Dr.Kuldeep Singh, Chairperson introduced both the Theme and speaker of the webinar. In his introductory address he started with the role of Police in today’s Scenario. The resource person, Dr. Vibha Sharma, Head of Department of Public/Police Administration talked about the transformations witnessed in the role of police during the ongoing pandemic crisis of COVID-19. She stated that, in recent times, police has become more community and social oriented. It has assumed an array of new roles ranging from regulatory role to humanitarian role. This, consequently, has built a real time positive image of police among citizens during this crisis. She highlighted that several new challenges shall be faced by police in this “New Normal” situation moving from lockdown to unlock phase during COVID-19 and in its aftermath. There shall be need to revamp the police organization and policing techniques and methods to tackle the new challenges arising out this pandemic.
However, she pointed that for sustenance of such role transformation, the government should provide adequate resources (both physical as well as financial) to police organizations. In addition, community cooperation and community participation has been imperative to reinforce this evolving role of police. The citizens, local government and voluntary organizations should bring about both change in their attitude and perception towards police. They should inculcate a sense of affiliation and humanity towards the police personnel and their functions. She, therefore, concluded that this ‘Evolution’ in the role of police needs to be taken up in the ‘Revolution’ mode for long lasting impact.
Dr. Kuldeep Singh, Chairperson, also stated that there is need of advanced training of medical and technological aspects for police to tackle with these kind of situation in future. The session was followed by an active interaction between the resource person and the participants. A large number of participants such as Mr. Hemant Kumar (DIG) BSF, Mr. Pawan Basatia (DCP), Delhi Police, Dr. Rajesh Chander, Dr. Namita Gupta, Dr. Sanjeev Ranjan, other Faculty members, research scholars and students from various institutions attended the Webinar.

He also took stock of the issues faced by them and assured them of all the help will be extended by the University authorities for the smooth running of the system. During his interaction with the residents of various hostels, he assured them University is concerned about that safe stay in the hostels.

Chandigarh, June 3:- A meeting of village development committee for Khuda Ali sher village held here today under the chairmanship of Sh. Charanjiv Singh, councillor and attended by other members of committee alongwith Sh. Jagtar Singh Jagga, Deputy Mayor as special invitee.
During the meeting the committee members discussed that provision of civil dispensary be made in the adjoining land of sports complex in the village. The members asked the sanitation wing of MCC to start special cleanliness drive in the village and maintain proper cleanliness in the surrounding of village.
The members discussed and decided that remaining work of cremation ground be completed at earliest. Other issues related to new water connection and street lights repair work were also discussed in the meeting besides strengthening of water supply, sewerage and storm water drainage system in the village. The members asked the concerned engineers to resume the recarpeting work of roads in the village and asked the MOH wing to look into the stray dog and stray cattle menace in the village.

Chandigarh, June 1:-The Water Supply and Sewerage disposal Committee of Municipal Corporation Chandigarh has decided to enhance the water supply hours in the morning from 3.15 am to 9.00 am during the summer season.
This was decided in a meeting held here today under the chairmanship of Sh. Anil Kumar Dubey and attended by other members of the committee namely Sh. Hardeep Singh, Haji Mohd. Khushird Ali, Sh. Sat Parkash Aggarwal, Sh. Jagtar Singh, Sh. Rajesh Gupta, Sh. Bharat Kumar, Sh. Shailender Singh, Chief Engineer and other concerned officers of MCC.
During the meeting it was decided that road gullies will be checked throughout city by the concerned SDEs and prepare daily report to the higher authorities. To ease out the low water supply in the areas, a team of officers and committee members will visit the areas and challans will also be issued to the violators, who installed tullu pumps in the direct water supply lines.
The committee members were of the view that the left out works related to public health, which were started before lockdown period be taken up on priority and completed well before monsoon to avoid untoward incidents. The committee also instructed the concerned engineers to keep ready the fleet of water supply tankers and be made available as per the demand of citizens whenever required.
