MCC recovers 28.51 lacs fraudulently withdrawn from saving bank account

Chandigarh, April 2:- The Municipal Corporation Chandigarh restored Rs. 28.51 lacs, which was fraudulently withdrawn from saving bank account in October last year.

According to the official information, an amount of Rs. 28.51 lacs was fraudulently withdrawn from cow fee savings bank account on dated 11th October, 2021 by presenting fake cheque No. 000091 by placing forged signatures of authorized signatories of Municipal Corporation, Chandigarh.

The Accounts Department, MCC lodged FIR on 18th October 2021 in police station sector, 17, Chandigarh to investigate the matter alongside the claim was lodged with RBI ombudsman.

Now, after six month the Bank of Baroda has restored said amount of Rs. 28.51 lacs from the date of fraud i.e. 11th October 2021 in Punjab National Bank Branch at MCC building premises.

Commissioner visits Sector 44 to take stock of ongoing development works; listens to the problems of area residents

Chandigarh, April 1:- Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation Chandigarh today visited Sector 44 to take stock of ongoing development works alongwith to see the problems of area residents.

The visit was started at 6.30 am in the morning. All the sectors of city will be covered on foot by the Commissioner alongwith all the team of concerned engineers and this was the 1st “On Foot” visit to Sector 44.

The Commissioner was accompanied by Sh. Jasmanpreet Singh, area councilor, chief engineer, all Superintending Engineers and concerned Executive Engineers, SDEs, Junior Engineers of MCC, office bearers of Resident Welfare Associations and local residents.

The visit was started from Community Centre, Sector 44, where the Commissioner asked the SE, B&R to prepare proper plan and estimates for the all over renovation of the community centre. She directed the SE, Horticulture to make a policy to beautify the green area, parks inside the community centres in to beautiful landscapes and be maintained on regular basis.

She further moved through sector 44-A, where she directed the chief engineer to write a letter to the engineering wing, Chandigarh Administration regarding cleaning of the open/reserve land infront of the community centre and proper leveling be done as per the level of road. She asked the public health engineers to issue notice to the govt. school authorities for water leakage outside the school premises.

While taking serious note of the broken road berms, the Commissioner directed the concerned officers to get the repair work done immediately. She asked the concerned engineers of horticulture wing for repair of footpaths in parks and pruning of trees wherever required. She asked the officers to repair the children play equipments and paint work be done on the play equipments on priority.

The Commissioner directed the horticulture engineers to issue notice for poor maintenance and not keeping the park clean to the concerned society/association, taken up for maintenance. She said that cancel the agreement with the society/association on unsatisfactory work and poor maintenance of the parks.

She also took serious view of the encroachments made by the area residents on the road berm outside their houses and asked the concerned officers to prepare report according to the permissions and policy and put up on priority. She asked to maintain the surface of roads proper and repair the curb channels accordingly. She directed the public health engineers to repair all the road gullies before the recarpetting work of the roads.

To stop the erosion of soil from outside the boundary walls in high side from road, the Commissioner asked the engineers to fix curb channels along the road berm to avoid the soil erosion and mud flow during rainy season. She asked the horticulture engineers to repair the sign boards of gardens and get repair of the open/broken junction boxes of street lights to avoid any kind of untoward accident.

She asked the public health engineers for proper covering of sluice valves near parks and take action to tie loose wires of telephone/other cables to avoid any incident. She asked the SE B&R for patchwork of internal roads wherever required immediately.

On the poor sanitation of some areas, the Commissioner directed the Health Supervisor to issue notice to the concerned firm for poor sanitation. She asked that the firm shall ensure proper cleaning of road berms outside parks and along the roads including cutting of grass and cleaning etc.

She asked the engineering wing to issue challans to the violators, who throw malba in the open spaces and along the road sides and constitute special teams of supervisory staff.

The area residents raised the issue of low pressure water supply at the 1st and 2nd floors of all houses at sector 44-A, for which the Commissioner directed the public health SE to check the problem and resolve it immediately.

Regarding C&D waste, the Commissioner asked the engineering wing to remove the C&D waste and take it to the C&D plant at industrial area for further processing. She asked that the paver blocks be repaired wherever paved areas have been uprooted or are uneven along the market areas.

She asked the concerned officers to explore possibilities to develop parking site near verka booth in sector 44-D after consulting local area residents. She asked the engineers to plan issuing instant challans to the violators and their immediate disposal by introducing pos machines.

