MCC conducts capacity building workshop under Swachh Sarvekshan 2022

Chandigarh, November 27:- The Municipal Corporation Chandigarh has conducted a Capacity Building workshop  under  Swachh Survekshan  2022  today at Rani Laxmi Bai Mahilla Bhawan, Sector 38  on the subjects including Prohibition of employment as Manual Scavengers and their rehabilitation act 2013, occupational Health & Safety; 2) Sexual Harassment of women at workplace , prevention, prohibition and redressal act 2013 and 3) Disaster Management  and Epidemic awareness.


Professional speakers  namely Gaurav Kalia from HSE PRAKASH Consultancy, Panchkula and Dr Kanu Sharma, Advocate Punjab and Haryana High Court Chandigarh &  Secretary, Arjun Foundation(NGO) conducted the above programmes.  Around 150 workers along with officers from Municipal Corporation Chandigarh working on the Liquid waste management participated in the capacity Building Programme.


Dr Kanu Sharma lectured first and informed about the details of act 2013 made on sexual harassment of women at work place, prevention, prohibition and redressal. She explained  that this Act came into force from 9 December 2013.  The women at workplace are at higher risk  to various types of harassment’s such as physical contacts and advances, a demand or request for sexual favour, making sexual colored remarks, Stalking  etc. This cause huge embarrassments to women and should be checked and prohibited at any cost. The Department should take care of all the female workers and no inequity is there on the basis of the sex. They should be given equal opportunities in progress and development of the works. She also explained how to counter  in case of any harassment from any officer/worker etc under this act. She also reply to the questions  raised by the workers after her completion of programme.

Mr Gaurav  informed  that there is complete ban on the employment of workers for  the manual cleaning  of sewer and septic tank . The worker will not enter in the Manhole for its cleaning. The sewers must be cleaned by Mechanical methods i.e. by using Sewer Cleaning Machines, etc. They must not come in contact with the sewage directly. They must wear PPE kits and must possess safety equipments. He also explained about the type of  gases i.e. H2S(Hydrogen Sulphide), Methane( CH4), etc. present in the sewage. The presence of H2S gas can irritate the eyes, cause a cough or sore throat, shortness of breath, and fluid accumulation in the lungs. The worker how become unconscious and then dead due to presence of above  gases in the Manhole. The workers never consume alcohol while cleaning the sewerage system.  The expert also explained how to use safety kits while cleaning the sewerage system and maintain the skin by using sarson oil and Cocunut oil.


 He also explained how to work and remain prepared to help citizens  in the case of any disaster or any epidemic. To respond effectively, the management must have experienced leaders, trained personnel, adequate transport and logistic support; appropriate communications i.e. toll free number, and guidelines for working in emergencies/epidemic. The purpose of disaster management committee is to provide immediate help to save life, improve health and build the confidence of the affected citizens.


Mr Gaurav also distributed the certificate of recognition to 4 workers namely Gaurav, Paramjit Singh, Jai Gandhi & Brijpal  for their best services in maintain the sewerage network in the city for the month of October 2021.

Mayor inaugurates Apni Mandi site at EWS colony, Maloya

The Mayor directed the Apni Mandi officials to ensure that only farmers having proper ID be allowed to sit in their space, as enforcement staff will remove all illegal vendors. He asked the concerned officers to check feasibility to provide public toilet and provision of water tanker at the Apni Mandi site. The Mayor also instructed the concerned officers to deploy one enforcement inspector for proper rule enforcement at Apni Mandi and day market sites.

Mayor distributes PAN cards & Certificates of Registration to Area Level Federations under DAY-NULM project

Chandigarh, November 17:- Sh. Ravi Kant Sharma, Mayor, Chandigarh today distributed PAN cards and certificates of registration to Area Level Federations under Deendayal Antyodaya Yojana-National Urban Livelihood Mission (DAY-NULM) project, here today in the presence of Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation, Chandigarh and other councilors of MCC.

While addressing the office bearers of Self Help Groups, who have registered Area Level Federations in different parts of city, the Mayor said that taking a proactive approach, MCC has facilitated generation of Permanent Account Number (PAN) Cards for 19 Area Level Federations of Chandigarh out of which 13 PAN Cards have already been generated. Creation of this vital link will integrate the ALFs with the financial and business matrix of the country.

