.The distinguished speaker of the webinar was Prof. Mohan Lal Chhipa,
Ex-Vice-Chancellor, Atal Bihari Vajpayee Hindi University, Bhopal.
Prof. Upasna Joshi Sethi, Director UIAMS extended formal welcome to the
speaker and participants. She highlighted that NEP 2020 is promoting a
multidisciplinary approach and is the comprehensive framework for
elementary to higher education.

Multi entry and exit plan is student friendly said Prof. VR Sinha, Dean
Research in his presidential address. Further he highlighted that with
the promotion of multi-discipline and research, students will have
learning opportunities in diverse fields and this will lead to growth of
higher education institutions into a holistic organization.
Indian perspective of education is to make an integral individual as
opposite to the individualist perspective of the West, said Prof. Mohan
LalChhipa in his key address. Further he said it is important to see how
the education system is contributing to the making of humans and
humanity. NEP 2020 is going to foster and develop the sense of
entrepreneurship. Youth will become job providers rather than job
seekers. We need to understand and adopt the feeling of self-respect.
Because of our attraction towards the westernised education system, we
are ignorant of the fact that all major concepts emerged from our own
Indian literature including Vedas, Shashtras etc. We as teachers and
students can recall the “father of concepts of our respective subjects”
from the west. But we cannot recall which Indian initiated that
particular concept. He advised teachers and students to see the
contribution of Indians in the field of engineering, medical education,
commerce, management, art and other domains. He suggested that like many
NGOs that are working in the domain of Indian education, our
universities should also establish Indian Education Research Cell/
Institution in order to promote research in Indian literature. Further
every university and department should prepare a note/paper on
contribution of Indians in their respective domains and determine who
all Indians are initiators of the concepts that we have today. This can
be started with at least giving responsibility to one faculty member to
conduct research on Indian contributors in his/her respective subject.
The students who have researched on Indian system should be asked
questions like What Next so as to take their research further.
University departments may also start preparing curriculum dedicated to
Indian education or atleast one unit can be developed so as to make
students aware of our own healthy literature.

Adviser inaugurates soft launch of integrated command & control centre

Chandigarh, October 12:- Sh. Manoj Kumar Parida, IAS, Adviser to the Administrator UT, Chandigarh today inaugurated the soft launch of Integrated command and control center (ICCC) for the city set up at Municipal Corporation building, Sector 17, Chandigarh in the presence of Smt. Raj Bala Malik, Mayor, Chandigarh, Sh. Arun Kumar Gupta, IAS, Principal Secretary Home, Sh. K.K. Yadav, IAS, Municipal Commissioner cum CEO, Chandigarh Smart City Limited.

Officers from Bharat Electronics Ltd. Mr. Shiva kumaran K.M., Director HR, Mrs. Ran Vegris – Executive Director (Finance) and Mrs. Prabha Goyal- General Manager- BEL, Punchkula and other senior officers of MCC were also present on the occasion.

While explaining about the functioning of ICCC, Sh. K.K. Yadav briefed that this centre shall monitor the smart field elements like CCTV Surveillance Cameras via a video wall, wherein more than 20 cameras have been installed for real time surveillance of Traffic Junctions and other important buildings of Chandigarh like Municipal Corporation building etc.

He said that the City Owned Optical Fiber has been laid for the real time connectivity between the on-field devices and command center for live monitoring of the system.  This system also includes advanced video analytics system and generates automatic event alerts for events like abandoned baggage, illegal parking, crowd detection etc.

He further said that the surveillance cameras with analytics has also been installed at the entry and exit of a parking lot which not only helps in effectively monitoring the operation of the parking lot but also provides vital inputs like color , make and model of the vehicle entering and exiting the parking area, which can be used to generate alarms for blacklisted vehicles and search vehicles based on the attributes. This surveillance system shall help in real time surveillance and shall generate alarms for specific incidents.

The Commissioner said that the Intelligent Traffic Management System (ITMS) wherein Traffic Enforcement Systems including Red light Violation detection, Over Speed Violation, Automatic Number Plate Recognition has been installed on two locations of the city. This shall help city in making roads safer and reduce traffic accidents. In addition to the aforementioned systems, Public Addressing System has also been installed to disseminate information to the citizen.

He said that in addition to these systems, Adaptive Traffic Control System with a Variable Message signage has also been installed on the traffic junction to adapt to the real time traffic condition of the junction and provide maximum green time to the vehicles.

Prof Parminder Singh, Sports Director PU passes away

Chandigarh October 11, 2020

A wave of gloom spread in Panjab University following the shocking news
of sudden demise of  Prof. Parminder Singh, Director, Directorate of
Sports, Panjab University, Chandigarh   today afternoon due to cardiac
arrest. He was 58 years of age and is survived by his parents, wife, son
and daughter. He joined PU as Director, Sports in March 2015. Before
that, he was in Arya College, Ludhiana.

