Panjab University Institute of Social Science Education and Research, (ISSER) organised the first convocation on April 24, 2019 to award B. A. Hons. degrees to the first batch of its students.
Professor Raj Kumar, Vice Chancellor in his inspiring convocation address urged the graduating batch of 2018 to become good will ambassadors and carry forward its legacy. He deeply acknowledged the interdisciplinary nature of courses being taught at PU ISSER. While applauding the potential of ISSER to change the societal mindset, Professor Raj Kumar said that science can offer us relevant tools for change which can be effectively utilised by social sciences. Such a change he said would help reach out to the deprived sections of society in a globalizing world.
Professor Swarnjit Kaur, Chairperson, PU ISSER welcomed the dignitaries, graduating batch of 2018 and their parents. She highlighted the innovative nature of the Five Years programme and shared with the audience the speculator accomplishments of graduating batch some of whom had come from Mumbai and Bangalore to attend the function. The batch of 36 students had 100% success rate with five distinctions securing more than 80% marks.
The Convocation was followed by the first Alumni Meet of the Institute during which many of the fresh graduates became members of PU Alumni Association. They also had an informal experience sharing session with fruitful suggestions.
Registrar Panjab University Professor Professor Karamjeet Singh, Controller of Examination, Professor Parvinder Singh and Dean Faculty of Arts Professor Ronki Ram were the guests of honour. Emeritus Professors of social Sciences Professor Pam Rajput and Professor Bhupinder Brar also graced the occasion, apart from Deans Student Welfare Professor Emanual Nahar and Professor Neena Capalash, Dean Alumni Relations Professor Deepti Gupta and Hony. Director & Deputy Director Human Resource Development Centre, Founder Coordinator Professor Reeta Grewal along with Chairpersons and faculty members of different Social Science departments.

Dr. Neha Miglani Post-Doctoral Fellow, at University Institute of Fashion Technology & Vocational Development (UIFT&VD) Panjab University Chandigarh has been selected for a prestigious grant of US$1500 which is awarded to South Asian Scholars attending the International Association of Media and Communication Researchers (IAMCR) 2019 conference at the Universidad Complutence de Madrid, Spain this year. She is among the 9 women selected worldwide to receive the grant from IAMCR which is a noted body of media researchers worldwide and is an authority in media research.
21 travel grants at IAMCR 2019 have been offered to early-stage scholars to present their research work. The grants have been offered to 9 women and 12 men from 17 different countries including Argentina, Bangladesh, Cameroon, Cuba, India, Jamaica, Pakistan, South Africa, and Turkey. A record number of total of 3500 papers were sent to IAMCR 2019 this year out of which these research grants were offered on the basis of quality of research work.
Dr. Miglani is currently working on various facets of fashion and lifestyle journalism, the professionals and personal challenges and conflict of these journalists.

Physics Department, Panjab University, Chandigarh organized 5th Prof. B.M. Anand memorial lecture which was delivered by Prof. Sandip P. Trivedi, Director, Tata Institute of fundamental research (TIFR) Mumbai, here today.
Prof. Sandip P. Trivedi started his lecture on “Quantum entanglement” starting with the basics of quantum mechanics and the theory of John Bell with the idea that probability cannot be negative. He built up the quantum entanglement theory with the idea from the solid state physics and Quantum mechanics and gradually introduced the concept of quantum computers. He demonstrated the work on quantum computers in India and abroad and speculated that Quantum computer will be a reality in near future and the computer speed will increase many folds.
Prof. Navdeep Goyal, Chairperson, Department of Physics gave introduction about physics department and regarding Prof. B.M. Anand Lecture. Prof. Arun K. Grover, Ex- Vice Chancellor of PU explained the history of Prof. B.M. Anand Lecture with life and works of Prof. B.M. Anand. Prof. K.N. Pathak, Ex-Vice Chancellor of Panjab University introduced Prof. Sandip P. Trivedi and briefed about his lecture.
The programme was attended by nearly 250 delegates consisting of students and faculty members of PU and nearby institutes. Students showed great interest and their queries were answered by the speaker.

