Ease of living survey to be conducted till Feb 29

Chandigarh, February 10:- To understand whether the facilities given by the Smart city Chandigarh are helping to make the city a better place to live or not, a survey consisting of 24 questions is being conducted till February 29th. The main purpose of the questions is to gauge what the citizens think about the ease of living in Chandigarh. There are some important questions regarding women safety, fire and emergency services and education etc. in the survey which will be helpful in framing the image of the city beautiful.

In a press conference organized here today about the features and questions regarding the survey, Smt. Raj Bala Malik informed that to give the feedback, citizens can visit the link  htpps://eol2019.org and click on ‘Citizen feedback’. From there, they’d be directed to a page where they’ll be asked to provide some basic details and answer a set of 24 questions.

These questions are:

1.     Your name

2.     Your age

3.     What is your current occupation?

4.     To what extent do you agree good education for children if affordable?

5.     To what extent do you agree quality healthcare services are affordable?

6.     To what extent do you agree rental/housing is affordable?

7.     How satisfied are you with the state of cleanliness of your city?

8.     How good is the garbage collection system of your neighbourhood?

9.     How would you rate drinking water supply in your city?

10. How frequently do you face water logging issues in your city?

11. To what extent do you agree that commuting in your city is safe?

12.  How easy do you find it to commute in your city?

13. How affordable is commuting in your city?

14.  To what extent do you agree that your city is a safe and secure place to live in?

15.   How would you rate the emergency services in your city?

16. How safe are public places for women in your city?

17.  How satisfied are you with the availability of recreational services in your city?

18.   To what extent do you agree that there are opportunities to earn livelihood in your city?

19.  Do you think your household income is enough for a decent life?

20.  How satisfied are you with the ease of access to various financial services in your city?

21. Is air quality in your city satisfactory?

22.   How satisfied are you with the extent of green cover in your city?

23.  How satisfied are you with the quality of electricity supply in your city?

24. To what extent do you agree that that your city provides affordable electricity supply?

  After all the questions are answered, a reCAPTCHA will be produced to determine whether the person filing the form is a human or a bot. After submitting this, the form would be completed and the feedback would be saved.

While sharing about the Ease of Living Index Assessment, the Mayor explained that total of 114 cities are participating and 30% weightage will be given to the rating of the cities through citizen participation. Out of these cities, provision of prizes amongst the participants has also been made.

She said that 25 citizens from each city will be selected randomly through computer based algorithms and out of those 25, 1 citizen from each city will be selected randomly as a national winner. After that, 3 National winners will again be randomly chosen for the prizes. These winners will be rewarded with: ₹ 25,000/- cash prize. Each winner will be felicitated at ‘4thApex Conference of Smart cities’ to be held in Surat in June 2020. They will also get an opportunity to share their sentiments at the national level.

The Mayor appealed the citizens to give their valuable feedback on the link and win laurel for their city besides cash prizes for them also through the survey.

National workshop for Kashmir students at PU


A ten day national workshop on analytical instrumentation was inaugurated by Prof Raj Kumar, Vice Chancellor at Department of SAIF/CIL, Panjab University, Chandigarh, here today.

This workshop is one of its kinds to provide an outlook of scientific arena to the students of Kashmir, focusing on analytical instrumentation with an aim to inspire and empower students from remote areas and groom their scientific temper.

PU VC  emphasized on the need to streamline more such specialized workshops for students from Himachal Pradesh, Uttarakhand, North East states and especially Ladakh. He was overwhelmed with the appreciable number of female participants attending the workshop, in context with stepping out of their place. Prof. Raj Kumar interacted with every
participant one to one.

Prof. Shankarji Jha, DUI, PU congratulated the director SAIF and the organizing committee for taking this initiative and stated that this type of workshop will sensitize the young researchers and scientists.

Prof. Ganga Ram Chaudhary, Director, SAIF/CIL highlighted the vision of Prof. Raj Kumar, Vice Chancellor to disseminate the state of the art analytical facilities available at SAIF to the students and researchers from the remote areas of Kashmir. He ensured that SAIF/CIL would continue to be at forefront in imparting research facilities and practical training to the students through such workshops.

Dr. Ramesh Sharma, convener, proposed the vote of thanks and the students were captivated when Dr. Sharma introduced them to the facilities that SAIF/CIL offers.

As many as 44 participants, mainly post graduate chemistry students from different remote areas of Kashmir and Ladakh were seen highly enthusiastic for learning the state of the art analytical instruments and their application in research.

Prof. Rajeev Puri (Coordinator, RUSA), Prof. Rupinder Tewari (Coordinator, CPR), Prof. Ashwani Koul (Chief Security Officer), Prof. Devinder Singh (Dr. B. R. Ambedkar Center-PU) were also present during the event.

