*F&CC approves construction of jogging track in park at sector 24*

*Chandigarh, October 28:-* The Finance and Contract committee of Municipal Corporation Chandigarh has accorded approval for various developmental agenda items including construction of jogging track in a park at sector 24, Chandigarh at an estimated cost of Rs. 10.31 lacs.

The meeting of F&CC was held here today under the Chairmanship of Sh. Kuldeep Kumar, Mayor and attended by Sh. Amit Kumar, IAS, Commissioner and other members of committee namely Smt. Jaswinder Kaur, Sh. Maheshinder Singh Siddhu,  Sh. Lakhbir Singh, Smt. Taruna Mehta and other senior officers of MCC.

The members of committee discussed other various important agenda items in detail and accorded approval for the following:

·        Construction of RCC toe wall along the windrow pad area at 300 TPD composting plant Dadumajra, Chandigarh at an estimated cost of Rs. 15.40 lacs.

·        Arrangement of programme for Chhat Puja at Indra Colony, Manimajra at an estimated cost of Rs. 7 lacs.

·        Proposal for the landscaping and construction of toe wall under MS flat railing for enclosing area after demolishing abandoned Sulabh Sauchalyas at sector 25, Chandigarh at an estimated cost of Rs. 17.33 lacs.

·        Construction of three public toilet blocks in three different green belts located at Palm park, four story houses village Dadumajra at an estimated cost of Rs. 49.77 lacs.

·        The committee members also enhanced the fee of advocates empanelled by the MC Chandigarh in District Courts, Labour Court, Permanent Lok Adalat, Consumer Forum and other lower courts from Rs. 7000 to Rs. 10,000 per case including clerkage plus expenses.

*Celebrates “Swachh DEEPOTSAV” at Sector-17, Promoting Sustainability and Cleanliness*

*Chandigarh, October 28:-* With the aim of invoking the cultural significance of Diwali in alignment with the Swachh Bharat Mission and the convergence of DAY-NULM, the Municipal Corporation Chandigarh celebrated “Swachh DEEPOTSAV” today at Sector-17 Plaza. This event marked the city launch of the “Swachh Diwali – Shubh Diwali” campaign (October 28 to November 3, 2024), emphasizing the principles of ‘Swabhav Swachhata, Sanskaar Swachhata’ following the national launch by the Ministry of Housing and Urban Affairs, Government of India.

City Mayor Sh. Kuldeep Kumar, MC Commissioner Sh. Amit Kumar, IAS, along with councilors, MCC officials, Safaimitras, SBM Brand Ambassador Sh. Praveen Duggal, Self-Help Groups (SHGs), and citizens, initiated the campaign by lighting 600 Govardhan diyas, spreading the message of celebrating a green and sustainable Diwali.

Women Self-Help Groups (SHGs) created vibrant rangolis with symbolic representations of the Swachh Bharat Mission. The “Swachh Diwali – Shubh Diwali” theme conveyed messages of cleanliness, community engagement, and empowerment while promoting the principles of Reduce, Reuse, and Recycle (RRR).

The Mayor Sh. Kuldeep Kumar stated, “This Diwali, let us not only celebrate the festival of lights but also commit ourselves to the principles of cleanliness and sustainability. Together, we can ensure a cleaner and greener Chandigarh for future generations.”

MC Commissioner Sh. Amit Kumar emphasized that a massive citywide cleanliness drive, led by Safaimitras and citizens, is already underway to celebrate the festival, spreading the message of cleanliness and leading by example.

Additionally, stalls have been set up by SHGs at the carnival and exhibitions to promote community empowerment and encourage the adoption of eco-friendly products. RRR collection points have also been established in all 35 wards at community centres, encouraging citizens to donate items such as clothes, toys, books, and electronics. The Municipal Corporation, in collaboration with RWAs and MWAs, will ensure that all donated items reach the permanent RRR centre in Sector 17. In the coming weeks, a ‘Rupee Store’ will be organized, aligning stock after necessary refurbishments.

Citizens are urged to celebrate Swachh DEEPOTSAV this Diwali by keeping the city clean and moving toward a zero-waste lifestyle, promoting a clean and green mission for all.

*MCC Intensifies Vigilance on Vendors Operating Beyond Permissible Hours*

*Chandigarh, October 27:-* To maintain order and ensure compliance with city regulations, the Municipal Corporation Chandigarh (MCC) has intensified its vigilance and enforcement efforts to curb unauthorized vending activities. This initiative aims to provide citizens and visitors with a safe, organized environment.

