Professor K.S. Arya, former Principal of DAV College, Chandigarh inaugurated the 122nd Orientation Course organized by the UGC- Human Resource Development Centre, Panjab University, Chandigarh, here today. Professor Arya in his key note address highlighted the development of higher education in the nation. Explaining the
recommendations of different educational commissions and committees, he discussed the pros and cons of the draft of the new educational policy. He elaborated that policies can only be effective if the faculty is dynamic and focuses on the primary aim of educational institutes i.e. teaching. His words were motivating, peppered with apt quotes, anecdotes and sharing of experiences.

उपराष्ट्रपति ने श्री बलराम दास टंडन जी की प्रथम पुण्यतिथि पर श्रद्धांजलि दी
उपराष्ट्रपति श्री एम. वेंकैया नायडु ने आज कहा कि “हमारे लोकतंत्र के लिये यह आवश्यक है कि जनप्रतिनिधि लोकतांत्रिक आदर्शों और संस्थाओं में जनता की आस्था को बनाये रखें।” उन्होंने कहा कि दलीय राजनीति, लोकतंत्र में स्वाभाविक है, “विभिन्न दल राजनैतिक विकल्प उपलब्ध कराते हैं। परंतु राष्ट्रहित और समाज के आदर्शों का कोई विकल्प नहीं होता।”राष्ट्रहित के मुद्दों पर दलगत राजनीति से ऊपर उठ कर सर्वसहमति होनी चाहिए। इस संदर्भ मैं धारा 370 को निरस्त किए जाने की चर्चा करते हुए, श्री नायडू ने कहा कि धारा 370 केवल एक अस्थाई प्रावधान था। संसद में पंडित नेहरू के वक्तव्य का उल्लेख करते हुए, उन्होंने बताया कि27 नवंबर1963 को धारा 370 को निरस्त करने के मुद्दे पर जवाब देते हुए तत्कालीन प्रधानमंत्री पंडित नेहरू ने स्वयं कहा था कि धारा 370
महज एक अस्थाई प्रावधान है। वह संविधान का स्थाई भाग नहीं है। इस अवसर पर श्री नायडू ने उस समय के राष्ट्रीय समाचार पत्रों में इस विषय पर छपी खबरों को स्वयं पढ़ा। उन्होंने कहा कि धारा 370 के निरस्त होने का देश भर में स्वागत हुआ है। उन्होंने कहा ये मसला देश की एकता, अखंडता और सुरक्षा का है। परन्तु पश्चिमी मीडिया का एक वर्ग इस विषय में भारत विरोध भ्रामक प्रचार फैला रहा है।
उन्होंने जनप्रतिनिधियों से कहा कि “आज हम बढ़ती आकांक्षाओं और रोज बदलती संभावनाओं के युग में रह रहे हैं। जनप्रतिनिधियों से जनअपेक्षाएं भी बढ़ी है। लेकिन क्या हम उन आकांक्षाओं के साथ न्याय कर पा रहे हैं?” विधायी संस्थानों में व्यवधान की बढ़ती प्रवृत्ति पर चिंता जताते हुए उपराष्ट्रपति ने कहा कि हमारे विधायी संस्थान विचार-विमर्श और सहमति का माध्यम हैं, व्यवधान का नहीं, “जनप्रतिनिधियों का दायित्व है कि वे लोकतांत्रिक मर्यादाओं और आस्थाओं को और दृढ़ करें।” उपराष्ट्रपति ने कहा कि मैं सदैव एक तत्पर और सक्षम प्रशासन, न्यायिक सुधारों और सांसद एवं विधाई निकायों सार्थक सकारात्मक बहस का आग्रह करता रहा हूं। Discuss, Debate, Decide, Decentralise and Deliver यही आगे भावी प्रगति का मार्ग है।

