Chandigarh, May 19:- Chandigarh got 3 star garbage free city tag today in the rating of cities for their garbage management.
While sharing this information Smt. Raj Bala Malik, Mayor, Chandigarh said that the government today released a rating of cities for their garbage management, giving the ‘3 Star garbage-free’ tag to Chandigarh, while announcing that the Swachh Bharat Mission has been the greatest strength in fighting the COVID-19 pandemic.
She said that Union Housing and Urban Affairs Minister Hardeep Singh Puri announced the results of garbage-free star rating for the cities.
She said that it was made possible with the able guidance and administration of Sh. V.P. Singh Badnore, Governor, Punjab & Administrator, Chandigarh and Sh. Manoj Parida, IAS, Adviser to the Administrator, Chandigarh.
Sh. K.K. Yadav, IAS, Commissioner, Municipal Corporation Chandigarh said that the star rating of garbage free cities is an initiative launched by the Ministry of Housing and Urban Affairs, envisions to enable cities to gradually evolve into a model (7-Star) city, with progressive improvements in their overall cleanliness. The star rating conditions were based on 25 key parameters across the solid waste management spectrum and has been designed to both help cities assess their progress while encouraging them to move towards a better rating thereby improving their cities’ overall cleanliness and aesthetics.
He further said that in order to institutionalize a mechanism for cities to achieve garbage free status, and to motivate the cities to achieve higher degrees of cleanliness, a Star rating protocol was defined for garbage free cities, which builds on aspirations of cities to progress towards higher standards of Swachhata.
The Commissioner said that the star rating was supported by a robust verification mechanism to ensure transparency and standardization. Cities were required to carry out self-assessment and self-verification for achieving a certain star rating. This self-declaration was further verified through an independent third-party agency appointed by MoHUA for Star Garbage free ratings, he added.
He further said “we are committed to serve city beautiful with full dedication and sincerity”.
While expressing her gratitude towards each stakeholder of the City beautiful, the Mayor said that this tag has been achieved with the full co-operation and contribution of each stakeholder of the city including RWAs, MWAs, Hotal Associations, Schools, Colleges, Govt. institutes, societies and “Safai Sainiks” of MCC. She appealed to all these stakeholders to maintain this status and sought cooperation to achieve the next milestone in garbage disposal management.

Vice Chancellor, Panjab University, Prof. Raj Kumar has hailed the technology driven systems of online education initiated by the Government during COVID-19 pandemic. He said that even during the nationwide lockdown, the government is ensuring that education of students does not suffer and these initiatives will not only make Indian youth educated but also make them capable and competent to tackle crisis with technology in the long run.
In a press statement issued here today, Prof. Raj Kumar stated that addition of 200 new textbooks to e-Paathshaala and also the addition of 12 channels to the SWAYAM PRABHA DTH channels to support and reach those who do not have access to the internet is a remarkable step in the effort to pledge that education must reach to the ground level and also in rural areas. It is pertinent to mention here that the government has also ensured that the coordination with the Indian states to share 4 hours air-time daily on the SWAYAM PRABHA channels to telecast their education related contents.
Prof. Kumar appreciated that the provision made for telecast of live interactive sessions on these channels with experts from home through Skype besides the tie up with private DTH operators like Tata Sky and Airtel to air educational video content to enhance the reach of these channels. 61 crore hits on the DIKSHA platform in a short span from 24th March till date is self evident of the fact that the students are deriving benefits of the initiatives of the Government, added Prof. Kumar.
Further, Prof. Kumar hoped that an initiative for psychosocial support of students, teachers and families for mental health and emotional wellbeing through the launch of the Manodarpan will add holistic component in this direction. He also expressed his gratitude towards the PM Narendra Modi and the Union HRD Minister, Ramesh Pokhriyal Nishank for taking special interest and initiatives to boost the education sector besides pushing starts up and innovations activities.

