Day 2 of CHASCON 2020 witnessed Simultaneous Plenary Sessions

The ongoing Science Congress at Panjab University organised various sessions in different  Science departments  . The scientific programme of chascon was a golden opportunity for participants where they competed and were awarded for their skills and hard work.

 For Chemical Sciences, there was one keynote address by Dr. Narinder Singh from IIT Ropar, Roopnagar, Punjab, two invited lectures delivered by Dr. Vipan Kumar from GNDU, Amritsar and Dr. Ashok Kumar Malik from Punjabi University, Patiala, apart from several oral presentations and poster presentation sessions.

 Moreover, for engg and management sciences two invited lectures, first by Dr. Talsimarif Saiyed, CEO and Director of C-CAMp Bangaluru and by Dr. Praveen Vamula from instem Bangalore presented the lecture on the topic “Start up and innovation in India: Opportunities and Challenges” and discussed the role of C-CAMP in empowering entrepreneurs in science innovation through research, development, training and incubation.

The talk of Dr. Amit Kulshrestha, Associate, IISER Professor Mohali on ‘Image of power maps in linear groups’ was attended by about 50 participants. The talk was very well received. There were a lot of interactions between speakers and the participants in the Mathematical Sciences Section. The Physical Sciences session commenced with the talk of Dr. Davinder Siwal, BFUHS, Faridkot on Nuclear Radiation Detectors for Imaging Science followed by Dr. Basant K Nayak, BARC, Mumbai and Dr Arun S. Oinam, PGIMER,Chandigarh on topics Why Nuclear Physics is Interesting – A Portrait of Basic Science to Applications and Basic Image Acquisition & Reconstruction Concepts of Imaging Machines used in Radiotherapy respectively. Prof. R.K. Kohli, FNA FNA. FASc., FNASc., FNAAS, FNESA, FBS, Vice-Chancellor, Amity University, Mohali delivered an expert talk entitled “Alien Invasive Plants: Status, Impact and Challenges”. He inspired the students of life sciences to be scientific in approach while dealing with any environmental issue. This also included Prof. (Dr.) Shalini Gainder, Additional Professor, Department of Obstetrics and Gynaecology, PGIMER, Chandigarh who presented on the topic“Stepping Up Women’s Health: Being Young.

In the morning session of pharmaceutical sciences, two expert lectures were organized by Prof. Vivek Ranjan Sinha who was the chief guest on this occasion. The first webinar was delivered by a globally recognized scientist, Prof. Sanjay Garg, Professor of Pharmaceutical Science, UniSA Clinical & Health Sciences, University of South Australia. He delivered an expert talk on ‘Development of a novel contraceptive, from concept to US FDA approval and market’. This was followed by another interesting and informative talk by Dr. Girish Tillu, Vaidya-Scientist Fellow of Center for Complementary and Integrative Health, Savitribai Phule Pune University, Maharashtra, on the topic ‘Integrative medicine for newer health challenges: a make in India perspective’.

Dr. Jih Pai Lin from National University of Taiwan who joined the Earth and Environment Sciences section from Taipei, gave the expert talk on sand dollars (Echinoidea) from Taiwan with special reference to Indian Echinoids. The Sectional Programme for Dr. Harvansh Singh Judge Institute of Dental Sciences and Hospital as part of the ongoing 14th Chandigarh Science Congress, 2020 was conducted today. Dr. Sudhir Bhandari, Additional Professor and Incharge, Prosthodontics, Oral Health Sciences Centre, PGIMER, was the guest speaker. He discussed the role of Oral Health providers in head and neck cancer patients scheduled for radiotherapy. Additionally, for Basic Medical Sciences, an expert talk as Dr. Deepak Saini, Associate Professor, IISc Bangalore. Dr. Saini presented the title “Aging- the misery, mastery and the mystery” and enlightened all the participants about the various factors influencing aging and how aging and inflammation are correlated.

These lectures were followed by competitions. Various students participated in oral and e poster ppt and bagged prizes.

