National Service Scheme, University Institute Of Legal Studies, Panjab University organized a plog run of 2 kms on 2nd October, 2020 to mark 151th birth anniversary of the Father of our nation- Shri Mahatma Gandhi. The run was a part of fit India freedom run, organised with the objective of making India fitter.
People were requested to share videos or photographs of their run or walk of 2 kms with us. The event ended on a happy note since NSS volunteers and students of UILS participated in it in large number and also encouraged the people living in their local vicinity to take part in the run.

The Department of Gandhian Studies, Panjab University Chandigarh in collaboration with the Bodhicitta Centre of Ms. Kamal Malhi and with Dr. Arun Bansal of Social Substance organized the interfaith and inter religious prayer meeting via online Zoom meeting with the prayer and bhajan (Vaishanav Jan to Tene Kahiye) of Mahatma Gandhi by Mrs. Primila Puri and Mrs. Chandrika Budhiraja. After that the Buddhist prayer and mindful meditation by Lama Yeshe, peace lesson by BK sister Neha Brahma Kumari, prayer of Sikh faith by Sardar Gurpreet Singh, teachings of Sufism by Ms. Sahaya Jeevan, catholic diocese by father Premanand from Shimla, message of Art of living by Capt. Brij Paul Singh and dance performance by Mrs. Nandita Dhanoa. In the end Dr. Manish Sharma, Chairperson, Department of Gandhian and Peace Studies proposed vote of thanks to all for attending and participating in the prayer meetings and mediation session of the ‘Peace Within, Peace Without’
In the afternoon, the second online special lecture event started in collaboration with the Panjab University Alumni Association of Professor Suresh Misra on “Sustainable Lifestyle in a Pandemic World: A Gandhian Approach”.
The Chairperson of the Department Dr. Manish Sharma introduced all the dignitaries and also shared the working and achievements of the week long celebrations started from 28th September, 2020 to 2nd October, 2020 with regard to the Commemoration of Jayanti of Mahatma Gandhi.
The Vice Chancellor,Prof Raj Kumar in his address, highlighted the importance of the day by explaining the history of the Mahatma Gandhi and Lal Bhadur Shastri and their contribution in the freedom struggle. PU VC said that in the present times when everyone is preparing oneself and nation to respond to the direct health impacts of the COVID-19 coronavirus, those of us who work on reducing violence and preventing conflict are also feeling the heat. The coronavirus pandemic is already producing knock-on effects for safety at the individual level, the community level, as well as on international levels. Recognizing and naming the risks we face is imperative, as is highlighting the positive steps being taken to reinforce peaceful resilience, to remind ourselves of our common humanity, and to re-invest in the international systems of cooperation that are more critical now than at any time in the past decade. It has been observed that on different platforms especially at six grey areas we should be prioritizing from a conflict and violence perspective, followed by a roadmap to help us chart a pathway forward:
1. Increases in domestic and intimate partner violence
2. An increase in firearms deaths
3. Increased violence resulting from lack of trust
4. We will see an increase in human rights abuses
5. Fear will be used to incite violence
6. Extreme number of displaced persons will suffer even more
In his address, Professor Nawal Kishore Ambasht who started the pioneering work on ‘Tribal Education’ in the early 1966 while narrating that he is fortunate enough to see Gandhi ji in person while he was moving for a peace mission in Noakhali and had taken his blessings, which changed his life. He also redefined the concept of ‘Satyagraha’ and its difference with the ‘Passive -Resistance’. Satyagraha can be used for the mass mobilization as well as the resolving the conflicts of many issues. He also asked the teachers to reintroduce the concept of Gandhian philosophy via the curriculum as the concept of Values, Life and Thought, attitude of mind, living together concept and especially of Peace when incorporated in the system then the results will be more visible in terms of Gandhian ideology and the same is added via the New Education Policy of 2020.
