उपमंडल अधिकारी (नागरिक) जयवीर यादव ने बताया कि हरियाणा पंचायती राज निर्वाचन नियम 1994 के तहत पंचायत समितियों के लिए 29 जून 2020 को प्रात: 9 बजे खंड विकास एवं पंचायत अधिकारी कार्यालय नाथूसरी चौपटा में वार्ड पद आरक्षित किए जाएंगे।
उन्होंने बताया कि पंचायत समिति नाथूसरी चौपटा के कुल 30 वार्डों में से अनुसूचित जाति के लिए आरक्षित वार्ड पद 7 में से अनुसूचित जाति की महिलाओं के लिए 3 पदों, एक पिछड़ी जाति तथा बाकी 22 अनारक्षित पदों में से 7 पद सामान्य वर्ग की महिलाओं के लिए आरक्षित करने तथा सरपंच पद के लिए महिलाओं के लिए 3 पद तथा पुरुष वर्ग के लिए 7 पद अनुसूचित जाति के लिए आरक्षित किए जाएंगे। यह कार्य लाट के माध्यम से सम्पन्न किया जाएगा। उन्होंने बताया कि आमजन आरक्षित पदों की प्रक्रिया को देखने हेतू निर्धारित तिथि को उपस्थित हो सकते है।

उपायुक्त रमेश चंद्र बिढ़ान ने कहा कि नशा एक सामाजिक बुराई है और इसके विरुद्ध लड़ाई को हम सामाजिक आंदोलन के रुप में लड़ कर जीत सकते है। उन्होंने कहा कि प्रतिवर्ष 26 जून को दुनिया भर में अंतर्राष्ट्रीय नशा मुक्ति दिवस के रूप में मनाया जाता है, इसका मुख्य उद्देश्य लोगों को नशे से मुक्त करवाना तथा इसके दुष्प्रभावों के बारे में उन्हें जागरूक करना है।
उपायुक्त बिढ़ान ने कहा कि अंतर्राष्ट्रीय नशा मुक्ति दिवस के अवसर पर हमें यह संकल्प लेना चाहिए कि हम नशे की इस बीमारी को जड़मूल से खत्म करने के लिए आगे आए तथा एक संशक्त समाज के निर्माण में अपना अमूल्य योगदान देें। उन्होंने कहा कि नशे का सेवन स्वास्थ्य के लिए हानिकारक है। इसके सेवन से व्यक्ति कई गंभीर बीमारियों का शिकार हो जाता है, साथ ही नशा परिवार एवं समाज के विघटन का प्रमुख कारक बनता है। उन्होंने कहा कि नशा करने वाला व्यक्ति सामाजिक तौर पर चेतना शून्य हो जाता है तथा समाज में अपराध व घरेलू हिंसा जैसी गैर कानूनी हरकतों को भी बढ़ावा मिलता है। उन्होंने कहा कि नशीले पदार्थों के उपयोग से न सिर्फ व्यक्ति के मानसिक संतुलन पर प्रभाव पड़ता है बल्कि उसको भयंकर बीमारियों का भी सामना करना पड़ता है। उन्होंने कहा कि नशे से जन व धन की दोनों की हानी होती है।
उन्होंने कहा कि जिला में अनेक नशा मुक्ति केंद्र कार्य कर रहे हैं, जिनके माध्यम से नशे की लत से पीडि़त व्यक्तियों की इस बुराई से लडऩे में उनकी मदद की जा रही हैं। उन्होंने कहा कि इन व्यसनों से ग्रस्त व्यक्ति को नशे के कुचक्र से निकालने के लिए परिवार व समाज के सहयोग व सहानुभूति की आवश्यकता होती है। साथ ही माता-पिता को चाहिए कि वे बच्चों को इस बुराई से दूर रखने के लिए उनके साथ अधिक से अधिक समय बिताएं, उनकी समस्याएं सुने तथा उनसे मैत्रीपूर्ण व्यवहार करें। उन्होंने कहा कि नशे के लक्षण दिखने पर तुरंत नजदीकी स्वास्थ्य केंद्र / नशा मुक्ति केंद्र / पुनर्वास केंद्र में जाकर इलाज करवाएं। उन्होंने कहा कि एक अच्छे स्वस्थ व स्वच्छ समाज के लिए हम सभी को जागरूक होना होगा तथा इस जागरूकता को जन अभियान बनाकर जन-जन तक पहुंचाने में अपना योगदान देना बेहद जरूरी है।

उपायुक्त बिढ़ान ने कहा कि इस समय हम कोविड-19 नामक वैश्विक महामारी से जूझ रहे हैं, विशेषज्ञों का यह मानना है कि कोरोना से लडऩे के लिए हमें अपनी प्रतिरक्षा तंत्र मजबूत रखने की आवश्यकता है, नशा करने वाले व्यक्ति का प्रतिरक्षा तंत्र कमजोर हो जाता है। अत: हम सबको मिलकर इस कठिन घड़ी में नशे के खिलाफ लोगों को जागरूक करने की आवश्यकता है। उपायुक्त ने कहा कि योग व आयुर्वेद को अपना कर भी हम अपने प्रतिरक्षा तंत्र को मजबूत कर सकते हैं।

