पराली जलाने की घटनाओं पर अंकुश लगाने एवं वायु प्रदुषण को कम करने के लिए सरकार द्वारा स्मैम स्कीम के तहत कृषि यंत्रों पर अनुदान दिया जा रहा है। कृषि यंत्र पर अनुदान पर लेने के लिए ऑनलाईन आवेदन की अंतिम तिथि 8 नवम्बर है।
यह जानकारी देते हुए सहायक कृषि अभियंता जसविंद्र सिंह चौहान ने बताया कि सरकार द्वारा चालु वित्त वर्ष 2019-20 में स्मैम स्कीम के अंतर्गत स्ट्रा बेलर यूनिट (स्ट्रा बेलर, हे-रेक तथा स्लैशर / शर्ब मास्टर) अनुदान पर दिए जा रहे हैं। उन्होंने बताया कि कृषि यंत्र अनुदान पर लेने के इच्छुक व्यक्ति 8 नवम्बर दोपहर 3 बजे तक विभाग की वैबसाईट डब्ल्यूडब्ल्यूडब्ल्यू डॉट एग्रीहरियाणासीआरएम डॉट कॉम पर ऑनलाईन आवेदन कर सकते हैं। उन्होंने बताया कि पहले 5 नवम्बर तक आवेदन आमंत्रित किए गए थे, अब इच्छुक किसान 8 नवम्बर तक आवेदन कर सकते हैं।
उन्होंने बताया कि महिला, लघु किसान अनुसूचित जाति के किसानों को 50 प्रतिशत व सामान्य श्रेणी के किसानों को 40 प्रतिशत अनुदान दिया जाएगा। उन्होंने बताया कि किसान पोर्टल पर आवेदन देते समय ट्रेक्टर की आरसी, आधार कार्ड, पैन कार्ड, बैंक खाता का विवरण एवं भूमि का विवरण साथ अवश्य रखें। उन्होंने बताया कि अधिक जानकारी के लिए किसान सहायक कृषि अभियंता सिरसा कार्यालय में किसी भी कार्य दिवस को सम्पर्क कर सकते हैं।

पुलिस विभाग की ओर से अक्तूबर माह में जिला में आपराधिक गतिविधियों को नियंत्रित करते हुए विभिन्न धाराओं के तहत 362 विभिन्न अभियोग दर्ज किए गए हैं। विभिन्न चोरियों की गुत्थी सुलझाते हुए 18 लाख 20 हजार 700 रुपये की चोरीशुदा संपत्ति भी बरामद करने में पुलिस विभाग ने सफलता हासिल की है।
पुलिस प्रवक्ता ने बताया कि आबकारी अधिनियम के तहत 7 अभियोग दर्ज किए जिसमें 7758 बोतल शराब ठेका देसी, 4 बोतल शराब नाजायज, 224 बोतल अंग्रेजी बरामद किया गया है। जिला में मादक पदार्थों की तस्करी पर लगाम कसने के लिए पुलिस टीम ने विभिन्न स्थानों पर छापामारी की और नारकोटिक अधिनियम के तहत 33 अभियोग दर्ज किए गए जिसमें लगभग 42.800 किलो ग्राम चूरापोस्त, 0.500 किलो ग्राम अफीम, 669 ग्राम 585 मिलीग्राम हिरोइन बरामद की गई। पुलिस अधीक्षक ने बताया कि शस्त्र अधिनियम के तहत 4 अभियोग दर्ज किया गया जिसमें 3 पिस्तौल, 1 रिवाल्वर व 22 कारतूस बरामद किए गए। जुआ अधिनियम के तहत 7 अभियोग दर्ज किए गए जिसके तहत विभिन्न स्थानों पर सट्टे खाईवाली करते हुए व जुआ खेलते लोगों से 39 हजार 870 रुपये की राशि बरामद की गई है।

