F&CC approves Rs. 1627 crores draft budget proposal for 2021-22

Chandigarh, January 29:- The Finance and Contract Committee of Municipal Corporation, Chandigarh in its meeting held today approved the Budget Estimates of Rs. 443.00 crore under Capital Head and Rs. 1184.00 crore under the Revenue Head for the financial year 2021-22.

·        Creation of a dog park within the Mango Park, Sector 42, Chandigarh at an estimated cost of Rs. 49 lacs to facilitate the pet dogs of citizens.

·        Provision of ATM machines at both petrol pump sites of MCC at Industrial area Ph-II and Sector 51-A, Chandigarh through calling tenders/e-bids to generate revenue.

·        Setting up of pollution check centre at both the petrol pumps of MCC at Industrial area Ph-II and sector 51-A, Chandigarh through calling tenders/e-bids to generate revenue.

·        Providing and fixing 50mm thick PCC tiles in passage of EWS colony near house 6364 to 6573, sector 56, Chandigarh at an estimated cost of Rs. 44.54 lacs.

·        The members asked the concerned engineers to bring agenda item regarding converting community centre halls as sound proof throughout city wherever required.

·        The committee considered and approved the replacement of all cables from turntable to working cage & wiring for the outriggers of HPTTL stationed at Fire Station, Manimajra at an estimated cost of Rs. 9.22 lacs.

·        The F&CC accorded approval regarding renewal of annual maintenance contract for both HPTTL vehicles at an estimated cost of Rs. 13 lacs.

·        The members also accorded approval to the agenda item regarding amendment in terms and conditions of Night Food Street, Sector 14, Chandigarh.

·        The committee approved terms & conditions for e-auction of 37 sites for sale of coconut water and water melon.

·        Regarding an agenda item fixation of rent of commercial shops of 13 villages transferred to Municipal Corporation, Chandigarh, the members were of the view that a sub committee may be constituted to conduct survey and final decision may be taken in this regard after their study report.

·        The members also accorded approval to dispose of the coconut shells through mechanically and signing an MoU thereof under Swachh Bharat Mission.

·        The committee members also discussed and decided that permissions may be given to the Brass & Pipe owners on reasonable license fee at their respective places.

PU gets Best Microbiology Unit and Young Scientists Awards

The Chandigarh Unit of Association of Microbiologists of India (CU-AMI) in the Department of Microbiology, PU, has bagged The Best Unit in the Country award for the consecutive 6th time in a row. The award was conferred on the basis of several academic and society-oriented activities like conferences, public lectures, career counselling, swachhata abhiyans, Covid-19 talks, lecture series by eminent scientists, organised by Prof. Prince Sharma, President, and Dr. Naveen Gupta, Secretary, of CU-AMI that has been working in collaboration with almost all educational and research institutes in the tricity.

The Association of Microbiologists of India has also selected Dr. Ravinder and Dr. Sonica for young scientist awards in the fields of Molecular Microbiology and Industrial Microbiology on the basis of their research work on Reverse Vaccinology for Drug Resistant Bacterial Pathogens and “Industrial Enzymes under the guidance of Prof. Prince Sharma and Dr. Naveen Gupta. Their work has already been published in reputed Nature publication journal and had been selected among the top 100 papers of the year. The work had also won the Glaxo SmithKline award.

पंचकूला  28 जनवरी- उपायुक्त मुकेश कुमार आहूजा ने बताया कि सामाजिक न्याय एवं अधिकारिता विभाग द्वारा लोगों के कल्याणार्थ विभिन्न योजनाएं चलाई जा रही हैं। जिनमें वृ़द्धावस्था सम्मान भत्ता, विधवा/निराश्रित महिला को वित्तिय सहायता, दिव्यांग पैंशन, लाडली सुरक्षा भत्ता, बौना भत्ता, मंदबुद्धि बच्चों को वित्तिय सहायता इत्यादि शामिल हैं। हरियाणा सरकार द्वारा पैंशन, प्राप्त करने वाले सभी लाभपात्रों के लिए परिवार पहचान पत्र प आवश्यक कर दिया गया है।


