Prof. Raj Kumar, Vice Chancellor, Panjab University, expressed his satisfaction at the spurt in writing skills of students now-a-days. Talking to the gathering on the occasion of the release of Jawan Tarang, annual magazine of the Dept.
of Youth Welfare, P.U. Chandigarh, he said that literature is the mirror of society, and the expression of the youth on social and current issues is a sign of an alert and receptive mind. He lauded the efforts of the department in initiating the task of publishing the work of participants in the youth festival in the categories of essay, story and poem writing. Prof. Raj Kumar said that a complete education should help students to hone their skills in the field of art, literature, theatre and music. Every student must be given a chance to express himself. Such a manifestation gives a vent to one’s dreams and aspirations and also acts as a safety valve in the stressful and competitive world that youngsters have to deal with.

Dr. Nirmal Jaura, Director, Youth Welfare said the publishing of Jawan Tarang is a step to compile and preserve the creative work of students for posterity. It also gives students a feeling of recognition to see their articles and stories in print. Often, writing is a neglected field and youngsters are hesitant to give form to their ideas. He revealed that Jawan Tarang, which is in the sixth year of publication, has received an overwhelming response in the affiliated colleges of Panjab University, and has helped more students to pick up their pens and dip them in the ink of imagination. Editor of the issue, Dr. Inderjit Kaur, Principal, Ramgarhia Girls College, Ludhiana expressed her delight on the release of the magazine and thanked all the staff editors for their support in the editing and printing process of this issue . Staff editors like Dr. Daljit Kaur, Dr. Sarvjeet Kaur Brar Hindi, , Prof. Anu Gupta Art s , Dr. Gaurav Gaur, Press Manager Mr. Jatinder Modgil , Dr. Tajinder Gill, Assistant Director Youth Welfare among the other prominent presents on this occasion.

Prof. Raj Kumar, Vice-Chancellor, Panjab University(PU), Chandigarh informed about PU getting prestigious award of Maulana Abul Kalam Azad(MAKA) Trophy for the session 2018-19, here today, while addressing the media persons. While congratulating on this achievement, after a gap of 14 years, he added that this has been achieved on
the basis of excellent sports performances of the outstanding sports persons of PU. He appreciated the team efforts consisting of University Officials, Principals and Physical Education personnel of affiliated colleges, coaches, administrative and ground staff of the Directorate of Sports, various National and State Sports Federations etc. Since his joining PU, he has always emphasised on Sports and taking all steps to further enhance the visibility of PU sports and is taking all necessary steps for getting more funds which will enhance the visibility.

PU VC informed about concerted efforts being made for having MoUs with Foreign Universities, Sports Fedrations and Private Sports Club to give a boost to sports at PU and also to improve future facilities. Efforts are also being made for the Development Sports Academies, Centre of Excellence in different Games and to establish
New Khelo India Academies.
Dr. S.S. Sangha, PU Fellow & President, PU Sports Committee said that this achievement has been a team work of PU and its affiliated colleges.
Dr. Parminder Singh Ahluwalia, Director, Physical Education & Sports, PU while appreciating the motivation provided by PU VC to the sports persons from time to time which played vital role for winning this presitigous MAKA Trophy. He informed about all the efforts made by PU Sports persons from the last five years to get the MAKA
Trophy. He further informed that there are total no. of 37 games at International, Inter-University & Khelo India Games, the points of which are calculated for the award MAKA Trophy -2018-19. Panjab University has won positions in 31 games out of 37 during All India Inter-University and North Zone Inter-University Competitions. The
dominating games which contribute maximum for the Panjab University are Shooting, Swimming, Water Sports, Cycling, Archery, Athletics, Wushu, Tennis, Gymnastics & Judo. The contributing factors for the said achievement is as under:-
1. Summer Coaching camps which are organized every year.
2. Panjab University outstanding sports persons are given Cash Award every year
the amount of which has come to near about 1.5 crore approx..
3. Development of Sports Infrastructure in various games.