Panjab University Vice Chancellor, Prof. Raj Kumar has hailed the post-pandemic economic stimulus financial package worth 20 lakh crore rupees announced by the Union Government under the Self-reliant India Mission (Atmanirbhar Bharat Abhiyan) to help restore economic growth and make India self-reliant. He said, through this package, the Government of India has fulfilled the expectations and aspirations of the Micro, Small, and Medium Enterprises (MSME), village and cottage industry sector.
In a press statement issued here today, Prof. Kumar expressed confidence that with the support of this timely package; the MSME, village and cottage industry will scale new heights. The development assumes significance as this sector contributes by nearly 29 per cent of GDP and gives employment to over 11 crore people, he added.
Further, Prof. Kumar said that with abundant resources, superior technology, raw materials and human resources, in short run India will become self-reliant in all sectors and in long run, India will emerge as a super economic power in global scenario. The need of the hour is that, industry should consider the ongoing economic slowdown due to COVID-19 as a blessing in disguise and should strive to maintain positivity and self confidence so as to regain the lost glory of golden sparrow and also to take the nation ahead.

Chandigarh, May 15:-A meeting of Finance & Contract Committee, Municipal Corporation Chandigarh was held here today under the chairpersonship of Smt. Raj Bala Malik and attended by Sh. K.K. Yadav, IAS, Commissioner, Sh. Rajesh Kumar, Sh. Vinod Aggarwal, Smt. Ravinder Kaur Gujral, Sh. Sanjay Kumar Jha, IAS, Special Commissioner, Sh. Tilak Raj and Sh. Anil Kumar Garg, Additional Commissioners, Sh. Shailender Singh, Chief Engineer and other senior officers of MCC were present during the meeting.
The Mayor lauded the efforts and work done by the Municipal Corporation Chandigarh to fight against COVID-19 under the leadership of Sh. K.K. Yadav, IAS, Commissioner, MCC. She also presented flower bouquet to the Commissioner for the whole team on behalf of the F&CC members and all councilors of MCC.
She briefed that during the lockdown period, the officers & officials of MCC were providing essential services to the citizens in addition to their own basic responsibilities including regular water supply, proper sanitation of the city and other works. She said that the prime responsibility of contact tracing of positive cases was also performed by the MCC officials upto the mark. She said that Sector Response Teams have performed their best to service the citizens.
The Mayor said that in addition to that the MCC has provided relief in property tax, vendor fee, water supply bills have been rescheduled keeping in view the larger interests of general public. In addition to that the MCC employees have donated Rs. 51 lacs in the COVID relief fund from their salaries.
The members of committee discussed various important agenda items in detail and accorded approval for the following:
· Regarding purchase of relief operations for COVID-19 under the Medical Officer of Health at an estimated cost of Rs. 45 lacs.
· Release of salary of staff of civil dispensary-49 and extension in the time limit for the services of Data Entry operators against the sanction post of steno typist in engineering wing, MCC.
· The committee relaxed the time period of issuance notices to the Kumhars of Kumhar colony, Maloya in regard to pay their outstanding dues. The notices will now be served during the month of July and last date has been fixed to deposit the dues upto 31st December, 2020.
· The committee approved the replacement of spare parts of both HPTTL vehicles at an estimated cost of Rs. 13.68 lacs.
· The committee also relaxed the increase in rent of commercial shops in villages and decided that the rent will be accepted for one year with 10% increase on existing rates only for all the 13 villages.
· The committee also fixed the monthly rent of 3.5 acre land allotted to nurseries at village Mauli Jagran @ Rs. 30000 per month per acre upto September, 2020.
· Purchase of 6 green crusher for use in horticulture division at an estimated cost of Rs. 19.33 lacs.
· Purchase of one truck with hydraulic system for cattle catching at an estimated cost of Rs. 15.75 lacs.
· The agenda item regarding disposal and fixation of rent of kiosks at food street, sector 48 will be put up in the general house meeting.
· The committee also accorded approval of Rs. 35/- per sq. ft. for providing barricades of pipe available in road sub division No.2, MCC.
· The committee accorded approval to the renewal of license of Chandigarh washerman workshop cooperative industrial society Ltd., sector 15, Chandigarh upto September, 2020 with 10% increase in existing rent.
