Chandigarh, June 17:- A meeting of sanitation committee, Municipal Corporation was held here today under the chairmanship of Sh. Rajesh Kumar and attended by other members of committee namely Sh. Shakti Parkash Devshali, Smt. Heera Negi, Sh. Gurpreet Singh Dhillon, Sh. Mahesh Inder Singh, Smt. Ravinder Kaur and concerned officers of MCC including Dr. Amritpal Singh Warring, MOH and Dr. M.S. Kamboj, Supdt. Slaughter house, MCC.

During the meeting the members applauded the efforts of sanitation wing for their role during the COVID-19 and maintenance of cleanliness throughout city. The members discussed and asked the concerned officials of sanitation wing to maintain proper logbook of night sweeping by Lions firm and seek weekly attendance from them and maintain proper record of the sanitation works done by them.

The committee members asked the concerned officers to maintain proper grass cutting from road berms and back lanes of houses. The members discussed that there were some complaints regarding waste collection charges from households in various areas by the door to door waste collectors.  The members asked the concerned CSIs to keep check on them and rates approved and notified by the competent authority be publicized through creating awareness among masses.

The committee discussed and decided that proper guidelines regarding keeping cattle in the villages be implemented in the new transferred villages. The members also raised the issue of stray dog menace in the city and asked the concerned officers to monitor the dog management system minutely.

For Detailed News-

This is in continuation to this office order bearing No. R02/20/6299 dated
02.06.2020.

Under the prevailing circumstances of Covid-19 pandemic and in the light of the MHA
guidelines/SOP and guidelines issued by Govt. of India/UGC/MHRD from time to time, the
following is hereby ordered by the University authority: –

1.      Teaching will remain suspended till 30th June, 2020 in University.  From
16.06.2020 only 1/3rd of the non-teaching staff working in University
Departments/Centres and Regional Centres would attend office.  However, no employee
will be allowed to leave the headquarter without permission, as services of any
employee from teaching as well as non-teaching staff may be required during this
period.  In those teaching departments where number of non-teaching employees are five
or less than five, the Chairperson in the Department may invite more than 33% of the
staff on duty depending upon the requirement.

2.      Office timings shall be from 9.30 am to 5.00 pm (with lunch break from 1.00 pm
to 1.30 pm) w.e.f. 16.06.2020.

3.      Controlling Officers/Chairpersons/Directors/Unit Heads, etc., shall report for
duty in their respective offices/departments/centres, etc., on all working days and the
remaining staff shall report on rotational basis, making upto 33% of the staff.
Further, in order to maintain social distancing and to follow other
precautions/guidelines, issued by the Govt. of India from time to time, the Controlling
Officers/Chairpersons/Directors/Unit Heads shall take decision regarding rotation of
staff, seating arrangements, and distribution of work and time. Controlling
Officers/Chairpersons/Directors/Unit Heads shall use their discretion to call their
staff, within the above said office hours, to ensure social distancing.

4.      Cleaners, Malis, Maintenance and Security Staff, responsible for maintaining
essential services, shall report for duty everyday as per requirement. However, staff
residing in areas designated as ‘Containment Zones’ by respective District
Administration shall be exempted.

5.      Controlling Officers/Chairpersons/Directors/Unit Heads etc., in each
Office/department etc., shall regulate/ensure cleanliness, wearing of masks by each
staff member, sanitization and social distancing, etc.

6.      All staff reporting on duty shall strictly observe/follow COVID-19 protocol and
safety precautions issued by the Ministry of Health and Family Welfare, GOI, from time
to time, especially the following:

a.  Frequent hand wash/sanitization and maintenance of proper hygiene;
b.  Maintenance of Social distancing;
c.  Avoiding crowding of staff members;
d. Maintenance, cleanliness and sanitization in the personal area, e.g.  table,
personal belongings, etc.

7.      No public dealing shall be allowed and Chief of University Security in the
University shall ensure that only PU staff members are allowed entry at all gates.

