Newly elected Mayor meets Governor

 Chandigarh, January 11:- Today on 11th January, Smt. Raj Bala Malik, Sh. Ravi Kant Sharma & Sh. Jagtar Singh Dhillon (Jagga) newly elected Mayor, Senior Deputy Mayor & Deputy Mayor, Chandigarh made courtesy call to Sh. V. P. Singh Badnore, Governor, Punjab and Administrator, UT, Chandigarh.

The Administrator started his best wishes and congratulation to them followed by discussion on various issues regarding development of city.  The Mayor raised the issues regarding implementation of 4th Delhi Finance Commission’s recommendations and also regarding allocation of sufficient budgetary Grant-in-Aid to Municipal Corporation so that normal development works and other important infrastructure projects can be taken up by the Municipal Corporation, Chandigarh on priority and the issues in future may be taken up in a better way.

She also raised the issues concerning women safety and increasing of crime incidents in the city. She thanked the Administrator for allotting funds for the project to cover all dark spots in city and also apprised that the work will be completed by 31st of March, 2020.  Similarly, she apprised that provision of CCTV cameras and surveillance are being taken up under Smart City project.

She requested the Administrator to continue the monthly meetings of Co-ordination Committee at the level of Adviser to the Administrator, UT, Chandigarh where issues pending with Chandigarh Administration due to inter departmental queries can be sorted out so that Municipal Corporation can undertake these projects in a better and speedy way.

                   The Administrator expressed that the committees constituted for development of 13 villages and headed by nominated councilors of MCC must start their function and development plan for each village. He said that projects and plan would be chalked out at the earliest so that facilities and infrastructure of these villages can be developed at par with sectors of the city.

He said that the cleanliness not only means sanitation drives but includes segregation of waste and proper management of Municipal Solid Waste that has to be the top most priority and the MCC should involve public at large in these projects to ensure their participation in maintaining the beauty of the city.

Oral Health Program

Chandigarh January 10, 2020

Dr. Harvansh Singh Judge Institute of Dental sciences, Panjab University in association with Department of Dentistry ,GMCH-Sec. 32 conducted an oral health program under the banner of South Asian Academy of Pediatric Dentistry (SAAPD) to celebrate its founder’s day. SAAPD is an association of pediatric dentists involving six countries namely
India, Nepal, Maldives, Bangladesh, Bhutan and Sri Lanka.  Oral health education was imparted to the caregivers and teachers of approximately 400 children with special needs at Government Rehabilitation Institute for Intellectual Disabilities, sector 31. Children of Apna Ghar/Apne Foundation, a shelter home at Mohali, were also educated and
examined.   Dr Urvashi Sharma, Dr Gurvanit Kaur Lehl and  Dr Ikreet Singh along with interns of the dental institute facilitated this outreach activity.

Village development panel for Raipur Khurd held meeting

Chandigarh, January 10:- First meeting for the development works in the village Raipur Khurd was held today under the chairmanship of Sh. Ajay Dutta, nominated councillor, MCC which was attended by other members of committee. Sh. Kuldeep Singh, Executive Engineer, Electrical Division, MCC was also present during the meeting to discuss the problems to be taken up by the committee.

The Committee members listed various problems including Sewerage Blockage, provision of adequate water supply, broken and unmade roads, fixation of the only pulley on the way to cremation ground, re-functionality of the dispensary, maintenance of toilets, construction of bus stops, allotment and placement of new street lights, stray animals and provision of roads in the main market areas.

Senior officers of MCC to check monitoring of Night Shelters on daily basis

Chandigarh, January 10:- As per the directions of Sh. K.K. Yadav, IAS, Commissioner, Municipal Corporation, Chandigarh, senior officers of MCC will check monitoring reports of Night Shelters on daily basis and submit report to the Commissioner.

