक्सपैंडिचर आबर्जवर श्री दारसी सुमन रतनाम ने वीडियो सर्विलांस टीम, वीडियों व्यूइंग टीम, अकाउंटिंग टीम और फलाईग स्कवायड की कार्य प्रणाली के बारे में भी विस्तार से चर्चा की और इन्हें और प्रभावी बनाने के निर्देश दिए। उन्होने कहा कि फलाईग स्कवायड में प्रशासनिक और पुलिस अधिकारियों के साथ साथ सीआईएसएफ को भी शामिल किया जाए। बैठक में बताया गया कि जिला की कालका और पंचकूला विधानसभाओं के लिए तीन तीन फलाईग स्कवायड टीमों का गठन किया गया है।

पंचकूला के उपायुक्त एवं जिला निर्वाचन अधिकारी डाॅ. यश गर्ग ने कहा कि 5 सिंतबर को हरियाणा विधानसभा चुनाव 2024 की नोटिफिकेशन जारी होने के उपरांत नामांकन प्रक्रिया शुरू हो चुकी है जो 12 सिंतबर तक जारी रहेगी। उन्होने कहा कि चुनावों को निष्पक्ष और पारदर्शी ढंग से आयोजित करवाने के लिए एक्सपैंडिचर मानिटरिंग कमेटी का अहम योगदान होता है। उन्होने कहा कि यह सुनिश्चित करना हम सब की जिम्मेदारी है कि चुनाव किसी भी प्रकार के धन-बल से प्रभावित न हो।
जिला निवार्चन अधिकारी ने कहा कि चुनाव आयोग द्वारा चुनाव में प्रत्येक उम्मीदवार के लिए खर्च की सीमा निर्धारित की गई है और अधिकारी इसी सीमा में चुनावी खर्च सुनिश्चित करें। इसके लिए एक्सपैंडिचर मानिटरिंग कमेटी के अधिकारी अन्य विभागों के नोडल अधिकारियों के साथ तालमेल बनाते हुए कार्य करें। उन्होने कहा कि किसी भी प्रकार की आवश्यक सूचना को आपस में अवश्य सांझा करंे। उन्होने कहा कि चुनाव के दौरान अवैध शराब, कैश, हथियार और अवांछित लोगों की आवाजाही को रोकने के लिए प्रत्येक नाके पर सीसीटीवी कैमरा लगाए जा रहे हैं ताकि किसी भी प्रकार की अवैध गतिविधी पर नजर रखी जा सके। वर्तमान में जिला में 9 नाके लगाए गए हैं।
बैठक में बताया गया कि चुनाव में अवैध शराब की सप्लाई को रोकने के लिए जिला में नियमित तौर पर शराब के ठेकों की चैकिंग की जा रही है। इसके अलावा प्रतिदिन शराब की बोतलों के स्टाॅक, खरीद एवं बिक्री की रिपोर्ट भी ली जा रही है। चुनाव आचार संहिता लगने के उपरांत जिला में अब तक शराब की 500 बोतल जब्त की जा चुकी है। बैठक में यह भी बताया गया कि औचक निरिक्षण के लिए एंफोर्समेंट ब्यूरो के साथ चार टीमों का गठन किया गया है।
