प्ंाचकूला 26 जुलाई- हरियाणा विधानसभा अध्यक्ष ज्ञानचंद गुप्ता ने कोविड-19 के चलते सोशल डिस्टेसिंग नियमों का पालन करते हुए पूरे देश मंे कारगिल विजय दिवस की 21वीं वर्षगांठ पर कारगिल शहीदों को नमन किया।
हरियाणा विधानसभा अध्यक्ष ने पंचकूला के सैक्टर 12 स्थित युद्व स्मारक, सैक्टर 2 स्थित मेजर संदीप संाखला व सैक्टर 8 स्थित मेजर संदीप सागर की प्रतिमा पर पुष्प चक्र अर्पित कर कारगिल शहीदों को श्रद्वाजंलि दी। उन्होंने शहीदों को समर्पित पौधारोपण भी किया। पुलिस के जवानों ने शस्त्र उलटे कर वीर शहीदों को श्रद्वांजलि दी और मातमी धून भी बजाई।
श्री गुप्ता ने पत्रकारों से बातचीत करते हुए कहा कि 26 जुलाई 1999 को आज ही के दिन भारत माता के वीर सपूतों ने 18000 फीट की ऊंचाई पर अदम्यय साहस एवं वीरता का परिचय देते हुए पाकिस्तानी घूसपेठियों को खदेड़कर कारगिल की चोटी पर तिरंगा फहराया। उन्होंने कहा कि कारगिल युद्व विपरित परिस्थितियों में लड़ा गया किन्तु हमारे जवानों ने बहादुरी का परिचय दिया। यह क्षण हमारे लिए विस्मरणीय है और उसी के बाद आज के दिन को कारगिल विजय दिवस के रूप में पूरे देश में मनाया जाता है। कारगिल के शहीदों का बलिदान युवा पीढी के लिए प्रेरणा स्त्रोत हैं और उनमें देश भक्ति का जज्बा पैदा करता है।

विधानसभा अध्यक्ष ने कहा कि कारगिल युद्व में हमारे 527 वीर शहीद हुए थे। इनमें हरियाणा के भी 89 जवान शामिल थे जिन्होंने अपनी मातृभूमि के लिए शहादत दी। उन्होंने कहा कि इस युद्व में लगभग 1400 सैनिक घायल भी हुए। देश के लिए यह ऐतिहासिक क्षण कभी भुलाया नहीं जा सकता। उन्होंने कहा कि ऐसे जांबाज वीर सैनिकों की बदौलत ही हम आज खुली हवा में सांस ले रहे हैं जो निरंतर सीमा पर सजग प्रहरी बनकर हमारी सीमाओं की रक्षा कर रहे है। ऐसे बहादुर सैनिकों पर हमें नाज है जिनकी बदौलत नागरिक चैन की नींद सो रहे है।
श्री गुप्ता ने कहा कि हम सैनिकों के बलिदान का कर्ज तो नहीं उतार सकते है, परंतु उनके आश्रितों के कल्याण के लिए निरंतर प्रयासरत है। उन्होंने कहा कि कारगिल युद्व के शहीदों को तत्कालीन प्रधानमंत्री भारत रत्न स्व. अटल बिहारी वाजपेयी की बदौलत उनका अंतिम संस्कार पूरे राजकीय सम्मान के साथ उनके पैतृक गांव में सम्भव हुआ। उन्होंने कहा कि सरकार ने कारगिल शहीदों को पैट्रोल पम्प व गैस एजेंसियां आंवटित की थी।
श्री गुप्ता ने कहा कि हरियाणा सरकार ने सैनिकों के परिवारों के आश्रितों के कल्याण के लिए अलग से सैनिक एवं अर्धसैनिक कल्याण विभाग का गठन किया है। इसके माध्यम से वितिय सहायता एवं अन्य योजनाओं का लाभ दिया जा रहा है। इस अवसर पर कारगिल युद्व के दौरान सेना प्रमुख जनरल वी पी मलिक, एसडीएम धीरज चहल, एसीपी राजकुमार, तहसीलदार पुण्यदीप शर्मा, कार्यकारी अधिकारी नगर निगम जनरैल सिंह, भाजपा जिला अध्यक्ष दीपक शर्मा, महामंत्री हरेन्द्र मलिक, योगेश शर्मा सहित कई पूर्व सेना अधिकारियों ने भी कारगिल शहीदों को पुष्प अर्पित कर श्रद्वाजंलि दी।
शहीद मेजर संदीप सागर राजकीय वरिष्ठ माध्यमिक विद्यालय सैक्टर 7 में भी कारगिल विजय दिवस पर शहीदों को पुष्पाजंलि अर्पित कर श्रद्वांजलि दी गई।
एक सवाल जवाब में विधानसभा अध्यक्ष ने कहा कि पंचकूला खेलों के हब के रूप में विकसित हो रहा है। इसलिए भारत सरकार ने यहां के खेल इन्फ्रास्कचर को ध्यान में रखते हुए खेलो इंडिया यूथ 2021 खेलों की मेजबानी देने का निर्णय लिया है। उन्होंने कहा कि यह पंचकूला के लिए गौरव की बात है कि इन खेलों में देशभर के लगभग 25 हजार से अधिक खिलाड़ी भाग लेंगे। उन्होंने कहा कि पंचकूला में पहले भी इस तरह राष्ट्रीय व अंतर्राष्ट्रीय स्तर के खेलों का आयोजन करवाया जाता है और इन खेलों से पंचकूला में खेल गतिविधियों में ओर अधिक सुधार होगा।

