Chandigarh, March 28:- The Municipal Corporation Chandigarh has decided to strengthen the Animal Birth Control programme in Chandigarh by adding all required machinery and infrastructure in the sterilization programme.An agenda item regarding purchasing two Dog Vans for Animal Birth Control programme  at a cost of 25 lacs was approved during a meeting of the Finance & Contract Committee, Municipal Corporation Chandigarh, held here today under the chairmanship of Smt. Sarbjit Kaur Dhillon, Mayor and attended by Ms. Anindita Mitra, IAS, Commissioner and other members of committee namely Sh. Mahesinder Singh Sidhu, Sh. Saurabh Joshi, Sh. Jasbir Singh, Smt. Gurbax Rawat, Smt. Taruna Mehta and other senior officers of MCC.The Committee members also discussed ways to save electricity charges and asked the concerned officers to explore the feasibility of installing solar plants in all the Municipal Corporation owned buildings.The members of committee discussed other various important agenda items in detail and accorded approval for the following:1. Rough cost estimate for the work of “Strengthening of SWD System at various locations in Sector 17, Chandigarh at an estimated cost of Rs. 19.12 lacs.2. Rough cost estimate for the work of Development of additional pocket of Leisure Valley (Park behind house No. 3464 to 3487, Sector 23/D, Chandigarh) at an estimated cost of Rs. 6.82 lacs3.  Construction of Toe Wall under existing M.S. Flat Railing in parks near Plot no. 178 and Plot No. 82/9 of Industrial Area Phase-I, Chandigarh at an estimated cost of Rs. 7.16 lacs4. Replacement of old/broken 6” (160mm)PVC pipe line with 6” (160mm) HDPE pipe in Garden of Annuals Sector 44, Chandigarh at an estimated cost of Rs. 12.31 lacs5. Rough cost estimate for the work of providing 01 No. 12 Mtr. High Electric Pole in Green Belt in Sector 24 C/D and 01 No. 10 Mtr. Steel Tubular Pole in Mini Rose Garden, Sector 24, Chandigarh at an estimated cost of Rs. 4.74 lacs6. Rough cost estimate for providing lighting at various location in M.C., Chandigarh at an estimated cost of Rs. 14.83 lacs7.  Rough cost estimate for providing 40 Watt LED in front of #82, #233, #690, Sector 20A, #1061, #1505, #1526, Sector 20B, #2375, #2521, #2671, #2758, #2833, Sector 20C, #3048, #3074, #3104, Sector 20D, M.C., Chandigarh at an estimated cost of Rs. 22.76 lacs8. The Committee members discussed the agenda item regarding exemption from the Ground Rent to Madhya Pradesh Silk Federation at Circus-cum-Exhibition Ground Sector 17, Chandigarh and accorded approval for exemption from ground rent.9. Rough Cost estimate for “Providing and Laying of 700 MM (28”) i/d RCC NP-2 Pipe From Smooth Flow of Stormwater Drainage System along the Forest area Sector 39-C, Chandigarh and providing and laying of 450 MM & 300 RCC i/d NP-2 Pipe & Repair, Maintenance and Construction of New Road Gullies/ Manholes for the Smooth Flow of Stormwater Drainage System at Pocket –B, Sector 38 West, Chandigarh at an estimated cost of Rs. 49.35 lacs.

It is almost after a gap of more than two years, the Senate meeting was conducted in the blended mode(Online and Offline), where 58 fellows attended the meeting physically, and around 10 fellows joined the meeting through the online mode. There was an extensive discussion on the first agenda item regarding the recommendations of the Board of Finance(BoF) meeting held on March 11, 2022. A number of fellows deliberated on this issue and it was resolved that on behalf of the Governing body of Panjab University i.e. Senate, newly elected Government of Punjab may be forwarded a representation in the form of request letter to implement the 7th Pay Commission  for Panjab University teachers. It was also discussed that a circular may be issued to the non-teaching employees of the University to choose the appropriate option regarding the implementation of the 6th Pay Commission, so that, once the grant is received, the disbursement would be made accordingly later on. During the deliberation on this agenda item, various fellows shared the emergent need of generating funds at the University level itself. It was discussed that it is the collective responsibility of all the employees of the University to share their valuable inputs and plans for the generation of funds at the University level.