Webinar on Forensic Examination of IEDs in terrorist cases by PU’s Institute of Forensic Science and Criminology, Panjab University, Chandigarh

The Institute of Forensic Science and Criminology, Panjab University, Chandigarh organized a one day National level webinar on ‘Forensic Examination of IEDs in terrorist cases’ on March 30, 2022. The Chairperson, Dr. Vishal Sharma hosted the webinar and welcomed the guests. He emphasized the importance of the examination of IED DEVICES AND BLAST RESIDUE in order to understand the type of blast, its intensity and explosive used in the said blast. This topic is very important for the budding forensic students as the blast often happen in many region of the country. Such type of examination also important to know about the cross boarder terrorism.

            The distinguished scientist and Forensic expert Dr. N.B.Bardhan, former Director of CFSL CBI, New Delhi, gave a talk titled Forensic Examination of IEDs in terrorist cases.” He presented an intriguing talk about explosives. He started his talk with brief description about explosives and its types. He mentioned about the crime scene reconstruction of cases related to IED blast, further added properties of explosives and categorized explosives into five kinds. He further emphasized the need for considering and analyzing material evidence carefully as it often gets contaminated if not handled properly or at times get fabricated. He even added the mechanism of various explosives. He ended his talk by discussing some of the famous cases involving explosive devices such as Mumbai Blast Case and discussed some very unusual cases happening on IED blast these days.

पंजाब यूनिवर्सिटी, चंडीगढ़ में चल रहे एन.एस.एस के सात दिवसीय विशेष शिविर में छठे दिन मुख्य वक्ता के तौर पर सेंट्रल डिटेक्टिव ट्रेंनिंग इंस्टीट्यूट चंडीगढ़ से श्री गुरुचरण सिंह रहे। उन्होंने सभी स्वयंसेवकों को संबोधित करते हुए कहा कि आज हम इंटरनेट के युग के अंदर स्मार्टफोन का काफी ज्यादा इस्तेमाल कर रहे हैं।

 परंतु आज इस जिस तरह से दिन प्रतिदिन हमारा लगाव स्मार्टफोन की तरफ हो रहा है  और हम अपने सारे महत्वपूर्ण कार्य ऑनलाइन माध्यम से कर रहे हैं।  इससे हमारा डाटा किसी द्वारा हैक कर लिए जाने की ज्यादा संभावना बन चुकी है।

 क्योंकि सारा डाटा ऑनलाइन होने के कारण आज हमारी निजी जानकारी शरारती तत्वों के हाथ में जाने की संभावना बहुत ज्यादा बढ़ गई है। इससे हमें बचना होगा। क्योंकि आज यदि हम साइबर सुरक्षा के प्रति सजग नहीं हुए तो आने वाले समय के अंदर हम साइबर अपराध का शिकार हो सकते हैं।

 इसलिए इस तरह के ऑनलाइन अपराधों से बचने के लिए आज हमें साइबर सुरक्षा के बारे में जनता को जागरुक करना होगा तभी आने वाले समय के अंदर भारत पूर्ण रूप से साइबर सुरक्षित राष्ट्र बन पाएगा और विश्व में भारत की एक अलग पहचान बन पाएगी। कैंप के छठे दिन सभी स्वयंसेवकों के लिए खेलकूद प्रतियोगिता का आयोजन किया गया। जिसमें सभी स्वयंसेवकों के द्वारा बढ़ चढ़कर भाग लिया गया।

Chandigarh, March 28:- The Municipal Corporation Chandigarh has decided to strengthen the Animal Birth Control programme in Chandigarh by adding all required machinery and infrastructure in the sterilization programme.An agenda item regarding purchasing two Dog Vans for Animal Birth Control programme  at a cost of 25 lacs was approved during a meeting of the Finance & Contract Committee, Municipal Corporation Chandigarh, held here today under the chairmanship of Smt. Sarbjit Kaur Dhillon, Mayor and attended by Ms. Anindita Mitra, IAS, Commissioner and other members of committee namely Sh. Mahesinder Singh Sidhu, Sh. Saurabh Joshi, Sh. Jasbir Singh, Smt. Gurbax Rawat, Smt. Taruna Mehta and other senior officers of MCC.The Committee members also discussed ways to save electricity charges and asked the concerned officers to explore the feasibility of installing solar plants in all the Municipal Corporation owned buildings.The members of committee discussed other various important agenda items in detail and accorded approval for the following:1. PU Senate Meeting

