165-year-old human skeletons from Ajnala in Punjab belong to the martyrs of the Ganga plain; Genetic study suggests

A large number of human skeletons were excavated from an old well in Ajnala town of Punjab in early 2014. Some historians believe that these skeletons belong to the people who were killed in riots during the partition of India and Pakistan. The other prevailing belief, based on various historical sources, is that these are skeletons of the Indian soldiers killed by the British army during the revolt of 1857 of Indian freedom struggle. However, the identity and the geographic origins of these soldiers have been under intense debate due to lack of scientific evidence.

Dr J.S. Sehrawat, Forensic Anthropologist and a Faculty from Department of Anthropology, Panjab University, Chandigarh, collaborated with the Centre for Cellular and Molecular Biology (CCMB) Hyderabad, Birbal Sahni Institute, Lucknow and Benaras Hindu University (BHU) to establish the roots of these martyrs using DNA and isotope analyses. The finding of this study revealed that the skeletons belonged to residents of the Gangetic plain region. The study was published on 28th April, 2022 in the journal Frontiers in Genetics.

Researchers have used 50 samples for DNA analysis and 85 specimens for isotope analysis. “DNA analysis helps understanding ancestry of people, and isotope analysis sheds light on food habits. Both the research methods supported that the human skeletons found in the well were not of people living in Punjab or Pakistan. Rather, DNA sequences matched with the people from UP, Bihar, and West Bengal”, said Dr K. Thangaraj, Chief Scientist, CCMB; Director, Centre for DNA Fingerprinting and Diagnostics, Hyderabad, and a senior member of this team.

“The results from this research are consistent with the historical evidence that the 26th Native Bengal Infantry Battalion consisted of people from the eastern part of Bengal, Odisha, Bihar and Uttar Pradesh, ” stated Dr J.S. Sehrawat, the first author of this study. As per historical records, soldiers from this battalion were posted at Mian-Meer, Pakistan and killed British officers in a revolt. They were captured by the British army near Ajnala on banks of river Ravi and executed very next day.

Dr Niraj Rai, the lead researcher of this team and expert on ancient DNA, said that scientific research done by this team helps look at history from a more evidence-based way.

Prof Gyaneshwer Chaubey, Department of Zoology, BHU, who played a crucial role in the DNA study, stressed that the findings of this study would add a significant chapter in the history of the unsung heroes of India’s first freedom struggle.

Dr Vinay Nadicoori, Director, CCMB, said, “Ancient DNA study is a powerful tool not only to understand our past and also help us in understanding historical perspective. He further said that CCMB plans to take up a largescale ancient DNA study, which would unravel several historical and pre-historical facts”.

पंचकूला, 28 अप्रैल- भारत सरकार द्वारा अमृत सरोवर कार्यक्रम के अंतर्गत 15 अगस्त तक हर जिले में तालाबों का जीर्णोद्धार किया जायेगा। इस कार्यक्रम के तहत नये तालाबों का निर्माण किया जायेगा और इनको अमृत सरोवर की संज्ञा दी जायेगी।


इस संबंध में जानकारी देते हुये अतिरिक्त उपायुक्त श्री आयुष सिन्हा ने बताया कि हरियाणा के मुख्यमंत्री श्री मनोहर लाल 1 मई को पानीपत में राज्य स्तरीय कार्यक्रम का शुभारंभ करेंगे। इसी कड़ी में पंचकूला जिले में तालाबों का नवीनीकरण किया जायेगा, जिसकी शुरूआत हरियाणा विधानसभा अध्यक्ष श्री ज्ञानचंद गुप्ता 1 मई को दोपहर 2 बजे बरवाला में पक्का तालाब के निकट अमृत सरोवर के जीर्णोदार का शिलान्यास करेंगे। कालका में विधायक श्री प्रदीप चैधरी ग्राम पंचायत नानकपुर के गांव सोतवाला में प्रात 11 बजे अमृत सरोवर कार्यक्रम के तहत तालाब के नवीनीकरण का शिलान्यास करेंगे।