पंचकूला 26 जुलाई- जिला खाद्य नागरिक आपूर्ति एवं उपभोक्ता मामले नियन्त्रक विभाग द्वारा आत्म निर्भर भारत सरकार योजना की डिस्ट्रेस राशन टोकन स्कीम के तहत जिला के जो लाभार्थी मास मई तथा जून 2020 में गेहॅूं तथा दाल/साबुत चना से वंचित रह गये थे उनको मास जुलाई तथा अगस्त 2020 माह में गेहूं, दाल व साबुत चना वितरित करने का निर्णय लिया है।
उपायुक्त मुकेश कुमार आहूजा ने बताया कि आत्म निर्भर भारत सरकार योजना की डिस्ट्रैस राशन टोकन स्कीम के अन्तर्गत लाभार्थी कार्ड धारको को मास मई तथा जून में गेहॅूं तथा दाल/साबुत चना जारी किया गया था। लेकिन उन्हंे वितरित नहीं किया गया। अब उन्हें यह खाद्य सामग्री बांटने का निर्णय लिया गया है। उन्होंने बताया कि सरकार के निर्देशानुसार जो खाद्य सामग्री डिपूस्थलों पर रखी हुई बकाया खाद्यान्न गेहॅूं तथा दाल/साबुत चना का वितरण बिक्री यंत्र के माध्यम से आधार प्रमाणित उपरान्त किया जायेगा।

The Interdisciplinary Centre for Swami Vivekananda studies in collaboration with the Department of Ancient Indian History Culture and Archaeology, Panjab University organised a web lecture on the topic Early Cultural Developments in the Saraswati Basin by Professor Vasant Shinde who is a very renowned and eminent archaeologist.
Prof. Vasant Shinde in his illustrative lecture highlighted the cultural development in the Sarasvati basin . For the last forty one years he has been a pioneer in archaeological research. He emphasised that on the basis of scientific data it can be concluded that developments in the area were indigenous in character. On the basis of excavation conducted at various sites such as Bhirrana, Farmana ,Kunal and Rakhigarhi in Haryana gradual cultural growth from pit dwelling to planned cities is noticed .The continuity in traditions with some variations from region to region point out these are indigenous developments.The DNA analysis and stringent methodologies has established the ancestry of South Asians. He stressed the food habits, appearance of people has been reconstructed on the basis of latest techniques and evidence. The Harappan traditions continue to exist. The synthesis of literary and archaeological data show that Harappan were Vedic people and this was an indigenous development.
The lecture was chaired by Prof.V.R Sinha, Dean Research Panjab University.Prof.Sinha welcomed the speaker and emphasised that path breaking research done in this field by Prof Shinde will help young students to understand how scientific data has put an end to many controversies.

