The 19th International Melow Conference will be held at the Department of English and Cultural Studies, Panjab University, Chandigarh from the 21st – 23rd February, 2020 by MELOW, The Society for the Study of the Multi-Ethnic Literatures of the World. Founded in 1998, under the name MELUS-India, MELOW endeavours to set up a global network of scholars working on World Literatures. The 19th International Conference of The Society for the Study of the Multi-Ethnic Literatures of the World touches on subjects like Connections in World Literature, Traditions and Counter Traditions.
A wonderful opportunity has been provided to the scholars of Panjab University and other literary aspirants by MELOW under the presidency of Prof. Manju Jaidka in collaboration with the Dept. of English and Cultural Studies chaired by Prof. Deepti Gupta, with Dr. Meenu Gupta as the convenor.
The conference will begin with an Inaugural Session on the 21st of February at 9.30 AM. Prof. Mukesh Williams from Soka University, Tokya, Japan, will give the keynote address. A special invited Isaac Memorial Lecture will be delivered by Prof Senath Walter Perera from Srilanka. The conference will be spread across three days. There will be a total of 34 sessions across three days, some plenary and the rest parallel. There will over 150 registered delegates of which approximately 30 hail from overseas: from Japan, Poland, US, Nepal, Bangladesh, etc.
The three-day conference will be brought to a close with a valedictory session on the 23rd February.
आज 20 फरवरी 2020 को इंडियन योग एसोसिएशन, चंडीगढ़ चैप्टर की विशेष बैठक डॉ जयदीप आर्य, राष्ट्रीय संयुक्त सचिव इंडियन योगा एसोसिएशन की अध्यक्षता में यूटी चंडीगढ़ गेस्ट हाउस में आयोजित हुई जिसमें एक महत्वपूर्ण निर्णय लिए गया कि आगामी मार्च माह के प्रथम सप्ताह से चंडीगढ़ ट्राइसिटी में तीन स्थानों पर रिसर्च आधारित योग शिविर आयोजित किए जाएंगे जिसमें हाई लिपिड प्रोफाइल वाले लोगों को शामिल किया जाएगा।
इस रिसर्च कार्य को पीजीआई चंडीगढ़ के सहयोग से पूर्ण किया जायेगा | लगभग तीन महिने चलने वाले इस ऐतिहासिक योग शिविर में यह देखा जाएगा कि योग के द्वारा रोगियों के लिपिड प्रोफाइल में कितना परिवर्तन आया है इसके लिए समय-समय पर रोगियों के खून की जांच की जाएगी। रिसर्च के दौरान इस कार्य को परिणाम देने के लिए रिसर्च कमेटियों का गठन भी कर दिया गया है। आज की बैठक में इंडियन योगा एसोसिएशन चंडीगढ़ चैप्टर के चेयरमैन श्री नविन जी सहित कई पदाधिकारी सम्मिलित हुए । बैठक में पीजीआई चंडीगढ़ के प्रतिनिधियों के साथ क-साथ जोशी फाउंडेशन चंडीगढ़ की ओर से श्री विनीत जोशी भी बैठक में सम्मिलित रहे।

Chandigarh,February 18:- Mrs. Raj Bala Malik, Mayor, Chandigarh today called a meeting of Shehri Sahbhagita Manch at 11 am in the conference hall of Municipal Corporation Chandigarh, which was attended by representatives of Banks, Social Welfare Department and city level federations of Chandigarh.
The Mayor informed the efforts of DAY-NULM to facilitate and uplift the urban poor community, which will help boost the momentum already gained through another set of high impact initiatives like promoting urban poor women by releasing revolving fund, launching of skill programs, tool kit and certification distribution to urban poor youths, release of book of homeless survey and release of book as envisaged under the pilot project in respect of Capacity Building, displaying of SHG products in Rose festival and Training programmes under support to Urban Street Vendors and other mega events for the members of self help groups.
Various activities were planned during the meeting for the Shehri Samridhi Utsav, 2020 which is proposed to be celebrated on the recommendations of the Minsitry of Housing and Urban Affairs from 28th March, 2020 to 12th April, 2020 to establish a platform so as to give leverage to the community based organizations formed under DAY-NULM. It was also decided that various line departments like State Legal Services Authority; Social Welfare Department; State AIDS Control Society; Tuberculosis department, Swachh Bharat Mission, Skill Training Providers will give their support in making the programme successful vis-à-vis rallies, skits/nataks, campaigns etc.
