Chandigarh, August 18:- Moving towards giving a big relief to the residents of Daddumajra and the entire city , the Municipal Corporation Chandigarh has issued the Letter of Intent today to the agency, for bio mining of legacy waste dump at the landfill site.

While sharing this information, Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation Chandigarh said that the LoI has been issued to the agency for submission the Performance Bank Guarantee within this week and the work of bio mining will be started by first week of September, 2022.

She said that the agency has given assurance that they will process the waste within 1-11/2 years. This will not only solve the problem of foul smell, but incidents of fire shall also stop with the completion this project. This will definitely come as a big relief to the local residents as their demand will be fulfilled with in next 1.5 Years she added.

She further said there is one dumping site in Daddumajra Colony, spread over 45 Acre of Land having two dumps of waste of 5Lakh Metric ton and 8Lakh Metric ton covering the area of 16 Acre and 8 Acre Land respectively. These dumps of Garbage have caused huge inconvenience to the nearby residents i.e. of Daddumajra Colony. A foul smell from dump had worsen the life of residents.

 She said there were number of incident of fire noticed due to emanating of methane gas from the dumping ground affecting the life of residents. The Area Councillor as well as residents have always raised a demand for early resolution to the removal of the mountain of waste as it is a major health hazard for them. The Chandigarh Smart City Limited has almost completed the work of bio mining of 5 Lakh Metric Ton legacy waste and work shall be completed by 31 December, 2022. With this, nearly 16 Acres of land will be reclaimed , said the Commissioner.

She further briefed that the Municipal Corporation Chandigarh had also called the tenders for Bio Mining of 8 Lakh Metric ton waste lying on 8 Acre. The NGT & CPCC had already directed for early bio-mining of the waste to overcome these problems. A DPR amounting to Rs.72.50 Crore was therefore prepared and got approved under SBM 2.0 in March, 2022 and Tender was floated in June, 2022.

 The Commissioner said the tender was successful and the agency was awarded at 67.95 Crore.

 Celebrations of Azadi ka Amrit Mahotsav at Integrated Command and Control Centre

Chandigarh, August 16:- Commemorating the glorious 75 years of Independence, Chandigarh Smart City Limit (CSCL) organized a visit to the state-of-art Integrated Command and Control Centre located in Sector 17, Chandigarh.

A group of 28 students from Government College of Education, Sector 20 witnessed the Brain of City in action.

Information and Communications Technology (ICT) experts of the Chandigarh Smart City Limited gave a full demonstration on live functioning of ICCC enabled citizen centric services like Management of Traffic, Public Bike Sharing, Intelligent Traffic management System, Solid Waste Management, E-Governance, Sewerage, Electricity and Smart Lighting on the video wall in ICCC.

In view of celebration of Azadi ka Amrit Mahotsav, various visits have been planned to showcase the projects of the ICCC to the different groups of people for mass awareness under the leadership of Ms. Anindita Mitra IAS, Chief Executive Officer, Chandigarh Smart City Limited cum Commissioner, Municipal Corporation Chandigarh.

“Integrated command and control center (ICCC) striving to provide efficient service deliveries, a safe and secure environment and better quality of life to the citizens. It acts as a “nerve centre” for operations management. It processes a complex and large pool of data sets at an aggregated level. ICCC is designed to enable city administrators to monitor the status of various amenities, any kind of disaster by providing them the real time incident details and help in rapid resolution of the situation”, she said.

The group of college students also visited the state-of-the-art call centre, 24×7 help desk, which has also been established in ICCC building for addressing citizen grievances at a faster pace.

“Young generation shall be greatly benefited from this great project. These solutions will help to improve the women safety in the city”, a female student said.

“It is very interesting to see how technology and information from various departments is being collected, processed and then analyzed on daily basis”, feedback from a student.

 Governor inaugurates 1st Amrit Sarovar of Chandigarh at Kaimbwala

Chandigarh, August 15:- To give a boost to water conservation and environment in city, Sh. Banwarilal Purohit, the Governor of Punjab and Administrator, UT, Chandigarh today inaugurated 1st Amrit Sarovar of Chandigarh at village Kaimbwala in the presence of Smt. Sarbjit Kaur Dhillon, Mayor, Sh. Dharm Pal, IAS, Adviser to the Administrator, Chandigarh.

