Municipal Corporation committed to address all vendor related issues

Chandigarh, July 6:- The Town Vending Committee (TVC) has approved allotment of vacant sites to those vendors who are depositing their vending fee regularly and development of Model Vending Zones in 10 vending zones as per the proposal of Chief Architect, Chandigarh Administration.

This was decided in the 32nd meeting of TVC convened under the Chairpersonship of Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation, Chandigarh-cum-Chairperson, Town Vending Committee here today and attended by other members of TVC namely Sh. Anish Garg, Sh. Ravinder Singh, Sh. Mukesh Giri, Mrs. Sabra and Mrs. Chanchal Rani.

The meeting was also attended by councilors of MCC as special invitees namely Smt. Anju Katyal, Sh. Manoj Sonkar, Smt. Nirmla, office bearers of Chandigarh Beyopar Mandal Sh. Charanjiv Singh, Sh. Sanjiv Chadha, Sh. Kailash Jain and Sh. Naresh Kumar alongwith other officers from SP Traffic, Chief Architect, UT, Chandigarh and Superintendent of Police, Chandigarh.

The Town Vending Committee also delegated the powers to Additional Commissioner/Joint Commissioner, MCC to cancel the licenses of the registered street vendors who are defaulters after following the due procedure as per Bye-Laws.

In case of Sector 42-C vending Zone, the TVC has approved to shift those registered street vendors who are selling cooked/fried non- vegetarian fast food to the proposed adjoining vending zones. It was also directed by the Chairperson TVC that Vendor Cell & Enforcement Wing will together track those registered street vendors of the same vending zone, who were allotted vending sites but not sitting at their allotted sites.

The Town Vending Committee has rejected the request of three vendors for change of category from ESP to NESP vendors in Sector 22, Chandigarh as it is beyond the purview of Bye-laws. In addition, Ex-Post-Facto approval was granted for allotment of vending site No. 87 to a person with disabilityin Sector 22, Chandigarh on humanitarian and compassionate ground by the Town Vending Committee.

The Town Vending Committee has taken a landmark decision for the socially marginalized community by approving the waiver of 25% in monthly street vending fee to the vendors who are transgender and living with HIV/AIDS.

Also, the Town Vending Committee has considered & approved the case pertaining to issuance of vending license to the wife of deceased Street vendor who was surveyed but died before his registration and also a case in addition to two cases of Persons with Disabilities on compassionate and humanitarian ground.

In order the curb the menace of mushrooming of unauthorized vending, the Town Vending Committee has approved the filing of criminal proceedings against unauthorized vendors through the area sub inspector of Enforcement Wing.She also directed the representatives of SSP Law Order to assist in enforcing unauthorized vending during late evening and night hours.

The Chairperson TVC urged the representatives of Street Vendors, Vyapar Mandal, Resident and Market Associations to support in making city clean and free from Single Use Plastic usage and zero waste free city and getting Chandigarh to secure prominent position in Swachh Sarvekshan 2023.

Mayor to represent Chandigarh at U20 Mayoral Summit at Ahmedbad on 7th & 8th July

Chandigarh, July 6:- City Mayor Sh. Anup Gupta will represent Chandigarh in the Urban20 (U20) Mayoral Summit under India’s G20 presidency on 7-8 July scheduled to be held at Ahmedabad.

The Mayor has reached at Ahmedabad today evening for the summit.

While sharing about the summit, the Mayor said that the Summit will be attended by more than 70 Mayors from across the world and about 25 Mayors from Indian cities will share the experiences of their respective city level actions and initiatives. The summit will also be attended by delegates representing various cities, knowledge partners, Indian and international organizations, academic institutes and dignitaries from the Government of India and the State Government.

He said that U20 is a city diplomacy initiative, comprising cities from G20 countries, emphasizing the role of cities in taking forward the global agenda for sustainable development through collaboration among cities. Ahmedabad is the U20 Chair for the current sixth cycle and is supported by the National Institute of Urban Affairs (NIUA).

The Mayor further said besides the deliberations among Mayors, one of the highlights of the Mayoral Summit will be four thematic sessions focusing on U20 priorities. Six white papers focusing on the six U20 priorities will also be released in these sessions by the dignitaries. Another exclusive session for Mayors will be a round table on climate finance led by U20 Conveners, UCLG and C40 and the cities of Buenos Aires, Sao Paulo and Ahmedabad.

He further informed that spotlight sessions are scheduled during the Summit to focus on aspects of urban resilience, city readiness for investments, inclusion, circular economy and data driven governance, showcasing the research and works being undertaken by organizations in various cities across India and the world.

He said the event will also host an exhibition showcasing India’s urban story, especially city level successes, notable projects and innovative initiatives. There will also be a screening of select films to help raise awareness about the multifaceted impacts of climate change on urban areas and vice versa, he added.