The meeting was attended by Sh. Anil Yadav, Lead District Manager, Punjab National Bank, Chandigarh; Sh. Vivek Trivedi, Social Dev. Officer, DAY-NULM; Computer Programmer, MCC; a representative from Social Welfare Department; 13 members of City Level Federation and all the staff/officials of DAY-NULM and Vendor Cell.
Dean International Students (DIS) and Dean Alumni Relations in collaboration with Centre for Systems Biology and Bioinformatics and CIL organized an interactive session on “Opportunities for Research in Regenerative Medicine by Dr. Sanjiv Dhingra, from the Dept. of Physiology and Pathophysiology at the University of Manitoba at Panjab University, here today.
The event is one of the numerous programmes held under the National Workshop on Analytical Instrumentation organised from February 9th to February 18th, especially for Kashmiri students to empower the researchers from remote areas of India. SAIF is pioneering in conducting training programmes in technical skills for the benefit of scientific community from different institutions.
Prof Dhingra informed the participants that his research is in the area of Cardiac regeneration and myocardial tissue engineering using stem cell-based and biomaterials- based approaches to restore function following a cardiac injury.
Basic mechanisms of immune-rejection of transplanted allogeneic (unrelated donor) mesenchymal stem cells (MSCs), embryonic stem (ES) cells, induced pluripotent stem (iPS) cells in the heart in order to develop strategies to enhance the survival of these cells and successfully repair damaged myocardium.
He is also interested in developing clinically relevant biomaterials for myocardial tissue engineering techniques. His laboratory has techniques as well as tools to isolate and culture different stem cell populations and transplant these cells to the infarct area after inducing myocardial infarction in various animal models; combining stem cell biology and molecular biology techniques to accomplish research goals. Dr Dhingra shared with the audience his journey from Panjab University to the best research labs in Canada and spoke about the values and skills which he had acquired in his Alma mater and how those helped him in making his place and adjusting with the foreign environment. He also talked about developing scientific temperament, passion for learning and value of hard work.
Prof. Raj Kumar, Vice Chancellor, Panjab University while inaugurating the seminar, appreciated the efforts of the organisers in bringing together different offices under one roof. He praised the women students who participated in the program and wished them success for their future.
Prof. O.P. Katare from the Dept. of Pharmaceutical Sciences, shared his thoughts on the potential one possess to achieve success. His sentiment was shared by Dr. G.S. Kainth, retd. Prof. IIT Kanpur and alumnus of Panjab University.
Dr.Sanjiv Dhingra, an alumnus of Panjab University, is also the Principal Investigator at the Cardiac Regeneration & Tissue Engineering Laboratory, Institute of Cardiovascular Sciences. चंडीगढ़, 17 फरवरी- पढ़ी-लिखी पंचायत देकर कर देश के समक्ष एक उदाहरण प्रस्तुत करने के उपरान्त हरियाणा के मुख्यमंत्री श्री मनोहर लाल ने वित्तमंत्री के रूप में अनेक हितधारकों, सांसदों व विधायकों के साथ बजट पूर्व बैठकें कर बजट में उनके सकारात्मक सुझावों को शामिल करने की एक नई पहल की है। भारतीय लोकतंत्र के इतिहास में इसके साथ ही एक नया अध्याय जुड़ गया है और हरियाणा ऐसा करने वाला देश का पहला राज्य बन गया है।
