पंचकूला, 17 फरवरी-   हाई पावर्ड कमेटी की 12 वीं बैठक न्यायमूर्ति श्री राजन गुप्ता, न्यायाधीश, पंजाब एवं हरियाणा उच्च न्यायालय तथा कार्यकारी अध्यक्ष, हरियाणा राज्य विधिक सेवा प्राधिकरण की अध्यक्षता में आयोजित की गई। यह बैठक 2,580 दोषियों, जिन्हें हाई पावर्ड कमेटी के आदेशों के तहत रिहा किया गया था, के पुनः प्रवेश की अनुमति हेतू आयोजित की गई।


इस बैठक में श्री राजीव अरोड़ा, अतिरिक्त मुख्य सचिव, गृह विभाग,  श्री के0 सेल्वराज, आईपीएस (सेवानिवृत्त), जेल महानिदेशक और श्री प्रमोद गोयल, जिला एवं सत्र न्यायाधीश सदस्य सचिव, हरियाणा राज्य विधिक सेवा प्राधिकरण ने भाग लिया।


उक्त समिति बनने के बाद से, यह समिति जेलों के अंदर कोरोना संक्रमण के जोखिम से बचने के लिए दोषियों/विचाराधीन कैदियों की पैरोल/जमानत प्रदान अथवा बढ़ा रही है। मौजूदा स्थिति को देखते हुए, इस समिति ने 09 चरणों में हाई पावर्ड कमेटी की सिफारिशों के तहत पैरोल पर रिहा किए गए दोषियों का फिर से प्रवेश शुरू करने का फैसला किया है। जेल अधिकारियों को निर्देश दिया गया है कि दोषियों का फिर से उच्चाधिकार समिति द्वारा निर्धारित मापदंड के अनुसार पुनः प्रवेश सुनिश्चित करें और यह भी सुनिश्चित करें कि दोषियों का पुनः प्रवेश, उनके कारावास की अवधि के आधार पर दिनांक 23.02.2021 से हो। जेल अधिकारियों और स्वास्थ्य अधिकारियों को निर्देश दिया गया है कि वे एक-दूसरे के साथ तालमेल करें और 2,580 दोषियों के प्रवेश के समय सख्त परीक्षण और प्रोटोकॉल का पालन करें।


इस बैठक में यह निर्णय भी लिया गया है कि जिन कैदियों को 01.02.2021 को पैरोल/फर्लो पर रिहा किया गया था, वे सक्षम प्राधिकारियों द्वारा उन्हें दी गई पैरोल/फर्लो की अवधि समाप्त होने पर आत्मसमर्पण करेंगे।


  कोविड-19 संक्रमण के कारण, कैदियों को उनके परिवार के सदस्यों के साथ मिलने/बैठक को निलंबित कर दिया गया था, अब हाई पावर्ड कमेटी ने कैदियों को अपने परिवार के सदस्यों के साथ एक सप्ताह में सोमवार से शुक्रवार तक फिर से मुलाकात शुरू करने की अनुमति दी है। विचाराधीन कैदियों और दोषियों को भी हर शनिवार को अपने वकीलों से मिलने की अनुमति दी गई है। एक महीने में दो बार अपने परिवार के सदस्यों के साथ विचाराधीन कैदी मिलेंगे, जबकि दोषियों को महीने में एक बार मिलने की अनुमति होगी। जेल अधिकारियों को निर्देश दिया गया है कि वे मिलने के दौरान संक्रमण से बचने के लिए सभी एहतियाती सुरक्षा उपाय करें जैसे की मास्क पहनना, हाथों की सफाई व सामाजिक दूरी आदि।

इसके अलावा इस समिति ने जेल अधिकारियों को सुरक्षा के आधार पर या कोविड-19 मुद्दों के मद्देनजर एक जेल से दूसरे जेल में कैदियों के स्थानांतरण करने की अनुमति दी है।
दोषियों/विचाराधीन कैदियों को पैरोल/जमानत पर छोड़ने की वजह से जेलों में आवश्यक जगह बन पायी, जिसके फलस्वरूप जेल प्राधिकरण कोविड-19 महामारी पर अच्छी तरह से नियंत्रण कर पाये।  हरियाणा की जेलों में हाई पॉवर्ड कमेटी के आदेशों के तहत सुझाए और लागू किए गए दिशा-निर्देशों के कारण कोविड संक्रमण के कोई बड़े मामले सामने नहीं आए।

Chandigarh, February 17:- Chandigarh has become one of the 25 cities in India shortlisted for the stage II of nation-wide Cycles4Change  Challenge, organised under the Smart Cities Mission of the Centre. About 107 cities participated in the challenge which aimed at making cities cycling friendly post-covid. Among the 107 cities 41 cities gave their proposal and strategy presentation for evaluation by the Minsitry of Housing and Urban Affairs.