MCC’s single use plastic free ‘Apni Mandi’ campaign gains momentum*

Chandigarh, July 5:- To promote sustainable and eco-friendly practices in the local market places, MCC has launched “Plastic Mukt Apni Mandi” campaign from Apni mandi, in sector 15 here today. Sh. Saurabh Joshi, area councilor and Master Arryan Madhu Chitkara, brand ambassador, Swachh Bharat Mission, Chandigarh accompanied by Sh. Gurinder Singh Sodhi, Joint Commissioner, MCC formally launched the campaign in the apni mandi.

Following the directions of Ms. Anindita Mitra, IAS, Commissioner, MCC permanent compostable bag stalls have been set up at the Apni Mandi entry point at sector 15. The brand ambassador and others created awareness about the harmful effects of single-use plastic items and to promote sustainable practices at the Apni Mandi.

To encourage the use of compostable bags and make them easily accessible to vendors and citizens alike, the MCC has also made available the compostable carry bags at reasonable rates by setting up stalls at Apni Mandis on a permanent basis. The aim is to encourage the use of compostable bags and make them easily accessible to vendors and citizens alike.

The area councilor, brand ambassador and other officials alongwith vendors and citizens also pledged for avoiding single use plastic items specially plastic bags while coming to purchase vegetables and fruits at Apni Mandis and market areas.

Earlier, the MCC has launched the SUP free Apni Mandi campaign at apni mandi, sector 45. Compostable bags have also been distributed and made vendors and citizens aware of the harmful effects of single-use plastic (SUP).

While sharing about the campaign, the Commissioner said that the MCC is committed to keeping the city single-use plastic-free, and the SUP free Apni Mandi campaign is a step in the right direction. She urged everyone to support this initiative and make a positive impact on the environment. The campaign is crucial towards creating a cleaner and greener environment for the city, and the MCC hopes to inspire other cities to adopt similar initiatives, she said.

The campaign has gained momentum in the city, with more vendors and citizens adopting sustainable practices and alternatives to SUP. MCC aims to make a significant impact on the environment and promote a greener future for the city.

Leopard Expeditions Successfully Concludes Thrilling 4WD Self-Drive Expedition

Chandigarh, July 3  : The recently concluded Leopard Expedition 4WD’ 10-day self-drive expedition through the captivating Zanskar Circuit has achieved great success in raising awareness and support for the conservation of snow leopards. In collaboration with Indian Oil and MacRoys Expeditions and Yokohama, Leopard Expeditions organized this thrilling adventure to highlight the importance of preserving the endangered species and their natural environment.  
Led by the experienced core team consisting of Nikhil Verma, Siddharth Jilta, Sudhir Kumar and Ishan Bhagra , the expedition faced various challenges in the tough terrain. Nikhil Verma, the founder, shared his experience, stating that they encountered difficulties but managed to execute the expedition well. Ishan Bhagra, an official member of Leopard Expeditions, successfully covered the entire Zanzkar- Leh Circuit 2.0 edition, despite facing a drop in his oxygen level at Padum. His determination to complete the expedition was unwavering.

The expedition took participants to India’s last northern village, Thang, which marks the starting point of the India-Pakistan border. From there, the majestic view of Pakistan was clearly visible. Additionally, the team reached a few kilometers away from the India-China border and stayed in Pangong, adding to the excitement and adventure of the journey.

Chandigarh, July 3:- Aspiring to become a plastic free city and aiming at raising awareness about the harmful impacts of single-use plastic bags and promoting the use of eco-friendly alternatives, the Municipal Corporation Chandigarh has started a unique initiative by introducing compostable bags for the vegetable vendors at Apni Mandis on the occasion of International Plastic Bag Free day.

Sh. Anup Gupta, Mayor, Chandigarh distributed compostable bags to the vendors at Apni Mandi, Sector 45, here today in the presence of Ms. Anindita Mitra, IAS, Commissioner, Sh. Kanwarjeet Singh, Senior Deputy Mayor, Sh. Gurpreet Singh, area councilor and other prominent persons of the area.

Speaking on the occasion, the Mayor expressed his commitment to promoting sustainable practices and reducing the use of single-use plastic bags in the city. “We hope that this initiative will not only raise awareness but also inspire citizens to make a positive change towards a cleaner and greener future,” he said. He said that the distribution of compostable bags was aimed at raising awareness about the harmful impact of single-use plastic bags and promoting the use of eco-friendly alternatives.

He further said that the distribution of compostable bags on International Plastic Bag Free Day was a significant step towards promoting sustainability and raising awareness about the harmful effects of single-use plastic bags. The MCC hopes to inspire citizens to make a positive change towards a cleaner, greener, and more sustainable future.