· Procurement of material for control of COVID-19 under engineering wing, MCC at an estimated cost of Rs. 53.46 lacs.
· Chargeable to implementation of COVID-19 duty by the engineering wing, MCC at an estimated cost of Rs. 29.91 lacs.
· The committee also accorded approval to the disposal of garbage bags collected from the people of quarantine in the city and its scientific disposal at insenator at industrial area at an estimated cost of Rs. 41 lacs.
· The Mayor asked the MOH to take up the cleanliness of back lanes on priority and required tools be provided to their employees to maintain the cleanliness of back lanes throughout the city.
· During the meeting it was discussed and decided that the MoH wing of MCC will impart training regarding inhouse and outside sanitation of govt. offices to the employees of different govt. offices in the city from Monday onwards infront of MoH office, 30 bays building, Sector 17, Chandigarh from 8.00 am to 8.30 am daily.
चंडीगढ़ 15 मई 2020- हरियाणा सरकार द्वारा चतुर्थ श्रेणी कर्मचारियों को गेहूँ खरीदने के लिए ऋण दिया जाता था जिसकी दस किस्तों में कटौती की जाती थी परंतु हरियाणा सरकार द्वारा गेहूँ ऋण की घोषणा नही की जिससे हरियाणा प्रदेश में कार्यरत तमाम चतुर्थ श्रेणी कर्मचारियों में काफी रोष व्यापत है जबकि सरकार द्वारा पहले ही कर्मचारियों के डी.ए., एल.टी.सी. तथा नई भर्ती पर एक साल तक रोक लगा रखी है हरियाणा गर्व. पी. डब्ल्यू डी. मैकेनिकल वर्करज यूनियन रजि. 41 मुख्यालय चरखी दादरी कडे़ शब्दों में निन्दा करता है तथा सरकार से इस पर पुर्नविचार करके अपने कर्मचारी विरोधी तथा जन विरोधी फैसले को निरस्त करने की मांग करता है। यह जानकारी आज यहां यूनियन के राज्य प्रधान श्री शिव कुमार पाराशर व प्रैस प्रवक्ता संदल सिंह राणा ने प्रैस विज्ञप्ति में संयुक्त जानकारी दी।
उन्होंने बताया कि देश में फैली कोरोना वायरस की महामारी से लड़ने के लिए प्रदेश के कर्मचारी ईमानदारी से अपनी ड्यूटी करके तथा अपनी स्वेच्छा से वेतन का अंशदान करके सरकार व जनता का सहयोग कर रहे हैं। कर्मचारी इस महामारी से लड़ने के लिए अपनी जान जोखिम में डालकर अपने कर्तव्य का पालन कर रहे है। दूसरीतरफसरकारपूंजीपतियों व सरकार में बैठे मंत्रियों, सांसदों, विधायकों व राजनैतिक पार्टियों के फण्ड में से कोई कटौती न करके कर्मचारियों का दमन करके उनका आर्थिक शोषण कर रही है। एक तरफ तो सरकार मंत्रियोें व विधायकों के भत्तों में लाखों रूपये की बढ़ौतरी कर रही है दूूसरी तरफ कर्मचारी अपने आवश्यक कार्यों हेतु बैैंकों से ऋण लेकर अपनी सैलरी का एक बड़ा हिस्सा कटौती करवाने के कारण पूरा महीना मुश्किल से पूरा करता है। इसके अलावा ठेकेदारी प्रथा पंचायत अधीन पर लगे कर्मियों को 6 महिने का वेतन न देकर उन्हें भूखा मरने पर विवश किया जा रहा है। कर्मचारी बिना वेतन लेकर भी सरकार की आवश्यक सेवाएं जैसे जलापूर्ति, सीवरेज व बिजली को लगातार सुचारू रूप से चलाकर सरकार का सहयोग कर रहे हैं।
उन्होंने बताया कि प्रदेश मेें कार्यरत सभी संगठनों से बातचीत के लिए न बुलाकर कर्मचारियों की एकता को कमजोर करने का काम कर रही है। सरकार कुछ ऐसे चाटुकार किस्म के संगठनों को बातचीत के लिए बुलाकर बातचीत कर रही है जो कभी आन्दोलन नहीं करते बल्कि सरकार की गोद में बैठकर कर्मचारी आंदोलनों को कमजोर करने का काम करते हैं। इस महामारी से निपटकर हरियाणा गर्व.पी. डब्ल्यू.डी.मैकेनिकल वर्करज यूनियन सरकार से आर-पार की लड़ाई लड़ेगा।

Prof. Raj Kumar, Vice Chancellor, Panjab University chaired the meeting of the University Task Force Committee to tackle the Covid 19 situation. While interacting with the members of the task force, Prof. Raj Kumar underlined the need to clear all the important files on priority and ensure the strict compliance of social distancing by University staff on duty besides other preventive measures.
