Governor launches OBPAS for citizens of Chandigarh

Chandigarh, October 8:- Sh. V. P. Singh Badnore, Governor of Punjab and Administrator, U.T. Chandigarh today launched the Online Building Plan Approval System (OBPAS) for the citizens of Chandigarh. Sh. Manoj Kumar Parida, IAS, Adviser to the Administrator, UT, Chandigarh and Sh. K.K. Yadav, IAS, Commissioner, MCC were also present during the launch at Rajbhawan.

While sharing information about the system, Sh. K.K. Yadav, IAS, Commissioner briefed that with reference to the project “Implementation of E Governance Services in Chandigarh”, there are 29 Municipal services out of which 15 are citizen centric and 14 are related to MCC for smooth working of MCC. Important citizen related services includes Online Building Plan Approval System (OBPAS), Online Grievance Complaint Services, Water Supply and Sewerage Connections, Booking of Banquet Hall/Community Centers, Property tax etc. Main Internal Services includes Financial Management, Works Management, Apni Mandy& Day Market Branch etc.

He said that the main objectives of this project are to facilitate the citizens by providing online delivery of services, to minimize manual intervention, faster application submission, tracking, monitoring, 24×7 access to online citizen services, timely resolution of issues, increased transparency.

He said that the implementing agency PricewaterhouseCoopers (PwC) Private Limited started the work on this project 16.10.2019 and till date 7 Services have already been Go Live which includes Online Grievance Complaint Services, Financial Management System, Sports and Cultural Branch, Public Relation, Agenda, Legal Case Management& Apni Mandy and Day Market. One of the major Service is Online Building Plan Approval System (OBPAS), which has been launched today.

He further said that the Government of India has embarked upon an ambitious journey to implement the Online Building Plan Approval System (OBPAS) to enable citizen services in all the Urban Local Bodies (ULBs) across India. This has been identified as one of the key reforms’ agenda under the government missions like AMRUT with focus on improving the ‘Ease of doing Business’. The Chandigarh Smart City limited CSCL as part of Smart city mission endeavors to improve the ease of doing business and enhance citizen services by Online Building Plan Approval System (OBPAS).With the launch of OBPAS, Citizens have the following facilities available online:

·        Submission of Building Plan Application along with required documents online

·        No need to stand on queues in government offices.

·        Online scrutiny of building plan as per the Chandigarh Building Rules

·        SMS & Email Notifications to citizens related to their application status.

·        No human intervention.

·        Auto Calculation of Fee for Building Plan

·        Citizens shall be able to submit fee online

·        Timely Approval of the building plan drawing

·        Entire process is transparent with well-defined roles of each department/employee.

·        24 X 7 Help Desk (0172-2787200) Shall be available for support of citizen / Architect.

·        Registration form will be provided to the architects on MCC and CSCL web portal (http://mcchandigarh.gov.in&https://www.chandigarhsmartcity.in). Registration form shall be approved by the Department of URBAN PLANNING (Architecture Wing). Username and password will be shared with the Architects through Email.

उपायुक्त ने कहा कि नवरात्रों के दौरान माता मनसा देवी मंदिर पंचकूला व काली माता मंदिर कालका में आने वाले श्रद्वालुओं की टैस्ंिटग के लिए टीमों का गठन करें ताकि नवरात्र में आने वाले प्रत्येक श्रद्वालु का कोरोना टैस्ट सम्भव हो सके। इसके अलावा मोबाईल वैन के माध्यम से भी टैस्टिंग कार्य में तेजी लाई जाए। उन्होंने अधिकारियों को होम आईसोलेशन वाले रोगियों पर भी कड़ी निगरानी रखने के निर्देश दिए ताकि वे सार्वजनिक स्थलों पर न निकलें। यदि कोई होम आईसोलेशन के नियमों का उल्लंघन करता है तो उनके खिलाफ कार्रवाई की जाए।

पंचकूला 7 अक्तूबर- उपायुक्त मुकेश कुुमार आहूजा ने बताया कि फसल अवशेष न जलाने के लिए किसानों को सचेत एवं जागरूक करने हेतू कृषि विभाग किसानों को पराली न जलाने के लिए प्रेरित किया जा रहा है। फसल अवशेष जलाने से होने वाले दुष्प्रभावों को देखते हुए न्यायालय के दिशा निर्देशानुसार यदि कोई किसान फसल अवशेष जलाता है तो उस पर जुर्माना लगाए जाने का प्रावधान किया गया हैं। यदि कोई किसान फसल अवशेष जलाए पाए जाते हैं तो उससे जुर्माने के रूप में 2500/-रू से 15000/-रू तक का जुर्माना वसूला जाएगा।

उपायुक्त ने बताया कि खण्ड बरवाला व रायपुरानी के किसानों को पराली न जलाने के लिए जागरूक किया जा रहा है। यह अभियान 10 अक्तुबर तक चलेगा और इस दौरान गोष्ठी व छोटी बैठकें आयोजित कर किसानों को जागरूक किया जाएगा। उन्होंने बताया कि फसल अवशेष जलाने पर जिला के 6 किसानों के खिलाफ एफआईआर दर्ज करवाई गई है जिसमें 4 रायपुररानी व 2 बरवाला के किसान शामिल है।