Before inaugurating the Amrit Sarovar, the Administrator hoisted the National flag at the Amrit Sarovar. He dedicated the Sarovar to the local residents of Kaimbwala after performing a ritualistic puja of ‘Varun Devta’.

While addressing the gathering, Smt. Sarbjit Kaur Dhillon, Mayor, Chandigarh said that the Prime Minister of India Sh. Narendra Modi launched a mission to conserve water for the future which is known as ‘Amrit Sarovar Mission’ which will be completed by 15th August, 2023. For celebrating the Azadi Ka Amrit Mahotsav, ‘Amrit Sarovar’ aims to develop and rejuvenate 75 water bodies in each district of India. Under this mission, 50,000 water bodies of size of above an Acre will be created and as part of this mission, Chandigarh Municipal Corporation has rejuvenated this beautiful Sarovar at village Kaimbwala.

She said that the Sarovar will not only help in protecting environment and conserving water but will also be an attraction for people of the nearby areas. Besides fountain and lighting and other sitting arrangements has also been made available there. She said participation and cooperation of people and promptness of the local residents and Municipal Corporation has played an important role in rejuvenate the Sarovar in a very short time.

She said that earlier, people used to dig ponds themselves. But for a long time, people did not pay attention to the cleanliness of the ponds, due to which those became polluted. With the passage of time, waste coming out of various sources started flowing into these ponds. The water of the ponds started overflowing but the Municipal Corporation has taken the initiative to resolve this problem and rejuvenated various ponds in the city into beautiful Sarovars.

Sharing information about the Amrit Sarovar at Kaimbwala, Ms. Anindita Mitra, IAS, Commissioner stated that every Amrit Sarovar will be approximate one acre with 10,000 cubic meters of water holding capacity. The focal point of the mission is people’s participation.

She said that the Municipal Corporation has started the work of rejuvenation of 3 other ponds including at village Sarangpur, village Khudda Ali Sher and into beautiful Sarovars under the “Amrit Sarovar Mission” and will be dedicated to the public very soon. She said that recharge mechanism has also been developed separately for each Sarovar, which will fill the pond upto a fixed level. These sarovars will help in raising the ground water level and also avoid flooding in the villages, she added.

Chandigarh, August 6: – The two days Teej Mahotsav was inaugurated with great zeal in the Shivalik Garden, Manimajra, here today. The colourful function, organized by the Municipal Corporation, Chandigarh today in the morning inaugurated by Mrs. Sarbjit Kaur Dhillon, Mayor of Chandigarh in presence of Ms. Anindita Mitra, IAS, Commissioner,  councilors, officers of MCC and local residents of area.

The function was marked with Punjabi, Haryanvi, Rajasthani, folk dances, songs, fusion of Giddha & Bhangra and Teeian de Geet by famous artists of various states. The audience present in the Mela could not stop themselves to dance on the foot-tapping beats of “Dhol” and popular Punjabi numbers.

The Mayor stressed upon the necessity to perpetuate cultural values among the masses especially in younger generation. She also enlightened the gathering about the social, religious and historical significance of the Teej Mahotsav.

While addressing the gathering she said that Municipal Corporation Chandigarh has made this Mela as an annual feature and this time decided to organize it in Shivalik Garden, Manimajra. She said that people of Chandigarh should know about their rich culture and we the Municipal Corporation are making small effort to gather the precious traditional festivals like Teej.

Earlier, Ms. Anindita Mitra, IAS, Commissioner, MCC welcomed the chief Guest and other Guests and honoured the chief guest with giving traditional fulkari to her. The chief guest took a round in the Mela spread in the 20 acre of shivalik Garden.

Other attractions of the Mela was including camel rides, cart rides, Dholi, Madari, Behrupiya, Been Jogi, Nachar, Nagada, Charkhe, Manjire, Tumbe, Jamura Show, puppet show, Fashion Show, different stalls of sweets and lassi, Maal-Pua, handi crafts, designer fabrics and other domestic items etc. by Self Help Groups and Street Vendors. The stage was decorated with colourful lights and traditional “Jhandian” flags. East meets West as the streets fill with musical sounds, with everything from traditional folk, beats of Dhol and Teej diya Bolliyan to fusion of Giddha and Bhangra.

