To commemorate 75th year of India’s Independence, Department of Public Administration, Panjab University, Chandigarh organized a webinar on ‘Evolving relationship between Public Policy and Social Science Research’  under “Public Policy – Theory and Praxis” Lecture series.

Professor B.S. Ghuman, Former Vice-Chancellor, Punjabi University, Patiala and Professor (Retd.), Department of Public Administration, PU delivered lecture on the theme of the webinar. He focused on emerging trends of evidence based policy making and the opportunities it creates for social science research, particularly for the discipline of Public Administration as research and public policy are at its core. He further talked about two approaches that could be deciphered from the interaction of Social Science Research and Public Policy. The conventional approach is characterized by a dichotomy between social science research and public policy, while the emerging approach presents a complimentary role of Social Science Research and public policy. However, according to Prof. Ghuman, there are several challenges which must be overcomed to avail the emerging opportunities. There is a need to develop relevant methodological tools that could prepare Public Institutions for participating in the output oriented evidence based policy making scenario. Professor Ghuman concluded with a discussion on strategies to make Social Science Research play an important role in public policy.

Earlier, Dr. Bhawana Gupta, Assistant Professor of the Department, PU moderated and opened the lecture by briefly introducing the theme and welcomed all the participants.

The subsequent open house discussion resulted in a healthy exchange of ideas on newer ways in which relationship between researchers from public institutions and the government can be improved when it comes to collaboration for public policies. Also, emerging technologies such as open data, artificial intelligence and machine learning, must be incorporated in academic approaches towards research. Participants from different disciplinary background appreciated the relevance of the theme of the lecture in the current scenario of academic research.

This was followed by the formal vote of thanks proposed by Dr. Bharati Garg, Coordinator& Assistant Professor of the Department.

F&CC approves provision of toilet blocks booth market 47 to facilitate Women shopkeepers

Chandigarh, August 26:- To facilitate the women shopkeepers in sector 47 booth market, the Finance and Contract Committee of Municipal Corporation Chandigarh has approved the construction of public toilet block at a cost of Rs. 27.01 lacs.

A decision in this regard has been taken during a meeting of the committee held here today under the chairmanship of Sh. Ravi Kant Sharma, Mayor and attended by Ms. Anindita Mitra, IAS, Commissioner and other members of committee namely Sh. Anil Kumar Dubey, Sh. Rajesh Kumar, Sh. Satish Kumar and Smt. Sunita Dhawan, councilors and other concerned officers of MCC were also present.

The committee also discussed and accorded approval for the agenda regarding celebration of 34th Chrysanthemum show scheduled to be organized in December this year at an estimated cost of Rs. 10.65 lacs with the condition keeping in view the COVID situation at that time the programmes may be allowed on later stage.

In addition to that the F&CC accorded approval for providing and fixing of 80 mm thick interlocking paver blocks along green belt of Kajheri for parking at sector 52, Chandigarh at an estimated cost of Rs. 31.48 lacs.

The committee members also discussed the issue of parking lots throughout city and asked the concerned officers to submit report within two days according to the checklist of facilities to be provided by the contractors in the parking lots as per the norms finalized in the Tender document.

World Entrepreneurs’ Day Celebrations at UIPS, PU

The World Entrepreneurship Day was celebrated under the aegis of MHRD’s(Ministry of Human Resource Development) Institution’s Innovation Council (IIC-UIPS), an MoE(Ministry of Education) Innovation Cell (MIC) driven event at University Institute of Pharmaceutical Sciences, Panjab University. A Virtual Meet was organized on the topic of Academic Entrepreneurship: A Thought and a Travelogue with the eminent guest speaker, himself an established entrepreneur, Professor Om Prakash Katare, Ex-Director Research Promotion Cell, Panjab University, Chandigarh on 24 August, 2021 at 4:00 pm.

Professor Indu Pal Kaur, Chairperson, UIPS, President IIC-UIPS and Organiser of the event, extended a cordial welcome to the Guest Speaker, Prof. Katare, faculty members and over 100 participants.

The event proceedings were spearheaded by Dr Vandita Kakkar, Assistant Professor, UIPS and Convener IIC-UIPS who introduced the speaker.

Prof. Katare acted as the guiding light to emphasize on the importance of entrepreneurship for the development and economy of the country. With the valuable lessons on the process of entrepreneurship, he reflected on his own journey and the mindset of being a researcher, an innovator and an entrepreneur. He prominently stressed on the power of meditation which helps in attaining absolute focus, thoroughly necessary throughout the process of identifying the problem, ideation and the development of prototype. The significance and peculiarity of the 360° innovation to refine the existing technologies via concept inter-relation was also discussed by Prof. Katare. He shared his experiences and knowledge with the participants and encouraged them to question the basics, develop an insight for efficient techniques and to be a resilient researcher.

