University School of Open Learning, Panjab University, Chandigarh, organized its two day National Seminar on “Changing Contour of Open and Distance Education in New Millennium” from 30th April to Ist of May, 2019. Dr. Raghurao Akkinepally, Director of NIPER, Mohali, an alumnus of Panjab University and having more than thirty two years of teaching experience underscored the importance of Open Learning and said that a lot of openness was being offered by knowledge/data sources like Wikipedia. The contemporary education scenario was witnessing the intersection of education, teaching and learning with information and technology. An integrated instructional approach blending the actual and the digital was now the order of the day. He listed the various benefits of Open and Distance Learning-massification, democratising education, cost effectiveness, second chance to those who missed out and a guarantee of Life Long Learning. In the wake of the onslaught of digitalisation, he opined that actual learning was losing its importance. He added that online media communications like Twitter, You Tube, Face book etc. also allow for a rapid sharing of ideas.
Prof. Raghurao cautioned that over-dependence on digital platforms and accepting Google as the Guru was leading to excessive information and confusion thereby. The crucial question thus is the validation of this knowledge. Prof. Raghurao advocated the best out of the actual and the digital modes by developing hybrid models, encouraging hands on training and putting teaching experience to the maximum use. He did emphasise the importance of video-lectures and on-line discussion forms to supplement the actual learning of professional courses.
The Dean University Instruction, Prof. Shankarji Jha underscored the importance of the objectives of education and the value of putting our knowledge into practice. Professor Karamjeet Singh, Registrar, Panjab University, emphasised that Open Learning was the future of all universities and that teachers have to use innovative methods for dissemination of education.
The inaugural session concluded with the release of a book written by Professor Ravi Mahajan “Open and Distance Education in the New Millennium: A Chronology in the Making” and also the release of our annual report for the session 2018-2019.
Professor Yojna Rawat introduced the theme of the Seminar and highlighted the achievements of the department.
The speakers in the first and second plenary sessions were Prof. A.K. Sahajpal, former Professor and former Vice-Chancellor, Baddi University, Solan and Professor Ravi K. Mahajan, a very senior Professor and Coordinator of Statistics Department, USOL. Professor Mahajan spoke on “ODE: Timeline Beneath New Millennium”. Around 15 (fifteen) participants presented their research papers on the theme of the seminar.
The afternoon session was presided over by Prof. Neelam Grover, former Chairperson of USOL. The Seminar will continue for another day.

Department of Hindi, Panjab University will hold its first ever Convocation on 4th May. Dr. Gurmeet Singh, Chairperson , Dept of Hindi informed today that it had been a long pending request from the students that they should get their degrees in a ceremonial way and therefore we decided to hold the Convocation for the Department. He thanked the Vice Chancellor for granting permission for the same.
Director General of Police, Haryana , Mr. Manoj Yadav will be the chief guest on this occasion and senior officials from University will grace the event. More than 50 students will receive their MA degree and Diploma in Translation at the convocation. Dr. Singh informed that those candidates who are interested in participating in the Convocation can submit their confirmation in the Department by 3rd May. The Department will also hold an alumni meet the same day to strengthen the alumni network of the Department.

उपायुक्त एवं जिला निर्वाचन अधिकारी डाॅ0 बलकार सिंह ने अधिकारियों को निर्देश दिये कि वे चुनाव प्रचार के दौरान निर्वाचन आयोग की हिदायतों का पालन सुनिश्चित करने के लिये और अधिक सक्रिय रूप से कार्य करें। उन्होंने कहा कि प्रचार के लिये होने वाली सभी जनसभाओं पर नजर रखने के साथ साथ मतदाताओं को प्रलोभन देने के लिये नशे और धन के वितरण पर अंकुश लगाने के लिये भी सक्रिया रूप से कार्य करें।
डाॅ0 बलकार सिंह आज जिला सचिवालय के कांफ्रेंस हाल में आचार संहिता की अनुपालना के लिये गठित की गई विभिन्न टीमों और पुलिस टीमों की एक बैठक की अध्यक्षता कर रहे थे। उन्होंने कहा कि किसी भी टीम की लापरवाही पाये जाने पर सख्त कार्रवाही अमल में लाई जायेगी और चुनाव आयोग को भी सख्त कार्रवाही के लिये सिफारिश की जायेगी।
पुलिस उपायुक्त कवलदीप गोयल ने जिला में सुरक्षा और चुनाव के दौरान गैर कानूनी गतिविधियों पर नजर रखने के लिये किये गये प्रबंधो की जानकारी दी। उन्होंने सभी पुलिस अधिकारियों को मुस्तैदी से कार्य करने के निर्देश दिये और कहा कि किसी भी स्तर पर ड्यूटी में लापरवाही सहन नहीं की जायेगी। उन्होंने कहा कि छोटी सी लापरवाही पूरी प्रक्रिया को प्रभावित करती है इसलिय सभी अधिकारी व कर्मचारी अपनी ड्यूटी गंभीरतापूर्वक करें।

