To commemorate the constitution day also known as Samvidhan Diwas, various departments of Panjab University, read out the Preamble and pledged to uphold the values and principles of the Constitution, today.

Panjab University Celebrated the 71st Constitutional Day today by organizing a webinar on “Fundamental rights and Duties” by the Nodal officer, Prof. Jyoti Rattan in collaboration with Dr. B.R.Ambedkar Centre, PU, Chandigarh, UGC, Ministry of Education, Govt., Of India.
The Chief Guest, Prof. Dilip Ukey, Vice-Chancellor, Mahashtra NLU Mumbai, enlightened the students on Fundamental Duties. He concentrated on expression fraternity, human dignity and stated that people are rights centric and must concentrate on fundamental duties.
Prof. Devinder Singh, co-ordinator Dr. B.R.Ambedkar Centre, PU shared a detailed version on the meaning of Fundamental Duties and told how a healthy balance should be maintained between the Fundamental Rights and Fundamental Duties.
Prof. Jyoti Rattan concluded the session with the topic “Responsibility of China Under International Law for Violating Right to Life and health of individuals by spreading the deadly Virus all over the Globe” in which she explained the rights and duties of individuals under international law and complaint filed before the UN Human Rights Council.
Centre for Medical Physics and NSS, Panjab University organized a cleanliness program today in the South Campus, near emerging area centres in Sector-25, Chandigarh. Dr. Vivek Kumar ,Chairperson, Centre for Medical Physics, Dr. Navneet Kaur ,Geography Deptt., Dr. Tilak Raj ,UBS, Dr. Anuj Kumar,DCSA, non-teaching staff and NSS student volunteers participated in this programme with social distancing. The main objective of cleaning was to remove polythene packets and garbage, so that people may feel happy living within that clean environment.
Chandigarh, November 26:–A meeting of Development committee of Village Khuda Alisher was held today in the Conference room of Municipal Corporation under the Chairmanship of Sh. Charanjiv Singh, councillor, Sh. Jagtar Singh Jagga, Deputy Mayor and attended by the other members of the committee and concerned officers of Municipal Corporation.
The committee members discussed to improve the infrastructure in the village for which following points have been decided:
1. To repair the sewerage covers and removal of malba from sewerage as well as the pond.
2. Special repair of the phirni roads.
3. Rejuvenation of the pond area in the village.
4. provision and repair of street lights from bus stop to government school and surrounding temple area.
5. Maintenance of the blind curves in the village.
पंचकूला, 26 नवंबर- केंद्रीय जलशक्ति व सामाजिक न्याय एवं अधिकारिता राज्य मंत्री श्री रत्नलाल कटारिया ने कहा कि संविधान निर्माता बाबा साहेब डाॅ भीमराव अम्बेडकर द्वारा दिखलाए गए मानवता व समानता के मूल्यबोध का हम सब अपने व्यावहारिक जीवन में सदैव अनुसरण करते रहें।