Chandigarh Smart City Limited (CSCL) initiated strategic action plans based on three broad principals of social media engagement, community involvement and implementation of pilot intervention at Sukhna Lake and Sector 36 V4 road to promote cycling. Several activities have been taken up  in the city in the last 6 months such as free cycle repair workshop, online perception survey, pilot launch of Public Bicycle Sharing System, Cycle Rallies, Cycle themed photo and video competition, lighting of cycle tracks among other initiatives.

Chandigarh Smart City Limited (CSCL) has as well initiated the Draft Bicyling Plan for the city to be taken up by Healthy Street Cell and to be finalized by the Apex Committee headed by the Municipal Commissioner, Chandigarh. Now, the city is further preparing for second round to give a presentation to the jury to get selected among 11 cities which will receive a scale up support of Rs 1 crore,”.

Notably, the CSCL has already constructed dedicated 200km-long cycle track in entire city and further will be constructing more such tracks to connect the periphery and the city industrial areas to boost last mile connectivity and NMT. Chandigarh is also gearing up for launch of its 1st phase of Public Bicyle Sharing System with 1250 bicycles at 155 docking stations spread across the city.

एसडीएम दिलबाग सिंह ने कहा कि कुपोषण की रोकथाम व इससे बचाव के लिए जन जागरूकता लाना जरूरी है। विशेष कर माताओं एवं बच्चों में होने वाले कुपोषण संबंधी समस्याओं से निपटने के लिए लोगों को जागरूक करना बहुत जरूरी है। उन्होंने कहा कि किसी भी स्वस्थ व सुदृढ समाज के लिए महिलाओं व बच्चों का स्वस्थ और तंदुरूस्त होना बहुत जरूरी है।


उन्होंने कहा कि कुपोषण की रोकथाम व अच्छे पोषण को बढावा देने के के उद्ेश्य से सरकार जहां विभिन्न योजनाएं क्रियान्वित कर रही है, वहीं समय-समय पर जागरूकता अभियान भी चला रही है। इसी कड़ी में महिला एवं बाल विकास विभाग की ओर से पोषण अभियान के तहत नाटक मंडलियों द्वारा गांव-गांव जाकर नाटक मंचन कर लोगों को स्वास्थ्य के साथ-साथ स्वच्छता को लेकर जागरूक किया जा रहा है।


एसडीएम ने बताया कि महिला एवं बाल विकास विभाग की ओर से नाटक मंडलियों द्वारा गांवों में नाटकों के माध्यम से महिलाओं एवं बच्चों में खून की कमी को दूर करने, पौष्टिïक भोजन के महत्व बारे जानकारी देने के साथ-साथ प्रदेश सरकार की जन कल्याणकारी योजनाओं बारे में अवगत करवाया जा रहा है। कलाकार नाटक के मध्यम से आमजन को विशेषकर महिलाओं को खान पान व स्वास्थ्य के प्रति लापरवाही से होने वाली बीमारियों से  बचाव के तरीकों बारे जानकारी दे रहे हैं। इसके साथ ही पौष्टिïक आहार लेने व अच्छे स्वास्थ्य के प्रति सचेत रहने का संदेश भी दिया जा रहा है। इसके अलावा आमजन को साफ-सफाई के महत्व के बारे में बताते हुए अपने घरों व आसपास में स्वच्छता का माहौल बनाए रखने की अपील की जा रही है, ताकि गंदगी से फैलने वाली बीमारियों पर रोकथाम लग सके।

                    उपायुक्त प्रदीप कुमार ने बताया कि नागरिकों को विभिनन योजनाओं व सुविधाओं का लाभ पारदर्शिता व सरलता से उपलब्ध करवाना प्रदेश सरकार की प्राथमिकता है। भविष्य में आमजन को सरकार की योजनाओं का लाभ परिवार पहचान पत्र के माध्यम से मिलेगा। इसके लिए जिला में परिवार पहचान पत्र बनाने के साथ-साथ अपडेशन का कार्य तेजी से किया जा रहा है। अबतक दो लाख 86 हजार 359 परिवारों का डाटा अपडेट किया जा चुका है। बड़ागुढा में 26 हजार 364, डबवाली में 48 हजार 182, ऐलनाबाद में 31 हजार 679, कालांवाली में 5487, नाथूसरी चौपटा में 39 हजार 63, रानियां में 38 हजार 345, सिरसा में 73 हजार 564 तथा ओढ़ां में 23 हजार 675 परिवारों का डाटा अपडेट किया जा चुका है। उन्होंने बताया कि जल्द ही परिवार पहचान पत्र अपडेशन का कार्य शतप्रतिशत पूरा कर लिया जाएगा। उन्होंने बताया कि भविष्य में परिवार पहचान पत्र के माध्यम से ही पात्र नागरिकों को योजनाओं व सुविधाओं का लाभ मिलेगा, इसलिए नागरिक अपना परिवार पहचान पत्र जरुर बनवाएं।


