Chandigarh, August 18:- A meeting of committee constituted by Smt. Raj Bala Malik, Mayor, Chandigarh to enhance revenue sources of the Municipal Corporation Chandigarh was held here today, which was attended by members of the committee namely Sh. Rajesh Kumar, Sh. Anil Kumar Dubey, Sh. Mahesh Inder Singh Siddhu, Sh. Satish Kumar Kainth, Sh. Ajay Dutta, Sh. Anil Kumar Garg, Additional Commissioner, Sh. Sanjay Arora, SE (B&R), and Sh. Krishan Pal Singh, SE, Horticulture, Municipal Corporation Chandigarh.

During the meeting the financial status and sources to enhance the income of Municipal Corporation was discussed in detail and the following resolutions were recommended:

·        The committee discussed and decided that the entry ticket to the gardens/green belts had already been rejected by the General House and this committee may not discuss about the resolution.

·        Door to door waste collection charges may be implemented in the villages recently merged into the Municipal Corporation.

·        Proposal be prepared about regularization of water connection to the residents outside lal dora and amendment in water bye-laws.

·        Govt. institutions be included in addition to general public for the one time settlement of water bill defaulters with suggestions of relaxation @ 10% for one time payment, relaxation @ 7% for two installments and relaxation @ 5% for three installments. The committee also recommended to create awareness among masses about the schemes.

·        Proposals be prepared about displaying advertisements in toilet blocks located at Gardens/green belts.

·        Advertisement proposal for connecting passages to the different city markets.

·        Booking of rooms in Community centres on rent bases.

·        Option be explored to run Gyms in community centres through PPP mode.

·        Indoor and outdoor space at community centres be given on rent for organizing exhibitions.

·        Options be explored to rent out gym and exhibition hall in Mahila Bhawan, sector 38.

·        Possibilities be explored to curtail expenditure on celebration of Chrysanthemum show and Rose Festival.

·        Proposal be prepared to sale out pruned branches (fuel wood) through outsource bases.

·        20% cut in fuel to the office vehicles of all officers of Municipal Corporation Chandigarh.

The recommendations will be sent to the General House for further discussion and taking final decision on the agendas approved.

             एसडीएम दिलबाग सिंह ने बताया कि उप मंडल में कोरोना फैलाव को रोकने के मद्देनजर शनिवार व रविवार को बाजार/मार्केट पूरी तरह से बंद रहेंगी। इसके अलावा दुकानों के खुलने व बंद करने के समय में भी बदलाव किया गया है। अब दुकान खुलने का समय प्रात: 9 से सायं 6.30 बजे तक रहेगा।

उन्होंने बताया कि ग्रामीण क्षेत्र व रिहायशी कालोनियों में स्थित एकल दुकानों को ही शनिवार व रविवार को बंद से छूट दी जाएगी। यदि ग्रामीण क्षेत्र में एक साथ दस दुकानें हैं, उन्हें बाजार माना जाएगा और वहां पर भी शनिवार व रविवार को बंद का नियम लागू होगा। उन्होंने बताया कि मेडिकल हाल, पैट्रोल पंप, दुग्ध उत्पाद व डेयरी की दुकानें हर रोज प्रात: 8 से सायं 8 बजे तक खुली रहेंगी। इसके अलावा होटल, ढाबे, रेस्टोरेंट, कैफे आदि में प्रात: 9 से सायं 8 बजे तक ही सर्विस उपलब्ध करवाई जा सकेगी। रात 8 बजे के बाद बैठाकर भोजन करवाने पर पाबंदी रहेगी, लेकिन इसके बाद रात 10 बजे तक पैकिंग से होम डिलवरी कर सकते हैं। इसी प्रकार वैंडर्स/हॉकर पर भी प्रात: 9 से सायं 6.30 बजे तक का नियम लागू रहेगा। उन्होंने बताया कि निर्धारित समय के बाद तथा शनिवार व रविवार को बाजार/मार्केट में गैर जरूरी गतिविधियों के लिए व्यक्तियों की आवाजाही पर सख्ती से निपटा जाएगा। उन्होंने बताया कि कार्य स्थल पर सभी के लिए मॉस्क लगाना व सोशल डिस्टेसिंग की अनुपालना करना अनिवार्य रहेगा।