Prof. Raj Kumar, Vice Chancellor, PU has expressed deep shock and sorrow
over the sudden demise of Prof. Parminder who has been a great asset to
the university. In his passing away, PU has lost a strong pillar and
backbone of sports fraternity as he was instrumental in regaining the
lost glory in field of sports by winning Maulana Abul Kalam Azad (MAKA)
Trophy consecutively for two years. He was a very positive and cheerful
personality.

Prof. R.K.Singla, Dean of University Instructions, also expressed  deep
condolences at his sudden demise and prayed for peace of departed soul.
He said that he has lost a wonderful colleague and a friend.

Sh. Vikram Nayyar, Finance and Development Officer and officiating
Registrar expressed deep shock over this loss of PU and prayed for
eternal peace to the departed soul and for strength to the bereaved
family.

Prof Parvinder Singh, Controller of Examination said that it’s a
personal loss of a dear friend. They shared a special bond as both came
from college

Commissioner flags off cycle rally at new lake 42

Chandigarh, October 11:- Sh. K.K. Yadav, IAS, Commissioner, Municipal Corporation Chandigarh-cum-CEO, Chandigarh Smart City Ltd. today flagged off a bicycle rally organised at new lake, Sector 42, here.

The bicycle rally was organised by the Chandigarh Smart City Ltd. to promote bicycling in the city in a big way. The rally started off at sector 42 lake at 7.00 am and covered the interior of the whole sector with a route of 3.5 kms.

While briefing about the event, Sh. K.K. Yadav said that the objective of the rally was to make the participants aware about the benefits of bicycling and also about Cycle4Change challenge. He said that for Cycle4Change Challenge the city is gearing up for launch of a pilot project with 10 docking stations at various locations in the city with 100 bicycles. He said that the CSCL in association with various cycle lovers and RWAs will scale up such events to make more people to enjoy cycling in the city.

He said that the Best Photo & Video Challenge has also been launched for the citizens of Chandigarh to participate and showcase their creativeness. The last date for submission of entries is 31st Oct 2020. The details are available on social media platform such as CSCL website, Facebook, Instagram, Twitter page. The residents are encouraged to participate and show their spirit.

In the rally, the participants were given certificates for showing their enthusiasm and promoting bicycling in their own way. Public Bike Sharing Bicycles were also on display at the rally venue, which were also used by the participants.

The India Cycles 4 Change Challenge is an initiative of the Smart Cities Mission, Ministry of Housing and Urban affairs, Government of India, to inspire and support the cities to implement cycling- friendly initiatives in response to the challenges that the COVID-19 pandemic has thrown.

There are various measures the cities can adopt to increase the cycling initiatives in their domain, like:

·         Creating extensive cycling networks through low-cost interventions like pop-up cycle lanes and traffic-calmed or non-motorizedzones.

·         Launching programmes such as community-led cycle rental schemes that increase the availability of cycles to citizens

·         Promoting the usage of cycling through public events and outreach.

In the long run, the Smart Cities Mission encourages cities to convert temporary interventions into permanent ones.

CHANDIGARH REGISTERS FOR THE CHALLENGE

Chandigarh is one of the 95 cities to have registered for this challenge. To ensure this transformation, Chandigarh is committed to working with its citizens as it develops and implements the proposals. Community engagement is a key component of the initiative, and Chandigarh seeks the support of its citizens in making this programme a success. The City Beautiful, Chandigarh envisions citizens to participate in its efforts to achieve zero-carbon mobility.

The process started with community engagement through forms and surveys to know the condition and attitude of people towards cycling in the city. The form asked questions regarding the challenges, what areas need to be improved for safer cycling etc.

Also, handlebar surveys are being done to know the pain-points in cycling from the cyclist’s perspective. A total of 5 routes have been identified in the city for the same, and people are being encouraged to cycle on these routes; identify the issues and communicate them through the survey forms.

On similar lines, events have been planned in the city with various cyclist groups, RWA’s and city officials to increase awareness about the city’s participation in the challenge; and to encourage people to fill in the forms and give their feedback.

Chandigarh aims to know the opinion of as many citizens as possible, so that the issues can be resolved efficiently to make Chandigarh the bicycling capital of India.

Commissioner launches free cycle workshop campaign

Chandigarh, October 10:- Sh. K.K. Yadav, IAS, Commissioner, Municipal Corporation, Chandigarh-cum-CEO, Chandigarh Smart City Ltd. today launched free cycle workshop campaign from the new underpass, Sector 17. Sh. Anil Kumar Garg, Additional Commissioner, office bearers from RWA’s (CRAWFED & FOSWAC), officials of CSCL and various bicycling groups of the city were also present during the workshop.

While briefing about the campaign, the Commissioner said that the objective of the workshop is to make the participants aware about the progress of the city for the Cycle for change challenge. He said that month long campaign was launched from today during which free cycle repair workshops will be conducted sectorwise in coordination with NGOs and RWAs to promote cycling in the city. He said that as a part of this a cycle rally will be organised at New lake, sector 42 on 11th October at 7.00 am onwards.