The Commissioner also emphasized the importance of reducing the usage of single-use plastic bags and promoting sustainable practices in the city. She said that the MCC is committed to promoting sustainable practices and reducing the use of single-use plastic bags in the city. She said that this distribution was symbolic.

She added that MCC will facilitate vendors by making compostable bags available on reasonable rates. She said that MCC shall set up counters of Compostable bags in collaboration with suppliers , in the Apni Mandi itself. She however, warned the vendors not to use single use plastic bags or else they would face legal action as well as challans as per the rules.

She further said that the MCC has been implementing various initiatives to reduce plastic waste in the city, and the distribution of compostable bags is yet another step towards achieving a cleaner, greener, and more sustainable future. The MCC hopes that this initiative will encourage citizens to adopt sustainable practices and make a conscious effort to protect the planet, she added.

            उन्होंने सत्गुरू माता सुदीक्षा जी महाराज जी का संदेश देते हुए कहा कि महिला समागमों की यह कड़ी देशभर के कोने में चल रही है। उन्होंने कहा कि जगत माता बुदवंती जी, राजमाता कुलवंत कौर जी, माता सविन्द्र जी व वर्तमान में स्वयं सत्गुरू माता सुदीक्षा जी महाराज, सभी अपनी गृहस्थ जीवन में रहकर भक्ति को कर रहे हैं।

The Department of Statistics at Panjab University, Chandigarh celebrated National Statistics Day in collaboration with University School of Open Learning, Panjab University. The event was graced by the presence of Director Nidhi Satija from the Statistics Division, Ministry of Health and Family Welfare, Government of India, New Delhi, who Present as the keynote speaker. Prof. Harsh Gandhar, Chairperson, USOL welcomed the guest and then Introduction of the Speaker to the Participants was done by Programme Convenor Dr. Richa Sharma from USOL. During the event the keynote speaker delivered a lecture on the role of the National Family Health Survey and Sustainable Development Goals in strengthening the healthcare sector in India. She emphasized that for India to progress, it is essential for all citizens to be in good health. The speaker also discussed the third major goal of the Sustainable Development Goals, which emphasizes the responsibility of every country to prioritize the health of its citizens and guide them on leading a healthy lifestyle in the future. Additionally, she highlighted the importance of the National Family Health Survey. She Says it’s a Duty of Every Citizen to informing the government about citizens’ health conditions During the Health Survey, which would be helpful in formulating effective health policies of the Country. The students engaged in a question and answer session with the speaker, seeking ways to promote the National Family Health Survey and Sustainable Development Goals to improve citizen health in society.

Residents of Daddumajra visit South Goa Plant. To visit the North Goa Plant tomorrow

*Chandigarh, June 29:-* A delegation led by Mayor, Sh. Anup Gupta, Commissioner Municipal Corporation with Smt. Anindita Mitra, IAS, Councillors of Municipal Corporation, officers and residents of Daddumajra, visited the Solid Waste Management Plants situated at North and South Goa respectively.

The study tour was undertaken to understand the system and process for municipal solid waste management at Goa and learn from the good practices being followed at the plant. Sh Anup Gupta, Mayor Chandigarh said that Goa was selected for the study tour as both the Plants have been designed by NEERI and both are also monitored till date by the premier Research Institute. It is pertinent to mention that the proposed Integrated Solid Waste Management Plant in Chandigarh has been designed as per technology recommendations made by NEERI. The DPR and RFP have also been vetted by NEERI. 

The ISWM plant at North Goa is of a capacity of 250 TPD whereas the one situated at South Goa is of 100 TPD. Both the plants process their wet waste to produce compressed Biogas which is used for producing electricity. Ms Anindita Mitra IAS Municipal Corporation Chandigarh said that Biogas so produced can either be used to produce Compressed Natural Gas(CNG) or Electricity. She further clarified that the design of proposed ISWM plant at Chandigarh also allows further processing of by product from the Bio CNG, if Concessionaire desires. 

At both the Goa Plants, dry waste after intensive secondary segregation into 14 categories of seperate recyclable fractions is processed to produce RDF and other recyclables, which is supplied as fuel to Cement Plants and authorised recyclers.

Allaying the fears of residents of Daddumajra, Sh Anup Gupta said that both the Plants of Goa are situated on erstwhile dumping grounds. The legacy waste lying there was bio remediated. Thereafter, the Waste processing plants and Sanitary Land fill sites were set up on the land reclaimed as such.  

Further, both Plants are very close to human habitation. The human settlement of 50000, starts from 100 mtrs from the boundary wall of the North Goa Plant. Similarly, the 30000 strong human settlement starts within 20 mtrs from the boundary wall of the South Goa Plant. The plant at South Goa is also adjacent to a Government polytechnic college and the Civil Court. 