It is almost after a gap of more than two years, the Senate meeting was conducted in the blended mode(Online and Offline), where 58 fellows attended the meeting physically, and around 10 fellows joined the meeting through the online mode. There was an extensive discussion on the first agenda item regarding the recommendations of the Board of Finance(BoF) meeting held on March 11, 2022. A number of fellows deliberated on this issue and it was resolved that on behalf of the Governing body of Panjab University i.e. Senate, newly elected Government of Punjab may be forwarded a representation in the form of request letter to implement the 7th Pay Commission  for Panjab University teachers. It was also discussed that a circular may be issued to the non-teaching employees of the University to choose the appropriate option regarding the implementation of the 6th Pay Commission, so that, once the grant is received, the disbursement would be made accordingly later on. During the deliberation on this agenda item, various fellows shared the emergent need of generating funds at the University level itself. It was discussed that it is the collective responsibility of all the employees of the University to share their valuable inputs and plans for the generation of funds at the University level.

The long pending promotion policy of the faculty of HSJ Dental College, Panjab University is accepted in principle as proposed by the committee constituted by the  Vice Chancellor. The modalities e.g BOF approvals and any other requirements would be worked out.

In an important agenda item regarding the attachment orders of building and demand notices of property tax of worth Rs. 21 crores by Municipal Corporation, Chandigarh, it was resolved that  ‘Panjab University is one of the prestigious Universities and it should not be treated as a non-government entity/private/commercial institution’ and hence, on behalf of governing house of Panjab University i.e. Senate and Syndicate, a resolution is passed to request Chandigarh Administration for the exemption from property tax under Municipal Corporation Act.

In a major agenda item regarding implementation of the roster of non-teaching SC employees, it was resolved by the house that ‘in principle, the house agreed to the promotion policy of the SC employees of Panjab University and a quantifiable data would be collected regarding the same in terms of the relevant legal provisions and after words, the same would be implemented’.

In an important agenda item, in context to setting up of Technology Enabling Centre at Panipat, Haryana, in the 3800 Sq Yard land of Panjab University, the Vice Chancellor apprised the house that negotiations with the Government of Haryana and the Centre Government are on regarding the setting up of the Incubation-cum-Skill Development Centre which is proposed by the Panjab University to come up at this land. The outcome would be shared by the Vice-Chancellor accordingly.

During the meeting, one of the senior most fellows asked about the contribution made by 43 Professor Emeritus in different departments of the University. He said that it is pertinent to know about the contribution of these Professors especially in the area of research in context to the research and how they are contributing in the research and development of Panjab University.

For the CAS promotion of Dr. Kirandeep Singh, Department of Education and Prof. Sukhwinder Singh, Department of Computer Science, UIET, Panjab University, the Vice Chancellor is authorised to form a committee to look into the matter and all similar cases may be considered collectively rather than doing a stand-alone case for one faculty member.

In an another agenda for providing job to Robin Inderpal Singh son of late Dr. Parminder Singh, former Director, Sports, Panjab University, it was resolved to appoint him as Assistant Professor purely on temporary basis and a committee will be constituted by the Vice Chancellor to recommend the department where he would be appointed.

In an agenda item to reduce the seats  in PG Course, MA Sanskrit from 68 to 40 would be looked after again by the Vice Chancellor to explore the possibility of making the admission process flexible so that, new and more students can be attracted for these courses so as to save and help this ancient and very important rich language of our country.

In another agenda item, house unanimously approved the charges to allow the shooting of films etc at the Panjab University.

The Senate approved the recommendations of the Joint Academic and Administrative Committees of HSJ Dental College regarding the fees structure proposed for the NRI Students of MDS.

A high powered committed to be constituted by the Vice Chancellor to consider the recommendation of the inspection committee regarding the different issues raised against Kalgidhar Institute of Higher Education at Sri Muktsar Sahib.