The long pending promotion policy of the faculty of HSJ Dental College, Panjab University is accepted in principle as proposed by the committee constituted by the  Vice Chancellor. The modalities e.g BOF approvals and any other requirements would be worked out.

In an important agenda item regarding the attachment orders of building and demand notices of property tax of worth Rs. 21 crores by Municipal Corporation, Chandigarh, it was resolved that  ‘Panjab University is one of the prestigious Universities and it should not be treated as a non-government entity/private/commercial institution’ and hence, on behalf of governing house of Panjab University i.e. Senate and Syndicate, a resolution is passed to request Chandigarh Administration for the exemption from property tax under Municipal Corporation Act.

In a major agenda item regarding implementation of the roster of non-teaching SC employees, it was resolved by the house that ‘in principle, the house agreed to the promotion policy of the SC employees of Panjab University and a quantifiable data would be collected regarding the same in terms of the relevant legal provisions and after words, the same would be implemented’.

In an important agenda item, in context to setting up of Technology Enabling Centre at Panipat, Haryana, in the 3800 Sq Yard land of Panjab University, the Vice Chancellor apprised the house that negotiations with the Government of Haryana and the Centre Government are on regarding the setting up of the Incubation-cum-Skill Development Centre which is proposed by the Panjab University to come up at this land. The outcome would be shared by the Vice-Chancellor accordingly.

During the meeting, one of the senior most fellows asked about the contribution made by 43 Professor Emeritus in different departments of the University. He said that it is pertinent to know about the contribution of these Professors especially in the area of research in context to the research and how they are contributing in the research and development of Panjab University.

For the CAS promotion of Dr. Kirandeep Singh, Department of Education and Prof. Sukhwinder Singh, Department of Computer Science, UIET, Panjab University, the Vice Chancellor is authorised to form a committee to look into the matter and all similar cases may be considered collectively rather than doing a stand-alone case for one faculty member.

In an another agenda for providing job to Robin Inderpal Singh son of late Dr. Parminder Singh, former Director, Sports, Panjab University, it was resolved to appoint him as Assistant Professor purely on temporary basis and a committee will be constituted by the Vice Chancellor to recommend the department where he would be appointed.

In an agenda item to reduce the seats  in PG Course, MA Sanskrit from 68 to 40 would be looked after again by the Vice Chancellor to explore the possibility of making the admission process flexible so that, new and more students can be attracted for these courses so as to save and help this ancient and very important rich language of our country.

In another agenda item, house unanimously approved the charges to allow the shooting of films etc at the Panjab University.

The Senate approved the recommendations of the Joint Academic and Administrative Committees of HSJ Dental College regarding the fees structure proposed for the NRI Students of MDS.

A high powered committed to be constituted by the Vice Chancellor to consider the recommendation of the inspection committee regarding the different issues raised against Kalgidhar Institute of Higher Education at Sri Muktsar Sahib.

पंजाब यूनिवर्सिटी, चंडीगढ में चल रहे एन.एस.एस के सात दिवसीय विशेष शिविर के चौथे दिन  डॉ.अपराजिता सिंगला के द्वारा सभी स्वयंसेवकों को एचपीवी वायरस व सर्विक्स कैंसर से बचने के लिए जागरुक किया गया। उन्होंने सभी स्वयं सेवकों को संबोधित करते हुए कहा की अगर हम अपने शरीर की सही ढंग से देखभाल नही करेगे तो हमें यह वायरस बहुत जल्दी हो सकता है और इससे हमारे शरीर में कैंसर हो सकता है। जिसका पूर्ण रूप से कोई इलाज संभव नहीं है। जिस कारण से हमारी मौत होने का खतरा बढ़ जाता है।

 इसके साथ ही उन्होंने सर्विक्स कैंसर के बारे में जानकारी दी और कहा की हमें सभी तरह की गंभीर बीमारियो से बचने के लिए समय समय पर डॉक्टर से जांच करवाते रहना चाहिए यदि हमारे शरीर में किसी भी तरह की बीमारी की शुरुवात हो चुकी हो तो उसे शुरुवात में ही पकड़कर उसका पूर्ण रुप से सही इलाज किया जा सके। इस कार्यक्रम के बाद सभी स्वयं सेवकों के लिए बेस्ट आउट ऑफ वेस्ट प्रतियोगिता का अयोजन किया गया। जिसमे सभी स्वयं सेवकों के द्वारा बढ़ चढ़कर भाग लिया गया और बहुत ही अच्छे ढंग से चीजों का निर्माण किया।

