Chandigarh, September 15:- Sh. K. K. Yadav, IAS, Commissioner, Municipal Corporation, Chandigarh today visited the newly set up Grievance control call centre at Rose Club, Sector 16, here today. He was accompanied by Sh. Tilak Raj, Additional Commissioner and Sh. N.P. Sharma, Chief General Manager, Chandigarh Smart City Ltd.
During the visit, the Commissioner reviewed the progress of the grievance control call centre and asked the concerned officers to ensure its full operation within three to four days so that the same may be launched shortly to facilitate the citizens.
He said that this grievance control call centre will operate 24×7 and a dedicated team will work in this call centre to monitor the grievances of citizens in very prompt manner. He asked the concerned officers to ensure proper helping tools be provided to the officials in the team at call centre.
He said that this Grievance control call centre is being set up by the Chandigarh Smart City Ltd. and Municipal Corporation Chandigarh to provide smart and dedicated grievance redressal system to the citizens of Chandigarh at 24×7 operational timing to all Municipal related services.

उपायुक्त रमेश चंद्र बिढाण ने बताया कि कोरोना प्रभावित क्षेत्र में निर्धारित अवधि में संक्रमण का कोई नया मामला सामने न आने पर क्षेत्र को कंटेनमेंट जोन मुक्त किया गया है। जिला में एक साथ 20 प्रभावित क्षेत्र कंटेनमेंट जोन से मुक्त हुए हैं। इसके साथ ही संबंधित क्षेत्र के साथ लगते क्षेत्र को भी बफर जोन से मुक्त किया गया है।
उपायुक्त ने बताया कि कंटेनमेंट जोन से मुक्त हुए क्षेत्र में अभी ऐहतियात के तौर पर मेडिकल टीम की तैनाती रखी गई है। उल्लेखनीय है कि स्वास्थ्य एवं परिवार कल्याण मंत्रालय भारत सरकार के निर्देशानुसार अब प्रभावित क्षेत्र की में कोई भी नया कोरोना संक्रमण का केस न आने की स्थिति में कंटेनमेंट जोन की अवधि को 28 दिनों की बजाय 14 दिन किया गया है।
उपायुक्त बिढ़ाण ने बताया कि एलनाबाद के वार्ड 9 की विजय क्लॉथ हाउस व सतलुज स्कूल वाली, ऐलनाबाद के वार्ड 3 के नर नव ज्योति स्कूल, रानियां के गांव कुस्सर, सिरसा के बेगू रोड़ स्थित प्रीत नगर गली नम्बर 13, इंडस्ट्रीयल एरिया हाऊसिंग बोर्ड कालोनी के सामने, हिसार रोड़ डॉ. पुनिया वाली गली, गांव दीवान खेड़ा की बृजलाल की ढाणी व मोजगढ रोड़, मंडी डबवाली के वार्ड 11 की राकेश वधवा वाली गली, सिरसा के कीर्ति नगर की गली नम्बर 6 की एमसी सचदेवा वाली गली, सिरसा के ए व एफ ब्लॉक, सिरसा बेगू रोड स्थित पुराना डेरा परमार्थ गली नम्बर-1, बरनाला रोड़ हुडा सेक्टर 20, बेगू रोड सिरसा प्रीत नगर गली नम्बर 9, गुरू नानक नगर सिरसा नजदीक रानियां गेट खालसा स्कूल के सामने, रानियां रोड़ सिरसा गांधी कालोनी व ऐलनाबाद के वार्ड नम्बर 10 क्षेत्र को कंटनेमेंट जोन से मुक्त किया गया है। इनके साथ के क्षेत्र को भी बफर जोन मुक्त किया गया है। क्षेत्र से सभी प्रकार की सीलिंग हटा दी गई है, लेकिन स्वास्थ्य सेवाओं के दृष्टिगत अभी 14 दिनों तक एक मेडिकल टीम की तैनाती रहेगी। यह टीम इस दौरान होने वाली स्वास्थ्य गतिविधियों की रिपोर्ट देगी।
स्वयं का बचाव कर संक्रमण फैलाव रोकने में प्रशासन का करें सहयोग :