कमिश्नर द्वारा इंजीनियरों को पिपलीवाला टाउन में जल सप्लाई की समस्या का प्राथमिकता से समाधान करने के निर्देश

चंडीगढ़, 25 अगस्तःनगर निगम, चंडीगढ़ के पब्लिक हैल्थ सर्किल के इंजीनियरों की एक टीम ने पिपलीवाला टाउन में दौर करके पेय जल के नमूने लेकर इनकी जांच की और बाद में इन नमूनों को जांच के दौरान सही पाया गया।

चंडीगढ़ नगर निगम के कमिश्नर श्रीमती अनिंदिता मित्रा, आईएएस के आदेशों के बाद, संबंधित इंजीनियरों की एक टीम द्वारा पिपलीवाला टाउन, मनीमाजरा का दौरा किया गया और इस क्षेत्र में पानी की सप्लाई की पुनः जांच की गई और जांच में सही पाया गया। पानी में क्लोरीन की मात्रा को भी वांछित स्तर पर ठीक पाया गया।


निगम कमिश्नर ने समाचार पत्रों में छपी खबरों पर गंभीरता से संज्ञान लिया जिसमें बताया गया था कि सोमवार को पानी की सप्लाई में सीवरेज का पानी मिलने के कारण लोगों ने सड़कें जाम कर दी हैं। इसके बाद कमिश्नर ने तुरंत इंजीनियरों की एक टीम को पीपलीवाला टाउन में पेयजल के सैंपलों की जांच करने और पानी सप्लाई की लाइनों की ठीक से जांचने के लिए भेजा।


इंजीनियरों ने बताया कि पिपलीवाला टाउन एरिया के मकान नं. 2089 से लेकर मकान नं. 2160 तक घरों में गंदे पानी के आने और सीवेज ओवरफ्लो होने की शिकायत मिली थी। उक्त शिकायत प्राप्त होने के बाद सफाई मजदूरों को उसी दिन अर्थात् दिनांक 23.08.2021 को पिपलीवाला टाउन के सीवरेज सिस्टम को साफ करने के लिए काम पर लगा दिया गया और उसी दिन सीवरेजों की मुकम्मल सफाई कर दी गई।


गौरतलब है कि यह क्षेत्र बहुत घनी आबादी वाला इलाका है और लगभग 35 साल पहले यहां सीवरेज लाइनें बिछाई गई थीं, जो वर्तमान में सीवेज के गंदे पानी के बहाव के लिए अपर्याप्त हैं। इस समस्या के स्थायी समाधान के लिये वार्ड नं. 26 (पिपलीवालाटाउन, मनीमाजरा) के सीवरेज नेटवर्क के मजबूतीकरण एवं पुनर्वास कार्य हेतु 68.84 लाख रुपये की राशि की मंजूरी हाल ही में प्रशासन द्वारा दी गई है। इसके लिए टेंडर मांगे जा चुके हैं और जल्द ही काम शुरू कर किया जाएगा।

इस इलाके में जल सप्लाई की लाइनें भी लगभग 35 साल पहले बिछाई गई थीं और अब ये खराब और जर्जर हो चुकी हैं। पीपलीवाला नगर सहित मनीमाजरा की विभिन्न कॉलोनियों में पानी सप्लाई की नई डीआई पाइप लाइनें बिछाने के लिए एक प्रस्ताव तैयार किया गया है जिस पर अनुमानित लागत 323.72 लाख रुपये आयेगी और इस प्रस्ताव को जनरल हाउस द्वारा मंजूर किया जा चुका है।

Commissioner directs engineers to resolve water supply issue in Pipliwala Town on priority

Chandigarh, August 25:- A Team of Engineers, Public Health Circle, Municipal Corporation, Chandigarh checked samples of drinking water in Pipliwala Town today morning and were found in order.

             Following the directions of Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation, Chandigarh, a team of engineers concerned visited the Pipliwala Town, Manimajra today morning and the water supply of the area was rechecked and was submitted found to be  in order besides chlorination was also found upto the mark.

             The Commissioner took serious note of the news item appeared in the Newspapers in which it has been reported that due to mixing of sewage in water supply, people had blocked the roads on Monday. She immediately sent a team of engineers to check the water supply lines properly besides checking samples of drinking water in the Pipliwala Town.

             The team of engineers reported that a complaint was received from Pipliwala Town Area #2089 to # 2160 regarding dirty water and sewage overflow. On receiving the said complaint, workers were put on job to clear the sewerage network of Pipliwala Town on same day i.e. on dated 23.08.2021. The same was cleared on the same day.

             According to the report, the area is very thickly populated and sewerage lines were laid approximately 35 years back, which are insufficient to cater to the present sewage generation. For permanent solution, an estimate for the work of strengthening and rehabilitation of sewerage network of Ward No.26 (Pipliwalatown,Manimajra) has recently been administratively approved amounting to Rs.68.84 lakh. The tenders for the same have been invited and  work will be allotted shortly.

             The water supply lines in this area were also laid about 35 years back and have worn out. An estimate amounting to Rs.323.72 lakh for laying new DI pipe line in various colonies of Manimajra including Pipliwala town has been prepared and has been approved by the General House.

