Chandigarh, June 25:- Keeping in view of the coming Monsoon Season, Sh. K.K. Yadav, IAS, Commissioner, Municipal Corporation Chandigarh today constituted  20 teams consisting of Officers/officials from Public Health divisions have been constituted.

All the team leaders will arrange required labour for removal of blockage in Storm Water drains during the period of rain in other than day time with approval from their respective Executive Engineers.  The teams will work under the supervision of Divisional Officers as under:-

Chandigarh, June 25:- A meeting of Finance & Contract Committee, Municipal Corporation Chandigarh was held here today under the chairpersonship of Smt. Raj Bala Malik and attended by Sh. K.K. The members of committee discussed various important agenda items in detail and accorded approval for the following:

·        The committee discussed the agenda regarding maintenance and functioning of Multilevel parking, sector 17 in detail and accorded approval to engage outsource labour/staff through GeM portal amounting to Rs. 18.57 lacs per annum additional to the previous approved expenditure.

·        Rough Cost Estimate for providing and laying water supply pipe line from existing water supply to booster near factory No. 560, Industrial area Ph-II, Chandigarh to improvement the water supply in the area at an estimated cost of Rs. 29.34 lacs.

·        The committee also accorded approval regarding providing one peon and one Date Entry Operator each for the camp office of officers at the rank of Zonal Commissioners.

·        The committee accorded approval to the reserve price @ Rs. 38.50 for 6 years period on lease bases of Mango, Jamun, Lichi, Chickoo, Guava, Loquat, Annar, Kathal and Peach fruit crop on the trees along both side of Purv Marg touching Sector 28 and 29 on one side and industrial area Ph-I on other side, Chandigarh.

·        The committee also accorded approval to the allotment of nursery sites at village Mauli Jagran, Chandigarh.

·        The F&CC accorded approval to run the Animal Birth Control programme with the existing staff initially meanwhile tender may be called once again to outsource the ABC programme. However four security guards will be allowed for around the clock duty at the ABC centre alongwith purchasing surgical packs/equipments, necessary medicines and dog feed for the captured and sterilized dogs during their stay at the ABC centre.

·        The committee also accorded approval to the agenda item regarding rate revision for printing of computerized water billing and preparation of master files by NIELIT Rupnagar with an increase of 6.60% of the existing rate i.e. 18 paisa +GST @ 18%.

·        The committee also accorded approval for agenda for providing free parking to the employees of Municipal Corporation, Chandigarh.

Water Supply shut down

Chandigarh, June 25:- Due to urgent repair on 66 KV, Morinda, Kajauli DC line scheduled to be carried out by PSPCL from 9 am to 5 pm on 27th, 30th June and 3rd July, 2020 to sagging of new conductor on new towers & to dismantle old towers and conductor, there will be no pumping of raw water from Kajauli to water works, sector 39. Therefore, the timings of water supply for whole of the city shall be as under:

                उपमंडल अधिकारी (नागरिक) जयवीर यादव ने बताया कि पंचायती राज संस्थाओं के आगामी आम चुनाव के लिए अनुसूचित जाति, महिलाओं (अनुसूचित जाति की महिलाओं सहित) के लिए 29 जून 2020 को सायं 3.30 बजे स्थानीय पंचायत भवन सिरसा में पद आरक्षित किये जाएगे। यह कार्य ड्रा ऑफ लाट के माध्यम से सम्पन्न किया जाएगा। उन्होंने बताया कि हरियाणा पंचायत राज निर्वाचन नियम 1994 के नियम 5 व 6 (1) व (2) के तहत निर्धारित प्रक्रिया अनुसार खंड सिरसा के अंतर्गत ग्राम पंचायतों के सरपंच व पंच के पद अनुसूचित जाति महिलाओं के लिए आरक्षित किए जाने है। उन्होंने बताया कि आमजन आरक्षित पदों की प्रक्रिया को देखने हेतू निर्धारित तिथि को उपस्थित हो सकते है।

                उपायुक्त रमेश चंद्र बिढ़ान ने कहा कि कोरोना संक्रमण से बचाव के लिए सोशल डिस्टेंसिंग, मास्क व हाथों को सेनिटाइज करना सबसे बड़े उपाय हैं, आमजन सुरक्षा निमयों को अपनाते हुए खुद भी सुरक्षित रहें और दूसरों को भी सुरक्षित रखें।