उपायुक्त रमेश चंद्र बिढाण ने कहा कि कोविड-19 फैलाव को रोकने में आमजन का सहयोग बहुत ही जरूरी है। हर व्यक्ति कोरोना बचाव के नियमों व उपायों को अपनाएं तो संक्रमण फैलाव को रोका जा सकता है। उन्होंने कहा कि जिला में हररोज बढते कोरोना मामलों का कारण भी यही है कि आमजन इस बीमारी की गंभीरता को हलके में ले रहे हैं, जोकि बहुत ही गलत है। उन्होंने कहा कि आमजन कोरोना बीमारी की गंभीरता को समझें, इसके प्रति लापरवाह न बनें। कोरोना से घबराएं ना बल्कि सजग होते हुए इससे बचाव के उपायों को नियमित रूप से अपनाएं। पहले समय पर लोगों के रिपोर्टिंग करने से मृत्यु दर कम थी और संक्रमण का फैलाव भी इतना नहीं था। लेकिन जब से लोगों ने स्वयं की जांच करवाने में देरी की है, तब से संक्रमण के अधिक फैलाव के साथ-साथ मृत्यु दर भी बढा है। इसलिए आमजन प्रारंभिक लक्षण दिखने पर ही अपनी जांच करवाएं। यदि समय पर उपचार करवा लिया जाए तो मृत्यु दर कम होने के साथ-साथ संक्रमण का फैलाव भी नहीं होगा। आमजन बिना किसी डर के लक्षण दिखते ही अपनी जांच करवाएं और प्रशासन के संक्रमण नियंत्रण कार्य के सहयोगी बनें।

उपायुक्त रमेश चंद्र बिढ़ाण ने मंगलवार को नशा मुक्त भारत अभियान के तहत अपने कैंप कार्यालय से चार जागरुकता ई-रिक्शा को हरी झंडी दिखा कर रवाना किया। ये जागरुकता ई-रिक्शा शहर के अलग-अलग क्षेत्रों व बाजारों में आमजन को नशा मुक्त भारत अभियान का संदेश देंगे।
उपायुक्त रमेश चंद्र बिढाण ने कहा कि जिला प्रशासन का प्रयास है कि नशा मुक्त भारत अभियान से अधिक से अधिक लोग जुड़े ताकि नशा मुक्ति का संदेश जन-जन तक पहुंचाया जा सके। इसके अलावा जिला के प्रत्येक गांव में जागरुकता के लिए 11 सदस्यीय कमेटियों का गठन किया गया है। इस कमेटी के सदस्य गांव में घर-घर जाकर लोगों को नशा न करने के लिए प्रेरित करेंगे। साथ ही जो लोग नशा कर रहे हैं उन्हें इलाज के लिए नशा मुक्ति केंद्रों में भेजा जाएगा। उन्होंने कहा कि सिरसा जिला राजस्थान व पंजाब सीमा से सटा हुआ है, लेकिन बाहर से आने वाले नशा सामग्री को रोकने के लिए डीआईजी एवं पुलिस अधीक्षक डा. अरुण सिंह की अगुवाई में पुलिस प्रशासन द्वारा मुस्तैदी से कार्य किया जा रहा है और पिछले एक साल के दौरान पुलिस द्वारा नशा बेचने वालों के खिलाफ 500 से अधिक मामले दर्ज किए गए हैं। जिला प्रशासन द्वारा जिला को नशा मुक्त बनाने के लिए जागरुकता अभियान के साथ-साथ नशा बेचने वालों के खिलाफ भी कड़ी कार्रवाई की जा रही है।
उपायुक्त बिढ़ाण ने बताया कि जिला में दो नशा मुक्ति केंद्र कार्य कर रहे हैं जिसमें एक नागरिक अस्पताल सिरसा व दूसरा कालांवाली में है। इसके अलावा 50 बिस्तरों के नशा मुक्ति केंद्र के लिए प्रदेश सरकार को प्रस्ताव बना कर भेजा गया है। उन्होंने नागरिकों से आह्वïान किया कि 31 मार्च 2021 तक चलने वाले नशा मुक्त भारत अभियान को सफल बनाने तथा जिला को नशा मुक्त बनाने में अपना सकारात्मक योगदान दें। उन्होंने कहा कि सरपंच नशा मुक्त भारत अभियान का भरपुर सहयोग कर रहे हैं जोकि बहुत ही सराहनीय कदम है। इस अवसर पर जिला समाज कल्याण अधिकारी नरेश बत्रा भी मौजूद रहे।
शुरुआती लक्षण में ही करवाएं जांच, कोरोना के फैलाव को रोकने में करें सहयोग : उपायुक्त रमेश चंद्र बिढ़ाण