उपायुक्त अशोक कुमार गर्ग ने बताया कि सर्वाेच्च न्यायालय के आदेशानुसार जिला में पराली जलाये जाने पर पूर्णतया प्रतिबंध लगाया गया है। आदेशों को प्रभावी ढंग से लागू करने के लिए प्रशासन द्वारा चिह्निïत संवेदनशील गांवों में अधिकारियों की ड्यूटियां लगाई गई है। उन्होंने बताया कि ड्यूटी पर तैनात अधिकारी अलॉट किए गए गांवों में पराली जलाने की घटनाओं की रोकथाम करेंगे और आदेशों की उल्लंघना करने वाले व्यक्ति के विरूद्ध तुरंत कार्रवाई अमल में लगाई जाएगी। उन्होंने बताया कि संबंधित उपमंडल अधिकारी ना. द्वारा भी इन गांवों पर लगातार निगरानी रखी जाएगी।
उन्होंने बताया कि सिरसा उपमंडल के गांव भावदीन में सचिव मार्केट कमेटी डिंग, नरेलखेड़ा में तहसीलदार सिरसा, पतली डाबर में कानूनगो डिंग, जोधकां में नायब तहसीलदार सिरसा, सिकंदरपुर में कानूनगो सिकंदरपुर, बाजेकां में कानूनगो शाहपुर बेगू, रसूलपुर में कानूनगो सिरसा, झोरडऩाली में बीडीपीओ बड़ागुढा, चामल में कानूनगो पंजुआना, मंगाला में बीडीपीओ सिरसा, मल्लेकां में सचिव मार्केट कमेटी सिरसा तथा माधोसिंघाना में कानूनगो माधोसिंघाना की ड्यूटियां लगाई गई है।

वहीं हरियाणा में सर्द हवाओं के चलने से बारिश ने ठंड बढ़ा दी है।
दिल्ली मौसम- दिल्ली में सुबह और शाम को मौसम ठंडा होने लगा है। ठंड की वजह से प्रदूषण की चादर ने दिल्ली को 4 से 5 दिनों तक ढक कर रखा।
अब मौसम साफ हो रहा है। दिल्ली में तापमान सुबह 9 बजे तक 20 डिग्री सेल्सिस पहुंच गया है।
हरियाणा मौसम-पड़ोसी राज्य हरियाणा की बात करें तो यहां पर मौसम में अचानक बदलाव आ गया है। सर्द हवाओं के साथ हल्की बारिश की वजह से मौसम ठंडा हो गया है। फसल को भी नुकसान हो सकता है।
मौसम विभाग हल्की बारिश को लेकर चेतावनी जारी की है। कलानौर में तेज बरसात हो रही है। वहीं दूसरी तरफ पुंडरी में हल्की बूंदाबांदी हुई, जिससे प्रदूषण से राहत मिल गई। लेकिन किसानों के चेहरों पर आई उदासी की वजह फसल को नुकसान है।
बारिश की वजह से किसान की फसल को नुकसान हो रहा है। उत्तर भारत का मौसम उत्तर भारत में मौसम बदल रहा है। हिमाचल, जम्मू कश्मीर और उत्तराखंड के कई इलाकों में बर्फबारी हो रही है। इसकी वजह से उत्तर प्रदेश, बिहार, पंजाब हरियाणा और दिल्ली में ठंड जल्द ही आ जाएगी।

School of Punjabi Studies, Panjab University, Chandigarh, in association with Punjab Arts Council, Chandigarh organized a commemorative one-day National Seminar on the occasion of 550th Birthday of Guru Nanak Dev Ji on the topic Guru Nanak Bani Chintan : Pratirodh da Sabhiachaar ate Darshnik Samvaad, here today.
Dr. Jagbir Singh, Delhi University, Delhi in his address said that while Sh Guru Nanak Dev Ji is the first Guru of Sikhs but because of his teachings, ideologies and philosophies he should be called as JagatGuru and Vishavguru).
Mr. Parminder Sodhi, a Punjabi Poet living in Japan shared the Bani of Sh Guru Nanak Dev Ji.
Prof. Shankarji Jha, Dean of University Instructions, PU asserted the relevance of Guru Nanak’s Philosophy and Teachings in modern era.
Prof. Karamjeet Singh, Registrar, Panjab University, Chandigarh described the various dimensions of truth while contemplating Guru Nanak Bani.
Dr. Surjit Patar presided over the session and concluded the thoughts of speakers in his own poetic manner.
Dr. Yog Raj Angrish, Chairperson of the Department expressed his gratitude towards orators and listeners at the end of comprehensive session.
The Department released Guru Nanak Special issue of the Research Journal PARKH which consists of 25 research articles on various aspects of the text by Guru Nanak.
Dr. Manjinder Singh from GNDU, Amritsar presented the papers on his studies on the verses of Guru Nanak on anthropological and cosmological levels. He said that Guru Nanak never opposed either an individual or a group but challenged the false consciousness. Guru Nanak is in favour of horizontal diversity but disapproves vertical hierarchy. In the whole Guru Nanak Bani, what we found is the phenomena of correction not rejection. Guru Nanak even do not believes in duality of theist or atheist.
Dr. Manmohan talked about the occurrence of counter discourse with special reference to ‘Sidh Gosat’ Bani.
Dr. Shivani Sharma from Department of Philosophy, PU presented a paper entitled ‘Shabad as Guru’. The paper focused on types of expressions used in scriptures.
Dr. Ominder Singh Johal from Jalandhar described the forms and ways in which the dialogue happened.
Dr. Jaspal Kaur Kaang gave her observations on the papers presented. Dr. Lakhwinder Johal, Secretary, Punjab Arts Council, Chandigarh raised a notion about lyrical persona of Guru Nanak.
Dr. Dharam Singh from GNDU, Amritsar, Dr. Sayed Hassan Abbas from Poonch, J &K and Mr. Des Raj Kali presented their papers in the second session which was Chaired by Dr. Gurpal Singh Sandhu, Dean faculty of Languages, PU.
Dr. Surjit Singh Bhatti and Dr. Surjit Singh from Punjabi University, Patiala shared their insights about the poetic, objective and subjective highness of Guru Nanak.