In his special lecture, Prof. Suresh Misra, Professor of Public Administration & Chair Professor & Coordinator Centre for Consumer Studies and Project Director, NCH & SCHKRMP, Indian Institute of Public Administration, New Delhi, while speaking on “Sustainable Lifestyle in a Pandemic World: A Gandhian Approach”, stressed COVID-19 is the greatest humanitarian challenge to the world since World War II and it has been observed that this disease is created and spread by the rich but the poor are the most affected one. And it has also changed the Attitude and behavior towards the purchasing and consumption pattern of the masses throughout the world. Greed has replaced need concept. He discussed how COVID-19 pandemic is triggering for taking serious action and making policies towards sustainable development which is a combination of both sustainable lifestyle and sustainable consumerism. He said that the initiative for this must start with the students who can draw an action plan for sustainable development and who can spread the message of sustainability. Besides the mantra for this lies in 5Rs – Refuse, Reuse, Reduce, Recycle and Rethink. He suggested an action plan for sustainable living with a focus on changing attitudes, saving water, fuel, electrical energy, food and use of chemicals. He concluded by saying that now is the time to reverse the adverse effects of consumerism and that Gandhi is more relevant today than it was in the past as Gandhi has very rightly said that “The World has enough for everyone’s needs but not for everyone’s greed.” And the Sustainable Development has to be with Sustainable Production and Sustainable Consumption which is reflected via the UNDP Sustainable Development Goals.

Chandigarh, October 2:-Sh. K.K. Yadav, IAS, Commissioner, Municipal Corporation, Chandigarh today flagged off “Swachh Sawari”, a promotional vehicle at Shanti Kunj parking lot, Sector 16 to create awareness among city residents to participate in Swachh Ward Contest.
While explaining about the awareness and contest, the Commissioner informed that in view of Swachhta Ranking and Swachh Survekshan-2021 , Municipal Corporation Chandigarh has launched “Swachh Swaari“ (An Initiative towards 3R Reduce, Reuse ,Recycle Principle) under which Citizens can Contribute Clothes, Shoes, Stationery , Books, in this Swachh Sawari. He said that the ‘Swachh Sawari’ will move Sector wise for the ease of Citizens and the schedule of Swachh Sawari will be shared with Citizens.
The Commissioner said that a “Swachh Ward” Competition, an Inter-Ward Competition has also been launched today covering some major indicators like: Segregation, Citizen Engagement, 3R principle. He said that an independent committee will be accessing these parameters and results of Wardwise Ranking will be declared on Monthly basis till January -2021.
The Commissioner said that the MCC has appointed Ward wise Nodal Officers for ease of Citizen approach for timely resolution of grievances. He appealed the citizens of Chandigarh to participate in this contest and motivate others for making Chandigarh “ Swachh and Swasth”.
He further briefed that detailed list of Indicators along with marks, Nodal officers Wardwise and schedule of Swachh Sawari will be available on MC Website i.e wwwmcchandigarh.gov.in .
Besides launching the Swachh Sawari, the MCC organises intensive cleanliness drives throughout city along with various NGOs and organizations to mark “Gandhi Jayanti”.

Virtual Inauguration of HRDC, PU by Hon’ble Education Minister
‘NEP2020 will prove to be the base of self-reliant India and help achieve the goal of Atmanirbhar Bharat in the true sense’ said Hon’ble Dr. Ramesh Pokhriyal ‘Nishank’, Minister of Education, Government of India at the Virtual Inauguration of Human Resource Development Centre (HRDC) Building of Panjab University, South Campus, today.
Referring to the National Education Policy, the Education Minister further added that just as the society and social environment is changing day by day due to changing technology, we have to make teaching education dynamic as well. Teachers must be at the centre of fundamental changes being made in the education system. The new policy of education must, of course, help teachers at every level to re-position themselves as the most honorable and indispensable members of society, because teachers are the ones who truly shape our next generation of citizens.
