Chandigarh, November 25:- A meeting of Finance & Contract Committee, Municipal Corporation Chandigarh was held here today under the chairmanship of Sh. Rajesh Kumar and attended by Sh. K.K. Yadav, IAS, Commissioner, Sh. Bharat Kumar, Sh. Mahesh Inder Singh, Sh. Ravi Kant Sharma, Sh. Shakti Parkash Devshali, Smt. Sheela Devi (Councillors), Sh. Tilak Raj, Sh. Anil Kumar Garg, Additional Commissioners, Sh. Shailender Singh, Chief Engineer and other senior officers of MCC were present during the meeting.
The members of committee discussed various important agenda items in detail and accorded approval for the following:
· The Committee accorded approval to hire the services of chain dozers for the maintenance of the dumping ground as per terms & conditions of the existing contract for 9 months at an estimated cost of Rs. 42.48 lacs.
· The F&CC also accorded approval for procurement of choker for cattles impounded in cattle pond.

On the concluding day of Two days seminar cum workshop on “Academic writings: addressing the contemporary challenges” organized by department of Education, Panjab University, Chandigarh, Prof. S. Srinivas Rao from Jawaharlal University, Delhi addressed “Academic Integrity as Essential Element in Academic Publications, here today.
Dr. Rao linked the role of society in ensuring academic integrity. He was critical for the role of teachers and supervisors in inculcating moral and ethical values in their students to ensure academic integrity. He further suggested “Double Blind Process” in order to curb the maniac of predatory journals leading to the earlier “Pay and Publish system”. He outlined five basic fundamental values in research consisting of honesty, trust, fairness, respect and responsibility.
Prof. Manish Jain, from B. R Ambedkar University addressed ‘Nuances of quality writing and publishing in quality journals’. He shared his experiences and mentioned Prof. Avijit from JNU and expected the participants to take their position while writing a research paper and emphasised on the importance of understanding a reader so as to know how to pitch and where to pitch?
Prof. Jayanti Dutta discussed essential steps in writing a book review as a creative exercise.
Prof. Shobha Sinha Chairperson, Central Institute of Education, University of Delhi discussed the contents of academic writing, writing processes and concerns of author. She emphasized on reader friendly writing and cohesion in writing. She narrated stories to make context interesting.
Valedictory address was given by Prof. R.K. Kohli, Senior Ecologist and Vice Chancellor, Central University of Punjab, Bhatinda. He deliberated on the need of writing good quality research papers and what are factors which are affecting the quality of our publication.
Prof. Sanjay Kaushik, UBS, Dean, College Development Council, Panjab University, Honorary Director, NWRC, ICSSR, Panjab University in his remarks emphasised the role of academic writings in understanding the social issues.