                    उन्होंने बताया कि नागरिक अपने नजदीकी कॉमन सर्विस सैंटर में जाकर परिवार पहचान पत्र निशुल्क बनवा सकते है। शहरी व ग्रामीण क्षेत्रों में योजनाबद्ध तरीके से परिवार पहचान पत्र बनाए जा रहे हैं और जल्द ही शतप्रतिशत कार्य पूरा कर लिया जाएगा। उन्होंने बताया कि समय-समय पर परिवार पहचान पत्र बनाने के कार्य की समीक्षा की जा रही है और प्रदेश के मुख्यमंत्री स्वयं भी निगरानी रखे हुए हैं और साथ में इस कार्य की प्रगति फीडबैक भी लेते रहते हैं। इसके अलावा सरकारी अधिकारी व कर्मचारी स्वयं का परिवार पहचान पत्र बनाने के साथ-साथ आमजन को परिवार पहचान पत्र बनवाने के लिए जागरूक कर रहे हैं।

                    उपायुक्त प्रदीप कुमार ने बताया कि कोई भी व्यक्ति सरल – अंत्योदय केंद्र, कॉमन सर्विस सैंटर, बीएलओ के माध्यम से परिवार पहचान पत्र बनवा सकता है। उन्होंने कहा कि कॉमन सर्विस सैंटर में परिवार पहचान पत्र में शुद्धिकरण या अपडेट करवाया जा सकता है, इसके लिए वोटर आईडी कार्ड, आधार कार्ड आदि दस्तावेज आवश्यक हैं। परिवार पहचान पत्र बनने से सरकार की विभिन्न जन कल्याणकारी योजनाओं का लाभ संबंधित व्यक्तियों को मिलना सुनिश्चित होगा। इसके अलावा सरकार की सभी योजनाओं का लाभ लेने के लिए परिवार पहचान पत्र देना अनिवार्य कर दिया गया है।

                    जिला समाज कल्याण अधिकारी नरेश बत्रा ने बताया कि सामाजिक न्याय एवं अधिकारिता विभाग द्वारा बुढापा, विधवा व दिव्यांग पेंशन लाभार्थियों के लिए परिवार पहचान पत्र अनिवार्य कर दिया गया है। इसके अलावा विभाग की अन्य योजनाओं को भी परिवार पहचान पत्र से जोड़ा जा रहा है। उन्होंने जिला में विभाग द्वारा विभिन्न योजनाओं के तहत पेंशन प्राप्त कर रहे लाभार्थियों से आह्वïान किया है कि वे शीघ्र अपने परिवार पहचान पत्र बनवाना व अपडेट करवाना सुनिश्चित करें, ताकि उन्हें विभाग द्वारा पेंशन का लाभ मिलता रहे।

                    उपायुक्त प्रदीप कुमार ने कहा है कि वन स्टॉप सेंटर (सखी) के माध्यम से घरेलू हिंसा तथा विभिन्न मामलों में पीडि़त महिलाओं को सुरक्षा के साथ-साथ कानूनी सहायता व सुविधाएं उपलब्ध करवाई जा रही है। स्थानीय लघु सचिवालय स्थित आवासीय कॉलोनी बी-10 में बनाए गए वन स्टॉप सेंटर में वर्ष 2019 से लेकर अबतक विभिन्न मामलों में पीडि़त 256 महिलाओं को न केवल कानूनी सहायता व मार्गदर्शन किया गया बल्कि अस्थाई आश्रय व भोजन आदि सुविधाएं नि:शुल्क उपलब्ध करवाई गई है।


                    उपायुक्त ने बताया कि पीडि़त महिलाएं वन स्टॉप सेंटर की सुविधा लेने के लिए हेल्पलाइन नंबर 181 पर उत्पीडऩ के बारे में सूचना देकर सुविधाएं प्राप्त की जा सकती हैं। उन्होंने बताया कि योजना के तहत किसी भी प्रकार की हिंसा से पीडि़त महिलाओं को कानूनी सहायता, पुलिस सहायता, 5 दिन का अस्थाई आश्रय देना व खाना आदि सुविधाएं निशुल्क उपलब्ध करवाई जाती है। उन्होंने बताया कि योजना के तहत घरेलू हिंसा, मारपीट, दुष्कर्म, लैंगिक उत्पीडऩ, भावनात्मक उत्पीडऩ, बाल विवाह, महिला तस्करी, दहेज उत्पीडऩ, एसिड अटैक, साइबर क्राइम, लावारिस महिलाएं आदि को शामिल किया गया है। उन्होंने कहा कि वन स्टॉप सेंटर पीडि़त महिलाओं के लिए एक स्पोर्ट सिस्टम की तरह काम करता है और पीडि़त महिलाओं को आर्थिक, सामाजिक व मानसिक तौर पर सशक्त करने के लिए उनका मार्गदर्शन किया जाता है।