*   The Research Proposal should cover tentative title/research area, its rationale, theoretical frame work, objectives, research questions, and proposed research methodology. The research aptitude of the applicant will be assessed on the basis of interview/presentation. However, the topic of research will be finalized in consultation with the supervisor after admission. Important Instructions:

The candidates who have cleared any of the following national tests can apply for M.Phil/Ph.D Admission for the session 2020-21:

·         UGC-CSIR NET including JRF, SLET, GATE or any other prestigious test for national level scholarship/fellowship conducted at all India level on behalf of national institutions for example GPAT and JEST.

·         Direct awardees of fellowship for pursuing Ph.D.

·         Working permanent teachers of Panjab University and affiliated colleges

·         Ph.D Entrance Test of Panjab University for admission to Ph.D/M.Phil shall be walid for 3 years.

The GATE qualifying score be considered as the basic. GATE/GPAT of any other national level test meant for admission to Ph.D/M.Phil shall be valied forever.

House tax assessment committee meeting held

Chandigarh, December 18:-   A meeting of House Tax Assessment Committee, Municipal Corporation Chandigarh was held here today under the chairmanship of Sh. Charanjiv Singh and attended by other member councilors namely Smt. Sunita Dhawan, Sh. Ajay Dutta, Sh. Sachin Lohatiya, Sh. Anil Garg, Additional Commissioner and other concerned officers of MCC.

During the meeting the members discussed various issues related to Property Tax and decided that Municipal Corporation will issue 90000 No due certificates/clearance certificates to city residents as well as commercial tax payers till 31st January, 2021.


The agenda item regarding reviewing of self assessment scheme under residential, commercial, industrial and institutional lands and buildings was discussed during the meeting and the members of committee decided not to increase rateable value or tax rate keeping in view the COVID-19 pandemic and also because it has been increased last year.

Regarding waiving off the interest for the period from 22.11.2004 to 31.03.2006 in respect of temporary shed area in industrial area Phase-I & II, who have deposited tax under self assessment scheme by mentioning area of their proprieties less than the survey conducted by MCC, the committee members passed the agenda to waive off interest and penalty part only with condition to deposit the principal amount in the MCC and recommended it for consideration in the General House meeting.


The committee members discussed the agenda item regarding exemption of property tax in respect of charitable institutes and decided that charitable institutes will be considered for exemption which are registered under Charitable Endowment Act and are not doing any commercial activity and the institutional building has benefit of deduction under section 80 G of IT Act 1961.

Mayor launches “Neki Ki Deewar” scheme in City

Chandigarh, December 18:- Smt. Raj Bala Malik, Mayor, Chandigarh today launched the “Neki Ki Deewar” scheme of Municipal Corporation, here at Community Centre, Sector 8, Chandigarh in presence of Sh. K.K. Yadav, IAS, Commissioner, Sh. Mahesh Inder Singh Sidhu, area councilor, Sh. Sorabh Arora, Joint Commissioner, Dr. Amrit Waring, MOH and other concerned officers of MCC.

During the launch, the Mayor said that the Municipal Corporation will start this type of facility throughout Chandigarh outside the Community Centres of MCC in phases. She said that kindness is the language which the deaf can hear and the blind can see and in today’s time, it is a language which the world needs most.

The Mayor said that while, everyone is focusing on living a luxury and comfortable life, there are still many people who have a desire to bring happiness in life of others as well. People leave their old clothes, old blankets, sheets, shoes and other items on this so that it can be used by the needy people, added the Mayor.

Sh. K.K. Yadav, IAS, Commissioner, MCC said that there are many people in the city who are helping the needy by taking care of them and putting all the things on the wall of kindness that can help the poor and needy people. He said that people in need get clothes from here and some people get blankets, sweaters, etc. He said that the MCC is also running a vehicle namely “Swachhta Swari” throughout city sectors and colonies including villages to collect clothes, bags, shoes etc.

He said that Municipal Corporation will provide this type of wall every sector in city so that everyone will contribute in this wall and serve the poor and helpless. He said that alongwith contributing clothes or other items its awareness is also necessary, otherwise there will be a wall but no goods will be taken from there  because those who have the goods do not know. He said that the MCC will create awareness about these walls to tell those needy people.

The Commissioner said that No act of kindness, no matter how small, is ever wasted. We should help others as much as we can so that we can bring a smile on someone’s face.