चंडीगढ़, 22 नवंबर ( )-पंजाब के अनुसूचित जाती वर्ग के छात्रों को उच्च शिक्षा उपलब्ध कराने के लिए केंद्र सरकार द्वारा शुरू की गई पोस्ट मेट्रिक स्कॉलरशिप योजना हाल के ही वर्षों में अपने भारी दुरूपयोग के कारण विवाद का एक ज्वलंत विषय बन गई है। जिस पर राष्ट्रीय स्तर पर चर्चा किये जाने की आवश्यकता उतपन्न हो गई है. इस योजना में भ्र्ष्टाचार को लेकर जहां सरकार को दोषी ठहराया जा रहा है और उस पर इस योजना को लेकर भाँति-भांति के सवाल खड़े किये जा रहे हैं, वहीं निजी शिक्षा संस्थान भी पीछे नहीं हैं। पोस्ट मेट्रिक स्कॉलरशिप के रूप में दलित छात्रों की फीस और अन्य खर्चे सरकार द्वारा कॉलेजों को उनके खाते में पैसा भेज कर जमा कराये जाते हैं। परन्तु इस स्कॉलरशिप को लेकर कालेजों की प्रबंधक कमेटियों द्वारा किये जा रहे भ्र्ष्टाचार के कारण ना केवल दलित छात्रों का भविष्य अंधकारमय हो रहा है बल्कि इसका दलित छात्रों को उच्च शिक्षा उपलब्ध कराने का केंद्र सरकार का मूल उद्देश्य भी मलियामेट होता नजर आ रहा है। निजी शिक्षा संस्थान इस स्कॉलरशिप को बहती गंगा में हाथ धोने का अवसर मानते हुए फंड की बड़ी राशि का डकार मारने से भी पीछे रहते नजर नहीं आते। यही वजह है कि पोस्ट मेट्रिक स्कॉलरशिप के मुद्दे को लेकर पंजाब भर में दलित छात्रों को अपनी शिक्षा को लेकर कालेजों के बाहर धरना प्रदर्शन तक करने पड़ रहे है और सरकार द्वारा पैसा रिलीज किये जाने के बाबजूद कालेज प्रबंधन अनुसूचित जाति के छात्रों को फीस जमा ना कराने का बहाना लगा कर उनके रोल नंबर रोक कर उनकी समस्याओं को और बढ़ा रहे हैं। पोस्ट मैट्रिक स्कॉलरशिप योजना को लेकर निजी शिक्षा संस्थाओं में भ्र्ष्टाचार किस सीमा तक व्याप्त है, इसका सबसे बड़ा उदाहरण पटियाला के धैंठल स्थित आदर्श पॉलिटेक्निक कालेज में हुए इस योजना के अधीन लगभग सवा करोड़ रुपये की धन राशि के दुरूपयोग के रूप में सामने आया है।
पंजाब में यह सबसे बड़ा पोस्ट मेट्रिक स्कालरशिप घोटाला माना जा रहा है. इस कालेज की मैनेजमेंट इसके दो सदस्यों डॉक्टर विक्रमजीत और उनकी धर्मपत्नी डॉक्टर रंजू सिंगला के हाथों में है और उनकी जोड़ी को ही पोस्ट मेट्रिक स्कालरशिप फंड में घोटाले के लिए प्रत्यक्ष रूप से जिम्मेवार ठहराया जा रहा है। और उन पर 1,23,78, 535 रुपये की स्कालरशिप की राशि का दुरूपयोग करने के आरोप लगाए गये हैं. इस राशि का उपयोग उन्होंने अपने निजी लाभ के लिए किया है, ऐसी बातें भी सामने आ रही हैं। यह दंपति नोवा एजुकेशनल सोसाइटी के सदस्य होने के नाते कालेज के प्रबंधन और अन्य कार्य कलापों के संचालन के लिए जिम्मेवार हैं, जिसके चलते वह स्कॉलरशिप फंड में भ्र्ष्टाचार को लेकर भारी संदेह के घेरे में हैं. इस सारे मामले और घोटाले का खुलासा नेशनल शड्यूल्ड कास्ट्स अलायंस के अध्यक्ष परमजीत सिंह कैंथ ने आज यहां एक पत्रकार सम्मेलन के दौरान किया। अलायंस पिछले कई वर्षों से पोस्ट मेट्रिक स्कॉलरशिप योजना को राज्य में उपयुक्त और अच्छे ढंग से लागू करने के लिए अपनी आबाज़ बुलंद करता चला आ रहा है और जिस ढंग से इसे लागू किया जा रहा है,यह घोटाला इस का सबसे बड़ा उदाहरण है। जिसके कारण हज़ारों दलित विद्यार्थियों का शैक्षिक भविष्य चौपट होने के कगार तक पहुंच गया है. कैंथ ने आरोप लगाया कि डॉक्टर विक्रमजीत और उनकी धर्मपत्नी रंजू सिंगला पोस्ट मेट्रिक स्कालरशिप के फंड का दुरूपयोग करके ना केवल समाज के साथ धोखा कर रही है बल्कि अनुसूचित जाति छात्रों के भविष्य के साथ भी खिलवाड़ कर रही है। उन्होंने कहा कि इसी संबंध में इसी कालेज में 2016 के वर्ष के दौरान निर्माण सुपरवाइजर के तौर पर कार्य करने वाले कुलवंत सिंह ने जो स्वयं अनुसूचित जाति वर्ग से संबंध रखता है, अलायंस को इस बात की जानकारी दी कि वह कैसे निजी रूप से अनुसूचित जाति छात्रों के विकास और शिक्षा के लिए रखे गए फंड में किये गए घोटाले के कारण प्रभावित हुआ है।
