Chandigarh, November 18:-Smt. Raj Bala Malik, Mayor, Chandigarh today launched the facility of issuing clearance certificate in respect of residential property tax paid by the residents of Chandigarh without making any request.
While launching this facility at command and control centre at MCC office premises in presence of Sh. K.K.Yadav, IAS, Commissioner, Sh. Anil Kumar Garg, Additional Commissioner, the Mayor said that the Corporation will issue near about 80000 certificates within 2 months time frame.
Chandigarh, November 18:-Smt. Raj Bala Malik, Mayor, Chandigarh today launched eAwas scheme for government houses of MC pool at command and control centre, MCC office premises in presence of Sh. K.K. Yadav, IAS, Commissioner, Sh. Anil Garg, Additional Commissioner and other concerned officers of MCC.
While speaking on the occasion the Mayor said that the employees of Municipal Corporation can now submit their Online application for allotment/change/mutual exchange of MC Pool Houses through website www.eawas.mcchandigarh.gov.in/ of duly filled in and forwarded by the Head of Department/Head of Office. The applications received under this Rule on or before 20th day of a Calendar Month will be considered for allotment in the succeeding month. The applications received on 21st day to the last Month will be considered for allotment in the succeeding month. The applications received on 21st day to the last date of a calendar month will be entertained/considered for allotment after the succeeding month.
Sh. K.K. Yadav, IAS, Commissioner, MCC said that the application form will be examined by the House Allotment Committee, MCC. In case of incomplete application form or the application form of ineligible applicants the case will be rejected straight way by the House Allotment Committee and the applicant will require to submit afresh Online application on the official website. After considering the eligible applications, the seniority lists shall be updated every month, on the website. The eligible applicant will be able check the status of his/her seniority list of type of house for which he/she has submitted the online application. Henceforth, the manual allotment will not be done and existing manual application pending in HAC, MCC is hereby quashed, he added.
Online update report of vacant Government houses fit for allotment/fit for occupation, belonging to MC Pool will be updated to enable the eligible applicants to ascertain the vacancy report of Government houses. The procedure for allotment is as under:-
1.The allotment of vacant Government houses will be made through the “bidding system” every month.
2.The eligible applicants existing in the current seniority list will submit maximum three options/bids for allotment of a Govt. house of the type applied for from 1st to 8th of every month.
3.The allotment of Government houses shall be made to the senior most applicant keeping in view their bids as per seniority list. The applicants, who are not allotted Govt. houses after bidding, shall have the option to submit/exercise their bid from 1st to 8th of the succeeding month of the calendar year.
4.No allotment will be made to the eligible applicants who have not participated in the “bid” for allotment of Government house and no written request for allotment of particular houses shall be entertained/ considered by the House Allotment Committee, Chandigarh, in future.
5.The intimation with regard to the allotment of Government houses to the successful applicant by way of bidding system will be given through SMS.
6. After getting the allotment order of the Government house, the applicant shall contact the Work Inspector, Occupation/Vacation of the area concerned for taking over the possession of the allotted house within 14 days from the date of issue of the allotment order.
The Mayor and Commissioner also declared result for the online applications received from all employees during the period of 1st to 8th November, 2020 and today on dated 18.11.2020 at 12.00 noon.

Panjab University Alumni Association, in collaboration with Department of English and Cultural Studies, under the stewardship of Prof. Deepti Gupta, Dean Alumni Relations organized a web lecture on “Art and Literature in the Age of Technology” by Sh. Rajan Kashyap and Prof. Gurdeepak Singh . This was clubbed with an inaugural session for the new batch of MA English students.
Prof. Deepti Gupta, Dean Alumni Relations and Chairperson, Department of English and Cultural Studies welcomed the students and introduced Prof. Pratibha Nagpal, Dr. Meenu Gupta, Prof. Akshay Kumar and Mr. Sudhir Mehra to the students. . Prof. Gupta, while welcoming the students , informed them about the syllabus, timetable, subject specialisations, career choices, assessments and the department library. She urged the students to be punctual in online classes too and attended to their queries
Mr Rajan Kashyap,IAS,(Retd), former Chief Secretary, Govt. of Punjab discussed how various writers and philosophers like Yuval Noah Harari in Homo Deus and Aldous Huxley in Brave New World predicted the breakneck speed of technology and its application to every aspect of human activity. For this we would survey very briefly the role that art and literature played historically even as economic and technological change was in progress. He quoted one of India’s great philosophers, Professor Sarvapalli Radhakrishnan and said “In spite of the fact that the great scientific inventions have liberated us from servitude to nature, we seem to suffer from a type of neurosis, from cultural disintegration. Science has relieved us of grinding poverty, mitigated the tortures of physical pain. Yet we suffer from an inward loneliness.” He did a critical survey of literature and how it changes with trends in society. He discussed Indian literary texts like the Vedas and Upnishads, western philosophers like Plato and Aristotle. He discussed different literary ages and the influence of the socio economic condition on Art and Literature.