अम्बाला आरक्षित लोकसभा क्षेत्र के खर्च आॅब्जर्वर डाॅ0 मनदीप सिंह 4 से 6 मई तक लोक निर्माण रेस्ट हाउस सेक्टर-1 पंचकूला में लोकसभा चुनाव लड़ रहे प्रत्याशियों के चुनाव खर्च की जांच करेंगे।
चुनाव खर्च के पंचकूला जिला के नोडल अधिकारी एवं उप-आबकारी एवं कराधान आयुक्त संजीव राठी ने यह जानकारी देते हुए बताया कि प्रत्येक प्रत्याशी द्वारा अपने चुनाव खर्च का ब्यौरा तैयार किया जाना जरूरी है। इसके अलावा चुनाव खर्च पर नजर रखने के लिये जिला प्रशासन द्वारा भी टीमें गठित की गई है, जो प्रचार की विभिन्न गतिविधियों का आंकलन करने के बाद चुनावी खर्च का शैडो रजिस्ट्रर तैयार कर रही है।

लोकसभा आम चुनाव-2019 की मतदान प्रक्रिया संपन्न करवाने के लिए नियुक्त किए गए प्रीजाइडिंग ऑफिसर्स (पीओ) तथा अल्टरनेट प्रीजाइडिंग ऑफिसर्स (एपीओ) को आज चौ. देवीलाल विश्वविद्यालय के मल्टीपर्पज हॉल में आयोजित मेगा रिहर्सल में चुनाव प्रक्रिया की बारीकियां समझाई गईं। सामान्य चुनाव पर्यवेक्षक सौरभ कुमार, जिला निर्वाचन अधिकारी एवं उपायुक्त प्रभजोत सिंह ने पीओ-एपीओ को उनके प्रत्येक कार्य और जिम्मेदारियों के बारे में विस्तार से जानकारी दी। इस दौरान पीओ-एपीओ को वीडियो के माध्यम से ईवीएम व वीवीपैट मशीनों के संचालन के बारे में भी समझाया गया व उन्हें मौके पर ही हैंड्स-ऑन ट्रेनिंग भी दी गईं।
सामान्य चुनाव पर्यवेक्षक सौरभ कुमार ने सिरसा प्रशासन द्वारा चुनाव के लिए की गई व्यवस्था, प्रबंधों व तैयारियों के लिए उपायुक्त प्रभजोत सिंह के प्रयासों की सराहना की। उन्होंने कहा कि पीओ व एपीओ की जरा सी चूक पूरी व्यवस्था की विफलता मानी जाएगी इसलिए सभी अधिकारी अपनी जिम्मेदारी की गंभीरता को समझें। उन्होंने कहा कि पीओ हैंडबुक में वे सारी हिदायतें व नियम लिखे हैं जिनकी जानकारी चुनाव करवाने वाले अधिकारी को होनी जरूरी है। उन्होंने कहा कि मतदान के लिए बूथों पर महिलाओं व पुरुषों की अलग-अलग लाइनें लगवाई जाएं और एक पुरुष के बाद दो महिलाओं को वोट डालने के लिए भीतर भेजा जाए। वरिष्ठï नागरिकों व दिव्यांगजनों को बिना लाइन में लगे सीधे अंदर जाकर मतदान करने की सुविधा दी जाए। उन्होंने सिरसा संसदीय क्षेत्र में दिव्यांग मतदाताओं के लिए सुविधाजनक वोट डालने के लिए की गई नई व्यवस्था की भी सराहना की।
उपायुक्त प्रभजोत सिंह ने सभी पीओ-एपीओ को लोकतंत्र के पावन पर्व में शामिल होने की बधाई देते हुए कहा कि निष्पक्ष व पारदर्शी चुनाव करवाने में उनकी भूमिका सर्वाधिक महत्वपूर्ण होगी। इसलिए वे मतदान से जुड़ी पूरी प्रक्रिया को अच्छी प्रकार से समझें और सभी नियमों व कानूनों की पूरी जानकारी प्राप्त कर लें। उन्होंने बताया कि 12 मई को लोकसभा चुनाव के लिए सुबह 7 से सायं 6 बजे तक मतदान होगा। इससे एक घंटा पूर्व 6 बजे पोलिंग एजेंट्स की मौजूदगी में मोक पोल करवाया जाएगा। सिरसा संसदीय सीट पर नोटा सहित कुल 21 प्रत्याशी होंगे। मोक पोल में सभी प्रत्याशियों को 2-2 वोट डलवाए जाएं और पोलिंग एजेंट्स को इसका परिणाम दिखाकर मोक पोल की सभी पर्चियों को काले लिफाफे में सीलबंद करके रख लें। उन्होंने हिदायत दी कि मोक पोल की प्रक्रिया संपन्न होने के बाद ईवीएम मशीन को क्लीयर करना न भूलें। इसी प्रकार मतदान संपन्न होने के बाद मशीन को क्लोज करना भी बहुत जरूरी है। उन्होंने कहा कि यदि कोई समस्या आती है तो उसे अपने स्तर पर हल करें, यदि समाधान नहीं होता तो उच्च अधिकारियों को सम्पर्क करें।
