SAIF/CIL launched the germicidal radiation Chamber

Department of SAIF/CIL, Panjab University, Chandigarh has designed and developed an
Ultraviolet Sanitization chamber for disinfection of articles and papers. The setup
uses UV-C germicidal radiation and provide full safety features to avoid radiation
exposure to person using this chamber. These safety features are incorporated as the
frequency of UV-C is harmful to skin and eyes.  This Chamber is coated with special
ultraviolet reflection coating and optimized in such a way that   maximum power of
radiation is used due to multiple reflections. Professor G R Chaudhary, Director
SAIF/CIL and his team presented two such chambers to the office of Vice Chancellor.
Prof Chaudhary, Dr. Ramesh Sharma and Mr. Dinesh demonstrated the working of chamber to
Professor Raj Kumar, Vice Chancellor and Prof. RK. Singla, Dean of University
Instructions, Panjab University. Professor Raj Kumar appreciated the efforts of CIL/
SAIF for developing the product in this challenging hour. He was delighted to observe
the safety features and working of this setup. Professor Chaudhary and Dr. Sharma
revealed that CIL/SAIF department is in process of developing few more specialized
devices to fight COVID-19 and other pathogen and patent applications for these devices
are in process.

Haryana Additional Director General of Police (ADGP), CID, Mr Anil Kumar Rao inaugurated the state-of-the-art Drone Application and Research Centre (DARC) in the foothills of shivaliks in Panchkula today.

Chandigarh, June 28: Haryana Additional Director General of Police (ADGP), CID, Mr Anil Kumar Rao inaugurated the state-of-the-art Drone Application and Research Centre (DARC) in the foothills of shivaliks in Panchkula today.

Speaking on this occasion, Mr Rao said that DARC has been conceptualised as a harbinger of research and training in the field of drones . He said that the event marked a significant development in application and research of drones for intelligence collection and surveillance .

While enumerating the various uses of drones , Mr Rao said that drones could be used for precise aerial photography ahead of big events or congregations ,law enforcement , supervising border movements , any unmanned area requiring surveillance to name a few of its uses . He said that this facility will be a training facility to help personnel in CID to master maneuvering drones,anti drone tactics and further research in the field. The DARC is equipped with a drone simulator machine also, added Mr Rao.

He said that Drones have been around for more than two decades and individuals,commercial entities and governments have come to realise that drones have multiple uses,

IG Security, Mr Saurabh Singh said that the future of drone technology is currently undergoing groundbreaking progression . He said that the next generation of drones or smart drones with in-built safeguards and artificial intelligence which makes them map areas ,track objects and provide analytical feedback are the future . He said that the Department was committed to provide police specific solutions through the use of this technology. He said that DARC will be supervised by SP Security Mr Pankaj Nain.

The event was marked by the presence of Mr Ronjan Sodhi, Ace Indian double trap shooter ,winner of two silver medals at the 2010 Asian games .He is also the recipient of the Arjuna award and Rajiv Gandhi khel Ratna Award . A competition of trap shooting and drone maneuvering was also held on this occasion .

Among those present on this occasion included IG Security, Mr Saurabh Singh , IG CM Flying Squad , Mr Rajender Kumar, DIG Securith Mr Manish Chaudhary , SP security Mr sh Pankaj Nain, SP Security Mr Hamid Akhtar , SP Intelligence Mr Rajesh Kalia and other senior officers of Police Department.

चंडीगढ़। अब से देश के विभिन्न राज्यों में होने वाले लोकसभा और विधानसभा आम चुनावों एवं इनके उप-चुनावों में सम्बंधित लोकसभा और विधानसभा क्षेत्र में मतदान के लिए पंजीकृत योग्य मतदाता, जिनकी आयु 65 वर्ष से ऊपर होगी एवं जो कोरोना-वाएरस संक्रमण (कोविड-19) का संदेह होने वाले (सस्पेक्ट ) या इससे प्रभावित होंगे, वह भी पोस्टल बैलट से वोट डाल सकेंगे।