Saksham Fit India Walkathon organized on Feb 9, 2020 at Sukhna Lake, Chandigarh by PCRA & GAIL (India) Ltd.

As a part of the Petroleum Conservation Research Association’s (PCRA’s) larger campaign – Sanrakshan Kshamta Mahotsav (Saksham), GAIL (India) Limited organized Saksham Fit India Walkathon on Feb 9, 2020 at Sukhna Lake, Chandigarh from 8 AM onwards. In this event more than 1200 participants including School Children, College Students, Citizens & Dignitaries participated and walked a distance of more than 2 Kms between Sukhna Lake and Rock Garden.
Smt. Banto Devi Kataria, Independent Director-GAIL (India) Limited was Chief Guest on the occasion. Other dignitaries present on the dais were Sh. Lalit Bhatt – CGM, GAIL; Sh. Shalabh Raj Gupta – SLC, Chandigarh; Sh. Sanjeev Verma – SRO, PCRA; Sh S. Ghoshal – GM, IOCL; Sh. S.Mitra –GM, GAIL and Sh. Sanjay Arora – DGM, GAIL.

Addressing the participants, the Chief Guest emphasized that the objective of Walkathon is to sensitize people about Conservation of Petroleum Products, educate public at large on ways to mitigate pollution levels and save resources by choosing to walk short distances.

On this occasion, the Chief Guest administered Saksham Pledge for Conservation of Petroleum Products & Protection of Environment and Flagged-Off the Saksham Fit India Walkathon.


The event was appreciated by the participants and was successful in spreading the intended message. The entire event was accomplished in a well-planned manner. The participants were given a kit which included a T-Shirt, Cap and refreshments.

IPR Workshop conducted by Chair-IPR on ‘Patents’ and ‘Copyrights’ at PU

In the current era of knowledge economy, Patents and Copyrights are the buzz words amongst the teaching fraternity of the Universities. Govt. of India also has a mandate of making teaching faculty in higher education institutions Intellectual Property Rights(IPR) savvy.   In order to sensitise the faculty of Panjab University and CRIKC institutions, to these topics, Chair-IPR (PU) and DST-Centre for Policy Research (CPR) at PU, Chd. collaboratively organized  a ‘IPR Workshop: ‘Patents’ and “Copyrights’ under the ‘Faculty Development Programme’ ,here today.

Prof. Sudhir K. Jain ,ABV School of Management & Entrepreneurship, Jawaharlal Nehru University, New Delhi

deliberated about the importance of use of Intellectual property (IP) information for deciding research themes in universities and research laboratories. Additionally, he voiced prominent strategic points for promoting IP in the academia like setting aside a share of internal funding for IP activities, creation of IPR cells, and significant
weightage of IP in the promotion criteria of university faculty.

Mr. Raghavender, Jt. Secretary, Department of Justice, Ministry of Law & Justice, GoI, New Delhi and former Registrar of Copyrights of the Indian Copyright Office, introduce the issues pertaining to copyrights and importance of its registration.  He emphasised on the fact that there is a need of effective science communication mechanism to
disseminate the science knowledge amongst the masses.

 Ms Divya Kaushik, scientist, Patent Information Centre (PIC) of Punjab State Council for S&T introduced the participants with the Technology Innovation Support Centre (TISC) centres recently established by the World Intellectual Property Organization (WIPO).

The workshop was attended by faculty members of the University and CRIKC institutions. The participants deliberated on the importance and significance of patents and copyrights and how they can play a crucial role in enhancing economical and intellectual prestige of an institution. The speakers emphasised on the fact that, researchers should not publish their findings in the public domain before filing a patent.

कर्मचारियों की मांगों को लेकर हरियाणा गर्व.पी.डब्ल्यू. डी. मैकेनिकल वर्करज यूनियन का शिष्ट मंडल यूनियन के राज्य प्रधान शिव कुमार पराशर के नेतृत्व में प्रमुख अभियंता जन स्वस्थ अभियांत्रिकी विभाग हरियाणा से मिला शिष्ट मंडल ने मांगों पर विस्तार से चर्चा की प्रमुख अभियंता ने अपने सतर की मांगों पर तुरंत कार्यवाही करने व सरकार सतर की मांगों पर सिफारिश सहित सरकार को भेजने का निर्णय लिया जिसकी जानकारी आज यहां यूनियन के मुख्य प्रैस सचिव संदल सिंह राणा ने प्रैस विज्ञप्ति में दी


