Chandigarh, August 26:- “Swachhata Ki Paathshala”, an initiative of Municipal Corporation Chandigarh which was initiated in July, 2022 to motivate the young minds to follow the habits of personal hygiene, cleanliness in the surroundings etc. In this initiative, the Commissioner, Joint Commissioners and other senior officers along with employees of corporation visit the schools of daily basis to address the students about the importance of segregation of waste, ban on plastic, home composting and responsibility of the citizen.

During these sessions, Ms. Anindita Mitra IAS, Commissioner Municipal Corporation Chandigarh and other officers of MCC Mrs. Shalini Chetal, Sh. Rohit Gupta, Mrs. Isha Kamboj, Joint Commissioners, Sh. N.P. Sharma, Chief Engineer, Dr. Vinay Mohan, MOH and Dr. Vivek Trivedi, Social Development Officer addressed students between class 6th to 12th and emphasized upon the import of segregation of waste considering the amount of waste being generated and its negative impact on environment if not segregated.

“School authorities are actively participating in the activity and they are cooperating with the corporation in vision to make the city beautiful in real sense of cleanliness. The aim behind organizing “Swachhta Ki Paathshala” is to bring sustainable change in the attitude of students as well as adults.”, she added.

An interactive session was conducted with students by Representatives of Municipal Corporation during which Students ask their queries and all the queries are answered by the officials.  Videos are shown to the students for better understanding of the swachhata related issues.

Students are trained to take responsibility to keep the city clean and deter people from littering the streets, spitting in public places and stop using single-use plastic. The message taken by the students during “Swachhata Ki Paathshala” spreads to their parents, families and surroundings in true spirit of responsible citizens.

During the last week from August 22nd – 26th, 2022, MCC has covered 10 Government and Private Schools covering the urban and peripheral areas including GMSSS- MHC, Manimajra, GMHS, Sec-7, GMSSS- Karsan, St. Mary’s School- Sec-46, Kulwant Rai Sarvhitkari Vidya Mandir, Sec-43, Aanchal International  School, Sec- 41, Paragon Convent School, Sec- 24, Bhavan Vidyalaya, Sec-27, GMSSS- Sec. 44/B, GMSSS-Kaimbwala.

Lecture on Public Health Discussion in The Constituent Assembly

The Department of political science, Panjab University organized a special lecture to commemorate 75years of India’s independence. Professor K. K. Kailash of Hyderabad Central University in his explorative desk research based paper examined the Constituent Assembly Debates (CAD) to map the thoughts of the founding minds on the subject of public health. The research identified five dimensions of the way in which health was used in the CAD. These include health as a metaphor, persuasive tool, legitimation device, federal dimension and health as health. The study focused on three research questions: first, whether public health was a concern in the making of the constitution; second, how the concept of health was understood; third, which level of government was responsible for health and finally, the issue of resources and finances. Looking for possible answers, he referred to scholarly studies on the CAD, which have examined issues like democracy, equality, justice, property, and secularism. However, Dr Kailash found that public health did not necessarily receive much attention despite the members agreeing to establish social and economic democracy as well with political/electoral democracy. The absence of lengthy discussions on public health in the CA was primarily because much of the conversation took place outside and also why the discussion in the CA did not get into the details and complexities. At the same time, it also indicates a definitive agreement on the importance of public health and how it could be improved over a period of time. However, the reality is that in the part three of the constitutional text dealing with fundamental rights, right to health and education were not included in the constitutional text. While education did get mention in the directive principles part, health remained neglected. This raises the basic questions, including the place of health in the Indian Constitution and its commitment to good health services for its citizens, especially the women and marginalized groups. At the time of writing the constitution, an overwhelming percentage of Indians were below the poverty line and average life expectancy was only 27 years.

Professor Kailash also referred to the question as to how the constitution-makers visualized the public health federal interface. Despite there being an overwhelming consensus that health was a key nation-building activity and the government had to take responsibility, there were differences as to which level it was to be handled. Sifting through the CAD debates show that members were aware of the great differences between different parts of the country. States and provinces that were doing better were concerned about how they could maintain their existing standards. They were fearful that they would lose in the long run as the quality of services would come down. At the same time, some states were asking for more finances and resources to be diverted to their regions, given the abysmal conditions of health care. Even during the recent public health crisis in the form of COVID-19 spread, the question emerged whether centre or the state can be considered best equipped to handle such a crisis? Is India’s scratchy management without unity of purpose during the height of the crisis marked a failure of the federal spirit? Who should finance the prevention, mitigation and recovery from the health crisis? How can the holistic healthcare become a reality on the ground?