He said that the involvement of councilors to fight the battle of COVID-19 is very important since they were the ones who have greater accessibility and could keep track of patients within their respective wards. The Administrator asked all the councilors to give their suggestions to fight the battle of COVID-19 in writing so that maximum benefit may be obtained from their experience.

While expressing her concern over the COVID-19, Smt. Kirron Kher, Member Parliament, Chandigarh said that Nursing homes in Chandigarh be allowed to join the Govt. Hospitals to fight the battle against COVID-19. She said that the city will be in better solution with the availability of hospital beds/ventilators through the nursing homes for treatment of the disease. She said that it will strengthen the medical facilities we are giving in Chandigarh.

Smt. Raj Bala Malik, Mayor expressed her gratitude towards the Administrator and the team of officers, Member Parliament and all the councilors for their contribution in fight against the battle of COVID-19. She raised concern over the development as well as maintenance works falling under the jurisdiction of Municipal Corporation Chandigarh and demanded funds from the Administrator to carry out the same.

MC Councillors also raised their concern to curb the spread of disease and said that they are ready to volunteer themselves for the noble cause and for serving the society. They said that teams be formed in area level, which will inform the Administration for taking due course of action according to area based requirements.

The councilors said that screening will be enhanced specially in colonies and villages besides creating awareness among masses through local volunteers to follow social distancing, to take precautions i.e. wearing masks, developing habits of washing hands frequently after touching anything from outside etc.

The councilors raised suggestion to provide helpline numbers in each COVID-19 quarantine centers to the local area so that the family members of the positive case may co-ordinate with them through the helpline numbers.

They further suggested that helpline number is required in the PGI to co-ordinate during the fatality cases with the family members and close relatives. They suggested that traffic coming from outside city be monitored strictly and proper screening be done at all the entry points of Chandigarh. The councilors suggested to impose heavy penalty against the violators, who does not wear mask in the public.

The councilors suggested that baggers be strictly banned in city. They said that to create awareness among masses two minutes schedule of taking precautions against the spread of COVID-19 be added through online classes of every schools following slogans like “Rokiye Aur Tokiye”. Strict discipline be maintained among mobile street vendors and violators be challaned with heavy penalty besides facilities be ensured and monitored properly in quarantine centers.

उपायुक्त रमेश चंद्र बिढान ने बताया कि सरकार ने प्रत्येक किसान की फसल का पंजीकण मेरी फसल-मेरा ब्यौरा पोर्टल पर करवाना अनिवार्य किया है । इसका उद्ेश्य किसानों फसल बेचने में सुविधा पहुंचाने के साथ-साथ विभिन्न योजनाओं का सीधे लाभ भी देना है। उन्होंने कहा कि जिला के किसान 25 अगस्त तक खरीफ फसल का विवरण अपलोड करवा दें।

उन्होंने बताया कि कृषि विभाग की विभिन्न योजनाओं का लाभ के लिए मेरी फसल-मेरा ब्यौरा पोर्टल पर पंजीकृत होना जरूरी है। उन्होंने बताया कि इस समय फसलों के पंजीकरण के लिए मेरी फसल-मेरा ब्यौरा पोर्टल खुला है और किसानों द्वारा पंजीकरण करवाया जा रहा है। किसान अपने मोबाइल से भी घर बैठे अपनी फसलों का पूर्ण ब्यौरा ”मेरी फसल मेरा ब्यौराÓÓ के तहत फसलडोटहरियाणाडोटजीओडोटइन पोर्टल पर पंजीकरण करवा सकते हैं। इसके अलावा नजदीकी सी.एस.सी. सैन्टर (अटल सेवा केन्द्र) या नजदीकी मार्केट कमेटी कार्यालय में करवा सकते है।