पंचकूला के सेक्टर-1 स्थित रेड बिशप पर्यटन केन्द्र के सभागार में वित्त विभाग एवं हरियाणा वित्तीय प्रबन्धन संस्थान द्वारा संयुक्त रूप से विधायकों के साथ आयोजित तीन दिवसीय बजट पूर्व विचार-विमर्श बैठक की अध्यक्षता करते हुए मुख्यमंत्री ने विधायकों को सम्बोधित करते हुए कहा कि एक जनप्रतिनिधि को सदन में अपनी राजनीतिक पार्टी की विचारधारा से ऊपर उठकर बजट के लिए राज्य-व्यापी सुझाव देने का परिचय देना चाहिए।
बैठक में उप मुख्यमंत्री श्री दुष्यंत चौटाला, विधानसभा अध्यक्ष श्री ज्ञान चंद गुप्ता, उपाध्यक्ष श्री रणबीर गंगवा के अलावा हरियाणा मंत्रिमण्डल के सदस्य तथा राज्य के 75 से अधिक विधायक उपस्थित थे।
एक वित्तमंत्री के रूप में मुख्यमंत्री श्री मनोहर लाल की इस अनूठी पहल का उपस्थित सभी विधायकों ने स्वागत करते हुए कहा कि बजट पूर्व उनसे सीधा संवाद कर बजट के लिए सुझाव मांगना निश्चित रूप से उनके लिए एक सुखद अनुभव है। बजट में शामिल करने के लिए आज जो सुझाव उन्होंने दिए है आशा है कि उनके अच्छे सुझाव बजट में समावेशित किए जाएंगे।
मुख्यमंत्री ने कहा कि 8 जनवरी, 2020 से वे उद्योग जगत, सेवा क्षेत्र, रियल इस्टेट, कृषि,मैन्यूफेच्यरिंग, महिला, युवाओं तथा सांसदों सें भी विचार-विमर्श कर चुके हैं। उन्होंने कहा कि लोक सभा अध्यक्ष, श्री ओम बिरला ने हरियाणा की इस पहल की प्रशंसा की है। उन्होंने कहा कि बजट का हेतु समाज के अन्तिम पक्ति में खड़े व्यक्ति तक लाभ पहुंचाना है। सीधा संवाद व विचार-विमर्श पर बजट के लिए सुझाव आमंत्रित करने की एक पहल की गई है। उन्होंने कहा कि बजट में भी जनता की आकांक्षाओं व अपेक्षाओं पर खरा उतरने का वे हर सम्भव प्रयास करेंगे। उन्होंने कहा कि आज हमारे सामने पर्यावरण सुरक्षा, प्रदूषण, गिरता भू-जल स्तर, कृषि में अत्याधिक रसायन उर्वरकों का उपयोग कुछ ऐसी चुनौतियां है जिनका समाधान ढूढऩा जरूरी हो गया है।
उन्होंने कहा कि जब देश में खाद्यान्नों का संकट हो गया था उस चुनौती से निपटने के लिए हरित क्रांति लाई गई और इसका परिणाम यह है कि पंजाब, हरियाणा देश के खाद्यान भण्डारण में सर्वाधिक योगदान दे रहे हैं। विश्वभर में जल संरक्षण भी भविष्य की एक चुनौती बनती जा रही है। इसके लिए जल का अधिक से अधिक बचाव करना होगा। सुक्ष्म सिंचाई योजनाओं का अपनाना होगा। रोटी, कपड़ा और मकान के साथ-साथ शिक्षा, स्वास्थ्य व सुरक्षा भी मनुष्य की एक आवश्यकता है। मुख्यमंत्री ने कहा कि आगामी 20 फरवरी, 2020 से औपचारिक रूप से हरियाणा विधानसभा का बजट सत्र आरम्भ हो जाएगा। आज की बैठक में आए सुझावों को भी बजट में शामिल किया जाएगा। उन्होंने कहा कि पार्टी की राजनीतिक विचारधारा से ऊपर उठकर प्री-बजट बैठक में विधायकों ने भाग लिया है जो एक अच्छी शुरूआत है। कृषि प्रधान राज्य होने के नाते प्री-बजट बैठक के पहले दिन कृषि एवं सम्बद्घ क्षेत्र को प्राथमिकता दी गई और प्रधानमंत्री श्री नरेन्द्र मोदी जी की वर्ष 2022 तक किसानों की आय दोगुनी करने के लक्ष्य को विजन एवं मिशन बनाने का उपस्थित विधायकों ने मुख्यमंत्री की सोच का स्वागत किया।
मुख्यमंत्री ने कहा कि बजट में विभागों की छोटी बड़ी कुल 1590 योजनाएं है, जिनमें से कई योजनाओं की आज के दिन प्रासंगिकता नहीं है। बजट में इस बात का ध्यान रखा जाएगा कि ऐसी योजनाओं को या तो बंद किया जाएगा या तो इसे दूसरी योजनाओं के साथ मिलाया जाएगा।