8.      In affiliated/constituent colleges also teaching will remain suspended till
30th June, 2020.  However, Principals of the Colleges may call employees on need basis
as per their requirements.  Besides this, the affiliated Colleges located in the Union
Territory, Chandigarh and Punjab would follow the guidelines issued by the respective
Governments.

Smart City signs contract with BEL for implementation of integrated command & control centre

Chandigarh, June 15:- Today Chandigarh Smart City Limited (CSCL) has signed contract with Bharat Electronics Limited (BEL) for implementation of Integrated Command and Control Center (ICCC) in the City. Sh. K.K. Yadav, IAS, Commissioner, Municipal Corporation Chandigarh-cum CEO, Chandigarh Smart City has signed the contract on behalf of CSCL and Ms. Prabha Goyal, General Manager – Bharat Electronics Limited, Panchkula has signed the contract on behalf of BEL.

The Total Value of the contract is Rs. 295 Crore and include civil construction of Integrated Command and Control Center (ICCC) Complex including Buildings for ICCC, SCADA Systems (Supervisory Control and Data Acquisition) of all utility services and Police Command Center (PCCC). These command centers shall act as brain of the city with an on-premise Data Center hosting all relevant solutions for all following field systems and data analytics tools for informative decision making, better disaster management and smarter governance.

ICCC shall monitor the smart field elements likeCCTV Surveillance Cameras wherein more than 1000 cameras shall be installed only for real time surveillance of Traffic Junctions and Other important buildings of Chandigarh like water works, parks, government hospitals, community centers, parking locations, schools etc. on around 285 locations. This system will include advanced Video analytics system and shall generate automatic event alerts. This shall help in real time surveillance of the City and shall generate alarms for specific incidents, Intelligent Traffic Management System(ITMS) whereinTraffic Enforcement Systems including Red light Violation detection ( 40 Junctions) , Over Speed Violation ( 10 Locations) , Automatic Number Plate Recognition ( 40 junctions and 20 Entry and Exits of the City).

This shall help city in making roads safer and reduce traffic accidents, Adaptive Traffic Control System (ATCS) which shall monitor the real time traffic conditions for the city and use Artificial Intelligence and machine learning technology to improve the signal timing and shall help city in easing the traffic issues. This system shall be installed on 40 Junctions. In addition to the aforementioned systems, Public Addressing System and Variable Message Signs shall also be installed to disseminate information audio visually to the citizen. For communication, City Wide Optical Fiber Cable backbone of around 250 KMs shall also be installed.

Citizen of Chandigarh shall be greatly benefited from this project. CCTV surveillance cameras shall reduce the incidents like vehicle theft, irresponsible driving, Loitering, illegal parking Trespassing etc.. These solutions shall improve the women safety in the city. ITMS and ATCS solutions shall not only help in improving the traffic conditions but also make the roads safer by enforcing the traffic laws on the violators.  Variable message signs and public addressing system shall broadcast the real time information to the commuter on the move. This system shall help in better management of the events/ incidents in the city and efficient disbursal of the governance services. Citizen of Chandigarh shall experience world class governance and living standards through these systems.

BEL shall implement the aforementioned system in 18 months’ time. The agreement was signed in the presence of Sh. N.P. Sharma, Chief General Manager, CSCL, Ms. Nalini Malik, Chief Finance Officer, CSCL, Sh. Rajiv Basur, Sr. DGM, BEL and other officers from both the organization.

महाविद्यालयों तथा तकनीकी शिक्षा से जुड़े संस्थानों में अंतिम वर्ष की कक्षा में पढऩे वाले विद्यार्थियों की परीक्षाएं पारंपरिक तरीके से 1 जुलाई से 31 जुलाई 2020 तक आयोजित करने का निर्णय लिया है।

चंडीगढ़, 13 जून-हरियाणा सरकार ने राज्य के विश्वविद्यालयों, महाविद्यालयों तथा तकनीकी शिक्षा से जुड़े संस्थानों में अंतिम वर्ष की कक्षा में पढऩे वाले विद्यार्थियों की परीक्षाएं पारंपरिक तरीके से 1 जुलाई से 31 जुलाई 2020 तक आयोजित करने का निर्णय लिया है। इन परीक्षाओं के परिणाम 7 अगस्त 2020 तक घोषित किए जाएंगे।