उपायुक्त ने बताया कि वृद्धावस्था सम्मान भत्ता योजना के तहत जिसकी आयु 60 वर्ष या इससे अधिक हो।  पति और पत्नी दोनो की आय 2,00,000 रू0 से अधिक न हो। ग्रामीण/शहरी क्षेत्रों के लिए पिछले 5 वर्षो से रह रहा हो। इसके लिए आयु प्रमाण पत्र/जन्म प्रमाण पत्र तथा लाभपात्र का अपना आठवीं या दसवीं का स्कूल  प्रमाण लगाना अनिवार्य है। उन्होंने बताया कि प्रार्थी का वोटर कार्ड या वोटर लिस्ट जिसमें उसकी आयु 60 वर्ष बनती हो। उस वोटर कार्ड को आयु का आंकलन करने के लिए मुख्य निर्वाचन आयोग की वैबसाईट में चैक किया जाएगा तदोपरान्त ही उसकी आयु मान्य होगी।


उपायुक्त ने बताया कि राशन कार्ड, आधार कार्ड, 5 वर्ष का रिहायशी प्रमाण पत्र या वोटर कार्ड, पानी बिल, बिजलीबिल, मकान की रजीस्ट्री व बैंक कापी साफ होनी चाहिए। यदि किसी लाभपात्र के पास उपरोक्त दस्तावेजों में उसकी आयु सही नहीं पाई जाती है तो सरकार द्वारा ऐसे लाभपात्रों की आयु की जाँच के लिए दो सदस्यीय मैडिकल बोर्ड का गठन किया गया है। वह बोर्ड ऐसे लाभपात्रों की आयु की जाँच करेगा।

उन्होंने बताया कि विधवा/बेसहारा पैंशन कोई भी विधवा/बेसहारा महिला जैसे पति 100 प्रतिशत,निःशक्त,तलाकशुदा,पति लापता हो,या अविवाहित हो और कोई भी सहारा न हो। वह हरियाणा मे पांच वर्ष या अधिक समय से रह रही हो। प्रार्थीया के परिवार की सभी साधनों से सालाना आय 2,00,000 रू0 से अधिक नही होनी चाहिए। इसके अलावा मुत्यु प्रमाण पत्र, राशन कार्ड, वोट पहचान पत्र, आधार कार्ड, यदि कोई महिला अविवाहित है और उसकी आयु 45 वर्ष से अधिक है। आय का कोई साधन नहीं है। तहसीलदार से बेसहारा होने का एफेडेविट। जिस महिला का पति 7 वर्ष से लापता हो, जिसकी एफ0आई0आर भी की हुई हो। जिस महिला का पति 100 प्रतिशत दिव्यांग हो जिले के मुख्य चिकित्सा अधिकारी द्वारा प्रमाण पत्र जारी किया गया हो। 5 वर्ष का रिहायशी प्रमाण पत्र या वोटर र्कार्ड, पानी बिल, बिजली बिल,मकान की रजीस्ट्री लगानी अनिवार्य है।
उपायुक्त ने बताया कि दिव्यांग कोई भी व्यक्ति (स्त्री-पुरूष) जिसकी आयु 18 वर्ष या इससे अधिक हो। वह हरियाणा में पिछले 5 वर्ष से रह रहा हो। उसकी दिव्यांगता 60 प्रतिशत या इससे अधिक होनी चाहिए। पागलपन की स्थिति मे आई0क्यु0 50 से अधिक नहीं होना चाहिए।उसके निकट संमबधी जैसे माता पिता, पुत्र, पौत्र, का सहारा प्राप्त न हो व उसकी स्वयं की सभी साधनों से आय एक अकुश्ल मजदूर की न्युनतम मजदूरी से ज्यादा न हो जोकी लेबर डिर्पाटमैंट द्वारा वर्षवार घोषित की जाती है। उन्होंने बताया कि 60 प्रतिशत या इससे अधिकतता का दिव्यांग प्रमाण पत्र, राशन कार्ड, वोट पहचान पत्र, आधार कार्ड, 5 वर्ष का रिहायशी प्रमाण पत्र या वोटर कार्ड, पानी बिल, बिजली बिल,मकान की रजीस्ट्री, बैंक कापी साफ होनी चाहिए।

