Chandigarh, February 14:- A meeting of village development committee for the village Daria was held here today under the chairmanship of Sh. Jagtar Singh Jagga, Deputy Mayor and attended by Sh. Hardeep Singh, Sh. Anil Dubey as special invitee along with the members of village committee and concerned officers of MCC.
During the meeting, the committee members addressed problems raised including recarpeting the phirni road, damaged roads, Storm water drainage system, repair the street lights, change the water supply & sewerage lines, provision of Community Centre in the village, construction of new toilets near market.

Canada continued its immigration record of admitting over 300,000 immigrants for the second consecutive year by welcoming a total of 341,180 new permanent residents in 2019.
Out of the total number of newcomers, 58 per cent (196,675) came through the economic class while 27 per cent (91,335) were welcomed under family sponsorship and the remaining 15 per cent were arrived through the refugee class.
Indians remained the largest group when considering new permanent residents to Canada by nationality. A total of 85,585 Indians obtained Canadian permanent residence in 2019, which accounted for 25 per cent of all newcomers to Canada. China was the second leading source country as a total of 30,260 Chinese nationals were granted Canadian PR followed by the Philippines (27,815) , Nigeria (12,595) and the United States (10,800).
Among all other Canadian provinces and territories, Ontario dominated as the province of choice for new Canadian permanent residents in 2019. The province welcomed 45 per cent of the national share in 2019. In a distant second place was British Columbia, welcoming 50,320 newcomers in 2019. The third place was secured by Alberta, which welcomed 43,685 new immigrants in 2019.