पंचकूला, 25 अगस्त- उपायुक्त श्री महावीर कौशिक ने आज लघु सचिवालय के सभागार में सीएम विंडों पर आई हुई शिकायतों के निवारण को लेकर जिला राजस्व एवं नगर निगम पंचकूला व नगर परिषद कालका के अधिकारियों के साथ आयोजित बैठक की अध्यक्षता की और उन्हें शिकातयों का तय समय सीमा में निवारण करने के निर्देश दिये।  उपायुक्त ने कहा कि मुख्यमंत्री श्री मनोहर लाल सीएम विंडो पर आई शिकायतों की स्वयं माॅनिटरिंग करते है। उन्होंने कहा कि सीएम विंडो लोगों की समस्याओं के समाधान का एक प्रभावी आॅन लाईन माध्यम है।  उन्होंने संबंधित अधिकारियों को निर्देश दिये कि वे सीएम विंडों पर आई शिकायतों को गंभीरता से लें और उनका जल्द से जल्द समाधान करें ताकि शिकायतकर्ता को समय पर न्याय मिल सके और लोगों का विश्वास सरकार में और बढ़े। इस अवसर पर एसडीएम पंचकूला श्रीमती ऋचा राठी, कालका एसडीएम रूचि सिंह बेदी, नगराधीश गौरव चैहान, जिला राजस्व अधिकारी नरेश कुमार, बीडीपीओ विशाल पराशर, रायपुररानी के बीडीपीओ परमनंदन, पुलकीत मलहोत्रा, ईओ कालका निशा शर्मा, तहसीलदार पंचकूला पुण्यदीप शर्मा, तहसीलदार रायपुररानी वीरेंद्र गिल सहित अन्य संबंधित अधिकारी भी उपस्थित थे।

Mayor launches floral waste management in Chandigarh

Chandigarh, August 25:- Municipal Corporation, Chandigarh by dovetailing National Urban Livelihood Mission and Swachh Bharat Mission starts processing Floral Waste  into “Puja Samagri “ like Agarbattis and Diyas. Mayor Sarabjit Kaur Dhillon honoured SAI Trust and gave certificates to the participants in the presence of Anindita Mitra IAS, MC Commissioner Chandigarh and Nirmala Devi, Area Councillor. 


A  two day training camp  was organized in Village Maloya in collaboration with SAI Trust, for 35 women Self Help Groups. An NGO , Save Prithvi working in the field of Floral Waste Management, trained the women.  In the training, the women were taught how to process floral waste and convert it into beautiful and environment friendly end products. 


Chandigarh generates 450 kg of floral waste per day which rises to 700kg per day during the festive season. There are 156 locations in Chandigarh which include Religious Places, Banquet halls, Florists shops, etc. 


Sarbjit Kaur, Mayor, appreciated the efforts of SAI Trust, a Religious Organisation, which came forward to help in the initiative by providing the land for processing daily floral waste, manpower of around 5-6 women  who will provide support in the whole process. Mr. Rajesh Kalia, President of SAI Trust also committed for an outlet in the mandir where the Products and Samagri will be sold.  She said that the city should strive towards ECI friendly festivities in which only such products should be used.

Speaking on this occasion, MC Commissioner Anindita Mitra said that Municipal Corporation Chandigarh is fully committed to processing 100% waste generated by the city. Already, MC has started processing its coconut waste, its hazardous waste, its sanitary waste completely. Within the next 3 months 100% dry waste and horticulture waste shall also be processed by MC Chandigarh.

Chandigarh, August 25:- Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation Chandigarh , alongwith area councillor Sh Kuldeep Kumar, today visited village Dadumajra to take stock of ongoing development works alongwith to listen the issues of area residents.

