Expert Talk Series at PU, Bio Physics

As schools & universities increasingly move to online & remote learning to help mitigate the Spread of the Coronavirus outbreak, the Department of Biophysics at Panjab University has implemented a thoughtful & strategic approach to deliver high-quality educational experience to its students by initiating an “Expert talk Series”.

The programme Coordinator & Chairperson of the Department Dr. Avneet Saini emphasized on the significance of such talks & interactions in the present day scenario where the mode of education as well as interaction has completely shifted to online mode.

The main motive of these Expert Talks is to inspire our students & provide quality educational experiences by including a multitude of learners from across the world. The session was presided over by Dean Research, Panjab University, Prof. V.R Sinha who emphasized on the importance of adapting to new ways of acquiring knowledge and education.

The Inaugural Talk of the series on COVID-19 Pandemic: Dragon’s Fire or Nature’s Fury, was delivered by Dr. A.K. Singh, Director General (Life Sciences), Defense Research & Development Organization, New Delhi. He is also the Alumni of Biophysics Department, Panjab University, Chandigarh. Dr. Singh gave a very captivating talk that took us down the line from where we started to the present scenario. The Ecstasy, pain & burden that COVID -19 has bought in the country was also discussed. The students & researchers actively participated in the discussion that followed.

 The Chairperson thanked the Speaker, all dignitaries & students for making the event a success.

71st Constitution Day by NSS, UILS, PU

NSS team in collaboration with Legal Aid Society of University Institute of Legal Studies organised the administration of pledge on fundamental duties based on Preamble to the Constitution of India on the occasion of the 71st Constitution Day. The event commenced with a welcome address given by Director of UILS, Prof. (Dr.) Rajinder Kaur to the NSS team and the whole non-teaching staff of UILS.

The event was a huge success due to the efforts of teacher coordinators Dr.AmitaVerma, Dr.Karan Jawanda and Dr.Anupam Bahri under the guidance of the Chief Patron Prof.Raj kumar,  Vice Chancellor. Panjab University who always motivates  to conduct various events so we can have a holistic approach towards education.

Constitution Day Lecture at PU

Professor KK Kailash of Hyderabad Central University made a presentation on ‘Generations of Constitutional Studies in India’ in the Department of Political Science, Panjab University to  commemorate  the constitution day.

The lecture was presided by Professor V. R. Sinha, Dean Research, Panjab University. Professor Sinha in his inaugural remarks drew the attention of the faculty members, research scholars and the students that as citizens we are committed to the supreme law of the land in the form of the constitution which is both a sacred and a living document.

Welcoming the speaker Professor Ashutosh Kumar pointed out that the Constitution of India performs the following task: setting up the institutional-legal design of democracy; structuring the norms and values that govern the democratic politics; mapping out the rules of the game by introducing checks and balances; establishing both elected and non-elected institutions and finally giving us a vision of what it means to be an Indian citizen. Recalling the dominant concerns of the constituent assembly members who faced huge challenges, he referred how while framing the constitution they were committed to establish and strengthen democratic institutions, ensuring national unity, integrity and security and to bring about social and economic changes for the betterment of marginal people and groups.

Professor KK Kailash in his Constitution Day lecture, presented an overview of the academic literature in the form of commentaries and treatises by the legal luminaries, law and social sciences academics that has come up in the last seven decades of our independence. He classified them into four generations chronologically and showed how they have been thematically distinct from each other in terms of their research focus. The first generation of literature on the constitution reading was legalistic, descriptive and morphological in nature burdened by constitutional history of India. There was an attempt in these works to read the Indian constitution in terms of colonial legal and constitutional reforms, evolution of norms, conventions and procedures after its commencement. 

He further added that these texts also entailed the comparison of the Indian Constitution with the liberal constitutions of older democracies. Second generation of the studies focused on the social, cultural and political milieu that shaped the minds of the constitution makers. It also focused on the ideological strands that influenced the making of the constitution. Also was an attempt to relate the foundational principles enshrined in the constitution to the cherished principles that guided the nationalist movement in India. The third generation of the studies focused on the ensuing debates about some of the constitutional provisions related to secularism, affirmative action, rights, citizenship, welfare, role of the state, among others from a political sociological perspective. Fourth and the current generation of studies are being undertaken by former graduates of national law schools of India who due to their advantage of being trained both in constitutional law and also social sciences have been undertaking legal-theoretical studies of the Constitution of India which are political also in the nature. Their focus has been mainly on the public institutions and offices of Indiasetup under the Constitutional provisions, the doctrines like basic structure and also a deeper analysis of the constituent assembly debates.

