पंचकूला, 11 जुलाई- उपायुक्त विनय प्रताप सिंह ने कहा कि जिला प्रशासन व स्वास्थय विभाग के प्रयासों से व जनता के सहयोग से पंचकूला में कोविड-19 कोरोना के केसो में भारी कमी आई है आज कोरोना के केवल दो ही पोजिटिव केस आया है और कोरोना मरीजों का रिकवरी रेट भी बढ़कर 98.70 प्रतिशत हुआ है।
उपायुक्त ने जिलावासियों से अपील कि कोरोना कम हुआ है खतम नहीं हुआ है। सभी हरियाणा सरकार द्वारा कोविड.19 को लेकर दिये गये दिशानिर्देशों मास्क और दो गज की दूरी का गभीरता से पालन करें। उन्होंने बताया कि लोग भीड़भाड़ में जाने से बचें और कोविड.19 के नियमों का पालन जैसे दो गज की दूरी और अच्छी तरह से मास्क पहनकर घर से बाहर निकलें ऐसा करने से वे स्वंय और अपने परिवार को संक्रमण से बचा सकते हैं।

Chandigarh, March 7:- Sh. Dharam Pal, IAS, Adviser to the Administrator, UT, Chandigarh today visited various big projects of Municipal Corporation Chandigarh including Construction & Demolition (C&D) waste plant at Industrial Area Phase-I, Material Recovery Facility Station, 3 BRD, Legacy Mining and Garbage Processing Plant, Dadumajra and Aerobic Composting system at Rose Garden, Sector 16, Chandigarh.
He was accompanied by Sh. K.K. Yadav, IAS, Commissioner, Municipal Corporation and other senior officers of MCC. The Commissioner apprised the Adviser that the work at C&D waste plant consists processing of construction and demolition waste & manufacturing of PCC products to be used for pavements, road work, fencing work etc. Processing plant accepts all cement, construction demolition waste except steel up to the size 1-1.5 feet which is being processed by crushing and washing in four type of aggregates i.e. sand, 10mm Bajri, 20mm Bajri, and 40mm Bajri.
He said that such aggregates are being utilized further for making cement concrete products including PCC kerb, PCC channel, PCC tiles, Paver block, cement concrete works, bollards etc.; Public health works i.e. PCC road gully covers, PCC manhole covers etc.; Horticulture works i.e. PCC benches, CC tree and various road sub base works.
The Adviser asked the Commissioner to enhance the capacity of the plant to accept C&D waste from outskirts also.
After that the Adviser visited Material Recovery Facility Centre at 3 BRD where the Commissioner apprised him about the functioning of the centre. He said that the project is one of the component of the comprehensive Solid Waste Management System as per SWM Rules, 2016, which aims at reducing the time and cost involved in collection and transfer of waste two besides generating income by recovering the reusable and recyclable waste.
The Commissioner said that door to door waste collection vehicles brings segregated waste i.e. dry & wet waste in different compartments at the Material Recovery Facility which is having dedicated space for sorting of recoverable dry waste into different categories like paper, card, recyclable plastics, glass bottles, metal etc, Dry waste left after recovery of recyclable materials are being compacted in huge compactors to compost plant located in Sector 25, Daddumajra, Chandigarh. Weigh bridges have been provided for measurement of dry and wet waste within the Material Recovery Facility.
He said that MRF facility is equipped with hopper- tippers and compactor capsules for transfer of waste from smaller (3.2 cum) vehicles to 20 cum capsules where the waste is being compacted to one fifth of the original volume. The volume reduction will save cost of transportation of waste and space required for disposal of waste.
The Adviser further visited Legacy mining project at dumping site and Garbage processing plant at Dadumajra. He reviewed the Solid waste management system in Chandigarh where he was briefed by the Commissioner about waste collection, transportation and disposal of MSW. He was briefed about detailed methodology and steps taken by the MCC for collection and disposal of municipal solid waste.
After visiting the RDF plant the Adviser visited the compost plant and took stock of method of making compost from wet garbage. He said that the compost prepared in the compost plant from wet garbage is of good quality and can be utilized in gardens and agriculture purpose as well.