एक सरकारी प्रवक्ता ने इस बारे में जानकारी देते हुए बताया कि विद्यार्थियों के हितों को देखते हुए हरियाणा सरकार ने उच्चतर शिक्षा विभाग तथा तकनीकी शिक्षा विभाग के अंतर्गत आने वाले संस्थानों के अंतिम वर्ष की कक्षा में पढऩे वाले विद्यार्थियों की परीक्षाएं पहले की तरह करवाने का निर्णय लिया है, लेकिन इस दौरान भारत सरकार के गृह मंत्रालय एवं हरियाणा सरकार के दिशा-निर्देशों के अनुसार सोशल डिस्टेंसिंग, सैनेटाइजिंग आदि का पूर्ण रूप से अनुपालन किया जाएगा।
उन्होंने बताया कि परीक्षाओं के दौरान विद्यार्थियों के लिए छात्रावास नहीं खोले जाएंगे, लेकिन सामाजिक दूरियों के मानदंडों का कड़ाई से पालन किया जाएगा। उन्होंने बताया कि हरियाणा से बाहर के जो विद्यार्थी इस दौरान कोई परीक्षा नहीं दे सकते हैं तो उनके लिए पिछली सभी परीक्षाओं का औसत लिया जा सकता है या वे बाद में खुद परीक्षा में शामिल होकर परीक्षा देने या ग्रेड में सुधार के लिए विकल्प चुन सकते हैं।

उन्होंने बताया कि सरकार द्वारा जारी आदेशों में कहा गया है कि इंटरमीडिएट समैस्टर के सभी विद्यार्थी अगली कक्षा में प्रमोट कर दिए जाएंगे, जिसमें उनके पिछली कक्षा में प्राप्त अंकों का 50 प्रतिशत को वर्तमान समैस्टर के आंतरिक मूल्यांकन या असाइनमेंट के 50 प्रतिशत अंकों के साथ जोड़ा जाएगा। सरकार ने यह भी कहा कि यदि कोई विश्वविद्यालय कैंपस डिपार्टमैंटस के ऐसे विद्यार्थियों की परीक्षा लेने का इरादा रखता है, तो वह ऐसा कर सकते हैं। उन्होंने यह भी बताया कि जिन विद्यार्थियों का कोई पेपरबकाया है तो उन्हें परीक्षा से छूट देकर अगले समैस्टर में प्रमोट किया जा सकता है और रि-अपीयर आगे ले जा सकते हैं।


प्रवक्ता के अनुसार प्रथम वर्ष के विद्यार्थियों को केवल आंतरिक मूल्यांकन की गणना के आधार पर अगली कक्षा में प्रमोट किया जा सकता है। उन्होंने बताया कि जहां पर प्रैक्टिकल परीक्षाएं अभी तक संचालित नहीं हो पाई हैं वहां पर विद्यार्थियों की पिछली सभी प्रैक्टिकल परीक्षाओं के औसत आधार पर या पिछली समैस्टर में थ्योरी की परीक्षाओं के औसत 80 प्रतिशत अंकों का आधार माना जा सकता है, इनमें जिसमें भी अधिक अंक बनते हैं उसको आधार मान सकते हैं। उन्होंने बताया कि विश्वविद्यालयों द्वारा अपने ‘यूनिवर्सिटी टीचिंग डिपार्टमैंटस’ में एडमिशन व्यक्तिगत स्तर पर आयोजित किए जाएंगे, जबकि उच्चतर शिक्षा विभाग द्वारा स्नातक स्तर और स्नातकोत्तर स्तर के कॉलेजों के लिए पहले की तरह केंद्रीकृत ऑनलाइन एडमिशन किए जाएंगे।

NSS volunteers for breaking COVID stigma with wall painting

State NSS Cell, Parwaaz Foundation and Panjab University came together for the corona pandemic. State Nodal Officer Bikram Rana being Special Incident Commander at Bapu Dham motivated volunteers to break the stigma and assigned the task to State NSS Award Binesh Bhatia from PU to execute the cause.