पंचकूला  28 जनवरी- हरियाणा राज्य एड्स नियंत्रण सोसाइटी ने 27 और 28 जनवरी के लिए दो दिन की एचआईवी एण्ड सिफलिस परीक्षण अभियान चलाया।  अभियान का मुख्य उद्देश्य एचआईवी रोकथाम और सिफिलिस परीक्षण को बढावा देकर परामर्श और परीक्षण सेवाएँ प्रदान करना है। इसके लिए एचआईवी  एड्स पर बैनर और जागरूकता संदेशों के साथ सात मोबाइल वैन तैयार की गईं। अभियान को हरियाणा राज्य एड्स नियंत्रण सोसाइटी की अतिरिक्त परियोजना निदेशक डॉ. मोनिका कौर ने हरी झंडी दिखाई।
उन्होंने तकनीशियनों को अधिक से अधिक जागरूकता करने और आबादी को परामर्श और परीक्षण सेवाएं प्रदान करने के लिए काउंसलर और लैब को प्रेरित किया ताकि लोग अपने दरवाजे-कदम पर सुविधा का लाभ उठा सकें। काउंसलिंग और परीक्षण सेवाओं के लिए प्रत्येक वैन में तकनीशियन ओर एक काउंसलर, एक लैब प्रतिनियुक्ति की गई है। पूरे अभियान में ऑडियो जिंगल्स के माध्यम से स्वैच्छिक रक्तदान, मोबाइल वैन भ्प्ट ध् ।प्क्ै ध् ैलचीपसपे –  पर जागरूकता प्रदान करेगी। यह अभियान पंचकूला में एक पायलट प्रोजेक्ट के रूप में शुरू किया गया है और यदि यह सफल रहता है तो यह अभियान पूरे राज्य में चलाया जाएगा। सभी सात मोबाइल वैन को कवर करने के लिए रूट-प्लान तैयार किया गया है।

पंचकूला  28 जनवरी- हरियाणा विधानसभा अध्यक्ष ज्ञानचंद गुप्ता ने कहा कि पंचकूला शहर को सुन्दर एवं भव्य रूप देने के लिए सात सूत्री कार्यक्रम पर फोकस रखा गया है। इसके लिए अधिकारियों की कमेटी का गठन किया गया है। यह कमेटी शीघ्र की रिपोर्ट प्रस्तुत करेगी।  हरियाणा विधानसभा अध्यक्ष सैक्टर 17 में नवनिर्मित बहुउद्वेशिय सामुदायिक भवन का लोकार्पण करने के बाद आयोजित कार्यक्रम में नागरिकों को सम्बोधित कर रहे  थे। उन्होंने कहा कि सैक्टर 16 से 18 तक कोई भी सामुदायिक भवन नहीं होने के कारण शहर के नागरिकों को शहरी विकास प्राधिकरण की ओर से बेहतरीन सोगात प्रदान की गई है। इसके लिए प्राधिकरण के अधिकारी बधाई के पात्र है। इस सामुदायिक भवन में बैडमिंटन हाॅल, मल्टीपर्पज हाॅल, जिम, टेबल टेनिस, रीडिंग रूम व लाईबे्रेरी जैसी दैनिक गतिविधियांें को शामिल किया गया है।


श्री गुप्ता ने कहा कि शहर के लिए क्रियान्वित 7 सूत्री कार्यक्रम में स्टेªे कैटल फ्री बनाने की दिशा में 1200 गायों के लिए गौशाला शुरू कर दी गई है। इसके अलावा एक ओर गौशाला का निर्माण कार्य जारी है। इसके बाद शहर बेसहारा गायों से मुक्त हो जाएगा। इसी प्रकार स्टेª कैटल फ्री बनाने की दिशा में कार्य प्रगति पर है। सुखदर्शनपुर में इस कैनल पोंड का 5 फरवरी को उदघाटन किया जाएगा। उन्होंने कहा कि कई लोग कैटल फ्री बनाने में बाधा उत्पन्न कर रहे हैं लेकिन आवारा कुते बच्चों व लोगों को काट रहे है। उनकी सुरक्षा करना भी हमारा दायित्व है।


श्री गुप्ता ने कहा कि शहर के सभी नागरिकों को पालतु कुतों को रजिस्टर्ड करवाना अनिवार्य किया गया है। इसके लिए एक माह का समय निर्धारित किया गया है। इसके अलावा शहर को अवैध कब्जों से मुक्ति दिलवाने के लिए एक्शन प्लान बनाया गया हैं शहरी विकास प्राधिकरण, नगर निगम व पुलिस विभाग मिलकर कार्य करेगा। इसके अलावा सबधित चैकी ईचंार्ज व जेई की जिम्मेवारी निर्धारित की जा रही है ताकि उस क्षेत्र में दोबारा से कब्जे न हो सके।