He also visited Rose Garden, Sector 16 to see the Aerobic Compost pits over there, where he was briefed about the phases of compost preparation from drive leaves and horticulture waste. The Adviser asked the Chief Engineer, Chandigarh Administration for provision of such Aerobic compost pits to dispose off the horticulture waste generated by the horticulture wing of Chandigarh Administration.
The Department of Microbiology, Panjab University, Chandigarh organized a webinar on the theme “Promotion of Scientific Temper among People of India”, today, to spread awareness amongst general public about the current pandemic situation.
Prof. Randeep Guleria, Director, AIIMS, New Delhi spoke on the topic “ What the pandemic has taught us and where do we go from here?” Dr. Guleria started his talk by explaining the factors which were responsible for an increase in the number of pandemics in the 21st century. He discussed about the one health concept and emphasized that there is a need to look at holistic health i.e. the health of animals, plants and human together rather than humans alone in order to avoid any future pandemics.
Further in his talk, Dr. Guleria discussed about the reasons behind the emergence of devastating second wave and that there is an urgent requirement to invest in public health services. He emphasized that COVID-19 appropriate behavior i.e. wearing of masks, regular washing of hands up gradation of vaccination drive can to a large extent help in avoiding the speculated third wave of the infection.
He also discussed about the different vaccines available in the country, their efficacy, the development of new vaccines and the major problems associated with vaccines such as the vaccine hesitancy and their equitable distribution. Dr. Guleria concluded his talk by mentioning that the COVID-19 pandemic is not over nor it is going to end very soon. The people need to adhere to COVID appropriate behavior and need to get vaccinated in order to avoid the third wave.
Dr. Deepak K. Rahi, Chairman, gave a brief overview of the program and briefly discussed how during this past year, the COVID-19 pandemic had turned our lives upside down and has changed not just the way we live and work but also how we think and behave.
This was followed by a brief note by Prof. Prince Sharma, Former Dean Science and the organizing secretary of the webinar who discussed about the current pandemic situation and also introduced the guest speaker to the audience.
The webinar was coordinated by Mr. Khem Raj Thakur, Assistant Professor, Department of Microbiology.
The talk was followed by an interactive session where in the queries put forward by the audience were answered by Dr. Guleria. The webinar ended with a vote of thanks by Prof. Prince Sharma.

Department of Life Long Learning & Extension (DLLL&E) in collaboration with the Horticulture Wing of Panjab University, celebrated ‘Van Mahotsav’ by organizing a Tree Plantation Drive in front of Emerging Area Building.
Teachers, Staff and Students of DLLL&E and University Institute of Fashion Technology (UIFT) participated in the drive, observing all COVID-19 protocols. Also, Prof. Monica Munjial and Dr. Gaurav Gaur, Chairperson of Social Work Department were present during the tree plantation. To celebrate this day, a number of Ficus plants were planted.

Chandigarh, July 8: – The enforcement wing of Municipal Corporation Chandigarh today removed encroachments and illegal vendors stored different items on MCC land from sector 17 Market and outer areas of southern sectors.
Following the directions of Sh. K.K. Yadav, IAS, Municipal Commissioner, the enforcement team under the supervision of Sh. Rohit Gupta, Joint Commissioner, removed belongings of vendors who leave their sellable things on the sites around overbridge and central plaza area of sector 17 market. The drives were carried peacefully and no untoward incident took place.
In addition to that the enforcement teams lifted reharis of (Horse Carts) from southern sectors of Chandigarh and issued 25 challans to the violators.
The Joint Commissioner said that these type of drives will be carried out regularly as the vendors are authorized to do their business on the allotted sites and not to encroach upon Municipal land for storing the items including belongings to be used for routine vending.