उपायुक्त अशोक कुमार गर्ग ने कहा कि सबसे अधिक मृत्यु सड़क दुर्घटनाओं के चलते होती है और अधिकतर सड़क दुर्घटनाएं वाहन चालक के नियमों के तहत वाहन न चलाने के होते हैं। इसलिए सड़कों पर सांकेतिक बोर्ड, क्रांसिंग जेबरा, स्पीड ब्रेकर आदि की व्यवस्था होना बहुत ही जरूरी है। अधिकारी इस दिशा में प्राथमिकता से कार्य करके सड़क दुर्घटनाओं में कमी ला सकते हैं।
वे आज सड़क सुरक्षा बारे बैठक कक्ष में अधिकारियों को दिशा-निर्देश दे रहे थे। उन्होंने कहा कि व्यक्ति का जीवन बड़ा ही कीमती है। इसलिए सड़का सुरक्षा से संंबंधी कार्यों को अधिकारी प्राथमिकता से लें। यह कार्य मानवता के नाते भी समाज सेवा का कार्य है। उन्होंने कहा कि कई बार सड़कों पर सांकेतिक बोर्ड ना होने, स्पीड ब्रेकर ना होने आदि व्यवस्थाओं की कमी के चलते वाहन चालक सड़क दुर्घटना का शिकार हो जाता है।
उन्होंने अधिकारियों को निर्देश दिए कि जहां-जहां रोड़ पर सांकेतिक बोर्ड लगवाने की आवश्यकता है लगवाए जाएं। इसके साथ ही रोड़ पर स्पीड ब्रेकर, जेबरा क्रोसिंग आदि भी लगवाना सुनिश्चित करें। उन्होंने कार्यकारी अभियंता बीएंडआर को निर्देश दिए कि जिन-जिन रोड़ों व सड़कों पर फुटपाथ बनना है, फुटपाथ बनवाएं। इन सभी कार्यों का एस्टीमेंट बनवाकर उनके पास भिजवाएं। उन्होंने कहा कि बस स्टैंड से लेकर जेल तक जहां भी अति आवश्यक हैं, वहां पर तुरंत फुटपाथ व जेबरा क्रांसिंग व स्पीड ब्र्र्रेकर बनवाएं। मुख्य सड़क से जुडऩे वाली सड़कों पर भी स्पीड ब्रेकर बनवाए जाएं। उन्होंने कहा कि नहरों की पुलों की रिपेयर करवाई जाए तथा उन पर सांकेतिक बोर्ड जरूर लगवाएं। उन्होंने सीएमओ को निर्देश दिए कि एंम्बूलैंस के लिए जो स्थान निर्धारित किया गया है, एंम्बूलैंस वहीं पर खड़ी हो, ताकि संभावित दुर्घटना स्थल पर जल्द से जल्द पहुंचा जा सके। उन्होंने जिला शिक्षा अधिकारी को निर्देश दिए कि वे उन सभी स्कूलों की सूची उपलब्ध करवाए जिन स्कूलों के सामने रोड़ पर क्रोसिंग नहीं बनी है। उन्होंने कार्यकारी अधिकारी बीएंडआर को ऐसे सभी स्कूलों के सामने क्रोसिंग बनवाने के निर्देश दिए।
उन्होंने कहा कि कई बार सड़क के दोनों और पेड़ों टहनियां भी सड़क दुर्घटना का कारण बनती है। इसलिए संबंधित अधिकारी बस कंडक्टर से ऐसी सड़कों जहां पर इस प्रकार की टहनियां झुकी हुई चिन्हित करवाएं। इस अवसर पर एसडीएम श्रीमती शालिनी चेतल, एसडीएम निर्मल नागर, सिटीएम कुलभूषण बंसल, जीएम रोडवेज के आर कौशल, डीएसपी राजेश कुमार, एक्शन केसी कंबोज, वीजेंद्र शर्मा, मार्केट कमेटी सचिव सुरेंद्र कुमार, संदीप सहित अन्य अधिकारी उपस्थित थे।