इस सम्बन्ध में जानकारी देते हुए पंजाब एवं हरियाणा हाई कोर्ट के एडवोकेट हेमंत कुमार ने बताया की इसी माह 19 जून को केंद्र सरकार के विधिं एवं न्याय मंत्रालय के अंतर्गत आने वाले विधायी विभाग ने एक गजट अधिसूचना जारी कर उक्त दोनों श्रेणियों को अनुपस्थित मतदाताओं की परिभाषा में शामिल कर दिया है। उन्होंने बताया कि यह अधिसूचना केंद्र सरकार द्वारा लोक प्रतिनिधित्व कानून, 1951 की धारा 60 (सी ) के अंतर्गत भारतीय चुनाव आयोग के साथ परामर्श के बाद जारी की गयी है। जिसके द्वारा निर्वाचनों का संचालन नियमावली, 1961 के नियम 27 ए में संशोधन किया गया है एवं यह इसके प्रकाशन की तिथि अर्थात 19 जून 2020 से यह संशोधन तत्काल प्रभाव से लागू भी हो गया है। इनमें कोविड -19 का संदेह होने वाले (सस्पेक्ट ) या इससे प्रभावित व्यक्ति के सम्बन्ध में उल्लेख है कि ऐसे व्यक्ति जिनकी किसी सरकारी अस्पताल या कोविड अस्पताल के रूप में सरकार द्वारा मान्यता प्राप्त अस्पताल द्वारा कोविड 19 से ग्रस्त (पॉजिटिव ) के रूप में जांच की गई है एवं जो व्यक्ति कोविड – 19 के कारण गृह करंतीन या सांस्थानिक करंतीन के अधीन हैं और जिन्हें ऐसे सक्षम प्राधिकारी द्वारा जिन्हें राज्य सरकार या संघ राज्यक्षेत्र प्रशासन द्वारा अधिसूचित किया जाए, प्रमाणित किया गया है।

UIET Student Develops Low Cost Touchless Hand Sanitizer

Chandigarh June 25, 2020

Second year Mechanical Engineering student of UIET Panjab University
Chandigarh, Shri Arjun Mittal, has developed a very low-cost touchless
machine to dispense hand-sanitizer. Total cost of all consumables in
this machine is just Rs 500/-. This machine is instrumented with an
active IR (Infra Red) sensor, a small pump and one transistor. Shri
Arjun Mittal has not used any microcontroller in this machine but has
instead used a transistor as a switch to operate a small pump based upon
the signal of an active IR sensor.

Active infrared sensors both emit and detect infrared radiation. Active
IR sensors have two parts: a light emitting diode (LED) and a receiver.
When an object comes close to the sensor, the infrared light from the
LED reflects off of the object and is detected by the receiver. Active
IR sensors act as proximity sensors, and they are commonly used in
obstacle detection systems (such as in robots).

In this machine, whenever a user places his/her hands in front of the
active IR sensor, a pump placed inside the machine starts operating and
sanitizer is released. This machine is housed inside a transparent
Acrylic body. Panjab University has 78 departments and 15 centres  at
the main campus in Chandigarh. If on an average 2 such automatic
hand-sanitizer dispensing machines are placed in each department/centre,
then 186 such machines will be required. At the rate of Rs 500/- per
machine, in just Rs 93000/- the entire campus of PU can be provided this
machine at required locations.


This machine was presented by Shri Arjun Mittal to Honourable
Vice-Chancellor, Prof. Raj Kumar today.

RTI is a Master Key to Good Governance — Urvashi Gulati

webinar on “Right to Information: Story of Radical Shift in India’s
Governance Culture” by Smt. Urvashi Gulati, former Chief Secretary,
Govt. of Haryana and former Head State Information Commission, Haryana

Prof. Deepti Gupta, Dean Alumni Relations, welcomed and introduced Smt.
Urvashi Gulati. Many of the participants knew Smt Gulati as she is an
alumna of Panjab University and was also the Chairman of the advisory
committee of the IAS coaching centre in PU. They greeted and welcomed
her personally.


Smt Gulati enlightened everyone on the details about the RTI Act and
discussed many interesting cases from her vast experience. She talked
about what all information an individual is entitled to under this Act,
in what format and in what timeframe i.e. 30 days. The basic object of
the Right to Information Act is to empower the citizens, promote
transparency and accountability in the working of the Government,
contain corruption, and make our democracy work for the people in real
sense.


RTI is a master key to good governance, democratic processes, human
development, and realisation of human rights. Democracy requires
informed citizenry, and transparency of information – in order to
contain corruption and hold governments and their instrumentalities
accountable to the governed.


The participants asked many questions from Smt. Gulati which she
answered to their satisfaction with examples. The webinar ended with a
warm vote of thanks from PUAA.

   Urvashi Gulati has been a career civil servant. She joined 1975 batch
of the Indian Administrative Service and was allotted to Haryana Cadre.
Her areas of expertise include rural development, health, sanitation,
disaster management, electoral law, and Right to Information. She has
the distinction of serving as the Chief Secretary of Haryana from 2009
to 2012. Mrs. Gulati was appointed State Information Commissioner,
Haryana in 2012. She headed the Commission during 2016-2017. Currently
she is serving as Member, Ghaggar Monitoring Committee and Member,
Executive Committee, Solid Waste Management of the National Green
Tribunal.

