*TVC cancels licenses of 4003 street vendors failed to deposit outstanding fee*

*Chandigarh, February 24:-* In a major decision against vending fee defaulters, the Town Vending Committee of Municipal Corporation, Chandigarh accorded approval to cancel the licenses of 4003 street vendors, who have failed to deposit the outstanding fee with the MCC.

The 34th meeting of the Town Vending Committee (TVC) of the Municipal Corporation Chandigarh was held here today under the chairmanship of the Commissioner Municipal Corporation Sh. Amit Kumar, IAS. The meeting was attended by all TVC members and concerned officers of MC, Chandigarh.

During the meeting, various key agenda points were discussed, focusing on streamlining vending regulations, improving vending zones, and addressing the concerns of street vendors. The committee deliberated on measures to enhance urban planning while ensuring the welfare of registered vendors in Chandigarh.

The Commissioner emphasized the importance of a balanced approach that supports vendors’ livelihoods while maintaining the city’s cleanliness and order. The committee members actively participated in discussions, providing insights and suggestions for effective implementation of vending policies.

The Municipal Corporation Chandigarh reaffirmed its commitment to transparent governance and sustainable urban vending practices. The decisions taken in the meeting will be implemented in coordination with all stakeholders to enhance the vending system in the city.

          *Chandigarh, February 23:-* Cultural function, performances and competitions marked the conclusion of the 53rd edition of three-day Chandigarh Rose Festival at Rose Garden, sector 16, Chandigarh with the Chief Secretary, UT, Chandigarh Sh. Rajeev Verma, IAS distributing prizes to the winners of different competitions held during three day mega event organized by the Municipal Corporation, Chandigarh.

            City Mayor Smt. Harpreet Kaur Babla, MC Commissioner Sh. Amit Kumar, IAS, Area Councillor Sh. Saurabh Joshi, Chief Engineer Sh. Sanjay Arora and other senior officers and councilors were also present during the prize distribution ceremony.

The Chief Secretary was the Chief Guest on the occasion and distributed prizes to winners of various competitions, participants of cultural events, band parties as well as gardeners and workers who contributed a lot to make this mega event very successful. He lauded the efforts of all the team of officers under the able guidance of MC Commissioner Sh. Amit Kumar, IAS to make the Rose festival success without incurring any expenditure from the Corporation coffers. He appreciated the efforts to make this event ‘Zero Budget and Zero Waste’ by way of getting sponsorship for each and every event organized during the three day festival.

On the third day a Musical Evening namely “Sham-e-Ghazal” has been organized by the Municipal Corporation in Rose Garden in association with Chandigarh Sangeet Natak Akademy during which Ghazal Maestro Sh. Atul Dubey and punjabi folk songs by Ms. Sunita Dua Sehgal enthralled audience by various melodious numbers.

Poetry, humour and satire had a free reign at ‘Hasya Kavi Sammelan’ organized by Ibarat Lekhak Kala Manch, Chandigarh during which city based famous Poet Naveen Neer and group enthralled audience and took the stage amid a robust round of applause.

During the day function various competition were held including on the spot painting competition. Sh. Ajay Chagti, IAS, Secretary Health, UT, Chandigarh was the Chief Guest during the event.

Chandigarh, February 22, 2025 – As AKHAADA 5.0 charged into its third day, the energy at University Institute of Legal Studies (UILS), Panjab University, was at an all-time high. With every match, every rally, and every goal, the competition grew fiercer, and the crowd louder. Students, faculty, and sports enthusiasts came together once again to celebrate the spirit of teamwork, resilience, and unwavering passion for sports.

The event continued under the guidance of Chief Patron & Director of UILS, Prof. Dr. Shruti Bedi, with Chief Guest pu Director of Sports Dr. Rakesh Malik and Faculty Coordinator Prof. Dr. Virender Negi cheering on the participants. Their words of encouragement fueled the athletes to give their best, reinforcing the values of discipline and sportsmanship.

PU Chemistry Department Organises RC Paul National Symposium and Chandigarh Chapter of NASI

In fond memory of Prof. Ram Chand Paul, the Department of Chemistry and Centre for Advanced Studies in Chemistry at Panjab University, Chandigarh, organised a two-day National Symposium on “Sustainable Development in Chemical Sciences: Innovations and Start-ups” on 21-22 February 2025. 

Nearly 160 participants from across India showcased their scientific results in the form of posters and oral presentations.