“The vision of a Self-Reliant India is not possible without an empowered womanhood”, said Smt. Smriti Zubin Irani, Hon’ble Union Cabinet Minister of Textiles and Women and Child Development, GOI while addressing a webinar on the theme of ‘The Resolve of Self-Reliant India: Decisive Role of Women Empowerment in its Attainment’ , organized by the Department of History and Interdisciplinary Centre for Swami Vivekananda Studies, Panjab University, Chandigarh on July 25, 2020.
She delved that in present times, Prime Minister’s Jan Dhan Yojana has played an instrumental role in empowering women as out of the 38 crores new bank accounts opened, 20 crore accounts were in the name of women. This access to bank accounts has fulfilled the task of becoming a fundamental financial tool which has gone a long way towards empowering women. Further, in Mudra Yojana, over 75 per cent beneficiaries of the scheme have been women. Though the schemes have given empowerment to millions of women yet the government is committed to bring cent per cent results. The Hon’ble Minister also spoke of how the Skill diversification and upgradation can help women achieve success. There is the need to involve larger numbers of girl children in pursuing Technology, Science, Maths and Research. Smt. Irani hailed Technology as an instrumental vehicle to bring everyone culturally closer. She pointed out that the pandemic has forced us to introspect and go back to basics like our cultural ways of boosting immunity and disease resistance.
Smt. Smriti Irani stressed that Indian society must revert back to Indian way of thinking in which an Indian woman, in contrast to western construct, was not a mere object or a person in servitude but an equal partner who participated in debates and wrote treaties. She may be seen as one who fed the starved and also fought with bravery while having her son tied to her back. Smt. Irani spoke of ‘Access to capital’ and ‘Access to skill’ as the two areas where women need to be encouraged. In traditional households, she remarked that a business venture by a male would attract capital even by sale of personal jewellery by women of the family. However, women’s efforts would fail to yield the same response.
Padam Shri Smt. Malini Awasthi, Professor and Folk Singer, delved on the cultural contexts in her talk. She highlighted the fact that Indian cultural values were carried forward through millions of grand-mothers and mothers who taught the values of valour, service to the society and motherland through folk singing. She spoke of how important it was to change the thrust of the cultural narrative which has always been against women. When she started her folk singing, there were commonly heard songs focusing on only cosmetics, the pains and troubles of womanhood, reliance of women on men etc. She unearthed many songs which spoke of women empowerment and their active contributions in larger domains. She talked of the local folk songs of UP, but she has discovered a lot of pain in the folk songs. Songs were either limited to exploitation, social discrimination or demanding personal products like cosmetics etc. Women are empowered today but the need of the hour is to change the mindset of the men in particular and the people in general. Smt Malini Awasthi appreciated the Prime Minister’s initiative of ‘Vocal for Local’ which has put this issue in the forefront and in the centre stage. She shared her experiences while working with rural women all around the country. The rural economy is full of examples and even the data supports the fact that women are the active and major contributors in every sphere of rural economic and social life. She spoke of how skill diversification in arenas’ such as agro-processing and crafts can really help in transformation of the rural landscape.
Smt. Anar Patel, a distinguished Social Worker and the founder of Social NGO,Gramshree highlighted, how guided, with the vision of self-empowerment, she has witnessed the efficiency and adaptability of women at the ground level and how simple ventures have yielded significant results and generation of capital for the people on the ground.
The Vice-Chancellor, Prof Raj Kumar in his address, highly appreciated the gracious initiative of the Honourable Minister, Smt. Smriti Zubin Irani for gracing the webinar, and spared her valuable time in sharing her words of wisdom. He welcomed the Guests of Honour, Padam Shri Smt. Malini Awasthi and Smt. He appreciated and applauded the persistent efforts of the Department of History and Interdisciplinary Centre for Swami Vivekananda Studies in organizing Webinars and Web Lectures at challenging times like these which also present unique opportunities.

In her welcome address, she expressed the profound joy and pride at the presence of eminent personalities and the Hon’ble Minister, Smt. The topic of the meet was *’Aise Banega Bharat Jagadguru’ (Ways to make India Jagadguru).*
Prof BK Kuthiala, Director, Panchnad Research Institute, and Dr KS Arya, National President, Panchnad Research Institute, attended the webinar.
The speaker, who is an author and a journalist, recounted many of India’s strengths in the past and enlisted ways in which those could be used to deal with the global warming crisis in the future.
If due to climate change, development can no longer take place through the normal fuel/ electricity-consuming route, then at that time, the revival of Indian culture can give added impetus to the economy and generate jobs for the country’s youth.
Vaidyanathan spoke on the need to redesign our cities in a changing environment and to enhance digital technology so that the need for using petrol/diesel transportation goes down.
To avert the upcoming global crisis, the speaker emphasised on changing the outlook of this outward-looking world which has become highly materialistic. In making the world look inward, India’s yoga and meditation could prove to be of great help, he said.
Finally, the speaker exhorted the audience to contribute their might in helping India regain the number one spot that she enjoyed just 300 years ago.

Dr Mahajan shared his life journey where he successfully applied the 4Ds to accomplish his dream for higher education in USA and how he is currently applying these 4Ds to assist people in excelling in their lives at all levels. The 4Ds, which need to be well placed in lives to fulfil their dreams, are: We need to have burning desire (D1), to make decision (D2), keep ourselves disciplined (D3) and have unwavering determination (D4). Dr Mukesh held a very interactive Q&A session at the end.