Dr. Pokhriyal informed that NEP2020 has been whole heartedly accepted across the country and about 8-10 countries contacted us with their Education Minister showcasing the willingness to implement India’s NEP in their countries. With the New Education Policy, the nation will emerge as an Education Power Centre and the Ministry has been working for promoting the countries heritage to attract students from across the world. The NEP2020 will lead to increase in scientific research, future growth, capacity building and nation building.
Hon’ble Minister congratulated Prof. Raj Kumar, Vice Chancellor, for taking along his teaching fraternity and the entire team for continuously achieving greater heights in the field of academics and sports. He added that if leadership is good, everything falls in line and PU has been instrumental in providing energy and motivation to all for achieving big in all fields. He appreciated the educationists/teachers for working like warriors during Covid19 pandemic, facing various challenges but teaching students online for saving their future.
Prof. Raj Kumar, Vice Chancellor, PU in his address expressed gratitude for the presence of Hon’ble Minister for the inauguration of HRDC Building of PU. He appreciated all the efforts put in by the Hon’ble Education Minister in bringing out the New Education Policy 2020 which is predicted to fulfil all the needs of today’s era and remove the old shortcomings. PU VC gave detailed account of various achievements of PU including academic and sports, in his address. He informed that HRDC is one of the 50 such centres set up by UGC to provide in-service training to College and University Teachers. The Rashtriya Uchchattar Shiksha Abhiyan (RUSA) Project has funded the construction of the new building of this centre which includes all modern facilities and hostels for the trainees.
Prof. R.K. Singla, Dean of University Instructions, PU in his address introduced the content of two books which were released today by Hon’ble Education Minister. The Ist book titled ‘Social Initiatives of PU’ under the Social Responsibility umbrella since July 2018 under the Dynamic Leadership of Prof. Raj Kumar, PU VC. PU’s dedicated team lead by Dr. Gaurav Gaur, Centre for Social Work, and Program Officer-National Service Scheme(NSS) has been untiringly working for this social work. It includes celebration of International Labour Day, World Earth Day, and International Day for persons with Disability and many more such celebrations. The other initiatives include feeding of stray Cows and Bulls named as ‘Ann Anand for Animals since November 2018 on everyday basis, imparting training on Menstrual Hygiene Management at Schools, Colleges and adoption of Villages. PU has also installed 40 inches LED television at a Rural School, in the state of Punjab to make it a Smart School. During Covid19 Pandemic, PU Faculty and students did a path breaking endeavour for the sustenance of more than 350 migrants construction workers stranded at PU which became popular by the name Mission Maitri.
The 2nd Book is titled as “Lockdown Samay Mein Bhartiya Shiksha Ki Stithi aur Disha’. This compilation includes various initiatives taken by the Hon’ble Education Minister during lockdown period, various news published in the print and social media platforms. This book also has details about the strenuous work schedule of Hon’ble Minister to face the challenges posed by Covid19 Pandemic which includes safety of students, staying in hostels, their health and safe return to their respective homes. The other challenges include exams/admissions/academic calendar etc. The book contains all details about how the Hon’ble Minister has led from the front by becoming guiding light for teachers and students.
Prof. S.K. Tomar, Honorary Director, HRDC, PU gave details of various state-of-art facilities in HRDC which will be a hub of knowledge and wisdom in the coming times. It will have seminar halls, computer labs, committee rooms, library and transit hostels for outstation participants.