As per details, there are 10 locations in Chandigarh where night shelters facility has been provided by the Municipal Corporation Chandigarh including  in Sec 9D in front of CHB Off, 16A near hospital gate, Opposite PGI gate, 19B on V5, 20D near Mandir, 22C opposite JW Marriott, 32B near hospital gate, 34A opposite booth market, 43D in bus stand.

The following facilities have been provided in the shelters including Waterproof air tight shelters for comfortable accommodation, Room heater/ bloors to provide cozy temperature, Mattresses with quilt and pillow i/c clean bed sheet on raised plywood platform covered with mat and PVC sheet for easily cleaning, Potable water for drinking with disposable glasses, Separate arrangements for ladies and gents in Sec 16A, PGI,  32A, Mobile toilets near shelter opposite PGI, Sec 16A, 32A, Wall mounted cameras for proper supervision and security with access arrangements in MC officer mobiles, Security persons deputed for 24 hours for proper maintenance of shelter and watch & ward, First aid kit available in each shelter. Also person residing in shelter can call at 112 to get free medical facility, Complaint register and separate register to upkeep proper record on daily basis of person residing in shelter.

The MCC has provided complaint register to improve the facilities in shelters as per requirement of public on daily basis.

देश भर में साइबरस्पेस संबंधी खतरों व यौन शोषण बारे बच्चों और किशोरियों को शिक्षित करने के उदेश्य से ऑनलाइन स्टाकिंग और जैन्डर सनसिटाइजेशन मॉड्यूल स्कूली पाठ्यक्रम में शामिल करने पर विचार किया जाना चाहिए।

चंडीगढ़, 10 जनवरी – देश भर में साइबरस्पेस संबंधी खतरों व यौन शोषण बारे बच्चों और किशोरियों को शिक्षित करने के उदेश्य से ऑनलाइन स्टाकिंग और जैन्डर सनसिटाइजेशन मॉड्यूल स्कूली पाठ्यक्रम में शामिल करने पर विचार किया जाना चाहिए।


यह और अन्य सिफारिशें आज ‘‘महिलाओं और बच्चों की सुरक्षा‘‘ विषय पर पंचकूला में आयोजित किए गए दो दिवसीय सम्मेलन के समापन अवसर पर की गई। इसका आयोजन हरियाणा पुलिस द्वारा ब्यूरो ऑफ पुलिस रिसर्च एंड डेवलपमेंट (बीपीआरएंडडी), नई दिल्ली और इंडियन पुलिस फाउंडेशन इंस्टीट्यूट के सहयोग से किया गया।


एक्सपर्ट समूहों मंत्रणा के दौरान जो अन्य सिफारिशें सामने आईं, उनमें महिलाओं और बच्चों की तस्करी के मामलों को संगठित अपराध में शामिल करना, बाल व किशोर यौन शोषण से संबंधित मामलों को तेजी से निपटाने के लिए विशेष अदालतों का गठन, ऑनलाइन खतरों के बारे में जागरूकता, सार्वजनिक परिवहन में पैनिक बटन को अनिवार्य करना, यौन शोषण को लेकर माता-पिता और शिक्षक, काउंसलर, सरकारी एजेंसियों के साथ-साथ न्यायिक अधिकारियों का संयुक्त प्रशिक्षण कार्यक्रम सहित पुलिस के लिए प्रशिक्षण व क्षमता निर्माण शामिल हैं।


इन सभी सिफारिशों पर एक रिपोर्ट भारतीय पुलिस फाउंडेशन द्वारा तैयार की जाएगी जिस पर देशव्यापी क्रियान्वयन के लिए बीपीआरएंडडी विचार करेगी।
समापन सत्र को संबोधित करते हुए, अतिरिक्त मुख्य सचिव, गृह श्री विजय वर्धन ने आशा व्यक्त की कि सम्मेलन का आयोजन महिलाओं की सुरक्षा के लिए बेहतर रणनीति तैयार करने में एक मील का पत्थर साबित होगा।