He said that the prime objective of linking all the Area Level Federations (ALFs) withPAN Card under Income Tax Department is to make them eligible and formally capablefor applying under contracts and bids (running canteens, maintenance and management of community based projects etc.) for getting project, development work with all the Government and Non-Government agencies at par with otherCivil Societies, commercial agencies and Non-government organizations.

The Mayor further said that the MCC has been undertaking various measures for addressing the issue of urban poverty under Deendayal Antyodaya Yojana-National Urban Livelihood Mission (DAY-NULM). Social Mobilization and Institutional Development (SM&ID) is one such component under DAY-NULM through which Self Help Groups and Area Level Federations are constituted for empowering women and creating conducive entrepreneurial environment.

He said that the ALFs are community based women organizations and federations of women based Self Help Groups (SHGs), which are engaged in Thrift & Credit among their local groups at local level and other entrepreneurial work eg.Packing, Boutique Work, Stationary, Handloom, Embroidery Work, management of community toilets etc.

The Mayor said that in future, the DAY NULM branch has planned to develop the capacities of such community based organizations i.e. ALFs by making them registered under various other sections of Income Tax Act, 1961 eg. Section 12 A and 80 G as well in addition to getting them registered under DARPAN Portal of Niti Aayog, so that such community based organizations got empowered to compete with other organizations in fetching works in various development domains.

Adviser lays foundation stone for automation of casting unit at C&D Waste Plant

Chandigarh, November 17:- Sh. Dharampal, IAS, Adviser to the Administrator, UT, Chandigarh laid the foundation stone for automation of casting unit at C&D waste Plant at industrial area Phase-I, here today in the presence of Sh. Ravi Kant Sharma, Mayor, Ms. Anindita Mitra, IAS, Commissioner, Sh. Shakti Parkash Devshali, area councilor and other councilors of MCC.

While addressing the gathering the Adviser said that the Chandigarh Administration is working on three components i.e. Clean city, Green City and Smart city and under the clean city project construction and demolition waste will have to be managed scientifically and recycled according to the requirements.

The Adviser said that after visiting the plant in the month of July, it was felt that the capacity of the plant will have to be increased from 150 TPD (tones per day) and the construction and demolition waste from neighoubring cities will also be accepted for processing and making usable products after recycling.

He appreciated the team of MCC for working fast on the provision of automated casting unit at C&D waste plant and increasing the capacity of the waste processing. He said that the manufactured PCC products to be used for pavements, road work, fencing work etc.

Sh. Ravi Kant Sharma, Mayor said that processing plant accepts all cement, construction demolition waste except steel up to the size 1-1.5 feet which is being processed by crushing and washing in four type of aggregates i.e. sand, 10mm Bajri, 20mm Bajri, and 40mm Bajri.

                    He said that such aggregates are being utilized further for making cement concrete products including PCC kerb, PCC channel, PCC tiles, Paver block, cement concrete works, bollards etc.; Public health works i.e. PCC road gully covers, PCC manhole covers etc.; Horticulture works i.e. PCC benches, CC tree and various road sub base works.

                    He said that The total cost of this project is Rs. 162 lacs which includes maintenance cost of plant for 5 years amounting to Rs. 27 lacs.  After installation of this machine the production capacity will increase by 5 times i.e. from existing capacity of 2500-3000 units per day to 15000 units per day. Further the labour requirement for production of these products will also reduce considerably thereby reducing the operation cost.

MCC enrolls all group D employees under PMJJBY & PMSBY

Door to door waste collectors and outsourced group D employees also covered under the scheme to provide death insurance and accidental insurance

Chandigarh, November 16:- The Municipal Corporation Chandigarh has enrolled all its group D employees under two ambitious social security schemes i.e. “Pardhan Mantri Jivan Jyoti Beema Yojna” (PMJJBY) and “Pardhan Mantri Suraksha Beema Yojna” (PMSBY).

In a function organized at Auditorium, Rani Laxmi Bai Mahila Bhawan, Sector 38, Chandigarh, the City Mayor Sh. Ravi Kant Sharma distributed enrolment letters to the 25 beneficiaries from Sanitation wing, Public Health wing and Horticulture wing, MCC.

While addressing the employees about the social security schemes, the Mayor lauded the efforts of Municipal Commissioner, Ms. Anindita Mitra, IAS for introducing and implementing the social schemes very fast. He said that last week the Commissioner came with the agenda item in the General House meeting for the social security schemes for the employees of MCC and after its approval the same has been implemented with today’s enrolment distribution function.

