पंचकूला 19 सितम्बर – उपायुक्त मुकेश कुमार आहूजा ने बताया कि जिला में रविवार को 157 मामले पोजिटिव आए। अब तक जिला में कुल 6574 मामले आए हैं जिनमें से 4927 पंचकूला के हैं। इनमें से 3544 कोरोना रोगी ठीक हो गए हैं तथा अब जिला में 1321 मामले एक्टिव रह गए है और 58450 व्यक्तियों के आरटी, पीसीआर, रेपिड एंटीजन नमूने लिए गए।
उपायुक्त ने बताया कि अभयपुर, भगवानपुर, भैंसा टिब्बा, चण्डी मंदिर, बुढनपुर, देवीनगर, औद्योगिक क्षेत्र, खड़क मंगोली, खेड़ा, टिपरा, टागरा हाकिमपुर, शाहपुर, कुतबेेवाला, खेड़ावाली, नाडा साहेब, राजीव कालोनी, रतेवाली, रामगढ, सैक्टर 2, 17, 24, 27 में एक-एक मामला पोजिटिव आया है। इसी प्रकार हरीपुर, पुलिस लाईन, पावर कालोनी, सैक्टर 16 व 18 में दो दो, ढण्डारूडू, मोरनी, टोडा,सैक्टर 12ए व 25 में तीन तीन, इंदिरा कालोनी,सैक्टर 4, 8, 10 व 21 में चार चार, अमरावती एन्कलेव, गढीकोतहा, कालका, सैक्टर 7, 12, व 15 में पांच पांच मामले पोजिटिव आए है।
उपायुक्त ने बताया कि सैक्टर 26 में 6, सैक्टर 9 में 7, सैक्टर 19 में 9, पिंजौर व सैक्टर 20 में 10-10, रायपुरानी में 11 तथा सैक्टर 11में 12 मामले पोजिटिव आए है। इन क्षेत्रों को कंटेनमेंट किया जा रहा है।

The Indira Gandhi National Open University (IGNOU) has extended the last date of submission of online Fresh & RR admission of all Masters, Bachelor, Diplomas & Certificates programmes up to 30th September, 2020 for the July-2020 session. Details of the IGNOU academic programmes for the July, 2020 session can be accessed from the link https://ignouadmission.samarth.edu.in/. The prospective learners can apply for Masters/Bachelor/Diploma/Certificate programmes of the University on the official website, informed The Regional Director of IGNOU Regional centre Chandigarh Dr. A.K.Dimri. Last date of submission of ‘online’ admission form for July session was earlier fixed for September 15.

The joint research by Prof. Tapas Mukhopadhyay, Professor& Director (Retd.),National Centre for Human Genome Studies & Research, Panjab University
and his team including Dr. Nilambra Dogra CSIR-Senior Research Associate, Centre for Systems Biology & Bioinformatics, Panjab University and Dr. Ashok Kumar Chairperson, Centre for Systems Biology & Bioinformatics, Panjab University for finding an effective and safe anti-cancer option from the repertoire of available tested drugs was published in the journal Scientific Reports and featured at #11 amongst the top 100 oncology papers. The paper has attracted widespread attention and is in the top 5% of ~15,873,280 research outputs tracked across all sources so far by Altmetric (a measure of attention a scientific paper has received).
The process of developing new cancer treatments from scratch and bringing them to the market is a time consuming and expensive process. An alternative time saving, inexpensive and safe approach is to explore already available approved drugs for ailments other than cancer which may display significant anticancer properties. This approach with the potential to provide economically beneficial, safer and effective options in a short period of time has been termed as ‘drug repurposing’ and through this strategy the team has identified Fenbendazole (FZ) – a veterinary deworming drug – as a safe, inexpensive and effective anti-cancer agent. Thanks to decades of motivated research, more people than ever before are surviving cancer. However, the task is still far from accomplished. The disease continues to claim many lives, and by and large ‘cancer’ still remains a dreaded word.Gaps remain to be traversed and challenges to be overcome before we can lay a final claim on victory over cancer. A vast majority of cancer therapies suffer from the two most common issues encountered in cancer treatment – toxicity and drug resistance. Finding a way to overcome these hurdles remains a challenge for cancer researchers.