उपायुक्त ने बताया कि पंजीकरण से संबंधित यदि कोई कठिनाई आती है तो नजदीकी मार्केट कमेटी कार्यालय में सम्पर्क कर सकते है। सभी किसान भाई फसलों का पंजीकरण आवश्यक रूप से करवाए ताकि फसल बेचने में व अन्य सरकारी योजनाओं का लाभ लेने में किसी प्रकार की कठिनाई ना हो।

कृषि अधिकारियों ने किसानों से पराली न जलाने का किया आह्वïान

                  सहायक कृषि अभियंता (इंजीनियर) डीएस यादव ने कहा कि धान की पराली को जलाना बेहद गंभीर विषय है, इससे पर्यावरण दूषित होने के साथ-साथ भूमि की उपजाऊ शक्ति भी प्रभावित होती है। किसान पराली को जलाने की बजाय इसे अपनी आय का स्त्रोत भी बना सकते हैं। इसके अलावा पराली को पशु चारा के साथ-साथ इसे भूमि में मिला कर उपजाऊ शक्ति भी बढ़ा सकते हैं। उन्होंने बताया कि प्रदेश सरकार द्वारा धान की कटाई के लिए किसानों को कृषि यंत्रों पर अच्छा अनुदान दिया जाता है। कस्टम हायरिंग सैंटर के माध्यम से किसानों को इन कृषि यंत्रों पर 80 फीसदी तक सब्सिडी दी जाएगी।

                  सहायक कृषि अभियंता (इंजीनियर) डीएस यादव ने मंगलवार को स्थानीय लघु सचिवालय के सभागार में किसानों से पराली न जलाने का आह्वïान करते हुए कहा कि पराली को जलाने से भूमि के मित्र कीट भी नष्टï हो जाते हैं जिससे भूमि की उपजाऊ शक्ति कम हो जाती है। इसके अलावा पर्यावरण भी दूषित हो जाता है जिससे अस्थमा सहित कई बीमारियां फैलने का अंदेशा रहता है। उन्होंने किसानों से आह्वïान किया कि किसान आधुनिक कृषि यंत्रों के माध्यम से धान की कटाई करें और पराली का सही इस्तेमाल करें। इस अवसर पर एसडीएओ सिरसा सतवीर सिंह, एसडीएओ डबवाली जितेंद्र कुमार, सुभाष चंद्र मौजूद थे।


                  सहायक कृषि अभियंता (इंजीनियर) डीएस यादव ने बताया कि जिला में धान की पराली जलाने पर पूर्णत: रोक के लिए विशेष योजना के तहत कार्य किया जा रहा है। गत वर्ष हरसेक की रिपोर्ट के मुताबिक जिन गांवों में पराली जलाने की अधिक घटनाएं सामने आई थी, उस आधार पर जिला के 25 गांवों को रेड जोन तथा 51 गांवों को ओरेंज जोन में रखा गया है। इन गांवों को स्ट्रा मैनेजमेंट में इस्तेमाल होने वाले कृषि यंत्रों (सीएचसी) पर किसानों को अनुदान दिया जाएगा। उन्होंने बताया कि जिला के 76 गांवों में 80 कस्टम हायरिंग सैंटर स्थापित किए जाएंगे। इन कस्टम हायरिंग सैंटर पर रैड जोन व ओरेंज जोन को प्राथमिकता दी जाएगी। कृषि यंत्रों के लिए 21 अगस्त तक आवेदन किए जा सकते हैं। उन्होंने बताया कि 10 सीएचसी अनुसूचित जाति के किसानों की सोसायटी को स्वीकृत होंगे जिससे उन्नत व महंगे कृषि उपकरणों का लाभ कम आय वाले किसान भी ले सकेंगे।


रेड जोन में शामिल गांव :