पंचकूला, 8 जुलाई- चैधरी चरण सिंह हरियाणा कृषि विश्वविद्यालय के पंचकूला स्थित कृषि विज्ञान केंद्र की ओर से वन महोत्सव का आयोजन किया गया। कार्यक्रम का आयोजन केंद्र की इंचार्ज श्रीदेवी तल्लाप्रगड़ा के मार्गदर्शन में किया गया। पौधारोपण के उपरांत अपने संदेश मे उन्होंने कहा कि जलवायु परिवर्तन और पर्यावरण असंतुलन ने मानव का जीना दुभर कर दिया है। दिनों-दिन बढ़ते हर प्रकार के प्रदुषण ने धरती पर जीवन को खतरे में डाल दिया है। केवल पौधारोपण करके ही पर्यावरण संतुलन को बनाया जा सकता है। इसलिए हमें अधिक से अधिक पेड़ लगाते हुए उनकी देखभाल की जिम्मेदारी लेनी चाहिए। उन्होंने कहा कि वन महोत्सव के दौरान पौधारोपण अभियान के तहत मोरनी ब्लॉक के गांव कोल्यो में पौधे लगाए गए और लोगों को अधिक से अधिक पौधे लगाने के लिए जागरूक किया गया। डॉ. वंदना ने ग्रामीणों को औषधीय पौधों के बारे में विस्तारपूर्वक जानकारी देते हुए उनके महत्व के बारे में बताया। डॉ. राजेश लाठर ने फलदार पौधे लगाने की अपील की। उन्होंने कहा कि फलदार पौधों से न केवल पर्यावरण शुद्ध होता है बल्कि किसान फल बेचकर अपनी आमदनी में भी इजाफा कर सकते हैं। साथ ही यह फसल विविधिकरण में भी सहायक हैं। डॉ. गुरनाम सिंह ने किसानों को आय दोगुणी करने के लिए विभिन्न वैज्ञानिक तौर तरीकों से अवगत कराया। इस कार्यक्रम के दौरान केंद्र के वैज्ञानिक, स्टाफ सदस्य व ग्रामीण मौजूद रहे।

University School of Open Learning, Panjab University, Chandigarh, today organized its sixth annual cultural event Hunar, a platform that gives students to explore their talents, included creative items and activities such as writings of poetry and essay, poster making, dance, singing, poetry recitation, photography and filmmaking. Keeping in view the pandemic norms of social distancing and self-isolation, the event was organized online. The students had emailed as many as two hundred entries through PDFs and videos.
The Chairperson, Prof Madhurima Verma, introduced the chief guests Prof S. K. Tomar, the Dean Students’ Welfare (Men) and Prof Meena Sharma, Dean Students’ Welfare (Women). Referring to the celebration of the Golden Jubilee year of USOL, Prof Verma highlighted the distinctive services rendered by the institution in the field of open learning and education.
In his address, Prof Tomar congratulated the organizers for the event in the difficult times of the Covid and extolled the efforts of the students. Invoking the landmark mythical character of Eklavya, a dalit, Prof Tomar called him the first distant learner as he mastered the skill of archery staying away from his teacher Dronacharya. He also called upon to institute a judicious balance between the three coordinates of education—the teacher, the taught and the study material.
Prof Meena Sharma appreciated the event and called it nothing less than a stress buster and confidence booster for the students as the preparation of and engagement with the creative-cultural items distanced them from the environment suffused negativity triggered by the covid. The judgment of each creative item was prepared by a team of three faculty members.
Eight teachers including Prof Neeru, Prof Harsh, Prof Praveen, Prof Sukhpreet, Dr Kuljeet, Dr Parveen, Dr Kamala and Dr Richa gave a comprehensive introduction to each creative item and presented the judgment by making a declaration of the first, second, third position and consolation prizes. As many as 40 students were declared as prize winners. The two prize winning students Mr Gopi and Ms Anand Priya shared their enriching experiences regarding the preparation of their respective items.
The coordinator of the event, Dr Ravinder Kaur Dhaliwal and co-coordinator Dr Reena Chaudhari, along with a dedicated team of faculty members, put strenuous efforts to organize the event.
Dr Sucha Singh provided the technical support to conduct the event. Mr Sudhir Baweja conducted the event eloquently and Dr Kamala Sandhu proposed a vote of thanks.
