बिजली निगम के प्रवक्ता ने बताया कि मंच के सदस्य, उपभोक्ताओं की सभी प्रकार की समस्याओं की सुनवाई करेंगे जिनमें मुख्यतः बिलिंग, वोल्टेज, मीटरिंग से सम्बंधित शिकायतें, कनैक्शन काटने और जोडने बिजली आपूर्ति में बाधाएं, कार्यकुशलता, सुरक्षा, विश्वसनीयता में कमी और हरियाणा बिजली विनियामक आयोग के आदेशों की अवहेलना आदि शामिल हैं। बहरहाल, मंच द्वारा बिजली अधिनियम की धारा 126 तथा धारा 135 से 139 के अन्तर्गत बिजली चोरी और बिजली के अनधिकृत उपयोग के मामलों में दंड तथा जुर्माना और धारा 161 के अन्तर्गत जांच एवं दुर्घटनाओं से सम्बंधित मामलों की सुनवाई नहीं की जाएगी। सभी उपभोक्ताओं से अनुरोध किया जाता है कि अपनी शिकायतों के निवारण के लिए इस अवसर का लाभ उठाएं।

University School of Open Learning, Panjab University organized a webinar in collaboration with Indian Association of Economics on the theme “Migration, Reverse Migration of Labour & Covid 19 Pandemic: Challenges and Strategies on 26.08.20.
Many eminent speakers shared their views on this theme that shook everyone’s collective conscience and also triggered several issues and concerns. Prof. V.K. Malhotra who is President IEA & Member Secretary, ICSSR, New Delhi was the chief guest on this occasion. He elaborated on the Governmental Schemes like Ujjawala Scheme, Jan Dhan Scheme, Atma Nirbhar Package etc. and proposed that holistic, sustainable governance model with building upon our strengths especially manufacturing sector, pharmaceutical sector.

Chandigarh, August 26:- A meeting of Sanitation Committee, Municipal Corporation Chandigarh was held here today under the chairmanship of Sh. Rajesh Kumar and attended by other members of committee namely Sh. Shakti Parkash Devshali, Sh. Mahesh Inder Siddhu, Smt. Ravinder Kaur Gujral, Smt. Heera Negi and Dr. Amrit Warring, Medical Officer of Health.
During the meeting the members discussed following important issues:
· The Committee recommended that duty time of sanitation workers will be from 6 am to 2 pm in the summers with half an hour lunch break and from 7 am to 3 pm in the winters with half an hour lunch break. The members were of the view that there should be one fixed time schedule of duty without long hours break rendered by the sanitation workers.
· The committee members appreciated the watch system in the services of the employees in Corporation and said that it should be strengthened in future also.
· The members asked the concerned Chief Sanitary Inspectors to intimate the time schedule of road sweeping in their respective wards, which is being done through mechanical road sweeping machines.
· The committee also reviewed the shortcomings in the Swachh Survekshan 2020 and asked the concerned officers to present all the relevant report alongwith component wise report and capacity building workshop to be organized in the Municipal Corporation regarding the Swachh Survekshan in future so that all the councilors and officers would work in their respective areas according to the toolkit/guidelines and necessary steps will be taken well before the third party assessment.
· The members also asked the concerned officers to put of status of dog sterilization system and stray cattle management in the next meeting of the committee.

Prof. Sanjay Chhibber, who is the senior most professor in the Department of Microbiology, Panjab University, Chandigarh has been appointed by Indian Council of Medical Research as ICMR Emeritus Scientist in its meeting held on 7th, August, 2020.He is the only one from Universities of India to find a place in the list of 11 selected scientists for this award.
The duration of appointment initially is for a period of three years in the first instance. Further extension upto a maximum period of two more years may be granted by the agency depending on the progress of research work.He shall be working on a project entitled “Alternative Roles for CRISPR- Cas System in Bacterial Virulence: Beyond Adaptive Immunity”.
Prof. Chhibber has been associated with teaching undergraduate and postgraduate students of Microbiology (Hons, School) at Panjab University for more than 42 years. During these years he has been actively engaged in research and many post graduate and doctoral students have completed their research projects under his guidance. He has published more than 250 research papers in scientific journals of repute in India and abroad.
His main work in recent years has been on finding alternative strategies to curb drug resistant bacterial infections. During the past more than one decade he has concentrated on bacteriophage therapy and anti-virulence approach to control antimicrobial resistant pathogens using in-vitro and animal models. In recent years bacteria have developed resistance towards commonly used antibiotics and as a result bacteria fail to respond to them. Many times clinicians find it difficult to treat such infections. Bacteriophages are viruses of bacteria that have the ability to kill bacteria. Recent studies have shown that they have the ability to lyse with antibiotic resistant bacteria. Therefore this approach is being explored to treat such infections as an alternate strategy. With more than 60 publications in this area, he is one of the Indian scientists who have made tremendous contributions in this field at the international platform.
At present he is the president of the Society for Bacteriophage Research and Therapy (SBRT). Bacteriophages which are viruses of bacteria are finding many applications in diverse areas and this society is a platform to promote these scientists.Last year, he was honoured by the Society of Microbiologists with “Life time Devotion Award” for his contribution in the field of Medical Microbiology. He is also a member of the central council of Association of Microbiologists of India.