उन्होंने बताया कि कार्यक्रमों की श्रृंखला में जिला स्तर पर प्रत्येक अमृत सरोवर कम से कम एक एकड भूमि में विकसित किया जायेगा और जल संचयन की औसत क्षमता 10 हजार घनमीटर होगी। इस मिशन को विकास पंचायत विभाग हरियाणा तथा हरियाणा पांड एंड वेस्ट वाटर मैनेजमेमंट अथारिटी द्वारा संयुुक्त रूप से किया जायेगा। उन्होंने बताया कि इस कार्यक्रम के तहत स्थानीय जन प्रतिनिधियों की भागीदारी भी सुनिश्चित की जायेगी ताकि श्रमिकों का प्रबंध हो सके और आजीविका के अवसर प्रदान किये जा सके।


उन्होंने बताया कि इन तालाबों का जीर्णोद्धार करने और नये तालाबों को खोदने उपरांत उनका उचित रख-रखाव भी किया जायेगा ताकि गंदे पानी के गिरने से जल दूषित न हो। उन्होंने जिलावासियों से अपील की है कि इस कार्यक्रम में अपनी भागीदारी दें और कार्यक्रम को सफल बनाये।

पंचकूला, 28 अप्रैल-     सिविल सर्जन पंचकुला डॉ. मुक्ता कुमार के निर्देशानुसार उप सिविल सर्जन डॉक्टर स्नेह सिंह व पीसी पीएनडीटी अधिकारी डॉक्टर विकास गुप्ता की टीम ने पंचकुला के एमटीपी सेंटर्स व  अल्ट्रासाउंड  केंद्रों का निरीक्षण किया।

टीम ने सभी सेंटरों की चेकिंग के दौरान  सेंटर प्रभारियों को निर्देश दिए कि  समय-समय पर अपनी सारी रिपोर्टिंग सिविल सर्जन ऑफिस में भेजना सुनीचित करे। इन सेंटर्स को टीम द्वारा हिदायत की गई कि  सेंटर्स में अनियमित पाए जाने पर संबंधित सेंटर के खिलाफ सख्त विभागीय कार्रवाई   की जाएगी। इसके अलावा आने वाले समय में और भी अन्य सेंटरों की चैकिंग की जाएगी।

पंचकूला, 28 अप्रैल- हरियाणा के मुख्यमंत्री श्री मनोहर लाल के निर्देशानुसार खेल एवं युवा कार्यक्रम विभाग द्वारा मोरनी क्षेत्र के युवाओं के लिए स्वरोजगार स्थापित करने के लिए दूसरे चरण के प्रशिक्षण शिविर का आयोजन किया गया। यह प्रशिक्षण शिविर 20 से 29 अप्रैल तक गांव बोरी के नेचर कैंप में लगाया जा रहा है।


 खेल एवं युवा कार्यक्रम विभाग हरियाणा के निदेशक श्री पंकज नैन ने बताया कि शिविर में मोरनी के युवक एवं युवतियों को होमस्टे के बारे में व स्थानीय पर्यटन को बढ़ावा देने के लिए युवाओं को प्रशिक्षित किया गया। इस प्रशिक्षण शिविर में मोरनी के लगभग 10 गांवों से युवक एवं युवतियां भाग ले रहे हैं।


उन्होंने बताया कि प्रशिक्षण शिविर में साहसिक गतिविधियों के आयोजन, कैंप लगाने का प्रशिक्षण, सैलानियों को स्थानीय ट्रैक पर ले जाने का प्रशिक्षण, स्थानीय जड़ी-बूटियों व दार्शनिक स्थलों के बारे में जानकारी तथा स्थानीय संस्कृति के बारे में पूरी दुनिया को किस तरह जोड़ा जाए व सैलानियों को आकर्षित किया जाए के बारे में प्रशिक्षण दिया जा रहा है।


श्री नैन ने बताया कि कल 29 अप्रैल को हरियाणा के खेल एवं युवा कार्यक्रम विभाग के अतिरिक्त मुख्य सचिव डॉ महावीर सिंह इस प्रशिक्षण शिविर के समापन अवसर पर मुख्य अतिथि होंगे जबकि मुख्यमंत्री कार्यालय में रिसोर्स माबिलाईज़ेशन सेल के सलाहकार श्री योगेंद्र चौधरी की गरिमामई उपस्थिति रहेगी।  


उन्होंने बताया कि इस कार्यक्रम में युवाओं को प्रशिक्षण पूरा करने उपरांत प्रमाण पत्र व स्मृति चिन्ह देकर सम्मानित किया जाएगा। इस प्रशिक्षण शिविर का संचालन शिविर के नोडल अधिकारी श्री जोगेंद्र कुमार द्वारा किया जा रहा है।

Commissioner visits Sector 45 and Burail to take stock of issues related to basic amenities

Chandigarh, April 28:- Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation Chandigarh today visited Sector 45 and Burail to take stock of issues related to basic amenities being provided by the MCC alongwith to see the violations in the area.