He said that this is a pathbreaking initative towards providing affordable universal access to essential social security protection in a convenient manner linked to auto-debit facility from the bank account of the subscriber.

He said that both the ambitious social security schemes will provide insurance cover in the unfortunate event of death by any cause or disability due to an accident. He said that the convenient delivery mechanism of the schemes is expected to address the situation of very low coverage of life or accident insurance.

The Mayor said that the PMSBY will offer a renewable one year accidental death cum disability cover of Rs. 2 lacs for partial permanent disability to all group D employees, door to door waste collectors and outsourced group D employees in the age group of 18-70 years for a premium of Rs. 12/- per annum per subscriber. While PMJJBY on the other hand will offer a renewable one year life cover of Rs. 2 lacs to all group D employees, door to door waste collectors and outsourced group D employees in the age group of 18-50 years, covering death due to any reason, for a premium of Rs. 330/- per annum per subscriber.

He said that the annual premium of all the group D employees, door to door waste collectors and outsourced group D employees will be borne by the Municipal Corporation Chandigarh. It shall amount to around 24 lacs per Annum. Initially two banks i.e. Punjab National Bank and Bank of Baroda have been authorized for enrolling the employees under both the schemes.

Earlier, Sh. Arun Sood, area councilor welcomed all the dignatories including Chief Guest and listed many beneficiary schemes run by the Government of India and the important role and responsibilities of Municipal Corporation Chandigarh for implementing the same in the city beautiful.

Mayor & Commissioner take stock of Gaushala work progress at Raipur Kalan

Chandigarh, November 15:- Sh. Ravi Kant Sharma, Mayor and Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation, Chandigarh today visited the construction site of Gaushala at Raipur Kalan, Chandigarh.


The Mayor and Commissioner took round of the construction site of gaushala and ABC center. The Commissioner instructed the concerned engineers to speed up the work to complete the project in stipulated time frame.


The work of three sheds including healthy cow shed, heifer shed and pregnant cow shed to accommodate nearly 1000 cows have been completed except brick on edge flooring and roof sheeting. the work of water supply, sewer work completed in existing sheds, except sump and storm work. The conduit pipe done in existing sheds and wiring work yet to be done at phase I of the gaushala.


The Commissioner instructed the chief engineer to complete the balance work at phase I including provision for electrical services, horticulture, pellet making machine and construction of vetnary hospital, sick animal shed, fodder shed, finishing of toilet blocks and labour huts.
She further asked to prepare plans for developing phase 2 of the gaushala having 6.82 acre of plot area.

Governor lays foundation stone of 24×7 Water supply project at Manimajra

Chandigarh, November 13:- Sh. Banwarilal Purohit, Hon’ble Governor, Punjab and Administrator, Chandigarh today laid the foundation stone of 24×7 water supply project at Manimajra in the presence of Smt. Kirron Kher, MP-Chandigarh (Virtually).

While addressing the gathering, the Governor said that the vision of Municipal Corporation is to make and maintain the city beautiful in livability, sustainability, equality and innovation parameters along with providing the best urban experience to its residents. I have noticed that the residents of Chandigarh are quite aware and play a vital role in shaping and defining the vision and targets for the city.

He said that the citizens of Manimajra will highly benefit from this 24×7 Water Supply Project as continuous water supply system will provide better water quality and households will get better pressure of water sufficient to fill tanks up to third storey so pumping costs will also decrease.

He appreciated the Chandigarh Municipal Corporation to work so active and committed for taking various steps to improve the basic upkeep besides ensuring the availability of civic amenities in each sector.

The Governor said that public participation is must in understanding the issues, recognizing the areas requiring improvement and evolving strategies for future planning and the Municipal Corporation always seeks and considers public opinion, suggestive measures from the citizens and tries to implement their ideas in best possible manner.

He congratulated the Mayor and councilors, the Commissioner and her team of officers for taking up these people centric steps in the larger public interest and wish them all success in future endeavors. The Governor asked the concerned officers of Chandigarh Administration and Municipal Corporation Chandigarh to speed up the work of this project and complete this in stipulated time frame.