The Chairman sought agenda items from other committee members and asked the concerned officers to prepare agenda items before 17th June so that meeting during the 3rd week of month be held. The members also decided to visit Hallomajra and Ramdarbar area for checking low water supply pressure and other water supply related problems in the area in the evening.

हरियाणा सरकार ने 30 जून, 2020 तक कंटेनमेंट जोन में लॉकडाउन बढाने का निर्णय लिया हैं। इसके अलावा, राज्य सरकार ने राष्ट्रीय आपदा प्रबंधन अधिनियम, जिला मैजिस्ट्रेट और संबंधित विभाग के दिशानिर्देशों के अनुसार चरणबद्ध तरीके से प्रतिबंधित क्षेत्रों को खोलने का भी निर्णय लिया है।
यह निर्णय आज यहां हरियाणा के मुख्यमंत्री श्री मनोहर लाल की अध्यक्षता में आयोजित राज्य सरकार के वरिष्ठ अधिकारियों की बैठक में लिया गया है। बैठक में उप-मुख्यमंत्री श्री दुष्यंत चैटाला और गृह एवं स्वास्थ्य मंत्री श्री अनिल विज भी उपस्थित थे।
बैठक में राज्य के संबंधित जिलों के उपायुक्त अपने अधिकार क्षेत्र में सीआरपीसी की धारा-144 के अंतर्गत व्यक्तिगत आवाजाही पर रात्रि 9 बजे से सुबह 5 बजे तक आवश्यक गतिविधियों को छोडक़र प्रतिबंध लगा सकते हैं। बैठक में यह भी निर्णय लिया गया है कि अंतर्राज्यीय व अंतर्जिला में लोगों व माल की आवाजाही पर कोई प्रतिबंध नहीं होगा। इसके अलावा, राज्य में प्रात: 9 बजे से सायं 7 बजे तक दुकानें खुली रहेंगी और संबंधित जिला के उपायुक्त अपने अधिकार क्षेत्र में भीड़भाड़ वाली मार्किट में आंकलन के आधार पर उपयुक्त प्रतिबंध लगा सकते हैं।
बैठक में निर्णय लिया गया है कि खेल गतिविधियां प्रात: 5 बजे से शुरू की जा सकती है जबकि इसके लिए पहले 7 बजे शुरू करने के निर्देश थे। इसके अलावा, खेल गतिविधियों से संबंधित पहले जारी किए गए दिशानिर्देश लागू रहेंगें। बैठक में बताया गया कि कोविड-19 प्रबंधन के लिए जारी राष्ट्रीय निर्देशों के तहत सार्वजनिक स्थानों, कार्यस्थलों पर और परिवहन के दौरान चेहरे पर फेस कवर होना आवश्यक है। इसके अलावा, सार्वजनिक स्थानों पर (दो गज की दूरी) कम से कम 6 फीट की दूरी व्यक्तिगत तौर पर बनाए रखनी होगी। दुकानदारों को अपने उपभोक्ताओं के लिए शारीरिक दूरी को बनाए रखना सुनिश्चित करना होगा और उनकी दुकान पर एक समय पर 5 व्यक्तियों से अधिक नहीं होने चाहिए।
इसके अतिरिक्त व्यापक स्तर पर लोगों के एकत्रित होने पर प्रतिबंध रहेगा। विवाह से संबंधित सभा के दौरान 50 से अधिक व्यक्तियों को एकत्रित नहीं किया जा सकता है और अंतिम संस्कार के दौरान 20 से अधिक व्यक्ति इकटठा नहीं हो सकते हैं।
हरियाणा सरकार ने निर्णय लिया है कि अगले आदेशों तक राज्य सरकार के ‘ए’ और ‘बी’ स्तर के अधिकारियों की शत-प्रतिशत उपस्थिति रहेगी और ‘सी’ व ‘डी’ स्तर के कर्मचारियों की 75 प्रतिशत उपस्थिति होगी। बैठक में बताया गया है कि आपदा प्रबंधन कानून के तहत जुर्माना प्रावधान लागू होगा।
अंतर्राज्जीय व अंतरजिला बसों की आवाजाही की समय-सारिणी समय-समय पर परिवहन विभाग द्वारा जारी की जाएगी। इसके अलावा, टैक्सी व कैब वर्तमान मानक संचालन प्रक्रिया (एसओपी) के अनुसार चलती रहेगी।
बैठक में यह भी बताया गया कि आगामी 8 जून, 2020 से लोगों के लिए धार्मिक स्थानों पर पूजा गतिविधियां शुरू करने, होटल, रेस्तरां तथा अन्य सत्कार सेवाएं तथा शॉपिंग मॉल को खोलने संबंधित निर्णय केन्द्रीय स्वास्थ्य एवं परिवार कल्याण मंत्रालय द्वारा जारी मानक संचालन प्रक्रिया (एसओपी) आने के पश्चात लिया जाएगा।

