Department of Defence and National Security Studies (DDNSS), Panjab University and Panjab University Institute of Social Sciences Education and Research (PU-ISSER) in collaboration with Indian Council of Social Science Research (ICSSR) organised a Seminar on June 8, 2022. The Seminar on the theme “Defence & Warfare: Emerging Paradigms” was held at ICSSR Complex, Panjab University, Sector 14, Chandigarh.

The Key Speakers of the Seminar were Col. Nitn Chandra (retd.) and Maj. Gen. Amarjit Singh (retd.). Col. Nitin Chandra spoke on Space based Imagery Intelligence (IMINT) signatures of Military Targets. Maj. Gen. Amarjit spoke about the sixth generation of Warfare, the current way of conducting warfare as we see around us today. 

Dr. Jaskaran Waraich, Chairperson of Department of Defence and National Security Studies, Panjab University welcomed the delegation and introduced the theme. Prof. Sanjay Kaushik, Director of Indian Council of Social Science Research (ICSSR) delivered the opening remarks. He highlighted the relevance of the topics to be discussed and spoke about how the defence and security paradigms are changing across the world. 

Col. Chandra explained how satellite imagery is used to identify enemy military targets. He also explained how some of this imagery may be misinterpreted and discussed the best practices on how to analyse satellite imagery using open source systems

Gen. Amarjit explained how warfare, now, is not limited to Kinetic means anymore but is increasingly involving NBIC(Nano, Bio, Info, Cognitive) Sciences. Everyone, be it a soldier or an ordinary citizen, is the target of the 6th generation warfare and the war is fought by altering the way of thinking of people by using psychological tools and weaponization of brain sciences. According to him, the military power construct of the world is changing from economic to Data (Information) and Hyper Connectivity. 

The Seminar concluded with vote of thanks by Prof. Simrit Kahlon. who thanked the key speakers for their invaluable inputs and highlighted the importance of the topics discussed at the Seminar.

खेल एवं कार्यक्रम विभाग हरियाणा द्वारा जिला तथा राज्य स्तर पर सर्वश्रेष्ठ युवा पुरस्कार व सर्वश्रेष्ठ युवा संगठन पुरस्कार के लिए आवेदन आमंत्रित किए गए हैं। जिला तथा राज्य स्तर पर सर्वश्रेष्ठ युवा पुरस्कार के लिए गत एक वर्ष तथा सर्वश्रेष्ठ युवा संगठन के लिये गत तीन वर्षों की उच्च कोटि की उपलब्धियों के आधार पर आवेदन मांगे गए हैं। सर्वश्रेष्ठ युवा पुरस्कार वर्ष 2021-22 की उपलब्धियों के आधार पर ही दिए जाएगें। इच्छुक व्यक्ति / संगठन अपने आवेदन 22 जुलाई 2022 तक स्थानीय शहीद भगत सिंह स्टेडियम सिरसा स्थित जिला खेल एवं युवा कार्यक्रम कार्यालय में दोहरी प्रति में जमा करवा सकते हैं।


