A 39 member delegation of civil servants of Bangladesh visits Panchkula as part of capacity building programme

A 39 member delegation of civil servants of Bangladesh today visited Panchkula as part of a capacity building programme. The delegation held a meeting with senior officers of the district administration at PWD Rest House, Sector-1 about the administrative structure and functioning of the district administration and welfare schemes being implemented by the State Government.
Deputy Commissioner, Sh Mahavir Kaushik welcomed the delegation and also got a brief introduction from the Bangladesh Civil Servants. Deputy Commissioner of Police, Sh. Sumer Pratap Singh and Additional Deputy Commissioner, Smt. Varsha Khanagwal was also present on this occasion.
A capacity building programme in the field of administration for the civil servants of Bangladesh is being organized from January 9 to 20 at the National Center for Good Governance, Mussoorie. This is one of the commitments under the joint declaration between Bangladesh and India during the Prime Minister’s visit to Bangladesh. In the same series, an exposure visit of the civil servants of Bangladesh was arranged with the officers of the District Administration, Panchkula.
Sh Mahavir Kaushik in a detailed presentation on District Administration said that the District is considered as the most important unit of Administration in India. The District Administration acts as a bridge between the citizens and the Government. It is through the District Administration that the Government policies and programmes for the welfare of people are implemented. He informed that district Panchkula was formed on August 15, 1995 as the 17th district of Haryana. The total area of the district is 816 Square Kilometers and it consists of two sub-divisions, three tehsils, two sub-tehsils, 4 blocks and 4 Kanungo circles. According to the 2011 census, the district has a total population of 5,61,293 and the literacy rate is 81.88 percent
He said that the Deputy Commissioner is the overall in-charge of the general administration in the district and ensures implementation of government programmes and policies and supervises the development works. As District Magistrate, the Deputy Commissioner is the Principal Executive Magistrate for the enforcement of law and order and also exercises judicial powers under certain sections of the preventive chapters of the CRPC. As a Collector; Deputy Commissioner is the registrar and is responsible for the registration of property and related documents in the district.
Additional Deputy Commissioner Smt, Varsha Khanagwal, who is also the Chief Planning and Development Officer of Panchkula, spoke about the District plan schemes. He said that under this scheme, a District Development and Monitoring Committee headed by a Minister has been constituted, which approves the development works to be executed in the district during the year. After the completion of works, the created assets are handed over to the concerned gram panchayats or municipality for proper utilization and maintenance. The District Plan is based on realistic assessment of the ground realities, potential problems and local needs of the people.
Deputy Commissioner of Police, Sh Sumer Pratap Singh said that the Deputy Commissioner and Deputy Commissioner of Police work in close coordination to maintain law and order in the district. He informed that Panchkula has a total 13 Police Stations including two Traffic Police Stations, one Mahila Police Station and one Cyber Police Station. Traffic management is one of the important aspects of policing. He said that in view of the rapid urbanizations, the Police Commissionerate system has been implemented in many states of the country. In Haryana, after Panchkula, Faridabad and Gurugram , the State Government has now created Sonipat as new police commissionerate.
Chief Executive Officer, Zila Parishad, Sh Gagandeep Singh said that schemes like Mahatma Gandhi National Rural Employment Guarantee Scheme have proved as a boon for the poor people especially during Covid-19. The target of maximum man days in the district was achieved under the scheme during Covid so that the livelihood of poor people is not affected.
On behalf of the delegation, Sh Shakwat Jamel Shoyekat presented a vote of thanks. He thanked the district administration for their warm welcome and giving detailed information about various welfare schemes of the Government. He said that information gained in the meeting would help them in discharging their duties more effectively and efficiently. He also thanked the District Administration for the hospitality and said that they would take sweet memories from Panchkula which they would cherish for a long time.
Later, the members of the delegation also visited the office of Deputy Commissioner at Mini Secretariat, Sector-1. They also witnessed the proceedings of SDM Court in presence of SDM Smt Mamta Sharma.
City Magistrate Sh Gaurav Chauhan, Course Coordinator Dr. M.K Bhandari and members of the delegation were also present on this occasion.