जिला रोजगार अधिकारी श्रीमति ममता बूरा ने बताया कि उपायुक्त मुकेश कुमार आहूजा के मार्गदर्शन में आयोजित प्लेसमेंट ड्राईव रोजगार दरबार में जिला के 119 युवाओं ने भाग लिया। मौके पर ही कपनी प्रतिनिधियों ने उम्मीदवारों का साक्षात्कार लिया तथा 73 युवाओं को शार्ट लिस्ट किया गया। इस दौरान कोरोना के चलते सामाजिक दूरी का पालन करते हुए सभी प्रतिभागियों ने मास्क एवं सेनीटाईजर का उपयोग किया।

Department of English and Cultural Studies, Panjab University, Chandigarh organised a WebEx webinar on Research Possibilities in a Multilingual Environment here today. Professor Pushpender Syal was invited as the speaker for presenting her views on this topic. The webinar witnessed a huge turnout from faculty members, scholars and students.
Professor Syal enlightened the audience with importance of discovering the complexities of the contemporary multilingual environment and rediscover the importance of other vernacular languages and the subsequent dialects. She further intimated the audience with the rampant pitfalls of the English language teaching in the Indian classrooms from primary level to higher level of education. Finally a strong emphasis was laid on the importance of research work on languages other than English and various methods in which such research can be conducted by future scholars and researchers to change the scenario of language learning. The talk was followed by a substantial discussion on the topic. Overall the webinar was successfully conducted and proved to be highly worthwhile for aspiring researchers.
Chandigarh, August 24:- A meeting of Finance & Contract Committee, Municipal Corporation Chandigarh was held here today under the chairpersonship of Smt. Raj Bala Malik and attended by Sh. K.K. The members of committee discussed various important agenda items in detail and accorded approval for the following:
· The committee accorded approval to licensing out the office space at 3rd floor, new over bridge, sector 17, Chandigarh.
· The F&CC approved the remaining nursery sites at village Mauli Jagran, Chandigarh through auction.
· The members accorded approval to sale out of pruned or pollard branches (fuel wood) on ‘as is where is’ basis. The members also asked the concerned officers to dispose off the waste material and items lying in the community centres, stores and offices falling under the jurisdiction of MCC on priority bases till December, 2020 and monthly report regarding the disposal be tabled before the F&CC every month.
· The committee accorded approval to increase the monthly rent of sheds situated at Rehri Market, Sector 23-C, Chandigarh @ Rs. 17000/- plus 18% GST and annual increase of license fee from Rs. 100 to 500 and increase in late fee from Rs. 50 to Rs. 100 per day. The members also decided that the rent and license fee will be reviewed after 3 years.
· The committee also accorded approval to call Expression of Interest for Multi Level Parking at Manimajra near Rana Ki Haveli.
· The members asked the concerned officers to explore possibility to levy entry tax on private water tankers into Chandigarh.
· The members asked the concerned engineers to coordinate with the Chandigarh Administration for proper maintenance and cleaning of Patiala Ki Rao and joint inspection will be conducted with the engineers of Administration to avoid any kind of situation of water accumulation near the houses of Khudda Lahora Colony.