पंचकूला 1 अक्तूबर- आर्थिक तंगी से जूझ रहे दसवीं कक्षा में पंचकूला जिला के टॉपर शुभम की मदद के लिए विधान सभा अध्यक्ष ज्ञान चंद गुप्ता ने हाथ बढ़ाया है। शुभम पंचकूला के सेक्टर 14 स्थित एक निजी कोचिंग संस्थान से कोचिंग ले रहा है, लेकिन परिवार के माली हालात ठीक नहीं होने के कारण यह होनहार संस्थान की फीस नहीं चुका सका। ज्ञान चंद गुप्ता को जैसे ही मामले की जानकारी मिली तो उन्होंने शुभम को विधान सभा बुला कर सहयोग राशि का चेक सौंपा। इस मौके पर शुभम के स्कूल की प्रिंसिपल रेणु शर्मा और पिता राज बहादुर भी उपस्थित रहे।
विधान सभा अध्यक्ष ज्ञान चंद गुप्ता ने कहा कि उनके क्षेत्र के किसी भी होनहार विद्यार्थी की पढ़ाई आर्थिक कारणों से बाधित नहीं होने दी जाएगी। ऐसे बच्चे की मदद के लिए वे हर वक्त तैयार हैं। गौरतलब है कि गुप्ता ने अपने विधान सभा क्षेत्र के सभी 18 स्कूलों में स्मार्ट क्लास रूम बनाने के लिए अभियान शुरू किया है। ये सभी क्लास रूम गुप्ता अपने स्वैच्छिक अनुदान से बनवा रहे हैं। उन्होंने विधान सभा क्षेत्र के सभी स्कूलों में शीतल स्वच्छ जल और शौचालय इत्यादि के निर्माण की भी घोषणा की है।
शुभम ने पहली से दसवीं कक्षा तक की पढ़ाई पंचकूला के सेक्टर एक स्थित जैनेंद्र गुरुकुल स्कूल से की है। गत दिनों हरियाणा विद्यालय शिक्षा बोर्ड की ओर से घोषित दसवीं कक्षा के परिणाम में शुभम ने 500 में 493 अंक प्राप्त कर जिले को टॉप किया है। उसने गणित, विज्ञान, सामाजिक विज्ञान और शारीरिक शिक्षा में 99 अंक, अंग्रेजी में 97 तथा हिंदी में 89 अंक प्राप्त किए हैं। फिलहाल उसने मनीमाजरा के राजकीय मॉडल वरिष्ठ माध्यमिक विद्यालय में नॉन मेडिकल संकाय से ग्यारहवीं कक्षा में दाखिला लिया है। इसके साथ-साथ उसने पंचकूला के सेक्टर 14 स्थित एक निजी संस्थान से कोचिंग भी शुरू की है। शुभम के पिता माली है और सेक्टर 2 और 4 के घरों में कामकाज कर परिवार का पालन पोषण करते हैं। कमजोर आर्थिक स्थिति के कारण यह परिवार कोचिंग संस्थान की फीस नहीं चुका पा रहा था। इसके लिए उन्होंने विधान सभा अध्यक्ष ज्ञान चंद गुप्ता से अपील की थी। इसी के चलते विधान सभा अध्यक्ष ने उन्होंने वीरवार को सहयोग राशि का चेक सौंपा।
झुग्गी में रहता है शुभम, टॉप आने पर बधाई देने घर गए थे स्पीकर
होनहार शुभम का परिवार शहर के खड़ग मंगोली इलाके में स्थित झुग्गियों में रहता है। झुग्गी में रहने वाले विद्यार्थी द्वारा जिला टॉप करने की खबर सुनते हुए ही विधान सभा अध्यक्ष ज्ञान चंद गुप्ता गत 12 जुलाई को उनके घर गए थे। घर की हालात देख कर गुप्ता ने परिवार को आश्वासन दिया था कि आर्थिक कारणों के चलते पढ़ाई प्रभावित नहीं होने दी जाएगी। उन्होंने परिवार को भरोसा दिलाया था कि किसी भी प्रकार की जरूरत पड़ने पर उनसे संपर्क करें। यह परिवार जब कोचिंग की फीस चुका नहीं पाया तो उन्होंने ज्ञान चंद गुप्ता से संपर्क किया।

Around 80000 students of Undergraduate/Post Graduate/Other Professional Courses including USOL/Private have appeared in the first ever online examination conducted by Panjab University which commenced on 17th September 2020.