Prof. Yojna Rawat, Director of RDC, Panjab University, Chandigarh, graced the inaugural ceremony and shared her views on sustainable development and its importance in today’s era. In his welcome address, Prof. Ganga Ram Chaudhary, Chairman of the Department of Chemistry, discussed the objectives of the conference with the audience. The convener of the conference, Dr. S.C. Sahoo, explained how the conference would channelise intellectual resources for the betterment of society.

The keynote speaker, Prof. Ravi Singh from IIT Delhi, presented on “Atropisomerism in the Realm of Pharmaceutically Relevant Compounds,” updating the participants on various aspects of chirality. Day one included three technical sessions, during which subject experts from highly reputed institutions such as JNU Delhi, University of Delhi, IIT Roorkee, INST Mohali, IMTech, and NIT Jalandhar shared their innovative research outcomes. The invited talks were followed by parallel oral and poster sessions.

Day 2 began with an inaugural address by Prof. R.K. Kohli, Vice Chancellor of Amity University, Mohali, who spoke about the Chandigarh Chapter of NASI. The Guest of Honour, Dr. R. K. Joshi, Scientist-F at DST, New Delhi, provided a detailed discussion on how to write a research proposal, offering valuable insights for the young minds in the audience. He explained key factors that contribute to the success of a research proposal.

Following the inauguration, Session I focused on the popularisation of science. Prof. Narinder Singh from IIT Ropar discussed various strategies for mitigating industrial pollution, while Prof. Manoj Kumar Teotia from CRRID Chandigarh shared his views on combating climate change by promoting the vectors of sustainable development. Session II covered discussions on target-specific anticancer agents and the role of green analytical chemistry in forensic toxicology, with presentations by Prof. Sankar K. Guchhait from NIPER Mohali and Prof. Rajeev Jain from CFSL Chandigarh. This was followed by parallel oral and poster sessions.

The valedictory function included awards for the best poster and oral presentations. The deliberations of the conference are expected to prove beneficial in many ways for the young researcher minds.

*Chandigarh, February 22:-* Cultural function, performances and competitions marked the 2nd day of the three-day Chandigarh Rose Festival at Rose Garden, sector 16, Chandigarh with the Sufiana musical performance by Balbir, Punjabi Musical Show by Lopoke Brothers.

Balbir & Group Punjabi Musical Show arranged by Chandigarh Sangeet Natak Akademy and Punjabi Music Show by Lopoke Brothers just enthralled the audience by their performance on the main stage at Rose Garden, Sector 16, Chandigarh.

Sh. Amit Kumar, IAS, Commissioner, MC Chandigarh was the Chief Guest during the cultural performance by Lopoke Brothers. While Mrs. Taruna Mehta, Deputy Mayor was Chief Guest during the Sufiana Gayan by Sufi Balbir and group.

There were many attractions of this day which started with the Rose Prince and Rose Princess and then the Photography competition. After all this various cultural programmes were performed by various dances groups from various sides of our country.

            The main attractions of the day was the Mr. and Mrs. Rose competition that took place in the Rose Garden. In addition to that various cultural programmes were organized by the artists of North Zone Culture Centre (NZCC) and other local artists from schools and colleges. Different competitions and shows including traditional Folk dance of Punjab (Bhangra), traditional Folk Dance Nagada and traditional Folk Dance of Rajasthan (Ghoomar) were also organized during the second day. During the shutdown, the water supply to water works Manimajra and water works Sector 26 will remain closed. Due to above shutdown there will be no pumping from Water Works Sector 32 to Manimajra area and area fed by Water Works Sector 26, Chandigarh i.e. Sector 1 to 12, 19, 20-A & B, 21-B, 26 to 30, Bapudham Colony, Industrial area Ph-1 and Sanjay Colony, Chandigarh.  Accordingly, the schedule of water supply timing will be as under:

*MCC implements ‘No work No pay’ principle against striking employees*

Acting tough against the employees goes on strike, the MC Commissioner orderd to implement ‘No work No pay’ principle against those employees who remain on strike and FIR will also be registered against those found creating hindrance to the other workers to perform their duty.

Recently, during the strike called by Door to door (D2D) Garbage Collectors on 30/31.12.2024, it had been reported that during strike they did not only came to work, but also closed the gates of MRF Centres, not allowing the garbage collection vehicles to move out and also tried to stop other workers from performing their duties. 

In order to ensure that such incidents do not take place again, the following instructions have been issued for strict compliance by all the officers/ officials:- 

If any worker goes on strike their pay/wages for the time they  remain on strike, will be deducted on the principle of “No work No  pay”.