Second year Mechanical Engineering student of UIET Panjab University Chandigarh, Shri Arjun Mittal, has developed a very low-cost touchless machine to dispense hand-sanitizer. Total cost of all consumables in this machine is just Rs 500/-. This machine is instrumented with an active IR (Infra Red) sensor, a small pump and one transistor. Shri Arjun Mittal has not used any microcontroller in this machine but has instead used a transistor as a switch to operate a small pump based upon the signal of an active IR sensor.
Active infrared sensors both emit and detect infrared radiation. Active IR sensors have two parts: a light emitting diode (LED) and a receiver. When an object comes close to the sensor, the infrared light from the LED reflects off of the object and is detected by the receiver. Active IR sensors act as proximity sensors, and they are commonly used in obstacle detection systems (such as in robots).
In this machine, whenever a user places his/her hands in front of the active IR sensor, a pump placed inside the machine starts operating and sanitizer is released. This machine is housed inside a transparent Acrylic body. Panjab University has 78 departments and 15 centres at the main campus in Chandigarh. If on an average 2 such automatic hand-sanitizer dispensing machines are placed in each department/centre, then 186 such machines will be required. At the rate of Rs 500/- per machine, in just Rs 93000/- the entire campus of PU can be provided this machine at required locations.
This machine was presented by Shri Arjun Mittal to Honourable Vice-Chancellor, Prof. Raj Kumar today.
Panjab University Alumni Association ,Panjab University organized a webinar on “Right to Information: Story of Radical Shift in India’s Governance Culture” by Smt. Urvashi Gulati, former Chief Secretary, Govt. of Haryana and former Head State Information Commission, Haryana (2016-2017).
Prof. Deepti Gupta, Dean Alumni Relations, welcomed and introduced Smt. Urvashi Gulati. Many of the participants knew Smt Gulati as she is an alumna of Panjab University and was also the Chairman of the advisory committee of the IAS coaching centre in PU. They greeted and welcomed her personally.
Smt Gulati enlightened everyone on the details about the RTI Act and discussed many interesting cases from her vast experience. She talked about what all information an individual is entitled to under this Act, in what format and in what timeframe i.e. 30 days. The basic object of the Right to Information Act is to empower the citizens, promote transparency and accountability in the working of the Government, contain corruption, and make our democracy work for the people in real sense.
RTI is a master key to good governance, democratic processes, human development, and realisation of human rights. Democracy requires informed citizenry, and transparency of information – in order to contain corruption and hold governments and their instrumentalities accountable to the governed.
The participants asked many questions from Smt. Gulati which she answered to their satisfaction with examples. The webinar ended with a warm vote of thanks from PUAA.
Urvashi Gulati has been a career civil servant. She joined 1975 batch of the Indian Administrative Service and was allotted to Haryana Cadre. Her areas of expertise include rural development, health, sanitation, disaster management, electoral law, and Right to Information. She has the distinction of serving as the Chief Secretary of Haryana from 2009 to 2012. Mrs. Gulati was appointed State Information Commissioner, Haryana in 2012. She headed the Commission during 2016-2017. Currently she is serving as Member, Ghaggar Monitoring Committee and Member, Executive Committee, Solid Waste Management of the National Green Tribunal.

The members of committee discussed various important agenda items in detail and accorded approval for the following:
· The committee discussed the agenda regarding maintenance and functioning of Multilevel parking, sector 17 in detail and accorded approval to engage outsource labour/staff through GeM portal amounting to Rs. 18.57 lacs per annum additional to the previous approved expenditure.
· Rough Cost Estimate for providing and laying water supply pipe line from existing water supply to booster near factory No. 560, Industrial area Ph-II, Chandigarh to improvement the water supply in the area at an estimated cost of Rs. 29.34 lacs.
· The committee also accorded approval regarding providing one peon and one Date Entry Operator each for the camp office of officers at the rank of Zonal Commissioners.
· The committee accorded approval to the reserve price @ Rs. 38.50 for 6 years period on lease bases of Mango, Jamun, Lichi, Chickoo, Guava, Loquat, Annar, Kathal and Peach fruit crop on the trees along both side of Purv Marg touching Sector 28 and 29 on one side and industrial area Ph-I on other side, Chandigarh.
· The committee also accorded approval to the allotment of nursery sites at village Mauli Jagran, Chandigarh.
· The F&CC accorded approval to run the Animal Birth Control programme with the existing staff initially meanwhile tender may be called once again to outsource the ABC programme. However four security guards will be allowed for around the clock duty at the ABC centre alongwith purchasing surgical packs/equipments, necessary medicines and dog feed for the captured and sterilized dogs during their stay at the ABC centre.
· The committee also accorded approval to the agenda item regarding rate revision for printing of computerized water billing and preparation of master files by NIELIT Rupnagar with an increase of 6.60% of the existing rate i.e. 18 paisa +GST @ 18%.
· The committee also accorded approval for agenda for providing free parking to the employees of Municipal Corporation, Chandigarh.
Chandigarh, June 25:-Due to urgent repair on 66 KV, Morinda, Kajauli DC line scheduled to be carried out by PSPCL from 9 am to 5 pm on 27th, 30th June and 3rd July, 2020 to sagging of new conductor on new towers & to dismantle old towers and conductor, there will be no pumping of raw water from Kajauli to water works, sector 39. Therefore, the timings of water supply for whole of the city shall be as under:

उपायुक्त रमेश चंद्र बिढ़ान ने कहा कि कोरोना संक्रमण से बचाव के लिए सोशल डिस्टेंसिंग, मास्क व हाथों को सेनिटाइज करना सबसे बड़े उपाय हैं, आमजन सुरक्षा निमयों को अपनाते हुए खुद भी सुरक्षित रहें और दूसरों को भी सुरक्षित रखें।
उपायुक्त बिढ़ान ने कहा कि नागरिक घर से बाहर निकलते समय मास्क अवश्य पहने तथा एक-दूसरे से कम से कम दो गज की दूरी बनाए रखें। इसके अलावा दिन में बार-बार हाथ धोते रहें अपने मुंह, आंखों पर हाथ न लगाएं। उन्होंने कहा कि नागरिक कोरोना से बचाव संबंधी उपायों के प्रति लापरवाही न बरतें। कोविड-19 के बचाव के तहत जो नियम बनाए गए हैं वे नागरिकों की सुरक्षा के लिए ही बनाए गए हैं, छोटी सी लापरवाही न केवल स्वयं को बल्कि दूसरों को भी संकट में डाल सकती है।
उपायुक्त ने कहा कि कोरोना महामारी के खिलाफ लड़ाई में प्रत्येक व्यक्ति की समान भागीदारी है, इसके लिए हमें स्वयं की व अपने आसपास की स्वच्छता का विशेष ध्यान रखना है। नागरिक समय-समय पर हाथों को सेनिटाइज करते रहें अथवा साबुन से अच्छी प्रकार से हाथ धाएं। उन्होंने कहा कि अपने खान-पान का विशेष ध्यान रखें तथा घर में रह कर अपनी दिनचर्या में योग व प्राणायाम को शामिल करें। उन्होंने बताया कि अगर जरूरी हो तभी यात्रा करें। अगर कार में ट्रैवल करते है तो सोशल डिस्टेंसिंग की पालना करें। अगर स्कूटर या बाइक पर जाना पड़े तो अकेले ही जाए, समूह में खड़े होने से बचे। उन्होंने कहा कि अगर हम इन सब बातों का ध्यान रखेंगे तो हम कोरोंना के खिलाफ इस लड़ाई को जीतने में सफल रहेंगे।
दुकानदार भी समझें अपनी जिम्मेवारी, ग्राहकों को करें मास्क लगाने के लिए प्रेरित : उपायुक्त बिढ़ान
उपायुक्त रमेश चंद्र बिढ़ान ने दुकानदारों से अपील की है कि वे अपनी दुकान में आने वाले ग्राहकों को मास्क लगाए रखने के लिए प्रेरित करें। इसके अलावा दुकानों के आगे सोशल डिस्टेंसिंग की भी कड़ाई से पालना करवाना सुनिश्चित करें तथा सेनिटाइजर भी रखें। उन्होंने कहा कि अगर कहीं भी लापरवाही मिली तो संबंधित के खिलाफ सख्त कार्रवाई अमल में लाई जाएगी। उन्होंने कहा कि प्रत्येक व्यक्ति की यह नैतिक जिम्मेवारी है कि वे गृह मंत्रालय व स्वास्थ्य और परिवार कल्याण मंत्रालय, भारत सरकार द्वारा जारी दिशा निर्देशों की पालना सुनिश्चित करें।

उपायुक्त रमेश चंद्र बिढ़ान ने बताया कि कोरोना वायरस के संक्रमण के जोखिम का आकलन करने के लिए केंद्र सरकार द्वारा लांच आरोग्य सेतु एप आपको यह बताएगा कि आप जोखिम में हैं या नहीं। एप ब्लूटूथ और जीपीएस से चलता है। यह एप कोविड-19 संक्रमण के प्रसार, जोखिम और बचाव एवं उपचार के लिए लोगों तक सही और सटीक जानकारी देने का काम करेगा। उन्होंने बताया कि यदि कोई कोरोना पॉजिटिव व्यक्ति निर्धारित दायरे में आता है तो आपके पास तुरंत संदेश आने शुरू हो जाएंगे। यह एप कोरोना के प्रति आप को अलर्ट कर देगा। यह एप कई भाषाओं में उपलब्ध है। उन्होंने बताया कि देश में कोरोना पॉजिटिव से संबंधित नागरिकों का डाटा एप पर डाला गया है। ऐसे में इस तकनीक का ज्यादा से ज्यादा लाभ उठाया जाए। उन्होंने बताया कि जनता को कोरोनावायरस से डरने की जरूरत नहीं है बल्कि एतिहात रखने की जरूरत है।