Parwaaz peeps and NSS volunteers from GMSSS and Panjab University, Chandigarh took the initiative for the wall painting at Village Dhanas.

 School Principal Mrs. Seema Kumari gave the node for the school wall to encourage and develop community awareness through wall painting. Theme of the wall painting highlighted hand washing for 20 seconds and social distancing. Wall also demonstrated the burden of pandemic on doctors to fight corona and wear masks to beat the peculiar situation of COVID-19.

Parwaaz Volunteers including Mr. Vikrant, Ashutosh, Ms. Akanksha, Ankita, Gagan and NSS Volunteers Mr. Abhishek, Yashaswi, Balwant, Binesh Bhatia, Ms. Ritika Verma and Priya remained key contributors for wall painting since day one. These volunteers are working for the last three days from morning to evening in spreading the awareness of corona, Vice Principal of the school Mr. Ramesh added.

NSS Programme Coordinator Dr. Navdeep Sharma congratulated volunteers to come forward and highlight the cause for the general public at Dhanas which is one of the adopted villages under Panjab University. 

Ms. Shipra, President of Prawaaz Foundation thanked the team for their efforts in this initiative.

हरियाणा के मुख्यमंत्री श्री मनोहर लाल ने भारतीय सैन्य अकादमी, देहरादून से आज पासिंग आउट परेड के बाद भारतीय सेना में शामिल हुए हरियाणा के  39 युवा सैनिक अधिकारियों को बधाई एवं शुभकामनाएं दी हैं।


आज यहां जारी एक संदेश में मुख्यमंत्री ने कहा कि राष्टï्रभक्ति व देश सेवा का जज्बा हरियाणा के युवाओं में आज भी बरकरार है। हमारी सशस्त्र सेनाओं में हर दसवां सैनिक देश की जनसंख्या का दो प्रतिशत से भी कम प्रतिनिधित्व करने वाले छोटे से राज्य हरियाणा से है। यह हमारे लिए गर्व की बात है।

मुख्यमंत्री ने कहा कि हरियाणा सरकार ने सेवारत, भूतपूर्व सैनिकों व उनके परिवारों के कल्याण के लिए अलग से सैनिक व अर्धसैनिक कल्याण विभाग का गठन भी किया है।

University Institute of Legal Studies, Panjab University conducted a Webinar on the topic E-Resources for Legal Research for the law students,  today. Prof. Raj Kumar, Vice Chancellor,  in his address,  said that with the advent of the Web and the proliferation of electronic information, law librarians are more frequently confronted with questions from their administrators and patrons on the present and future value of the printed book and moreover, the current pandemic situation has also compelled us to look towards e-resources for continuous learning and research. He complemented the law faculty for making mark in the latest National Indian Ranking Framework (NIRF) Ranking – 2020 and congratulated the organizing team of webinar for advancing the concept of research through e-resources.

The keynote speaker for the session, Dr. Neeraj Kumar Singh, Deputy Librarian, Panjab University said that the information support is of great importance in every profession and legal profession is no exception. The legal information is vital because law depends primarily on its flow. There are different kinds of resources in law and legal research for example, case law, acts, ordinance, rules/regulations, notifications, circulars, parliamentary debates, commentaries, speeches, videos-audios, research articles, legal news, book reviews, legal forms, parliamentary bills, treaties, trade notices and press releases, etc. and it is vital to know which type of legal resources is required by the law students and legal community. The lecture also focused on the various e-resources available in the field of legal research. An overview of e-resources subscribed by the A.C. Joshi Library specifically in the field of law was provided to the participants. Further, Dr. Neeraj said that, the open access legal information system gives us an opportunity to access the contents through World Wide Web (www). Open-access resources are available free of cost on the internet. Dr. Neeraj also devolved upon where and how legal researchers can find as much relevant information as possible when they mostly rely on open-access sources.  The lecture focused on free full-text access to legal resources and a live demo of various open access databases was provided to the students for searching free online books, free online journals, e-theses and dissertations, and other useful information in the field of legal research.