Smt. Kirron Kher, Member Parliament, UT, Chandigarh said that as public representatives the councillors are entrusted with a bigger role and responsibility by the residents of Chandigarh and they are doing justice with that by providing better infrastructure and improving the basic amenities.

She said that in 2014, she raised the concern over the release additional water supply line from Bhakhra main line in the parliament and after crossing many hurdles, Chandigarh got the additional water supply line. She said with this pilot project started in Manimjara, the residents will get their long pending demand fulfilled.

Sh. Ravi Kant Sharma, Mayor said that the primary goal of the project is switching from intermittent supply to 24×7 continuous pressurized supply system citing health, hygiene and water saving benefits.

The Mayor said that the major components to be carried out in this project are including new Water Works to improve water pressures in the area. He said that this Project will involve new water works with 4 Million Gallon of additional storage, 13700 smart meters, 20 km of new lines, Automated monitoring of system through SCADA. All 37 Tubewells will be phased out 100% water supply will be shifted to surface water.

Speaking on the occasion, Sh. Dharam Pal, IAS, Adviser to the Administrator, Chandigarh highlighted other crucial projects being carried out by Chandigarh Smart City Limited such as the ‘Im Chandigarh (I am Chandigarh)’ app, Integrated Command & Control center (ICCC) and Public Bike Sharing (PBS) system.

He said that Smart city mission Launched by Government of India has 35 projects funded by Smart cities mission. Chandigarh has almost 90 percent of Projects that benefit city as a whole. 24×7 water supplies is being carried out in Manimajra at Rs 162 crores including cost of 15 years Operation &Maintenance, the work is expected to be completed by Aug 2023.

Earlier, the area councilor Sh. Jagtar Singh Jagga thanked all the dignitaries and local residents for being part of this big project for Manimajra. He said that with this project the residents of Manimajra will get upgraded water supply and better quality of water.

Chandigarh, November 11:- Sh. Ravi Kant Sharma, Mayor, Chandigarh has inaugurated a green belt at Sector 49 C&D, here today in the presence of Ms. Anindita Mitra, IAS, Commissioner, MCC, Smt. Heera Negi, area councilor and other prominent persons of the area.

Spread over 1.75 acre of land the green belt has been developed at a cost of Rs. 59 lacs by landscaping, grassing, planting of decorative plants, flowering shrubs, developing flower beds, providing railing, footpath besides installing high mast lights.

After inaugurating the green belt, the Mayor and Commissioner hold “Nigam Aapke Dwar” programme at community centre, Sector 50, where local ward residents appreciated the working of Municipal Corporation under the guidance of Mayor and Commissioner. They highlighted the works done in their area on very fast track and basic issues resolved on whatsapp and through twitter account of MCC.

Some of the issues related to Chandigarh Administration, the Commissioner asked the officers to note down the issues and raised them with the concerned officers at Administration. She said that a follow up of all the issues must be done on regular bases with the respective offices of Chandigarh Administration.

The Mayor asked the concerned officers of MCC to monitor the allotted developmental works in the ward No.13 and maintain daily report so that the same may be done at the earliest. He said that it is the prime duty of Municipal Corporation to provide ease of living to the city residents. He directed the engineers of B&R wing to recarpet the V-4 roads on priority.

The area councilor Mrs. Heera Negi welcomed the Mayor and Commissioner at the programme and honoured the officers of MCC for their remarkable works done in the ward. She also raised issue of cleaning of reserve land from where the colony No.5 was shifted. F&CC passes irrigation pipeline network for various parks at Sector 63

Chandigarh, November 11:- The Finance & Contract Committee approved to provide Tertiary Treated Network to supply T.T. water for various parks adjoining CHB flats in Sector 63-A, Chandigarh. Accordingly, the members passed to lay HDPE pipe lines of size 110mm o/d and 160 mm o/d to supply T.T. water to various parks, Construction of brick masonry chambers, P&F of Hydrant Haudi, CI Sluice Valve 100mm & 150mm Irrigation Hydrants etc at an estimated cost of  Rs. 44.13 lacs .

This was decided in a meeting of F&CC held here today under the chairmanship of Sh. Ravi Kant Sharma, Mayor and attended by Ms. Anindita Mitra, IAS, Commissioner and other members of committee namely Sh. Anil Kumar Dubey, Sh. Rajesh Kumar, Sh. Satish Kumar, Sh. Vinod Aggarwal, Smt.