उपायुक्त रमेश चंद्र बिढाण ने कहा कि आमजन कोरोना बीमारी की गंभीरता को समझें, इसके प्रति लापरवाही न बरतें। कोरोना से घबराएं ना बल्कि सजग बनें। अब जिला में संक्रमण फैलने के साथ ही मृत्यु दर में भी बढोतरी हो रही है। पहले लोग स्वयं आगे आकर जांच करवाते थे, तो मृत्यु दर कम थी। जब से लोगों रिपोर्टिंग करने में देरी की है, जिला में मृत्यु दर बढा है जोकि चिंता का विषय है, इसलिए आमजन प्रारंभिक लक्षण दिखने पर ही अपनी जांच करवाएं ताकि बढ़ रहे मृत्युदर पर अंकुश लग सके। यदि समय पर उपचार करवा लिया जाए तो मृत्यु दर कम होने के साथ-साथ संक्रमण का फैलाव भी नहीं होगा। उन्होंने कहा कि स्वास्थ्य विभाग द्वारा कोरोना के फैलाव को रोकने के लिए सैंपलिंग कार्य तेजी से किया जा रहा है, इसके अलावा आमजन का भी यह फर्ज बनता है कि वे इसमें प्रशासन का सहयोग करें। उन्होंने कहा कि नागरिक शुरुआती लक्षण दिखने पर स्वयं अपनी जांच करवाएं ताकि कोरोना संक्रमण के फैलाव को रोका जा सके।
तहसीलदार पांच-पांच गांवों की पंचायतों को करें जागरूक, एसडीएम करेंगे निगरानी :
एसडीएम अपने क्षेत्र में तहसीलदार की ड्यूटी लगाए की वे पांच-पांच गांवों की पंचायतों से बैठक कर सरपंच, पंच व नंबरदारों को जांच कार्य में सहयोग व ग्रामीणों को कोविड-19 के बारे में जागरूक करें। पंचायत प्रतिनिधि गांव में मुनादी व अन्य माध्यमों से हर ग्रामीण को कोरोना की गंभीरता के प्रति जागरूक करें। अगर गांव के किसी व्यक्ति में कोरोना के लक्षण दिखाई दें तो तुरंत स्वास्थ्य विभाग को सूचित करें। सभी एसडीएम तहसीलदार द्वारा किए गए कार्यों की निगरानी करें और प्रतिदिन की रिपोर्ट लें।
मास्क को न बनाएं औपचारिकता, सही ढंग से करें इस्तेमाल :
उपायुक्त रमेश चंद्र बिढ़ाण ने बताया कि कोरोना संक्रमण को लोग हल्के में ले रहे हैं और आधे लोग मास्क का प्रयोग भी नहीं कर रहे हैं। यह लापरवाही गंभीर रुप धारण कर सकती है, इसलिए नागरिक अपने जीवन को खतरे में न डालें और मास्क का प्रयोग औपचारिकता के तौर पर न करें बल्कि इसे अपनी दिनचर्या का हिस्सा बनाएं और सही ढंग से इस्तेमाल करें। इसके अलावा बाजारों में अनावश्यक भीड़ न करें। उन्होंने कहा कि प्राय: देखने में आया है कि फास्ट फूड व फल सब्जी की रेहडिय़ों व ढाबों आदि पर काम करने वाले लोग मास्क का प्रयोग करने में लापरवाही बरत रहे हैं। इसलिए स्वास्थ्य विभाग द्वारा सभी रेहड़ी चालकों व ढाबा रेस्टोरेंट पर काम करने वालों की सैंपलिंग करवाई जा रही है।
सार्वजनिक स्थानों, बाजारों, पार्क आदि में खुले में न थूकें नागरिक :
उपायुक्त रमेश चंद्र बिढ़ाण ने बताया कि कोरोना के फैलाव के मद्देनजर नागरिक सार्वजनिक स्थानों, बाजारों, पार्क आदि में थूकें क्योंकि इससे संक्रमण फैलने का अंदेशा रहता है। सार्वजनिक स्थानों पर खुले में थूकने वाले व्यक्ति के खिलाफ कड़ी कार्रवाई की जाएगी। उन्होंने आह्वïान किया कि कोरोना संक्रमण से बचाव के लिए कोविड-19 की हिदायतों की गंभीरता से अनुपालना करते हुए जिला प्रशासन व स्वास्थ्य विभाग का पूर्ण सहयोग करें। खुद सुरक्षित रहें और दूसरों को भी सुरक्षित रखने में सहयोग करें।

Under Regional Centre Chandigarh 5702 eligible students have been issued Hall Tickets for this examination who will be appearing in different Programmes. IGNOU RC Chandigarh has deputed Observers for monitoring examination activities and monitoring team has also been deputed by IGNOU headquarter, New Delhi for the smooth conduct of Term End Examination in the region. IGNOU Regional Center Chandigarh has established 07 Examination Centers for TEE June, 2020 including 01 Exam Centers in Jail at Chandigarh for jail inmates.