पंचकूला 24 अगस्त- उपायुक्त मुकेश कुमार आहूजा ने बताया कि सरकार ने प्रदेश के अन्नदाता किसान की आर्थिक स्थिति सुधारने के लिए कृषि क्षेत्र में कई योजनाएं क्रियान्वित की है। इनमें फसल विविधिकरण योजना किसानों के लिए बेहतर कारगर है।
उपायुक्त ने बताया कि वर्तमान में किसानों के लिए फसल विविधिकरण करना बेहद जरूरी है। जिला का किसान फसल विविधिकरण को अपनाएगा तभी किसान की आर्थिक स्थित मजबूत होगी। यदि किसान खुशहाल, आत्मनिर्भर और समृद्व होगा तो प्रदेश प्रगति के पथ पर आगे बढ़ेगा।
उन्होंने बताया कि ऑनलाइन किसान-कृषि वैज्ञानिक संवाद के माध्यम से भी किसानों को समय समय फसल विविधिकरण की जानकारी दी जा रही है। इसका मुख्य उद्देश्य ही कृषि विविधिकरण और उन्नत तकनीकों के माध्यम से किसानों की आमदनी बढ़ाना है।
उपायुक्त ने बताया कि फसल विविधिकरण, कृषि व इससे जुड़े व्यवसाय, उन्नत किस्मों के बीज और आधुनिक तकनीक अपनाकर किसान अपनी आमदनी बढ़ा सकते हैं। इसके साथ ही, जैविक खेती, फसल अवशेष प्रबन्धन, समन्वित कीट एवं उर्वरक प्रबन्धन, जल संरक्षण, प्राकृतिक संसाधनों का उपयोग कर खेती में होने वाले खर्च को कम करने के साथ-साथ किसान भूमि की उर्वरा शक्ति को भी बढ़ा भूमि को ओर अधिक उपजाऊ बना सकते हैं।
उपायुक्त ने बताया कि किसानों के लिए मार्केटिंग की भी पूरी जानकारी होनी चाहिए। किसान मार्केटिंग में निपुणता हासिल करके और किसान उत्पाद समूह गठित करके भी कृषि योजनाआंे का लाभ उठा सकते हैं। इनके माध्यम से किसानों को सही समय पर आसानी से सरकार की योजनाओं का लाभ मिलता है।

The impact of COVID-19 lockdown on ambient air quality of Chandigarh was studied by the Department of Environment Studies, Panjab University along with Department of Community Medicine & School of Public Health, Post Graduate Institute of Medical Education and Research, Chandigarh and Chandigarh Pollution Control Committee.
The study recently published in the journal Chemosphere entitled ‘Impact of COVID-19 lockdown on air quality in Chandigarh, India: Understanding the emission sources during controlled anthropogenic activities’ examined the trend of 14 air pollutants, including particulate matter (PM10, PM2.5), trace atmospheric gases (NO2, NO, NOx, SO2, Ozone, NH3, CO) and Volatile Organic Compounds (benzene, toluene, o-xylene, m,p-xylene, ethylbenzene) along with six meteorological parameters before and during the COVID-19 lockdown.
The study duration was divided into four parts, i.e., a) 21 days of before lockdown b) 21 days of the first phase of lockdown c) 19 days of the second phase of lockdown d) 14 days of the third phase of lockdown. The results showed a significant reduction in all the major pollutants during the first and second phases of lockdown. However, the concentrations of SO2, Ozone, and m,p-xylene kept on increasing throughout the study period, except for benzene, which continuously decreased.
Dr. Suman Mor, Chairperson, Department of Environment Studies, PU and the lead investigator of the study, highlighted that vehicular pollution contributes as a primary source of air pollution during different stages of lockdown. Further, she added that regional atmospheric transfer of pollutants from coal-burning and stubble burning were identified as secondary sources of air pollution.
Dr. Ravindra Khaiwal, Additional Professor of Environment Health, Department of Community Medicine and School of Public Health, PGIMER, who coordinated this study, mentioned that reduction in air pollution is linked to the decline in local emissions and frequent rainfall. He also highlighted that the increase in Ozone concentration seems to be associated with intense solar radiation and high temperature, which enhances the atmospheric reactivity during COVID-19 lockdown, leading to a rise in Ozone concentration not only in Chandigarh but many cities in India.
The percentage decrease in the concentrations during 1, 2 and 3 lockdown periods were 28.8 %, 23.4 % and 1.1 % for PM2.5 and 36.8 %, 22.8 % and 2.4 % for PM10, respectively. NO2 concentration was reduced by 23 %, 16.5 %, and 6.1 % in lockdown 1, 2, and 3, respectively, as compared to the average concentrations before the lockdown period.