                  गांव अलिकां, बणी, चामल, दादू, दड़बा कलां, धोतड़, फरमाई, जीवन नगर, जोधकां, करीवाला, कासन खेड़ा, माधोसिंघाना, मत्तड़, नहरानावाली, नरेलखेड़ा, नटार, पनिहारी, रंगड़ीखेड़ा, रानियां, रोड़ी, शाहपुर बेगू, सिकंदरपुर, सुचान व तलवाड़ा खुर्द रेड जोन में शामिल है।

कृषि यंत्र के आवेदन के लिए मेरी फसल-मेरा ब्यौरा पार्टल पर पंजीकरण करवाना अनिवार्य


                  कृषि यंत्र के लिए आवेदन करने से पहले किसान को मेरी फसल-मेरा ब्यौरा पोर्टल पर पंजीकरण करवाना अनिवार्य है। इसके अलावा सीआरएफ स्कीम तहत वहीं किसान अनुदान के लिए आवेदन कर सकता है जिसने कृषि विभाग से पिछले 2 साल के दौरान किसी भी स्कीम में इनसीटू कृषि यंत्र पर अनुदान का लाभ न लिया हो। सिरसा जिला में सीआरएफ 2020-21 के तहत एकल कृषि यंत्र/सीएचसी का लक्ष्य इस प्रकार है। सीएचसी सामान्य श्रेणी 70 तथा एससी श्रेणी 10, सुपर एसएमएस सामान्य श्रेणी 6 व एससी श्रेणी एक, हैप्पी सीडर सामान्य श्रेणी 6 एससी श्रेणी एक, पैडी स्ट्रा चौपर / शरेडर / मल्चर सामान्य श्रेणी 12 एससी श्रेणी 3, रोटरी स्लैशर /शर्ब मास्टर सामान्य श्रेणी 40 एससी श्रेणी 6, रिवरसीबल एमबी प्लाऊ सामान्य श्रेणी तीन एससी श्रेणी एक, सुपर सीडर सामान्य श्रेणी 6 एससी श्रेणी एक, जीरो ड्रिल सामान्य श्रेणी 50 एससी श्रेणी 9, स्ट्रा बेलर व रेक सामान्य 70 व एससी श्रेणी 10, क्रोप रीपर (शेल्फ व ट्रेक्टर चालित) रीपर बाइडर सामान्य श्रेणी 50 व एससी श्रेणी 9 का लक्ष्य निर्धारित किया गया है।

ई-लोक अदालत 29 को, मामलों की सुनवाई के लिए बैंच गठित

  विभिन्न प्रकार के मामलों की सुनवाई व उनके समाधान के लिए 29 अगस्त को ई-लोक अदालत का आयोजन किया जाएगा। इसके लिए बैंचों का गठन किया गया है।


  जिला विधिक सेवा प्राधिकरण के सचिव एवं जिला एवं सत्र न्यायधीश राजेश मल्होत्रा ने बताया कि सिरसा, डबवाली व ऐलनाबाद के न्यायिक परिसरों में 29 अगस्त को आयोजित होने वाली ई-लोक अदालत के लिए बैंचों का गठन किया गया है। उन्होंने बताया कि इसके लिए ई-लोक अदालत के लिए न्यायिक परिसरों में 6 बैंच स्थापित की गई हैं जो न्यायधीशों की अध्यक्षता में मामलों की सुनवाई व उनका समाधान करेंगी। प्रत्येक बैंच के साथ सदस्य एडवोकेट भी लगाए गए हैं।