In line with the Central Government’s guidelines for Unlock 1.0, Punjab Chief Minister Captain Amarinder Singh on Sunday ordered formulation of clearly defined SOPs/guidelines for opening up of hotels /hospitality services, shopping malls, places of worship, and restaurants for in-dinning, from June 8, 2020, while announcing immediate opening up of shops, including liquor and barber shops, beauty parlours, Spas etc, from tomorrow in the non-containment zones.
He has directed the Health and Transport Departments to come out with detailed SOPs for permitted activities and movement in this phase of the lockdown, beginning June 1 till June 30, for the areas outside containment zones.
In the containment zones, however, only essential activities shall be allowed and there shall be a strict perimeter control. Such zones will bedemarcated by the District authorities after taking into consideration the guidelines of the Ministry of Health & Family Welfare (MoHFW), Government of India. The district authorities would also identify buffer zones outside containment zones wherein restrictions as considered necessary, may be put in place.
The movement of individuals for all the non-essential activities shall remain prohibited between 9.00 pm to 5.00 am, as per the Centre’s guidelines and district authorities have been directed to issue prohibitory orders u/s 144 of Cr.PC and ensure strict compliance.
As per the directives of the Chief Minister, effective June 1, shops in main bazars will be open between 7 a.m. and 7 p.m., and liquor vends can remain open from 8 a.m. to 8 p.m. The DCs have been authorised to exercise their discretion in staggering the timings to avoid crowding, in main bazars, market complexes and rehri markets. Subject to compliance with SOPs to be issued by the Health Department, barber shops, hair-cut salons, beauty parlours and Spas are also allowed to open up from tomorrow.
The Chief Minister, however, made it clear that strict compliance would have to be ensured to all SOPs, as well as health and safety protocols, including wearing of masks and social distancing. Though no restrictions are in place on movement within city or districts, the Chief Minister urged people to avoid non-essential travel, and said the State Department of Health will issue a separate SOP in this regard.
E-commerce is now permitted in Punjab for all goods, including non-essential, as per the latest guidelines issued on the directives of the Chief Minister late on Sunday evening. Sports complexes and stadia can also open without spectators as per the SOPs of the Health Department.
As far as inter-state travel buses will ply with the consent of other states, as per SOPs to be issued by the Transport Department. The Transport Department will also issue SOPs for intra-State movement of buses. Inter-state movement of essential goods will not be restricted.
There are no restrictions on either inter-state or intra-state movement of passenger vehicles such as taxis, cabs, stage carriers, tempo-travellers and cars, but self-generated e-pass would need to be downloaded from COVA app. Bicycles, rickshaws and auto-rickshaws will be allowed subject to compliance of the SOP as issued by the Transport Department, Punjab.