F&CC meeting of MCC held

Chandigarh, June 25:- A meeting of Finance & Contract Committee, Municipal Corporation Chandigarh was held here today under the chairpersonship of Smt. Raj Bala Malik and attended by Sh. K.K. The Mayor and the Commissioner launched online “Employee corner” facility, where the regular employees of the Municipal Corporation Chandigarh can see their salary slips, income tax deductions, status of increments and pension slips for all the pensioners of MCC.

The members of committee discussed various important agenda items in detail and accorded approval for the following:

·        The committee discussed the agenda regarding maintenance and functioning of Multilevel parking, sector 17 in detail and accorded approval to engage outsource labour/staff through GeM portal amounting to Rs. 18.57 lacs per annum additional to the previous approved expenditure.

·        Rough Cost Estimate for providing and laying water supply pipe line from existing water supply to booster near factory No. 560, Industrial area Ph-II, Chandigarh to improvement the water supply in the area at an estimated cost of Rs. 29.34 lacs.

·        The committee also accorded approval regarding providing one peon and one Date Entry Operator each for the camp office of officers at the rank of Zonal Commissioners.

·        The committee accorded approval to the reserve price @ Rs. 38.50 for 6 years period on lease bases of Mango, Jamun, Lichi, Chickoo, Guava, Loquat, Annar, Kathal and Peach fruit crop on the trees along both side of Purv Marg touching Sector 28 and 29 on one side and industrial area Ph-I on other side, Chandigarh.

·        The committee also accorded approval to the allotment of nursery sites at village Mauli Jagran, Chandigarh.

·        The F&CC accorded approval to run the Animal Birth Control programme with the existing staff initially meanwhile tender may be called once again to outsource the ABC programme. However four security guards will be allowed for around the clock duty at the ABC centre alongwith purchasing surgical packs/equipments, necessary medicines and dog feed for the captured and sterilized dogs during their stay at the ABC centre.

·        The committee also accorded approval to the agenda item regarding rate revision for printing of computerized water billing and preparation of master files by NIELIT Rupnagar with an increase of 6.60% of the existing rate i.e. 18 paisa +GST @ 18%.

·        The committee also accorded approval for agenda for providing free parking to the employees of Municipal Corporation, Chandigarh.

Water Supply shut down

Chandigarh, June 25:- Due to urgent repair on 66 KV, Morinda, Kajauli DC line scheduled to be carried out by PSPCL from 9 am to 5 pm on 27th, 30th June and 3rd July, 2020 to sagging of new conductor on new towers & to dismantle old towers and conductor, there will be no pumping of raw water from Kajauli to water works, sector 39. Therefore, the timings of water supply for whole of the city shall be as under:

27th & 30th June and 3rd July, 2020

Morning Water Supply

From 4.00 am to 9.00 am-At full pressure

Noon water supply-No Supply

Evening Water supply

IGNOU launches MA Sanskrit from July, 2020

Indira Gandhi National Open University (IGNOU) has launched a Master’s Degree Programme in Sanskrit from July, 2020 admission Cycle through Open and Distance Learning (ODL) mode. The programme has been designed and developed with academic consultation and support of the eminent scholars in the field of Sanskrit across the country. Due to COVID-19 pandemic, the launch programme was done in a virtual mode via Google Meet in which many distinguished scholars of Sanskrit language and literature from the various parts of the country were present along with the Directors of School of Studies of IGNOU, teachers and academics from IGNOU HQs and Regional Centres. In this launch programme Prof. Nageshwar Rao, Hon’ble Vice-Chancellor of IGNOU declared the admission open in the MA Sanskrit  programme from July, 2020 Session. There is a great demand for this programme and lots of students are expected to enroll in this programme to take advantage of the flexibility which IGNOU offers to its learners. The launch programme was broadcast live on Facebook page of IGNOU and also live streamed through Gyan Dhara, the University’s Internet based channel.

Taking cognizance of the fact that an employee posted in re-evaluation
branch of Panjab University, Chandigarh is found Corona positive and
that it is suspected that she and her family might had contact tracing
with  employees of other branches, The Competent Authority has approved
that, as a matter of caution, the Administrative block and Aruna Ranjit
Chandra Hall of PU shall remain closed for 3 days i.e. upto 26th June
2020.

In the mean time all the officers (Deputy Registrars and Assistant
Registrars) posted in these blocks shall seek information from officials
under their charge as to whether they had any contact with the employees
who have been found Corona positive.

Prof Karamjeet Singh, Registrar informed that if there is any scheduled
meeting or last date for submission of document during these days, the
same stand postponed to next working day. However, the situation will be
reviewed on 26th June 2020 for chalking out the further course of