मुख्यमंत्री ने हरियाणा को दिए गए संयुक्त राष्ट्र के सतत विकास लक्ष्य-2030 के तहत 17 लक्ष्यों की लगाई गई प्रदर्शनी की उदघाटन भी किया और आर्थिक विकास से सतत विकास की ओर ‘मेरा प्रण’ पर हस्ताक्षर भी किए। जिनमें प्राकृतिक संसाधनों का उचित प्रबंधन एवं उपयोग को बढ़ावा देना, रसायनों का ठोस प्रबंधन हेतु जागरूकता जिससे स्वास्थ्य एवं पर्यावरण पर उनके हानिकारक प्रभावों को न्यूनतम किया जा सके, ग्राम पंचायत में ऐसी गतिविधियों को प्रोत्साहित करना, जो पर्यावरण प्रदूषण को कम करती हों, नगरीय क्षेत्रों में अपशिष्ट प्रबंधन को प्रोत्साहित करना शामिल है।
वित्त विभाग के अतिरिक्त मुख्य सचिव श्री टी.वी.एस.एन. प्रसाद ने राज्य की आर्थिक विकास की स्थित पर एक विश्लेषणात्मक प्रस्तुतिकरण दिया। उन्होंने कहा कि वित्त वर्ष 2014-15 राज्य का कुल बजट 73301 करोड़ था जो वर्ष 2019-20 में 132165 करोड़ रुपये था। इसी प्रकार प्रति व्यक्ति आय जो वर्ष 2014-15 में 147382 रुपये थी जो अब 215157 है। सकल घरेलू उत्पाद दर 2019-20 में 11 प्रतिशत रही। राज्य की आर्थिक स्थिती केंद्रीय वित्त कोषीय प्रबंधन के नियमों के अनुरूप है। पूंजीगत परिव्यय में भी तीन गुणा वृद्धि हुइ है जो प्रदेश की सुदृढ़ आर्थिक स्थिती को दर्शाती है।

The 33rd Convocation of IGNOU was held today on 17th February, 2020 (Monday) at IGNOU, Hqrs., New Delhi and its 39 Regional Centres simultaneously.Shri Ramesh Pokhriyal ‘Nishank’, Hon’ble Minister, Ministry of Human Resource Development, Govt. of India, was the Chief Guest for the convocation function and delivered the convocation address at IGNOU Headquarters, New Delhi and the Convocation of IGNOU, Regional Centre, Chandigarh and Regional Centre, Khanna was held at the auditorium of Dev Samaj College of Education, Sector – 36B, Chandigarh. Shri Chanranjit Singh Channi, Hon’ble Minister, Technical Education & Industrial Training, Govt. of Punjab, presided over the function and delivered the convocation address at RC Chandigarh and awarded Degrees/Diplomas to 351 students of Master Degrees and Professional Bachelor Degrees. In the convocation 5627 successful learners were awarded Degrees & Diplomas. In the previous convocation 1767 students were awarded degree. The significant increase in the awardees reflects the quality of support services provided to our learners by the Learners Support Centres.
Ms. Arti Verma student of Bachelor of Education (B.Ed, Ms. Divya Garg student of Post Graduate Diploma in Criminal Justice (PGDCJ), Ms. Shivani Sharma Student of Post Graduate Diploma in Educational Technology (PGDET) from Chandigarh Regional Centre and Mr. Amardeep Singh student of Diploma in Tourism Study (DTS) from Khanna Regional Centre were awarded gold medal in the function held at IGNOU, Hqrs., New Delhi.
Dr. Anil K. Dimri, Regional Director presented the annual report of the Regional Centre. In his report he mentioned that with a network of 30 Study Centres, Chandigarh Region of IGNOU, admits more than 18000 students per year and during the academic session 2019-20 the total student strength was 17790 registering an increase of 30.62 per cent over the last year. He also shared that 62 students from this region have received their Degree with distinction and 1600 learners with 1st Division. Dr. Dimri, highlighted the activities of the Centre and advised the students to take advantages of Open & Distance Learning based education, as this is cost effective and accessible to the common people. He also emphasized that IGNOU, Regional Centre Chandigarh is making sincere efforts to procure land for Regional Centre building for construction of its campus.