Chandigarh, February 13:- Smt. Raj Bala Malik, Mayor, Chandigarh today visited village Kishangarh to see the basic amenities in the area. She was accompanied by the Chairperson of village development committee Smt. Kamla Sharma, Sh. Ravi Kant Sharma, Senior Deputy Mayor, Sh. Jagtar Singh Jagga, Deputy Mayor, Sh. S.K. Jain, Additional Commissioner, Sh. Shailender Singh, Chief Engineer, other members of village development committee and local residents.
During the visit, the team visited various streets, phirni road, markets and residential areas of the village. The main problems discussed throughout the visit were including the sewerage system, broken roads, Lack of sanitation, Tube wells, Electricity supply etc.
The committee also pointed out that there is requirement of strengthening of storm water supply pipe lines and the water supply pipe lines to the households also needs to be strengthened.
The committee decided that these problems need to be tackled and solved one by one, starting from the sewerage and drainage problems. After that, the focus would be shifted to the repairing of the roads and then the expanding of the storm water pipes. The citizens of Kishangarh also made requests to the committee for pruning of the trees and removal of abandoned cars by encroachment which would be catered to right away.
The Mayor instructed the concerned officers of engineering wing to prepare budget estimates at the earliest and put up for its disposal from the village development funds. She also directed the sanitation wing to keep proper cleanliness in the area.
चंडीगढ़, 12 फरवरी- हरियाणा के मुख्यमंत्री श्री मनोहर लाल ने प्रदेश में अंतर जिला परिषद का गठन कर प्रजातांत्रिक प्रणाली को जमीनी स्तर पर और अधिक सुदृढ़ करने के लिए पंचायती राज संस्थानों (पीआरआई) की शक्तियों का विकेन्द्रीकरण कर विकास की योजनाओं का लाभ हर व्यक्ति तक सुचारू रूप से पहुंचाने के लिए एक संस्थागत प्लेटफार्म उपलब्ध करवाने के बाद आज जिला परिषदों को और अधिक शक्तियां प्रदान करने की घोषणा की ताकि विकास प्रक्रिया में उनकी सक्रिय भूमिका सुनिश्चित की जा सके।
श्री मनोहर लाल आज पंचकूला के सेक्टर-1 स्थित लोक निर्माण विश्राम गृह में अंतर जिला परिषद (ग्रामीण) की दूसरी बैठक की अध्यक्षता कर रहे थे। मुख्यमंत्री ने जिला परिषदों को और अधिक सशक्त करने के लिए शक्तियों का विकेंद्रीकरण करने की घोषणा की, इनमें पर्यावरण विभाग की स्कूलों में ईको क्लब, शिक्षा विभाग की स्वर्ण जयंती सांस्कृतिक कार्यक्रम, अनुसूचित जाति एवं पिछड़े कल्याण विभाग की समरसता पर सेमिनार व डिबेट करवाने की योजना, कृषि एवं किसान कल्याण विभाग की गांव में बायो गैस प्लांट स्थापित करना, प्राथमिक विद्यालयों के भवनों का रखरखाव का कार्य, कृषि विभाग की फसल विविधिकरण योजना के तहत सूक्ष्म सिंचाई व धान के स्थान पर कम पानी वाली फसलों को अपनाने के लिए प्रेरित करने की योजना तथा डा0 बीआर अम्बेडकर हाउसिंग नवीनीकरण योजना शामिल है।
मुख्यमंत्री ने कहा कि पीआरआईज को पर्यावरण, स्वास्थ्य, शिक्षा व स्वच्छता में सुधार की योजनाओं पर अधिक ध्यान केन्द्रित करना चाहिए। अपने क्षेत्र में सूक्ष्म सिंचाई योजनाओं को बढ़ावा देने के लिए लोगों को प्रेरित करना चाहिए। राज्य सरकार ने हरियाणा तालाब प्रधिकरण का गठन भी किया है, जिसके तहत प्रदेश के 14,000 तालाबों के पानी को उपचारित कर सिंचाई व अन्य कार्यों के लिए उपयोग किया जाएगा। इसमें स्थानीय जन प्रतिनिधियों की भागीदारी अधिक से अधिक होनी चाहिए। उन्होंने कहा कि विकास कार्यों के लिए धन की कमी आड़े नहीं आने दी जाएगी।
मुख्यमंत्री ने प्रत्येक जिला परिषदों को आंगनवाड़ी व उप-स्वास्थ्य केन्द्रों की कार्यप्रणाली की निगरानी के लिए एक स्पेशल विंग गठित करने के निर्देश दिए, जो सरकार को अपनी रिपोर्ट प्रेषित करेगी।