Vendors are permitted to operate from 6 AM to 10 PM. However, during recent enforcement drives, the team observed that some vendors were operating beyond these hours. In response, a joint operation by the MCC enforcement team and Chandigarh Police was conducted today in Sector 22, successfully removing vendors operating outside the authorized hours.

Municipal Commissioner Sh. Amit Kumar, IAS, emphasized that these joint drives will continue across the city to ensure compliance with guidelines and prevent encroachments. “We are committed to maintaining public safety and convenience, and we urge all vendors to comply with legal regulations,” he stated.

The Municipal Corporation warns that strict action will be taken against violators to uphold the integrity of public spaces.

In addition to removing vendors, the enforcement team also seized materials left at vending sites after hours. Temporary coverings, such as tarpaulins, have been removed to further ensure compliance.

*Mayor inaugurates Sensory Park in Sector 22*

*Chandigarh, October 26:-* Sh. Kuldeep Kumar, Mayor, Chandigarh today inaugurated Sensory Prak in sector 22, here in presence of Sh. Amit Kumar, IAS, MC Commissioner, Sh. Damanpreet Singh, area councillor and other councillors & prominent persons of city.

While addressing the audience, the Mayor said that the idea of sensory park focuses on engaging and enhancing multiple senses and abilities of individual like sight, taste, smell, touch, hearing, mobility and motor skills and intellectual skill etc.

He said that the park also offers variety of ways of meeting, play and leisure needs of children with and without disabilities. The project titled “Sensory Park” has been developed in the park near House No.3901 to 3905, Sector 22-D, Chandigarh opposite Gurudwara Sahib having area 0.65 acre at a cost of approximately Rs.124.54 Lacs.

The Mayor further said that the play area have rubber flooring which enhances the safety of children. For visually impaired individual, tactile cement concrete tactile pavers are used which serves as directional indictors. Play equipments such as shoulder builder, spring rider, see saw, merry-go-around, swing, leg roller and wheel chair accessible basketball court, all help children work on their big and small muscles, orienting their body in shape and sense of body balance. Various musical equipments such as congo track, drum track, musical panel and polls are also installed, said the Mayor.

He said that interactive railings with steps at various level have been installed in the park. A hedge maze having labyrinth of pathways with flooring as a reflexology path has also forms the centre of attraction. Various kinds of herbs, shrubs and trees are planted.

He said that children are encouraged to touch, smell, taste and generally attract with the environment around them. Different feature walls also exist along the pathway which helps activate children’s observing and learning ability. Wall having surfaces with illusion art, blackboard where they can scribble with chalk and walls having cut-outs of different shapes entice them to explore different aspects.

The Mayor said that Sensory Park is a wonderful way for children to explore their senses and learn about the environment around them.

*Commissioner visits legacy mining site and compost plant at Dadumajra; takes stock of progress work*

*Chandigarh, October 25:-* Sh. Amit Kumar, IAS, MC Commissioner visited the legacy mining site alongwith compost plant and Pink MRF at Dadumajra today to take stock of ongoing processing of different wastes and progress work of legacy mining at the site. He was accompanied by Joint Commissioner Sh. Gurinder Singh Sodhi and other senior officers of MC Chandigarh.

During the visit at Legacy waste mining site, the Commissioner took stock of the ongoing progress work and asked the concerned engineers for timely completion of the project. The concerned engineers apprised that the bioremediation of legacy waste was started in October 2022 and till now successfully cleared 11 Lakh Cubic Metric of legacy waste and remaining 10 percent is set to be cleared very shortly.

The Commissioner also visited compost plant where the officers apprised that the compost plant spread over an area of 7,200 square meters, equipped with a 300 TPD windrow, is designed to handle the increasing waste generation in the city. With a commitment to providing effective waste management services and maintaining a clean and garbage-free city, MC Chandigarh has invested in this project.

While visiting the dry waste processing plant, the Commissioner reviewed the processing of dry waste. The concerned engineers apprised the Commissioner that the dry waste received in the processing plant is being processed 100% in the plant and lifted by the agency for its further use in their own assets.

The concerned officers and engineers apprised the Commissioner that for addressing the issue of leachate and ensuring the well-being of the community, MC Chandigarh is constructing a 400-meter wall around the dumping ground, accompanied by a continuous drain to prevent leachate from flowing onto the streets. Additionally, a sanitary landfill site and a 15-feet wall have been constructed around the dumping ground.