The visit was started at 6.30 am in the morning.  This was the ‘on foot’ visit of Commissioner alongwith all the team of concerned engineers. The Commissioner was accompanied by Sh. Kanwarjit Singh Rana, area councilor, all Superintending Engineers and concerned Executive Engineers, SDEs, Junior Engineers of MCC, office bearers of Resident Welfare Associations and local residents.

During the visit the Commissioner asked the SE, public health to prepare plan for providing toilet blocks on outer phirni of Village Burail. She asked the SE, B&R that as the SSK in Burail is not in working condition therefore, proper planning for changing the SSK into multi-functional center for MCC field staff office shall be done.

The Commissioner asked the MOH for carrying out special drive for sterilization of stray dogs of village Burail. She asked the SE, B&R for removal of unauthorized cable/internet overhead wires in village Burail. She directed the SE, Horticulture for providing streetlight on internal road of village Burail

She directed the MOH for challaning of garbage vulnerable point in market area in village Burail and initiate legal procedure against the regular violators. She asked the SE, Public Health to prepare estimate for laying of sewer storm drainage system in the internal street of village Burail in Coordination with B&R wing within week. She said that provision of shallow tubewell for lowering of ground water level is also to be chalked out.

The Commissioner asked the Enforcement wing for removal of encroachment on the motor market at phirni road of village Burail by carrying out special consecutive drives. She directed the concerned officers for planning to convert the library/reading room into multipurpose room for citizen and removal of encroachment in Library.

F&CC to frame policy about entry tax for commercial vehicles to generate revenue

Chandigarh, April 28:- A meeting of Finance & Contract Committee, Municipal Corporation Chandigarh was held here today under the chairmanship of Smt. Sarbjit Kaur Dhillon, Mayor and attended by Ms. Anindita Mitra, IAS, Commissioner and other members of committee namely Sh. Mahesinder Singh Sidhu, Sh. Saurabh Joshi, Sh. Jasbir Singh, Smt. Gurbax Rawat, Smt. Taruna Mehta and other senior officers of MCC were present during the meeting.

The committee discussed and decided to explore possibility to introduce entry tax for commercial vehicles to generate revenue. The committee members also discussed and asked the concerned officers to frame policy regarding maintenance of parks through job work instead of manpower. On the issue of repairs in Govt. Houses owned by the MCC, the members asked the concerned officers to prepare estimates and put up consolidated agenda for 15-20 residential houses for repair/renovation of employees houses under the jurisdiction of MCC.

The members of committee discussed various other important agenda items in detail and accorded approval for the following:

1.     The committee members approved the agenda for purchase of Fire Equipments for newly purchased 03 Water tenders for Fire & Rescue Services, MC, Chandigarh at an estimated cost of Rs. 22.45 lacs. 

2.     The Committee accorded approval of providing lights on Sports Complex, Manimajra, Chandigarh at an estimated cost of Rs. 11.22 lacs.

3.      Special repair of Water Works House at Water Works Colony, Sector 32, Chandigarh at an estimated cost of Rs. 14.20 lacs

4.     Providing and Laying of 90mm & 110mm HDPE pipe line in various parks of Sector 29,32,33,45,51, Bapu Dham, Ramdarbar & Manimajra Chandigarh under the jurisdiction of SDE MCPH Sub Division No. 19, Chandigarh at an estimated cost of Rs. 43.98 lacs

5.     Providing and fixing railing on boundary wall on MHC, Manimajra, Chandigarh at an estimated cost of Rs. 43.10 lacs.