Besides this, stalls of various services of MCC were showcased including Fire & Emergency Services, Safaimitra, Swachh Bharat Mission, DAY-NULM and Street Vendor Cell where the general public were sensitized about the services.

“Pind Di Nuhar”, a rural setup was the main attraction, where potter wheel taught children and other visitors to make clay pots and coloring the pots. A selfie point was also made with the rural set up, which was very popular spot for the visitors.

Tomorrow morning the Mela will began with folk dances and other shows including Been Jogi, Kal Beliya and Ghumar etc besides Magic Show by famous artist Pardeep Kumar. A culture evening will also be organized by Resham Singh Anmol.

Smt. Darshna, area councilor will be the Chief Guest during cultural programmes on 7th August at 11.30 am and all the Women Councillors of Municipal Corporation Chandigarh will be the Chief Guests during Cultural Evening at 5.30 pm.

He was addressing the Street Vendors at SVANidhi Mahotsav– a cultural festival for celebrating the success of PM SVANidhi Scheme and SVANidhi Mahotsav, as part of the Azadi Ka Amrut Mahotsav, at Rani Laxmi Bai Mahila Bhawan, Sector 38, here today.

While addressing the street vendors and other dignitaries, the Governor said that the Municipal Corporation has organised ‘SVANidhi Mahotsav’– a cultural festival for celebrating the success of PM SVANidhi Scheme and the beneficiary street vendors & their families, which is a part of 75 cities across 33 States/UTs of the country. He further said that SVANidhi Mahotsav was a festival for celebrating and recognizing beneficiary street vendor’s growth story and their contribution towards Indian economy. The festival aims to celebrate 75 years of India’s independence with these nano-entrepreneurs, honoring their journey under PM SVANidhi scheme for demonstrating credit discipline, digital behavior and displaying their astute business acumen, he added. 

He said that the PM SVANidhi scheme was launched during 2020 to facilitate working capital loans to the street vendors to help them restart their businesses which were adversely impacted due to the lockdowns imposed during COVID-19 pandemic. He further said that this scheme was the first comprehensive effort for financial inclusion of the street vendors. Prior to this Scheme, street vendors were dependent on the informal credit channels paying high rates of interest, he added.

The Governor said that the event was engaged the street vendors & families in the esteemed presence of dignitaries and other stakeholders. He welcomed the street vendors of Chandigarh to be a part of SVANidhi Mahotsav.

He felicitated PM SVANidhi street vendors beneficiaries for digital on boarding and promotion of digital transactions, bank officials for performance under PM SVANidhi, Certificate of Vending to LOR Street Vendors, Parichay Boards to PM SVANidhi beneficiaries and Area Level Federation/city Level Federation and SHGs for their exemplary work under DAY National Urban Livelihood Mission.

Street Vendors have stalled Food Vending Stalls and SHGs under Social Mobilization and Institutional Development component have showcased their products in an exhibition at Mahila Bhawan. Also, PM SVANidhi, DAY NULM, SBM and Lead Bank PNB with SBI have showcased their work by putting up their respective stalls for extending on the spot services to beneficiaries including DIGISHALA for digital empowerment of street vendors.

The Svanidhi Mahotsav comprised of vibrant cultural and recreational activities planned with the family members of Street Vendors, Self Help Groups (SHGs) and other beneficiaries of DAY NULM including Musical Chair, Antakshari, Street Play and Skits, Regional Dance Performances, Folk Art Performances, Magic Show, Bioscope etc. In addition, few awareness sessions were also organized on Single Use Plastic Bags, Segregation of Waste, Home Composting for Street Vendors and women SHG members.

Also, a session on Street Vendors Bye-laws was also conducted for generating awareness on Do and Don’ts by street vendors by involving TVC members from street vendor’s community.

It was a Zero Waste event, organized by the Municipal Corporation, where no plastic item was used. Cutlery used for refreshment including glass, plates, bottles etc. No plastic flowers were used. The venue was decorated with fresh natural flowers, which were disposed off through composting after the event.