पंचकूला, 7 जुलाई- हरियाणा के उपमुख्यमंत्री श्री दुष्यंत चैटाला ने कहा कि लोक निर्माण (भवन एवं सडक़ें) विभाग द्वारा प्रदेश में भवन, सडक़, अस्पताल, खेल का मैदान या अन्य परियोजनाओं के निर्माण कार्य की गुणवत्ता पर किसी भी कीमत पर समझौता नहीं किया जाएगा, अगर कोई निर्माण एजेंसी या अधिकारी कोताही बरतेगा तो उसे बर्दाश्त नहीं किया जाएगा। उन्होंने निर्धारित समय से पहले कार्य करने वाली एजेंसियों को सम्मानित करने तथा देरी से कार्य पूरा करने वालों को जुर्माना लगाने के निर्देश दिए।
डिप्टी सीएम, जिनके पास लोक निर्माण(भवन एवं सडक़ें)विभाग का प्रभार भी है, ने आज यहां लोक निर्माण(भवन एवं सडक़ें)विभाग के अंतर्गत 50 करोड़ से अधिक कीमत की करीब तीन दर्जन चालू परियोजनाओं की समीक्षा की। बैठक में विभाग के अतिरिक्त मुख्य सचिव श्री आलोक निगम के अलावा अन्य वरिष्ठड्ढ अधिकारी तथा निर्माण एजेंसियों के प्रतिनिधि उपस्थित थे।
उपमुख्यमंत्री ने कहा कि राज्य सरकार जनता के प्रति जवाबदेह है और प्रदेश के लोगों की सुविधा के लिए सडक़, अस्पताल व अन्य सार्वजनिक उपयोग की परियोजनाएं बना रही है। उन्होंने लोक निर्माण(भवन एवं सडक़ें)विभाग के तहत निर्माणाधीन 34 परियोजनाओं की समीक्षा की।
श्री दुष्यंत चैटाला ने महेंद्रगढ़ जिला के कोरियावास गांव में बन रहे गवर्नमैंट मैडिकल कॉलेज के निर्माण कार्य की प्रगति रिपोर्ट लेते हुए कहा कि चिकित्सा शिक्षा एवं अनुसंधान विभाग से नए नियमों के तहत आर्किटेक्चरल-ड्राईंग को जल्द से जल्द फाइनल करके इसको अगले एक साल में अवश्य पूरा किया जाए। हिसार के निर्माणाधीन अंतर्राष्टड्ढ्रीय हवाई अड्डड्ढा के वर्तमान रन-वे तथा टैक्सी-वे के विकास कार्य में तेजी बरतने के निर्देश देते हुए उन्होंने कहा कि इसके चैड़ाकरण की प्रक्रिया व अन्य लंबित कार्य 4 मई 2022 तक पूरा करें।
उन्होंने भारत के प्रथम स्वतंत्रता संग्राम के शहीदों की याद में अंबाला में बनाए जा रहे युद्घ-स्मारक के कार्य की विस्तार से समीक्षा की। इसमें निर्माणाधीन म्यूजियम, ओपन एयर थियेटर, ऑडिटोरियम, मैमोरियल टॉवर के पूरा करने में आ रही दिक्कतों को दूर कर मार्च 2022 तक पूरा करने के निर्देश दिए। उन्होंने अंबाला कैंट में 100 बैड क्षमता से बढ़ाकर 200 बैड का सिविल अस्पताल करने के कार्य का भी अधिकारियों से फीडबैक लिया। इसी प्रकार, उन्होंने यहां स्टेडियम के अपग्रेडेशन के तहत सिंथेटिक ट्रैक तथा आर्टिफिसियल फुटबाल टर्फ के कार्य को जल्द पूरा करने के निर्देश देते हुए कहा कि नवंबर 2021 से पहले पूरा करके खेल विभाग को सौंप दिया जाएगा ताकि यहां खेलो-इंडिया गेम्स करवाए जा सकें। अंबाला शहर के सिविल अस्पताल को 200 बैड से बढ़ाकर 300 बैड क्षमता का करने तथा लघु सचिवालय में फेज-3 के प्रशासकीय खंड के निर्माण कार्य की भी समीक्षा की।