                उपायुक्त बिढ़ान ने कहा कि नागरिक घर से बाहर निकलते समय मास्क अवश्य पहने तथा एक-दूसरे से कम से कम दो गज की दूरी बनाए रखें। इसके अलावा दिन में बार-बार हाथ धोते रहें अपने मुंह, आंखों पर हाथ न लगाएं। उन्होंने कहा कि नागरिक कोरोना से बचाव संबंधी उपायों के प्रति लापरवाही न बरतें। कोविड-19 के बचाव के तहत जो नियम बनाए गए हैं वे नागरिकों की सुरक्षा के लिए ही बनाए गए हैं, छोटी सी लापरवाही न केवल स्वयं को बल्कि दूसरों को भी संकट में डाल सकती है।

                उपायुक्त ने कहा कि कोरोना महामारी के खिलाफ लड़ाई में प्रत्येक व्यक्ति की समान भागीदारी है, इसके लिए हमें स्वयं की व अपने आसपास की स्वच्छता का विशेष ध्यान रखना है। नागरिक समय-समय पर हाथों को सेनिटाइज करते रहें अथवा साबुन से अच्छी प्रकार से हाथ धाएं। उन्होंने कहा कि अपने खान-पान का विशेष ध्यान रखें तथा घर में रह कर अपनी दिनचर्या में योग व प्राणायाम को शामिल करें। उन्होंने बताया कि अगर जरूरी हो तभी यात्रा करें। अगर कार में ट्रैवल करते है तो सोशल डिस्टेंसिंग की पालना करें। अगर स्कूटर या बाइक पर जाना पड़े तो अकेले ही जाए, समूह में खड़े होने से बचे। उन्होंने कहा कि अगर हम इन सब बातों का ध्यान रखेंगे तो हम कोरोंना के खिलाफ इस लड़ाई को जीतने में सफल रहेंगे।


दुकानदार भी समझें अपनी जिम्मेवारी, ग्राहकों को करें मास्क लगाने के लिए प्रेरित : उपायुक्त बिढ़ान


                उपायुक्त रमेश चंद्र बिढ़ान ने दुकानदारों से अपील की है कि वे अपनी दुकान में आने वाले ग्राहकों को मास्क लगाए रखने के लिए प्रेरित करें। इसके अलावा दुकानों के आगे सोशल डिस्टेंसिंग की भी कड़ाई से पालना करवाना सुनिश्चित करें तथा सेनिटाइजर  भी रखें। उन्होंने कहा कि अगर कहीं भी लापरवाही मिली तो संबंधित के खिलाफ सख्त कार्रवाई अमल में लाई जाएगी। उन्होंने कहा कि प्रत्येक व्यक्ति की यह नैतिक जिम्मेवारी है कि वे गृह मंत्रालय व स्वास्थ्य और परिवार कल्याण मंत्रालय, भारत सरकार द्वारा जारी दिशा निर्देशों की पालना सुनिश्चित करें।

                उपायुक्त रमेश चंद्र बिढ़ान ने बताया कि कोरोना वायरस के संक्रमण के जोखिम का आकलन करने के लिए केंद्र सरकार द्वारा लांच आरोग्य सेतु एप आपको यह बताएगा कि आप जोखिम में हैं या नहीं। एप ब्लूटूथ और जीपीएस से चलता है। यह एप कोविड-19 संक्रमण के प्रसार, जोखिम और बचाव एवं उपचार के लिए लोगों तक सही और सटीक जानकारी देने का काम करेगा। उन्होंने बताया कि यदि कोई कोरोना पॉजिटिव व्यक्ति निर्धारित दायरे में आता है तो आपके पास तुरंत संदेश आने शुरू हो जाएंगे। यह एप कोरोना के प्रति आप को अलर्ट कर देगा। यह एप कई भाषाओं में उपलब्ध है। उन्होंने बताया कि देश में कोरोना पॉजिटिव से संबंधित नागरिकों का डाटा एप पर डाला गया है। ऐसे में इस तकनीक का ज्यादा से ज्यादा लाभ उठाया जाए। उन्होंने बताया कि जनता को कोरोनावायरस से डरने की जरूरत नहीं है बल्कि एतिहात रखने की जरूरत है।