Workshop on ‘Bio-waste to Bio-resources’ under Swachhata Action Plan at Panjab University, Chandigarh
The 5 th workshop of Swachhata Action Plan (SAP), on the theme, ‘Management of Biomass (Agri waste and Municipal waste) into Bioresources’, under the aegis of Department of Science and Technology (DST), Government of India, is being organized by DST-Centre for Policy Research, in association with Chandigarh Region Innovation and Knowledge Cluster (CRIKC), on Tuesday, April 23 rd , 2019, at Panjab University, Chandigarh. The event has been orchestrated to mobilize the national Administrative-Academic-Industrial ecosystem to address and resolve the issue of agricultural and municipal waste, with particular focus on the issue of ‘Paddy Straw (i.e. Stubble) Burning’. The event will see representations from the Government (state and central), United Nations Industrial Development Organization (UNIDO), Scientific community (Universities and National Research Labs), Industries (Agro-based and Food industry), Farming community (Farmers Associations and Corporate Farmers) and Punjab Pollution Control Board.
The event will be marked by deliberations on identifying strategies for the efficient utilization of Paddy Straw as Bio-fuels and raw materials in various industries, with a dedicated interactive session on ‘Sustainable Management of Agro-waste’. The ‘Key-Note Address’ will be delivered by the Padmashree awardee, Dr. M H Mehta, Chairman, Gujarat Life Sciences, Ahmedabad. The event will be inaugurated by the Vice Chancellor of Panjab University, Prof. Raj Kumar, graced by Mr. Suresh Kumar (Chief Principal Secretary, Punjab) as the Chief Guest and Prof. S S Marwaha, (Chairman, Punjab Pollution Control Board) as the Guest of Honour.

Dr. Ambedkar Centre, Panjab University Chandigarh organised one day national seminar on the theme ‘Women Empowerment in Bharat Through Ages’ here today.
Smt. Anarben Patel, Director , Gramshree -Women Empowerment, Ahmedabad, Gujarat provided inputs from her own life and ground experiences and shared her experience how she moved into the downtrodden sections and address to their needs and grievance. She gave example of her mother who stood by her ideals and stopped a child marriage even when it meant bycott from their own community. She encouraged women to find the answer to the question, ‘Who Am I?’ The answers needs to be found both in spiritual and physical world. She reiterated her commitment to all women to help them find their potential and identify themselves as themselves minus any family, caste, community and other social identities.
She beseeched men to work in the ground and mentally accept the equal status of women and not act as hindrance to women empowerment. She acts the stereotypical segregation of men and women in various social groups and denial of political participations at the ground level. She concluded the talk with a message that women must move in society and work hard to achieve their potential without getting entangled in social barriers. She hoped the society must move towards finding the answer to the question ‘what is right?’ from ‘who is right?’ to achieve real harmony in the society.
Prof Raj Kumar, PU Vice Chancellor welcomed the dignitaries and stressed that the real women empowerment can be achieved only through deeply ingraining the idea of equality in mind. The same can be done by bringing up our daughters with all intellectual and physical capabilities ranging from education to equality at home. He stressed that no nation or society can achieve real progress without bringing half of its population at equal footing. He remarked that Dr Ambedkar also wanted special attention to be given to the women of India and he worked hard to achieve the same in his life through various legal reforms. prof Raj Kumar also thanked His Excellency Sh. Satyadeo Narain Ji, Hon’ble Governor of Haryana, for his able guidance to the University.
Ms Heena Kumari, IRS delivered her talk on defining the meaning of Empowerment of Women and how women had significant role to play throughout history giving various examples from Indian past. While highlighting some features of matriachial society, she hoped that the same can be adopted to some extent in Indian culture giving hope to indian women who have otherwise displayed their worth in competitive world.
Mr. Rajesh Bagga, Former Chairman SC Commission Punjab, highlighted the vision of Dr. Ambedkar specially for women and shared his experience in the ground and discussed how he had to convince the husbands to first treat their wives at home equally before expecting equality in social life. He gave the message that followers of Dr. Ambedkar have the responsibility to replicate the ideals of Babasahib who dreamt of strong country minus any distinction on the basis of caste,creed and religion. He reiterated that breakers of law can not be real Ambedkarites as Babsahib respected the education, law and discipline.
Ms Alka Gauri, State Organiser, Panjab and Haryana Vivekananda Kendra reminded audience if indian philosophy believed in soul which undergoes through many circles of birth, then soul is genderless and men and women are equal creation of nature with same consciouness. Thus men and women must respect each other both as equal and compatible and the same has been enumerated by all sages of Indian civilization.
Earlier, Prof Devinder Thakur , coordinator of the centre, introduced the theme and thanked Vice Chancellor for providing all support to the centre and assured that the centre will soon start a course and fellowships to the needy students to disseminate the ideals of Dr Ambedkar.
Dr. Aditi Sharma conducted the session and Dr. Anil Thakur offered the vote of thanks.