पोल्ट्री फार्म के कारण उत्पन्न होने वाली मक्खियों की समस्या से सख्ती से निपटने के लिये उपायुक्त मुकेश कुमार आहूजा ने आज संबंधित अधिकारियों को निर्देश जारी किये। जिला सचिवालय के कांफ्रेंस हाल में आयोजित बैठक के दौरान उपायुक्त ने कहा िकइस कार्य के लिये गठित अधिकारियों की टीम अगामी दो दिनों में सभी पोल्ट्री फार्मों का निरीक्षण करें और मक्खियों के नियंत्रण के लिये निर्धारित मापदंडों में कमी पाये जाने पर संबंधित फार्म संचालक के विरूद्ध कार्रवाही अमल में लाई लाये।
उन्होंने कहा कि मक्खियों के नियंत्रण के लिये पोल्ट्री फार्म संचालकों की लिखित हिदायतें और इस कार्य के लिये किये जाने वाले आवश्यक उपायों की जानकारी पहले से ही उपलब्ध हैं। पोल्ट्री फीड में दवाई मिलाने, पोल्ट्री फार्म पर सीलन को नियंत्रित रखने सहित अन्य हिदायतों का पालन जरूरी है। उन्होंने कहा कि ऐसा न करने पर पोल्ट्री फार्म को बंद करने का प्रावधान हैं और बंद करने से पूर्व पोल्ट्री फार्म के पक्षियों की नीलामी संबंधित क्षेत्र के एसडीएम द्वारा करवाई जायेंगी। उन्होंने कहा कि अधिकारियों की रिपोर्ट के आधार पर दोषी पोल्ट्री फार्माें पर तुरंत कार्रवाही अमल में लाई जायेंगी।
बैठक में एसडीएम ममता शर्मा, जिला विकास एवं पंचायत अधिकारी कंवर दमन सिंह व अन्य संबंधित विभागों के अधिकारी उपस्थित रहे।

मुख्यमंत्री की जन आशीर्वाद यात्रा को पंचकूला जिला में जनता का अभूतपूर्व समर्थन मिला है। इस समर्थन के लिये पंचकूला के विधायक एवं मुख्य सचेतक ज्ञानचंद गुप्ता और कालका की विधायक श्रीमती लतिका शर्मा ने लोगों को आभार व्यक्त किया है। उन्होनंे कहा कि खराब मौसम के बावजूद जनता में जिस गर्मजोशी के साथ मुख्यमंत्री के नेतृत्व वाली इस यात्रा का स्वागत किया हैं, उससे यह बात स्पष्ट हो चुकी है कि जनता मुख्यमंत्री और प्रदेश सरकार की नीतियों से पूरी तरह संतुष्ट है।
उन्होंने कहा कि लोकसभा चुनावों में भारतीय जनता पार्टी की हरियाणा में दस की दस लोकसभा शीटों पर भारी अंतर से हुई जीत से भाजपा कार्यकर्ता पहले ही उत्साहित है और मुख्यमंत्री की इस यात्रा में उनके उत्साह को और अधिक बढ़ा दिया। उन्होंने कहा कि कालका से आरंभ हुई इस यात्रा का न केवल हर स्थान पर भव्य स्वागत हुआ है बल्कि स्वागत के लिये उमड़ी भीड़ ने महिलाओं व युवाओं की उल्लेखनीय उपस्थिति भी भाजपा के प्रति जनता में बढ़ रहे विश्वास का संकेत दे रही थी। उन्होनंे कहा कि कालका, पिंजौर, अमरावती, माजरी चैंक, नाडा साहिब, रामगढ़, बरवाला, मौली तथा रायपुररानी में हर स्थान पर लोगों ने प्रधानमंत्री श्री नरेंद्र मोदी और मुख्यमंत्री मनोहरलाल को बड़े कटआउट अपनी घर और दुकानों पर लगाये हुए थे। यात्रा निर्धारित समय से लेट होने के बावजूद लोगों का उत्साह कम नहीं हुआ और रायपुररानी में यह यात्रा सायं 4 बजे पंहुचने के बावजूद लोग हजारों की संख्या में मुख्यमंत्री के स्वागत के लिये डटे रहे। प्रातकाल से ही तेज बारिश के बावजूद हर स्थान पर युवाओं ने दो पहिया वाहनों व यात्रा में पैदल शामिल होकर मुख्यमंत्री का स्वागत किया।

कला एवं सांस्कृतिक कार्य विभाग हरियाणा द्वारा 26 अगस्त से 10 सितंबर तक माता मनसा देवी मंदिर परिसर पंचकूला में युवा मूर्तिकारों के लिये राष्ट्रीय स्तर का शिविर आयोजित किया जायेगा।
विभाग के एक प्रवक्ता ने यह जानकारी देते हुए बताया कि राष्ट्रीय आधुनिक समकालीन मूर्तिकला पर आधारित इस शिविर में राज्य के सभी मूर्ति कला के कलाकार जो पत्थर में पांच से 10 व 12 फुट के आधुनिक अमूर्त मूर्तिशिल्प बनाने में निपुण हैं, उन्हें अपनी प्रतिभा का प्रदर्शन करने का अवसर दिया जायेगा। इस शिविर के लिये विभाग द्वारा कलाकारों के पंजीकरण फार्म जारी किये गये थे और बड़ी संख्या में कलाकारों ने पंजीकरण करवाया है। उन्होंने कहा कि जो कलाकार अभी तक अपने फार्म प्रस्तुत नहीं कर पाये है, वे अपना पंजीकरण विभाग के कार्यालय में शीघ्र करवायें ताकि उन्हें भी इस शिविर का हिस्सा बनने का अवसर मिल सके। उनहोंने बताया कि इसके बारे में कोई भी मार्गदर्शन दूरभाष नंबर 0170-5059158 से प्राप्त किया जा सकता है।