6.     Providing and installing furniture in Community Centre in Sundar Nagar, Chandigarh at an estimated cost of Rs. 7.20 lacs

7.     Providing and applying road marking paint on various roads and parking under the jurisdiction of Road Sub Division No. 8, MC, Chandigarh at an estimated cost of Rs. 19.75 lacs.

उपायुक्त अजय सिंह तोमर ने कहा है कि वन स्टॉप सेंटर (सखी) के माध्यम से घरेलू हिंसा तथा विभिन्न मामलों में पीडि़त महिलाओं को सुरक्षा के साथ-साथ कानूनी सहायता व सुविधाएं उपलब्ध करवाई जा रही है। स्थानीय लघु सचिवालय स्थित आवासीय कॉलोनी बी-10 में बनाए गए वन स्टॉप सेंटर में विभिन्न मामलों में पीडि़त महिलाओं को न केवल कानूनी सहायता प्रदान की जाती है बल्कि उनका मार्गदर्शन भी किया जाता है। इसके साथ-साथ उन्हें अस्थाई आश्रय व भोजन आदि सुविधाएं नि:शुल्क उपलब्ध करवाई जा रही है।


उपायुक्त ने बताया कि पीडि़त महिलाएं वन स्टॉप सेंटर की सुविधा लेने के लिए हेल्पलाइन नंबर 181 पर उत्पीडऩ के बारे में सूचना देकर सुविधाएं प्राप्त की जा सकती हैं। उन्होंने बताया कि योजना के तहत किसी भी प्रकार की हिंसा से पीडि़त महिलाओं को कानूनी सहायता, पुलिस सहायता, 5 दिन का अस्थाई आश्रय देना व खाना आदि सुविधाएं नि:शुल्क उपलब्ध करवाई जाती है। उन्होंने बताया कि योजना के तहत घरेलू हिंसा, मारपीट, दुष्कर्म, लैंगिक उत्पीडऩ, भावनात्मक उत्पीडऩ, बाल विवाह, महिला तस्करी, दहेज उत्पीडऩ, एसिड अटैक, साइबर क्राइम, लावारिस महिलाएं आदि को शामिल किया गया है। उन्होंने कहा कि वन स्टॉप सेंटर पीड़ित महिलाओं के लिए एक स्पोर्ट सिस्टम की तरह काम करता है और पीडि़त महिलाओं को आर्थिक, सामाजिक व मानसिक तौर पर सशक्त करने के लिए उनका मार्गदर्शन किया जाता है।

वन स्टॉप सेंटर इंचार्ज प्रवीण भाटिया ने बताया कि वन स्टॉप सेंटर में पीडि़त महिलाओं को पुलिस मेडिकल कानूनी व मानसिक सहायता उपलब्ध करवाई जाती है। उनका कानूनी मार्गदर्शन करने के साथ-साथ काउंसलिंग करने का कार्य भी किया जाता है। वन स्टॉप सेंटर का उद्देश्य महिलाओं पर हो रही हिंसा से संरक्षण करना है जिससे महिलाएं खुद को सुरक्षित महसूस करते हुए कानूनी सहायता प्राप्त कर सकती हैं। उन्होंने बताया कि महिला एवं बाल विकास विभाग द्वारा महिलाओं को समय-समय पर गांव स्तर पर जागरूकता कार्यक्रमों के माध्यम से वन स्टॉप सेंटर में दी जा रही सुविधाओं के बारे में जानकारी भी दी जाती है।

पंचकूला, 27 अप्रैल-   हरियाणा सरकार के चकबंदी विभाग द्वारा आज पंचकूला के सेक्टर-1 स्थित रैड बिशप में राज्यभर के कुल 18 पटवारियों/कानूनगों को सम्मानित किया गया। इस अवसर पर हरियाणा विधानसभा के अध्यक्ष श्री ज्ञानचंद गुप्ता, राजस्व एवं आपदा प्रबंधन विभाग के राज्य मंत्री श्री अनूप धानक अतिथि के तौर पर उपस्थित थे।


       चकबंदी विभाग की निदेशक आमना तस्नीम ने कार्यक्रम के आरंभ में अतिथियों का स्वागत करते हुए बताया कि आज जिन 18 पटवारियों/ कानूनगों को सम्मानित किया जा रहा है। उन्होंने कोविड-19 के दौरान सराहनीय कार्य किया था। उन्होंने आगे बताया कि जिन 65 गांवों में चकबंदी का कार्य बकाया है, उसको इसी वित्त वर्ष में पूरा कर लिया जाएगा।