Prof. Kumar urged to take concerted steps to work out the modalities for the upcoming examination work, admission process ,keeping in mind the best interests of the students. It was resolved to constitute four sub-committees relating to Examination work, Admission process, Students issues and functioning of laboratories at the campus. Further, he asked to explore the possibilities of having De-sanitization Box at prime locations on the campus to minimize the threat of Covid-19.
Prof. R.K. Singla, DUI and Prof. Karamjeet Singh, Registrar shared that all the pending works are being disposed of in the best interest of the students, staff and university in large. The meeting was attended by the DUI, Dean Research, Registrar, CoE, FDO among other senior officials and professors of the University.
Later in another meeting, PU VC also interacted with the staff of the Construction Office to review the repair and maintenance work resumed on the university campus. In his interaction, Prof. Raj Kumar said that the welfare of the workers should be of paramount consideration and best possible facilities should be provided to them. Further, he also said that if any worker is having any health ailment, then rest and proper medication should be ensured as per doctor’s advice.
Prof. Karamjeet Singh, Registrar in the meeting informed that all the administrative offices and most of the teaching departments of the University have been sanitized and for the remaining it’s in progress and henceforth it will be a regular feature to tackle COVID-19 situation. He also revealed that the in-house arrangements have been made to make the university functional in the best interest of the students and staff.

उन्होने आगे कहा कि निरंकारी बाबा हरदेव सिंह जी महाराज की स्मृति के रूप में प्रति वर्ष 13 मई को ‘समर्पण दिवस’मनाया जाता है। इस वर्ष कोरोना महामारी के वैश्विक संकट को देखते हुए सरकार के निर्देशों को सम्मुख रख कर समर्पण दिवस पर किसी भी विशेष सत्संग समारोह का आयोजन न करते हुए घर बैठे ही ऑनलाईन संत समागम के माध्यम से निरंकारी भक्त बाबा हरदेव सिंह जी के प्रति अपने श्रद्धा भाव अर्पित करेंगे जिसमें मिशन की वर्तमान प्रमुख, सद्गुरु माता सुदीक्षा जी महाराज द्वारा अपना पावन संदेश भी प्रसारित किया जायेगा ।
बाबा हरदेव सिंह जी ने मिशन के आध्यात्मिक प्रमुख के रुप में 36 साल मिशन की बागड़ोर सम्भाली और चार साल पहले इसी (13 मई के) दिन अपने नश्वर शरीर का त्याग कर अपने निराकार रुप में विलीन हो गए ।