उपायुक्त ने कहा कि सभी पीओ हर दो घंटे के अंतराल पर मतदान प्रतिशत और वोट संख्या की जानकारी पीओ डायरी में नोट करेंगे तथा इसकी सूचना नियंत्रण कक्ष में भी भिजवाना सुनिश्चित करेंगे। उन्होंने फार्म 17ए, 17सी, डिक्लेरेशन फार्म, पीओ डायरी तथा अन्य सभी प्रकार के दस्तावेज व फार्म भरने के संबंध में विस्तार से जानकारी देते हुए उन्हें मतदान प्रक्रिया की बारीकियों के बारे में विस्तार से बताया। उन्होंने कहा कि चुनाव में लगे हर कर्मचारी को निष्पक्ष रहना है और निष्पक्ष दिखना भी है। हमारे लिए सभी प्रत्याशी समान हैं। स्वतंत्र लोकतंत्र व दबाव रहित चुनाव के लिए यह भावना रखनी बहुत जरूरी है। उन्होंने बताया कि आज के प्रशिक्षण के उपरांत 11 मई को फाइनल रिहर्सल की जाएगी जिसमें सभी पीओ-एपीओ को यह जानकारी मिलेगी कि उन्हें कौन सा बूथ अलॉट किया गया है। उन्होंने कहा कि चुनाव में लगे सभी कर्मचारियों को ईडीसी (इलेक्शन ड्यूटी सर्टिफिकेट) अथवा पोस्टल बैलेट के माध्यम से मताधिकार का अवसर मिलेगा। उन्होंने बताया कि पीओ-एपीओ की मदद के लिए सेक्टर ऑफिसर्स, माइक्रो ऑब्जर्वर, जोनल मजिस्ट्रेट तथा बीएलओ भी लगाए गए हैं ताकि मतदान प्रक्रिया सुचारू तरीके से संपन्न हो।
उन्होंने बताया कि 11 मई को फाइनल रिहर्सल के साथ ही पोलिंग पार्टियों को ईवीएम, वीवीपैट व अन्य चुनाव सामग्री देकर सरकारी वाहनों से संबंधित मतदान केंद्रों तक भिजवाया जाएगा। उन्होंने हिदायत दी कि कोई भी कर्मी ईवीएम मशीन को लेकर बूथों के अलावा कहीं और न जाए। ऐसा करना दंडनीय अपराध है। बूथ पर जाकर पोलिंग पार्टी वहां की व्यवस्था देखे और सुनिश्चित करे कि मतदान केंद्र पर किसी प्रत्याशी आदि की प्रचार सामग्री न लगी हो। पोलिंग पार्टियां उसी दिन शाम को पोलिंग एजेंट्स से मुलाकात कर लें और उन्हें बता दें कि 12 मई को सुबह 6 बजे सभी एजेंट मोक पोल के लिए मौजूद रहें। एक बूथ पर एक प्रत्याशी का केवल एक पोलिंग एजेंट ही मौजूद रह सकता है। रात को पोलिंग पार्टी मतदान केंद्र पर ही सोएगी।
उन्होंने मोक पोल करवाने, उसके पश्चात ईवीएम मशीन आदि को दोबारा मतदान के लिए तैयार करने, पीओ डायरी व अन्य जरूरी फार्म भरने तथा मतदान करवाने के संबंध में जानकारी दी। उन्होंने कहा कि मतदान केंद्र के भीतर न तो कोई व्यक्ति हथियार लेकर जा सकता है और न ही मतदान प्रक्रिया की फोटो या वीडियो आदि बनाई जा सकती है। उन्होंने पीओ-एपीओ को एएसडी (अबसेंट, शिफ्टिड व डिलिटिड) सूची, चैलेंज वोट, वीवीपैट टेस्ट वोट, स्टैच्यूटरी व नॉन स्टैच्यूटरी फार्म भरने, मतदान के लिए जरूरी पहचान पत्रों, मतदान प्रक्रिया संपन्न होने के उपरांत उसे सील करने और स्ट्रोंग रूम में जमा करवाने के बारे में भी उन्होंने विस्तार से जानकारी दी। इस अवसर पर ईवीएम मास्टर टे्रनर रमेश पूरी व उनकी टीम ने उपस्थित पीओ व एपीओ को प्रशिक्षण दिया।