                    महिला एवं बाल विकास विभाग की जिला कार्यक्रम अधिकारी डा. दर्शना सिंह ने बताया कि वन स्टॉप सेंटर में पीडि़त महिलाओं को पुलिस मेडिकल कानूनी व मानसिक सहायता उपलब्ध करवाई जाती है। उनका कानूनी मार्गदर्शन करने के साथ-साथ काउंसलिंग करने का कार्य भी किया जाता है। वन स्टॉप सेंटर का उद्देश्य महिलाओं पर हो रही हिंसा से संरक्षण करना है जिससे महिलाएं खुद को सुरक्षित महसूस करते हुए कानूनी सहायता प्राप्त कर सकती हैं। उन्होंने बताया कि महिला एवं बाल विकास विभाग द्वारा महिलाओं को समय-समय पर गांव स्तर पर जागरुकता कार्यक्रमो ंके माध्यम से वन स्टॉप सेंटर में दी जा रही सुविधाओं के बारे में जानकारी दी जाती है।

Around 84000 students of Undergraduate/Post Graduate/Other Professional Courses including USOL/Private have appeared today in the online examination conducted by Panjab University which commenced today. Exams for 78 papers were conducted on Day 1 of the Exams. The examinations are being conducted in 2 slabs of 9.30am-12.30 pm and 1.30pm-4.30 pm.

All the Colleges/Departments downloaded the question papers as per the scheduled time from PU Website and official email IDs provided to them. The question papers were further distributed to students through various electronic modes.

UIPS Conducted Outreach activity Under Rashtriya Aavishkar Abhiyan

            Rashtriya Avishkar Abhiyan is a novel concept developed and launched on 9th July, 2015 by Late Dr A.P.J. Abdul Kalam, Former President of India and it is still running successfully in the country by Ministry of  Education. The aim is to inculcate a spirit of inquisitiveness, creativity, excitement and love for Science and Mathematics in school children through inside and outside classroom activities, observation and experimentation. It is a joint framework across School Education and Higher Education to motivate children in learning Science, Mathematics and Technology.

            Keeping in view the present pandemic times, the RAA was organised in the Government Model School, Sector 8-B, Chandigarh itself where Dr Anurag Kuhad, Dr Neelima Dhingra, Dr Sangeeta Pilkhwal Sah and Dr Ranjana Bhandari Assistant Professors from UIPS interacted with science and humanity students of Class 11th-12th. The highlights of the interaction were virtual tour to the Panjab University and the institute (UIPS) through videos. Dr Anurag Kuhad shared information regarding rich academic and research heritage of Panjab University, its distinguished alumni, and entrance examination specifically PU-CET-UG, PUTHAT, PU-BA/B.Com LLB (5 year) integrated course for various Bachelor’s program running in the University and their future scopes. The virtual tour of the institute showcased that Panjab University is one of the oldest universities in India which was established in 1882 as University of Panjab at Lahore and the University Institute of Pharmaceutical Sciences is one of its stalwart institute known for excellence in pharmaceutical education and research across the country. Further the detailed coverage of the courses offered at UIPS, their scopes; infrastructure and state of art facility of the UIPS made students curious and they were inclined to know more about the Pharmacy Profession.

            Dr Neelima Dhingra initiated her interaction with the word “Pharmacy” and made students acquainted with the word by sharing that how pharmacy profession imparts a positive impact on public health service by discovering new drugs, ensuring the safe and effective use of medications.

            Further the emphasis on the role of India as “Pharmacy of the World” in the current unprecedented times by Dr Sangeeta Pilkhwal Sah motivated the students to take this profession as a career.

            Dr Ranjana Bhandari advocated that how adoption of entrepreneurship principles is very important in the field of pharmacy. It’s only the entrepreneurs who have made India world’s largest generic drugs exporter to the world. India has become a pharma manufacturing hub because of the efforts of entrepreneurs in the pharma market.

            The outreach acivity by UIPS under this Rashtriya Avishkar Abhiyan evoked a huge response among students. The speakers were flooded with number of questions about Honours School, courses available, entrance test requirements, eligibility, fee structure, job prospects and future career options. Dr Anurag Kuhad explored students to “Joy of Science” and inspire them to join sciences as future career path.

            This outreach activity was organised after the directions of State Project Director-Cum Director School Education Samagra Siksha, Chandigarh by Mrs Sunita Singh (Principal), Mr Paramjeet Singh (Lecture Physics) and Mr Rajesh Kumar (JBT) from Government Model Senior Secondary School, Sector 8-B, Chandigarh.