उन्होंने आगे कहा किन सिर्फ विधायिका और प्रशासन की जन आकांक्षाओं के प्रति जवाबदेही आवश्यक है बल्कि न्यायिक प्रणाली और प्रक्रिया को भी जनसाधारण के लिए सुलभ और सुगम होना चाहिए। कानून को लागू कराने वाली संस्थाएं और न्याय प्रदान करने वाले अधिष्ठान लोगों के लिए सुगम, विश्वसनीय, पारदर्शी और सामान रूप से न्यायपूर्ण होने चाहिए। त्वरित न्याय की आवश्यकता पर बल देते हुए उन्होंने कहा कियह आवश्यक है कि सालों से लंबित मुकदमों को कम करने के कारगर प्रयास किए जाएं। कहा गया है Justice Delayed is Justice Denied श्री नायडु ने कहा कि लोकनीति में आचरण विचारधारा से अधिक महत्वपूर्ण है। उन्होंने कहा कि चुनाव याचिका या जनप्रतिनिधियों के विरुद्ध आपराधिक मामलों जैसे मामलों में समयबद्ध और
शीघ्रता से फैसला होना चाहिए। ये देखा गया कि ऐसे मामले या दल बदल कानून के तहत मुकद्दमे, जनप्रतिनिधि का कार्यकाल समाप्त होने तक भी लंबित रहते है। ऐसे विलंब से तो इन कानूनों का उद्देश्य ही निरर्थक हो जाता है। दल बदल कानून के प्रावधानों को संबंधित पीठासीन सभापति/अध्यक्ष द्वारा लागू करने में देरी पर चिंता व्यक्त करते हुए श्री नायडू ने कहा किदल बदलने वाले जनप्रतिनिधियों के विरुद्ध पीठसीन सभापति/अध्यक्ष को शीघ्रता से निर्णय लेना चाहिए। देखा
गया है कि कतिपय पीठासीन अधिकारियों द्वारा शीघ्रता से कार्यवाही न किए जाने के कारण, दल बदल कानून का अक्षरशः पालन नहीं हो रहा है।ऐसे मामलों में देरी से न्यायिक और विधाई अधिष्ठानों से जनता का विश्वास क्षीण होता है। उन्होंने सलाह दी कि ऐसे मामलों की सुनवाई विशेष न्यायिक प्राधिकरण द्वारा हो और फैसला भी समयबद्ध एक वर्ष के अंदर ही हो। इसी संदर्भ में देश की न्यायिक व्यवस्था का उल्लेख करते हुए, उपराष्ट्रपति ने कहा कि हमें न्यायिक
प्रणाली को जनता के लिए सुगम सुलभ बनाना होगा। सुप्रीम कोर्ट की बेंच का विस्तार करके तथा अलग क्षेत्रों के लिए सुप्रीम कोर्ट की अलग पीठ स्थापित किया जाना चाहिए। उन्होंने कहा कि समय आ गया है कि इतने विशाल देश में न्याय को जनता के लिए सुलभ बनाने के लिए उच्चतम न्यायालय की और पीठ स्थापित की जाए। वे आज चंड़ीगढ़ में स्वर्गीय बलराम दास टंडन जी की प्रथम पुण्य तिथि पर आयोजित अवसर पर संबोधित कर रहे थे। उन्होंने कहा कि अपने लंबे सार्वजनिक जीवन में, टंडन जी ने नि:स्वार्थ राष्ट्र सेवा, निष्ठापूर्ण समाज सेवा के प्रमाणिक मानदंड स्थापित किये जो जनप्रतिनिधियों और सामाजिक, राजनैतिक कार्यकर्त्ताओं की वर्तमान पीढ़ी के लिये आज भी उतने ही अनुकरणीय हैं। श्री नायडु ने कहा कि जनता हमसे अपेक्षा करती है कि हम उन मानदंडों का अनुसरण करें जो टंडन जी जैसे विभूतियों ने सार्वजनिक जीवन में स्थापित किये। उन्होंने आग्रह किया कि राजनैतिक दल अपने सदस्यों और विधायकों के लिये आचार संहिता बनायें और उन्हें अपने घोषणा पत्र में शामिल करें, जिससे राष्ट्रीय जीवन में हम वह आदर्श पुन: स्थापित कर सकें जिसे टंडन जी जैसे समाजसेवी
नेताओं ने स्थापित किया।
उपराष्ट्रपति ने आह्वाहन किया कि स्वाधीनता दिवस के अवसर पर देश को जातीय, लैंगिक भेदभाव, गरीबी और अशिक्षा से मुक्त करने के लिए साझा प्रयास करने का संकल्प लें। इस अवसर पर पंजाब के राज्यपाल श्री वी.पी. सिंह बदनोर, केंद्रीय मंत्री, श्री सोम प्रकाश, पंजाब और हरियाणा सरकार के वरिष्ठ मंत्रियों तथा पंजाब विश्वविद्यालय के कुलपति प्रो. राजकुमार सहित अनेक गणमान्य अतिथि उपस्थित रहे।

