The Professor J. C. Anand Memorial Lecture was delivered by Professor Chintamani Mahapatra, pro-Vice Chancellor of Jawaharlal Nehru University. The lecture was chaired by Prof V R Sinha, Dean University Instructions, Panjab University who referred to the shifting balance of power in the present era of pandemic. The lecture is held annually in the department of political science in the memory of Professor Anand, a former distinguished faculty member in the department.
Speaking on the ‘Rising Strategic Turbulence in the Indo-Pacific : India’s Choices’, Mahapatra referred to the critical shift in the geo-strategic sphere of Asia-Pacific /now termed as the Indo-Pacific Region. He drew attention of the audience to the emerging opportunities and significance of the region in terms of trade and security in an era when the region is witnessing a phase of turbulence due to the ‘old’ hegemon US taking on the ‘new’ hegemon China. It has resulted not only in the two countries engaged in developing strategic partnerships and alliances-building as in the case of the US it is QUAD, IORC and other security treatises and RCEP by China. Professor Mahapatra referred to the economic cold war going on between the two countries as an economically empowered China has started flexing its military muscles under the leadership of Xi Ping to pursue its agenda of territorial expansion. What testifies to the growing stature of China is it becoming the number one trading partner of more than hundred countries. In the pre-Trump era, China witnessed heavy investment even by the US corporate sector. Referring to the varied approaches adopted by the countries caught in the tussle and also facing the heat of Chinese expansionism, Mahapatra referred how India and other Southeast Asian countries like Japan and Vietnam despite endorsing the US act of balancing China in the Indo-Pacific, have their own distinct strategies to contain China and protect their national interests.
Professor Mahapatra reminded that India has historically played a distinct role in the pacific region like in case of the Korean and Vietnamese wars resisting American and Russian interventions. Refusing to be used as a tool by the US to serve her strategic interests, India has chalked out its own course as its proximity to a `belligerent’ China makes it perturbed about China. There was a time when deep economic engagement with China made India try not to be offensive while displaying anti- China stance. However, it has changed after the Galwan valley episode in recent months. In the process of meeting the growing Chinese hostility and propaganda, it is natural that India views USA as a responsive and democratic custodian in the region as against the irresponsive and authoritarian China which has not been threatening Taiwan but also has captured islands and has sovereign claims over the South Sea.
In recent years, India has followed the ‘look-east-act-east’ policies and has been proactive in cultivating ASEAN countries. Without being very aggressive in its foreign policy statements, India, one of the fastest growing economies in the world since adopting economic reforms in 1991, has shifted decisively from non-alignment to multi-alignment policy. It has joined QUAD and AUKUS for the purpose of growing trade and also made its presence felt in the Chinese backwaters. As a military power, it has responded to the Chinese misadventures both in Galwan Valley and in Doklam.
The lecture was attended by the faculty members and researchers in the discipline of political science from Panjab university and from across the states.
Prof. Raj Kumar, Vice Chancellor, Panjab University, Chandigarh offered to the Government of Punjab for setting up a Research Centre on Hindu Epics – Ramayana, Mahabharat and Bhagavad Gita. The announcement for the same was recently made by Sh. Charanjit Singh Channi, Hon’ble Chief Minister, State of Punjab.

She has done her graduation in IT from the College and presently pursuing MA in Public Administration. Chandigarh, December 10:- The City Beautiful known as “City of Flowers” is witnessing the beautiful Chrysanthemum Show at Terraced Garden, Sector 33, Chandigarh. The flower show was today inaugurated by Sh. Dharam Pal, IAS, Adviser to the Administrator, U.T. Chandigarh in the presence of Sh. Nitin Kumar Yadav, IAS, Home Secretary, Chandigarh, Ms. Anindita Mitra, IAS, Commissioner, senior officers of MCC and prominent persons of area.
On the occasion, Chief Guest released a brochure dedicated to the show. He then went around the Garden alongwith other officers to see various flowers exhibited there with different permutations and combinations.
The Adviser said that this time due to COVID-19 precautions, the Municipal Corporation has organized this festival symbolically but found out a different way to organize this festival as “Zero Waste Festival” by using all the things either reusable or recyclable not a single waste generated from the festival this time. He appreciated the team of MCC officers for organizing this festival as Zero Waste event.
The Chief Guest applauded the efforts of the officials of Municipal Corporation for organizing such a beautiful show. He also distributed sweets to the labourers and gardeners of Corporation on the occasion besides honoring them with safety kits and certificates.
After taking round of the park, the chief guest and others laid flower petals at the Martyr’s Pillar in Terraced Garden sector 33 Chandigarh and paid their tribute to Chief of Defence Staff General Bipin Rawat and Brigadier Lakhwinder Singh Lidder, defence assistant to General Rawat, who were killed along with 11 armed forces personnel in a helicopter crash near Coonoor in Tamil Nadu on Wednesday.
Over 269 varieties of Chrysanthemum are being displayed this year. All these varieties are grown and well groomed at MCC nursery. Gardeners of Horticulture Department, MCC in the show have made boat, camel, peacock, cow, giraffe, lion and many other animals and birds using flowers. The beautiful displays of the Chrysanthemum in the Show have helped Chandigarh in acquiring international fame.
The students of Gurukul Global School, Sector 20, Panchkula welcomed the Chief Guest and other dignitaries at the entry gate with their melodious fusion on flutes. The show would be open till December 12 from 10.00 a.m. to 7.00 pm daily.
Prof Ranju Bansal of University Institute of pharmaceutical Sciences, Panjab University has been bestowed with Mid-career award by UGC, India with a grant of Rs. 10.00 lakhs under this scheme
Mid-Career Award aims to augment the research efforts of active mid-career faculty members and support them with the research incentive. . She will be working on ‘Repurposing steroidal drugs as possible agents against neurodegenerative disorders using virtual screening and experimental techniques’ in this project.
Dr Ranju Bansal is an active researcher and is actively engaged in drug discovery research for cancer therapy and neurodegenerative disorders. She has published her research work in high profile journals and has supervised more than fifteen doctoral students. Her work on anticancer and neuroprotective heterosteroids has been widely appreciated.

The Indira Gandhi National Open University (IGNOU) has extended the last date of submission of online Fresh admission of all Masters, Bachelor & Diplomas programmes up to 12th December, 2021 for the July-2021 session. This extension of last date shall not apply to Certificate and Semester-based programmes, i.e., MP, MPB, PGDMM, PGDFM, PGDHRM, PGDOM, PGDFMP, DBPOFA, PGDIS, MCA, BCA, and all Certificate and Awareness programmes of 6 months duration or less. V C office in honour of Soldiers. Prof. V. R. Sinha, Dean University Instructions, CA Vikram Nayyar, Finance and Development Officer & Registrar, Prof. S.K. Tomar, Dean Research and Dean Students Welfare, Prof. Ashok Kumar, Associate Dean Students Welfare, Dr. Muneeshwar Joshi, Secretary to Vice-Chancellor and Sh. Vikram Singh, Chief of University Security graced the occasion. The officials displayed their solidarity with the Armed Forces by carrying the flags on them and by making a generous contribution towards Armed Forces Flag Day Fund.