उपमुख्यमंत्री ने गुरूग्राम में बनाए जा रहे ‘टॉवर ऑफ जस्टिस’(न्यू ज्यूडिशियल कंपलेक्स) के ‘की-प्लॉन’ से लेकर अभी तक किए गए कार्यों का पिक्चर के माध्यम से अध्ययन किया और इसको जून 2022 तक फाइनल करने के निर्देश दिए। उन्होंने अधिकारियों को निर्देश देते हुए कहा कि एस्केलेटर व अतिरिक्त पार्किंग की जल्द से जल्द स्वीकृति देकर कार्य में तेजी लाएं। उन्होंने आबकारी एवं कराधान विभाग के कार्यालय-भवन के निर्माण बारे भी अधिकारियों से जवाब-तलबी की।
श्री दुष्यंत चैटाला ने रेवाड़ी में जेल के नए भवन के निर्माण में चल रही धीमी गति पर नाराजगी जाहिर करते हुए एजेंसी व विभाग के अधिकारियों को फटकार लगाई और इसको 31 अक्तूबर 2021 तक कार्य पूरा करने के निर्देश दिए।
सोनीपत में निर्माणाधीन ‘डॉ. बी.आर अंबेडकर नेशनल लॉ यूनिवर्सिटी’ के कार्य की समय-समय पर समीक्षा किए गए जाने का असर यह हुआ कि आज की बैठक में निर्माण एजेंसी ने उक्त कार्य को निर्धारित अवधि तक पूरा करने का वादा किया।
डिप्टी सीएम ने इसी प्रकार यमुनानगर के मुकंद लाल सिविल अस्पताल को 200 बैड की क्षमता का करने, पंचकुला में ‘हरियाणा स्टेट आर्कियोलोजिक्ल म्यूजियम’ के निर्माण, करनाल के घरोंडा में एनसीसी अकादमी के भवन, पीजीआई रोहतक में शिक्षकों के लिए बनाए जा रहे मकानों के निर्माण कार्य की समीक्षा करते हुए गवर्नमैंट मैडिकल कॉलेज जींद को जुलाई 2023 तक हर हाल में पूरा करने के निर्देश दिए। श्री दुष्यंत चैटाला ने लोक निर्माण (भवन एवं सडक़ें)विभाग के अंतर्गत प्रदेश में बनाई जा रही सडक़ों, ओवरब्रिज, अंडरब्रिज आदि के चालू कार्यों की भी समीक्षा की। उन्होंने करनाल जिला में करनाल-मेरठ रोड़ को कुछ स्थानों पर फोर-लेन करने, कुछ स्थानों पर सिक्स-लेन करने तथा कुछ ओवरब्रिज के निर्माण कार्यों बारे निर्माण एजेंसी को निर्देश दिए कि उक्त सारा कार्य एक जनवरी 2022 तक पूर्ण हो जाना चाहिए। उन्होंने प्रस्तावित फरीदाबाद-ग्रेटर नोयडा रोड़ पर 630 मीटर लंबाई के यमुना-ब्रिज के निर्माण कार्य को इस वर्ष के अंत तक पूरा करने के लिए कहा।
डिप्टी सीएम ने भिवानी से खरक गांव तक रोड़ को फोर-लेन करने तथा रोहतक रोड़ को चरखी दादरी रोड़ से मिलाने के लिए भिवानी-बाईपास के निर्माण में तेजी लाने के निर्देश देते हुए कहा कि रास्ते में पडऩे वाली रेलवे लाइनों के ऊपर से ब्रिज बनाने आदि से संबंधित जो औपचारिकताएं हैं वह सभी रेलवे अधिकारियों से बैठक करके जल्द से जल्द स्वीकृति दिलवाएं।
उपमुख्यमंत्री ने फोर-लेन का पिंजौर बाईपास के निर्माण तथा समालखा से अट्टड्ढा तक के रोड़ को चैड़ा करने, गांव खोजकीपुर के नजदीक यमुना नदी पर एच-एल ब्रिज बनाने,रेवाड़ी जिला के गांव पाली में फोर-लेन रेलवे ओवरब्रिज बनाने के कार्य की भी समीक्षा की।