धरना-प्रदर्शन में 50 से अधिक लोग शामिल होने पर लेनी होगी पूर्व अनुमति : उपायुक्त बिढ़ान

                   उपायुक्त रमेश चंद्र बिढ़ान ने बताया कि विभिन्न कर्मचारी यूनियनों, धार्मिक संगठनों, राजनीतिक दलों, किसान यूनियनों, श्रमिक संघों आदि द्वारा अपनी मांगों के लिए केंद्र या राज्य सरकार के खिलाफ सामूहिक सभा / समूह में धरना, प्रदर्शन के दौरान स्थानीय लघु सचिवालय परिसर में कानून एवं व्यवस्था के रखरखाव में बाधा उत्पन्न होती है और शांति भंग होने की संभावना से भी इंकार नहीं किया जा सकता है।

                    उपायुक्त ने बताया कि धरना प्रदर्शन के लिए सिरसा में चौ. देवीलाल विश्वविद्यालय मिनी बायपास पर खुला मैदान (दशहरा ग्राउंड) स्थान निर्धारित किया गया है। उन्होंने बताया कि कोरोना महामारी के चलते सोशल डिस्टेंस की पालना के मद्देनजर धरना प्रदर्शन में 50 से अधिक लोग शामिल होने पर संबंधित संगठनों को उपमंडल अधिकारी नागरिक से पूर्व अनुमति लेनी होगी। इसके अलावा संगठनों को गृह मंत्रालय एवं स्वास्थ्य और परिवार कल्याण मंत्रालय, भारत सरकार व हरियाणा सरकार के निर्देशानुसार कोविड-19 मानक संचालन प्रोटोकॉल (एसओपी) के तहत जारी हिदायतों की पालना करने का शपथ पत्र भी देना होगा। उन्होंने बताया कि धरना / प्रदर्शन के दौरान संगठनों को निर्धारित नियमों की पालना करना अनिवार्य होगा जिसमें सामाजिक दूरी, स्वच्छता प्रोटोकॉल व फेस मास्क लगाना शामिल है। इन नियमों की सख्ती से पालना करना अनिवार्य है। उन्होंने बताया कि प्रतिभागियों की संख्या 50 से कम है, तो वे स्थानीय लघु सचिवालय, सिरसा (सीमा की दीवार के बाहर) धरना / विरोध प्रदर्शन कर सकते हैं।

                    कोरोना का पॉजिटीव मामला सामने आने पर 29 मई को कंटेनमेंट जोन बनाए गए खंड सिरसा के गावं पनीहारी व खंड ओढां के गांव रोहिड़ांवाली व खंड रानियां के गांव फतेहपुरिया के प्रभावित क्षेत्र को कंटेनमेंट जोन मुक्त घोषित कर दिया है। क्षेत्र के कंटेनमेंट मुक्त होने के साथ ही प्रभावित क्षेत्र के साथ लगते एरिया को भी बफर जोन मुक्त कर दिया है। अभी ऐहतियात के तौर पर मेडिकल टीम की तैनाती रखी गई है।

                    उपायुक्त रमेश चंद्र बिढान ने बताया कि प्रभावित क्षेत्र में स्वास्थ्य विभाग की रिपोर्ट अनुसार निर्धारित अवधि में कोई भी कोरोना के फैलाव प्रभाव संबंधी मामला सामने नहीं आया है। इसी आधार पर उक्त एरिया को कंटेनमेंट जोन से मुक्त किया गया है तथा साथ के क्षेत्र को भी बफर जोन मुक्त किया गया है। क्षेत्र से सभी प्रकार की सीलिंग हटा दी गई है, लेकिन स्वास्थ्य सेवाओं के दृष्टिगत अभी एक मेडिकल टीम की तैनाती रहेगी। यह टीम 14 दिन तक यहां तैनात रहेगी और इस दौरान होने वाली स्वास्थ्य गतिविधियों की रिपोर्ट देगी।