जिला खेल एवं युवा कार्यक्रम विभाग के सुरेंद्र हॉकी प्रशिक्षक सुरिंद्रजीत सिंह ने बताया कि जिला स्तर पर एक सर्वश्रेष्ठ युवा को 20 हजार रुपये तथा सर्वश्रेष्ठ युवा संगठन को 30 हजार रुपये व राज्य स्तर पर पांच सर्वश्रेष्ठ युवाओं को 40 हजार रुपये प्रति युवा तथा एक सर्वश्रेष्ठ युवा संगठन को 75 हजार रुपये का नगद पुरस्कार देकर सम्मानित किया जाएगा। उन्होंने बताया कि केवल उन्हीं युवा/ युवा संगठनों का पुरस्कृत किया जाएगा, जिन्होंने स्वास्थ्य एवं परिवार कल्याण, स्वच्छता अभियान, बेटी बचाओ-बेटी पढ़ाओ, पर्यावरण संरक्षण, साक्षरता कार्यक्रम, महिला सशक्तिकरण, सांस्कृतिक कार्यक्रम, महत्तवपूर्ण दिवस/सप्ताह समारोह आयोजन, सामाजिक बुराइयों के विरुद्ध कार्यक्रम, समाज कल्याण कार्यक्रम, सफाई अभियान साहसिक कार्यक्रम, खेल गतिविधियां, संसाधन निर्माण, रोजगार उत्पादन संबधिंत कार्यक्रम, महत्वपूर्ण दिवस/सप्ताह समारोह आयोजन, सामाजिक बुराइयों के विरूद्ध कार्यक्रम, समाज कल्याण कार्यक्रम, सफाई अभियान, साहसिक कार्यक्रम, राष्ट्रीय एकता संबंधी कार्यक्रम व अन्य गतिविधियों का आयोजन कार्यक्रमों में महत्वपूर्ण कार्य किया हो। युवा पुरस्कार के लिए आवेदन कर्ता की आयु 15 से 29 वर्ष तथा सरकारी व अर्ध सरकारी सेवा में कार्यरत नहीं होना चाहिए। इसके अलावा आवेदनकर्ता किसी राजनीतिक, धार्मिक व राष्ट्रीय स्तर के महासंघों, सम्प्रदाय विशेष जाति / वर्ग आदि संघ में न हो। पुरस्कार का चयन आवेदनकर्ता की केवल एक साल की उपलब्धि के आधार पर किया जाएगा।

उन्होंने बताया कि सर्वश्रेष्ठ युवा संगठन के लिए क्लब 2012 एक्ट के आधार पर रजिस्टर्ड हो। केवल ऐसे युवा क्लबों को प्राथमिकता दी जाएगी जो केवल खेल एवं युवा कार्यक्रम विभाग हरियाणा व नेहरू युवा संगठन से सक्रिय रूप से जुड़े हो। युवा संगठन किसी व्यक्तिगत अथवा सामूहिक लाभ के लिए न चलाया जा रहा हो व गत तीन वर्षों की उपलब्धियों पर ही विचार किया जाएगा।

Indira Gandhi National Open University (IGNOU) signed a Memorandum of Understanding (MoU) to set up Dr. Ambedkar Centre and Chair at the University with Dr. Ambedkar Foundation (DAF), Ministry of Social Justice and Empowerment, Government of India, the University has set up the Dr. Ambedkar Centre of Excellence (DACE) to impart free coaching to aspiring SC Students for Civil Services and other competitive examinations as per the recommendations of the DAF. As per the Ministry of Social Justice & Empowerment this specialized coaching will be provided only to the Scheduled Caste students for the Civil Services Examination conducted by UPSC.

The objective of the Scheme is to provide high quality free coaching facilities to the Scheduled Caste students for the Civil Services examinations conducted by Union Public Service Commission (UPSC) and other competitive examinations. It will empower SC candidates through good quality coaching and fulfil the goal of enhancing their competitive skills. Dr. Ambedkar Centre of Excellence (DACE) will play a significant role in the holistic development of SC students.

Selection Criteria:

– The Scheme shall be open to only Scheduled Caste candidates.

– Minimum eligibility will be Graduation in any subject. Those who are appearing in the Graduation final year exams are expected to submit a pass certificate at the time of commencement of the Coaching Program.

– All candidates must provide their duly attested caste certificates issued by competent authority.

– The selected candidates can avail the coaching facility only once, irrespective of the chances available to him or her.

– The candidates should not have received similar benefits from the government under any other scheme. An affidavit to this effect should be furnished by the candidate.

– Maximum of 100 candidates shall be selected.

– Out of the 100 seats, 33 per cent shall be reserved for women candidates.

– Attendance Register of student enrolment and attendance shall be maintained.

– Accountability of the candidate leaving the said Course in between will be properly fixed and entire fees will be recovered from the candidate.

Admission will be done through the Common Entrance Test (CET) conducted by the University. Prospective candidates can apply Online through www.ignou.ac.in  at  https://dace.ignouonline.ac.in/. The Entrance exam will have 100 objective type questions to test the candidates’ general knowledge, language skills, reasoning abilities and general aptitude.