Union Home Secretary Ajay Kumar Bhalla inaugurates Police Command and Control Centre (PCCC) at Chandigarh

Dharam Pal, IAS, Adviser to the Administrator, U.T. Chandigarh, Sh. Praveer Ranjan, IPS, Director General of Police,  Sh. Nitin Kumar Yadav, IAS, Home Secretary, Sh. While sharing information about the project, Sh. Dharm Pal, IAS, Adviser to the Administrator,  UT, Chandigarh said that the objectives of Chandigarh Smart City mission are to enhance the safety and security, improve efficiency of municipal services and promote better quality of life, for the residents. To achieve these objectives, Chandigarh desired to foster the development of a robust Information and Communication Technology (ICT) infrastructure.


He said that Police Command and Control Centre (PCCC) has been established under ICCC project of Chandigarh Smart City. It is monitoring the smart field elements like CCTV Surveillance Cameras wherein more than 1000 cameras are installed for real time surveillance of Traffic Junctions and other important buildings of Chandigarh like water works, parks, government hospitals, community centers, parking locations, schools etc at around 285 locations. This system uses Artificial Intelligence based Advanced Video Analytics and generates automatic event alerts. This helps in real time surveillance of the city and generates alarms for specific incidents.


He said that Intelligent Traffic Management System (ITMS) wherein Traffic Enforcement Systems including Red light Violation detection (40 Junctions), Over Speed Violation (10 Systems), Automatic Number Plate Recognition (40 junctions and 20 Entry and Exits of the City) has been implemented. Adaptive Traffic Control System (ATCS) monitors the real time traffic conditions of the city and uses Artificial Intelligence and machine learning technology to improve the signal timing and helps the city in easing the traffic issues. This system has been installed on 40 Junctions. 24X7 help desk has been established which helps the citizens of Chandigarh to address their grievances at a faster pace, he added.


He said that citizens of Chandigarh are being greatly benefited from this project. Incidents like vehicle theft, irresponsible driving, loitering, illegal parking, trespassing etc have been reduced with the help of  CCTV surveillance cameras. 


The Adviser said these solutions will also improve the women safety in the city. ITMS and ATCS solutions will not only help in improving the traffic conditions but will also make the roads safer by enforcing the traffic laws on the violators.

He further said variable message signs and public addressing systems will broadcast the real time information to the commuter on the move. This system will help in better management of the incidents in the city and efficient disbursal of the governance services. Chandigarh Administration issues notification property tax waiver for EWS colonies

Chandigarh, July 26:- Extending big relief for EWS colonies, the Chandigarh Administration has issued notification regarding waiver of property tax for EWS colonies (residential) having areas for than 500 Sq.ft. and EWS colonies (Commercial) with the extension of one month rebate benefits, for depositing the property tax on residential as well as commercial properties, for the current assessment year i.e. 2022-23 upto 31.08.2022.

As per the notification No. C-158715-FII(8)-2022/11029 dated 26.07.2022, in pursuance with the proposal of the Municipal Corporation, the Administrator, UT, Chandigarh granted the relief for EWS colonies, referred as rehabilitated colonies established under various schemes of Chandigarh Administration through Estate Office/Chandigarh Housing Board, from time to time.

1)    EWS Colonies (residential)  having areas for than 500 Sq.ft.

a)     50% waiver of principal amount in the assessment year 2019-20 and 2020-21.

b)    100% waiver on penal amount (including penalty and interest) in the assessment year 2019-20, 2020-21 & 2021-22.

2)    EWS Colonies (Commercial)

a)     100% waiver of penal amount (including penalty and interest) on all arrears.

b)    In case of violations, date of assessment to be calculated from date of detection of violation.

c)     In case property tax assessment is from assessment year 2004-05, amount payable may be deposited in 4 equal installments within a period of 12 months without imposition of any additional penalty and interest.

The residents of EWS colonies who have already deposited the property tax without availing the mentioned waiver relief, their excess payment will be adjusted in future assessments by the Municipal Corporation, Chandigarh.

In addition to that, the last date alongwith rebate benefits, for depositing the property tax on residential as well as commercial properties, for the current assessment year i.e. 2022-23, which was earlier extended upto 31.07.2022 vide order No. C.158715-FII(8)-2022/8029A-33 dated 26.05.2022, is also hereby extended by a period of another one month i.e. upto 31.08.2022.

Thereafter, w.e.f. 01.09.2022, they are liable to pay property tax without the benefits of tax rebate that to alongwith applicable penalty and interest amount in accordance with the applicable provisions of property tax bye laws.