उन्होंने हिसार में रेवाड़ी-भटिंडा रेलवे लाइन पर जिंदल चैक से सूर्य नगर तक रेलवे ओवरब्रिज के निर्माण में तेजी लाने के निर्देश देते हुए कहा कि उस क्षेत्र से बिजली विभाग से मिलकर बिजली की शेष लाइनों को जल्द से जल्द हटाया जाए। रोहतक शहर में कच्चा बेरी रोड़ पर टू-लेन एलिवेटिड रेलवे ओवरब्रिज बनाने,गुरूग्राम में दिल्ली-रेवाड़ी लाइन पर फोर-लेन रेलवे ओवरब्रिज बनाने, करनाल में दिल्ली-अंबाला रेलवे लाइन पर फोर-लेन रेलवे ओवरब्रिज बनाने, रेवाड़ी जिला में रेवाड़ी-नारनौल रोड़ से रेवाड़ी- झज्जर रोड़ का लिंक रोड़ का निर्माण , सोनीपत-राठधना-नरेला रोड़ का अपग्रेड करने, गुरूग्राम में पुरानी दिल्ली-जयपुर रोड़ पर फ्लाइओवर तथा अंडरपास का निर्माण करन,े गांव जठलाना के पास यमुना नदी पर एचएल ब्रिज बनाने, रोहतक में शीला बाइपास चैक पर फ्लाइओवर बनाने, कुरूक्षेत्र में गीता द्वार से कुरूक्षेत्र यूनिवर्सिटी के थर्ड गेट तक रोड़ को सिक्स-लेन करने के अलावा नांगल चैधरी के लॉजिस्टिक हब से सिक्स-लेन रोड़ बनाने के कार्य की समीक्षा करते हुए उक्त सभी कार्यों को निर्धारित अवधि में पूरा करने के निर्देश दिए।

पंचकूला, 7 जुलाई- उपायुक्त विनय प्रताप सिंह ने हरियाणा शहरी विकास प्राधिकरण व जनस्वास्थ्य अभियंत्रिकी विभाग के जिला अधिकारियों को सीवर या सैपटिक टेंक की साफ सफाई का कार्य मशीनों के माध्यम से ही करवाये जाने के निर्देश दिये ताकि सीवर की साफ सफाई के दौरान सफाई कर्मचारी को किसी भी प्रकार की जान माल की हानि न हो।

उपायुक्त ने कहा कि यदि सफाई कर्मचारी द्वारा मैनवल तरीके से सीवर की साफ सफाई करवाना बहुत ही आवश्यक हो तो यह सुनिश्चित किया जाये कि सीवर की साफ सफाई करने वाले कर्मचारी को पर्याप्त प्रशिक्षण दिया गया हो तथा वह व्यक्तिगत सुरक्षा उपकरण जैसे स्वसन मास्क, कृत्रित स्वसन जाली या वायु शोधक गैस मास्क, हाथ के दस्ताने, हैलमेट, सुरक्षा चस्में, सुरक्षा कपड़े, बरसाती सुरक्षा सर्च लाईटे से लैस हो।
उपायुक्त ने कहा कि संबंधित विभाग यह भी सुनिश्चित करेंगे कि सीवर की साफ सफाई का कार्य केवल उन्हीं सफाई कर्मचारियों से करवाया जाये जो इस काम के लिये पहले से ही डेग्जिनेट किये गये हो तथा उन्हें इस कार्य का प्रशिक्षण लिया हो। उन्होंने कहा कि उनका लक्ष्य यह होना चाहिये कि सीवर सफाई के दौरान किसी भी कर्मचारी की मृत्यु न हो।
श्री विनय प्रताप सिंह ने हरियाणा शहरी विकास प्राधिकरण व जनस्वास्थ्य अभियंत्रिकी विभाग के जिला अधिकारियों को निर्देश दिये कि वे ऐसी सभी आॅउटसोरसिंग एजेंसी जो सीवरमैन उपलब्ध करवाने का कार्य करती है से एफीडेविट लें कि वे अपने सीवरमैन या सफाई कर्मचारियो ंको व्यक्तिगत सुरक्षा उपकरण उपलब्ध करवायें गये है। इनकी कमी के कारण यदि किसी भी सीवरमैन या सफाई कर्मचारी की सीवर की साफ सफाई के दौरान मृत्यु होती है तो इसके लिये संबंधित ऐजेंसी स्वयं जिम्मेदार होगी। उन्होंने कहा कि संबंधित एजेंसियों से यह एफिडेविट आगामी दो सप्ताह के अंदर जमा करवाये जायें। श्री विनय प्रताप सिंह ने कहा कि यदि जिला में बिना व्यक्तिगत सुरक्षा उपकरण के सीवर की साफ सफाई का कोई भी मामला किसी के भी संज्ञान में आता है तो वह उसका फोटो खींचकर उन्हें भेज सकते है। वह स्वयं ऐसे मामले का संज्ञान लेंगे तथा दोषियों के विरूद्ध कार्रवाही करेंगे। उन्होंने कहा कि समिति के गैर सरकारी सदस्य इस मामलें में अपने सुझाव उनके कार्यालय को लिखित रूप में भिजवा सकते है। बैठक में एसीपी ममता सौदा, जिला कल्याण अधिकारी शीश पाल तथा विभिन्न विभागों के संबंधित अधिकारी व समिति के गैर सरकारी सदस्य उपस्थित थे।