हरियाणा विधानसभा अध्यक्ष ने कहा कि शहर को प्रदूषण मुक्त बनाने के लिए सैक्टर 16 व 17 व राजीव कालोनी, इंदिरा कालोनी की ओर से बह रहे नाले को कवर किया जाएगा ताकि उसमें आने वाली बदबू को रोका जा सके। इसके अलावा सभी पार्षद संबधित क्षेत्रों में पौधे लगाने वाले क्षेत्रों की पहचान करेंगे ताकि उन क्षेत्रों में पौधारोपण करने के लिए अभियान शुरू किया जा सके। उन्होंने बताया कि प्लास्टिक फ्री पंचकूला बनाने की दिशा में भी निगम की ओर से अभियान चलाया जाएगा। उन्होंने कहा कि शहर के युवाओं को नशे से निजात दिलाने के लिए नशा मुक्त अभियान चलाया जाएगा ताकि युवाओं को सामाजिक बुराई से मुक्ति दिलवाई जा सके।


श्री गुप्ता ने कहा कि इंदिरा कालोनी व राजीव कालोनी में रहने वाले लोगों के लिए पी पी मोड पर मकान दिलवाने की दिशा मेें भी कार्य किया जा रहा है ताकि स्लम बस्तियों में रहने वाले लोगों के लिए पक्की छत मुहैया करवाई जा सके। इस प्रकार हमारा प्रयास है कि पंचकूला में इन सभी आवश्यक कार्यो पर तेजी से कार्य शुरू हो और नागरिकों को इनका लाभ जल्द से जल्द से मिले।

 The unfurling of national flag marked the 72nd Republic Day celebration at Panjab University(PU) campus by Prof. Raj Kumar, Vice Chancellor, PU as Chief Guest of the occasion at the parade ground. This was followed by the inspection of the Guard of Honour comprising of contingencies of PU Security in the presence of Prof. R.K. Singla, Dean of University Instructions, Sh. Vikram Nayyar, Finance & Development Officer and officiating Registrar and Prof. Ashwani Kaul, Chief of University Security.

              PU VC while felicitating the gathering, appreciated the faculty for making teaching possible in this tough time of Covid-19 Pandemic. He expressed that despite of all challenges, still the year 2020 emerged as the year of quantum leap where everyone learned how to switch over to technology. He further added that PU is continuously taking new initiatives to benefit research innovation and learning environment. During the testing time of Corona, around 400 national/international/webinar/FDP were organized by various teaching departments. PU VC also listed various achievements of PU with respect to rankings including academic and sports achievements. He informed that total 102 research projects to various funding agencies worth Rs. 93 crore approx. were submitted between April-December, 2020. Research Projects worth Rs. 5.43 crore were received along with a grant of Rs. 50 crores under Rashtriya Uchchattar Shiksha Abhiyan (RUSA).  

            Throwing light on the upgradation of SAIF/CIL lab, PU VC informed that lab facilities have been made available not only to PU but also to various R&D labs, Micro, Small & Medium Enterprises (MSMEs) and industries PAN India. PU has analysed maximum number of samples out of 16 SAIF Centres in India. It was further informed that PU has started upto Rs. 40,000/- interest subsidy to students of Self Finance Courses who have taken Education Loan to get enrolled at the University. PU has created a Corpus of approximately Rs. 2 crore to help the students. Also, an amount of Rs. 60 lakhs has been approved for the students of the affiliated colleges of PU in various categories. Two new categories for Youth Welfare and Transgender have been added for the first time. PU VC urged all to work towards playing an important role in adopting the National Education Policy in true sense and right spirit which is focused at multidisciplinary approach.

            Earlier, CA Vikram Nayyar, in his welcome address appreciated the role of PU fraternity including the faculty, administrative staff, researchers, health workers, security personnel for devising strategies to carry on the show during that challenging times of lockdown. He urged all to continue with their good work unitedly, to take PU ahead on the road to success.

