Chandigarh, July 10:- Sh. Dharam Pal IAS, Adviser to Administrator UT, Chandigarh, today visited Kajauli Water Works to take stock of the situation which has arisen due to damaged drinking water pipes at site in wake of continuous rains. He was accompanied by Mayor Chandigarh Sh. Anup Gupta, Municipal Commissioner Ms. Anindita Mitra, IAS and team of MCC officers.

The Adviser was apprised that out of the five pipes with a total capacity of 120 million gallons per day, one belonging to the Punjab Water Supply Department Punjab, has been damaged. Drinking water supply has been restored through two pipelines of Public Health Chandigarh. He was further briefed that the pipeline belonging to MC Chandigarh has been completely damaged, and supply will be restored only after proper reconstruction. 

The Adviser also took up the matter of water supply restoration through GMADA pipelines with Chief Secretary, Punjab Government and emphasised that keeping in mind public interest, adequate water should be given to Chandigarh from available water so that the people do not face any problems. Thereafter, two pipelines of GMADA were also activated. The Adviser directed officers of Municipal Corporation that all efforts must be made to ensure that drinking water supply of Chandigarh is not affected.

Chandigarh, July 10:- The Municipal Corporation Chandigarh has taken a step forward in direction towards issuance of 1st Municipal Bond in the market i.e to appoint Chartered Accounting Firm, JLN US&CO, with its headquarters at Surat in the state of Gujarat on 10 July 2023.

Signing ceremony was held at MCC office premises in the presence of Chairperson, Technical Committee i.e 

Sh. Gurinder Singh Sodhi, Joint Commissioner, Chief Account Officer, Section Officer, Accounts Department along with other key members of the committee. The chairman informed that the firm has been engaged for 55 months for its various roles mainly for assets valuation of Municipal Corporation and implementation of Ind-AS (Indian Accounting Standard) and IFRS (International Financial Reporting Standard) in the Corporation along with strengthening the internal control system of accounting department, introducing best practice on accounting reforms in the corporation.

The Municipal Corporation Chandigarh is among the few urban local bodies in India to  implement IFRS in its accounting practice along with Ind-AS to have the national and international statutory compliances and produce financial reports to national investors and international investors. It will help to attract national and international investors for forthcoming issuance of municipal bond in the market. मुख्यमंत्री मनोहर लाल ने कौशल्या बांध का दौरा कर जल स्तर का किया आकलन

चंडीगढ़, 9 जुलाई – हरियाणा के मुख्यमंत्री श्री मनोहर लाल ने कौशल्या डैम में में जल स्तर का आकलन करने के लिए आज कौशल्या बांध का दौरा किया। इस दौरान पंचकुला की उपायुक्त डॉ. प्रियंका सोनी और अन्य अधिकारी उनके साथ थे।


उपायुक्त ने नदी में पानी के भारी बहाव को लेकर जिला प्रशासन द्वारा की गयी व्यवस्था की जानकारी दी।


मीडिया से बातचीत के दौरान मुख्यमंत्री मनोहर लाल ने बताया कि पिछले दो दिनों से भारी बारिश हो रही है इससे कौशल्या डैम में जलस्तर काफी बढ़ गया है। बढ़े जलस्तर को नियंत्रित करने के लिए बांध के गेट खोले गए हैं और 4000 क्यूसेक पानी छोड़ा जा रहा है। हालांकि, बारिश थमने से स्थिति नियंत्रण में नजर आ रही है।


उन्होंने आगे कहा कि हथिनी कुंड बैराज पर एक लाख क्यूसेक पानी छोड़ा जा रहा है। वहां 300,000 क्यूसेक पानी पर अलर्ट होता है।
मुख्यमंत्री ने आश्वासन दिया कि किसी भी स्थिति से निपटने के लिए हमारी तैयारी बरकरार है, चाहे वह बारिश की वजह से हो या पहाड़ों से पानी आने की। उन्होंने कहा कि कुछ इलाकों में एक या दो घंटे की छोटी अवधि के लिए जलभराव हुआ है, लेकिन स्थिति फिलहाल नियंत्रण में है।


