Governor inaugurates Mining of Legacy Waste & Recovery of Land project at Dadumajra
Chandigarh, December 20:- Sh. V.P. Singh Badnore, Governor of Punjab and Administrator, UT, Chandigarh today inaugurated the project of “Mining of Legacy Waste and Recovery of Land” in presence of Smt. Kirron Kher, Member Parliament, Sh. Manoj Parida, IAS, Adviser to the Administrator, Sh. Rajesh Kumar, Mayor, Sh. K.K. Yadav, IAS, Commissioner, MCC-cum-CEO-CSCL at Dadu Majra Dumping Ground, here on Build Operate & Transfer Basis.
While addressing the gathering, the Administrator congratulated all the citizens of the city specially the residents of Dadumajra as the start of the project will give big relief to the residents from the foul smell and leachate oozing out from the garbage dump which is the major cause of the spreading off various diseases, flies and dust nuisance.
He said that the Solid waste management was one of the biggest challenges in the country and the idea of Swachh Bharat Mission could not be achieved until the Municipal Corporations go for the scientific way of disposal for Municipal Solid Waste.
He said that under this project about around 5 lac metric tons (MT) of waste which is lying there for more than 20 years will be bio-mined and processed through scientific procedures and the entire land about 25 acre will be reclaimed for future use of scientific waste treatment & disposal of waste.
The Administrator instructed the executing agency to complete the project in timely manner as per guidelines for disposal of legacy waste and SWM rules 2016 and also to minimize the problem of dust and to take suitable measures to control the breeding of flies, mosquitos and foul smell etc.
He said that the project has been started during the celebrations of 150th year of Mahatama Gandhi and 550th Birth Anniversary of Sri Guru Nanak Dev Ji and with the blessings of them we will get rid from the problem of large amount of waste over there.
Smt. Kirron Kher appreciated the efforts of Sh. Rajesh Kumar, Mayor for pursuing the dumping site problem for a long time and today the time come when he as a Mayor got this work started in this area. She also appreciated the efforts of area councilor Farmila for raising the demand of disposal of this MSW from dumping site.
Sh. Rajesh Kumar, Mayor said that today a dream come true. He said that he started agitations against the dumping site at Dadumajra from the young age and today is the biggest day and historical day for the local residents of Dadumajra and me as well. He said that it has happened only with the dedicated efforts of many personalities but we may not forget the names of Sh. Narender Chaudhary and Dayal ji for their long journey to get rid of this waste dump.
While informing about this project, Sh. K.K. Yadav, IAS, Commissioner, MCC-cum-CEO, CSCL said that all this work of bio-mining will be completed within scheduled time span of 540 days i.e. 18 months from the date of start by M/s SMS Limited, Nagpur at approximate cost of Rs. 33 crore.
He said that the approximate 800-900 MT/day lying legacy waste will be turned in to wind-rows by spraying bio-culture solution prior to shift to processing unit lines for its treatment and segregation to collect the end product, i.e. refuse derived fuel (RDF), construction & demolition (C&D) waste and fines (bio-soil) etc. where, the RDF will be disposed off to the cement plant, C&D waste to C&D waste plant of MCC at industrial area and fines will be used as inert material to fill up the low lying areas etc.

He said that under the waste segregation scheme, Chandigarh Smart City Ltd. is also setting up 3 material recovery facility-cum-garbage transfer stations at industrial area Ph-I , 3 BRD and Dadu majra to improve the efficiency of garbage collection and to reduce the transportation costs by converting Chandigarh in to a bin-free city. The complete system of collection and disposal including the garbage collection vehicles will be controlled by GPS and SCADA system. He said that a proposal has also been prepared to construct new sanitary landfill for proper disposal of residual waste after material recovery and composting in a scientific manner.
