The impact of COVID-19 lockdown on ambient air quality of Chandigarh was studied by the Department of Environment Studies, Panjab University along with Department of Community Medicine & School of Public Health, Post Graduate Institute of Medical Education and Research, Chandigarh and Chandigarh Pollution Control Committee.
The study recently published in the journal Chemosphere entitled ‘Impact of COVID-19 lockdown on air quality in Chandigarh, India: Understanding the emission sources during controlled anthropogenic activities’ examined the trend of 14 air pollutants, including particulate matter (PM10, PM2.5), trace atmospheric gases (NO2, NO, NOx, SO2, Ozone, NH3, CO) and Volatile Organic Compounds (benzene, toluene, o-xylene, m,p-xylene, ethylbenzene) along with six meteorological parameters before and during the COVID-19 lockdown.
The study duration was divided into four parts, i.e., a) 21 days of before lockdown b) 21 days of the first phase of lockdown c) 19 days of the second phase of lockdown d) 14 days of the third phase of lockdown. The results showed a significant reduction in all the major pollutants during the first and second phases of lockdown. However, the concentrations of SO2, Ozone, and m,p-xylene kept on increasing throughout the study period, except for benzene, which continuously decreased.
Dr. Suman Mor, Chairperson, Department of Environment Studies, PU and the lead investigator of the study, highlighted that vehicular pollution contributes as a primary source of air pollution during different stages of lockdown. Further, she added that regional atmospheric transfer of pollutants from coal-burning and stubble burning were identified as secondary sources of air pollution.
Dr. Ravindra Khaiwal, Additional Professor of Environment Health, Department of Community Medicine and School of Public Health, PGIMER, who coordinated this study, mentioned that reduction in air pollution is linked to the decline in local emissions and frequent rainfall. He also highlighted that the increase in Ozone concentration seems to be associated with intense solar radiation and high temperature, which enhances the atmospheric reactivity during COVID-19 lockdown, leading to a rise in Ozone concentration not only in Chandigarh but many cities in India.
The percentage decrease in the concentrations during 1, 2 and 3 lockdown periods were 28.8 %, 23.4 % and 1.1 % for PM2.5 and 36.8 %, 22.8 % and 2.4 % for PM10, respectively. NO2 concentration was reduced by 23 %, 16.5 %, and 6.1 % in lockdown 1, 2, and 3, respectively, as compared to the average concentrations before the lockdown period.

Chandigarh, August 20:-Sh. K.K. Yadav, IAS, Commissioner, Municipal Corporation Chandigarh and Chief Executive Officer, Chandigarh Smart City Ltd. said that the people of Chandigarh are adopting cycling very fast these days and appeals the citizens to participate in Cycle for Change Challenge, which aims at to make city dwellers cycling friendly and to increase the “Zero Carbon Mobility” so that the environment can be protected.
While sharing key points about the challenge, he said that this challenge has been started under the Smart City Mission of the Ministry of Housing and Urban Development, Government of India which aims at promotion of more cycling in the country.
He said that in this pandemic period, the craze of the cycling is increasing in Chandigarh. Be it doctors, officers, professors or professionals or the general public, all kinds of people go cycling on these days which is proving to be very effective not only for their good health but also for the environment in city.
He said instead of using public transport, people can help in maintaining social distancing by bringing bicycle in their daily routine. They can commute regularly through bicycle if their office is within 2 to 3 km of the house, and if it is up to 5 km, they can use a bicycle to go to the office on alternate days. Apart from this, people can also use the bicycle to go to any nearby store or park.
He said that the average Air Quality Index (AQI) of Chandigarh reached the level of 39 in a complete lockdown of 40 days which is now running beyond 100. One reason for the Air Quality Index to be better was decrease in the vehicles on the roads. So to make Chandigarh’s climate cleaner and better, we need to adopt cycles.
By taking part in the survey, people can also bring Chandigarh city to better cities for cycling. Citizen can fill in the online form on our link https://forms.gle/bTUCLjcjfq5uiziq5. There are a number of feedbacks asked that you have to answer, like how you used to travel before Covid-19, what problems you have to face while cycling in the city and so on. This feedback form can improve things in the city which somehow got ignored.