जानकारी देते हुए बताया कि सरकार से सिफारिश की जाएगी कि भविष्य में जन स्वस्थ्य अभियांत्रिकी विभाग से नगर निगमो में कर्मचारी अपनी इच्छा से जाएंगे किसी को जबरदस्ती नहीं भेजा जाएगा तथा फैसला किया कि कर्मचारी की सेवानिवृति से एक वर्ष वापस पूर्व मूल विभाग में बुला लिया जाएगा, जो कर्मचारी सरकार की शर्त पूर्ण करते हैं उन्हें एकसग्रेसिया स्कीम के तहत मृतक कर्मचारी के वारिश को नौकरी दी जाएगी, सभी प्रकार के कच्चे कर्मचारियों को बैंक के माध्यम से वेतन दिया जाएगा जो अधिकारी ऐसा नहीं करेगा उसके खिलाफ कार्यवाही की जाएगी टर्म अंपवाटी कर्मियों तबादला भी सरकार से शीघ्र करवा दिया जाएगा जिन कर्मियों का बकाया वेतन है उन्हें शीघ्र ही दिया जाएगा,कर्मचारी तृतीय श्रेणी के पदों की योग्यता पूर्ण करते हैं तृतीय श्रेणी में नियमित करने बारे कार्यवाही की जाएगी कर्मियों के मैडीकल के लिए कैश लेश कार्ड बनवाने पर शीघ्र कार्यवाही की जाएगी, कर्मचारियों को मिलने वाली डांगरी इंसुलेटड जुते व बरसाती के रेट 10%बढाने पर फैसला किया गया यात्रा भता की दूरी में संशोधन, दुर्घटना वश कर्मी को 10 लाख रू का अनुदान, निजीकरण व ठेकेदारी प्रथा पर रोक लगाने बारे सरकार को सिफारिश की जाएगी, तकनीकी पदों पर कार्यरत कर्मियों को 31 मार्च तक सेवानियमों में संशोधन करवाकर 2400रू का ग्रेड पे करवा दिया जाएगा

PU VC to be Governor’s Nominee at GJU

Chandigarh February 7, 2020

Haryana Governor Sh. Satyadev Narayan Arya has nominated Prof. Raj Kumar, Vice Chancellor, Panjab University, as his nominee, on the Selection Committee(s) of Guru Jambheshwar University of Science and Technology, Hisar here today.

As per the notification issued by the Haryana Raj Bhawan, Chandigarh, the Haryana Governor Sh. Satyadev Narayan Arya has exercised the powers conferred by Statute 20 (1) of the Schedule to Guru Jambheshwar University of Science and Technology, Hisar Act, 1995 to appoint PU VC as Hon’ble Governor’s/Chancellor’s nominee on the Selection Committee(s) for selection of teaching posts, besides Dr. Dev Swarup and Prof. R.S. Solanki, for a term of two years with immediate effect.

Named after Guru Jambheshwar Ji Maharaj, a saint environmentalist of the 15th century, the Guru Jambheshwar University of Science and Technology was found in 1995 under the Act No. 17 of the Haryana State Legislature to impart education on the frontiers of Science, Technology, Engineering, Pharmacy, Environmental Studies, Non-conventional Energy Sources, Mass Media and Management Studies etc. The University has been accredited ‘A’ Grade by National
Assessment and Accreditation Council (NAAC), Bangalore in 2002, 2009 and 2014.

Prof. Raj Kumar expressed his gratitude to the Haryana Governor Sh. Satyadev Narayan Arya for the responsibility and assured that he will leave no stone unturned to take the premier institute of Science and Technology in Haryana to new heights.

14th MEETING OF BOARD OF DIRECTORS, CSCL

Approval of Financial Proposal submitted by Bharat Electronics Limited for Integrated Command and Control Centre

Chandigarh, February 7:- The 14th Meeting of Board of Directors of CSCL was held here today under the Chairmanship of Sh. Manoj Kumar Parida, IAS Adviser to the Administrator, UT, Chandigarh. During the meeting, Board has accorded approval to financial proposal submitted by BEL forIntegrated Command and Control Centreto be setup in Chandigarh.

 Bharat Electronics Limited (BEL) wil be implementing this project in Rs. 295 Cr. in an estimated time span of 15 months. After implementing BEL will also be maintaining the project for 5 years time period. BEL shall implement Integrated Command and Control Centre (ICCC) as a central monitoring system which will help the city administrators in data analysis, decision making and effective monitoring of the services. ICCC will control and monitor the CCTV cameras, Automatic Number Plate Recognition system, Red light violation detection system, Speed Violation detection system, E-challan system enabling the automatic challan generation for the traffic violators, Adaptive Traffic Control System and other smart solution like dynamic message boards, public addressing system in Chandigarh. These systems shall reduce the traffic issues of the city and provide a robust enforcement system to enhance road safety of the citizen. A dedicated call center will also be a part of this project which shall help the citizen to get real time information of the services provided by the Chandigarh Smart City.  