If the striking employees create any type of disruption and hindrance for other  workers, in addition to deduction of pay for the strike days, FIR will also be registered against those found responsible.

Further, during strike, if any damage to property of the Corporation is reported, one month salary will be deducted alongwith registration of FIR subject to the documentary/video evidence.

*Chandigarh Mayor urges UT Administrator for urgent financial support to sustain essential services in city*

*Chandigarh, February 4:-* 

Chandigarh Mayor, Mrs. Harpreet Kaur Babla today met Sh. Gulab Chand Kataria and raised various key issues pertaining to the larger public interest and urged for strengthening the financial position of MC Chandigarh as well as welfare of its employees.

The Mayor briefed the Administrator that the Municipal Corporation Chandigarh (MCC) has been playing a crucial role in maintaining and developing the city’s infrastructure, ensuring sanitation, and providing essential public services on a no-profit, no-loss basis. However, despite its relentless efforts, the Corporation is facing severe financial crunch, hampering its ability to continue these vital functions.

She further stated that with the establishment of MCC, several departments of the Chandigarh Administration, including the Engineering Department, Medical Officer of Health, and Fire & Emergency Wing, were transferred to its jurisdiction. Additionally, the staff and responsibilities of the Notified Area Committee, Manimajra, also came under MCC’s ambit. The Engineering Department itself comprises Public Health, B&R, Horticulture, and the Electrical Wing.

MCC’s Responsibilities and Financial Challenges

MCC remains highly dependent on grants-in-aid from the Chandigarh Administration.

She briefed that while MCC generate some revenue through property tax and water bills, these funds are insufficient to cover the increasing costs of maintaining civic amenities in the city.

The Mayor raised some key issues with the Administrator including:

• Road Infrastructure: MCC maintains 2,000 km of roads, including major and internal roads, as well as parking lots. 270 km of roads are constructed or repaired annually to ensure smooth traffic movement, yet no direct revenue is generated from this work.

• Green Spaces & Beautification: The Corporation maintains 1,800 neighborhood parks, over 100 large parks, and green belts, along with 1.75 lakh trees and bushes. Additionally, open-air gyms have been set up in most parks to promote public health—all at MCC’s expense, without any income in return.

• Sanitation & Animal Welfare: MCC is responsible for garbage collection, segregation, processing, and sterilization of stray animals. It also manages cattle shelters and fodder supply for stray cows, incurring substantial costs.

• Street Lighting & Electricity Repairs: MCC bears the full cost of maintaining street lights on key roads (V-3, V-4, V-5, and V-6) without any financial assistance from the Chandigarh Administration.

Funding Shortfall & Cost-Cutting Measures

Despite its expanding responsibilities, MCC has received only ₹560 crore in grant-in-aid for the 2024-25 financial year, against a demand of ₹1,651.75 crore as per the 4th Delhi Finance Commission recommendations. In the past five years, grants have increased at an average rate of only 4.53%, while annual expenses have grown by 10%.

The Mayor said that in response to the financial crisis, MCC has implemented several cost-cutting measures, including:

• Reducing outsourcing staff (200 positions removed).

• Minimizing vehicle expenses for officers/officials.

• Cutting costs in events like the Chrysanthemum Show 2024.

• Reducing expenses for General House meetings by 50%.

• Voluntary surrender of 50% entertainment expenses by senior officers.

Additionally, MCC has successfully recovered ₹14.15 crore from defaulters of water tariffs, property tax, and vendor charges, even canceling 6,841 vendor sites due to non-payment. However, major property tax defaulters include government departments, with many cases stuck in litigation.

She urged for urgent additional grant of ₹170 crore to meet salary, pension, electricity bills, fuel costs, and other essential expenditures for February and March 2025. She requested the Administrator for issuing necessary directions to the Chandigarh Administration to release these funds to ensure the smooth functioning of civic services.

Furthermore, She appealed for quarterly release of grants-in-aid in the 2025-26 financial year, instead of monthly disbursements, to enable better financial planning and efficient management of resources.

She said that the Municipal Corporation remains committed to serving Chandigarh’s residents with world-class civic amenities and urged the Chandigarh Administration to provide the necessary financial support for the city’s continued growth and development.

The Mayor said that the Administrator assured full support from the Chandigarh Administration and directed the concerned officers to convene a urgent meeting shortly to discuss financial status of MC Chandigarh in detail.