उपायुक्त ने बताया कि धान फसल की ज्यादातर कटाई कम्बाईन हारवेस्टर से की जाती है। जिसके फलस्वरूप फसल का कुछ अवशेष बच जाते हैं। इस फसल अवशेष प्रायः किसान जला दिया जाता हैं। फसल अवशेष जलाने से भूमि में मौजूद आवश्यक कार्बन तत्व, सूक्ष्म पोषक तत्व व जीवाणु नष्ट हो जाते हैं। जिससे भूमि की उर्वरा शक्ति नष्ट हो जाती है। आग लगाने से उत्पन्न धुऐं से दिल व फेंफड़ों की बीमारियों की सम्भावना बनी रहती है जिससे अस्थमा इत्यादि बिमारी हो जाती है। आग से पर्यावरण में मौजूद आॅक्सीजन की कमी भी जो जाती है। प्रायः कई बार देखने में आया है कि आग से जान व माल का भारी नुकसान भी हो जाता हैं। उन्होंने बताया कि फसल अवशेष को किसान पशुओं के चारे के रूप में प्रयोग कर सकते हैं। उन्होंने बताया कि इसलिए किसानों को फसल अवशेष जलाने के दुष्प्रभावों को देखते हुए किसानों को फसल अवशेष न जलाने की अपील की जाती है।

MCC to take strict action against defaulter cable operators

Chandigarh, October 7:- A review meeting was held under the chairmanship of Sh. Sorabh Arora, Joint Commissioner, MCC with cable operators regarding outstanding dues to be recovered from cable operators, who are not paying ground rent timely.

During the meeting it was discussed and decided that all the cable wires should be provided with identification tags showing name of cable operator at every distance of 50 meter; The cable will not be hanged on electricity poles on MCC land; No cable will be allowed between the parks, green belts and institutional buildings; Cable should not be hanged on the trees.

It was also decided that the cable should be laid at the height of 12 ft. and at least from ground and 6 ft. away from road edge; cable operator will not run internet services through their overhead cable network lines. It will be penalized @ Rs. 10,000/- per violation and challan will be issued by the MCC. The cable operators, who have failed to compliance the directions issued by the MCC regarding following the guidelines will face strict action as per law.

During the meeting the Joint Commissioner directed all the Executive Engineers of Roads to take action against defaulters who are not paying their dues timely.

पंचकूला 6 अक्तूबर- हरियाणा विधानसभा अध्यक्ष ज्ञानचंद गुप्ता ने कहा कि कोविड के चलते युवाओं के स्वास्थ्य के मध्येनजर पंचकूला स्पोर्ट्स प्रोमोशन सोसायटी की ओर से सैक्टर के विभिन्न पार्को में 10 बैड मिंटन के कोर्टस बनाए गए है ताकि युवा अपने नजदीक ही खेल गतिविधियों में शरीक होकर अपने स्वास्थ्य को तंदरूस्त रख सके।


हरियाणा विधानसभा अध्यक्ष सैक्टर 7 व 8 में बैड मिंटन कोर्टस का उदघाटन करने के बार नागरिकों से रूबरू हो रहे थे। उन्होंने कहा कि कमेटी ने सैक्टरों के पार्को में शीघ्र ही क्रिकेेट प्रैक्टिस नेट लगाने का भी निर्णय लिया है ताकि युवा क्रिकेट का भी अभ्यास कर सके। उन्होंने कहा कि बैड मिंटन एक सुरक्षित खेल है और इसे 10 से 70 साल तक आयु के बुजुर्ग आसानी से खेल सकते है। उन्हांेने दोनो ंपार्को में बैड मिंटन खेलकर बैडमिंटन कोर्टस की शुरूआत की।

श्री गुप्ता ने कहा कि पार्को में क्रिकेट प्रेक्टिस नेट भी लगाए जाएगें ताकि इन पार्को में आसानी से युवा अभ्यास कर सकें। उन्होंने कहा कि खेलों को बढावा देने के लिए प्रयास किए जा रहे है ताकि जिला के युवा खेलों में भी अग्रणीय रह सके। उन्होंने कहा कि पंचकूला में अगले साल में खेलोे इंडिया का आयोजन करवाया जाएगा। यह गर्व की बात है। इन खेलों में पंचकूला के भी खिलाडी भाग लें और स्थान पाएं। इसके लिए वे निरंतर प्रयास कर रहे है।


उन्होंने बताया कि सैक्टर 2, 7, 8, 9, 11,, 15, 16, 21 25 में बैड मिंटन कोर्टस बनाए गए है। इसके अलावा सैक्टर 11 व 17 में दो दो बैड मिंटन कोर्टस बनाए गए है। इनसे खेल गतिविधियों को बढावा मिलेगा।


विधानसभा अध्यक्ष ने कहा कि पंचकूला स्पोर्टस प्रोमोशन सोसायटी के माध्यम से ग्रामीण खेलों को बढावा देने के लिए हर वर्ष कब्बडी, वालीवाल जैसे खेलों का आयोजन ग्रामीण क्षेत्रों में करवाया जाता है। इसके अलावा खिलाड़ियेां को प्रोत्साहित करने के लिए जिला स्तर पर अव्वल खिलाड़ियों को नकद राशि देकर पुरस्कृत किया जाता है। इन खेलों के शुरू होने के बाद जिला में खेलों को बढावा मिला है और युवा नियमित रूप से खेलों की ओर अग्रसर हो रहे है।

Mayor called meeting to review different projects

Chandigarh, October 6:- Smt. Raj Bala Malik, Mayor, Chandigarh today called a meeting of senior engineers at her residence to review various ongoing projects of the Municipal Corporation Chandigarh.

During the meeting, the engineers apprised the Mayor about the road recarpeting works including carpeting of V-6 road at sector 38, carpeting of road at sector 38/40 and V-5 road at sector 37 is in progress, carpeting at parking lot at sector 30 along V-4 road, carpeting of V-5 road at sector 36 and carpeting of Truck parking, sector 26 is in process and completed by this month end.