Panjab University Dental Institute to offer state-of-art CBCT facility
The Dental Institute of Panjab University will soon start State of the art CBCT(Cone Beam Computerized Tomography) facility to provide high end diagnostic scanning facility. The University Dental Institute is the first Dental Institute in the region to offer such a kind of facility after PGI. The CBCT Scan facility is a three-dimensional X-ray scanning facility which will help in the treatment planning of patients in need of implants, orthoganthic surgeries, aligner orthodontic treatment, root canal treatment and other complicated treatment. Further the presence of CBCT facility will give a greater push to the dental institute as far as is research objectives are concerned. The Hon’ble Vice Chancellor of Panjab University Professor Rajkumar today personally visited this facility and expressed satisfaction of its potential benefits to general public. The CBCT Scan will be offered to general public at a nominal cost making this useful investigation affordable for general public.

The Department of Gandhian & Peace Studies, Panjab University, Chandigarh organised a one-day workshop on [UTF-8?]“Conflict Resolution and Peace [UTF-8?]Building” to mark the 150th birth anniversary of Mahatma Gandhi ji. Dr. Ashu Pasricha, Chairperson of the Department introduced key speakers to the audience and also informed them about the event.
Dr Sumit Narula, Director, Amity School of Communication, Amity University Madhya Pradesh, Gwalior was the Chief Facilitator of the workshop. During the workshop he gave hands-on training on the topic Conflict Resolution and Peace Building. He started his talk by saying that [UTF-8?]“We are surrounded by conflicts at our homes, workplace, society, within nations as well as internationally. How can we transform conflict societies into peace-loving societies? As part of the civil society, there is a need to formulate creative ways of dealing with conflicts. This workshop aims at educating people on the paradigms, models and skills that can aid societies in transforming conflicts in a peaceful manner and by spotting the possibilities of moving away from conflict and building peace. Peace Building is thus an always-ongoing and dynamic [UTF-8?]process.” Conflicts can be resolved successfully if we view it from the perspective of a WIN-WIN situation.
The Workshop focused on the following:
1) To gain an understanding of the basic nature and challenges of contemporary conflicts.
2) Familiarize students with theoretical understandings of the related fields of Conflict Transformation, Conflict Prevention, Conflict Management, Conflict Resolution and Peacebuilding.
3) Develop capacities and skills for responding to social conflicts (such as dialogue, active listening, facilitation, meditation and negotiation).
4) Facilitate an in-depth knowledge about peacebuilding approaches in diverse conflict reasons.
5) Create an interactive space for the building of a network of young people committed to constructive social change.
6) Build a synergy between the theory and practice of Conflict Transformation, Human security and Development.
The faculty members, research scholars, students and members of the staff of the department similarly, faculty members, staff and students from other departments of the University attended this Lecture. The Chairperson, Department of Gandhian and Peace Studies & Honorary Director, Gandhi Bhawan, Dr. Ashu Pasricha, extended her warm thanks to all the invited guests and the attendees. She emphasised that the values, thoughts and principles espoused by Gandhiji can guide our planet towards a better future.