इसके बाद स्थानीय इंप्रूवमेंट ट्रस्ट में आयोजित रैली के दौरान कहा कि राजनीति का पता नही, लेकिन मैं देशभक्त हूं।
वादा करने नहीं, लोगों को जोड़ने आया हूं। अब कोई नहीं डरेगा, मैं साथ हूं, मोदी साथ हैं। मैं कहीं नहीं जाऊंगा, सब कुछ करूंगा।
इस दौरान सनी के साथ उनके छोटे भाई अभिनेता बाबी देओल, केंद्रीय मंत्री वीके सिंह, राज्यमंत्री जितेंद्र सिंह, सतपाल सिंह, प्रदेश प्रधान श्वेत मलिक, लोकसभा इंचार्ज कमल शर्मा, अकाली दल के जिला प्रधान गुरबचन सिंह बब्बेहाली और भाजपा जिला प्रधान बाल कृष्ण मित्तल मौजूद थे।
पीली पगड़ी और नीली जींस पहन कर आए सनी देओल ने अपना सारा भाषण पंजाबी में दिया।
फिल्मी डायलॉग बोलते हुए कहा कि ढाई किलो का हाथ जिस पर पड़ता है, वह उठता नहीं उठ जाता है।
सनी ने कहा कि ताकत आपके विश्वास से मिली है। मुझे पापा ने कहा कि बेटा पंजाब के हर आदमी के दिल में तू बैठा है।
वह सारे तुझे प्यार करेंगे लेकिन वह उनसे कहीं ज्यादा प्यार करते हैं और दिल से करते हैं।
सनी देओल ने कहा कि वह जोड़ने आए हैं क्योंकि वह चाहते हैं कि पंजाब वहां पहुंचे, जिसके लिए लोगों ने ढेरों कुर्बानियां दी हैं।
हमें कुर्बानियां याद करनी चाहिए जिसके लिए सभी मेरे साथ जुड़ो, क्योंकि मोदी को जिताना है। सनी देओल ने पांच मिनट से भी कम भाषण दिया।
फतेहगढ़ चूड़ियां से आए वर्करों ने सनी देओल को नलका भी भेंट किया।
गुरदासपुर से आम आदमी पार्टी से लोकसभा का चुनाव लड़ने वाले मेजर जनरल सुरेश खजूरिया ने रैली के दौरान भाजपा का दामन थाम लिया। उन्हें जनरल वीके सिंह ने पार्टी में शामिल किया।
विदेश राज्यमंत्री जनरल वीके सिंह ने दावा किया कि सनी देओल सभी की उम्मीदों पर खरे उतरेंगे। उन्होंने कहा कि भाजपा सरकार ने अपने कार्यकाल के दौरान विदेशों में फंसे करीब दो लाख लोगों को छुड़वाया है।
सनी देओल पहली बार गुरदासपुर की जनता से रूबरू हुए, जिसके लिए रखी रैली में भाजपा के सभी नेता एकजुट दिखे।
कविता खन्ना ने विनोद खन्ना को श्रद्धांजलि दी। उन्होंने कहा कि सनी विनोद खन्ना की सोच को आगे लेकर जाएंगे। स्वर्ण सलारिया भी मंच पर मौजूद थे।

Prof. Raj Kumar, Vice-Chancellor, Panjab University, Chandigarh, released the XII Volume of Research Journal of University School of Open Learning titled “Indian Journal of Distance Education”, here today in the presence of Prof. Yojna Rawat, Chairperson, University School of Open Learning, and other members of the Editorial Board. The Indian Journal of Distance Education (IIDE) during the last over three decades has been bringing out research papers and scholarly articles in the field of ODL. The current issue of this peer reviewed journal is twelveth in the series and carries a dozen papers ranging from MOOC’, distance learners, their characteristics, teacher education through distance mode, M-Learning, Criteria of success among distance learners and many more.

Oxford University Press India in collaboration with Panjab University, Chandigarh, organized a workshop on ‘How to prepare for NTA UGC-NET’. The workshop was led by Ms. Harpreet Kaur, author of NTA UGC-NET Paper I (English) that covers the latest 2019 NET syllabus. Over 150 students attended the workshop that introduced them to the tips & tricks to crack the exam. The students also got an opportunity to interact with the author during an engaging Q&A session post the workshop.