पंजाब यूनिवर्सिटी, चंडीगढ में चल रहे एन.एस.एस के सात दिवसीय विशेष शिविर के चौथे दिन  डॉ.अपराजिता सिंगला के द्वारा सभी स्वयंसेवकों को एचपीवी वायरस व सर्विक्स कैंसर से बचने के लिए जागरुक किया गया। उन्होंने सभी स्वयं सेवकों को संबोधित करते हुए कहा की अगर हम अपने शरीर की सही ढंग से देखभाल नही करेगे तो हमें यह वायरस बहुत जल्दी हो सकता है और इससे हमारे शरीर में कैंसर हो सकता है। जिसका पूर्ण रूप से कोई इलाज संभव नहीं है। जिस कारण से हमारी मौत होने का खतरा बढ़ जाता है।

 इसके साथ ही उन्होंने सर्विक्स कैंसर के बारे में जानकारी दी और कहा की हमें सभी तरह की गंभीर बीमारियो से बचने के लिए समय समय पर डॉक्टर से जांच करवाते रहना चाहिए यदि हमारे शरीर में किसी भी तरह की बीमारी की शुरुवात हो चुकी हो तो उसे शुरुवात में ही पकड़कर उसका पूर्ण रुप से सही इलाज किया जा सके। इस कार्यक्रम के बाद सभी स्वयं सेवकों के लिए बेस्ट आउट ऑफ वेस्ट प्रतियोगिता का अयोजन किया गया। जिसमे सभी स्वयं सेवकों के द्वारा बढ़ चढ़कर भाग लिया गया और बहुत ही अच्छे ढंग से चीजों का निर्माण किया।

पंजाब यूनिवर्सिटी, चंडीगढ़ में चल रहे सात दिवसीय विशेष एन.एस.एस शिविर के तीसरे दिन सभी एन.एस.एस स्वयं सेवको के द्वारा चंडीगढ सेक्टर 25 के युवा साथियो को नशे से दूरी बनाकर रखने के लिए एक रैली का अयोजन किया गया। यह रैली पूरे पंजाब विश्विद्यालय का भ्रमण करती हुए सेक्टर 25 के कम्युनिटी सेंटर में पहुंची। जहां पर एन.एस.एस के स्वयंसेवकों के द्वारा एक नुक्कड़ नाटक किया गया।

 जिसका मुख्य रूप से लक्ष्य भारत के सभी युवाओं को नशे से दूर रहने के लिए प्रेरित करना था।

 सेक्टर 25 के सभी स्थनीय निवासियों के द्वारा इस नुक्कड़ नाटक को बड़े ही ध्यान से देखा गया और सभी स्वयं सेवकों की सराहना की गई और नुक्कड़ नाटक के अंत में सभी स्वयं सेवकों के द्वारा सेक्टर 25 के सभी युवा साथियों को नशे से दूर रहने व नशे को समाज से खत्म करने के लिए एक शपथ भी दिलवाई गई।

IGNOU extends Admission up to 31th March, 2022

The Indira Gandhi National Open University (IGNOU) has extended the last date of submission of online Fresh admission and Re-Registration of all Masters & Bachelor programmes up to 31th March, 2022 for the January – 2022 session. This extension of last date shall not apply to Certificate, Semester-based, Diploma & PG Diploma, i.e., MP, MPB, PGDMM, PGDFM, PGDHRM, PGDOM, PGDFMP, DBPOFA, PGDIS, MCA, BCA etc. and all Certificate and Awareness programmes of 6 months duration or less.  Details of the IGNOU academic programmes for the January, 2022 session can be accessed from the link https://ignouadmission.samarth.edu.in/. Panjab University and NSS kept the zeal of the NSS Seven Day Camp alive by first conducting a session conducted under the guidance of Dr. Vivek kumar on Self Defence techniques in which the volunteers learnt various techniques to defend themselves with the help of police constables. The next session was dedicated to expert lectures moderated by Dr. Naveen Kumar and Dr. Simran Preet. First lecture was on “What can you give” by Dr. Jayanti Dutta, Dy. Director, HRDC, Panjab University in which the volunteers learnt what all they have to give to this beautiful country. It was followed by a lecture by Prof. Ganga Ram Chaudhary, Prof. of Chemistry and Director, CIL Panjab University where he talked about the various innovations happening at CIL, Panjab University and purification of water through nanotechnology. Volunteers thoroughly enjoyed both the lecture. After the lunch break, the camp resumed with a bunch of competitive eventsfacilitated by Dr. Amita Verma, Dr. Shankar Sehgal and Dr. Anuj Kumar. First event on the list was the Extempore in which the 1st Prize was bagged by Taha Ali. The Poem recitation competition was the next event to happen in which the 1st prize was bagged by Kavita. The 2nd place went to Arti with Revti and Shreya being the 3rd place holder. Lastly, all the volunteers visited the Botanical Garden, Panjab University.