पंजाब के मुख्यमंत्री के ब्यान को लेकर किए गए सवाल के जवाब में श्री मनोहर लाल ने इसे निराधार बताया और कहा कि आज उनका पंचकुला में कार्यक्रम है और वो जिस पानी का जिक्र कर रहे हैं वो डेराबस्सी का जलभराव वाला इलाका है। किसी भी क्षेत्र को देखकर वे कहते हैं कि हरियाणा में पानी भरा हुआ है, मुझे लगता है कि उन्होंने मन बना लिया है, डेराबस्सी क्षेत्र उनके नियंत्रण में नहीं है, वे इसे हरियाणा को सौंपने जा रहे हांेगे। डेराबस्सी में पानी को देखकर हरियाणा के बारे में बात करना हास्यास्पद है।


एक अन्य सवाल के जवाब में मुख्यमंत्री मनोहर लाल ने स्पष्ट किया कि हरियाणा में बिजली की कोई समस्या नहीं है। उन्होंने बेवजह एक ऐसा मुद्दा बनाने के प्रयासों की आलोचना की जो अस्तित्व में ही नहीं है और राज्य में प्रगति के लिए अपनी प्रतिबद्धता को भी दौहराया।

मुख्यमंत्री ने मैंगो मेला का भी अवलोकन किया
इससे पहले मुख्यमंत्री श्री मनोहर लाल ने पिंजौर के ऐतिहासिक यादवेंद्र गार्डन में पर्यटन विभाग और बागवानी विभाग द्वारा संयुक्त रूप से आयोजित 30वें आम मेले का भी दौरा किया।


इस दौरान, मुख्यमंत्री ने मेले का भ्रमण किया और कई आम स्टालों का दौरा किया, जहां उन्होंने फलों के राजा आम का स्वाद चखा। साथ ही उन्होंने मेले में विभिन्न राज्यों से आए आम उत्पादकों से भी बातचीत की।


इस दौरान मुख्यमंत्री ने इस बात पर प्रकाश डाला कि आम मेले के आयोजन के पीछे प्राथमिक उद्देश्य जनता और किसानों दोनों को उपलब्ध आमों की विभिन्न किस्मों के बारे में शिक्षित करना है, साथ ही आम की खेती को भी प्रोत्साहित करना है।


इस अवसर पर शिक्षा मंत्री श्री कंवर पाल, उपायुक्त डॉ. प्रियंका सोनी, डीसीपी श्री सुमेर प्रताप सिंह एवं अन्य अधिकारी भी उपस्थित थे।

The Syndicate in its meeting held today deliberated on all the agenda items and few of them are as follows:-

The Syndicate approved the minutes of the Screening/Selection Committee dated 12.5.23 with regard to finalize the promotion cases of Technical Officers-III (System Manager) to Technical Officer-IV (System Administrator).

The Syndicate approved the minutes of the Committee dated 8.5.2023 with regard to guidelines issued by the UGC, under NEP 2020.

The Syndicate approved the Intellectual Property Right Policy, 2023 for Centre for Industry Institute Partnership Programme(CIIPP) of the Panjab University, Chandigarh.

The Syndicate approved to webcast the proceedings of the Senate meeting. The committee will be constituted to work out the modalities.

The Syndicate approved the minutes of the Hostel Committee dated 10.4.2023 with regard to rate revision for the Handbook of Hostel Rules for PUSSGRC, Hoshiarpur, for the Session 2023-24.

The Syndicate approved the recommendations dated 2.5.23 (Item No. 24 and 27(ii)) of the Executive Committee of Panjab University Sports Committee (PUSC).

The Syndicate decided to re-advertise the advertisement for filling up the posts i.e. Registrar-1 and Dean College Development Council-1 and it is further decided that those who have already applied can update their CV.

The Syndicate approved the committee of three examiners, for award of Doctor of Literature degree.

The Syndicate approved the withdrawal of Entrance Test for M.E. courses mentioned in the Prospectus for the NITTER, for the session 2023-24 and refund of fee for full entrance test.  

The Syndicate approved the request dated 28.6.23 of Professor Madhurima Verma, Chairperson, PUCASH, regarding adoption of the UGC directions, (Prevention, prohibition and Redressal of Sexual harassment of women employees and students by in HEIs) Regulations, 2015.