Prof. Gurdeepak Singh, Professor and Director – International Education, Gian Jyoti Group of Institutions, Mohali, discussed the impact of the changing environment, driven by technology, on creativity and vice versa. He discussed the digitisation of Arts and how technology has made available new tools for expression. In this however, some bad art is also being created. The brush pen charcoal is being replaced by a click of the mouse. Sometimes the Art upon conclusion is very different from the Artist’s conception. He said that Technology and Art will be engineering our future. He then discussed the hope and direction for Art and Literature and said that restoration of nature’s balance, psychology, separation, loss, death, disillusion with advance and optimism through faith will be a recurrent theme with the writers and artists the world over. Mr Rajan Kashyap concluded the webinar with his own very touching poem titled ‘My Very Own Prison’ that tells us about how a person feels in the present pandemic.
Earlier,Ms Sonia Chandel from PUAA introduced the guest speakers Sh Rajan Kashyap and Prof. Gurdeepak Singh to all the participants. Both the speakers were alumni of Panjab University.
Mr Rajan Kashyap was a member of Indian Administrative Service from 1965 to 2003. He is an Alumnus of the Department of English and cultural studies. He got first position in his Masters in 1963 and taught in the department as a tutor for two years. He then joined civil services and has held many important appointments like Deputy Commissioner, Ropar; Deputy Secretary, Ministry of Home Affairs, Govt. of India; Secretary to Governor, Punjab; Managing Director, MARKFED; Principal Secretary, Government of Punjab, for various departments, Finance, Health, Science, Technology, Environment, Technical Education etc. and Chief Secretary, Govt. of Punjab.
She informed that Prof. Gurdeepak Singh has worked as Senior Scientific Officer with Punjab State Science & Technology, worked in Government of Punjab for computerization of State Assembly Budget, was Regional Director for bksb, skills anytime, India – subsidiary of West Nottinghamshire College, UK(an online English eLearning tool, designed to help people improve their English). He has been instrumental in setting up International Education ventures in India. He is on the advisory panel of different National and International Tertiary Education Institutions.
The webinar aimed to consider the place of art and literature in the technology driven world of today.
There was a very interesting interactive session with the students later on where they asked many questions from the speakers. Prof. Akshay Kumar proposed a vote of thanks.

A Two-Day (17th-18th Nov) National Webinar on Shrii Shrii Anandamurtiji’s Contribution to Philosophy, Science, Neo-humanism, Economics and Neo-humanist Education has been jointly organised by The Department of Philosophy, Panjab University, Chandigarh and Renaissance Universal (RU).
The Webinar was inaugurated by Prof. Saket Kushwaha, Vice-chancellor, Rajiv Gandhi University, Arunachal Pradesh on 17th Nov. Dr. Shivani Sharma, Chairperson, Department of Philosophy, Panjab University delivered introductory and Welcome Speech. She told that Shrii Prabhat Ranjan Sarka popularly known as Shrii Shrii Anandamurtiji was a great Indian Philosopher and the founder of Ananda Marga Pracaraka Samgha, a world-wide spiritual organization dedicated for spiritual upliftment of human society. He left behind a vast legacy, including over 500 books written on a wide variety of topics. He wrote books on sociology, agriculture, environment, ethics, psychology, history, literature, education, medicine, cosmology, and philosophy, also notably founding the philosophy of ‘Neohumanism’ in 1982 and the ‘Theory of Microvita’ in 1986. In his Theory of Microvita, Sarkar “believed that the atoms and the subatomic particles throughout the boundless universe are imbued with life”.
Prof Saket Kushwaha delivered the inaugural speech and told that Shrii Shrii Anandamurtiji was a versatile genius. He has written books on multifarious subjects for the upliftment of the society . He also promised on behalf of his University that we will start research work on Ananda Marga and the contributions of Shrii Shrii Anandamurtiji.