For inter-state movement of trains and domestic flights, the inward passengers would have to follow the SOPs of the Health Department and would be required to either download Cova-app and get self-generated ‘e-pass’ or declare their particulars at the railway station. The passengers would also be home quarantined for 14 days.
All categories of industries, construction activities are allowed to operate, without any restriction, in both rural and urban areas, along with agricultural, horticultural, animal husbandry, veterinary services. No separate permission would be required by the industries and other establishments to resume their operations.
As far as offices are concerned, Central Government and Private Offices will be open as per required strength, with timings to be adjusted to work in small teams if required. For Punjab government offices, the Head of the Office will ensure that there is adequate space for maintaining social-distancing norms. If the space is inadequate, the employees will be required to attend office by rotation. District authorities may, however, in order to avoid crowding and congestion, stagger timings of various offices without curtailing the office hours. All employees, be it government offices, private offices and other work places, would be allowed to move without any requirement of pass during the permitted hours i.e. 5.00 am to 9.00 pm, except the mandatory self-generated e-pass for inter-district and inter-state travel .
The activities that continue to be prohibited in the state in this phase, from June 1 to June 30, as per the Centre’s guidelines, are Cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places.
Social/ political/ sports/ entertainment/ academic/ cultural/ religious functions and other large congregations are not allowed. There is also complete prohibition on spitting in public places, consumption of liquor, pan, gutka, tobacco etc. in public places, though there is no restriction on their sale.

हरियाणा के वन एवं पर्यावरण मंत्री कंवर पाल ने कहा कि राज्य में वृक्ष-क्षेत्र को 6 प्रतिशत से बढ़ाकर 10 प्रतिशत तक किया जाएगा ताकि वातावरण और अधिक शुद्घ हो सके।
उन्होंने आज देश के प्रधानमंत्री श्री नरेंद्र मोदी द्वारा ‘मन की बात’ कार्यक्रम में 5 जून को अंतर्राष्टï्रीय जैव-विविधता दिवस का जिक्र करने का हवाला देते हुए कहा कि प्रतिवर्ष विश्व में 5 जून को विश्व पर्यावरण दिवस मनाया जाता है, इस बार की थीम जैव-विविधता है ताकि लोगों को पर्यावरण संरक्षण के प्रति और अधिक जागरूक किया जा सके।
पर्यावरण मंत्री ने बताया कि हरियाणा में भी जैव-विविधता के प्रति लोगों को जागरूक करने के लिए कोवीड-19 को ध्यान में रखकर ‘हरियाणा राज्य जैव विविधता बोर्ड’ द्वारा विभिन्न प्रकार की प्रतियोगिताओं का ऑनलाइन आयोजन किया गया जिनमें स्कूली बच्चो के लिए क्वीज प्रतियोगिता, फोटोग्राफी प्रतियोगिता एवं पेंटिंग प्रतियोगिता तथा हर आम नागरिक के लिए निबंध प्रतियोगिता का ऑनलाइन आयोजन किया गया। इन प्रतियोगिताओ में प्रथम, द्वितिय एवं तृतिय स्थान पर आने वाले प्रतियोगियों को नकद पुरस्कार और प्रमाण पत्र भी दिये जायेंगे।
कंवर पाल ने आगे बताया कि भारतीय परंपरा में हमेशा से ही प्रकृति के प्रति अपार प्रेम रहा है। उन्होंने कहा कि हमारी जैव-विविधता पूरी मानवता के लिए अनोखा खजाना है जिसे हमें संजोना है, संरक्षित रखना है। उन्होंने वनस्पति एवं जीवों के संरक्षण की जरूरत पर बल देते हुये कहा, हमारे देश की महान परम्पराएं हैं जिनको हमारे पूर्वजों ने हमें विरासत में दिया है। उन परंपराओं से जो शिक्षा और दीक्षा हमें मिली है उसमें जीव-मात्र के प्रति दया का भाव, प्रकृति-प्रेम जैसी सारी बातें, हमारी सांस्कृतिक विरासत हैं।