The Syndicate approved the proposal of the Chairperson, USOL, PU with regard to change in nomenclature of USOL and Chairman/Head of USOL, as recommended by the JAAC in its meeting dated 30.6.23.

The Syndicate approved the minutes dated 30.6.23 with regard to adoption of National Higher Education Qualifications Framework (NHEQF) as per the communication received from UGC vide D.O.F. No. 15-2/2021 (QIP) dated 11.5.23.

Mayor presents major digital initiatives of Chandīgarh which are impacting lives of citizen and promoting better lives*

*U20 Mayoral Summit starts at Ahmedabad*

Chandigarh, July 7:- Sh. Anup Gupta, Mayor , Chandigarh presented major digital initiatives of Chandīgarh which are impacting lives of citizen and promoting better lives during 1st session of the U20 Mayoral Summit under India’s G20 presidency held today at Ahmedabad.

  During the presentation, the Mayor presented details about over speed detection, CCTV surveillance, Intelligent Traffic Management System, Adaptive Traffic Control System, Video analytics and Automatic Number Plate Recognition System.

He also explained that all these systems are integrated with Integrated Command and Control Centre of Chandigarh Smart City. Integrated command and control center (ICCC) has been implemented to provide safety and security to our citizen, efficient service deliveries and sustainable growth. This state of the art command center is integrated with major citizen services including E-governance, Solid waste Door to door garbage collection, Public Bike sharing, Streetlights, Chandigarh Transport Undertaking etc.. for the purpose of effective monitoring of services and data analysis. 

Impacts of these system were also detailed during the presentation. Surveillance system has significantly contributed to the resolution of approximately 334 criminal cases. The use of ICCC has also resulted in a remarkable, 75% reduction in the number of missing Persons of Interest (POI) through improved monitoring of door-to-door garbage collection vehicles. By analyzing data from the CTU bus pass usage, the system has successfully identified two new Public Bicycle Sharing (PBS) stations. Additionally, the ICCC has facilitated effective service-level monitoring for the PBS project. The implementation of the ICCC has led to a decline in horticulture complaints as continuous reporting through the system has streamlined the process. Furthermore, the ICCC has played a role in enabling pension benefits for 11 differently-abled students. It has also optimized the load capacity of Solid Waste Management (SWM) door-to-door vehicles, resulting in more efficient operations. Lastly, the ICCC has accomplished the task of GIS mapping all pensioners, numbering over 24,000, as part of the vulnerable population mapping initiative.

He elaborated that the city has witnessed a significant 40% decrease in traffic violations, leading to improved road safety. Additionally, there has been a reduction of around 20% in the deployment of traffic police personnel due to the efficient functioning of the system. Moreover, the implementation of this system has resulted in a substantial decrease of 60 tons of greenhouse gas emissions, contributing to a cleaner and more sustainable environment. From a financial perspective, the city has witnessed savings of approximately INR 25 Lacs per month per junction where the Adaptive Traffic Control System is operational, as it effectively optimizes fuel consumption.

Municipal Corporation committed to address all vendor related issues

*Decisions taken in TVC for setting up of Model Vending Zones, allotment of sites to vendors, and curbing unauthorised vending*

Chandigarh, July 6:- The Town Vending Committee (TVC) has approved allotment of vacant sites to those vendors who are depositing their vending fee regularly and development of Model Vending Zones in 10 vending zones as per the proposal of Chief Architect, Chandigarh Administration.

This was decided in the 32nd meeting of TVC convened under the Chairpersonship of Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation, Chandigarh-cum-Chairperson, Town Vending Committee here today and attended by other members of TVC namely Sh. Anish Garg, Sh. Ravinder Singh, Sh. Mukesh Giri, Mrs. Sabra and Mrs. Chanchal Rani.

The meeting was also attended by councilors of MCC as special invitees namely Smt. Anju Katyal, Sh. Manoj Sonkar, Smt. Nirmla, office bearers of Chandigarh Beyopar Mandal Sh. Charanjiv Singh, Sh. Sanjiv Chadha, Sh. Kailash Jain and Sh. Naresh Kumar alongwith other officers from SP Traffic, Chief Architect, UT, Chandigarh and Superintendent of Police, Chandigarh.