कुलवंत सिंह ने राष्ट्रीय अनुसूचित जाति आयोग को लिखे पत्र में इस बात का खुलासा किया कि डॉक्टर विक्रमजीत और उनकी धर्मपत्नी ने सेल्फ बेयरर चैक जारी किये और सिस्टम में फ़र्ज़ी इंद्राज (एंट्रिया) करके फंड को सोसाइटी के खाते से निकाल कर अपने निजी फायदे के लिए इस्तेमाल किया। इसी मामले को सोसाइटी के एक अन्य सदस्य के. के. जौहरी पहले ही मई 2018 में पटियाला के एसएसपी के पास एक शिकायत पत्र भेज कर उठा चुके हैं।इस संबंध में रिकार्ड किये गए सबूतों और बैंक खातों की स्टेटमेंट्स भी शिकायत के साथ दी गई थी परन्तु आज तक इस मामले में कोई कार्रवाई नहीं की गई है। कैंथ ने कहा कि यही नहीं बल्कि अब तो कुलवंत सिंह को अपना मुंह तक बंद रखने की धमकिया भी दी जा रही हैं। ना तो सिविल और ना ही पुलिस प्रशासन ने अनुसूचित जाति वर्ग के विद्यार्थियों के साथ किये गए इस सबसे बड़े धोखे, जिस में उनका भविष्य ही दांव पर लगा दिया गया है और सरकारी फंड को खुर्द बुर्द किया गया है, की जिम्मेवार आरोपी दंपति के विरुद्ध अभी तक कोई कार्रवाई ही शुरू नहीं की है बल्कि इस घोटाले को ठंडे बस्ते में
डाल कर खत्म करने के प्रयास भी जारी हैं। जो नौकरशाही की ढीली ढाली कार्रवाई का जीता जागता उदाहरण है ताकि घोटालेबाज़ों को फायदा और आम आदमी को उत्पीड़ित किया जा सके अब तक जो सबूत उपलब्ध हुए हैं, उनके अनुसार आरोपी दंपति ने वेतन की अदायगी की आड़ में फ़र्ज़ी कर्मचारियों के नाम पर पैसे डाले और निकलवाए। इसी संबंध में मई 2015 से मार्च 2016 तक 60, 37, 735 रुपये कारपोरेशन बैंक से नोवा सोसाइटी के खाते से निकाले गए और फिर अप्रैल 2016 से मार्च 2017 तक 63, 40, 800 रुपये दंपति ने बैंक से निकाले। संबंधित अधिकारियों द्वारा स्कालरशिप का यह पैसा 2015 से 2017 तक के बीच उसी खाते में जमा कराया गया था जो दंपति द्वारा अपने निजी लाभ के लिए इस्तेमाल किया गया. नियंत्रक एवं महालेखाकार (कैग) द्वारा 2018 में प्रकाशित 12वीं रिपोर्ट में पंजाब के अलावा देश के चार अन्य राज्यों में अनुसूचित जाति वर्ग के विद्यार्थियों के लिए पोस्ट मेट्रिक स्कालरशिप योजना को लागू किये जाने के बाद इन राज्यों की कारगुज़ारी रिपोर्ट के आधार पर किये गए आडिट के परिणामो का उल्लेख किया गया है। इसमें आडिट के दौरान उन तथ्यों का भी उल्लेख किया गया है जो अप्रैल 2012 से मार्च 2017 अवधि के दौरान सामने आये थे। आडिट की जांच में स्कालरशिप फंड का दूसरे कार्यों के लिए इस्तेमाल, फंड देने से इंकार करने और स्कालरशिप के पैसे का अल्प भुगतान, स्कालरशिप फंड की अत्याधिक अदायगी और अयोग्य विद्यार्थियों को स्कालरशिप देने की बातें सामने आई थी।
कैंथ ने कहा कि दलित विद्यार्थियों के विवरण जिस में उनका नाम, पिता का नाम और जन्म तिथि आदि भी शामिल है, दो दो बार दर्शाई गई है, जो इस बात का संकेत है कि इन विद्यार्थियों और संबंधित शिक्षा संस्थाओं ने झूठी और फ़र्ज़ी स्टेटमेंट्स प्रस्तुत करके फीस और रख रखाव का पैसा दो दो बार हासिल किया है। पटियाला के धैंठल स्थित आदर्श पॉलिटेक्निक कालेज भी उन 17 शिक्षा संस्थाओं में शामिल है जिनका इस घोटाले में उल्लेख किया गया है। फ़र्ज़ी कर्मचारियों के नाम पर स्कालरशिप का फंड खुर्द बुर्द करना कई तरीकों में से एक है। परन्तु डॉक्टर विक्रमजीत और उनकी धर्मपत्नी डॉक्टर रंजू सिंगला द्वारा संस्था के पदाधिकारियों के रूप में अपने ओहदे और अधिकारों का दुरूपयोग करके सार्वजनिक कोष का इस तरह दुरूपयोग करने का मामला एक निराला मामला है जिसमे उन्होंने पैसे का अपने निजी स्वार्थो के लिए इस्तेमाल किया। रिपोर्ट में इस बात का भी स्पष्ट उल्लेख किया गया है कि डॉक्टर विक्रमजीत ने जो आदर्श पॉलिट्क्निक कालेज की देखभाल करते हैं, स्कालरशिप फंड की अत्याधिक रकम की वापसी का दावा किया है।
कैंथ ने कहा कि नेशनल शड्यूल्ड कास्ट्स अलायंस पंजाब सरकार से मांग करता है कि इस भारी वित्तीय घोटाले के कर्णधारों के विरुद्ध सख्त कानूनी कार्रवाई की जाए और स्कालरशिप के जिस फंड को डॉक्टर विक्रमजीत और उनकी धर्मपत्नी रंजू सिंगला ने अपने निजी स्वार्थो के लिए खुर्द बुर्द किया है, उस फंड के एक एक पैसे की वसूली इस दंपती से की जाए। उन्होंने कहा कि दंपती का यह घोटाला एक बहुत चौंकाने वाला वित्तीय घोटाला है। इस लिए इन दोनों के खिलाफ एफ आई आर दर्ज करके इसकी उच्च स्तरीय जांच कराई जाए। क्योंकि इस मामले में हर साक्ष्य मौजूद है और शक की कोई गुंजायश नहीं है कि यही दंपती इस के लिए पूरी तरह से जिम्मेवार है।