Prof. Praveen Rishi Elected as First Woman President of AMI

Prof. (Mrs.) Praveen Rishi from the Department of Microbiology, Panjab University Chandigarh has been elected as President, Association of Microbiologists of India (AMI) for the year 2022-23 through a triangular contest. Dr. Rishi is the first elected woman President as the earlier three women Presidents were offered Honorary Presidentship during the initial years after the inception of AMI. The result of this election has also highlighted the recognition of Women Empowerment in the field of Microbiology in India. Prof. Rishi has long-standing connect with AMI and is presently also serving as a member of Central Council (CC) of AMI for the second term. AMI is a prestigious association, established in 1938, and is presently having around 5000 life members.

Webinar on Sustainable Building Organized at PU

The Centre for Human Rights and Duties in collaboration with The University Institute of Fashion Technology and Vocational Development(UIFT&VD), Panjab University organized a Webinar titled ‘Is Sustainable Building a Practical Solution or just a Fad?’ on January 27 given by Ms Shagun Singh, the founder of Gilli Mitti Farms and Gilli Mitti Foundation.

Dr. Namita Gupta, Chairperson, Centre for Human Rights and Duties introduced the speaker Ms Shagun Singh, an MBA graduate in Marketing and Finance who left an enthralling entrepreneurial career for a passion filled life where she dived into a sustainable form of living and launched Gilli Miitti foundation, which is an educational cum demo center for sustainable housing, permaculture, off grid self sufficient homesteading, food preservation and non-toxic bio degradable products.

            Ms Shagun busted various myths that ‘cement’ was not the only option for solid building material that should be resorted to. She endorsed sustainability as a way of life where she stated that ‘Mud’ was one of the most earthen materials and logistical resources that should be used as dominant building blocks of houses. Cement lobbies have brainwashed the government and populace that Mud has low tensile strength which is not suitable for city living or that the Mud houses are more in the nature of Kacha houses and can be washed away by rainfall or unsuitable for urban atmosphere. However, various such myths were cleared where she effectively talked about how mud is the most suitable building material particularly in tropical countries like India where the climate is extreme and demarcated by high and low temperatures with oscillating degrees of rain and sun where the Mud structure accommodation which are not such aesthetic and elegant but comfort oriented, which give relief and respite in the hot summer and warmth in the cold and dry winter.

            Ms Shagun while emphasizing on the significance of sustainable lifestyle asserted that we should be an asset to the Mother Earth rather than being a liability. She reemphasized on the necessity of strategizing the building of a sustainable home and healthy houses in the contemporary urban scenario.

            The webinar was attended by over 81 participants covering Faculty, Students and Research Scholars of Panjab University which was followed by a robust brainstorming session.

उपमण्डल स्तर पर आयोजित कार्यक्रम में हरियाणा पुलिस, होम गार्ड व एनसीसी लडके व लड़कियों की प्लाटूनों ने मार्च पास्ट में भाग लिया। डीएवी स्कूल के विद्यार्थियों ने बैण्ड की मधुर धुन बजाई। उपमण्डल स्तर पर आयोजित गणतन्त्र दिवस समारोह में सफाई कर्मियों के अलावा बाॅम्बे नेचूरल हिस्ट्री सोसायटी के उपनिदेशक विभु प्रकाश को भी सम्मानित किया गया जो शिकारी पक्षियों के प्रवास पर लगातार 40 वर्षो से कार्य कर रहे है। इसके अलावा गिद्वों के विकास पर भी उनका सराहनीय योगदान रहा है।


एसडीएम ने देश की आजादी के लिए अपने प्राणों का बलिदान देने वाले शहीदों और स्वतंत्रता सेनानियों को श्रद्धांजलि अर्पित करते हुए कहा कि हमारे वीर सपूतों द्वारा द्वारा किए गए बलिदान के लिए राष्ट्र हमेशा ऋणी रहेगा। इन वीर सपूतों द्वारा दिए गए बलिदान को कभी नहीं भुलाया जा सकता। इस दिन भारत का संविधान लागू हुआ और भारत सबसे बड़े गणतन्त्र बना। आजादी के बाद सरकार ने बिजली, शिक्षा, रोजगार, महिला शिक्षा एवं उत्थान, स्वरोजगार, उद्योगों आदि को बढावा देने के लिए सार्थक प्रयास किए है। इनका लाभ वर्तमान में हर प्रदेशवासी को मिल रहा है।