जिला बाल कल्याण परिषद द्वारा 26 अगस्त से 3 सितंबर तक खंड स्तरीय राष्ट्रीय चित्रकला प्रतियोगिता का आयोजन किया जायेगा।
यह जानकारी देते हुए जिला बाल कल्याण अधिकारी भगत सिंह ने बताया कि 26 अगस्त को राजकीय वरिष्ठ माध्यमिक विद्यालय पिंजौर, 27 राजकीय वरिष्ठ माध्यमिक विद्यालय कालका, 28 को राजकीय वरिष्ठ माध्यमिक कन्या विद्यालय बरवाला, 29 अगस्त को राजकीय वरिष्ठ माध्यमिक विद्यालय रायपुररानी, 30 अगस्त को राजकीय वरिष्ठ माध्यमिक विद्यालय मांधना और 3 सितंबर को सार्थक राजकीय वरिष्ठ माध्यमिक विद्यालय सेक्टर 12 पंचकूला में यह प्रतियोगिता आयोजित की जायेगी।
उन्होंने बताया कि ये प्रतियोगिताएं चार समूहों में आयोजित की जायेगी। प्रथम समूह पांच से 9 वर्ष, द्वितीय समूह में 10 से 16 आयु के बच्चें होंगे। विभिन्न दिव्यांगता श्रेणी में शामिल 5 से 10 आयु वर्ग तथा 11 से 18 वर्ष आयु वर्ग के बच्चों के दो अलग समूह होंगे। उन्होनंे बताया कि प्रत्येक विद्यालय से 10 प्रतिभागी भाग ले सकते है। इन प्रतियोगिताओं के विजेता बच्चों को 14 नवंबर को बाल दिवस के अवसर पर सम्मानित किया जायेगा।

महिला विकास निगम द्वारा महिलाओं और लड़कियों को उच्च शिक्षा के लिये ऋण के ब्याज पर पांच प्रतिशत छूट प्रदान की जाती है। सामान्य नागरिकों के साथ साथ सरकारी कर्मचारियों की लड़किया भी इस सुविधा का लाभ हासिल कर सकती है।
हरियाणा महिला विकास निगम के जिला प्रबंधक विजय सैनी ने बताया कि यदि महिलाएं और लड़कियां देश अथवा विदेश में उच्च शिक्षा, व्यवसायिक शिक्षा, तकनीकि शिक्षा, डिप्लोमा, स्नातकोत्तर, मानक उपाधि अथवा पोस्ट डाॅक्ट्रेट इत्यादि के लिये इस सुविधा का लाभ हासिल कर सकती है। उन्होंने बताया कि वित वर्ष 2018-19 में इस योजना के तहत 67 लाभार्थियों को 2495993 रुपये की अनुदान राशि उपलब्ध करवाई गई है। उन्होंने बताया कि इसके अलावा निगम द्वारा महिलाओं के लिये व्यक्तिगत ऋण की सुविधा भी उपलब्ध करवाई गई है। ऐसी महिलाएं जिनकी वार्षिक आय 1.50 लाख रुपये से अधिक न हो और परिवार का कोई सदस्य आयकरदाता न हो, उन्हें स्वरोजगार के लिये ऋण और अनुदान उपलब्ध करवाये जाते है। उन्होंने बताया कि सिलाई, कढ़ाई, ब्यूटी पार्लर, किरयाणा, मनीयारी, रेडीमेंट गारमैंटस, कपड़े की दुकान, स्टेशनरी, बूटिक व जनरल स्टोर इत्यादि कार्यों के लिये 1.50 लाख रुपये का ऋण उपलब्ध करवाया जाता है, जिस पर 5 हजार रुपये अनुदान दिया जाता है।