पंजाब यूनिवर्सिटी, चंडीगढ़ में चल रहे सात दिवसीय विशेष एन.एस.एस शिविर के तीसरे दिन सभी एन.एस.एस स्वयं सेवको के द्वारा चंडीगढ सेक्टर 25 के युवा साथियो को नशे से दूरी बनाकर रखने के लिए एक रैली का अयोजन किया गया। यह रैली पूरे पंजाब विश्विद्यालय का भ्रमण करती हुए सेक्टर 25 के कम्युनिटी सेंटर में पहुंची। जहां पर एन.एस.एस के स्वयंसेवकों के द्वारा एक नुक्कड़ नाटक किया गया।

 जिसका मुख्य रूप से लक्ष्य भारत के सभी युवाओं को नशे से दूर रहने के लिए प्रेरित करना था।

 सेक्टर 25 के सभी स्थनीय निवासियों के द्वारा इस नुक्कड़ नाटक को बड़े ही ध्यान से देखा गया और सभी स्वयं सेवकों की सराहना की गई और नुक्कड़ नाटक के अंत में सभी स्वयं सेवकों के द्वारा सेक्टर 25 के सभी युवा साथियों को नशे से दूर रहने व नशे को समाज से खत्म करने के लिए एक शपथ भी दिलवाई गई।

 इस रैली के बाद सभी स्वयं सेवकों को पीयू के अंदर आजादी का अमृत महोत्सव के तहत देश भक्ति की एक फिल्म भी दिखाई गईं ताकि भारत के सभी युवाओं को हमारी आजादी की गाथा के बारे में पता चल सके कि किस तरह से कठिन संघर्ष के बाद हमारा देश आजाद हुआ। इस शिविर में शाम के समय पर सभी स्वयं सेवकों के लिए एक वाद विवाद प्रतियोगिता का अयोजन भी किया गया।

 जिसमें सभी स्वयंसेवकों ने बढ़ चढ़कर भाग लिया और अपने विचार प्रस्तुत किए। इसके साथ ही स्वयंसेवकों के द्वारा सांस्कृतिक गतिविधियों को ध्यान में रखते हुए अपनी सुंदर प्रस्तुतियां दी गई।

IGNOU extends Admission up to 31th March, 2022

The Indira Gandhi National Open University (IGNOU) has extended the last date of submission of online Fresh admission and Re-Registration of all Masters & Bachelor programmes up to 31th March, 2022 for the January – 2022 session. This extension of last date shall not apply to Certificate, Semester-based, Diploma & PG Diploma, i.e., MP, MPB, PGDMM, PGDFM, PGDHRM, PGDOM, PGDFMP, DBPOFA, PGDIS, MCA, BCA etc. and all Certificate and Awareness programmes of 6 months duration or less.  Details of the IGNOU academic programmes for the January, 2022 session can be accessed from the link https://ignouadmission.samarth.edu.in/. The prospective learners can apply for Masters/Bachelor/Diploma/Certificate programmes of the University on the official website, informed by Dr. A. K. Panjab University and NSS kept the zeal of the NSS Seven Day Camp alive by first conducting a session conducted under the guidance of Dr. Vivek kumar on Self Defence techniques in which the volunteers learnt various techniques to defend themselves with the help of police constables. The next session was dedicated to expert lectures moderated by Dr. Naveen Kumar and Dr. Simran Preet. First lecture was on “What can you give” by Dr. Jayanti Dutta, Dy. Director, HRDC, Panjab University in which the volunteers learnt what all they have to give to this beautiful country. It was followed by a lecture by Prof. Ganga Ram Chaudhary, Prof. of Chemistry and Director, CIL Panjab University where he talked about the various innovations happening at CIL, Panjab University and purification of water through nanotechnology. Volunteers thoroughly enjoyed both the lecture. After the lunch break, the camp resumed with a bunch of competitive eventsfacilitated by Dr. Amita Verma, Dr. Shankar Sehgal and Dr. Anuj Kumar. First event on the list was the Extempore in which the 1st Prize was bagged by Taha Ali. The Poem recitation competition was the next event to happen in which the 1st prize was bagged by Kavita. The 2nd place went to Arti with Revti and Shreya being the 3rd place holder. Lastly, all the volunteers visited the Botanical Garden, Panjab University.