The Residents of Daddumajra visited the State of Art Plant in South Goa today and found that there was no foul odour even within the premises of the Plant. A natural choe which flows through the area, which used to have leachate flowing through it, now has clean water flowing. 

All the runoff as well as effluent produced from the plant is treated onsite with ETP of 0.5MLD Capacity. Treated water is then used in wet waste processing, watering plants , and floor washing inside the plant.

Composting is done from the residual sludge. It was found that the compost this produced was odour free and of good quality. 

Ms Anindita Mitra IAS, Municipal Commissioner, further clarified that as Environmental Clearance is mandatory as per Government of India, the same shall be taken before setting up the plant. This shall ensure that all norms wrt emissions are met with.

Finally, Sh Anup Gupta said that the setting up of this Integrated Solid Waste Management Plant in Chandigarh, shall give the residents of Daddumajra and the city, a much needed relief from the problems created due to dumping of unprocessed waste.

Observance of International Day against Drug Abuse and Illicit Trafficking at Boys Hostel-4, Panjab University, Chandigarh

As per call of Minsitry of Social Justice and Empowerment, Victory against Drug Abuse (VADA) club of Boys Hostel 4, in collaboration with NSS, Panjab University under the able leadership of Dr. Naveen kumar, Warden, Boys Hostel-4 & PO, NSS, PU organized an awareness cum interactive session on ‘Journey from a Drug Addict to Sober’ which is celebrated on 26th June every year. The event kick stated with the awareness drive against drug and substance use in market near gate 2 of Panjab wherein Dr. Parveen Goyal, Fellow member, Senate along with Dr. Naveen kumar motivated the volunteers to make such activities a regular feature to eradicate drug and substance use. The expert session was revered with kind presence of Prof Simrit Kahlon, Dean Student Welfare (Women), PU. The guest speakers Mr. Nipun and Mr. Karan shared their victory against drug addiction and answered all the questions of students. They expressed through their life experiences how addiction can destroy the lives of not just addict but all of the people around them. But their willpower and resilience motivated the audience members to a great extent. The experts suggested some remedial measures and useful platforms like Alcohal and Narcotics Anonymous and shared how meeting of these groups enabled them in leaving the drug abuse. When asked about the biggest remorse they had, both shared among audience that hitting and misbehaving with their parents by them was a biggest remorse they had. Prof. Simrit kahlon shared her words of wisdom on the occasion and asked the audience to examine the long term consequences before using the drugs and such substance for seeking short term pleasure. Using example of a movie named ‘Daddy’,she beautifully put forth her convincing arguments among listeners. Thereafter ‘Say no to Drugs’ pledge was administered and students pledged not to use these harmful and illicit drugs, and ensured to extend help and cooperation in spreading awareness about Ill-effects of consuming these drugs and make India Drug free. The event ended with a vote of thanks by VADA coordinator Mr. Karandeep Bhayana.

Chandigarh, June 26:- The Finance and Contract committee of Municipal Corporation Chandigarh has decided to construction of Sanitation booth for Safai Karamcharies in SSK Burail alongwith various developmental agenda items. The meeting of F&CC was held here today under the Chairmanship of Sh. Anup Gupta, Mayor  and attended by Ms. Anindita Mitra, IAS, Commissioner and attended other members of committee namely Sh. Dalip Sharma, Sh. Gurpreet Singh, Smt. Harpreet Kaur Babla, Smt. Prem Lata  and other senior officers of MCC.

The members of committee discussed other various important agenda items in detail and accorded approval for the following:

·        Providing and fixing of gymnastic equipments in various parks of Sector 22 & 23, Chandigarh at an estimated cost of Rs. 12.64 lacs.

. The committee members relaxed the terms and conditions of Eating Joint, Shanti Kunj for healthy competition and more participation in bidding.

·        Providing and fixing G.I. pipe railing infront of market adjoining V-4 road Sector 40, Chandigarh at an estimated cost of Rs. 10.83 lacs.

·        Construction of Sanitation booth for Safai Karamcharies in SSK Burail at an estimated cost of Rs. 29.19 lacs.

·        Augmentation of street lights in MOH Office Parking, Sector 17, Chandigarh at an estimated cost of Rs. 10.98 lacs.

·        Extension of manpower engaged for gaushala at Raipur Kalan, Chandigarh upto 30.09.2023.

·        Extension of existing contracts for gaushalas in Maloya, Sector 45 and Sector 25 under Municipal Corporation Chandigarh for another month up to 31.07.2023.

·        Dismantling, Providing and fixing of 60mm thick interlocking paver blocks on  V-3 road Sector 14/25 Chandigarh at an estimated cost of Rs. 19.63 lacs.

·        Providing, Supplying, Fixing & Placing of furniture, crockery, electronic items in community centre at Kajheri Sector 52, Chandigarh at an estimated cost of Rs. 21.59 lacs.