                    उन्होंने बताया कि एरिया को भले ही कंटेनमेंट जोन मुक्त किया गया है, लेकिन अभी एहतियात के तौर पर स्वास्थ्य विभाग की टीम तैनात रहेगी, जोकि क्षेत्र के लोगों को जरूरत अनुसार स्वास्थ्य संबंधी सेवाएं देगी जिसमें मेडिकल ऑफिसर, फार्मासिस्ट व एएनएम शामिल है। यह टीम इंफ्लयुंजा व बीमारी आदि मरीजों का इलाज करेगी। उन्होंने आमजन से अपील की है कि जिस प्रकार से 28 दिन की अवधि में आपने पुलिस व प्रशासन की टीम का सहयोग दिया है, उसी प्रकार आगे भी कोविड-19 से बचाव के लिए जारी प्रशासनिक हिदायतों की अनुपालना व सोशल डिस्टेसिंग बनाकर रखें। अनावश्यक रूप से घरों से न निकलें और दूसरों को भी इसके लिए प्रेरित करें।

IGNOU launches MA Sanskrit from July, 2020

Indira Gandhi National Open University (IGNOU) has launched a Master’s Degree Programme in Sanskrit from July, 2020 admission Cycle through Open and Distance Learning (ODL) mode. The programme has been designed and developed with academic consultation and support of the eminent scholars in the field of Sanskrit across the country. Due to COVID-19 pandemic, the launch programme was done in a virtual mode via Google Meet in which many distinguished scholars of Sanskrit language and literature from the various parts of the country were present along with the Directors of School of Studies of IGNOU, teachers and academics from IGNOU HQs and Regional Centres. In this launch programme Prof. Nageshwar Rao, Hon’ble Vice-Chancellor of IGNOU declared the admission open in the MA Sanskrit  programme from July, 2020 Session. There is a great demand for this programme and lots of students are expected to enroll in this programme to take advantage of the flexibility which IGNOU offers to its learners. The launch programme was broadcast live on Facebook page of IGNOU and also live streamed through Gyan Dhara, the University’s Internet based channel.

एटीएम में तोड़फोड़ व करियाणा की दुकान में हुई चोरी की वारदातें सुलझी, घटना के तीनों आरोपी काबू

सिरसा,25 जून…….जिला की ऐलनाबाद थाना पुलिस ने महत्वपुर्ण सुराग जुटाते हुए बीती 23 जून,2020 की रात्रि को टिब्बी रोड पर स्थित एटीएम में तोड़फोड़ व दो स्टैबलाइजर चोरी व उसी रात को सीएचसी ऐलनाबाद के पास स्थित करियाणा की दुकान से हुई चोरी की दो घटनाओं की गुत्थी को सुलझा लिया है । इस संबंध में जानकारी देते हए थाना ऐलनाबाद प्रभारी इंस्पैक्टर राधेश्याम ने बताया है कि इस संबंध में घटना के तीन आरोपियों को गिरफ्तार किया गया है । उन्होंने बताया कि पकड़े गए आरोपियों की पहचान अरूण कुमार पुत्र बलवंत, राजकुमार उर्फ रजिया पुत्र लीला राम निवासियान वार्ड नं. 2, ऐलनाबाद व पवन कुमार पुत्र नथू राम निवासी वार्ड नं. 5, ऐलनाबाद के रुप में हुई है । इस संबंध में ऐलनाबाद थाना प्रभारी ने बताया कि गिरफ्तार किए गए आरोपियों की निशानदेही पर चोरीशुदा दो स्टैबलाइजर तथा चोरीशुदा करियाणा की दुकान का सामान बरामद कर लिया है । थाना प्रभारी ने बताया कि इस संबंध में थाना ऐलनाबाद में अभियोग दर्ज कर जांच शुरु की गई थी । पकड़े गए आरोपियों को अदालत में पेश किया जाएगा ।

Taking cognizance of the fact that an employee posted in re-evaluation
branch of Panjab University, Chandigarh is found Corona positive and
that it is suspected that she and her family might had contact tracing
with  employees of other branches, The Competent Authority has approved
that, as a matter of caution, the Administrative block and Aruna Ranjit
Chandra Hall of PU shall remain closed for 3 days i.e. upto 26th June
2020.

In the mean time all the officers (Deputy Registrars and Assistant
Registrars) posted in these blocks shall seek information from officials
under their charge as to whether they had any contact with the employees
who have been found Corona positive.

Prof Karamjeet Singh, Registrar informed that if there is any scheduled
meeting or last date for submission of document during these days, the
same stand postponed to next working day. However, the situation will be
reviewed on 26th June 2020 for chalking out the further course of
action, he added. In the meantime, complete sanitisation of the two
buildings has been done today.