इस अवसर पर बोलते हुए इंडियन पुलिस फाउंडेशन इंस्टीट्यूट के अध्यक्ष श्री एन0 रामाचंद्रन ने पांच अलग-अलग समूहों के निष्कर्षों को साझा किया, जिसमें प्रमुख सरकारी, गैर-सरकारी, शिक्षाविदों और अन्य संबंधित हितधारकों का प्रतिनिधित्व करने वाले लगभग 50 क्षेत्र विशेषज्ञ शामिल रहे।


आईजीपी श्री विकास अरोड़ा, जो बीपीआरएंडडी, नई दिल्ली का प्रतिनिधित्व कर रहे थे, ने देषभर में महिलाओं और बच्चों की सुरक्षा के लिए ब्यूरो द्वारा उठाए गए कार्यक्रमों और परियोजनाओं के बारे में जानकारी साझा की।


इससे पहले, पुलिस महानिदेशक, श्री मनोज यादव ने सम्मेलन के समापन अवसर पर मुख्य अतिथि श्री विजय वर्धन का स्वागत करते हुए प्रतिभागियों को संबोधित किया।


सीपी पंचकूला श्री सौरभ सिंह द्वारा धन्यवाद प्रस्ताव प्रस्तुत किया गया।


इस अवसर पर एडीजीपी सीआईडी श्री अनिल कुमार रावए श्रीमती विमला मेहरा, आईपीएस (सेवानिवृत्त), आईजी करनाल रेंज, श्रीमती भारती अरोड़ा, आईजी चारू बाली, एसपी क्राइस्ट अगेंस्ट वुमन, श्रीमती मनीषा चैधरी, विभिन्न जिलों के एसपी, गैर सरकारी संगठनों के प्रतिनिधि, शैक्षिक विद्वानों, छात्रों और नागरिक हितधारकों भी उपस्थित थे।

Professor M. O. P. Iyengar Endowment Lecture Award for PU Professor

 University of Madras, Chennai (Centre of Advanced Studies in Botany) has conferred Professor M. O. P. Iyengar Endowment Lecture Award on Dr A S Ahluwalia, Professor P N Mehra Chair Professor, in Department of Botany, Panjab University, Chandigarh, on January 8, 2020. Professor M. O. P. Iyengar has been recognized as the Father of Phycology in India.  Professor Ahluwalia delivered the award lecture on the first day of International Symposium on Biodiversity, Biology and Biotechnology of Algae, at Madras University, Chennai. Dr Ahluwalia has served the university as
Chairperson of deptt of Botany, Deptt of Environmental studies, Dean Students Welfare , Dean of Faculty of sciences and as P U Fellow. He has published more than 125 research papers in national and International Journals. He is President of Punjab Academy of Sciences.

Indira Gandhi National Open University (IGNOU) had launchers four new programmes from January 2020, session which include Diploma in Event Management, Diploma in Modern Office Practice, Post Graduate Diploma in Environmental and Occupational Health and Post Graduate Diploma in Sustainability Science.

Dr. Anil K. Dimri, Regional Director, IGNOU Regional Centre Chandigarh informed that for admission in Diploma in Event Management the minimum eligibility is 10+2 in any stream. The Programme is highly beneficially for those seeking employment in event management industry. Through this programme one can get employment in organized and unorganized sectors and corporate events such as brand launching, dealers meeting, seminars etc. This program is also useful for those engaged in organization of wedding events, birthday parties, festivals, fairs, anniversary celebration, regional events, local sports, digital events for rural market, festivals and government events. The fee for this programme is Rs. 8000/-.

The eligibility for Diploma in Modern Office Practice is 10+2 and the programme is presently available in English medium. The objective of this programme is to develop competency of learners in communication skills, proficiency in stenography skills, competency in handling of office machines, to operate PC on window operating system and how to manage office filing and indexing office, management methods and inventory control. The programme fee is Rs. 6000/-. This programme is very useful for personal assistant, private secretary, stenographer, office manager, office executive, executive assistant, front event executive, data entry operators, computer operators and those engaged in self employment.