The Town Vending Committee also delegated the powers to Additional Commissioner/Joint Commissioner, MCC to cancel the licenses of the registered street vendors who are defaulters after following the due procedure as per Bye-Laws.

In case of Sector 42-C vending Zone, the TVC has approved to shift those registered street vendors who are selling cooked/fried non- vegetarian fast food to the proposed adjoining vending zones. It was also directed by the Chairperson TVC that Vendor Cell & Enforcement Wing will together track those registered street vendors of the same vending zone, who were allotted vending sites but not sitting at their allotted sites.

The Town Vending Committee has rejected the request of three vendors for change of category from ESP to NESP vendors in Sector 22, Chandigarh as it is beyond the purview of Bye-laws. In addition, Ex-Post-Facto approval was granted for allotment of vending site No. 87 to a person with disabilityin Sector 22, Chandigarh on humanitarian and compassionate ground by the Town Vending Committee.

The Town Vending Committee has taken a landmark decision for the socially marginalized community by approving the waiver of 25% in monthly street vending fee to the vendors who are transgender and living with HIV/AIDS.

Also, the Town Vending Committee has considered & approved the case pertaining to issuance of vending license to the wife of deceased Street vendor who was surveyed but died before his registration and also a case in addition to two cases of Persons with Disabilities on compassionate and humanitarian ground.

In order the curb the menace of mushrooming of unauthorized vending, the Town Vending Committee has approved the filing of criminal proceedings against unauthorized vendors through the area sub inspector of Enforcement Wing.She also directed the representatives of SSP Law Order to assist in enforcing unauthorized vending during late evening and night hours.

The Chairperson TVC urged the representatives of Street Vendors, Vyapar Mandal, Resident and Market Associations to support in making city clean and free from Single Use Plastic usage and zero waste free city and getting Chandigarh to secure prominent position in Swachh Sarvekshan 2023.

Mayor to represent Chandigarh at U20 Mayoral Summit at Ahmedbad on 7th & 8th July

Chandigarh, July 6:- City Mayor Sh. Anup Gupta will represent Chandigarh in the Urban20 (U20) Mayoral Summit under India’s G20 presidency on 7-8 July scheduled to be held at Ahmedabad.

The Mayor has reached at Ahmedabad today evening for the summit.

While sharing about the summit, the Mayor said that the Summit will be attended by more than 70 Mayors from across the world and about 25 Mayors from Indian cities will share the experiences of their respective city level actions and initiatives. The summit will also be attended by delegates representing various cities, knowledge partners, Indian and international organizations, academic institutes and dignitaries from the Government of India and the State Government.

He said that U20 is a city diplomacy initiative, comprising cities from G20 countries, emphasizing the role of cities in taking forward the global agenda for sustainable development through collaboration among cities. Ahmedabad is the U20 Chair for the current sixth cycle and is supported by the National Institute of Urban Affairs (NIUA).

The Mayor further said besides the deliberations among Mayors, one of the highlights of the Mayoral Summit will be four thematic sessions focusing on U20 priorities. Six white papers focusing on the six U20 priorities will also be released in these sessions by the dignitaries. Another exclusive session for Mayors will be a round table on climate finance led by U20 Conveners, UCLG and C40 and the cities of Buenos Aires, Sao Paulo and Ahmedabad.

He further informed that spotlight sessions are scheduled during the Summit to focus on aspects of urban resilience, city readiness for investments, inclusion, circular economy and data driven governance, showcasing the research and works being undertaken by organizations in various cities across India and the world.

He said the event will also host an exhibition showcasing India’s urban story, especially city level successes, notable projects and innovative initiatives. There will also be a screening of select films to help raise awareness about the multifaceted impacts of climate change on urban areas and vice versa, he added.

MCC’s single use plastic free ‘Apni Mandi’ campaign gains momentum*

Chandigarh, July 5:- To promote sustainable and eco-friendly practices in the local market places, MCC has launched “Plastic Mukt Apni Mandi” campaign from Apni mandi, in sector 15 here today. Sh. Saurabh Joshi, area councilor and Master Arryan Madhu Chitkara, brand ambassador, Swachh Bharat Mission, Chandigarh accompanied by Sh. Gurinder Singh Sodhi, Joint Commissioner, MCC formally launched the campaign in the apni mandi.