The Commissioner also visited Pink MRF, which is the first of its kind in the country where only women workers are operating and handling the work. The helpers were drawn from those who were earlier working as rag pickers. They are now performing the duty of segregating dry waste on conveyer belt.

The Commissioner directed the concerned engineers to ensure completion of the projects in stipulated time frame and enhance the capacity of the processing plants besides using the manure generated from the plant in MCC’s own assets.

*Chandigarh, October 23:-*  In light of the ongoing festive season, the Municipal Corporation of Chandigarh has strengthened its vigilance and enforcement measures to curb illegal vending activities across the city.

MC Commissioner Sh. Amit Kumar, IAS, has directed the enforcement wing,MCC to extend its operational hours in Sec-17 to ensure effective control and monitoring during this period.

The enforcement teams will remain on duty citywide until 8 PM, with an extended focus in Sector 17, where the drive will continue until 10 PM. This initiative aims to maintain order and ensure compliance with city regulations, ensuring that citizens and visitors can enjoy a safe and organized festive environment.

Panjab University (PU) Enactus team in collaboration with Samarth Jiyo, Sector 15, Chandigarh, a residential care facility for individuals with special needs, organized ‘Kalakriti: A Diya Decoration Workshop’ for the specially-abled children to celebrate Diwali, conveyed Prof. Seema Kapoor, Faculty Advisor of Enactus team. The Enactus team has been celebrating Diwali at Samarth for many years, aiming to inspire creativity and bring joy to these children.

Puneet Madan, a multifaceted maestro known for her achievements in art, education and social impact, served as the guiding force for the day, sharing her expertise and inspiring participants to unlock their artistic potential. Muskan Sihag, President of the Enactus team, remarked that witnessing the smiles on the faces of the specially-abled as they decorated diyas with the help of Enactus volunteers was incredibly rewarding.

Anjali Bhardwaj, Vice President of the team, emphasised that Kalakriti was not just about diya decoration but about breaking barriers and enabling specially-abled individuals to showcase their talent. Akshit Kumar, Technical Head of the Enactus team, affirmed their commitment to empowering every individual, regardless of ability.

The team distributed cloth-based sanitary napkins to the staff and residents of Samarth, highlighting their advantages over plastic-based options, said Grishi Takiyar, Marketing Head of the team. This donation drive was supported by Versatile Enterprises Pvt. Ltd., Ludhiana, added Sahil Jatt, also a Marketing Head.

PU Hosts Capacity Building Workshop on Legal Awareness

The Legal Aid Society of Department of Laws, Panjab University in collaboration with State Legal Services Authority (SLSA), U.T. today organised a successful Capacity Building Workshop under the able leadership of Chairperson of the Department, Prof. (Dr.) Vandana Arora and Faculty Incharge Prof.(Dr.) Dinesh Kumar.

The event was graced by Additional District & Sessions Judge cum Member Secretary of SLSA U.T. Chandigarh Mr. Surender Kumar, who shared his valuable insights on lodging of FIRs in cognizable offences (Section 173 BNSS) and the benefits of ZERO FIR. He also gave insights on the need of Alternate Dispute Resolution (ADR) mechanisms to promote efficient conflict resolution and shared the working of Permanent Lok Adalats for public utility services, ensuring effective dispute resolution.

There was also an interactive discussion on awareness programs for drug abuse, pension programs, and government welfare schemes. Insight was also given into crucial legislation, including the POCSO Act, POSH Act 2013, and the significance of SHE Box. Mr. Lalit, a paralegal volunteer from SLSA shared the working mechanism of legal aid.

Mr. Shiv, coordinator from the SLSA encouraged the students to use various platforms to spread legal awareness. On this occasion, the society formally launched its logo and the outcomes of the  workshop were – Enhanced understanding of legal aid services among participants.

Expert highlight that air pollution has become a major risk factor for stroke during RAJCON2024, Udaipur

Panjab University organised a Session on “Health Sector Preparedness for Air Pollution and Climate Change” as part of IAPSM RAJCON 2024 held on October 18-19, 2024 at RNT Medical College, Udaipur. This important event brought together experts from various institutions to discuss the critical intersection of environmental challenges and public health.

Prof. Ravindra Khaiwal, Department of Community Medicine and School of Public Health, Post Graduate Institute of Medical Education & Research (PGIMER), Chandigarh, highlighted the severe impacts of rising air pollution in India. He mentioned that as per a recent study by Indian Council of Medical Research average life expectancy in India would have been 1.7 years higher if the air pollution level were less than the minimal level causing health loss, with the highest increases of 2.5 years in Rajasthan. Dr Khaiwal’s further added that air pollution has become the second most important risk factor for stroke, andhence, not only linked to respiratory but majorly towards cardiovascular diseases.