Laboratory grown cancer cells originating from various tissues (lung, prostate, colon, breast etc.) could be killed by exposing them to different doses of fenbendazole. Importantly, their results showed that FZ was non-toxic to normal cells at doses at which it killed cancer cells. To evaluate the efficacy of the drug better, the results were confirmed in a mouse model bearing tumor of human origin. Mice fed with FZ showed a considerable decrease in tumor size. Through their experiments, the researchers demonstrated that FZ acted by targeting multiple cellular pathways including microtubules, enhancing p53 levels, hampering glucose uptake and glycolysis as well as inhibiting the proteasomal pathway of protein degradation.
Cancer progression involves a number of factors affecting multiple components of the cell.Thus, drugs against single targets often show limited efficacy, and furthermore, they may eventually lead to drug resistance, since cancer cells are clever and resourceful enough to rely on other pathways for growth and survival when one pathway is blocked. Drugs targeting several cellular components simultaneously are expected to be more effective besides being able to evade the likelihood of developing resistance. This work proposes FZ as a multitargeting effective inexpensive repurposed drug for cancer treatment.
Since the publication of this research, the authors have been contacted by people who shared how they had benefitted from this work on FZ. Even though this drug has not been through clinical trials for cancer and cannot yet be prescribed for cancer treatment, some terminally ill patients have self-administered FZ in the absence of other alternatives and shared their success stories with the authors. An American patient with lung cancer metastasized throughout his body who had dismal chances of survival started taking FZ on advice of his veterinarian friend. His oncologist was amazed to find that his subsequent scans came all clear. He’s still alive, healthy and cancer-free more than three years after he was told he’d soon die. He has written a blog about his experience with FZ to spread the word (https://www.mycancerstory.rocks) and has also shared many other success stories of patients suffering from triple negative breast cancer, prostate, colorectal, pancreatic and other types of cancer.
Through their work, the researchers hope that even though FZ is an off-patent drug, it will be taken to clinical trials so that it can be approved for use in cancer and doesn’t remain yet another promising drug which could have saved lives but never reached patients.

Chandigarh, September 18:-A meeting of Town Vending Committee, Chandigarh was held in MCC today under the chairmanship of Sh. K.K. Yadav, IAS, Commissioner, Municipal Corporation, Chandigarh.
During the meeting various important issues were discussed in detail and accorded approval for the following:
· The Committee resolved to approve Rs. 500 maximum concession in the monthly Street Vending Fee (total 6000 benefit) for those Street Vendors who will avail the benefit of PM SVANidhi Yojna. The same will be effective from the date of the approval of the loan till the loan period i.e. for total 12 months.
· The committee also discussed the status of progress of PM SVANidhi Atma Nirbhar Yojna.
· The TVC also discussed the consideration of surveyed street vendors but not registered yet by the MCC for availing the benefit under PM SVANidhi under which the work has already been completed for Phase-I as per the bylaws and registration under Phase-2 will be commenced shortly.