The program started with singing of Prabhat Samgiita by Dr.Maneesha Kulkarni, Department of Music, University of Mumbai and She also briefly highlighted the role of Prabhat Samgiita for the new generation. She expressed her views about Prabhat Samgiita and told that its lyrical excellence and melodious beauty is unparalleled. सिरसा, 18 नवंबर………….जिला की सीआईए सिरसा पुलिस ने महत्वपूर्ण सूचना के आधार पर कारवाई करते हुए ऑनलाईन ठगी करने वाले एक गिरोह का पर्दाफाश करने में महत्वपूर्ण सफलता हासिल की है । इस संबंध में विस्तृत जानकारी देते हुए जिला पुलिस अधीक्षक भूपेंद्र सिंह ने बताया है कि पुलिस ने गिरोह के चार सदस्यों को काबू कर उनके कब्जा से अवैध 280 सिम, 11 मोबाईल फोन व एक लैपटोप बरामद किया है । उन्होंने बताया है कि पकड़े गए आरोपियों की पहचान रमेश कुमार पुत्र रामेश्वर, विनोद कुमार पुत्र राजबीर निवासियान डिंग मंडी, सुभाष पुत्र महेंद्र सिंह व राजेश पुत्र राम सिंह निवासियान गांव दैय्यड़ जिला फतेहाबाद के रूप में हुई है । उन्होंने बताया कि अभी तक पुलिस जांच में सामने आया है कि पकड़े गए आरोपी विभिन्न कंपनियों के सिम जाली दस्तावेजों के आधार पर प्राप्त करके उन मोबाईल सिमों के माध्यम से अमेजॉन, धनी, पे-जैप जैसी ऑनलाईन कंपनियों द्वारा आमजन को नगद राशि के रूप में दिए जाने वाले लाभ को स्वंय प्राप्त कर ठगी करते थे । पुलिस अधीक्षक ने बताया कि सीआईए सिरसा प्रभारी इंस्पैक्टर नरेश कुमार के नेतृत्व में एक पुलिस टीम जिसमें उप निरीक्षक अजय कुमार व सहायक उप निरीक्षक तरसेम सिंह, प्रधान सिपाही सुनील कुमार, सिपाही मंदरूप सिंह, सिपाही सुनील कुमार को महत्वपूर्ण जानकारी मिली थी कि कुछ लोग डिंग मंडी क्षेत्र में बाहर से फर्जी आईडी पर सिम लाकर फर्जी दस्तावेजों के सहारे ऑनलाईन ठगी का धंधा कर रहे हैं । इस आशय की सूचना पाकर सीआईए की पुलिस टीम ने उक्त स्थान पर दबिश देकर चार आरोपियों को मौका से सिम, मोबाईल फोन व लैपटोप के साथ काबू कर लिया । उन्होंने बताया कि पकड़े गए चारों आरोपियों को आज अदालत में पेश कर रिमांड हिरासत पुलिस हासिल किया जाएगा । पुलिस हिरासत अवधि के दौरान पकड़े गए आरोपियों से इस बारे में गहनता से पूछताछ की जाएगी और इस अवधि के दौरान काफी संख्या में सिम, मोबाईल फोन, जाली दस्तावेजों व अन्य सामान बरामद होने तथा गिरोह के अन्य साथियों की गिरफ्तारी होने की संभावना से भी इंकार नहीं किया जा सकता और इस नेटवर्क से संबंधित बहुत बड़े गिरोह का खुलासा होने की संभावना से इंकार नहीं किया जा सकता । इस गैर-कानूनी कार्य में संलिप्त पाया गया, उसके खिलाफ कड़ी कार्यवाही की जाएगी ।

राष्ट्रीय ई-गवर्नेंस योजना के तहत जिला के विभागों में ई-फाईल प्रणाली सिस्टम लागू होगा, जिसके बाद इन विभागों में स्वचालित तरीके से फाईलों का प्रबंधन किया जाएगा। ई-आफिस मिशन मोड प्रोजेक्ट के सफल क्रियान्वयन के लिए लघु सचिवालय स्थित सभागार में सिटीएम संदीप कुमार की अध्यक्षता में प्रशिक्षण कार्यक्रम का आयोजन किया गया। एनआईसी की ओर से अधिकारियों/कर्मचारियों को ई-फाइल प्रणाली बारे प्रशिक्षण दिया और उन्हें बताया कि किस प्रकार से फाईलें भेजी जानी हैं। इस अवसर पर सीएमजीजीए सुकन्या जर्नादन, डीआईओ एनआईसी रमेश शर्मा सहित अन्य अधिकारी उपस्थित थे।
नगराधीश संदीप कुमार ने कहा कि कार्यालयों में भौतिक रूप से फाईलों तथा कागजों का प्रबंधन करने में काफी समय लग जाता था, लेकिन अब ई-फाइल प्रणाली के तहत यह कार्य होगा, जिससे समय तथा श्रम शक्ति की बचत होगी और लोगों को भी काफी सहूलियत हो जाएगी। इस प्रणाली में कार्य को तय समय में निपटान को लेकर संबंधित विभागों के अधिकारियों की जिम्मेदारी और जवाबदेही तय होगी। इसलिए सभी अधिकारी एवं कर्मचारी गंभीरता से प्रशिक्षण कार्य पूर्ण करें।

The Indira Gandhi National Open University (IGNOU) has extended the last date of submission of online Fresh admission of all Masters, Bachelor & Diplomas programmes up to 30th November, 2020 for the July-2020 session. This extension of last date shall not apply to Certificate and Semester-based programmes, i.e., MP, MPB, PGDMM, PGDFM, PGDHRM, PGDOM, PGDFMP, DBPOFA, PGDIS, MCA, BCA, and all Certificate and Awareness programmes of 6 months duration or less. Details of the IGNOU academic programmes for the July, 2020 session can be accessed from the link https://ignouadmission.samarth.edu.in/. The prospective learners can apply for Masters/Bachelor/Diploma programmes of the University on the official website, informed The Regional Director of IGNOU Regional centre Chandigarh Dr. A.K.Dimri. Last date of submission of ‘online’ admission form for the July session was earlier fixed for November 15.