पंचकूला 27 जनवरी।     नगर निगम की बैठक में विभिन्न विकास व  अन्य कार्यो पर खर्च करने के लिए 115.65 करोड़ रुपए का बजट सर्वसम्मति से पारित किया गया, जबकि विभिन्न मदों मंे निगम को आगामी वितिय वर्ष 2021-22 के 23 हैड के माध्यम से 119.37 करोड़ रुपए का राजस्व एकत्र करने का लक्ष्य निर्धारित किया गया है।

यह निर्णय सैक्टर 1 स्थित लोक निर्माण विभाग के विश्राम गृह में नगर निगम के पार्षदों की बैठक आयोजित की गई। इस बैठक की अध्यक्षता मेयर कुलभूषण गोयल व नगर आयुक्त आर के सिंह ने की। बैठक में 2416 लाख रुपए की राशि विकास कार्यो पर व्यय करने का प्रस्ताव रखा गया था लेकिन मेयर ने इसे बढाकर 40 करोड़ करने सुझाव दिया। इस पर सभी पार्षदों ने सहमति दी।यह राशि स्ट्रीट लाई के रखरखाव, मशीनरी की खरीद, दुध डेयरियों को बदलने, लाईबे्ररी का निर्माण, शौचालयों के निर्माणा व रखरखाव, सीसीटीवी कमरे लगाने व खरीद करने, बागवानी को बढाने आदि पर खर्च की जाएगी। गरीब बच्चों के लिए शिक्षा पर निर्धारित राशि भी देने पर पूर्ण सहमति बनी। इसके अलावा नियमित सफाई कर्मियो की मांग भी सरकार से करने पर भी सहमति जताई गई।


बैठक में स्टेªे डाॅग का नियंत्रण, एपिडेमिक, एलटीएसी, लाॅन एण्ड एडवांस, इलेक्शन चार्ज, प्रिंटिंग एण्ड स्टेशनरी, गाडियों के रखरखाव, एडवरटाईमेंट एण्ड पब्लिसिटी, मैडिकल बिलों के भुगतान, सांस्कृति गतिविधियां, सर्वे एवं निरीक्षण, सेलरी आदि पर बजट बजट पारित किया।


बैठक में एमसी फण्ड के निवेश एवं डिपोजिट पर ब्याज के लए 600 लाख, इलेक्ट्रिसिटी डयूटी के लिए 550 लाख, प्रोप्रटी टैक्स के लिए 2500 लाख, लाईसेंस फीस के लिए 40 लाख, स्टाम्प डयूटी के लिए 4000 लाख, डिवलेपमेंट चार्जिज के लिए 100 लाख रुपए एवं दुकानों का किराये के लिए 20 लाख रुपए का बजट लक्ष्य निर्धारित किया गया है। तहबाजारी व फायर टैक्स के लिए 10-10 लाख,, मृत पशुओं का ठेका हेतू 20 लाख रुपए, रोड कट चार्ज के लिए 70 लाख, कम्पोजिशन फीस के लिए 80 लाख रुपए, कम्पाउंडिंग फीस के लिए 20 लाख, पार्क, ग्राउण्ड व कम्पयुनिटी सैंटर की बुकिंग के लिए 50 लाख, बिल्डिंग एपलीकेशन फीस के लिए 30 लाख रुपए एवं मिसलेनियश फीस एकत्र करने के लिए 40 लाख रुपए का राजस्व एकत्र  का लक्ष्य निर्धारित किया गया है।

बैठक में एडवरटाईजमेंट के लिए 500 लाख, टावर फीस व केबल लाईसेंस फीस के लिए 100 लाख, भूमि बिक्री के लिए 1000 लाख रुपए, लीज व भूमि का ठेका के लिए 50 लाख रुपए, हरियाणा शहरी विकास प्राधिकरण से शेयर के लिए 2000 लाख रुपए, आॅक्शन आफ गुडस अर्थ व सरकण्डा के लिए 100 लाख रुपए तथा टैण्डर फीस के रूप में 10 लाख रुपए का राजस्व एकत्र करने का लक्ष्य निर्धारित किया गया है। बैठक में यह भी निर्णय लिया गया कि शहर में लगे सभी टावरों का सर्वे व निरीक्षण करके  उनसे एक करोड़ रुपए का राजस्व एकत्र करने पर बल दिया जाए।