पंचकूला, 24 मार्च- एक श्याम शहीदों के नाम कार्यक्रम में हरियाणा विधानसभा अध्यक्ष श्री ज्ञानचंद गुप्ता ने चंडीगढ़ सेक्टर-10 की आर्ट गैलरी एवं म्युजियम में आचार्यकुल एवं स्वतंत्रता सैनानी उतराधिकारी समिति द्वारा आयोजित कार्यक्रम में शिरकत की। इस अवसर पर उन्होंने सर्वप्रथम शहीद भगत सिंह, सुखदेव व राजगुरू की प्रतिमा पर पुष्पांजलि अर्पित की और शहीदों को नमन किया। श्री गुप्ता ने आचार्यकुल एवं स्वतंत्रता सेनानी समिति को 2 लाख 51 हजार रुपये देने की घोषणा की।  
इस अवसर पर आचार्यकुल एवं स्वतंत्रता सैनानी उतराधिकारी समिति के अध्यक्ष, खादी सेवा संघ एवं कार्यक्रम के संयोजक श्री केके शारदा भी उपस्थित थे।
हरियाणा विधानसभा अध्यक्ष ने इस अवसर पर ’आओ भारत जोड़े’ नामक पुस्तक का भी विमोचन किया।


इस अवसर पर अपने संबोधन में श्री गुप्ता ने कहा कि शहीदों के लिये एक शाम ही नहीं बल्कि हर शाम शहीदों के नाम होनी चाहिये। उन्होंने कहा कि आज शहीदों के बलिदान की बदौलत ही हम आजादी की हवा में सांस लें रहे है, यह हमारे लिये सौभाग्य की बात है। भगत सिंह, राजगुरू व सुखदेव और अन्य ऐसे युवा क्रांतिकारियों ने भरी जवानी में अपना बलिदान देकर ही अंग्रेजों को देश छोड़ने पर मजबूर किया और आजाद भारत के सपने को साकार किया।


मेरा रंग दें बंसती चोला जैसे गीतों को गुनगुनाते हुये इन तीनों शहीदों ने भरी जवानी में फांसी के फंदे को हंसते हंसते गले में डालकर देश पर न्यौछावर हो गये। उन्होंने कहा कि हमें अपनी युवा पीढ़ी को भी देश के लिये बलिदान देने वाले लाखों शहीदों के बलिदानों के बारे में बताना चाहिये ताकि वे इन शहीदों द्वारा दिये गये बलिदान से प्रेरणा लें सके।

उन्होंने आगे कहा कि मैं भारत की सीमाओं पर माईनस 30 डिग्री ठंड में देश की सीमाओं की रक्षा करने वाले उन सैनिकों को भी सैल्यूट करता हूं जो बार्डर पर दिन रात कड़े कष्टों में पेहरा देकर देशवासियों की सुरक्षा को सुनिश्चित कर रहे है। उन्होंने कहा कि पंचकूला के सभी 18 सामुदायिक केंद्रों का नाम देश पर न्योछावर होने वाले शहीदों के नाम पर रखने का निर्णय लिया है और इनमें से दो सामुदायिक केंद्रों का नामकरण शहीदों के नाम पर किया जा चुका हैं।
इस अवसर पर श्री गुप्ता ने स्वतंत्रता सेनानियों के परिवारों और बहादुरी के कार्य करने वाली महिलाओं को मोमैंटो देकर सम्मानित किया। उन्होंने कहा कि स्वतंत्रता सेनानियों की वजह से ही देश को आजादी मिली है और इनके परिवारों का हम सभी को ऐसे कार्यक्रम का आयोजन कर सम्मान करना चाहिये। इस अवसर पर अरूण पाल म्यूजिकल ग्रुप ने देशभक्ति के गीत गाकर दर्शकों को भाव विभोर कर दिया।

 Governor inaugurates MRF-cum-Garbage Transfer Station at Chandigarh

Chandigarh, March 19:- Sh. Banwarilal Purohit, the Governor, Punjab and Administrator, UT, Chandigarh today inaugurated the third Material Recovery Facility – cum – Garbage Transfer Station at Sector 25, near Dadumajra, Chandigarh in the presence of Smt. Sarbjit Kaur, Mayor, Sh. Dharam Pal, IAS, Adviser to the Administrator and other senior officers of Administration and MCC.