सहायक कृषि अभियंता विजय कुमार ने बताया कि वर्ष 2022-23 हेतू न्युमैटिक प्लांटर, मल्टीक्रॉप मशीन, वेजिटेबल वाशर और डीएसआर (धान की सीधी बिजाई मशीन) के लिए 2 ट्रैक्टर (50 हॉर्स पावर से अधिक एवं मॉडल 2016 के बाद) प्रशिक्षित चालक सहित हायर करने के लिए निविदा आमंत्रित की गई हैं। इच्छुक व्यक्ति 180 दिन के लिए दस घंटे प्रतिदिन की दर की निविदा सील बंद लिफाफों में निर्धारित प्रपत्र में किसी भी कार्यदिवस को सहायक कृषि अभियंता के कार्यालय में जमा करवा सकता है। कार्यालय से प्रपत्र किसी भी कार्य दिवस में नि:शुल्क प्राप्त किया जा सकता है।


उन्होंने बताया कि निविदा के लिफाफे पर नाम, पता एवं मोबाइल नंबर साफ-साफ  लिखा हो व टै्रक्टर की आर सी की प्रति संलग्न हो। निविदा 180 दिन के लिए (दस घंटे प्रतिदिन) के लिए वैध होगी। ट्रैक्टर 50 हॉर्स पावर से अधिक एवं मॉडल 2016 के बाद का होना चाहिए। सर्विस प्रदाता को प्रशिक्षित ऑपरेटर उपलब्ध करवाना होगा। इसके अलावा सर्विस प्रदाता को अनुबंध अवधि के दौरान अपने ट्रैक्टर की मेंटेनेंस खुद करनी होगी। बिजाई/अन्य कार्य के दौरान ट्रैक्टर के लिए डीजल लाभार्थी किसान द्वारा दिया जाएगा।

उन्होंने बताया कि चयनित सर्विस प्रदाता को दस हजार की प्रतिभूति राशि विभाग के पास जमा करवानी होगी जो 180 दिन की सफल अनुबंध अवधि के उपरांत वापिस कर दी जाएगी। सभी निविदाएं अतिरिक्त उपायुक्त की अध्यक्षता में गठित कमेटी के समक्ष 10 जून को सहायक कृषि अभियन्ता सिरसा के कार्यालय में सुबह 11:00 बजे खोली जाएंगी। आवेदक अपनी निविदाएं कार्यालय सहायक कृषि अभियन्ता, संयुक्त निदेशक(कपास) भवन, सिरसा के पते पर 9 जून को सायं 5 बजे तक भेज सकते हैं।

The Department of Library and Information Science, Panjab University, Chandigarh, successfully organied webinar today (i.e., June 6th, 2022) through online mode. Dr. Shiv Kumar, Chairperson of the department initiated the webinar welcoming resource person and participants. Prof. Preeti Mahajan, Coordinator of today’s webinar introduced the Resource Person and theme of the webinar. Prof. Nirmal Kumar Swain, Resource Person, from Department of Library and Information Science, Maharshi Dayanand University, Rohtak, Haryana delivered the talk on “Research and the world of citations”. Prof. Swain highlighted the significance of citations in academic writing.

He said that every source used in academic writing must be cited in order to uphold intellectual honesty (or avoiding plagiarism), to acknowledge or give credit to other people’s work, to allow the reader to determine independently whether the referenced material supports the author’s argument in the claimed way, and to help the reader gauge the strength and validity of the material the author has used. He deliberated on the circumstances during the writing process on what to cite, when to cite and when not to cite. He suggested that less number of cited documents should be used except the matter, which genuinely supports or corroborate our research.Today’s webinar was attended by 85 participants from all over the country. Dr. Khushpreet Singh Brar, Co- coordinator of today’s webinar presented vote of thanks.

पंचकूला, 6 जून – हरियाणा के पंचकूला में चल रहे खेलो इंडिया यूथ गेम्स में आज गतका में हरियाणा की टीम ने गोल्ड मेडल हासिल किया। इसके अतिरिक्त, गतका में ही सिंगल इंडिविजुअल महिला और पुरुष वर्ग में भी राज्य के खिलाड़ी रजत पदक प्राप्त करने में सफल रहे।गतका के सिंगल स्टिक टीम इवेंट के अंडर 18 में हरियाणा की टीम ने गोल्ड मेडल हासिल किया। इस टीम में इंद्रजीत सिंह, कृष और जशनप्रीत सिंह शामिल थे।इसी प्रकार, गतका के सिंगल स्टिक के इंडिविजुअल पुरुष वर्ग में वारिस प्रीत सिंह ने रजत पदक और महिला वर्ग में अर्जनीत कौर ने रजत पदक हासिल किया।