The on foot visit of Commissioner was started at 7.00 am in the morning alongwith all the team of concerned engineers including chief engineer, all Superintending Engineers and concerned Executive Engineers, SDEs, Junior Engineers of MCC, office bearers of Resident Welfare Associations and local residents.

During the visit the Commissioner directed the SE B&R to remove illegal vendors and encroachments by shops at various locations (along approach road Dadumajra village, Delhi Darbar, H.No. 2271 Dadumajra colony, Valmiki Mandir, etc.). She directed that patchwork of the Phirni road Dadumajra village, road cut repair infront of H.No. 62, Dadumajra village. She directed the concerned officers to remove illegal encroachments and vendors in the market area at Dadumajra colony.

She asked the SE, B&R to shift the electricity pole (causing hindrance) in between the phirni road by contacting the concerned department. She said that ownership of land acquired for community centre (near pond), park/green belt (infront of toilets) and open land (Ramleela ground) be checked and confirmed.

She asked the Medical Officer of Health to carry out cattle catching drives regularly and shift them to the Gaushalas. She asked the MOH to issue challans to the violators dumping garbage near shamshanghat at Dadumajra village.

She asked the SE, PH for rejuvenation of pond  and to remove encroachments near toilets, Dadumajra village. She asked the concerned officers to remove encroachments outside phirni road and the matter to be taken up with concerned department.

The Commissioner directed the SE, Electricity to replace non-functional street lights. She said that the sports stadium and adjacent building be utilized and provision of coaching staff, sports activity facilities be initiated besides planning of landscaping of the open portion of the stadium.

She directed the SE, Public Health  to issue challan to the house owners for sewer leakage at EWS colony. She asked the concerned officers to check the tubewell booster pump at Dadumajra colony for bad smell of water.

The Commissioner directed the concerned officers for development of park/green belt along the boundary wall of dumping ground and other parks, after laying the tertiary treated water lines.

पंचकूला, 25 अगस्त- उपायुक्त श्री महावीर कौशिक ने पशुओं में फैल रहे लम्पी स्किन रोग के दृष्टिगत पशुपालन विभाग, नगर निगम तथा गौसेवा आयोग के अधिकारियों की एक संयुक्त टीम गठित करने के निर्देश दिये हैं। यह टीम लम्पी स्किन रोग से ग्रस्त गंभीर मामलों को चिन्हित कर सेक्टर-22 व 23 के साथ लगती खाली पडी भूमि पर स्थापित किए गए क्वारंटाइन सेंटर पर लाना सुनिश्चित करेगी, जहां पशु चिकित्सकों द्वारा उनका इलाज किया जाएगा।  उपायुक्त ने यह निर्देश आज लम्पी स्किन रोग से ग्रस्त पशुओं के लिए स्थापित किए गए क्वारंटाइन सेंटर के निरीक्षण के दौरान दिये। इस अवसर पर हरियाणा गौसेवा आयोग के चेयरमैन श्री श्रवण गर्ग भी उपस्थित थे।  श्री महावीर कौशिक ने कहा कि इस क्वारंटाइन सेंटर में लम्पी स्किन रोग से ग्रस्त गंभीर मामलों को लाया जाएगा जहां पशुपालन विभाग द्वारा स्थापित किए गए अस्थाई पशु चिकित्सालय में उनका इलाज किया जाएगा। उन्होंने कहा कि यह टीम जिला के ग्वालों से भी ताल-मेल स्थातिप करेगी और बीमार गायों को इस क्वारंटाईन सेंटर में लाने के लिए प्रेरित करेगी ताकि उनका उपचार किया जा सके और अन्य गायों को संक्रमण से बचाया जा सके। उन्होंने कहा कि इस सेंटर को स्थापित करने का उद्देश्य बीमारी से ग्रस्त पशुओं को अन्य पशुओं से अलग रखना है ताकि अन्य पशुओं को इस बीमारी से सुरक्षित रखा जा सके। इस सेंटर में बीमार पशुओं के इलाज के साथ-साथ उनके चारे और पीने के पानी की व्यवस्था भी की गई है। श्री महावीर कौशिक ने कहा कि समस्त जिला पंचकूला में सीआरपीसी की धारा 144 के तहत पशु मेला लगाने, पशुओं को दूसरे जिलों व राज्यों से लाने तथा ले जाने पर प्रतिबंध लगाया गया है। उन्होंने कहा कि लम्पी स्किन रोग से पशुओं की सेहत व जान  की समस्या उत्पन्न हो सकती है। इसकी रोकथाम हेतु जिला पंचकूला में पशुओं को वाहनों तथा चरवाह ग्वालों के पशु-समूहों के अंतरराजीय तथा अंतरजिला आवागमन पर भी पूर्ण  रोक लगाई गई है। उपायुक्त ने कहा कि पशुपालन विभाग द्वारा वैक्सीन की 19000 डोज उपलब्ध करवा दी गई है और आगामी 3-4 दिन में पंचकूला जिला में सभी पशुओं का टीकाकरण पूरा कर लिया जाएगा। उन्हीने बताया कि आज लम्पी स्किन रोग से ग्रस्ति 332 नए मामले  सामने आए है जिससे बीमारी से ग्रस्ति कुल पशुओं की संख्या 3431 हो गई है। राहत की बात यह है कि 851 केस ठीक भी हो चुके है। गौशालाओं की 6 गायों समेत कुल 45 की मृत्यु हुई है जिन्हें पशुपालन विभाग द्वारा जारी दिशा-निर्देशों के अर्न्तगत जमींदोज किया जा रहा है।  इस अवसर पर पशुपालन विभाग के उप निदेशक डाॅ. अनिल बनवाला, एसडीओ डाॅ सुदेश दहिया, पशु चिकित्सक डाॅ कोमल बेनिवाल, नगर निगम के रेस्क्यू टीम इंचार्ज मोहन लाल भी उपस्थित थे।