The eligibility for Post Graduate Diploma in Environmental and Occupational Health is 10+2 with science stream and the objective of this program is to make applicants aware about physical, chemical and biological hazards, Environmental hazards in human health, identify the equipment hazards and also manage the hazards efficiently. It also discusses policies, laws, standards management techniques and application in different occupational setups.

Post Graduate Diploma in Sustainability Sciences is available for under-graduate and this programme is innovative in nature and useful for those who are interested to understand the issues pertaining the sustainability. This programme develops the applicants competency in project formation, implementation, monitoring and evaluation. The programme fee is Rs. 6200/-. After pursuing this programme, there are employment opportunity as programme experts, sustainability experts and sustainability analysts.

IGNOU is also planning to launch MSc in Environmental Science from July 2020 session. In this programme the learners will be familiar with various issues pertaining to the environment which include its physical, chemical and biological process. The programme will also provide exposure to the learners about waste management, climate change and resource management. The programme is blended with the component of theory and practical.

PU to release DA Arrears by Lohri

Prof. Raj Kumar, Vice Chancellor, Panjab University, Chandigarh visited Geolog Department and interacted with the Research Scholars and Students to know about the progress of the research work and the problems faced by them, here today. He assured of all possible help  for the same. He also visited the different sections of the Administrative Block and advised the staff present to adopt student and employee attitude to solve their concerns.


PU VC informed that the arrears of DA from July to October, 2019 will be released by this Lohri and relevant instructions have been passed to the salary section. He further instructed that all the medical bills passed within the sanctioned limit of Rs. 6 crores will be released by 31st March 2020.


During this visit to various sections of Administrative Block, VC interacted with the staff of Establishment II and instructed to process the promotion cases without any delay. It was also directed that all the cases pertaining to maternity leave and child care leave to be processed timely. He appreciated the work of Establishment Branch II in view of no pendency in the section.


Further, PU VC instructed to evolve fast track mechanism for disposing of the files/cases pertaining to foreign visits of the faculty for the purpose of research. During his interaction with the Budget Section, he urged them to ensure that the work related to any project be completed within stipulated time after the sanction of the budget and an undertaking in this regard be taken from the concerned beneficiary. He further directed for adjustment of advances be done strictly according to the Accounts Manual of PU.


Later in the day, VC interacted with the Assistant Registrars and Deputy Registrars of different sections to further improve the working.


PU VC hailed the efforts put in by the staff and further motivated them to work with full rigour so as to make PU best University of the country. He further motivated the employees to promote cycling and help in making eco-friendly campus for the benefit of students and employees.

Seminar on Women’s Participation in Decision Making at PU

 ‘The presence of women in the key positions of Government will contribute immensely in nation building’ said Ms. Rekha Sharma, Chairperson, National Commission for Women (NCW), New Delhi while speaking at a seminar on ‘Women’s  Participation in Decision Making’ organized by Panjab University, Chandigarh in collaboration with the NCW, here today. Women can be empowered by education, which will give them confidence in taking decisions, she added. While starting her address on a positive note, she cited examples which included a great parliamentarian and orator Ms. Sushma Swaraj, who as External Affairs Minister changed the whole scenario with her quick decisions. She also appreciated Dr. Kiran Bedi, Lieutenant Governor of Puducherry, for her commendable work on Jail reforms. The NCW Chairperson urged the women to become independent and not dependent on their male colleagues. They should come forward to put their view point at
every step which will further help in bringing the change in society towards women, she added.

        Shri Satya Pal Jain, Additional Solicitor General of India in his keynote address spoke on ‘Understanding the Issues and Challenges for Women in Decision Making’ and stressed on elimination of women exploitation. He said that awareness for women empowerment at all levels is the need of the hour. Women participation will overall make a better society, he added.  He urged women to stand for their rights. He opined that women should not be divided on the basis of casteism.