पंचकूला, 6 जून- पंचकूला में चल रहे खेलो इंडिया यूथ गेम्स- 2021 में 5 देसी खेलों के साथ 25 खेल प्रतियोगिताओं में 1866 मेडल दांव पर हैं। हर राज्य के खिलाड़ी की नजर किसी न किसी पदक पर है। ताऊ देवी लाल स्पोर्टस कॉम्पलेक्स में आधुनिक अंतरराष्ट्रीय मानदंडों के अनुरूप बनाये गए खेल इंफ्रास्ट्रक्चर में हर खिलाड़ी अपना बेहतरीन खेल प्रदर्शन कर स्वयं को गौरवान्वित महसूस कर रहा है। खेल के चौथे दिन 10 गोल्ड सहित 31 मेडलों के साथ हरियाणा पदक तालिका में नंबर एक पर पहुंचा गया है। हरियाणा के खाते में 10 गोल्ड, 8 सिल्वर और 13 कांस्य पदक हैं। महाराष्ट्र भी 9 गोल्ड सहित 21 पदकों के साथ तालिका में दूसरे स्थान पर बना हुआ है। कुल 1866 पदकों में 545-545 गोल्ड व सिल्वर तथा 776 कांस्य पदक शामिल हैं।

लडक़ों के वॉलीबॉल के पहले सेमिफाइनल मुकाबले में हरियाणा व राजस्थान की दोनों टीमों का जोश-उत्साह का शीर्ष वाक्य ‘बजरंग बली की जय’ था। दोनों टीमों को फाइनल में जगह बनाने के लिए एड़ी चोटी का जोर लगाना पड़ा। 120 मिनट से अधिक समय तक चला वॉलीबॉल का यह मुकाबला शायद खेलो इंडिया यूथ गेम्स-2021 का अब तक का सबसे अधिक समय तक चलने वाला एक मैच था। हरियाणा व राजस्थान दोनों की टीमों में जेबरा-मैन को छोडक़र खिलाडिय़ों की औसतन लंबाई 6 फुट से अधिक थी। दोनों ही टीमों के कोचों का लक्ष्य था कि किसी न किसी तरह टीम फाइनल में पहुंच जाए।   4 सैटों के मैच में अंत में बाजी हरियाणा ने मारी। पहला सेट हरियाणा ने 30-28 अंकों से, दूसरा राजस्थान ने  25-23, तीसरा हरियाणा ने 25-18 से व चौथा 25-23 से जीता। इस प्रकार, अब तक के हुए मैचों में हरियाणा 1063.9 अंकों के साथ फाइनल में पहुंच गया है।हरियाणा और राजस्थान दोनों के खिलाड़ी अभी हाल ही में ईरान में हुई विश्व वॉलीबॉल चैंपयिनशिप में भारत की टीम का प्रतिनिधित्व कर चुके हैं।

पंचकूला, 6 जून – राजकीय कन्या महाविद्यालय, सैक्टर-14 पंचकूला में चल रहे खेलो इंडिया यूथ गेम-2021 के भारोतोलन मुकाबले में आज हरियाणा की लड़कियों ने कमाल करते हुए 55 किलोग्राम भार वर्ग श्रेणी में ऊषा ने 170 किलोग्राम भार उठाकर पहला गोल्ड मेडल जीता। इसी वर्ग में अरूणाचल प्रदेश की बोनी मान्ख्या ने 164 किलोग्राम भार के साथ रजत तथा महाराष्ट्र की साक्षी रणमले ने 159 किलोग्राम भार के साथ कांस्य पदक हासिल किया।

पंजाब विश्वविद्यालय चंडीगढ़ में चल रहे खेलो इंडिया यूथ गेम्स-2021 के अंतर्गत लड़कियों के फुटबॉल के मुकाबलों में आज हरियाणा की टीम ने 3-0 से मिजोरम को हराया। इसी प्रकार, लड़कियों के ही एक अन्य मुकाबले में झारखंड ने तमिलनाडू को 6-0 से हराकर अगले राउंड में जगह बनाई।