Department of History, PU, Chandigarh and Panjab University Alumni Association (PUAA) jointly organized a Web Lecture of Shri Uday Mahurkar, a senior journalist, author and interpreter of history.About120participants participated in the web lecture .
Shri Mahurkar, the distinguished speakerdelivered his lecture on, “Chattrapati Shivaji: A New Discovery”in an analytical and thought-provoking manner.His candid, comprehensive and critical presentation was indeed spell-binding. Professor Anju Suri, Chairperson, Department of History was the Director of the Webinar, Professor Deepti Gupta, Dean Alumni Relations and Chairperson, Department of English was the Convener and Dr. Priyatosh Sharma, Associate Professor, Department of History was the Co-Convener of the Webinar.
TheVice Chancellor, Prof Raj Kumar applauded the joint effort of the Department of History and PUAA for organizing the Web Lecture on an endearing historical personality of Shivaji. In his inaugural remarks, he said that great deeds make great personalities like Shivaji. Chattrapati Shivaji’s life and achievements impart inspiration to one and all. His leadership role, his organizational skills, his courageous military exploits earned him the reputation of a great ruler and won him glory. The spirit of nationalism may be imbibed from the heroic deeds of Chattrapati Shivaji.The present generation must preserve the memories of the great leader in Shivaji and pay tribute to his daring acts in fighting back Mughal tyranny. Professor Raj Kumar expressed his concern that the role of Shivaji must be discussed at length in the scholarly works to form a fair estimate of his life and personality.
Dr. Anju Suri, Professor and Chairperson of the Department of History introduced Chattrapati Shivaji as a powerful ruler known for his chivalry, courage and heroism. He set out for military campaigns with a strong conviction and determination to win and he tasted victory after victory to establish himself as a strong ruler. He possessed a rare combination of intellect and diplomacy. His role as a great organizer and a strategist cannot be underestimated.
The distinguished speaker, Shri Uday Mahurkar in his insightful and intellectual lecture addressed Shivaji as an Emperor instead of Chattrapati. He assessed the role of Shivaji on the basis of four determinants, which are generally required by a person, for being the most powerful Emperor and Shivaji qualifies all of them successfully. Shivaji expanded his empire by way of his conquering abilities to the length of 1600 kms from Poona to the land beyond Chennai. His strategic skills and command of his army instilled such enthusiasm among his soldiers that they continued with the legacy of successive victories during the lifetime of Shivaji and even after his death. Within forty years since his demise, the Marathas reached Delhi and became a dominating force. Shivaji’s combating skills speak of his powerful personality. He strongly believed that the attack is the best form of defence. He was a diplomat par excellence and knew to play his cards well. He handled his Mughal enemies including Aurangzeb with diplomatic maneuvers and often made truce with them to break them soon after. Shivaji has always remained fearless before Aurangzeb whereas the latter was afraid of his strategic skills and intellectual abilities. Despite all resources and authority at his disposal, Aurangzeb was belittled by Shivaji in a combat pitted against him and this fact has been indicated by Aurangzeb in his will too. The historical records have praised Shivaji and addressed him as ‘the greatest constructive genius’. His warfare achievements are as much appreciated as his welfare achievements. Shivaji took up several measures for welfare of his subjects including the issue of seed loans by the State to the farmers. As far as his social reforms are concerned, Shivaji allowed those who had defected Hinduism to embrace Islam to come back to Hinduism.Secondly, he taught each class to fight. Dalit Regiment of Maharashtra could be organized because of this initiative of Shivaji. Shivaji should find more space in historical books and should be given higher status as an Emperor.

पंचकूला 24 जुलाई- उपायुक्त मुकेश कुमार आहूजा ने बताया कि स्वास्थ्य विभाग द्वारा लिए गए नमूनों के अनुसार जिला में अब तक 514 कॉविड़-19 पॉजिटिव मामले आए है जिनमें पंचकूला के 390 तथा 97 बाहरी जिलों व राज्यों के है।
उन्होंने बताया कि जिला में आज कुल 25 पॉजिटिव मामले पाए गए है जिनमे 21 पंचकूला तथा 4 बाहर से संबंधित है। इनमे सेक्टर 25, रायपुररानी व पिंजौर में एक एक मामला तथा सेक्टर 10, 19, 16 व सेक्टर 4 में 2-2 पॉजिटिव व सेक्टर 12 में 3 तथा आई टी बी पी में 7 पॉजिटिव मामले आए है । बाहर से आए मामलों में ढकोली, पीरमुछला में एक – एक तथा चंडीगढ़ के 2 मामले पॉजिटिव आए है। अब जिला में 235 एक्टिव मामले है ।
उन्होंने बताया कि जिला में अब तक आए पॉजिटिव में से 155 कोरोना पोजिटीव ठीक हो गए तथा बाकी व्यक्तियों का स्वास्थ्य विभाग द्वारा ईलाज किया जा रहा है।