कैंथ ने पंजाब सरकार से स्कालरशिप घोटाले के मामलों की जांच के लिए एक विशेष जांच टीम का गठन करने की भी मांग की है ताकि कैग की रिपोर्ट के आधार पर और धोखाधड़िया भी सामने आ सकें और दलित वर्ग के लोगों के कल्याण को देखते हुए ऐसे तत्वों पर शिकंजा कसा जा सके जो सरकारी फंडों को लूटने के काम में लगे हुए हैं।
कैंथ ने कहा कि पोस्ट मेट्रिक स्कालरशिप फंड में घोटाले के पर्दाफाश अभियान की शुरुआत मुख्यमंत्री कैप्टन अमरिंदर सिंह के गृह जिले पटियाला से की जाएगी.

He mentioned the detailed processes and the importance of academic writings in communicating our ideas. He showed his concern on the declining quality of publications in the present day. He emphasised that writing is an expression of thought where one has to actively understand reach to the mind of the reader. Prof. Shankar ji Jha Dean University Instructions and officiating Vice Chancellor in his address said that interdisciplinary research is need of the hour and expressed his concern that Sanskrit has been neglected and needs to be bought to mainstream research area. He also mentioned that scholarly articles are the bridge to express our heritage and modern work.
Professor Lakhwinder Singh, Professor of Economics, Punjabi University, Patiala discussed that, to become a successful writer, the two lessons he learnt that writing first line is the most difficult and right timing is very important for a writer to get his articles published. He extensively talked about the new era of knowledge economy where education has been transformed from being a public good to commercial/private good thus, has to a large extent been a stumble block in learning. Earliler, Dr. Kuldeep Kaur, Associate Professor, gave a brief introduction for the program and highlighted the various challenges associated with academic writing. Prof. Latika Sharma, Chairperson, Department of Education, Panjab University paid gratitude to CALEM for bringing together the educationists of high repute for sharing their knowledge. Prof. Satvinderpal Kaur, program coordinator Department of Education introduced the theme of the program explaining the purpose and objectives of the two days. Panel discussion on Contemporary Challenges before Academic writers was chaired by Professor Kuldip Puri, USOL, Panjab University, Chandigarh. “Urdu is a language of Hindus and Sikhs and this fact should be given adequate space is the history of Urdu language and its literature”, said Prof. Zia-ur-Rehman Siddiqui from Aligarh Muslim University while delivering a special lecture on the development of Urdu language organized by Department of Urdu, Panjab University Chandigarh Dr. Siddiqui said that Guru Nanak Dev Ji preached his holy message in a language of the people which included a number of words from Arabic and Persian languages.He added that Bhartendu Harish Chander, Munshi Harsukh lal, Munshi Prem Chand, Munshi Naval Kishore, Kanwar Rajinder Singh Bedi and many others had contributed immensely for the promotion of Urdu in India. He laid stress on the promotion of translation work from Panjabi and Hindi and vice-versa.