While speaking on the occasion after inauguration of the Station, the Governor said that the centre is third out of three facilities which have been constructed in the city for the systematic and scientific solution of the Municipal Solid Waste generated in the city, first one was set up at 3BRD and second one was set up in industrial area Ph-I and are under operation.

He said that the project is one of the component of the comprehensive Solid Waste Management System as per SWM Rules, 2016, which aims at reducing the time and cost involved in collection and transfer of waste two besides generating income by recovering the reusable and recyclable waste.

The Governor said that Smart City Ltd. has done remarkable job by deploying small vehicles for door to door collection of segregated city waste and the same will be tracked using GPS devices and citizens can know timing of arrival through app developed under a separate project for tracking of vehicles.

Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation-cum-CEO, Chandigarh Smart City Ltd. briefed about the project that door to door waste collection vehicles will bring segregated waste i.e. dry & wet waste in different compartments at the Material Recovery Facility which is having dedicated space for sorting of recoverable dry waste into different categories like paper, card, recyclable plastics, glass bottles, metal etc, Dry waste left after recovery of recyclable materials will be compacted in huge compactors to compost plant located in Sector 25, near Daddumajra, Chandigarh. Weigh bridges have been provided for measurement of dry and wet waste within the Material Recovery Facility.

She said that MRF facility is equipped with hopper- tippers and compactor capsules for transfer of waste from smaller (3.2 cum) vehicles to 20 cum capsules where the waste will be compacted to one fifth of the original volume. The volume reduction will save cost of transportation of waste and space required for disposal of waste.

She said that waste from Sector 31, 32, 33,34, 44, 45, 46, 47, 48, 49, 50, 51, part 63, Industrial Area Ph-I, Ramdarbar, Hallomajra, Makhan Majra, Behlana is being brought at 3BRD facility. MRF cum GTS at west of sec 25 will cater to Sector 1, 2, 3,4, 9, 10, 11, 12, 14, 15, 16, 17, 22, 23, 24, 25, 35, 36, 37, 38, 39, 40, 41, 42, 43, 52, 53, 54, 55, 56, Part 61, Maloya, Dhanas, Sarangpur, Khuda Lahora, Khuda Ali Sher and remaining sectors waste is being brought to Industrial area Phase I, Chandigarh.

She further said that the MRF stations have been equipped with parking facilities and vehicle washing facilities. These will be monitored through 20 CCTV cameras. Each transfer station has Material Recovery Facility cum Transfer Stations with 2 Conveyer Belts for each station, Industrial Shed, 3 Weigh Bridge, one Wash System, CCTV, Mechanical equipment for volume reduction of waste to one fifth of original volumes and 9 truck loaded capsules to carry compacted waste to Processing Plant / Composting plant site. The total project is being implement through two contract packages one for civil and one for Mechanical works.

The other officers who were present during the inaugural programme were Sh. Nitin Kumar Yadav, IAS, Home Secretary, Sh. Vinay Pratap Singh, IAS, Deputy Commissioner, Sh. “Ek kavi, anek kavita” show to begin on Radio Jyotirgamya

Panjab University’s community radio station 91.2 Jyotirgamya is all set to launch a brand new show called “Ek kavi, anek kavita” on March 21,2022 which happens to be world poetry day. The weekly show is prepared and anchored by Professor Archana R Singh of school of communication studies.

Prof Singh says that Hindi poetry is enjoyed by all but its popularity is gradually decreasing. Many of the poems that will be recited in the show will remind the audience of popular poems that might have heard on the past. The aim is thus to revive the love for poetry among masses, especially the youth.

Each episode of the show will include poetry by different Indian poets along with Prof Singh’s own poems. In addition, she will talk about the poet, the poem being recited and anecdotes from her own life. Prof Singh is a Hindi poetess and has published her book of poems titled, “Kavita toh Kahi nahin” in 2021.

Panjab University’s community radio station was started in 2011 and is currently running 12 shows. Housed in the School of Communication Studies, the community radio is open for all.