Following the directions of Ms. Anindita Mitra, IAS, Commissioner, MCC permanent compostable bag stalls have been set up at the Apni Mandi entry point at sector 15. The brand ambassador and others created awareness about the harmful effects of single-use plastic items and to promote sustainable practices at the Apni Mandi.

To encourage the use of compostable bags and make them easily accessible to vendors and citizens alike, the MCC has also made available the compostable carry bags at reasonable rates by setting up stalls at Apni Mandis on a permanent basis. The aim is to encourage the use of compostable bags and make them easily accessible to vendors and citizens alike.

The area councilor, brand ambassador and other officials alongwith vendors and citizens also pledged for avoiding single use plastic items specially plastic bags while coming to purchase vegetables and fruits at Apni Mandis and market areas.

Earlier, the MCC has launched the SUP free Apni Mandi campaign at apni mandi, sector 45. Compostable bags have also been distributed and made vendors and citizens aware of the harmful effects of single-use plastic (SUP).

While sharing about the campaign, the Commissioner said that the MCC is committed to keeping the city single-use plastic-free, and the SUP free Apni Mandi campaign is a step in the right direction. She urged everyone to support this initiative and make a positive impact on the environment. The campaign is crucial towards creating a cleaner and greener environment for the city, and the MCC hopes to inspire other cities to adopt similar initiatives, she said.

The campaign has gained momentum in the city, with more vendors and citizens adopting sustainable practices and alternatives to SUP. MCC aims to make a significant impact on the environment and promote a greener future for the city.

Leopard Expeditions Successfully Concludes Thrilling 4WD Self-Drive Expedition

Chandigarh, July 3  : The recently concluded Leopard Expedition 4WD’ 10-day self-drive expedition through the captivating Zanskar Circuit has achieved great success in raising awareness and support for the conservation of snow leopards. In collaboration with Indian Oil and MacRoys Expeditions and Yokohama, Leopard Expeditions organized this thrilling adventure to highlight the importance of preserving the endangered species and their natural environment.  
Led by the experienced core team consisting of Nikhil Verma, Siddharth Jilta, Sudhir Kumar and Ishan Bhagra , the expedition faced various challenges in the tough terrain. Nikhil Verma, the founder, shared his experience, stating that they encountered difficulties but managed to execute the expedition well. Ishan Bhagra, an official member of Leopard Expeditions, successfully covered the entire Zanzkar- Leh Circuit 2.0 edition, despite facing a drop in his oxygen level at Padum. His determination to complete the expedition was unwavering.

The expedition took participants to India’s last northern village, Thang, which marks the starting point of the India-Pakistan border. From there, the majestic view of Pakistan was clearly visible. Additionally, the team reached a few kilometers away from the India-China border and stayed in Pangong, adding to the excitement and adventure of the journey.

Chandigarh, July 3:- Aspiring to become a plastic free city and aiming at raising awareness about the harmful impacts of single-use plastic bags and promoting the use of eco-friendly alternatives, the Municipal Corporation Chandigarh has started a unique initiative by introducing compostable bags for the vegetable vendors at Apni Mandis on the occasion of International Plastic Bag Free day.

Sh. Anup Gupta, Mayor, Chandigarh distributed compostable bags to the vendors at Apni Mandi, Sector 45, here today in the presence of Ms. Anindita Mitra, IAS, Commissioner, Sh. Kanwarjeet Singh, Senior Deputy Mayor, Sh. Gurpreet Singh, area councilor and other prominent persons of the area.

Speaking on the occasion, the Mayor expressed his commitment to promoting sustainable practices and reducing the use of single-use plastic bags in the city. “We hope that this initiative will not only raise awareness but also inspire citizens to make a positive change towards a cleaner and greener future,” he said. He said that the distribution of compostable bags was aimed at raising awareness about the harmful impact of single-use plastic bags and promoting the use of eco-friendly alternatives.