Prof. Suman Mor, Department of Environment, Panjab University, Chandigarh, stressed the importance of engaging the health sector in addressing the challenges posed by air pollution and climate change. She highlighted that medical professional, are the most trusted members of society when it comes to health effects, and they can play a major role in in awareness generation and giving right advice to the people to minimize exposure to air pollution and associated health risk.

Dr. Aniket Chaudhary, Assistant Director, National Centre for Disease Control, New Delhi mentioned that Government of India has launched a National Program on Climate Change and Human Health to strengthen the health sector response. He added that currently the program is focusing on collecting Acute Respiratory Illness data to better estimation of the associated health risks of air pollution.

The session was chaired by Dr. Rajendra Awate, Ananta Institute of Medical Sciences, Rajasthan, and Dr. Arpit Prajapati, GCS Medical College, Gujarat. They stressed that improved data collection by the health sector could generate new evidence and strengthen strategies to minimize impacts on communities, particularly relevant for Rajasthan, which has faced numerous issues in recent times.

The session underscored the need for a collaborative approach, engaging all stakeholders including medical doctors, nurses, and paramedics, as well as support from other sectors to adapt to and mitigate the adverse impacts of climate change.

This session ended with a thank note by Dr. Anjali Mathur, Professor & Head, Dept. of Community Medicine, RNT Medical College, Udaipur and Organizing Secretary, IAPSM RAJCON 2024. She highlighted that the session helped to generate interest in medical fraternity to better understand the complex relationship between environmental factors and public health, and for developing mitigation strategies to improve the health and wellbeing of all.

ENACTUS PANJAB UNIVERSITY SHOWCASES PROJECTS AT KHUSHWANT SINGH LITERATURE FESTIVAL, KASAULI

Enactus Panjab University actively participated in the 2024 Khushwant Singh Literature Festival (KSLF), themed ‘Resilience & Renewal,’ held at the iconic Kasauli Club, Kasauli.

The festival, a tribute to the prolific writer Khushwant Singh who did much of his work in Kasauli, is more than just a literary event; it’s a celebration of ideas and the transformative power of stories attracting over 1,000 attendees each day during the three-day event, said Prof. Seema Kapoor, Faculty Advisor of Enactus, Panjab University.

The KSLF pays homage to the literary and cultural spirit of Punjab, reflecting Khushwant Singh’s legacy.

PU ENACTUS stall stood as a testament to empowerment and environmental responsibility, stated Muskan Sihag, President of Enactus team. The event featured several renowned speakers including Amitabh Kant, India’s G20 Sherpa; Amit Varma, Mumbai-based writer and podcaster; Sarbpreet Singh, a writer, playwright and podcaster and Radha Kumar, a specialist on ethnic conflicts, peace and security. They discussed a range of topics including Viksit Bharat 2047, The evolving forms of creativity and Life of a soul, conveyed Ms.Vani Mehta, KSLF organizer.

The fest provided a platform for showcasing products created by underprivileged women, cerebral palsy affected people and traditional potters. At the stall, the team showcased three ongoing projects: Arpan, Uday and Dhra. Arpan highlighted organic and chemical-free incense sticks, dhoops and Sambrani cups made from floral waste collected from religious places by Municipal Corporation Chandigarh, Uday displayed cloth-based sanitary napkins and bags made by underprivileged women and cerebral palsy affected people, while Dhra featured handmade diyas and pottery items.

Visitors were moved by the dedication of Enactus volunteers, who are passionately driving these initiatives, expressed Vani Mehta. The stall embodied our commitment to creating lasting social impact, said Kiranveer Singh, Content Head of Enactus. The team’s efforts earned praise from speakers, organizers and the people of Kasauli, who applauded the team’s commendable efforts in driving positive social change, expressed Aayush Bhatt, Project Head, Enactus.

The Enactus team also conducted a cloth-based sanitary napkin donation drive in Kasauli, distributing over 250 napkins to underprivileged women. This initiative emphasized the importance of switching from plastic-based to cloth-based sanitary napkins, said Harshit Mahajan, Creative Head. The donation drive was supported by Versatile Enterprises Pvt. Ltd., Ludhiana, conveyed Jasnoor Singh, Content Head of Enactus team.