In this regard, a presentation was made by the CSCL official and explained about the citizen’s engagements being done so far and handlebar survey identifying the pain points for the cyclist. Also the analysis of the feedback of the citizen’s surveys was told by the officials. It was also informed that the Chandigarh shall soon be gearing up for launch for pilot project with 10 docking station at prominent locations and 100 bicycles.

In the workshop, 2 sessions were undertaken. In one of the session, the participant was disseminated with information related to respiratory recovery. This useful session was taken by Dr. Anish Garg (Member, CRAWFED). The objective of the session was to make people aware on how their body react during cycling and how to manage it without any external help. Effective breathing vis-à-vis respiratory function of the body is very important during longer run on the bicycle. By adopting of the techniques as discussed in the workshop, people will be able to undertake longer run on their cycle and contribute to the society and also to their health.

Second session was undertaken by a bicycling enthusiast, who shared is experience in under water bicycling and climbing Mount Everest. The presenter was Mr. Daljinder Singh (Punjab Police), also a Limca Book of Record among other distinctions. The session was an inspiration to the participants and go a long way towards achieving the objective of the city.

Mayor reviews sanitation work and proper enforcement in city

Chandigarh, October 9:- Smt. Raj Bala Malik, Mayor, Chandigarh today called a meeting at her residence here today of Chief Sanitary Inspectors and Enforcement Inspectors of the Municipal Corporation, Chandigarh to review the sanitation work and proper enforcement in the city. Sh. Sorabh Arora, Joint Commissioner also attended the meeting.

During the meeting the Mayor reviewed preparedness of Swachh Survekshan-2021 and Swachh Ward Competition in city. She instructed the CSIs to coordinate with all the team members at ward level and improve the sanitation works at field level.

The enforcement inspectors apprised the Mayor that last month total 2400 violators have been challaned and recovered 20 lacs from the violators. She also reviewed the field level inspection of enforcement inspectors and instructed to remove illegal encroachments from the city by carrying out intensive drives.

Due to this re-carpeting work the roads would be diverted on single road and the general public is requested to take alternate route and bear with Municipal Corporation.

Governor launches OBPAS for citizens of Chandigarh

Chandigarh, October 8:- Sh. V. P. Singh Badnore, Governor of Punjab and Administrator, U.T. Chandigarh today launched the Online Building Plan Approval System (OBPAS) for the citizens of Chandigarh. Sh. Manoj Kumar Parida, IAS, Adviser to the Administrator, UT, Chandigarh and Sh. K.K. Yadav, IAS, Commissioner, MCC were also present during the launch at Rajbhawan.

While sharing information about the system, Sh. K.K. Yadav, IAS, Commissioner briefed that with reference to the project “Implementation of E Governance Services in Chandigarh”, there are 29 Municipal services out of which 15 are citizen centric and 14 are related to MCC for smooth working of MCC. Important citizen related services includes Online Building Plan Approval System (OBPAS), Online Grievance Complaint Services, Water Supply and Sewerage Connections, Booking of Banquet Hall/Community Centers, Property tax etc. Main Internal Services includes Financial Management, Works Management, Apni Mandy& Day Market Branch etc.

He said that the main objectives of this project are to facilitate the citizens by providing online delivery of services, to minimize manual intervention, faster application submission, tracking, monitoring, 24×7 access to online citizen services, timely resolution of issues, increased transparency.

He said that the implementing agency PricewaterhouseCoopers (PwC) Private Limited started the work on this project 16.10.2019 and till date 7 Services have already been Go Live which includes Online Grievance Complaint Services, Financial Management System, Sports and Cultural Branch, Public Relation, Agenda, Legal Case Management& Apni Mandy and Day Market. One of the major Service is Online Building Plan Approval System (OBPAS), which has been launched today.

He further said that the Government of India has embarked upon an ambitious journey to implement the Online Building Plan Approval System (OBPAS) to enable citizen services in all the Urban Local Bodies (ULBs) across India. This has been identified as one of the key reforms’ agenda under the government missions like AMRUT with focus on improving the ‘Ease of doing Business’. The Chandigarh Smart City limited CSCL as part of Smart city mission endeavors to improve the ease of doing business and enhance citizen services by Online Building Plan Approval System (OBPAS).With the launch of OBPAS, Citizens have the following facilities available online:

·        Submission of Building Plan Application along with required documents online

·        No need to stand on queues in government offices.

·        Online scrutiny of building plan as per the Chandigarh Building Rules

·        SMS & Email Notifications to citizens related to their application status.

·        No human intervention.

·        Auto Calculation of Fee for Building Plan

·        Citizens shall be able to submit fee online

·        Timely Approval of the building plan drawing

·        Entire process is transparent with well-defined roles of each department/employee.

·        24 X 7 Help Desk (0172-2787200) Shall be available for support of citizen / Architect.

·        Registration form will be provided to the architects on MCC and CSCL web portal (http://mcchandigarh.gov.in&https://www.chandigarhsmartcity.in). Registration form shall be approved by the Department of URBAN PLANNING (Architecture Wing). Username and password will be shared with the Architects through Email.