For all those candidates, who have been planning to get admission in any of the IGNOU courses can apply for the same online. Firstly the candidate has to register themselves (if not registered) on the official website i.e https://ignouadmission.samarth.edu.in/. Whereas those who have already registered can simply login with the id- password and fill up the application form for the admission in the July session at Indira Gandhi National Open University for 2020. Also, before filling up the IGNOU admission form, candidates must go through the general instructions, eligibility criteria, fee details, duration, etc. on the official website. Applicants can also download the complete details of the programmes from the IGNOU website.
Learners can also take provisional admission in Bachelor and Master Degree Programmes pending due to declaration of their final year result. However such learners will have to submit their completed certificate/degree/marksheet by 31st December 2020. In case it is not submitted their admission will be cancelled and fee will be refunded as per University norms.

पंचकूला, 17 नवंबर- उपायुक्त मुकेश कुमार आहूजा ने 20 और 21 नवम्बर को छठ पूजा को लेकर बताया कि छठ पूजा रजि0 समिति, पंचकूला ने उपायुक्त से आगामी छठ पूजा सार्वजनिक स्थानों पर मनाने को लेकर 13 नवंबर को प्रार्थना की थी, छठ पूजा महापर्व के लिए सेक्टर-21, कौशल्या नदी व घग्गर नदी के छठ पूजा घाट पर पूजा अर्चना को लेकर स्वीकृति दी जाये।
उपायुक्त ने छठ पूजा को लेकर सीएमओ, पीएमओ, डीआईओ, एसीपी से बैठक की थी। विश्व स्वास्थ्य संगठन ने कोरोना को महामारी घोषित किया है और भारत सरकार व गृह विभाग की कोविड-19 को लेकर भी दिशा निर्देश है। छठ पूजा महापर्व पर 20 से 25 हजार लोगों के आने का अनुमान है। इतनी बड़ी संख्या में लोगों को महापर्व के लिये अनुमति नहीं दी जा सकती। छठ पूजा रजि0 समिति, पंचकूला ने भी इस निर्णय से सहमति जताई । 15 सदस्यई समिति ने उपायुक्त को यह भी विश्वास दिलाया कि लोगों से तालमेल बिठाकर उन्हें अपने स्थान पर छठ पूजा पर्व को मनायेंगे। उपायुक्त ने बताया कि भारत सरकार व एमएचए की कोविड-19 को लेकर दिशा निर्देश है कि 2 गज की दूरी और मास्क जरूरी है, का पालन करना अनिवार्य है।
उपायुक्त ने जनता से अपील है कि पंचकूला में कोरोना के रोज नये बढ़ते हुए मामलों व जिलावासियों की सुरक्षा को देखते हुए छठ पूजा पर्व पर सूर्य की आराधना अपने स्थान पर ही करें। किसी भी सार्वजनिक स्थान पर छठ पूजा महापर्व को मनाने की अनुमति नहीं है। सभी जिलावासी अपने स्थान पर छठ पूजा पर्व को मनाकर आपस में ही भाईचारे व खुशियों का संदेश दें।
उपायुक्त ने बताया कि नगर निगम कमीशनर को नियम की पालना व जनता को जागरूक करने के लिये मुख्य स्थानों पर होर्डिग लगवाने व डिप्टी कमीशनर पुलिस को पुलिस फोर्स की पर्याप्त व्यवस्था करने व एसडीएम पंचकूला व कालका को किसी भी परिस्थिति से निपटने व सिविल सर्जन को डाॅक्टर की टीम व एम्ब्यूलेंस और जरूरी दवाइयां, चिन्हित स्थानों पर उपलब्ध करने के निर्देश दिये और सभी कार्यालय वाहक और पंचकूला रजिस्टर समिति के सदस्यों से श्रद्धालुओं को कोविड-19 के बारे में जागरूक और छठ पूजा पर्व को अपने स्थान पर मनाने के लिये उचित कदम उठाने के निर्देश दिये।