उपायुक्त रमेश चंद्र बिढ़ाण ने शुक्रवार को खेतों में जाकर मेरी फसल-मेरा ब्यौरा पोर्टल पर अपलोड विवरण की समीक्षा की। इसके लिए उन्होंने गांव मल्लेकां के खेतों का दौरा किया। इस दौरान उन्होंने मौके पर ही संबंधित विभागों के अधिकारियों से अपलोड विवरण बारे विस्तृत जानकारी ली और आवश्यक दिशा-निर्देश दिए। इस अवसर पर डीआरओ विजेंद्र भारद्वाज, गांव के सरपंच, पूर्व सरपंच सहित अन्य अधिकारी मौजूद थे।
उपायुक्त रमेश चंद्र बिढ़ाण ने कहा कि मेरी फसल-मेरा ब्यौरा योजना प्रदेश सरकार की महत्वकांक्षी योजना है, जोकि सीधे तौर पर किसानों के हितार्थ से जुड़ी हुई है। संंबंधित अधिकारी आपसी तालमेल के साथ कार्य करें, ताकि पोर्टल पर सही विवरण अपलोड हो। उन्होंने हरसैक, कृषि व राजस्व विभाग के अधिकारियों से मेरी फसल-मेरा ब्यौरा पोर्टल पर अपलोड विवरण के संबंध में दिशा-निर्देश दिए।
उपायुक्त ने कहा कि मेरी फसल-मेरा ब्यौरा पोर्टल पर किसानों के लिए फसलों का विवरण अपलोड करवाना अनिवार्य है। पोर्टल पर पंजीकृत किसान की फसल को मंडी में प्राथमिकता के आधार पर खरीदा जाएगा। किसानों की सुविधा के लिए पहले जहां इस पर रजिस्ट्रेशन की तिथि 30 अगस्त की गई, वहीं बाद में इसे बढाते हुए 7 सितंबर किया गया। इस योजना का दूसरा अहम पहलू यह भी है कि पोर्टल पर पंजीकृत किसानों को सरकार की विभिन्न योजनाओं का लाभ दिया जाता है तथा अनुदान पर कृषि यंत्रों का लाभ भी पंजीकृत किसान को ही मिलता है। इसलिए किसान को चाहिए कि वे अपनी फसल का विवरण मेरी फसल-मेरा ब्यौरा पोर्टल पर अवश्य दर्ज करवाए।
उपायुक्त ने इस दौरान किसानों से कहा कि वे फसल अवशेषों को जलाने की बजाए इसे आय का जरिया बनाएं। उन्होंने कहा कि फसल के अवशेष जलाने से जहां भूमि की उर्वरा शक्ति खत्म होती है, वहीं पर्यावरण दूषित होता है। फसल अवशेष प्रबंधन के लिए सरकार अनुदान पर कृषि संयंत्र उपलब्ध करवा रही है, जिनका इस्तेमाल कर धान की पराली का उचित प्रबंधन किसान कर सकता है। उन्होंने कहा कि पराली का रोल बनाकर या इसकी खेतों में गुड़ाई कर आदि माध्यमों से पराली से आय अर्जित की जा सकती है। किसान फसलों को न जलाकर पर्यावरण सरंक्षण में सहयोगी बनें और सरकार की योजनाओं का लाभ उठाकर अपनी आय में बढ़ोतरी की दिशा में आगे बढ़ें।

पंचकूला 17 सितम्बर – हरियाणा सरकार के स्वास्थ्य मंत्री माननीय अनिल विज ने कहा कि प्राकृतिक चिकित्सा स्वस्थ रहने व स्वस्थ होने के लिए बहुत उपयोगी है, यह अति सरल, सस्ती व सुलभ है, आम आदमी को इसे अपनाना चाहिए।
श्री विज हरियाणा योग परिषद द्वारा आयोजित राष्ट्रीय स्तरीय के आॅनलाईन वेबीनार में बोल रहे थे। प्रधानमंत्री के जन्मदिवस के उपलक्ष्य में 2 दिवसीय राष्ट्रीय प्राकृतिक चिकित्सा वेबीनार का आयोजन किया गया जिसमे भारत के वरिष्ठ व प्रसिद्ध प्राकृतिक चिकित्सको जैसे कोयम्बटूर से डॉ बी टी सी मूर्ति, पुणे से डॉ जितेंद्र आर्य, योगग्राम हरिद्वार से डॉ नागेंद्र नीरज, रुद्रपुर उत्तराखंड से डॉ डी एन शर्मा, गोरखपुर से डॉ विमल कुमार मोदी वक्ता के रूप में शामिल हुए। सोशल मीडिया के विभिन्न माध्यमों से लगभग 250000 लोगों ने इसे सीधे देखा।
