It is indeed a proud moment for Panjab University that as many as 46 faculty members have made to the coveted list of Top 2% Scientists of the World released on 16th September 2024.

The subject-wise bibliometric analysis was conducted by a team of scientists from a top-ranking university in the world, Stanford University and the Elsevier BV-A leading scientific publisher. Scientists are classified into 22 scientific fields and 174 sub-fields according to the standard Science-Metrix classification. Career-long data are updated to end-of-2023 and single recent year data pertain to citations received during calendar year 2023.The selection is based on the top 1,00,000 scientists by c-score (with and without self-citations) or a percentile rank of 2% or above in the sub-field. This version (7) is based on the August 1, 2024 snapshot from Scopus database, updated to end of citation year 2023.The c-score focuses on impact (citations) rather than productivity (number of publications) and it also incorporates information on co-authorship and author positions (single, first, last author). The database is available at: https://elsevier.digitalcommonsdata.com/datasets/btchxktzyw/7.

पंचकूला, 18 सितंबर – उपायुक्त एवं जिला निर्वाचन अधिकारी डा. यश गर्ग ने जिला के मतदाताओं को आह्वान किया है कि वे आगामी 5 अक्तूबर को हरियाणा विधानसभा चुनाव के तहत होने वाले मतदान में बढ़-चढकर हिस्सा लें। लोकतंत्र की मजबूती के लिए सभी मतदाता अपने मताधिकार का प्रयोग अवश्य करें। उन्होंने कहा कि मतदान प्रतिशत को बढ़ाने के लिए भारत निर्वाचन आयोग की हिदायतों अनुसार स्वीप अभियान चलाया जा रहा है। विभिन्न विभागों व संस्थाओं द्वारा मतदाता जागरूकता गतिविधियां आयोजित कर मतदाताओं को मतदान के प्रति जागरूक किया जा रहा है।

जिला निर्वाचन अधिकारी ने बताया कि राजकीय महाविद्यालय सेक्टर-1 और राजकीय महिला कालेज सेक्टर- 14 पंचकूला में 19 सिंतबर को स्वीप प्रमोशन और वोटर जागरूकता कार्यक्रम आयोजित किया जाएगा। इसी तरह 20 सिंतबर को रेडक्रॉस सचिव पंचकूला द्वारा मतदाता जागरूकता को बढ़ावा देने के लिए एनजीओ की बैठक का आयोजन किया जाएगा। 21 सितंबर को जीएसएसएस सेक्टर 20 पंचकूला और 24 सितंबर को जीएसएसएस गल्र्स सेक्टर 15 पंचकूला में स्वीप प्रमोशन और वोटर जागरूकता कार्यक्रम का आयोजन किया जाएगा। 

उपायुक्त ने बताया कि 25 सितंबर को राजकीय पीजी कालेज सेक्टर 1, राजकीय पीजी कालेज सेक्टर 14, राजकीय पीजी कालेज कालका, राजकीय पीजी कालेज बरवाला, राजकीय पाॅलिटैक्निक कालेज, मोरनी में स्वीप प्रमोशन और वोटर जागरूकता कार्यक्रम होगा। 26 सिंतबर को राजकीय कालेज सेक्टर-1 में सोशल माडिया प्लैटफार्म पर चुनावी प्रश्नोत्तरी का आयोजन किया जाएगा। 27 सितंबर को जीएसएसएस सेक्टर-12ए, जीएसएसएस सेक्टर-20, जीएसएसएस सेक्टर-26 पंचकूला में स्वीप जागरूकता अभियान के लिए वाॅकथाॅन का आयोजन किया जाएगा। 