71 वें संविधान दिवस पर केंद्रीय राज्य मंत्री श्री रत्नलाल कटारिया ने कहा कि संविधान निर्माता बाबा साहब डाॅ भीमराव अम्बेडकर को संविधान दिवस पर सदैव शतशत् नमन है। भारत में 26 नवंबर को संविधान दिवस के रूप में मनाया जाता है।
केंद्रीय राज्य मंत्री ने कहा कि प्रधानमंत्री श्री नरेन्द्र मोदी के नेतृत्व में सबका साथ.सबका विकास का अनुसरण करते हुए हम सब बाबा साहेब द्वारा दिखलाए गए समानता के मार्ग पर अग्रसर हो रहे हैं। बाबा साहेब को भारत के संविधान निर्माता के रूप में सदैव याद किया जाता रहेगा। उन्होंने शिक्षा को अत्यंत ही महत्वपूर्ण माना है। एक शिक्षित समाज में ही सदैव उच्च सामाजिक मूल्यों की स्थापना होती है।
श्री कटारिया ने कहा की बाबासाहेब ने एक बार कहा था किसी समुदाय की तरक्की को मैं उस तरक्की से मांगता हूं जो उस समुदाय की महिलाओं ने हासिल की है, बाबासाहेब नारी के उत्थान के लिए संविधान में कई सारे प्रावधान किए हैं जैसे महिलाओं के लिए प्रसूति अवकाश मेटरनिटी लीव, पैतृक संपत्ति में समान अधिकार, पुरुषों के समान महिलाओं को भी तलाक का अधिकार आधुनिक और प्रगतिशील विचारधारा के अनुरूप हिंदू समाज को एकीकृत करके उसे मजबूत करना इत्यादि समाजिक कार्यों में उनकी सक्रिय स सामाजिक कार्यों में उनकी सक्रिय भागीदारी के कारण लोगों ने उन्हें बाबासाहेब के नाम से संबोधित करना शुरू कर दिया।
केंद्रीय राज्य मंत्री ने कहा कि बाबा साहेब द्वारा दिखलाया गया मार्ग संपूर्ण मानव जाति के लिए सदैव अनुकरणीय रहेगा। उन द्वारा दिखलाया गया मार्ग समाज उत्थान व कल्याण का मार्ग है। उच्च सामाजिक मूल्य हम सबके लिए सदैव अनुकरणीय रहेंगे। केंद्रीय राज्य मंत्री ने संविधान दिवस पर बाबा साहेब डाॅ भीमराव अम्बेडकर को नमन करते हुए कहा कि उन द्वारा दिखलाए गए मार्ग पर सदैव अग्रसर रहने के लिए हम सदैव कृत संकल्प रहेंगे।
पंचकूला, 26 नवंबर- हरियाण विद्युत विनियामक आयोग एच ई आर सी के पंचकूला स्थित कार्यालय में गुरूवार को आयोग के अधिकारियों और कर्मचारियों ने संविधान की शपथ ली, सभी ने अपनी-अपनी सीट पर खड़े होकर संविधान की प्रस्तावना को पढ़ा।
प्राविन्द्रा सिंह चैहान आयोग के सदस्य और सदस्य नरेश सरदाना ने शपथ दिलवाई व कोविड.19 के चलते आयोग के अधिकारी और कर्मचारियों ने ठीक 11 बजे अपने.-अपने स्थान पर खड़े होकर संविधान दिवस की शपथ ली। श्री चैहान ने बताया कि 26 नवंबर 1950 के दिन भारतीय संविधान लागू हुआ था और संविधान दिवस हर साल 26 नवंबर को मनाया जाता है। संविधान दिवस के उपलक्ष्य में कार्यक्रम भी आयोजित किया जाता है लेकिन इस वर्ष पूरा विश्व वैश्विक कोरोना महामारी से जूझ रहा है। इसलिए इस वर्ष सोशल डिस्टेंसिग की पालना करते हुए आयोग में संविधान दिवस मनाया गया है । उन्होंने कहा कि इससे राष्ट्र की एकता और अखंडता की भावना और अधिक प्रबल होती है।
पंचकूला, 26 नवंबर- हरियाणा राज्य विधिक सेवा प्राधिकरण ने माननीय न्यायमूर्ति श्रीमती दया चैधरी, न्यायाधीश, पंजाब एवं हरियाणा उच्च न्यायालय और कार्यकारी अध्यक्ष हरियाणा राज्य विधिक सेवा प्राधिकरण के मार्गदर्शन में माध्यमिक शिक्षा विभाग के समन्वय के साथ राष्ट्रीय संविधान दिवस के अवसर पर एक वेबिनार का आयोजन किया।