स्वास्थ्य मंत्री ने वेबिनार में आम जन के लिए प्राकृतिक चिकित्सा को सर्वोत्तम बताया। उन्होंने कहा कि जन्म के बाद से होने वाली कब्ज से लेकर कैंसर तक लगभग सभी बीमारियों का इलाज प्राकृतिक चिकित्सा से सम्भव है। इससे भी ज्यादा इसकी उपयोगिता स्वस्थ रहने मे है। प्राकृतिक चिकित्सा को सीखकर हर व्यक्ति स्वयं को, परिवार को व समाज को स्वस्थ रखने में बड़ी भूमिका निभा सकता है। आज महंगाई के समय मे प्राकृतिक चिकित्सा सबसे सस्ती है। वर्तमान प्राकृतिक चिकित्सा को विकसित करने में अमेरिका, जर्मनी व इंग्लैंड के एलोपैथी के चिकित्सकों की बड़ी भूमिका है। भारत मे भी अनेक वरिष्ठ ऐलोपथ्स जैसे डॉ विमल छाजेड़, डॉ बी एम हेगड़े, डॉ विमल मोदी जैसे प्राकृतिक चिकित्सा की पैरवी करते हैं। यह पद्धति पूरी तरह वैज्ञानिक है और सब तरफ से निराश लोगों के जीवन मे भी आशा का संचार रखने की सामर्थ्य रखती है। जटिल रोगों का भी इलाज इस पद्धति में है।

पंचकूला 17 सितम्बर – उपायुक्त मुकेश कुमार आहूजा ने बताया कि सरकार के निर्देशानुसार धान की कटाई के लिए कम्बाईन मशीनों पर स्ट्रा मैनेजमेंट सिस्टम लगाना अनिवार्य किया गया है। यदि कोई कम्बाईन मशीन आपरेटर यह सिस्टम नहीं लगवाते तो उन्हें कम्बाईन मशीनें चलाने की स्वीकृति प्रदान नहीं की जाएगी।
उपायुक्त ने बताया कि प्रायः देखने में आया है कि किसान धान की फसल कटाई के बाद बचे हुए अवशेष को आग लगा देते हैं। आग लगाने से पर्यावरण दूषित होता है ओर इसका लोगों के स्वास्थ्य पर कुप्रभाव पड़ता है। इसलिए धान की कटाई मशीनों पर कम्बाईन स्ट्रा मशीन लगाना अनिवार्य किया गया है। कोई कम्बाईन आपरेटर यह सिस्टम नहीं लगवाएगा उनके खिलाफ कड़ी कार्रवाई अमल में लाई जाएगी।
उपायुक्त ने बताया कि इस कार्य के लिए मशीन की निगरानी हेतू जिला स्तर पर कृषि विभाग एवं जिला प्रशासन के अधिकारियों की टीमों का गठन किया गया है। ये टीमें प्रतिदिन कार्रवाई से जिला प्रशासन को अवगत करवाएगी। उन्होंने बताया कि जिला में लगभग 35 कम्बाईन मशीनें हैं उनके आपरेटरों को इस बारे आवश्यक दिशा निर्देश जारी किए गए है। उन्होंने जिला के किसानों से अनुरोध किया है कि वे धान की कटाई उन मशीनों से ही करवाएं जिन पर कम्बाईन स्ट्रा मशीनें लगी हुई हो।

The Department of Chemistry and Centre of Advanced Studies in Chemistry, Panjab University, Chandigarh organized a webinar on “New Education Policy 2020: A Roadmap to Higher Education”, today.
Dr. (Mrs.) Geeta Bhatt, Director Non Collegiate Women’s Education Board (NCWEB), University of Delhi was the keynote speaker and in her address, mentioned that NEP-2020 focusses on promoting value-based education and development of scientific temperament. She briefed everyone on the innovative reforms such as Right to education, Vocational skill development, education in mother tongue, interdisciplinary education system, progress-based evaluation system, multiple entries and exit points in higher education for all age sectors. She opined that the awareness of reforms of NEP-2020 at grass-root level would ensure access of opportunities to everyone. She mentioned the famous examples of Prof. Ruchi Ram Sahni and Prof. Shanti Swaroop Bhatnagar and their adaptive and modernized educational policies for better development of intellectual minds. She concluded her lecture by answering the questions from the audience and thanked everyone for such an engrossing and interactive session.