Special Lecture on [UTF-8?]“Understanding Future [UTF-8?]Warfare” by Lt. Gen. P. J. S. Pannu, Deputy Chief Integrated Defence Staff at the Department of Defence and National Security Studies.
The Department of Defence and National Security Studies, Panjab University, Chandigarh organised a special lecture on the theme [UTF-8?]“Understanding Future [UTF-8?]Warfare” by Lt. Gen. P. J. S. Pannu, PVSM, AVSM, VSM, Deputy Chief Integrated Defence Staff (Doctrine, Organisation and Training) on 18 th April 2019 in the department premises.
Dr. Jaskaran Singh Waraich, Chairperson, Department Defence and National Security Studies, introduced the theme as well as the speaker to the audience. He also highlighted the fact that the theme of the seminar is an official part of the curriculum of the [UTF-8?]master’s programme in the department.
The lecture was presided over by Sh. R. K. Kaushik, Secretary Power and Divisional Commissioner, Roopnagar, Government of Punjab. The proceedings of the lecture were initiated by Sh. R. K. Kaushik. He said that the history of war is is as old as that of society. In the previous century, the world witnessed two world wars which were one of the most devastating wars ever. As a result of the Second World War, a lot of countries gained independence. Our nation India was one of them. Since
Independence, India intended to remain a peace-loving country. But within a few months, war was forced on India in the form of the Pakistani invasion of Kashmir followed by their capture of large portion of Indian territory in J&K. In 1962, our northern neighbour China attacked us and once again India was involved in war. Keeping these instances in mind and the fact that we are surrounded by perennial enemies, we must always remain prepared as far as national security is concerned.
Explaining Future Warfare, Gen. Pannu spoke about how human beings have been the most dangerous species to ever exist on this planet. In order to understand the nature of war, we must first understand the nature of human beings. In the course of their evolution, Human
Beings have become involved in a conflict against nature and in the recent times humans are trying to outsource this conflict via employment of machines. Quoting Kautilya, he explained how the world is slowly shifting from the age of Prakasha Yuddha (Open War) to the age of
Kuta Yuddha (Deception War), Tusnim Yuddha (Silent / Cyber War), Mantra Yuddha (Information War) and Gudha Yuddha (Irregular and Concealed War). With its present rate of its growth, the human population would in the future start exceeding the [UTF-8?]planet’s capacity for sustaining life. Now we have become a consumerist society.
Talking about the evolution of warfare, Gen Pannu explained the geopolitical importance of the main island of the world and also tried to establish the link between the various industrial revolutions and generations of warfare. He suggested that because at the time of
Independence the strength of the Indian Army was around 2.2 million soldiers, which would have easily made India a military power. However, the then world powers, engaged in the Great Game, divided India to prevent this.
He said that just like Germany tried to gain control over this heartland during the world war two, in the present day, China, which is a peripheral country has started making inroads in this region and the tool they are using is trade and soft power influence of their economy. In this backdrop, any nation that fails to understand Fourth Generation Warfare will get defeated in case of war.
While highlighting the transition from Sensing to Sense Making, he said that first, computing changed the speed and complexity with which we could process information. Then, communication broadened our access in both time and space and connected us globally. In this decade, sensing devices are having the most profound effect as they bring information,
awareness and responsiveness to the objects, places and people around us. The next wave of technology will be all about sense making [UTF-8?]– the ability to make sense out of the enormous amount of information and sensory signs all around us. Lt Gen K. J. Singh, Maharaja Ranjit Singh Chair and State Information Commissioner, Haryana also highlighted the necessity for our security forces as well as civilians to develop an understanding of the future of warfare.
The lecture was attended by members of Gyan Setu Think-tank, various faculty members, serving and retired armed forces officers pursuing various courses in the department, research scholars and students. The lecture was followed by a questions and answers session with the audience.