      विधानसभा के अध्यक्ष श्री ज्ञानचंद गुप्ता ने अपने संबोधन में कहा कि कोविड के दौरान दो साल का समय बहुत ही मुसीबत भरा था। उन्होंने कहा कि अभी कोविड की अगली लहर के आने की संभावना जताई जा रही है, सभी सतर्क रहें और सावधानी बरतें। उन्होंने प्रधानमंत्री श्री नरेंद्र मोदी की कार्यकुशलता की सराहना करते हुए कहा कि उनके साहस और सही मार्गदर्शन के कारण देश का ज्यादा नुकसान होने से बच गया।
        राजस्व एवं आपदा प्रबंधन विभाग के राज्य मंत्री श्री अनूप धानक ने इस अवसर पर कोविड-19 के दौरान पटवारियों/कानूनगों  द्वारा किए गए कार्य की प्रशंसा की और बताया कि उपमुख्यमंत्री श्री दुष्यंत चैटाला ने इससे पहले जींद में भी बेहतरीन कार्य करने वाले पटवारियों को सम्मानित किया था।


        उन्होंने उम्मीद जताई कि सम्मानित होने वाले पटवारियों/कानूनगों भविष्य में भी सामाजिक कार्यों में बढ़-चढ़ कर हिस्सा लेते रहेंगे। उन्होंने चकबंदी के कार्य में तेजी लाने के निर्देश देते हुए कहा कि चकबंदी के कार्य से ग्रामीणों को बहुत लाभ होगा।

              इस अवसर पर 7 पटवारियों/कानूनगों को हीरो मोटो कॉप की ओर से मोटरसाईकिल व प्रशस्ति पत्र तथा 11 पटवारियों/कानूनगों को प्रशस्ति पत्र देकर सम्मानित किया गया।
इस अवसर पर उपायुक्त श्री महावीर कौशिक, राजस्व विभाग की विशेष सचिव श्रीमती मोनिका मलिक, नगर निगम महापौर कुलभूषण गोयल, हीरो मोटो कॉप की ओर से श्री करण हूण भी उपस्थित थे।

More than 30 students of PU Forensic Science cleared FACT examination

Students of Institute of forensic science and Criminology, Panjab University put another milestone to the Institute name by qualifying the Forensic Aptitude and Caliber Test (FACT and FACT Plus) which was conducted by the Ministry of Home Affairs (MHA), Government of India on 20 March 2022. More than 30 students from the IFSC Department cleared the exam.

Qualifying candidates for the FACT Plus are Priyanka Mankotia, Navpreet, Bharti, Tanya, Akanksha, Romika, Anjali, Bharti and Jashanjot Kaur.

Qualifying candidates for the FACT exam are Shaurya Rajput, Abhishek Thakur, Damini Thakur, Navreet, Mamta, Richa, Vibhuti and Shavi of batch 2020-22. Ishika, Ajay, Manpreet, Mridul, Nandini, Loric, Sukriti, Simran, Parul, Mitali, Zerish, Damini, Anshika, Reety and Sonali of batch 2019-21. Agreema, Deepti and Anjali of Batch 2018-2020. Shikha and Priya of batch 2017-2019. Anchal of batch 2016-2018.              

The chairperson Dr. Vishal Sharma has bestowed best wishes for the qualified candidates and said that these candidates will now be eligible for getting employed in various state and Central Forensic Science Laboratories all over India. It is an all-India qualifying test with the objective of testing the comprehensive aptitude and skills of students who have pursued Post Graduate subjects in forensic science. It was an CBT based online examination testing the candidates command over basic concepts and specialized forensic science subjects i.e. Forensic Physics, Forensic Ballistics, Forensic Document examination, Cyber Forensics, Forensic Chemical Sciences and Forensic Biological Sciences.

He further stated in addition to this more than six students qualified National level UGC- NET examination 2021. The students who qualified UGC-NET 2021 were Romika (NET-JRF), Priya (NET), Anjali (NET), Taniya Arora (NET) and Ajay (NET), Akanksha Sharma (NET).