उपायुक्त अजय सिंह तोमर ने वीरवार को शहीद भगत सिंह स्टेडियम में खेल अभ्यास कर रहे बच्चों के साथ पौधारोपण किया। इस दौरान उन्होंने बच्चों को पर्यावरण संरक्षण के लिए अधिक से अधिक पौधे लगाने के लिए प्रेरित किया।

किसान द्वारा अपने कृषि उत्पाद को मंडियों में बेचने के लिए व कृषि विभाग की सभी स्कीमों का लाभ प्राप्त करने के लिए खरीफ फसलों का पंजीकरण करवाना अनिवार्य है। अबतक जिला के 42 हजार 390 किसानों ने अपना फसल पंजीकरण करवा दिया है।


उप निदेशक कृषि डा. बाबू लाल ने बताया कि मेरी फसल-मेरा ब्यौरा पोर्टल पर पंजीकृत किसानों की ही खरीफ की फसल सरकार द्वारा निर्धारित न्यूनतम समर्थन मूल्य पर खरीद की जाएगी। उन्होंने जिला के सभी किसान भाइयों से आह्वान किया है कि सभी किसान अपनी खरीफ फसलों का पंजीकरण गांव में स्थित कामन सर्विस सेंटर व स्वयं अपने मोबाइल से fasal.haryana.gov.in पोर्टल पर करवाए।


इसके अतिरिक्त प्रधानमंत्री किसान सम्मान निधि योजना के तहत जिन किसानों ने अभी तक अपना ई-केवाईसी अपडेट नहीं करवाया है, इस कारण उन्हें इस योजना की बारहवीं किश्त प्राप्त नहीं होगी। योजना का लाभ लेने के लिए जिला सिरसा के सभी किसानों को अपना बैंक खाता, आधार कार्ड से लिंक करवाना है तथा आधार कार्ड के माध्यम से ई-केवाईसी भी करवानी होगी।


उन्होंने सभी कृषि अधिकारियों / कर्मचारियों को आदेश दिए हैं कि वे किसानों को इस स्कीम में पंजीकरण करवाने के लिए जागरूक करें। उन्होंने बताया कि यदि किसी भी व्यक्ति को फसल पंजीकरण में किसी भी प्रकार की परेशानी आती है तो वे संबंधित खंड कृषि कार्यालय व विभाग के टोल फ्री नंबर 1800-180-2117 पर संपर्क किया जा सकता है।