Dr. Rakesh Pandey, CSIR-Central Institute of Medicinal and Aromatic Plants, Lucknow, highlighted the importance of model organisms in biomedical, environmental and plant sciences for easing research and development activities globally. His lab works on multicellular nematode Caenorhabditis elegans as a model to study the impact of various phytomolecules for their impact on ageing and age related neurodegenerative diseases. C. elegans is one of the simplest multicellular models on the earth, which unravels the most fundamental mysteries of modern science and can be easily cultured in large number in laboratory and they consume less finance and space. Although simple in handling, they reflect the complexity of human organ system specially the nervous system.
The session followed an industrial talk given by Ankit Jain, technical manager, Merck Life Sciences Private Limited, where he featured some instruments for conducting research in neuroscience.
Dr. Ravi Partap Banwal, Department of Biophysics, Panjab University, discussed the structural pathways of protein regulating blood brain barrier through highly efficient instrumentation. He also discussed about Neisseria meningitides, an infection that can lead to inflammation in the brain. Post lunch the participants went on a tour to Sophisticated Analytical Instrumentation Facility (SAIF)/ Central Instrumentation Lab (CIL)/UCIM, Panjab University for demonstration of various instruments of the department.
The day ended with experimental exposure to techniques to evaluate the functional aspects of blood brain barrier.

The third day of the ongoing MOOCs workshop was dedicated to the latest methodologies used in e-content development under E-PGP(Post Graduate Programme) and pedagogy and developing online courses with Google. Prof. Jatinder Grover, CALEM Coordinator, PU, and Dr. Vishal Sharma, SWAYAM Coordinator PU, introduced the theme and topics to be discussed on the day three of the seven days workshop for developing MOOCs.
Prof. Vinod K. Garg from Central University of Punjab, Bathinda discussed intricacies of e-PG Pathshala. He informed that there are 22,000 plus modules available for the students for e-learning. He also shared that e-PG Pathshala is free, affordable and provides access of quality self learning study material developed by the subject experts. He also explained that in API the module development carry marks for the promotion of teaching faculty. He demonstrated the working of Vidyamitra channel on YouTube and various aspects of SWAYAM website.
The other sessions were dedicated to Digital Pedagogy and developing online courses with Google and Eliademy respectively by Srinivasa K.G., Prof. (IMCO) from NITTTR, Chandigarh. He shared the importance of Digital pedagogy for developing effective MOOCs. The tools may vary as per pedagogy. He further explained about the other aspects of digital pedagogy viz flipped classroom, blended learning, online education resources, markspace, value based education etc. The MOOC is a very big platform and there are many players in the MOOC, and it is big business nowadays. He also explained the concept of nano-degrees and commercial benefits to educational institutes. He shared that MOOC creators are learning about the learning experience of the learners. The teachers should adopt technology and develop MOOCs for reaching large number of students. He explained the Moodle and Google Classroom for teaching learning process. Besides that the Assessment with the help of Learning Management System (LMS), use of social media, cloud based services, use of mobile phones, setting up of Rubrics for various pedagogies was also discussed in the last academic session.