On this occasion three books written by Dr. Ali Abbas, Coordinator of the department of Urdu were also released. Dr. Ali Abbas lauded the creative activities of Dr. Siddiqui, who started his teaching career from the Department of Urdu, Panjab University, some 20 years back, Among others Dr, Zarreen Fatima from Department of Urdu and Mr Jatinder Parvaz from the Haryana Urdu Academy were also present.

Chandigarh, Supporting the ‘Swachh Bharat Abhiyaan’ campaign in the city, GAIL (India) Limited today handed over seven tippers (dumpers) and 142 tri-cycle carts to the Municipal Corporation Chandigarh.
GAIL Independent Director Shri Sanjay Tandon handed over the vehicles to Sh. Sanjay Jha, IAS, Special Commissioner, MCC at a ceremony organized in community centre, Sector 29-B, here today in presence of Sh. Shakti Parkash Devshali, Chairman, Sanitation Committee & area Councillor, Sh. Ravi Kant Sharma, programme coordinator, councilors of MCC, Dr. Amrit Warring, Medical Officer of Health and prominent persons of the city.
While addressing the gathering, Sh. Tandon said that each and every support needed by the Municipal Corporation or the city will be fulfilled in any cost and GAIL will provide other required machinery for the betterment of sanitation system and sewerage management system in near future.
He said that GAIL provided support of Rs. 1.13 crore for the seven tippers (dumpers) while the financial support for the 142 tri-cycles was Rs 35 lakhs.
Sh. Shakti Parkash Devshali expressed thanks over the support by GAIL to the Municipal Corporation including dustbins, tippers, cycle carts etc. He said that so far, GAIL, India’s premier natural gas company, has provided Rs 3.40 crores under the ‘Swachh Bharat Abhiyaan’ in Chandigarh only. This includes providing 2,900 plastic dustbins to MCC with a financial support of Rs. 1.15 crore, Rs. 70.8 lakhs for installation of 400 Stainless Steel Dual bin dustbins at various prominent locations in Chandigarh and Rs 6.50 lakhs for 200 plastic dustbins at Chandigarh High Court.
Earlier, Sh. Sanjay Jha, IAS, Special Commissioner, MCC welcomed all the dignitaries during the programme and expressed special thanks to Sh. Sanjay Tandon, Independent Director of GAIL for the time to time support to the Municipal Corporation.

The Centre for Police Administration and National Cadet Corps, Panjab University, Chandigarh in collaboration with Panchnad Research Institute organized a seminar cum special lecture titled “Sacha Sauda: Vand Chhako ki Vartman Prasangita” on the occasion of the 550th Birth Anniversary of Guru Nanak Dev ji. The occasion was graced by Prof. Karamjit Singh, Registrar, Panjab University. He illustrated the relevance of the concept of Sacha Sauda in current times. He mainly focussed on the principles of Sacha Sauda i.e. Value, Dharma, Karam and Discipline.
Dr. Kuldeep Singh, Chairperson, Centre for Police Administration, Panjab University welcomed the key speaker and introduced the topic of the lecture.

The Department of Ancient Indian History, Culture & Archaeology, Panjab University, Chandigarh on the eve of “Heritage Week” organized a special lecture on “Introduction to Prehistoric Stone Tools” by Dr. Parth R. Chauhan, Faculty, Humanities and Social Sciences, IISER,Mohali. In his illustrated talk he introduced students to variety of stone tools.
According to him, the cave sites are the best preserved sites to study stone tools. He threw light on how the changing environment influenced the tool making. The students were given hand on experience on tool handling and identification. Dr. Banani Bhattacharya, Deputy Director, Archaeology and Museum, Haryana spoke on the outline of Prehistory of India and informed students about the importance of this period to know about the culture of those times.The lecture was attended by faculty members, students and research scholars of Panjab University.