The initiative was hailed by Prof. Raj Kumar as one of the most important and relevant topics in the current trends of the educational infrastructure to work upon Atma-Nirbhar Bharat. He laid emphasis on the successful implementation of the NEP-2020 and its awareness among the masses. New Education Policy-2020 was recently approved by the Govt. of India for the transformation of our education system. It is not only focused on the school and college level teaching but is also designed to educate the professionals and lifelong learners, to uphold the Indian languages and culture at global levels, to extract best of Indian technologies and to expand the horizons of classroom teaching from black-board to e-learning. It will give an autonomous system for education. Our Honorable Prime Minister Narendra Modi Ji very well said that there are two types of thoughts for acquiring autonomy; one says“freedom for working independently” and other says“lack of Government supervision”. The NEP will construct a road passing through the two perspectives to provide quality education to the Indians. So, irrespective of the people’s perspective, NEP has a broad vision to improve the standard of education and to educate every learner.
PU VC added that the NEP-2020 will prune the unwanted branches of the plant of the higher education system and will fertilize it for its re-growth in a healthy and fruitful plant. It will cover the lacunae of the 34-years old system by developing multidisciplinary universities and colleges across India, by developing student-friendly approaches, by re-establishing the integrity of the faculty, and by skill enhancement to make the independent individuals. He opined that NEP-2020 has come with special benefits to the women who have a special role in shaping society. The New education policy will provide ‘Gender-Inclusion Fund’ to educate the girls and assisting the females
Earlier,Prof. K.N. Singh, Convenor and Chairperson, gave a welcome address to 175 attendees from different backgrounds. He introduced and welcomed the speaker of the event. Further, Dr. Bhatt was formally introduced by Prof. S.K. Mehta from the Department of Chemistry. Prof. Mehta accentuated the importance of NEP-2020 in revisiting and amending the educational policies for better development of the students and the faculty members.

उपायुक्त रमेश चंद्र बिढ़ाण ने बताया कि प्रधानमंत्री नरेन्द्र मोदी के बेटी बचाओ-बेटी पढ़ाओ अभियान को साकार रूप देने के लिए भारत सरकार द्वारा सुकन्या समृद्धि योजना कारगर सिद्ध हो रही है। इस योजना अंतर्गत मिलने वाली धनराशि बेटी की उच्च शिक्षा के लिए तथा उसके विवाह के समय सहायक सिद्ध होगी। आमजन को इस योजना का लाभ डाकघरों व बैंकों के माध्यम से दिया जा रहा है।
उपायुक्त बिढ़ाण ने बताया कि सुकन्या समृद्धि योजना के तहत कोई भी माता-पिता अपनी बेटी के नाम पर किसी भी पोस्ट ऑफिस या बैंक में खाता खुलवा सकता है। अधिकतम दो बच्चियों के नाम पर खाता खुलवाया जा सकता है। सुकन्या समृद्धि योजना के तहत दस साल तक की आयु की बच्ची के नाम पर अकाउंट खुलवाया जा सकता है। इस स्कीम में 15 साल तक निवेश किया जा सकता है। अगर बेटी की उम्र 18 साल हो जाती है और उसे पढ़ाई या उसकी शादी के लिए पैसों की जरुरत है तो जमा राशि की 50 फीसदी तक राशि निकाल भी सकते हैं। बेटी के 21 साल के होने पर खाते को बंद किया जा सकता है।