Workshop on Quantum Computing and Cyber Security

The Programming Club of University Institute of Engineering and Technology (UIET), Panjab University, organized a 2-day online workshop on “Quantum Computing and Cyber security” on 15th-16th, December 2020. The aim of the workshop was to disseminate information to the students about Quantum Computing in the current technological environment and its impact on various technological fields in the future.

The first day of the Workshop included expert lecture by Mr. Aditya Yadav, CEO of Automatski Solutions, about current effects of Quantum Computing in the fields of Artificial Intelligence, Cyber security and Quantum Algorithms. A practical session on using Qiskit(a python library) to access Quantum Computers through the internet and designing quantum circuits was also organised.

The second day started with a keynote talk by Mr. Ravishankar Savita, Head of Emerging Technology at Virtusa based in New York City, USA about the research and various effects that Quantum Computing has brought into the world. He also spoke of three use cases that are based on quantum computing.

A panel discussion amongst leading industry experts was also held in which the current usage of Quantum Computing in the industry and what practical impact will it have in the future, as well as misconceptions about Quantum Computing, were discussed. The esteemed panel comprised of Mr. Arpit Mehta, Senior AI Architect at Microsoft, Germany, Dr. Krishan Saluja, Professor at UIET, Panjab University, Mr. Rajesh Dhuddu, VP and Practice Leader of Cybersecurity and Blockchain at TechMahindra, and Ms. Supriya Naik, Senior Incubator-Emerging Technologies at Virtusa.

The session was moderated by Mr. Sashank Bhargava, 3rd year BE IT, who was also the student co-ordinator for the event. The event witnessed huge participation from more than 240 attendees.

CHASCON2020 commences today in Online Mode at PU

The 14th Chandigarh Science Congress (online mode) CHASCON 2020 commenced today which
is being organized by Panjab University in association with Chandigarh region
Innovation and Knowledge Cluster(CRIKC).

 This event was initiated with a brief introduction and a warm welcome by the
Coordinator Prof Deshdeepak Singh.  Also, the Dean Sciences, Prof Prince Sharma
enlightened the students with his views about the event and its history.


Professor Anil Bhardwaj, Director, Physical Research Lab, Ahmedabad graced the
inaugural session and spoke   on the topic Indian Planetary Missions. He included
various aspects of space missions, Mission Mangal, moon solar Wind interactions, brief
introduction about Chandrayaan 2 and a lot more. Prof Anil gave his views on the
success of Mangal Yaan and he motivated the students to join Planetary Science and
pursue Space research. The students were motivated and inspired which was evident with
their curiosity, inquisitiveness and interest with which they added comments online. He
added that India had sent satellite to Mars for six months initially but India has now
got six years to get information from Mars which will be very useful for research
purposes.

The next speaker, Prof Amulya K Panda, Director, NII, New Delhi gave a very informative
talk about the recent Vaccines. His talk was focused on the topic Challenges in the
development of vaccines. He illustrated with his presentation that normally it takes a
decade for the vaccine to come to the market but what could be the major hurdles for
the coming of the vaccine in reference to the Corona Pandemic.


Nextly, a very eminent scientist, Prof MRN Murthy, AstraZeneca Chair, Institute of
Bioinformatics and Applied Biotechnology (IBAB), Bangalore, gave an amazing talk on the
title the structural Biology of Coronaviruses. He emphasized on how SARS Cov2 is
evolving at a drastic fast rate and why the transmission rate is relatively faster than
other viruses.


The session for the Pandemic Covid 19, also included another prominent scientist, Prof
R Vardarajan, Molecular Biophysics Unit, IISc, Bangalore. He presented a very
informative talk on Immunogen Design for COVID Vaccine. He gave very useful insights of
what are the types of corona Vaccines being introduced till now and how we can fight
against the novel virus. He told about a very important aspect that these vaccines
don’t elicit a memory response, which can be a great hurdle in providing immunity.
Post Lunch, speaker, Prof Ravi Gupta, Medical Superintendent, GMCH 32, Chandigarh, gave
a talk on the ‘Clinical Management of Covid and the way forward for innovation’. His
talk was divided into three parts: their experience at GMCH and the Challenges faced
during the corona pandemic, the standard Treatment of COViD as of Today and Innovations
during Covid era.