हरियाणा ने पढ़ी-लिखी पंचायतें देकर देश के समक्ष उदाहरण प्रस्तुत करने के बाद पिछले दो वर्षों से अंतर्राजीय परिषद की तर्ज पर अंतर जिला परिषद का गठन करने वाला हरियाणा देश का पहला राज्य बन गया है। मुख्यमंत्री ने कहा कि जिला परिषदों को औसतन 20 से 25 करोड़ रुपये का वार्षिक बजट आबंटित किया जाएगा। मुख्यमंत्री द्वारा जिला परिषदों को आउट सोर्सिंग पोलिसी के तहत व प्रतिनियुक्ति के आधार पर इंजीनियरिंग, सामाजिक क्षेत्र, लेखाकार व अन्य विशेषज्ञों के 9 श्रेणियों के पद भरने की अनुमति भी दी जा चुकी है।
उन्होंने कहा कि राज्य सरकार का बजट पास होने के बाद जिला परिषद अपन बजट हाउस में पारित कर सरकार को भेजें, ताकि उसे सरकार द्वारा स्वीकृति प्रदान की जा सके। उन्होंने कहा कि गत वर्ष जिला परिषदों को 184 करोड़ रुपये का बजट आबंटित किया गया था। चालू वित्त वर्ष के दौरान 74.44 करोड़ रुपये जारी किए जा चुके हैं तथा 39.58 करोड़ रुपये की राशि एक सप्ताह के अन्दर जारी कर दी जाएगी।
मुख्यमंत्री ने कहा कि विकास कार्यों में पारदर्शिता लाने और भष्टाचार पर अंकुश लगाने के लिए जिला परिषदों को ई-टेंडरिंग प्रणाली के माध्यम से विकास कार्य आबंटित करने चाहिएं।
उन्होंने कहा कि हम ई-पंचायत अवधारणा लागू करने की दिशा में बढ़ते हुए शीघ्र ही एक वेबसाइट लॉन्च की जाएगी, जिस पर प्रदेश के हर गांव की जानकारी, जैसे गांव का नक्श और उसकी जनसंख्या उपलब्ध होगी। इसके अलावा, इस वेबसाइट पर ग्रामीण अपने सुझाव और शिकायतें भी अपलोड कर सकेंगे और संबंधित विभागों द्वारा सुझाव और शिकायतें के आधार पर आगामी कार्रवाई की जाएगी। मुख्यमंत्री ने कहा कि 27 विभागों की योजनाएं पंचायती राज संस्थानों को स्थानांतरित की जा सकती हैं, इसकी रूप रेखा तैयार की जा रही है।
उन्होंने कहा कि पंचायती राज संस्थाओं को सोशल ऑडिट सिस्टम में भी शामिल किया जाएगा ताकि सरकार द्वारा जमीनी स्तर पर करवाए जा रहे कार्यों की प्रभावी निगरानी की जा सके। मुख्यमंत्री ने कहा कि पंचायती राज संस्थानों के जन प्रतिनिधि को जनहित के कार्यों में स्वेच्छा से जुडऩे वाले लोगों को प्रेरित करना चाहिए।
बैठक में उप-मुख्यमंत्री श्री दुष्यंत चौटाला, जिनके पास विकास एवं पंचायत का कार्यभार भी है, ने अपने सम्बोधन में कहा कि स्थानीय स्तर पर अपनी आय के संसाधन बढ़ाने की योजना जिला परिषदों को तैयार करनी चाहिए। हर छ: महीने में दो दिन का विशेष सत्र बुलाया जाना चाहिए और उसमें सभी सदस्यों से सुझाव आमंत्रित कर विकास कार्यों की रूपरेखा तैयार कर बजट बनाना चाहिए। उन्होंने कहा कि नये विजन के साथ योजनाएं तैयार करने की जिम्मेवारी जिला परिषदों की बनती है। श्री दुष्यंत चौटाला ने इंद्री खण्ड के खुर्दबन गांव के सरपंच, जिन्होंने अपने गांव में आंगनवाड़ी केन्द्र में प्ले स्कूल का मॉडल पेश किया है, उसकी प्रशंसा करते हुए कहा कि भविष्य में आंगनवाड़ी केन्द्रों में प्ले स्कूल खोले जाएंगे, जिसके लिए इस सरपंच को रॉल मॉडल बनाया जाएगा। उन्होंने कहा कि आज से पहले पंचायती राज की शक्तियां राज्य सरकार के पास रहती थी परंतु आज हमने कुछ विभागों के कार्य लोकतंत्र की छोटी सरकारों को सौंपे।
वित्त विभाग के अतिरिक्त मुख्य सचिव श्री टीवीएसएन प्रसाद ने अपने स्वागतीय भाषण में मुख्यमंत्री को अवगत करवाया कि अन्तर जिला परिषद की पहली बैठक 30 अगस्त, 2018 को हुई थी, उसके बाद उस बैठक में लिए गये निर्णयों की समीक्षा के लिए 3 जनवरी, 2019 व 14 जून, 2019 को बैठकें की गई थी। तदानुपरांत आज यह बैठक बुलाई गई है। उन्होने पंचायती राज संस्थानों को दिए जाने वाले वित्तीय कार्यों के बारे भी विस्तार से जानकारी दी।
विकास एवं पंचायत विभाग के प्रधान सचिव श्री सुधार राजपाल ने अन्तर जिला परिषद की बैठक की रूप रेखा व जिला परिषदों को दिए जाने वाले कार्यों पर एक प्रस्तुतिकरण दी।
मुख्यमंत्री ने जिला परिषदों के अध्यक्षों से सीधा संवाद किया तथा ओपन हाउस का आयोजन कर आगामी वित्त वर्ष के दौरान बजट में शामिल करने के लिए सुझाव भी आमंत्रित किए। उन्होंने कहा कि एक सप्ताह के अन्दर-अन्दर जिला परिषदों के अध्यक्ष अपने सुझाव भेज सकते हैं। उन्होंने कहा कि 17 से 19 फरवरी तक विधायकों से सुझाव आमंत्रित करने के लिए प्री-बजट बैठक बुलाई गई है।
हरियाणा स्वर्ण जयंती वित्त प्रबंधन संस्थान के महानिदेशक व अंतर जिला विकास परिषद के सदस्य सचिव श्री विकास गुप्ता ने धन्यवाद प्रस्ताव रखा।