उन्होंने बताया कि योजना के तहत 0 से 10 वर्ष तक की उम्र में बेटी का खाता खुलवाया जा सकता है। किसी भी अधिकृत बैंक की शाखा या डाकघर में इस स्कीम के लिए खाता खुलवा सकते हैं। इसमें हर महीने कम से कम 250 रुपये और साल में अधिकतम 1.50 लाख रुपये निवेश कर सकते हैं। लेकिन हर साल अपना खाता चालू रखने के लिए न्यूनतम निवेश बरकरार रखना होगा। योजना के अंतर्गत इस समय 7.6 फीसदी का ब्याज सरकार की ओर से मिलता है। हर साल न्यूनतम 250 रुपये जमा नहीं करने पर आपका अकाउंट डिस्कंटीन्यू कर दिया जाता है और न्यूनतम रकम के साथ 50 रुपये की जुर्माने के भुगतान के बाद इस अकाउंट को फिर से जारी रखा जा सकता है।
उन्होंने बताया कि जरुरत पडऩे पर बेटी की उच्च शिक्षा के लिए आंशिक राशि निकाली जा सकती है। इसके अलावा इंट्रा ऑपरेटेबल नेट बैंकिंग व इंडिया पोस्ट पेमेंट बैंक (आईपीपीबी) के माध्यम से खाते में रुपये जमा करवाने की सुविधा भी उपलब्ध है। सुकन्या समृद्धि अकाउंट स्कीम में खाते में माता-पिता व संरक्षक द्वारा किया निवेश धारा 80 सी के तहत आयकर से छूट है। प्रधानमंत्री नरेंद्र मोदी ने बेटी बचाओ-बेटी पढ़ाओ अभियान के तहत 22 जून 2015 को पानीपत से सुकन्या समृद्धि योजना का शुभारंभ किया था।
इन डाक्यूमेंट की पड़ेगी जरुरत :
उपायुक्त बिढ़ाण ने बताया कि सुकन्या समृद्धि योजना का लाभ लेेने के लिए बालिका का जन्म प्रमाण पत्र, पहचान प्रमाण, निवास प्रमाण पत्र, कानूनी अभिभावक के दो फोटो आवश्यक दस्तावेज हैं तथा सुकन्या समृद्धि अकाउंट की शुरुआती जमा राशि के साथ खोला जा सकता है। किसी महीने या किसी वित्तीय वर्ष में जमा राशि की कोई सीमा नहीं है। सुकन्या समृद्धि योजना लड़कियों के आर्थिक सशक्तिकरण को बढ़ावा देती है। कन्या के वयस्क होने तक उसके अभिभावक द्वारा कन्या के नाम पर खाते में नियमित रूप से पैसे की बचत के साथ लड़की के लिए एक निश्चित वित्तीय सुरक्षा सुनिश्चित की जाती है।

उपायुक्त रमेश चंद्र बिढ़ाण ने बताया कि बुधवार को जिला में कोरोना संक्रमण के नए केस मिलने के बाद प्रभावित क्षेत्रों को कंटेनमेंट जोन व साथ लगते क्षेत्र को बफर जोन बनाया गया हैं। संबंधित एसडीएम कंटेनमेंट व बफर जोन के ओवरऑल इंचार्ज रहेंगे, जो सभी प्रबंधों व व्यवस्थाओं की देखरेख करेंगे। उन्होंने निर्देश दिए कि कंटेनमेंट जोन में प्रशासन द्वारा जारी हिदायतों की गंभीरता से पालना सुनिश्चित की जाए। इसके अलावा यह भी ध्यान रखा जाए कि कंटेनमेंट जोन में रह रहे लोगों को किसी प्रकार की परेशानी न हो व सुविधाएं सरलता से उपलब्ध हो।

उपायुक्त रमेश चंद्र बिढ़ाण ने अधिकारियों को कोरोना वायरस के आस-पास के क्षेत्रों में इसके फैलाव को रोकने के लिए संदिग्धों की स्क्रीनिंग, संदिग्ध मामलों का परीक्षण, क्वारंनटाइन, सोशल डिस्टेंस आदि कार्यों के लिए कार्य योजना तैयार करने के निर्देश दिए हैं। इन क्षेत्रों में सैनिटाइजेशन, खाद्य सामग्री की सुचारु आपूर्ति, बिजली व पानी की सुचारु सप्लाई, कंटेनमेंट जोन में रहने वालो लोगों का डाटा आरोग्य सेतु एप पर अपलोड करने, पशुधन के लिए खाद्य सामग्री उपलब्ध करवाने, स्वास्थ्य सुविधाएं उपलब्ध करवाने आदि कार्यों के लिए संबंधित विभागों के अधिकारियों को हिदायतें जारी की गई है। इसके अलावा कंटेनमेंट जोन में सभी प्रकार की गतिविधियों व आवागमन पर रोक लगा दी गई है। केवल आपातकालीन सेवाओं के लिए ही बाहर जाया जा सकता है।