जिला निर्वाचन अधिकारी ने बताया कि 30 सिंतबर को बस स्टैंड पंचकूला में सार्वजनिक परिवहन पर स्टीकर चिपकाने का काम किया जाएगा। एक अक्तूबर को राजकीय कन्या विद्यालय सेक्टर-14 पंचकूला में रेडियो के माध्यम से मतदाता जागरूकता कार्यक्रम का आयोजन किया जाएगा। दो अक्तूबर को जीएसएसएस सेक्टर-12ए, जीएसएसएस सेक्टर-20, जीएसएसएस सेक्टर-26 पंचकूला में स्वीप प्रमोशन और वोटर जागरूकता कार्यक्रम का आयोजन किया जाएगा। तीन अक्तूबर को जीएसएसएस सेक्टर-12ए, जीएसएसएस सेक्टर-20, जीएसएसएस सेक्टर-26 पंचकूला में स्वीप प्रमोशन और वोटर जागरूकता कार्यक्रम का आयोजन किया जाएगा।

पंचकूला, 18 सितम्बर – उपायुक्त एवं जिला निर्वाचन अधिकारी डा. यश गर्ग ने बताया कि जिला निर्वाचन कार्यालय द्वारा जिला की दोनों विधानसभाओं की मतदाता सूची तैयार की जा चुकी है। अब जिला की दोनों विधानसभाओं में कुल 4,38,245 वोटर हैं, इनमें 2,29,642 पुरूष वोटर, 2,08,760 महिला वोटर और 23 वोटर थर्ड जेंडर शामिल हैं। 

डा. यश गर्ग ने बताया कि 01 कालका विधानसभा की मतदाता सूची में 2,02,052 वोटर शामिल हैं, इनमें 1,05,281 पुरूष वोटर 96,756 महिला वोटर और 15 वोटर थर्ड जेंडर शामिल हैं। 02 पंचकूला विधानसभा की मतदाता सूची में 2,36,193 वोटर शामिल हैं इनमें 1,24,181 पुरूष वोटर, 1,12,004 महिला वोटर और आठ वोटर थर्ड जेंडर शामिल हैं। उन्होंने बताया कि मतदाता सूचियों को जिला निवार्चन कार्यालय से प्राप्त किया जा सकता है। जिलावासियों से अपील करते हुए उपायुक्त ने कहा कि पांच अक्तूबर को मतदान के दिन विधानसभा की वोटर लिस्ट में शामिल सभी नागरिक अपने पोलिंग बूथ पर वोट डालने के लिए अवश्य पहुंचे। मतदान का समय सुबह सात बजे से शाम को छह बजे तक का रहेगा।

*30-39 आयु वर्ग में सबसे ज्यादा 1,00,929 वोटर*

जिला निर्वाचन अधिकारी ने बताया कि 18 से 19 आयु वर्ग के कुल 10,784 वोटर हैं, इनमें से कालका में 5,131 और पंचकूला में 5,653 वोटर हैं। इसी प्रकार 20-29 आयु वर्ग के कुल 79,698 वोटर हैं, इनमें से कालका में 39,944 और पंचकूला में 39,754 हैं। उन्होंने बताया कि 30-39 आयु वर्ग के कुल 1,00,929 वोटर हैं, इनमें कालका में 48,696 और पंचकूला में 52,233 हैं। इसी प्रकार 40-49 आयु वर्ग के कुल 90,801 वोटर हैं, इनमें कालका में 40,905 और पंचकूला में 49,896 मतदाता है। 

जिला निर्वाचन अधिकारी एवम उपायुक्त ने  बताया कि 50-59 आयु वर्ग के कुल 69,459 वोटर हैं, इनमें कालका में 31,008 और पंचकूला में 38,451 वोटर हैं। इसी प्रकार 60-69 आयु वर्ग के कुल 48,901 वोटर हैं, इनमें कालका में 21,548 और पंचकूला में 27,353 वोटर हैं। उन्होंने बताया कि 70-79 आयु वर्ग के कुल 26,212 वोटर हैं, इनमें कालका में 10,395 और पंचकूला में 15,817 वोटर हैं तथा 80 वर्ष से ज्यादा आयु वर्ग के कुल 11,461 वोटर हैं, इनमें कालका में 4,425 और पंचकूला में 7,036 वोटर हैं। 