सिरसा की सांसद श्रीमती सुनीता दुग्गल ने सतलुज-यमुना लिंक नहर(एसवाईएस) को लेकर होने जा रही उच्च स्तरीय बैठक के साकारत्मक परिणाम मिलने की उम्मीद जताई है। उन्होंने कहा कि देश के यशस्वी प्रधानमंत्री नरेन्द्र मोदी के नेतृत्व में राष्ट्र की कई चिरलम्बित समस्याओं का समाधान निकला है।
उन्होंने कहा कि प्रधानमंत्री ने नदी विवादों के निपटारे के लिए जल शक्ति मंत्रालय का पुनर्गठन करवाया। उनकी सोच है कि एसवाईएल जैसे राज्यों के बीच के जल विवादों का निपटारा सौहार्दपूर्ण माहौल में हो। अपने ट्वीट में सांसद दुग्गल ने कहा कि इस मसले पर आज केंद्रीय जल शक्ति मंत्री गजेंद्र सिंह शेखावत, हरियाणा के मुख्यमंत्री मनोहर लाल व पंजाब के मुख्यमंत्री कैप्टेन अमरिंद्र सिंह करेंगे। उन्होंने उम्मीद जताते हुए कहा कि पंजाब, हरियाणा का बड़ा भाई है और वो सर्वोच्च न्यायालय के फैसलों का सम्मान करते हुए हरियाणा को उसके हिस्से का पानी देने का काम करेगा।

सांसद ने कहा कि पिछले वर्ष लोकसभा में माननीय स्पीकर ओम बिरला जी के समक्ष शून्य काल में उन्होंने एसवाईएल का मुद्दा उठाया था। लोकसभा में अंतरर्राजयीय नदी जल विवाद संशोधन विधेयक पर चर्चा में भाग लेते हुए जल शक्ति मंत्रालय से मध्यस्ता कर मामले का निपटारा करवाने की मांग उठाई थी। उन्होंने कहा कि निश्चित रूप से आज का दिन महत्वपूर्ण है और दोनों राज्यों के मुख्यमंत्रियों व जल शक्ति मंत्री की बैठक हरित प्रदेश हरियाणा के किसानों को उनके हिस्से का पानी दिलवाने का काम करेगी। सांसद दुग्गल ने कहा कि केंद्र में माननीय प्रधानमंत्री नरेन्द्र मोदी ने राष्ट्र की कई प्रमुख समस्याओं को सुलझाने का काम किया है। हरियाणा के बनने के बाद 1966 से यह विवाद चल रहा है। अब इसका निपटारा होगा।

गौरतलब है कि सांसद श्रीमती सुनीता दुग्गल ने पिछले वर्ष विशेष रूप से एसवाईएल को पुरजोर ढंग से उठाया था। सांसद दुग्गल ने पर्वत, नदियां,  पवन के झोंके कोई सरहद इन्हें ना रोके गीत के बोलों के साथ अपनी बात रखते हुए पंजाब से हठधर्मिता छोडऩे की अपील की थी। जलशक्ति मंत्रालय से हस्तक्षेप का आह्वान किया था ताकि हरियाणा को उसका हक मिल सके।

The Indira Gandhi National Open University (IGNOU) has extended the last date of submission of online Fresh & RR admission of all Masters, Bachelor, Diplomas & Certificates programmes up to 31st August, 2020 for the July-2020 session. Details of the IGNOU academic programmes for the July, 2020 session can be accessed from the link https://ignouadmission.samarth.edu.in/. The prospective learners can apply for Masters/Bachelor/Diploma/Certificate programmes of the University on the official website, informed The Regional Director of IGNOU Regional centre Chandigarh Dr. A.K.Dimri. Last date of submission of ‘online’ admission form for July session was earlier fixed for July 31.

For all those candidates, who have been planning to get admission in any of the IGNOU courses can apply for the same online. Firstly the candidate has to register themselves (if not registered) on the official website i.e https://ignouadmission.samarth.edu.in/. Whereas those who have already registered can simply login with the id- password and fill up the application form for the admission in the July session at Indira Gandhi National Open University for 2020. Also, before filling up the IGNOU admission form, candidates must go through the general instructions, eligibility criteria, fee details, duration, etc . on the official website. Applicants can also download the complete details of the programmes from the IGNOU website.