Arun Sood, president, BJP, Chandigarh and councillor, Sh. Ravi Kant Sharma, Sr. Deputy Mayor, Sh. Jagtar Singh, Deputy Mayor, Sh. Anil Dubey, area councilor, Sh. Shailender Singh, Chief Engineer, Sh. Sanjay Arora, SE, B&R, Councillors, officers of MCC and prominent persons of the area.While addressing the gathering, the Mayor said that there was a long pending demand of local residents of Mauli Jagran to provide these day market. She said that it is the prime responsibility of the vendors to maintain and keep the area clean.The Mayor said the the MCC has provided total 136 vending sites having size 6’-0”x 6’-0” in the day market, spread in the plot area of 2056 Sq. meters or 0.50 acre (approximately) alongwith 662 Sq. meters parking area. She said that this day market has been provided to facilitate the residents of the local area. She said that the total expenditure used to build the day market is approximately 75 Lacs.While addressing the gathering, Sh. Anil Dubey said that provision of lights and fans will be made in the market besides providing Toilet block and drinking water facility. He said that the sites will be allotted to the registered vendors of local area as per norms.

Women in Science in collaborationwithPanjab University Alumni Associationhosted the first WISE interactive lecture titled “Reaching for the Stars: My Voyage” by Prof. Manjit Kaur, Prof. (Rtd) Physics Department Research Investigator, CMS experiment at CERN, Geneva, here today. She spoke at length about various challenges faced during her journey and the motivation with which she carried on with her mission. She said that fundamental science is essential for solving global problems and the contributions of women scientists should neither be forgotton nor undermined. She concluded her talk by referring to Marie Curie saying “I was taught that the way of progress was neither swift nor easy”.
The lecture series is spearheaded by Prof. Deepti Gupta, Dean (Alumni), Prof. Nishima, Prof. Jagdeep Kaur and Prof. Archana Bhatnagar to celebrate women achievers in the field of science. Gracing the occasion was Prof. Manjit Kaur, a force to reckon with in the field of physics. With over 1300 publications, 8000 citations and supervising 13 PhD’s, Prof. Manjit Kaur has also served as member of Syndicate and Senate, Panjab University.
This was also accompanied by the launch of the book titled “Phulkari from Punjab: Embroidery in Transition” authored by Anu H. Gupta andShalina Mehta.The book traces the history of Phulkari through the ages: the craft, the decline, the revival. It highlights the agonies of lost finesse and compulsions of commoditization that the practitioners of the art shared with the authors. It also shares instances of revival and innovation, narrates the robustness with which Phulkari has re-entered imagination of designers and details how this has helped transform lives of hundreds of domestic craftswomen.

Chandigarh,February 10:-To understand whether the facilities given by the Smart city Chandigarh are helping to make the city a better place to live or not, a survey consisting of 24 questions is being conducted till February 29th. The main purpose of the questions is to gauge what the citizens think about the ease of living in Chandigarh. There are some important questions regarding women safety, fire and emergency services and education etc. in the survey which will be helpful in framing the image of the city beautiful.
In a press conference organized here today about the features and questions regarding the survey, Smt. Raj Bala Malik informed that to give the feedback, citizens can visit the link htpps://eol2019.org and click on ‘Citizen feedback’. From there, they’d be directed to a page where they’ll be asked to provide some basic details and answer a set of 24 questions.
These questions are:
1. Your name
2. Your age
3. What is your current occupation?
4. To what extent do you agree good education for children if affordable?
5. To what extent do you agree quality healthcare services are affordable?
6. To what extent do you agree rental/housing is affordable?
7. How satisfied are you with the state of cleanliness of your city?

11. To what extent do you agree that commuting in your city is safe?

After all the questions are answered, a reCAPTCHA will be produced to determine whether the person filing the form is a human or a bot. After submitting this, the form would be completed and the feedback would be saved.
While sharing about the Ease of Living Index Assessment, the Mayor explained that total of 114 cities are participating and 30% weightage will be given to the rating of the cities through citizen participation. Out of these cities, provision of prizes amongst the participants has also been made.
She said that 25 citizens from each city will be selected randomly through computer based algorithms and out of those 25, 1 citizen from each city will be selected randomly as a national winner. After that, 3 National winners will again be randomly chosen for the prizes. These winners will be rewarded with: ₹ 25,000/- cash prize. Each winner will be felicitated at ‘4thApex Conference of Smart cities’ to be held in Surat in June 2020. They will also get an opportunity to share their sentiments at the national level.
The Mayor appealed the citizens to give their valuable feedback on the link and win laurel for their city besides cash prizes for them also through the survey.

A ten day national workshop on analytical instrumentation was inaugurated by Prof Raj Kumar, Vice Chancellor at Department of SAIF/CIL, Panjab University, Chandigarh, here today.
This workshop is one of its kinds to provide an outlook of scientific arena to the students of Kashmir, focusing on analytical instrumentation with an aim to inspire and empower students from remote areas and groom their scientific temper.
PU VC emphasized on the need to streamline more such specialized workshops for students from Himachal Pradesh, Uttarakhand, North East states and especially Ladakh. He was overwhelmed with the appreciable number of female participants attending the workshop, in context with stepping out of their place. Prof. Raj Kumar interacted with every participant one to one.
Prof. Shankarji Jha, DUI, PU congratulated the director SAIF and the organizing committee for taking this initiative and stated that this type of workshop will sensitize the young researchers and scientists.
Prof. Ganga Ram Chaudhary, Director, SAIF/CIL highlighted the vision of Prof. Raj Kumar, Vice Chancellor to disseminate the state of the art analytical facilities available at SAIF to the students and researchers from the remote areas of Kashmir. He ensured that SAIF/CIL would continue to be at forefront in imparting research facilities and practical training to the students through such workshops.
Dr. Ramesh Sharma, convener, proposed the vote of thanks and the students were captivated when Dr. Sharma introduced them to the facilities that SAIF/CIL offers.
As many as 44 participants, mainly post graduate chemistry students from different remote areas of Kashmir and Ladakh were seen highly enthusiastic for learning the state of the art analytical instruments and their application in research.