*100 वर्ष से ज्यादा आयु वर्ग में 166 वोटर*

जिला निर्वाचन अधिकारी ने बताया कि जिला में 85 वर्ष से ज्यादा आयु वर्ग में 5556 वोटर हैं, इनमें से 01 कालका विधानसभा में 2303 वोटर और 02 पंचकूला विधानसभा के 3253 वोटर शामिल हैं। इसी प्रकार 100 वर्ष से ज्यादा आयु वर्ग में 166 वोटर हैं, इनमें से कालका विधानसभा में 84 वोटर और पंचकूला विधानसभा के 82 वोटर शामिल हैं। उन्होंने बताया कि जिला में कुल 2472 दिव्यांग वोटर हैं, इनमें से कालका में 1218 और पंचकूला के 1254 वोटर शामिल हैं। जिला में 303 ब्लाइंड वोटर हैं, इनमें से कालका में 145 और पंचकूला के 158 वोटर शामिल हैं।

पंचकूला, 18 सितम्बर – उपायुक्त एवं जिला निर्वाचन अधिकारी डा. यश गर्ग के मार्गदर्शन में हरियाणा विधानसभा आम चुनाव-2024 को शांतिपूर्वक ढंग से संपन्न करवाने के लिए एसएसटी  (स्टेटिक सर्विलांस टीम) और एफएसटी (फ्लाइंग स्क्वायड टीमें) को आज लघु सचिवालय के सभागार में तीसरा प्रशिक्षण दिया गया। प्रशिक्षण के दौरान नगराधीश एवं उप जिला निर्वाचन अधिकारी ने टीम के सदस्यों को उचित दिशा-निर्देश दिए। 

प्रशिक्षण के दौरान एसडीएम एवं रिटर्निंग अधिकारी पंचकूला गौरव चौहान, एसडीएम एवं रिटर्निंग अधिकारी कालका राजेश पुनिया, जिला राजस्व अधिकारी एवं सहायक रिटर्निंग अधिकारी डा. कुलदीप सिंह व चुनाव नायब तहसीलदार अजय राठी मौजूद रहे।

नगराधीश एवं उप जिला निर्वाचन अधिकारी विश्व नाथ ने कहा कि विधानसभा चुनाव-2024 की घोषणा के साथ ही जिला में आदर्श आचार संहिता लागू है। आदर्श आचार संहिता की पालना सुनिश्चित करने के लिए जिला प्रशासन की विभिन्न टीम लगातार सक्रिय रूप से कार्यरत है। उन्होंने कहा कि स्वतंत्र, निष्पक्ष व पारदर्शी चुनाव लोकतंत्र में अति महत्वपूर्ण है। जिला प्रशासन एवम चुनाव विभाग जिले की सभी दोनों विधानसभा क्षेत्रों में चुनाव आयोग के नियमानुसार पूरे पारदर्शी व शांतिपूर्ण तरीके से चुनाव संपन्न करवाने के लिए तत्पर है।

उन्होंने कहा कि जिला में अगर कोई भी व्यक्ति आदर्श आचार संहिता का उल्लंघन करेगा तो उसके उसके खिलाफ कानूनी कार्रवाई की जाएगी। जिले में एफएसटी (फ्लाइंग स्क्वायड टीमें), एसएसटी (स्टेटिक सर्विलांस टीम) वीवीटी (वीडियो विविंग टीम) का गठन कर दिया गया है। सभी टीमें सक्रियता के साथ चुनाव ड्यूटी में तैनात हैं और चुनाव प्रचार गतिविधियों पर टीमों की पैनी नजर है।