शहरी स्थानीय निकाय मंत्री हरियाणा डा. कमल गुप्ता ने कहा कि आमजन की शिकायतों पर पुलिस व संबंधित विभाग पूरी गंभीरता व दायित्व के साथ कार्रवाई करें ताकि पीडि़त को जल्द से जल्द न्याय मिल सके। पीडि़त व्यक्ति को न्याय और दोषी के खिलाफ कार्रवाई जरूर होनी चाहिए और इसमें किसी प्रकार की कोताही न बरतें।


शहरी स्थानीय निकाय मंत्री हरियाणा डा. कमल गुप्ता बुधवार को जिला लोक संपर्क एवं कष्टï निवारण समिति की बैठक की अध्यक्षता कर रहे थे। बैठक में कुल 13 शिकायतें रखी गई जिनमें से 9 शिकायतों का मौके पर ही समाधान कर दिया गया। बैठक में ऐलनाबाद के विधायक अभय सिंह, उपायुक्त अजय सिंह तोमर, अतिरिक्त उपायुक्त सुशील कुमार, एसडीएम सिरसा जयवीर यादव, एसडीएम ऐलनाबाद डा. वेद प्रकाश बेनीवाल, एसडीएम कालांवाली उदय सिंह, एसडीएम डबवाली राजेश पुनिया, जिलाअध्यक्ष भाजपा आदित्य देवीलाल सहित समिति के सदस्य उपस्थित थे।


शहरी स्थानीय निकाय मंत्री ने कहा कि गांव हारणी की महिला के पासपोर्ट वैरीफाई करवाने की एवज में रिश्वत के आरोप में कड़ा संज्ञान लेते हुए संबंधित पुलिस अधिकारी को तुरंत प्रभाव से सस्पैंड करने के निर्देश दिए। उन्होंने कहा कि वैरीफिकेशन के नाम पर रिश्वत मांगना और फिर शिकायत होने पर उसे वापस करना संगीन मामला है, इसलिए इस पूरे मामले की जांच एडीसी से करवाई जाए।


जिला के गांव मोठसरा निवासी राममूर्ति की शिकायत थी कि उसका पुत्र जोकि भारत फाईनेंस कंपनी में काम करता था, दिनांक 14 मई, 2021 को ओटू घाट पर मृत पाया गया था। इस पर पुलिस विभाग के अधिकारियों ने बताया कि अभी तक मृतक के मोबाइल की फॉरेंसिक जांच व लाइव डिटेक्टिव की रिपोर्ट प्राप्त नहीं हुई है। शहरी स्थानीय निकाय मंत्री ने कहा कि फिलहाल लाई डिटेक्टर मशीन से जांच करते हुए इस शिकायत पर गंभीरता से कार्रवाई की जाए।


शहरी स्थानीय निकाय मंत्री ने गांव बालासर की महिला की नाबालिग बेटी को बहला फुसला कर ले जाने से संबंधित शिकायत पर कड़ा संज्ञान लेते हुए पुलिस विभाग को निर्देश दिए कि डीएसपी ऐलनाबाद स्वयं मामले की जांच करें और अगली बैठक तक मामले का उचित समाधान अवश्य करवाएं।


समिति सदस्यों की शिकायतों व विकासात्मक सुझावों पर उठाए जाएं ठोस कदम :


बैठक में मंत्री की अनुमति पर समिति सदस्य निताशा सिहाग ने मुख्यमंत्री अंतर्जातीय विवाह शगुन योजना के तहत दिए जाने वाली प्रोत्साहन राशि की एवज में रिश्वत के रुप में संज्ञान लेते हुए निर्देश दिए कि एडीसी पूरे मामले की जांच करें, मामले में अगर कोई विभागीय अधिकारी या निजी व्यक्ति शामिल पाया जाता है तो उस पर कड़ी कार्रवाई की जाए। इसी प्रकार समिति सदस्य द्वारा शहर में बेसहारा पशुओं से होने वाले हादसों व सफाई व्यवस्था और बेहतर करने की शिकायत पर मंत्री ने नगर परिषद को निर्देश दिए कि शहर में सफाई व्यवस्था को और सुदृढ किया जाए। इसके अलावा पशुओं में लंपी बीमारी का प्रकोप खत्म होने पर बेसहारा पशुओं को गौशालाओं में भिजवाया जाए।