With a view to promote Open and Distance Learning education Regional Centre, Chandigarh was established in the year 2009 covering Panchkula, Mohali, Ambala, Patiala, Ropar, Fatehgarh Sahib and UT Chandigarh district. At inception of Regional Centre, Chandigarh there were only 05 Learner Support Centres which are presently 30 almost covering all the districts under this region and has witnessed 10 times growth in enrolment during last 11 years.
Dr. Santosh Kumari, Regional Director, IGNOU, Regional Centre, Khanna has also presented report and achievements of Regional Centre, Khanna on this occasion. She highlighted the importance of distance education and various activities of Regional Centre Khanna. She emphasized that Regional Centre, Khanna is play important role in imparting traing to the School level volunteer as more than 16000. Such volunteer are enrolled with DECE Programme of IGNOU from the State of Punjab.
Out of 5627 awardees, 1523 were from Master, 2166 from different Bachelor, 64 from Diploma and 789 from PG Diploma.
Chief Guest Shri Chanranjit Singh Channi, Hon’ble Minister, Technical Education & Industrial Training, Govt. of Punjab, awarded the Degrees and Diplomas to 351 successful learners of IGNOU. In his convocation address, he emphasized the role of Open & Distance Learning system in the present context and shared that our youths should come forward to take the advantage of the system. Mr. Singh highlighted that the greatest hallmarks of IGNOU which is lacking in Conventional University system is the considerable degree of flexibility in entry qualification, place, pace, lateral entry and exit points and duration of study. He also pointed out that conventional education system miserably fall short in meeting this ever increasing demand of higher education because of the inherent limitations of restricted intake. What is the way forward? Open Distance Learning (ODL) is the answer. The potential of this mode of education was realized long ago and a separate Department of Distance Education as part of the conventional university system became a reality. The country realized the need and potential of the distance learning as a viable, sustainable and cost-effective recipe to cope with the mounting pressure of higher education. He also advised the learners not to violate the basic matrix of morality, values of honour, dignity, friendship, social well-being and compassion towards fellow men. No idea or prescription can be above the conscience of humankind, prime mission of the learner is to serve your family, your fellow men, the society and the country as a whole. One could be a good professional only if one is good human being.

डाॅ. आत्मजीत, पूर्व आई.ए.एस. जनाब आर.के.तनेजा, कद्दावर शायर श्री महेन्द्र प्रताप चांद, डाॅ. के.के.ऋषि, केन्द्रीय साहित्य अकादमी के राष्ट्रीय उपाध्यक्ष श्री माधव कौशिक ने सम्बोधित किया।

जनाब शीन काफ़ निज़ाम ने अपने विद्वता पूर्ण शोध पत्र में ग़ालिब को महान कालजयी शायर बताते हुए अपने समय का महान सृजनकर्ता बताया। इस अवसर पर मौजूद अन्य चर्चित शायरों एवं लेखकों में विचारक एवं सूफ़ी विद्वान प्रो. हरबंस सिंह चर्चित कवयित्रि सुमेधा कटारिया, अंगेज़ी पत्रकार अजय भारद्वाज, इतिहासकार एम.एल.जुनेजा, शायर शम्स तबरेज़ी आदि शामिल थे।

Dr. B. R. Ambedkar Centre, Panjab University, Chandigarh in collaboration with Punjab Pollution Control Board (Government of Punjab), Patiala organized one day National Seminar/Workshop on the theme, “CLIMATE EMERGENGY: NO TIME LEFT; ACT NOW” on 15 February, 2020 in the University Campus.
The Chief Guest, Honourable Justice A. K. Goel Chairman, National Green Tribunal, Former Judge, Supreme Court of India, Former Chief Justice of Odisha High Court and Former Chief Justice of Gauhati High Court drew the attention of the audience towards the depleting water sources and the fatal diseases being caused by chemical emissions and Green House gases. He urged everyone to enlighten and empower oneself to face the challenge of water, air and soil pollution.
Shri R.N. Jindal , Executive Director, Nimbua Green Field Punjab Ltd. in his keynote address delved on the strict compliance of law and policies to mitigate the environment crises caused due to pollution which is endangering our lives.
Prof. S. S. Marwaha, Chairman, Punjab Pollution Control Board, emphasised on the scientific analysis to be followed towards the exaggerated views regarding the pollution fear and on creating awareness for resolving the environment crisis.