इस कार्यक्रम की शुरूआत माननीय न्यायमूर्ति के संबोधन से हुई, जिसमें उन्होंने न्यायिक अधिकारीगण, जिला शिक्षा अधिकारियों, प्रधानाचार्यों, शिक्षकों, छात्रों आदि को वीडियो काॅन्फ्रेन्सिंग के माध्यम से संबोधित किया। अपने संबोधन के दौरान उन्होंने कहा कि हमारा संविधान केवल एक दस्तावेज नहीं है, बल्कि यह सामाजिक, सांस्कृतिक और धार्मिक विविधता को ध्यान में रखते हुए देश का मार्गदर्शन और शासन करने के लिए एक व्यापक और गतिशील ढांचा प्रदान करता है। सम्पूर्ण राष्ट्र को संप्रभुता, बंधुत्व, समानता, स्वतंत्रता, एकता और न्याय की दिशा में बांधने में इसका बड़ा महत्व है। यह कई विशेषताओं के साथ एक विशिष्ट दस्तावेज है।
डाॅ0 बी0आर0 अम्बेडकर संविधान के मुख्य वास्तुकार के रूप में जाने जाते थे जिनके नेतृत्व में मसौदा समिति के अनगिनत प्रयासों के बाद भारतीय संविधान प्रस्तुत किया गया। इसे पूरा करने में 02 वर्ष 11 माह व 18 दिन लग गए और 26 नवम्बर, 1949 को अपनाया गया तथा 26 जनवरी 1950 को प्रभावी किया गया जिस दिन को भारत प्रत्येक वर्ष गणतंत्र दिवस के रूप में मनाता है।
उन्होंने आगे कहा कि संविधान की प्रस्तावना भारत को एक संप्रभु, समाजवादी, धर्मनिरपेक्ष, लोकतांत्रिक गणराज्य घोषित करती है जो लोगों के लिए न्याय, स्वतंत्रता और समानता को सुरक्षित रखने और भाईचारे को बढ़ावा देने के लिए एकता और अखण्डता के लिए प्रतिबद्ध है। संविधान के गठन ने देश को एकजुट किया है और विभिन्न जातियों, रंग, लिंग, धर्म, नस्ल आदि के बावजूद सभी नागरिकों में समानता और सद्भाव का संदेश दिया है। हमारे संविधान ने समाज में सामाजिक, सांस्कृतिक और धार्मिक वर्जनाओं से परे सभी नागरिकों के साथ समान व्यवहार किया है। भारतीय संविधान में नागरिकों को समाज में समानता व सम्मान के साथ जीने के लिए मौलिक अधिकारों को निहित किया गया है।
इसके अलावा, हरियाणा राज्य विधिक सेवा प्राधिकरण ने आज आम लोगों में जागरूकता को बढावा देने के उद्देश्य से कानूनी सेवाओं पर एक संक्षिप्त एनिमिटेड वीडियो लाॅन्च किया है। वीडियों को इस उद्देश्य के साथ बनाया गया है कि लोगों पर इसका लम्बे समय तक प्रभाव रहेगा। वीडियो स्पष्ट रूप से कानूनी सहायता केा लागू करने के लिए पात्रता मानदण्ड को दर्शाता है। वीडियो को अधिकतम प्रचार के लिए सभी हितधारकों के साथ साझा किया जाएगा।
इसके अलावा इस समारोह के दौरान श्री प्रमोद गोयल, जिला एवं सत्र न्यायाधीश/सदस्य सचिव, हरियाणा राज्य विधिक सेवा प्राधिकरण, श्रीमती डाॅ0 सुखदा प्रीतम, मुख्य न्यायिक मजिस्टेªट/संयुक्त सदस्य सचिव, हरियाणा राज्य विधिक सेवा प्राधिकरण, श्री नन्द किशोर वर्मा, सहायक निदेशक, माध्यमिक शिक्षा, हरियाणा, जिला विधिक सेवा प्राधिकरणों के मुख्य न्यायिक मजिस्टेªट््स/सचिवगण तथा हालसा, जिला विधिक सेवा प्राधिकरणों एवं शिक्षा विभाग के कर्मचारीगण आदि मौजूद रहे। इस वेबिनार में लगभग 4000 लोग उपस्थित हुए।
चण्ड़ीगढ़,25 नवंबर : पंजाब सरकार ने कोरोना वायरस को ले कर एक दिसंबर से लगाए जाने वाले रात्रि कफ्र्यू के साथ-साथ मास्क न पहनने का जुर्माना भी अब 5 सौ रूपए से बड़ा कर एक हजार रूपए कर दिया है। गौर हो कि मुख्यमंत्री कैप्टन अमरेन्द्र सिंह ने पंजाब के अन्दर बड़ रहे कोरोना वायरस के केसों को देखते हुए एक दिसंबर से रात्रि कफ्र्यू लगाने की घोषणा की है।
यह कफ्र्यू राक्षि 10 बजे से सुबह 5 बजे तक लगेगा। इसके साथ ही होटल, रैस्टोरैंट व मैरिज पैलेस रात्रि 9:30 बजे तक खुले रह सकते हैं। यह आदेश 15 दिसंबर जारी रहेंगे, उपरांत रिव्यू बैठक के बाद निर्णय किया जाएगा।