Hall Ticket (Examination Intimation Slips) have been issued to Final Year/End Semester Masters, Bachelors, Diploma and Certificate Programmes (as per 22nd July, 2020 notification issued by the University) and who have applied and are found eligible for appearing in the Term-end Examination.
The Examination Centres have been instructed to allow students to appear in examination, even if they do not possess the Hall Ticket (Examination Intimation Slips), but their names exist in the list of examinees for that centre.
During the entire period of examinations the examination centres will implement the social Distancing and other measures as per Government of India guidelines in current scenario of COVID-19 to ensure health and safety of the students.
Students are also required to adhere to the guidelines and maintain the social distancing and hygiene to ensure safety and health of their own and fellow students.
Students are advised to be in possession of the valid Identity Card issued by the University/Govt. during the Examination. Mobile phones are not permitted inside the examination hall.

The Department of Library and Information Science, Panjab University, Chandigarh organised a webinar on Academic Writing and Qualitative Research: Steps and Strategies. Dr Bhaskar Mukherjee, Professor, DLIS, Banaras Hindu University (U.P.) was the resource person.
Professor Preeti Mahajan, Chairperson of the department welcomed the speaker and the participants. She also introduced the theme of the webinar.
Prof. Mukherjee emphasised on steps of writing a research paper. He also talked about the impact factor, peer review process, plagiarism and visibility of academic publications to enhance the citations. At the end, he discussed the predatory journals and suggested some key points for selecting high quality journals for academic publications.
The session was followed by a question and answer session and vote of thanks.

Dr. Manisha Sharma, Warden of the hostel distributed e-certificates to the winners of the competition. She congratulated the winners and motivated them to participate more in this kind of activities and informed that the best poem will be published in the reputed newspaper.

पंचकूला 14 सितम्बर- उपायुक्त मुकेश कुमार आहूजा ने बताया कि स्वास्थ्य विभाग द्वारा पूर्ण रूप से सोशल डिस्टेंस का पालन करते मास्क एवं ग्लब्ज के साथ जिला में 20 से 22 सितम्बर तक उप राष्ट्रीय प्रतिरक्षण अभियान के तहत जिला के लगभग 69657 बच्चों को पोलियो की खुराक पिलाई जाएगी।
उपायुक्त ने निर्देश दिए कि पोलियों की दवाई पिलाते समय पूरी सावधानियां बरती जाएगी। विभाग द्वारा ग्रामीण क्षेत्र के 40343 तथा शहरी क्षेत्रों के 29194 बच्चों को पोलियो की खुरा पिलाने के लिए आवश्यक प्रबंध किए गए है। उन्होंने बताया कि इस अभियान के तहत 20 सितम्बर को स्वास्थ्य विभाग द्वारा जिला में बनाए गए 494 बूथों पर पोलियो की ड्राप्स दी जाएगी। इनमें 345 ग्र्र्र्र्रामीण एवं 149 शहरी क्षेत्रों में पोलियो बूथ बनाए गए है। इसके अलावा 21 व 22 सितम्बर को दो दिन तक स्वास्थ्य कार्यकर्ताओं द्वारा घर घर जाकर पोलियो की खुराक पिलाई जाएगी ताकि कोई भी बच्चा इस सुरक्षा चक्र में छूट न जाए।
उपायुक्त ने बताया कि विभाग द्वारा बस स्टेण्ड, औद्योगिक प्रतिष्ठानों, ईंट भट्टों आदि पर कार्य करने वाले परिवारों के बच्चों को पोलियो की खुराक पिलाने के लिए 23 मोबाईल टीमें गठित की गई हैं। इनमें से 20 ग्रामीण एवं 3 शहरी क्षेत्र में बच्चों को पोलियो की खुराक पिलाना सुनिश्चित करेंगी। उन्होंने बताया कि पोलियो अभियान में 1564 स्वास्थ्य कर्मियों, स्वंयसेवकों, आंगनबाडी केन्द्रों, श्रमिकों, स्वास्थ्य कार्यकर्ताओं की डयूटी लगाई गई है।
उपायुक्त ने बताया कि जन्म से 5 वर्ष तक आयु के सभी बच्चों को पोलियो की खुराक पिलाने के लिए जिला अस्पतालों, सामुदायिक केन्द्रों, प्राथमिक स्वास्थ्य केन्द्रों, सरकारी औषधालयों, उप केन्द्रों और आंगनवाडी केन्द्रों पर पल्स पोलियो की बूंदें पिलाई जाएगी।