Chandigarh August 14:- A meeting of Primary Education Committee, Municipal Corporation Chandigarh was held here today in the conference room of MCC under the Chairmanship of Sh. Vinod Aggarwal in the presence of Sh. Haji Mohd. Khurshid Ali, Sh. Rajesh Gupta, Sh. Hardeep Singh, Sh. Jagtar Singh Jagga and Ms. Shipra Bansal and Concerned officers of Municipal Corporation Chandigarh.
The committee members discussed various issues regarding improvement of basic infrastructure provided in the primary schools falling under the jurisdiction of MCC. In the meeting the committee decided that a letter be sent to the administration regarding the full fledged charge of the Primary Schools be given to the MCC with the sufficient budgets. They decided that Block Education officer be also deployed with the MCC. The MCC will chalk out plan to develop these primary schools upto the level of smart schools and after that handle the charge of middle schools for which, the administration be asked to shift middle schools to MCC. The committee members decided to visit all primary schools on 21st August, 2019 and 22nd August 2019.

The Indira Gandhi National Open University (IGNOU) has extended the last date of submission of online fresh admission of all Masters, Bachelor, Diplomas & Certificates programmes up to 27th August, 2019 for the July-2019 session. Details of the IGNOU academic programmes for the July, 2019 session can be accessed from the link http://onlineadmission.ignou.ac.in/admission/. The prospective learners can apply for Masters/Bachelor/Diploma/Certificate programmes of the University on the official website, informed The Regional Director of IGNOU Regional centre Chandigarh Dr. A.K.Dimri. Last date of submission of ‘online’ admission form for July session was earlier fixed for August, 14.
For all those candidates, who have been planning to get admission in any of the IGNOU courses can apply for the same online. Firstly the candidate has to register themselves (if not registered) on the official website i.e onlineadmission.ignou.ac.in. Whereas those who have already registered can simply login with the id- password and fill up the application form for the admission in the July session at Indira Gandhi National Open University for 2019. Panjab University’s faculty, Dr Vishal Sharma from Institute of Forensic Science & Criminology, has been conferred with India Top Cited Author Award 2019 by IOP Publishing, United Kingdom (UK). IOP Publishing is a subsidiary of Institute of Physics (IOP) based at London (UK). This is society-owned scientific publisher, providing impact, recognition and value for the scientific community. Their aim is to cover the latest and best research in the physical sciences and beyond. The selection process for India Top Cited Author Award 2019 was based on the top 1% of
the most-cited papers from India in the field of Physics; Materials, Biosciences, Astronomy and Astrophysics, Environmental Science, and Mathematical Sciences, published across the whole IOP Publishing portfolio in the past three years (2016 to 2018), using citations recorded in Web of Science. The award is given to him at Panjab University by IOP Publishing representative Ms. Arti Manoja from New Delhi.
Dr. Vishal Sharma says that this is a great achievement for me as I am the only awardees from Panjab University and I dedicate this award to my father who left us last year. He congratulated his students for their contribution in this achievement. He further told that top cited authors from India are being recognised for the significance of their work with an IOP Publishing award. The award is for corresponding authors from India, for work published across the whole IOP Publishing journal portfolio in the past three years (2016-2018).

Dr. Vishal Sharma is having 15 years of teaching experience and his is currently working on the various applications like development of new materials for fingerprint sensing, Analytical Chemistry, Chemometrics in Forensic Science, Ageing of writing inks and bloodstains, Spectroscopic applications in writing paper, Analyses of Questioned Documents, Ion beam interaction for Forensic Applications. Dr. Vishal Sharma is the author of around 65 peer-reviewed scientific papers from International Journals and six book chapters. Recently he is invited as Editorial Board member of two Elsevier Journals namely Forensic Science International: Reports and Forensic Science International: Synergy. He has also edited a book on Radiation Effects in Polymeric Materials from Springer Nature Publisher.