        Sh. Gian Chand Gupta, Speaker, Haryana Legislative Assembly, focussed on women empowerment and women leadership. He informed that for the growth of nation, 50% women population of the country cannot be ignored. He informed that the State of Haryana has 31 new Colleges in order to enhance education for girls of every strata.

        Prof. Pam Rajput, Professor Emeritus, coordinator of the event stressed on the indispensable role women play in entrepreneurship.  She informed that in order to assess the challenges to practical implementation of policy measures to empower women as decision makers and to assess the way forward, it is essential to develop holistic and comprehensive policy to elevate the status of women in society.

        Prof. Raj Kumar, Vice Chancellor, Panjab University, Chandigarh earlier in his address while appreciating the potential of PU teachers, informed that maximum Chairpersons in PU are women and even the female students studying in PU are around 75% of the total strength. He informed about the Mobile Legal Aid Van which will be
extended for the legal literacy and sensitization programme in the city as well as rural and remote areas around the city. He appreciated the assurance from NCW in this regard.


        The second session was concerned with the ‘Role of Financial Inclusion in Enabling Decision Making by Women’. The co-ordinator for this session was Smt. Meenakshi Gupta. The panellists for this session were, Smt. Meenakshi Gupta, Deputy CAG, who discussed the reasons for the financial issues faced by women in decision
making, Dr. H. Srinivas, DG, V.V. Giri National Labour Institute, who spoke about women entrepreneurs in rural areas,and Smt. Revathi Roy, CEO, Heydeedee who related her own experiences as a woman entrepreneur and discussed the need for women to be financially independent. This was followed by an Open House Discussion.


        The third and final session took up the discussion of ‘Sexual and Reproductive Health and Decision Making: Present Policy Framework and Challenges’. The panellists for this session were Prof. Pam Rajput, Emeritus Deptt. Cum Centre for Women’s Studies and Development Panjab University, Chandigarh, who kicked off the session and spoke about women and their right over their body and sexual health, Dr. Baljit Kaur, Asst. Director Deptt. of Health and Family Welfare Punjab, Sh. A. Asholi Chalai, Joint Secretary, NCW, and Ms. Nanthini Subbiah, Asst. Prof, Deptt. of Community Health and Advisory, NIH&FW. This was followed by another round of Open House Discussion. The event was brought to a close with a vote of thanks by Sh. A. Asholi Chalai.


        Those present at the Seminar included Prof. Shankarji Jha, Dean University Instructions, Prof. R.K. Singla, Dean Research, Prof. Emanual Nahar, Dean Student Welfare, Prof. Neena Capalash(DSW-W), Prof. Ashwani Kaul, Chief of University Security, Representatives from States Commission from Women from the States of Haryana, Punjab & Himachal, senior PU officials, staff and students.

Biorisk Management workshop at Panjab University

Thirteenth three days workshop from 3rd to 5th January 2020 on “Foundational and Laboratory Level Biorisk Management” was organised in the Department of Biotechnology, Panjab University, Chandigarh in collaboration with Sandia National Laboratories, USA under the MoU with Panjab University. The workshop was attended by faculty from Panjab University, local colleges, medical doctors and the research scholars working in the area of biological Sciences. According to Prof. Neena Capalash, workshop organizer, the  main purpose of this activity- based workshop was to enable the participants to understand laboratory biosafety and biosecurity issues associated with microbial pathogens and other biological materials used in the research laboratories and clinical set ups. She added since multiple drug resistance in pathogens has become a major challenge, working with these disease causing bacteria specially, the drug resistant pathogens, require proper handling and needs to be disposed off carefully in order to reduce the risk of spreading them into the environment. This workshop provided in depth knowledge to the participants on important topics such as personal protective equipment, segregation of biological wastes, use of decontamination methods and disposal of biohazardous waste. The faculty and researchers who participated in the workshop would act as ambassadors of this cause to further create awareness at their institutions and in society as a whole to reduce risk associated with biological hazards.