6 day International School on Neurobiology of Addiction Begins at PU

Panjab University is hosting the International Brain Research Organization (IBRO)-Asia Pacific Regional Committee (APRC) supported school on the theme ‘Neurobiology of addiction’ from August 23-28, 2021. The six day school plans to provide theoretical and practical training on wide ranging topics related to understanding biology of addiction to young researchers from Asia-Pacific region and representing India, Malaysia, Pakistan and Bangladesh. The school would cover various topics from basic understanding of addiction, role of genetics and epigenetics. In addition psychological and clinical aspects related to substance abuse would also be discussed. The faculty for the school includes eminent scientists and clinicians in the field drawn from various parts of the globe and has 12 speakers from overseas. The event was inaugurated today by Prof. Ishan Patro, Former Vice Chancellor, Ravenshaw University, Cuttack, Odisha. Prof. Patro is an eminent neuroscientist who has contributed immensely in the understanding of the role of glia in brain health and in neurological disorders. He appreciated the efforts of Panjab University in organizing school on a theme highly relevant to society keeping in mind that a large number of our younger generation is getting addicted to drugs and the internet. He encouraged the participants to take up research in this neglected area in India. Dr. Patro emphasized increase in additive behavior during the present pandemic 


Dr. Pike-See Cheah. Chair, IBRO-APRC congratulated Panjab University for organizing school on a highly relevant topic that has affected millions worldwide. She motivated the participants to learn from the experts and pursue research in the area of addiction biology.  She shared with the participants various activities of IBRO along with funding opportunities for young budding neuroscientists.


The plenary lecture was delivered by Prof. Subhash C Pandey from Center for Alcohol Research in Epigenetics, Department of Psychiatry, University of Illinois at Chicago  (USA) who talked about the role of genetics and epigenetics of alcohol addiction. He has identified molecular signatures that are involved in the development of acute and chronic alcohol addiction behavior.  He emphasized on the role of cutting edge technology involving CRISPER-dCas9 in treating alcohol abuse disorder.  A keynote lecture by Prof. Peter K Kalivas, Department of Neuroscience shared his work related to elucidation of molecules and neurocircuitry in the brain that underlie drug addiction. He found specific cell types that are involved in drug seeking behavior particularly involving D1 and D2 medium spiny neurons. He also shared his research wherein he has identified new brain mechanisms that have become potential

pharmacotherapeutic targets for treating addiction in clinical trials especially N-Acetyl cysteine that shows promise in drug seeking behavior.

Other prominent speakers included Dr. Neerja Singh, Clinical Director, Department of Human Services, Minnesota who spoke on addiction as a choice or a disease or both, She highlighted that it begins as a choice and is dependent on genetic and psychological factors and then results in disease.  Dr. C.S. Gautam, Former Professor of Pharmacology, Government Medical College and Hospital, Chandigarh discussed Drug Menace as Curse of our modern times. He also discussed types of drugs abused and legal concerns related to addiction. He mentioned that more than 50 % ailments in the city related to liver are the result of alcohol abuse. He mentioned that drugs are a gateway to crime.Prof. Rajat Sandhir, organizer of the event said that the event would help in sharing expertise and knowledge and would provide a platform for inter-institutional collaboration to improve the understanding of addiction to substances and even food. It ultimately may be a step closer in preventing substance abuse.

Rakhi Celebrations at GH-8, PU

Centre for Social Work, National Service Scheme (NSS) and Girls Hostel No.8 Panjab University, Chandigarh celebrated the festival of Rakhi with the People Living with HIV/AIDS at Girls Hostel No. 8, Sector – 25, PU Campus by tying Rakhi to Sh.Satya Pal Jain, Additional Solicitor General of India and Former Member of Parliament who was  the Chief Guest on the occasion.

The women also tied Rakhi to Sh. Davesh Moudgil, Former Mayor, Chandigarh and Prof Santosh Kumar, Department of Urology, PGIMER, Chandigarh who were the Guests of Honour.

MCC organized farewell to Commissioner

Chandigarh, August 20:- The Municipal Corporation, Chandigarh has organized a farewell programme here today to Sh. Kamal Kishore Yadav, IAS, Commissioner, Municipal Corporation, Chandigarh. During the programme Sh. Ravi Kant Sharma, Mayor, all the Councilors and officers of MCC were present.

He said that Municipal Corporation is a body which deals with the issues of daily life of the general public by providing basic amenities like sanitation, water supply, sewerage disposal, street lights, stray dog & stray cattle menace and other many more direct services to the public and any officer and public representative has an privilege to serve for the public directly. He said that as Commissioner, Municipal Corporation in Chandigarh I have learnt so many things from the Former Mayors, Councillors and stakeholders of different fields in the city, they were always supportive, he added.

He said that today, I would like to thank everyone who is always there to help and support me, even my colleague officers through whom I received wealth of knowledge and respect which is more than any treasure. I am thankful to all of you to be a part of this journey and make my journey easier, he said.