INVEST WITH CAUTION Discussed at A Webinar by UIAMS

University Institute of Applied Management Sciences, Panjab University organized a webinar on “Commodity Derivative and Investor Education”. Mr. Sanjay Ghakar, Vice President, Multi-Commodity Exchange of India Ltd., New Delhi and Mr. Yogesh Chander, Manager, Securities and Exchange Board of India were the key speakers and was attended by over 200 participants.

Mr. Sanjay Ghakar talked about commodity market intertwined with how commodities are different from other investment avenues. When commodity prices are talked about, Forex Rates, Geo political situations, consumption patterns are some of parameters that are required to be factored in. In addition, he also deliberated on what is commodity price risk and how to alleviate it by using Spot market, Forward market, clearing corporation and hedging intertwined with a lot of  tips on portfolio diversification (how involving commodities can reduce risk). He ended up saying that financial markets require way more penetration as of  now, they are less than even 5% and India being one of largest producer and consumer of commodities because of sheer size of its population wants more innovative financial instruments so as to hedge the price risk in Commodities market. For this, SEBI has already started trading in options also which is a welcome step.

Mr. Yogesh Chander from SEBI divulged a lot information  and started off  with the key players in Securities market like Major Exchanges, Clearing Corporations and Depositories and how Securities market has evolved in all these years. He also explained the exemplary role of SEBI as a regulator of Securities market established itself and  is protecting interest of investors and developing securities market for smooth functioning in tandem he also made students aware of multitude of   products available in securities market like equity, debt. He also emphasized on how mutual funds are instrumental in diversification, benefits of SIP, various schemes like ELSS (Equity linked Saving Schemes) for tax exemption and power of compounding (which Einstein called as 8th wonder of World). He also cautioned students about various Ponzi Schemes through an example and CIS (Collective Investment Scheme) regulation in SEBI Act to deal with them. At the end, he walked participants through the various awareness programs SEBI is orchestrating in various parts of India through these webinars and also grievances redress platform SCORES.

The participants were given a whole new concept which helped them put in perspective a lot of information regarding commodity markets and why they are of paramount importance in the current scenario. The seminar intrigued the students and they ended up asking a lot of questions which were successfully  taken up by the eminent guests and concomitantly were answered too which made this event an eye-opener for the students.

PU Granted Patent for Electronics Preferential Voting Machine

Panjab University, Chandigarh has been granted patent for Electronics Preferential Voting Machine (EPVM) which relates to a voting system based on preferential voting as per single transferable vote method. Prof. Manoj Kumar Sharma of University Institute of Engineering and Technology(UIET) is the inventor of the EPVM and the work was started in 2010 and the design is being modified with improved features. In the EPVM, the complete election process (voting as well as counting) is automated i.e. voting is done using electronics machine and counting is done using the software.

 At present, in India, an election based on the preferential voting system is conducted for the selection of various prestigious posts including President of India, Members of Rajya Sabha, Members of Bar Councils, Members of Senate of Panjab University Chandigarh, etc. The Prestigious Oscar awards are also decided on the basis of same voting system. Till now, the election based on the preferential voting system is held using a paper ballot and counting is done manually. However, in EPVM, the voting is done on electronic machine and counting is done using the software.

In preferential Voting system, the most preferred candidate is the winner instead of one getting maximum first votes as the case of general elections. The preferential voting system is a more democratic process as it demonstrates the decision of the masses. However, because of the complexity of the process it is not used generally.

The EPVM designed at UIET, PU will make the system of voting automated, easy to adopt and simple to use. EPVM will facilitate a smarter method conducting elections in bodies, like bar councils, associations, unions, etc.. This will promote other organisations also to adopt this improved system of conducting elections. 

The University is looking forward to use of the EPVM machine, which is now being developed with support from DST and DIC. In order to make multiple machines and deploy it for validation, merits and feedback, the university is exploring the possibility of some private players joining for promoting this machine.