Earlier, Prof. Rajinder Kaur, Director, UILS in her address said that law and legal research are strongest pillars of democracy. We are in the era where society is facing the challenges of Covid-19 and through the digital platform and use of e-resources the impetus can be given to legal research and learning.

The event was coordinated by Shourya Mehra, Omesh Garg, Divya Singla and Ketan Garg, law students of UILS.

हरियाणा के कुरूक्षेत्र में इस बार कोविड-19 के दृष्टिïगत सूर्यग्रहण के अवसर पर 21 जून 2020 को मेला आयोजित नहीं होगा।

  एक सरकारी प्रवक्ता ने इस बारे में जानकारी देते हुए बताया कि इस वर्ष 21 जून 2020 को प्रात: 10.20 बजे से दोपहर बाद 01.47 बजे तक हरियाणा के कुरूक्षेत्र में सूर्यग्रहण तो लगेगा, लेकिन कोविड-19 के प्रसार को रोकने के दृष्टिïगत जिला प्रशासन कुरूक्षेत्र द्वारा सूर्यग्रहण मेला का आयोजन नहीं किया जाएगा। उन्होंने बताया कि इस अवसर पर केंद्रीय गृह मंत्रालय तथा स्वास्थ्य एवं परिवार कल्याण मंत्रालय द्वारा कोविड-19 के संबंध में जारी दिशा-निर्देशों के अनुसार मात्र संतजनों द्वारा पूजा-अर्चना ही की जाएगी। उन्होंने बताया कि पंजाब, हिमाचल प्रदेश, उत्तरप्रदेश, नई दिल्ली, चंडीगढ़ समेत अन्य पड़ौस के राज्यों की सरकारों को भी अवगत करवाया गया है कि वे भी अपने-अपने क्षेत्र के लोगों को यह सूचित कर दें कि इस बार कोविड-19 के दृष्टिïगत सूर्यग्रहण के अवसर पर 21 जून 2020 को हरियाणा के धार्मिक क्षेत्र कुरूक्षेत्र में मेला आयोजित नहीं होगा, ताकि बिना जानकारी के यहां पहुंचने वाले श्रद्घालुओं को किसी प्रकार की असुविधा का सामना न करना पड़े।

Awareness about Commodity Derivatives and Hedging Mechanism

Most of Indians are aware of equity trading but very few are well informed about trading in commodities.  Keeping this in mind, University Institute of Applied Management Sciences, Panjab University, Chandigarh organised a session on “Awareness about Commodity Derivatives and Hedging Mechanism”.   More than 130 students, faculty members and people from industry attended the session.

Prof. Upasna Joshi Sethi, Director, UIAMS extended welcome to speakers of the webinar, Mr. Sanjay Ghakar, Vice President, Multi Commodity Exchange India Ltd., and S. Prabhakar, Regional Head, Securities Exchange Board of India and Mr. Chander Nath Pandey, MCX . In her address she said commodity trading is mainly done as part of a diversification strategy. Don’t put all eggs in one basket. Investors should invest in shares, bonds, commodities, currencies, etc. to get better returns.

मुख्यमंत्री मनोहर लाल ने केंद्रीय जल शक्ति व सामाजिक न्याय एवम् अधिकारिता राज्य मंत्री रत्तन लाल कटारिया के साथ प्राचीन काली माता मंदिर में पूजा अर्चना की और मत्था टेका।

Mr. S. Prabhakar, Regional Director, Securities Exchange of India apprised the audience on Role of SEBI, mandate of SEBI to protect investor, risk associated with investments and do’s and don’t of trading in market. He advised investors to invest wisely.