The Chairman has also given directions to the BEL officials that they should maintain the good quality of work while execution and the ICCC of Chandigarh should be one of its kind  in the Country. Also the project should be implemented in such a way that the citizens shall feel the difference due to digitalization of the city. The meeting was attended by other Board Members including Sh. IGNOU: “Annual Coordinator Meeting Held on 07th February, 2020”.

Indira Gandhi National Open University (IGNOU) Regional Centre, Chandigarh organized Annual Coordinator Meeting with the Coordinator and Programme In charge of IGNOU Study Centre in Chandigarh held on 07th February, 2019. All the Coordinators and Programme Incharges participated in the meeting from Chandigarh, Panchkula, Ambala, Patiala, Ropar and Morni Hills.

The meeting presided over by Dr. M. Sanmugam, Director, Regional Service Division, IGNOU, Hqrs. New Delhi. While addressing the coordinators Dr. Sanmugam shared that IGNOU is going to launch its programme through online mode. The Ministry of MHRD, Govt. of India has given its permission for IGNOU to conduct the programme through online. He also shared that IGNOU has been exempted from the UGC Regulation 2017. IGNOU would ensure high standard of its programme delivery. Dr. Sanmugam informed that the total enrolment of distance education from IGNOU is 12% and every year IGNOU enroll more than 11 lakh students through distance mode of learning in various programme. He also instructed the coordinators to make maximum use of new technology to reach out to the learners.

Dr. Anil K. Dimri, Regional Director welcome the Coordinators and Programme Incharges and presented the annual report of Regional Centre, Chandigarh and also highlighted the achievement of Regional Centre, Chandigarh. In his report he shared that the enrolment of the Regional Centre, Chandigarh has increased by 30% during last year and has gone up to 17790 learners. He also shared with the support of coordinators the publicity and the promotion activities adopted by Regional Centre reached to the unreached. Dr. Savita Panwar (A. R. D.) shared the monitoring mechanism system with the coordinator and requested for submission of Monthly Monitoring Report every month to Regional Centre for analysis of Student Support Services. Dr. Nurul Hasan (A.R.D.) highlighted the issues pertaining to assignments and promotion and publicity activities of IGNOU. Mr. Tejpal Singhal (E. D. P.) explained the coordinator about how to fill the online Academic Counsellor form of the University. The meeting was also supported by all the staff members of the Regional Centre. All the coordinators were given 10 minutes to present their views and feedback. At the end of the Meeting a vote of thanks was given by Dr. Savita Panwar (A. R. D.) for the cooperation received by Regional Centre from its Study Centre and also requested for their full support in the future endeavors of the University to provide quality and need based education to the society. Following Coordinators were present in the meeting: Mr. J. J. Singh, Dr. Amitabh Dwivedi, Dr. Kiron Angra, Dr. Vandan Awasthi, Dr. Anuradah Agnihotri, Mr. Harpreet Singh, Mr. Pawan Kumar, Mr. Parveen Kumar etc.

Kaimbwala village committee meeting held

Chandigarh, February 6:- A meeting of village development committee for Kaimbwala was held here today, under the chairmanship of nominated councillor Sh. Sat Prakash Aggarwal to discuss the problems in the village. The meeting was also attended by other members of the committee.

The main problems discussed throughout the meeting were- Scarcity of water and faulty tubewells in the village, Sewerage problems in the village, Street lights across the village and provision of high mast lights, especially on Saketri road, Cleaning of cremation ground, The usage of eater by houses outside of lal dora, schools and dispensaries across the village.

A village visit was also proposed by the chairman of the committee to help identify and solve the problems more effectively and efficiently.

PU Departments and Offices to install Suggestion Boxes

Chandigarh February 6, 2020

In a meeting chaired by the Prof. Raj Kumar, Vice-Chancellor, Panjab University asked for the installation of suggestion boxes in all the offices and departments of the university, here today. Prof. Kumar opined that the constructive feedback of all the stakeholders is must to improve the facilities at the campus and the same needs to be appropriately factored into the management process by incorporating, inculcating and integrating it to make the learning environment congenial. Feedback will help us to improve the stakeholder’s confidence, self-awareness and enthusiasm for learning at
Panjab University, he opined.

PU VC stated that the support of the stakeholders to the university will continuously help in improving and working truly towards transforming the human, social and economic condition of the society it is embedded in.

Further, he took stock of the preparation for the upcoming academic session and desired that the Help Desks be located at different places during admission days on the campus besides at regional centers and constituent colleges of the Panjab University so as to serve a powerful and affordable resource to provide with the information and support
related to different courses and facilities at the University premises.

PU VC urged the admission monitoring committee to develop a mechanism to attract top student-talent for different courses at PU as it will be of paramount significance to the university’s reputation and success. He urged to make all the courses offered at PU popular by providing students with multiple work-based learning opportunities.