The celebration of the 550th birth anniversary of Sh Guru Nanak Dev Ji was observed at Sarojini Hall, Girls Hostel no 3, Panjab University, Chandigarh, here today. Prof. Karamjeet Singh, Registrar; Prof. Parvinder Singh, Controller of Examination, Prof. Emanual Nahar, Dean Student Welfare(DSW) Prof. Neena Caplash, DSW(W), Dr. Parminder Singh, Director of Sports) and Wardens of other hostels marked their presence on this pious event.
The programme started with an imminent “Shri Sukhmani Saheb Path” followed by a devout Shabad Kirtan performed by the residents to commemorate the teachings of the Divine, Waheguru.
An inter-hostel calligraphy competition was also organized based on the theme “ Quotes from Guru Granth Sahib by saints other than Sikh Gurus.” Sonepreet Kaur, Girls Hostel-6 was declared as winner of this competition. Sukhmanpreet Kaur, Girls Hostel-3 was 2nd and Akanksha Bhatia (Girls hostel-2) & Komal (Girls Hostel-3) were declared as third. At the end of the programme guests and residents were served langar by the hostel volunteers.

The Criminal Justice Practicum Cell (CJPC) of University Institute of Legal Studies (UILS), Panjab University, Chandigarh, successfully organized a workshop on “Making of a Research Proposal” under the aegis of Prof. (Dr.) Rattan Singh (Director, UILS), Dr. Anju Choudhary (Faculty Coordinator, CJPC, UILS), Dheerja Kalra (Student Coordinator, CJPC).
The workshop was aimed at honing the research skills of the students in making research proposals. The workshop was conducted by the esteemed guest of honour Dr. Jayanti Dutta, Deputy Director, Academic College Staff, Panjab University. She has been one of the main proponents of this program for several years and is a true standout in her field. The workshop holistically developed students efficiency in linguistic, ethnographic and text-based research. It was an interactive comprehensive workshop which dealt with several aspects like scientific ways of conducting research, data analysis, and modern techniques of quantitative and qualitative research. The workshop concluded with fruitful discussions and deliberations. It was received among the students with great enthusiasm.

उपायुक्त मुकेश कुमार आहूजा ने कहा कि अधिकारी अपने अपने सीमा क्षेत्र में अधूरे पडे विकास कार्याे को जल्द से जल्द निपटाये। इस संबंध में कोई भी कोताही बर्दाश्त नही की जायेगी। उपायुक्त आज लघुसचिवालय के सभागार में जिला ग्रामीण विकास प्राधिकरण, जिला परिषद, जिला विकास एवं पंचायत अधिकारी, कार्याकारी अभियंता पंचायती राज, खंड विकास एवं पंचायत अधिकारी पिंजौर, मोरनी, बरवाला व रायपुररानी, उपमंडल अधिकारी बीडीपीओ पंचायती राज पिंजौर, मोरनी, बरवाला व रायपुररानी के अधिकारियों की बैठक लेकर जिले में चल रहे विकास कार्यो की समीक्षा कर रहे थे।
उन्होंने जिला के अधिकारियों को दिशा निर्देश कि अधिकारी कहा अपने-अपने खंडो, गांवो में अधूरे पडे़ विकास कार्यो को जल्द से जल्द पूरे करें। यदि किसी कारणवश कार्य अधूरे रह गए है। उस स्थिती में 30 नवम्बर तक अधूरे कामो को पूरा कर उपायुक्त कार्यालय में सूचित करे। इस मामले में कोई भी कोताही बर्दाश्त नहीं की जायेगी। उन्होंने अधिकारियों को निर्देश देते हुए कहा कि जिले में मनरेगा से संबंधित सभी कार्यो को पुरा करवाएं। प्रधानमंत्री आवास योजना, मुख्यमंत्री घोषणाएं, विधायक आर्दश ग्राम योजना, एचआरडीएफ योजना, शिवालिक विकास योजना, एमपीलेण्ड और डी-प्लेन योजना के तहत सभी कार्यो को निर्धारित समय में पूरा करवाएं। उन्होंने कहा कि अगामी वित्तिय वर्ष 2020-2021 की योजनाओं को तत्परता से तैयार करे।
उन्होंने कहा कि अधिकारियों के द्वारा ही सरकार की जन कल्याणकारी नीतियों को अमलीजामा पहनाया जाता है। इन योजनाओं से सामान्य नागरिकों को सुविधाएं उपल्बध होती है। तभी देश और प्रदेश के विकास को नई दिशा मिलती है। इसलिए अधिकारी तत्परता से कार्य करे और जिले के विकास में अपना योगदान दे।
इस अवसर पर अतिरिक्त उपायुक्त मनिता मलिक, एसडीएम पंचकूकला सुशील कुमार, एसडीएम कालका राकेश संधू, डीआरओ रामफल कटारिया, बीडीपीओ कुवंर दमन सिंह सहित सभी संबंधित अधिकारी मौजूद रहे।