The event was graced with another speaker, Prof Paula Videira, Glycoimmunology Group at
UCIBIO, Lisbon, Portugal. She delivered a lecture on the topic ‘Glycoimmunology: sugars
on the fuss for improved immunotherapies?’ She gave her insights into the different
glycans and how they play a role in providing immunity, acting as a receptor and many
more. Herein she explained how ACE2 Receptor in Sars Cov2 plays a vital role for high
transmission.


 Today ,around 400 students  joined the conference on CISCO WEBEX platform. 
The Students were delighted to listen to all the speakers and this was a great success.

चंडीगढ़, 17 दिसंबर-हरियाणा के उपमुख्यमंत्री श्री दुष्यंत चौटाला ने अधिकारियों को स्पष्टï निर्देश दिए कि मनरेगा के तहत आवंटित धन को दबा कर न बैठें बल्कि संबंधित योजनाओं को निर्धारित समय सीमा में क्रियान्वित कर जनता को इसका लाभ प्रदान करें। उन्होंने अधिकारियों को कहा कि वे विकास कार्यों के पूरा होने पर प्रमाण-पत्र निदेशालय को प्रेषित करें।


डिप्टी सीएम ने जिन-जिन जिलों में मनरेगा का कार्य गति नहीं पकड़ पाया है उनमें संबंधित अधिकारियों से जवाब-तलबी की और प्रदेश के हर गांव में मनरेगा स्कीम के तहत लोगों को रोजगार उपलब्ध करवाने के आदेश दिए। उन्होंने वीडियो कान्फ्रैंसिंग के माध्यम से ग्रामीण विकास विभाग की विभिन्न योजनाओं का स्टेटस जाना।

श्री दुष्यंत चौटाला ने मीटिंग के बाद बताया कि मनरेगा के तहत दिए गए टारगेट को विभाग ने इस बार समय से पहले ही पूरा कर लिया है। उन्होंने बताया कि वर्ष 2020-21 के लिए 140 लाख कार्य-दिवस निर्धारित  किए गए थे जिनमें से 125 लाख कार्य-दिवस नवंबर 2020 तक ही पूरे कर लिए हैं जो कि कुल कार्य का 90 प्रतिशत है। पिछले वर्ष 2019-20 में मनरेगा के अंतर्गत करवाए जाने वाले काम के लिए 91.19 लाख कार्य-दिवस तय किए गए थे।


उन्होंने बताया कि अधिकारियों को गरीबों के पशुओं के लिए मनरेगा के तहत बनाए जाने वाले कैटल-शैड बनाने में तेजी बरतने के निर्देश दिए। उन्होंने कहा कि कड़ाके ठंड को देखते हुए इन कैटल-शैड को बनाने का कार्य प्राथमिकता के आधार पर किया जाए। उन्होंने 15 जनवरी 2021 तक 10 हजार शैड के निर्माण करवाने के निर्देश दिए हैं।

उपमुख्यमंत्री ने कहा कि मनरेगा के तहत करवाए जाने वाले पैंडिग कार्यों को स्वीकृति के लिए मुख्यालय में एक सप्ताह तक भेज दें ताकि आगामी पंचायती-चुनाव के लिए लगने वाली आचार-संहिता से पूर्व इन कार्यों को शुरू किया जा सके।


इन जिलों में चल रहे हैं धीमी गति के काम :-


उपमुख्यमंत्री ने जिन जिलों में धीमी गति से मनरेगा के काम हो रहे थे, उन जिलों के संबंधित अधिकारियों से जवाब मांगा। ऐसे जिलों में अंबाला, फरीदाबाद, चरखीदादरी, महेंद्रगढ़, पंचकूला, रेवाड़ी, सोनीपत आदि शामिल हैं।

समीक्षा बैठक में ग्रामीण विकास विभाग के प्रधान सचिव श्री सुधीर राजपाल, निदेशक श्री हरदीप सिंह, उपमुख्यमंत्री के ओएसडी श्री कमलेश भादू समेत अन्य अधिकारी उपस्थित थे। विभिन्न जिलों से सीईओ भी वीडियो कान्फ्रैंसिग से जुड़े हुए थे।