The 7-days online Faculty Development Programme organized by the UGC-Human Resource Development Centre, Panjab University, Chandigarh under the aegis of RUSA 2.00, from 17- 23.11.2020 on the theme Enhancing Visibility & Quality of Research Output and Research Ethics, concluded today.

The theme of the program was very relevant in the current research scenario, said Dr. Neeraj Kumar Singh, Deputy Librarian and the course coordinator. The FDP was attended by 35 participants including faculty members, librarians, and research scholars from various states such as Kerala, Himachal Pradesh, New Delhi, Maharashtra, Karnataka, Punjab and Chandigarh. Every day there were 3 technical sessions, a review session and an assignment was given to the participants. Eminent national and international resource persons from academic and publishing industries from different organizations were invited.

The chief guest for the function was Prof Avinash Chandra Pandey,Director, Inter University Accelerator Centre (IUAC),New Delhi. IUAC is an autonomous body of UGC established in 1984. He dwelled in detail on ethics not only in research but also in everyday life. He spoke on the theme and explained the concept taking examples from the Gita and the current scenario. A good university teaches, whereas a great university transforms- a good university produces graduates but a great university produces leaders. The participants of the course gave their feedback about the program and were of the view that they have learnt many new concepts and ideas during the program and were going to benefit their institutions in many ways. At the end Dr Neeraj Singh presented a brief report of the course followed by the vote of thanks

Professor Raj Kumar Vice Chancellor, Punjab University, Chandigarh along with Professor R K Singla, Dean of University instruction  visited the labs  of Botany Department and University institute of  Pharmacy  to oversee the upkeep and on-going research activities in these laboratories.

Two day conference on Ramanujan concludes at PU

The Department of Mathematics, Panjab University, Chandigarh, in association with the Chandigarh Chapter of the National Academy of Sciences, India and the Society for Promotion of Science of Science & Technology in India (SPSTI)organized a two day online conference,“Life, Work and Legacy of Srinivasa Ramanujan”, to commemorate his 100th death anniversary. 

Two sessions were organized, on November 20 and 21. They were attended by 100 participants on the zoom and around 5900 reached on Facebook page of SPSTI. Former Vice Chancellors of PU Prof. Arun Grover and Prof K.N. Pathak along with Prof. I. B. S. Passi,well known Mathematician from the Department, graced the occasion.

The session on November 20, 2020 started with welcome address by Prof. Gurmeet Kaur Bakshi, Chairperson, Dept. of Mathematics, PU. Shri DharmVir, President, SPSTI gave a brief introduction of the work and initiatives of SPSTI for promotion of science and technology among young minds.

The first lecture, “the tragedy and triumph of life of the genius”, was delivered by Padma Shri Prof. Dinesh Singh, Chancellor, K. R. Mangalam University, Gurugram and former VC, Delhi University. He dwelled on the life of Ramanujan and presented the achievements and challenges he faced in a very lucid manner. He mentioned how inspite of facing many difficulties throughout his life he pursued his grand passion for till his last breath. 

Ramanujan was the first to show the British that Indians not only can match them but can also be better. During his short life span, the great Mathematician Srinivasa Ramanujan (1887 – 1920) independently compiled nearly 3900 results (mostly identities and equations).

The next speaker, Prof. George Andrews, Evan Pugh Professor of Mathematics at Pennsylvania State University, Prof. Andrews deliberated on how Ramanujan may have thought of the mock theta functions. He engaged the participants with a detailed derivation of mock theta functions and also mentioned that there are three more functions which Ramanujan mentioned in his last letter to Prof. G.H. Hardy which are higher order series, not related to each other, and remain mysteries till today. Both the lectures followed with questions which were answered in detail by both the speakers.

The last session of the conference was on November 21 in which Prof. A.K. Agarwal, Dept. of Mathematics, Panjab University, Chandigarh, delivered a very insightful and critical lecture, “The Legacy of Srinivasa Ramanujan”. The Mathematician talked on various aspects of his life and research considering his family, his struggle and also his spirituality. His practical approach to the life of Ramanujan made the audience on Zoom and facebook page of SPSTI connected with both the Speaker and the great Ramanujan. The talk ended with a discussion on inclusion of Ramanujan’s work at junior classes as well.