Panjab University, Chandigarh has been granted patent for Electronics Preferential Voting Machine (EPVM) which relates to a voting system based on preferential voting as per single transferable vote method. Prof. Manoj Kumar Sharma of University Institute of Engineering and Technology(UIET) is the inventor of the EPVM and the work was started in 2010 and the design is being modified with improved features. In the EPVM, the complete election process (voting as well as counting) is automated i.e. voting is done using electronics machine and counting is done using the software.
At present, in India, an election based on the preferential voting system is conducted for the selection of various prestigious posts including President of India, Members of Rajya Sabha, Members of Bar Councils, Members of Senate of Panjab University Chandigarh, etc. The Prestigious Oscar awards are also decided on the basis of same voting system. Till now, the election based on the preferential voting system is held using a paper ballot and counting is done manually. However, in EPVM, the voting is done on electronic machine and counting is done using the software.
In preferential Voting system, the most preferred candidate is the winner instead of one getting maximum first votes as the case of general elections. The preferential voting system is a more democratic process as it demonstrates the decision of the masses. However, because of the complexity of the process it is not used generally.
The EPVM designed at UIET, PU will make the system of voting automated, easy to adopt and simple to use. EPVM will facilitate a smarter method conducting elections in bodies, like bar councils, associations, unions, etc.. This will promote other organisations also to adopt this improved system of conducting elections.
The University is looking forward to use of the EPVM machine, which is now being developed with support from DST and DIC. In order to make multiple machines and deploy it for validation, merits and feedback, the university is exploring the possibility of some private players joining for promoting this machine.
पंचकूला, 25 नवंबर- नगर निगम पंचकूला के आयुक्त श्री आर. के. सिंह ने नगर निगम क्षेत्र में विभिन्न स्थानों पर बनाये गये काम्पोस्ट पिट का दौरा कर निरीक्षण किया। इस मौके पर उनके साथ निगम के संयुक्त आयुक्त संयम गर्ग, कार्यकारी अभियंता अंकित लौहान, मुख्य सफाई निरीक्षक साधु सिंह व पर्यावरण सलाहाकार प्रियंका चैहान सहित अन्य अधिकारी भी उपस्थित रहे।
श्री सिंह ने फेस-1 में काम्पोस्ट पिट का निरीक्षण किया। इस काम्पोस्ट पिट में गीले कूड़े से खाद तैयार की जाती है। इसके साथ-साथ उन्होंने सेक्टर-12 व एमडीसी सेक्टर-4 नाले के ऊपर बने काम्पोस्ट पिट का भी निरीक्षण किया। यहां पर गते एवं बोतलों को अलग-अलग किया जाता है। सेक्टर-10 में इलैक्ट्रोनिक वेस्ट का भी निरीक्षण किया।
आयुक्त ने स्वच्छ भारत मिशन सर्वेंक्षण-2021 के मध्यनजर स्वच्छता की दिशा में विशेष कदम उठाये है। इसके साथ-साथ उन्होंने स्वच्छता को लेकर संबंधित अधिकारियों की भी बैठक आयोजित कर उन्हें आवश्यक दिशा-निर्देश दिये गये है ताकि सर्वेंक्षण-2021 में पंचकूला प्रथम स्थान प्राप्त कर सके।