पंचकूला 24 जुलाई- उपायुक्त मुकेश कुमार आहूजा ने बताया कि हरियाणा सरकार द्वारा प्रधानमंत्री फसल बीमा योजना खरीफ 2020 के दौरान किसानों के लिए चार फसलों धान, कपास, मक्का व बाजरा के प्रति एकड़ प्रीमियम एंव बीमित राशि की अधिसूचना जारी कर दी गई है। योजना के तहत आगामी 31 जुलाई 2020 तक फसलों का बीमा करवाया जा सकता है।
उपायुक्त मुकेश कुमार आहूजा ने जिला सचिवालय परिसर से प्रचार वाहनों को रवाना करते हुए बताया कि धान, कपास, मक्का व बाजरा सहित चारों फसलों के लिए बीमा प्रक्रिया शुरू कर दी गई है। इसके लिए जागरूक करने हेतू वाहन प्रत्येक गांव स्तर जाएगेें और किसानों को जागरूक एंव सचेत करेंगें ताकि ज्यादा से ज्यादा किसान इन योजनाओं का लाभ उठा सकें। उन्होंने बताया कि किसानों को जोखिम मुक्त बनाने के लिए प्रधानमंत्री फसल बीमा योजना बहुत ही कारगर योजना है। इसलिए जिला के किसानों को इस योजना के तहत निर्धारित अवधि तक फसलों का बीमा अवश्य बीमा करवाना चाहिए।
उन्होंने बताया कि ऋणी किसान जो योजना में शामिल नही होना चाहते, उन्हंे भारत सरकार द्वारा जारी चयन प्रपत्रनुसार हस्ताक्षरित घोषणा पत्र खरीफ के लिए 26 जुलाई 2020 तक सम्बन्धित वित्तिय संस्थान में अनिवार्य रूप से जमा करवाना होगा। अन्यथा सम्बन्धित बैंक द्वारा खरीफ मौसम के लिए स्वीकृति व नवीनीकृत किए गए ऋणी किसान अनिवार्य रूप से बीमाकृत कर दिए जाएंगे।
उपायुक्त ने बताया कि सरकार द्वारा जारी अधिसूचना के अनुसार धान फसल का प्रीमियम 680.16 रू0 प्रति एकड़ तथा बीमित राशि 34014.17 रू0 प्रति एकड निर्धारित की गई है। इसी प्रकार कपास फसल हेतू प्रीमियम राशि 1650.71 रू0 प्रति एकड़ तथा बीमित राशि 33014.17 रू0 प्रति एकड़ तय की गई है। उन्होंने बताया कि बाजरा फसल के लिए प्रीमियम राशि 320.13 रू0 प्रति एकड़ तथा बीमित राशि 16006.48 रू0 प्रति एकड़ निर्धारित की गई है। मक्का फसल हेतू प्रीमियम राशि 340.15 रू0 प्रति एकड़ तथा बीमित राशि 17007.29 रू0 प्रति एकड़ तय की गई है।
उन्होंने बताया कि जिला में प्रधानमंत्री फसल बीमा योजना के तहत इन चारों फसलों का बीमा करने की जिम्मेदारी खरीफ सीजन 2020 से रबी 2022-23 के लिए एग्रीकल्चर इंश्योरेंस कंपनी लिमिटेड को दी गई है। इस योजना में जलभराव, ओलावृष्टि और आसमानी बिजली से होने वाले नुकसान की सूचना 72 घन्टें के अन्दर-अन्दर कृषि विभाग के सैक्टर-21 पंचकूला के कार्यालय में देनी होगी। इसी प्रकार यदि किसान ने फसल की कटाई करके उसे सुखाने के लिए खलियान में खुली अवस्था /गांठों में छोड़ रखा है और कटाई के 14 दिन बाद तक यदि कोई नुकसान होता है तो उसकी सूचना भी किसान को 72 घण्टें के अन्दर कृषि विभाग के कार्यालय में देनी होगी। इसके अलावा खरीफ 2019 में धान व मक्का में हुए नुकसान को देखते हुए भारत सरकार के उपक्रम एग्रीकल्चर इंश्योरेंस कंपनी लिमिटेड द्वारा किसानों को एक करोड से भी अधिक का मुआवजा दिया गया।
इस अवसर पर उप निदेशक कृषि वजीर सिंह, जयप्रकाश जांगड़ा सहित कई विभाग के अधिकारी एवं कर्मचारी उपस्थित थे।