He said that today there is heavy traffic inside the city, but having dedicated cycle track of about 190 km inside the city. Hardly any other city would be having such a long dedicated bicycle track. Most of the tracks are newly made out of which more than 95 percent dedicated tracks are in good condition and the rest will be made in good condition shortly. In North India, cycling becomes very difficult in summers, but another important feature of Chandigarh is that most of the tracks are under the shade of trees, which are easily accessible even during summer, added Mr. Yadav.
He said that cycling is a better exercise, which keeps users physically fit. After Covid-19, the number of people running cycles in the city increased significantly. Citizens will keep themselves fit by cycling, as well as they can save money of petrol or diesel and also protect the environment.
He further said that Chandigarh Smart City is coming up with a project of “Public Bicycle Sharing”, in which 617 Cycling stations are to be built in the city that would have more than 5000 cycles, which will be made available in every corner of the city. City residents can take a bicycle from any place and can leave it at other stations and for this, very low rent will have to be paid. This project will be based on Public Private Partnership (PPP) model. We hope that more and more people will like this project and will participate in India Cycle for Change Challenge, he added.

The Interdisciplinary Center for Swami Vivekananda Studies,Panjab University organized a Web lecture on the Salient Features of NEP 2020 by Prof.Chaman Lal Gupta, Vice -Chairman, Governing Body Institute of Advanced Study,Rashtrapati Nivas, Shimla.
Vice Chancellor Prof.Raj Kumar welcomed the speaker and highlighted the main features of NEP 2020. The NEP 2020 aims at that the learning should be holistic, integrated, enjoyable and encouraging. This policy envisions an education system rooted in Indian ethos that will contribute to transform our country into a global knowledge superpower. He categorically stated that while implementing the provisions care should be taken of the infrastructure in place. Thus the implementation cannot be same for all. The clear road map with identified priorities will help us to achieve our goals
Prof Chaman Lal Gupta in his presentation threw light on the main features of NEP 2020.In his view this policy will prove as a game changer and benefit us all in understanding our cultural traditions will help us to connect to our roots. The teaching in local languages will help us to bring forth rare manuscripts which are lying unattended. The young students will not suffer in schools because of less number of teachers available but the school clusters will take care of them. The teachers are at the centre of the fundamental reforms in the education system.
The new education policy must help re-establish teachers, at all levels, as the most respected and essential members of our society, because they truly shape our next generation of citizens. It must do everything to empower teachers and help them to do their job as effectively as possible. The new education policy must help recruit the very best and brightest to enter the teaching profession at all levels. The new education policy proposes to provide to all students, irrespective of their place of residence, a quality education system, with particular focus on historically marginalized, disadvantaged, and underrepresented group. SCZ special zones will be created for them to meet their requirement. All curriculum and pedagogy, from the foundational stage onwards, will be redesigned to be strongly rooted in the Indian and local context and ethos in terms of culture, traditions, heritage, customs, language, philosophy, geography, ancient and contemporary knowledge, societal and scientific needs, indigenous and traditional ways of learning etc. – in order to ensure that education is maximally relatable, relevant, interesting, and effective for our students. Stories, arts, games, sports, examples, problems, etc. will be chosen as much as possible to be rooted in the Indian and local geographic context. It must prepare students for more meaningful and satisfying lives and work roles and enable economic independence. For the purpose of developing holistic individuals, it is essential that an identified set of skills and values will be incorporated at each stage of learning, from pre-school to higher education.
Higher education must form the basis for knowledge creation and innovation thereby contributing to a growing national economy. The purpose of quality higher education is, therefore, more than the creation of greater opportunities for individual employment. The main thrust of this policy regarding higher education is to end the fragmentation of higher education by transforming higher education institutions into large multidisciplinary universities. Such a holistic education shall be, in the long term, the approach of all undergraduate programmes, including those in professional, technical, and vocational disciplines. This policy aims to overcome the social status hierarchy associated with vocational education and requires integration of vocational education programmes into mainstream education in all education institutions in a phased manner. Beginning with vocational exposure at early ages in middle and secondary school, quality vocational education will be integrated smoothly into higher education. It will ensure that every child learns at least one vocation and is exposed to several more. This would lead to emphasizing the dignity of labour and importance of various vocations involving /Indian arts and artisanship.
The participants interacted with the speaker. The interactive was moderated by Dr.Vishal Sharma. Dr.Monika Aggarwal conducted the proceedings and Dr.Renu Thakur, Coordinator ICSVS proposed the vote of thanks.