Prof Raj Kumar, the Vice Chancellor in his welcome address apprised the guests about the various innovative projects begun by University for improving the research and teaching skills. He appreciated the mix of resource persons invited for seminar from different domain of knowledge to deliberate on the concern of the environment.
Hon’ble Mr Justice Jasbir Singh,the Former Acting Chief Justice of Punjab and Haryana High Court, while expounding the theme of the seminar made a call to face a challenge of unhealthy environment through sensitization programmes and cumulative responsibility.
According to the Coordinator of Dr B. R. Ambedkar Centre Professor Devinder Singh, a series of activities were organized to mark the seminar/workshop. This includes the Paper Presentations, the Quiz, on the spot painting competition, waste to wealth competition and the slogan writing competition. The seminar/workshop was open for researchers, students and teaching faculty of the University Departments, Institutes, Centres as well as the colleges affiliated to the University. The participants were encouraged to register their concern for environment protection in their own way by choosing at their will the above-listed activities. The participants won a number of prizes for themselves while taking part in various competitions. They were also given certificates, seminar kits and refreshments. The participants of Departments/ Institutes / Centres of the University, such as Laws, History, Geography, UIET, UILS, ISSER, Centre of Human Rights, Political Science, Public Administration as well as colleges such as Post Graduate Government College, Sector 11, Post Graduate Government College, Sector 46, DAV College, Sector 10, Chandigarh had shown an earnest interest and keenness for participation.
The eminent dignatories present on the occasion included Sh. Alok Shekhar Srivastava, Secretary GAD and Coordination, Punjab, Sh. Subodh Aggarwal, Former Chief Secretary, Punjab, Sh. R. N. Jindal, was also the keynote speaker, Smt. Urvashi Gulati, Former Chief Secretary, Haryana, Er. Krunesh Garg, the Chief Environmental Engineer, Punjab Pollution Control Board, Head Office, Patiala, Prof. Ganga Ram Chaudhary, Director, CIL.
Five parallel technical sessions wer arranged for the activity of paper presentations in which 95 participants took part and 85 papers were presented broadly on themes, Global Warming, Sustainable Development, Green Energy, Waste Management, Depletion of Ozone, Natural Justice, Polluter Pays Principle, Noise Pollution, Afforestation etc. The paper presenters were adjudged by 14 chairpersons of various faculties of Humanities and Sciences who chaired various technical sessions.
52 participants took part in slogan writing competition. 12 teams of 36 participants from various departments of the University and the colleges competed in quiz competition. 12 participants took part in Waste to Wealth competition. 35 entries of participants were received for on the spot painting and poster competition.
The Valedictory Session was ordained by a number of prominent personalities, including Sh. Subhodh Aggarwal, Smt. Urvashi Gulati, Prof. S. S. Marwaha, Mr. Paramjit .Here prize distribution ceremony was also held for the prize winners. The Seminar/ Workshop fulfilled its purpose to sensitize one and all about environment protection, to act instantaneously for its cause and to keep alive the cause with continued deliberations and activities conducted through the said seminar/workshop.

The Indira Gandhi National Open University (IGNOU) has extended the last date of submission of online fresh admission of all Masters, Bachelor, Diplomas & Certificates programmes up to 28th February, 2020 for the January, 2020 session. Details of the IGNOU academic programmes for the January, 2020 session can be accessed from the link https://ignouadmission.samarth.edu.in/. The prospective learners can apply for Masters/Bachelor/Diploma/Certificate programmes of the University on the official website, informed The Regional Director of IGNOU Regional centre Chandigarh Dr. A.K.Dimri. Last date of submission of ‘online’ admission form for January, session was earlier fixed for 15th February.
For all those candidates, who have been planning to get admission in any of the IGNOU courses can apply for the same online. Firstly the candidate has to register themselves (if not registered) on the official website i.e https://ignouadmission.samarth.edu.in/index.php/registration/user/register. Whereas those who have already registered can simply login with the id- password and fill up the application form for the admission in the January session at Indira Gandhi National Open University for 2020. Also, before filling up the IGNOU admission form, candidates must go through the general instructions, eligibility criteria, fee details, duration, etc . on the official website.