Mr. Sanjay Ghakar, Vice President, Multi Commodity Exchange of India  in his address spoke about MCX platform ecosystem, the types of commodities traded and the regulatory framework for it. He highlighted that Average Daily Turnover for MCX was about R. 32000 Cr where Spot, future, forward transactions are traded daily in Bullion, Energy, agriculture and metal & alloys. He advised investors to stay away from a promise of getting fixed return on investing in MCX.

Professor Sanjeev Sharma, Professor,UIAMS proposed vote of thanks. He said that since UIAMS is starting MBA (Capital Market ) programme from this year. This  webinar is step towards that direction and will strengthen industry-academia interaction.

पंचकूला और कालका में 12 जुलाई  को राष्ट्रीय लोक अदालत का आयोजन

चंंडीगढ़ प्रशासन ने शहर में कोरोना वायरस के बढ़ते मामलों को देखते हुए 30 जून तक अंतर्राज्यीय बस सेवा बंद करने का फैसला किया है।

चंंडीगढ़ प्रशासन ने शहर में कोरोना वायरस के बढ़ते मामलों को देखते हुए 30 जून तक अंतर्राज्यीय बस सेवा बंद करने का फैसला किया है। जबकि चंडीगढ़, पंजाब व हरियाणा द्वारा चलाई जा रही त्रिकोणीय बसें चलती रहेगी। यह फैसला आज प्रशासक वी. पी सिंह बदनौर की अध्यक्षता में हुई वार रूम की बैठक में लिया गया है। बैठक में इसके अलावा अन्य राज्यों से हवाई जहाज व टे्रनों से आने वालो यात्रियों की पूरी स्कीनिंग की जायेगी व 14 दिनों तक घरों में ही क्वारेंटाइन किया जायेगा।प्रशासक ने यह भी आदेश दिये कि जो यात्री बाहर से आयेंगे उनको अनिवार्य रूप से आरोग्य सेतु अनुप्रयोगों को डाउनलोड करना होगा और स्व-निगरानी करनी होगी। जितना संभव हो सकेगा यूटी प्रशासन रैंडम चेकिंग करेगा।

बैठक में यह भी तय किया गया कि सड़क मार्ग से चंडीगढ़ आने वाले व्यक्तियों को स्व-जनित दस्तावेज रखना होगा, जिसे प्रशासन की वैबसाइट से मोबाइल फोन के माध्यम से डाउनलोड किया जा सकता है। इससे प्रशासन को उनकी यात्रा और निवास का ट्रैक रखने में मदद मिलेगी। यह स्पष्ट किया गया कि यह दस्तावेज परमिट या पास नहीं है। यह केवल आधिकारिक रिकॉर्ड के लिए एक यात्रा सूचना दस्तावेज होगा। जबकि सरकारी / सार्वजनिक क्षेत्र के उपक्रम / निजी कर्मचारी जो कार्यालय में उपस्थित होंगे, उन्हें पहचान पत्र के उत्पादन पर अनुमति दी जाएगी।प्रशासक ने पीजीआईएमईआर के बारे में अपनी संतुष्टि जाहिर करते हुए कहा कि चिकित्सा संस्थानों के बीच देश में दूसरा स्थान हासिल किया। उन्होंने पंजाब इंजीनियरिंग कॉलेज को 10 अंकों की रैंकिंग में सुधार के लिए भी बधाई दी।जिलाधीश मनदीप सिंह बराड़ ने कहा कि श्रम विभाग के प्रयासों के माध्यम से, 800 निजी नियोक्ताओं ने बापू धाम कॉलोनी निवासियों के लंबित वेतन जारी किए हैं, जो कंटेनर एरिया के कारण अपने काम में शामिल नहीं हो सके। उन्होंने यह भी बताया कि यूटी, चंडीगढ़ में 3,51,476 आरोग्य सेतु एप्लीकेशन डाउनलोड किए जा चुके हैं।

मुख्यमंत्री मनोहर लाल ने केंद्रीय जल शक्ति व सामाजिक न्याय एवम् अधिकारिता राज्य मंत्री रत्तन लाल कटारिया के साथ प्राचीन काली माता मंदिर में पूजा अर्चना की और मत्था टेका।