बाबा हरदेव सिंह जी ने 36 साल मिशन की बागड़ोर सम्भाली। उनके समय में मिशन 17 देशों से चलकर विश्व के प्रत्येक महाद्वीप के 60 राष्ट्रों तक पहुँच गया जहाँ राष्ट्रीय व अन्तराष्ट्रीय स्तर के समागम, युवा सम्मेलन, सत्संग कार्यक्रम, समाज सेवा, विभिन्न धार्मिक तथा आध्यात्मिक संस्थाओं के साथ ताल-मेल आदि शामिल थे। संयुक्त राष्ट्र संघ द्वारा संत निरंकारी मिशन को उनके सामाजिक एवं आर्थिक परिषद के सलाहकार के रूप में मान्यता भी बाबा जी के समय में ही प्रदान की गई है।
बाबा जी ने विश्व के सामने एक नया दृष्टिकोण रखा कि प्रत्येक रेखा जो दो राज्यों या देशों को विभाजित करती है वो वास्तव में उन राज्यों व देशों को मिलाने वाली रेखा होती है। इस तरह की सोच अपना कर नफरत की दीवारों को गिराकर प्रेम के पुलों का निर्माण किया जा सकता है।
मिशन के मुख्य उद्देश्य आध्यात्मिक जागरुकता के अलावा समाज के प्रति अपने दायित्व निभाने की तरफ भी बाबा जी ने सार्थक कदम उठायें। समाज कल्याण की गतिविधियों में बाबा जी ने मिशन को आगे लाया । रक्तदान, स्वच्छता अभियान, वृक्षारोपण, स्वास्थ्य, महिला सक्षमीकरण, शिक्षा, व्यवसाय मार्गदर्शन केन्द्र आदि क्षेत्रों में मिशन के सराहनीय योगदान के पीछे बाबा हरदेव सिंह जी महाराज के दिव्य मार्गदर्शन का सबसे बड़ा हाथ है । जनसाधारण को अत्याधुनिक वैघकीय सुविधायें सस्ते दामों में उपलब्ध कराने के लिए बाबा जी ने दिल्ली में ‘हेल्थ सिटी’ के महत्वाकांक्षी प्रकल्प का आरंभ किया है ।
बाबा जी ने मिशन की पहली रक्तपेढी का लोकार्पण 26 जनवरी, 2016 को किया था जो विले पार्ले, मुंबई में स्थित है ।
बाबा जी के मार्गदर्शन में ही उनके जन्मदिन के अवसर पर 23 फरवरीको वर्ष 2003 से मिशन द्वारा देशव्यापी स्वच्छता अभियान का प्रारंभ किया गया । इस स्वच्छता अभियान के अंतर्गत पुरातन स्मारक, सरकारी अस्पताल, रेल्वे स्थानक, समुद्र तथा नदीयों के किनारे, उघान, पर्यटन स्थल इत्यादि सार्वजनिक स्थलों का समावेश है । किसी अन्य संस्था द्वारा भी जब इस प्रकार के आयोजन किये गए तो उसका स्वागत करते हुए उसमें मिशन द्वारा भी हिस्सा लिया जाता रहा ।
मिशन की समाज कल्याण गतिविधियाँ विस्तृत रुप में चलाने के लिए बाबा जी ने अप्रैल, 2010 में संत निरंकारी चैरिटेबल फाउंडेशन का निर्माण किया ।
समालखा (हरियाणा) में ‘संत निरंकारी आध्यात्मिक स्थल’ का निर्माण बाबा जी का बहुत बड़ा सपना रहा जहां पिछले कुछ वर्षों से मिशन के वार्षिक संत समागम आयोजित किये जा रहे हैं तथा अन्य गतिविधियाँ चलाई जा रही हैं ।

कोविड-19 के संकट के चलते मिशन द्वारा हजारों जरुरतमंद परिवारों को राशन बाँटा जा रहा है, लाखों विस्थापित मजदूरों को लंगर बाँटा जा रहा है जिनकी उपजिविका उनके दैनंदिन कमाई पर आधारित है ।
मिशन द्वारा कई अस्पतालों को पीपीई किट्स दिये जा रहे हैं और समाज के कई वर्गों में मास्क इत्यादि का वितरण किया जा रहा है । मिशन ने अपने सत्संग भवन क्वारंटाईन सेंटर बनाने के लिए प्रस्तुत किए हैं । प्रशासन के माँग पर स्वेच्छा रक्तदानभी किया जा रहा है । निरंकारी भक्तों द्वारा की जा रही इन सेवाओं से बाबा हरदेव सिंह जी की सिखलाई को क्रियात्मक रुप देने का अनोखा उदाहरण समाज के सामने प्रस्तुत हो रहा है ।