Prof. Parvinder Singh, Controller of Examination informed that the exams continued for 17 days continuously including Saturday and Sunday with total of 1400 exams conducted during these days in 3 slabs of 9 am to 11 am, 10 am to 12 pm and 2 pm to 4 pm.
CoE informed that Environment and Road Safety Education examination was also conducted online with option of google form for about those 5000 candidates who did not qualify this exam in their previous years .
For the facilitation of the candidates in far flung areas like Leh Ladakh, North Eastern States, special nodal officer of Dy Registrar rank was deputed to resolve their issues, CoE added.
Evaluation of all the papers is being undertaken by the University and College teachers .Online portal link for submission of awards was made available for the first time to departments and colleges for posting of awards of UG and PG classes, he added.
Prof. Raj Kumar, Vice Chancellor remained connected with CoE throughout this period to take stock of the situation and congratulated CoE and his team for successful completion of the exit semester exams.
CoE expressed his gratitude to PU Fellows, Teaching Fraternity and all the Chairpersons/ College Principals/Coordinators/ Supporting Staff for the successful completion of the Exams being introduced for the first time.
He further informed that many queries of Principals/Chief Coordinators/Chairpersons were properly and instantly resolved by COE personally and his technical team headed by System Administrator and System Managers. The emergency packet of question papers were also made available in the 40 Nodal Centres in various affiliated Colleges of PU, he informed. He added that the downloading of the question papers and the uploading of the answer sheets went off smoothly in all the exams.
The Indira Gandhi National Open University (IGNOU) has extended the last date of submission of online Fresh admission of all Masters, Bachelor & Diplomas programmes up to 15th October, 2020 for the July-2020 session. This extension of last date shall not apply to Certificate and Semester-based programmes, i.e., MP, MPB, PGDMM, PGDFM, PGDHRM, PGDOM, PGDFMP, DBPOFA, PGDIS, MCA, BCA, and all Certificate and Awareness programmes of 6 months duration or less. Details of the IGNOU academic programmes for the July, 2020 session can be accessed from the link https://ignouadmission.samarth.edu.in/. The prospective learners can apply for Masters/Bachelor/Diploma programmes of the University on the official website, informed The Regional Director of IGNOU Regional centre Chandigarh Dr. A.K.Dimri. Last date of submission of ‘online’ admission form for July session was earlier fixed for September 30.
For all those candidates, who have been planning to get admission in any of the IGNOU courses can apply for the same online. Firstly the candidate has to register themselves (if not registered) on the official website i.e https://ignouadmission.samarth.edu.in/. Whereas those who have already registered can simply login with the id- password and fill up the application form for the admission in the July session at Indira Gandhi National Open University for 2020. Also, before filling up the IGNOU admission form, candidates must go through the general instructions, eligibility criteria, fee details, duration, etc. on the official website. Applicants can also download the complete details of the programmes from the IGNOU website.
This is for the information of the candidates in particular and public in general that due to COVID-19 Pandemic situation, the Panjab University has scrapped all the entrance tests i.e. PU-CET (P.G.); M.Phil./ Ph.D.; PULEET; PUMEET and MBA (Executive).

The Department of Library and Information Science, Panjab University, Chandigarh organised an International webinar on Disaster Management: an integrated approach. Ms. Heather Brown, Assistant Director, Artlab Australia was the resource person.
In the beginning of the webinar, Professor Preeti Mahajan, Chairperson of the department welcomed the speaker and the participants. She also introduced the theme of the webinar.
Ms. Brown emphasized on risk management and prevention so that institutions can prepare to respond with a proper plan of action to salvage both electronic as well as physical resources. Live examples from day to day situations and recovery from natural or manmade calamities were discussed to provide the participants with ideas about collection care during pandemic.
The session was followed by a question and answer session and vote of thanks.