पंचकूला, 7 जुलाई- उपायुक्त विनय प्रताप सिंह ने आज जिला सचिवालय के सभागार में जिला स्तरीय सर्तकता एवं निगरानी कमेटी की त्रिमासिक बैठक की अध्यक्षता की और अनुसूचित जाति/अनुसूचित जनजाति (अत्याचार निवारण) अधिनियम 1989 के तहत जिला पंचकूला में दर्ज केसों की समीक्षा की।
बैठक में श्री विनय प्रताप सिंह ने पुलिस विभाग द्वारा ऐसे मामलों के लिये नियुक्त की गई नोडल अधिकारी को निर्देश दिये कि वे अनुसूचित जाति/अनुसूचित जनजाति (अत्याचार निवारण) अधिनियम 1989 के तहत जिला में दर्ज हुये मामलों की जांच में तेजी लाये ताकि पीड़ितों को जल्द से जल्द न्याय दिलाकर आर्थिक सहायता प्रदान की जा सके। साथ ही वह यह भी सुनिश्चित करें कि पुलिस जांच लंबित ना रहे और एक तय समय में मामलों की जांच की जाये। उन्होंने निर्देश दिये कि जिला कल्याण अधिकारी कार्यालय, पुलिस विभाग तथा जिला न्यायवादी कार्यालय आपस में सामंज्सय स्थापित करते हुये कार्य करें ताकि पीडित व्यक्तियों को शीघ्र न्याय मिल सके।
अनुसूचित जाति/अनुसूचित जनजाति (अत्याचार निवारण) अधिनियम 1989 संशोधित 2016 के अंतर्गत गैर अनुसूचित जाति के व्यक्तियों द्वारा पीड़ित अनुसूचित जाति के व्यक्तियों पर होने वाले अत्याचारों जैसे भूमि का अनाधिकृत कब्जा, कत्ल, डकैती, बलात्कार, आगजनी आदि से पीड़ित व्यक्तियों को 85 हजार से 8.25 लाख रुपये तक की आर्थिक सहायता प्रदान करने का प्रावधान है। पीड़ित व्यक्ति द्वारा संबंधित थाने में अनुसूचित जाति/अनुसूचित जनजाति (अत्याचार निवारण) के तहत एफआईआर दर्ज हो। वह व्यक्ति इस स्कीम के तहत आर्थिक सहायता प्राप्त करने का पात्र है।
उपायुक्त ने निर्देश दिये कि जिला स्तरीय सर्तकता निगरानी कमेटी के मनोनित गैर सरकारी सदस्यों की भी सहभागीता सुनिश्चित की जाये। इसके लिये उन्होंने जिला समाज कल्याण अधिकारी को निगरानी समिति के गैर सरकारी सदस्यों की एक कमेटी गठित करने के निर्देश दिये। यह समिति संबंधित पुलिस थाने में अनुसूचित जाति/अनुसूचित जनजाति (अत्याचार निवारण) अधिनियम 1989 के तहत मामला दर्ज होने के उपरांत पीड़ित पक्ष से मुलाकात करेगी व उसे उक्त अधिनियम के तहत कानूनी अधिकार व राज्य सरकार की योजना के अंतर्गत दी जा रही वित्तीय सहायता के बारे में अवगत करवायेगी। पीड़ित को कानूनी सहायता प्रदान करने के उद्देश्य से इस कमेटी में लीगल वाॅलिंटीयर को भी शामिल किया जायेगा। इसके अलावा कमेटी पीड़ित पक्ष से बातचीत के दौरान सामने आये अन्य तथ्यों को भी रिपोर्ट के माध्यम से संबंधित जांच अधिकारी के समक्ष प्रस्तुत कर सकती है।