नगराधीश ने कहा कि टीम चेकिंग के दौरान किसी भी गाड़ी को रूकवाते ही उसकी वीडियो बनवाना सुनिश्चित करे। वीडियोग्राफर वीडियो को इस तरह से बनाए की चेकिंग करने वाले टीम सदस्य और गाड़ी के नंबर भी सही तरीके से नजर आएं। उन्होंने कहा कि गाड़ी में मौजूद यात्रियों को किसी भी प्रकार की परेशानी नहीं होनी चाहिए। उन्होंने कहा कि टीम को चुनाव आयोग की दिशा-निर्देश अनुसार फाॅर्म उपलब्ध करवाए गए हैं। इन फाॅर्मों का प्रयोग अलग-अलग स्थित में किया जाना है। जिसकी प्रशिक्षण में पूरी जानकारी उपलब्ध करवाई गई।

*MC Chandigarh Initiates Swachhata Hi Seva Campaign with Citywide Deep Cleaning*

*Chandigarh, September 18:-*  Aiming to create a cleaner and healthier environment while promoting the principles of Reduce, Reuse, and Recycle (RRR), the Municipal Corporation Chandigarh has launched the Swachhata Hi Seva Campaign, themed “Swabhav Swachhata, Sanskaar Swachhata,” under the Ministry of Housing and Urban Affairs (MoHUA).

Today, City Mayor Sh. Kuldeep Kumar launched a cleanliness drive at Dadumajra alongside residents. A Swachhata pledge was also held at the Sector 22 Market, encouraging collective action among citizens in the presence of the Mayor, Sh. Damanpreet Singh, area councillor and SBM Chandigarh Brand Ambassador Sh. Praveen Duggal among others.

Together, the councillors alongwith city residents conducted cleanliness drives in their respective wards in residential areas across the city, collaborating with Safaimitras to encourage everyone to maintain clean surroundings and instill these values into their Swabhav and Sanskaar.

The Mayor emphasized that this campaign is not just an initiative; it is a movement that requires the active participation of everyone. “Cleanliness is not merely the absence of dirt; it is a way of life, a shared responsibility that we must embrace collectively,” he stated.

MC Commissioner Sh. Vinay Pratap Singh, IAS, said that the deep cleaning drives citywide, including in residential areas, commercial spaces, schools, parks, government offices, gaushalas, backlanes, community centers, public conveniences, water bodies, religious places, and open lands, will continue until 2 October. The Swachhata Hi Seva (SHS) 2024 campaign marks the 10th anniversary of this initiative, which has been observed annually since its inception in 2014 to commemorate the 155th birth anniversary of Mahatma Gandhi.

The campaign focuses on three key pillars:

1. Swachhata Ki Bhagidaari (Public Participation, Awareness, and Advocacy)  

2. Sampoorna Swachhata(Comprehensive Cleanliness Initiatives)  

3. Safai Mitra Suraksha Shivirs(Preventive Health Checkups and Social Security Coverage)  

He further stated that a series of Jan Andolans (people’s movements), along with major events and activities, have been planned in alignment with these pillars. The collaboration involves stakeholders including Residents’ Welfare Associations (RWAs), Market Welfare Associations (MWAs), NGOs, schools, and Self-Help Groups (SHGs). The focus will be on schools, residential associations, market vendors, the welfare of Safaimitras, and SHGs, ensuring that all stakeholders actively contribute to maintaining cleanliness in their surroundings.

Additionally, NHPC Limited Regional Office, Chandigarh, organized a poster-making competition today at Maharishi Dayanand Public School, MDAV Bhawan, Daria, Chandigarh. Over 100 students created meaningful posters on cleanliness and sanitation. Through their artwork, students emphasized the significance of cleanliness, advocated for eco-friendly practices, and promoted a zero-waste lifestyle. Swachhata Champions also highlighted the importance of waste segregation and minimizing the use of single-use plastics.

The campaign will feature large-scale cleanliness drives, innovative initiatives, and community engagement activities, promoting the message of “Swabhav Swachhata, Sanskaar Swachhata.” This initiative aims to instill cleanliness as a habit and a core value while embracing the principles of Reduce, Reuse, and Recycle (RRR).
